CINCH (Consortium for the Immunization of Norfolk's Children) is an urban coalition that was developed in 1993 to improve childhood immunization rates in Norfolk, Virginia. CINCH involves diverse citizens and institutions in effective community-based assessment, planning, and action. A needs assessment from 1993 found that only 49% of Norfolk 2-year-olds were adequately immunized. CIVINS<br>Norfolk Naval Shipyard (NNSY), established in 1767, is the oldest of the United States Navy's shipyards and predates the Department of the Navy by 31 years. It is located on the western shore of the Elizabeth River's southern branch in Portsmouth, Virginia. Her parents prized education and Baker graduated from Shaw University, a black college in Raleigh, North Carolina, in 1927. Wheelabrator Technologies Inc. (WTI) operates a waste-to-energy facility in Portsmouth, Virginia. At full capacity, a total of 2,000 tons/day of refuse derived fuel (RDF) can be fired in four identical boilers to generate a total of 600,000 lb/hr of steam and 60 MW of electricity.
