Full textThough it is a major form of development aid in Africa, particularly in Mali, "decentralized cooperation", as a subject, has not been given appropriate consideration in social sciences. This PhD dissertation in qualitative sociology (21 month-fieldwork, a lot of data) examines how strategies elaborated by Northern and Southern actors have an impact on their common development projects. It also sheds light on reciprocal stereotypes and representations, as well as local political interests in both contexts. The present work is based on a case study of a development cooperation project between Allier (France) and Niafunke (Mali). Behind this complex partnership, lies a global and underlying question that the dissertation has attempted to answer: Is this policy more efficient than bilatteral help or NGO actions?

Full textThe limits of the bilateral and multilateral partnerships led by the governments as well as the strong mobilization of the local elected representatives allowed the decentralized cooperation to impose on all the nations of the world through their territorial collectivities. The post-Second World War was decisive for the establishment of this new relationship between North and South. Indeed, the former colonizers will try to maintain an umbilical cord with their former territories by displaying the will to contribute to their development and reconciling the peoples. This is how the French local authorities implemented various projects for the benefit of their Benin counterparts and this under the seal of decentralized cooperation. In this thesis, let us assume that local actors in both territories do not share the same perceptions of this decentralized cooperation. How do the perceptions and practices of the actors of decentralized cooperation between France and Benin turn out to be a relationship based on help or collaboration?Interviews with local actors in France and Benin show that their perceptions directly influence the place of decentralized cooperation in local and regional authorities. In France as in Benin, while elected representatives and executives members of decentralized cooperation management mechanisms perceive decentralized cooperation as a relationship based on collaboration, "working together", cooperation, most of the remote actors in the system. Recall it such a relationship based on the assistance provided by French local authorities to those Benin. This confirms our hypothesis on aid, which is the goal of any decentralized Franco-Beninese cooperation program. Full textContrary to the widely held idea that the first boom of Franco-German twinning between 1963 and 1975 was unique, the years 1985 to 1994 present another increase. The purpose of this study is to provide a clear picture, based on a representative selection of 40 case studies, of the success of twinning during the survey period 1985-1994, little explored so far. Who, why and in what context played an important role in the development of the second twinning boom? The present study has been able to identify the origin of twinning resulting from a combination of political will, semipublic institutions, civil society networks and private relations that all together ensured the success of twinning. Thus, these partnership have become a "mass phenomenon" in the Franco-German context. The study then highlights instances of resistance and obstacles during the survey period as well as the later success of implementation of the original motives mentioned during the creation of twinning. It contradicts, amongst others, the hypothesis that resentments and the motive of reconciliation played no role in the 1980s and 1990s during the establishment of twinning, demonstrating that at the same time some partnerships are actively dealing with the past pursuing historical-educational goals, by, for example, visiting locations of historical conflicts. Although the period studied runs from 1985 to 1994, the conclusions underline the current trends of communal movement as well while offering various explanations to the considerable and unique number of Franco-German twinning arrangements

Full textSeveral decades ago, Claude LEGAIT, a Frenchman of Vandœuvre, create in 1978 with a few friends, one of whom is Guy AUFRERE, an association called Les Amis de Sabou (The Law of Associations, 1901) after one of his travels to Poa in the Republic of Upper Volta, now Burkina-Faso. The organisation was established to aid said friends in the region, who often faced precarious living standards in health and education. To change the situation, the association led by Claude LEGAIT and its president Guy AUFRERE, organised under FMVJ’s supervision the first projects involving the shipment of medication, and the start of Operation Bulldozer, which would make the association known both in the ZUP of Vandœuvre and beyond, but also in the village of Poa, which at that time was a canton of the sub prefecture of Sabou.Claude LEGAIT and Guy AUFRERE were determined. The successor of AUFRERE, Gerard VOREAUX, and several others, started to negotiate with municipalities of the Lorraine region so to institute a town twinning initiative with the canton of Poa. After various negations, the town twinning project was finally established between Vandœuvre and the sub prefecture of Sabou in december 1982, in presence of Francis CROMBEZ, the representative of the mayor of Vandœuvre, Richard POUILLE. President from 1981 to 2014, Gerard VOREAUX gives more scope to the action of the association which trains from 1985 the German city of Lemgo in the twinning.From that moment on, Sabou’s, and more particularly Poa’s landscape was going to transform, thanks to a reformation of the town twinning agreement in 1991. Equally, thousands of French volunteers coming from Lorraine worked with their Burkinabe peers to edify infrastructure for education and health purposes. In 1994, Les Amis de Sabou was renamed Les Amis de Poa.In 2009, the renewing of the town twinning agreement between the mayor of Vandœuvre, Stéphane HALBOT and the mayor of Poa, Jean ZONGO were thought as a token of faith in all the actors involved, while the quality of exchanges between the town twins reflected the positive prospect of a convincing Franco-African alliance
