Abstract:
Recent national events have increased attention towards immigrant youth. Youth placed in juvenile justice facilities go through processes overseen by the U.S. Citizen and Immigration Services, the Office of Refugee Resettlement, and the Unaccompanied Children’s Program. While in placement youth are exposed to risk factors and face cultural barriers being in a new country. As publicity of the incarceration of immigrant youth increases, there is an emphatic need for researchers to examine the quality of care youth experience in placement facilities. One of the areas that has not been critically investigated is recreation programming in juvenile justice facilities. Recreation programs grounded in Positive Youth Development have proven to promote healthy development and offer immigrant youth opportunities to adapt to their new environment. Providing youth in juvenile justice facilities access to high quality recreation programming strengthens protective factors in youth to prepare them for adulthood, and reduces the likelihood of their committing an offense, thereby increasing public safety and saving taxpayer dollars. This paper is a first step to establish a clear understanding of the treatment of immigrant youth in detention. In this paper I discuss the results of a comprehensive examination of the minimum requirements for recreation programming in juvenile justice facilities. The results provide clear implications for immigrant youth as well as suggestions for further critical inquiry.

As the 113th Congress begins to tackle the issues of the day, men and women alike celebrate the inclusion of a record number of women representatives. The historic numbers indicate progress, but the reality is that women compose slightly more than half of the national population but less than twenty percent of the national legislative representatives. Women fare slightly better at the state level, holding just under a quarter of state legislative seats and executive offices. In this study we explore the challenges faced and advances made by women in attaining statewide executive office in rural states by examining how they have fared in Appalachia and particularly West Virginia. We integrate theoretical understandings and statistical data with lived experiences gleaned from personal interviews conducted with the women who have held executive office in West Virginia.

Abstract:
In the United States, the mission of the Office of Juvenile Justice and Delinquency Prevention includes the development and implementation of prevention and intervention programs. While many of these initiatives include recreation, there remains no standard for recreation programs. The purpose of this study was to review the written authorities for each state to identify the minimum requirements for recreation programming in juvenile justice facilities. Among other discoveries, we found that across all states, there is not a shared definition of recreation, only 70% of states have daily mandatory minimums requirements, only 44% of states require youth be given time outside, and only 56% of states include justifications for denying youth access to recreation. Implications for professionals and researchers are discussed, as well as suggestions for further inquiry and the integration of recreation into the treatment process.

West Virginia University's Extension Service partnered with the Recreation, Parks, and Tourism Resources Program to offer an entry level certification opportunity to interpretive guides in West Virginia. The result of this partnership is the West Virginia Interpretive Guide Heritage Steward Program aimed at providing low-cost, widely available training course to guides throughout the state. The course is divided into two components—a set of online modules and an in-person skill assessment workshop. This exploratory study used a retrospective post-then-pre survey design to assess the course impact on participants’ beliefs related to the effectiveness of the course, as well as self-reported changes in interpretive competency. Results indicated the course was successful in increasing participant competence related to developing and delivering interpretive talks. This effective regionally based certification course is potentially a model that could be used to expand personal interpretive certification opportunities for guides.

Abstract This special issue of the Public Historian explores issues relating to the management of public history programs in New York State. State history is something that continues to be worthy of preservation, management, study, and analysis because of the distinctive historical development and traits of each state and the role of state history as a portal to national history. New York's history is complex because of its size, ethnic diversity, cosmopolitan character, and the rapid pace of its historical development. What might be termed its “historical infrastructure”—the totality of programs to manage its history—is also complex. State government history programs include the State Archives, State Museum, and Office of Parks, Recreation, and Historic Preservation. There are large organizations with statewide programs and influence such as the New York State Historical Association, dozens of state historic sites, and several hundred local historical societies and historical museums. Issues include lack of funding, inadequate public support, fragmentation of effort and need for better coordination, and need for more robust use of information technology. Each of the seven essays represents its author's insights and perspectives on accomplishments, issues, and needs.

Abstract:
The 331-hectare (819-acre) Difficult Creek Natural Area Preserve (DCNAP) was established in Halifax County, Virginia to protect and manage habitat for rare vascu-lar plant species and animals, and to restore plant communities. Mafic metavolcanic rocks of the Virgilina Formation and felsic metavolcanic and metasedimentary rocks of the Aaron Formation comprise the geologic units on the preserve. The Virgilina-derived soils have high shrink-swell potential, a dense hardpan layer, relatively high base status, and a significant gravelly or stony component; these soil conditions support the highest density of rare plant species known on the preserve. The first noteworthy vascular plant species were documented from the property in 1972 by botanist Alton Harvill of Longwood University, but detailed investigations of the flora did not begin until the site was revisited by the second author in 1993. Rare plant inventory has been the primary focus of botanists since that time. In 2001, the property was acquired by the Virginia Department of Conservation and Recreation, Division of Natural Heritage (DCR) and dedicated as a state Natural Area Preserve, at which point active management for natural communities and associated rare species was initiated. Since the rare plants on site thrive in open woodland or savanna-like conditions, prescribed burns and timber harvests have been used by DCR stewards to restore habitat after decades of fire suppression and conversion of hardwood stands to loblolly pine plantations. In 2018, a thorough floristic study was initiated to highlight the significance of this flora beyond the documentation of rare plants. The two-year inventory documented 653 plant taxa, comprising 326 genera in 106 families. Fourteen of these species are of conservation concern at the global or state level; an additional 12 taxa are considered uncommon and of potential conservation concern (Townsend 2019). These rare or uncommon species are components of two globally rare plant communities. In addition, the globally rare lepidopteran, Erynnis martialis (Mottled Duskywing), occurs on the preserve, the only extant population known in Virginia. Due to agricultural impacts and widespread fire exclusion, few analogs to this flora exist within the southern Piedmont of Virginia.

Paul Mullen passed away at his home in Savannah, Georgia, on December 24, 2009. Paul had been our graduate student and remained our friend. His sense of humor was legendary: mordant, witty, and always to the point. His untimely death brought to an end a life filled with accomplishment. Paul Mullen had managed to fill his life with several careers. His first career had been as an attorney. As well as working in private practice for several years, he also was Assistant Attorney General for the state of West Virginia. He specialized in labor law and was head of the section in the Attorney General's Office responsible for litigation in that field.

ABSTRACTIn 2004 the US Department of Justice, Office of Community Oriented Policing Services, sponsored a National Summit on Campus Public Safety. The summit brought together various stakeholders including campus police and security officials, local police chiefs, college and university faculty and administrators, federal officials, students and parents, and community leaders to address the issues and complexities of campus safety. Delegates to the summit identified key issues in campus safety and security, which included establishing a national center on campus safety, balancing traditional open environments with the need to secure vulnerable sites, improving coordination with state and local police, reducing internal fragmentation, elevating professionalism, and increasing eligibility of campus police and security agencies to compete for federal law enforcement funds. Focus on “active shooters” on campus, resulting from the Virginia Tech incident, should not diminish attention placed on the broader, more prevalent safety and security issues facing the nation's educational campuses. Recommendations resulting from the summit called for establishing a national agenda on campus safety, formation of a national center on campus public safety, and increased opportunity for campus police and security agencies to compete for federal and state funds. Over the past two decades considerable interest has developed in the subject of the victims of crime. This interest reached a peak in the United States in 1982 with the establishment and report of the President's Task Force on Victims of Crime, which made numerous recommendations for legislative, executive, and other institutional action on both the Federal and State levels, including an amendment to the United States Constitution. The momentum, however, continued. Subsequent developments have included the establishment of an Office for Victims of Crime in the Office of Justice Programs, a flurry of legislative activity across the nation, and the declaration of National Victims' Rights Weeks with the participation of the U.S. President. The interests of victims have been taken up not only by special organizations established for the purpose, such as the National Organization of Victims' Assistance (NOVA), the Victims' Assistance Legal Organization in Virginia, and the National Victim Center (founded in honor of Sunny von Bulow) — as well as more narrowly focussed groups such as MADD (Mothers against Drunk Driving), but also by such mainstream professional bodies as the American Bar Association, the National Association of Attorneys General, the National Conference of the Judiciary, the American Psychological Association, and the National Institute for Mental Health.

The I-95 Corridor Coalition, comprising 28 transportation agencies and state and local departments of transportation and supported by a number of federal and quasipublic organizations, has embarked on an aggressive program to study and implement intelligent transportation system services along this priority corridor from Maine to Virginia. A key element to the success of this effort is that the travel information needs and desires of the I-95 travelers be satisfied. A comprehensive multimodal study was initiated by the I-95 Corridor Coalition to assess the advanced traveler information system needs of I-95 corridor users and to determine the market potential for such information. The stakeholders include user groups, providers, and producers. The target groups include local and long-distance (business and recreation) automobile travelers, transit users, intercity air travelers, and intercity rail travelers. The provider groups include state, regional, and local transportation agencies, whereas the producer groups include telecommunications companies, automobile manufacturers, and traveler information service providers. Several survey mechanisms were used to assess the user and provider information needs and will be used to assess the market potential. These include focus groups, telephone surveys, on-site surveys, and individual interviews. Thus far in the study users have ranked roadway safety, personal security, and traffic information high in importance. Users have also indicated a willingness to pay for multimodal traveler information services both for their pretrip planning and while en route.

An analysis of commonly asked horticultural questions is being conducted by the Office of Environmental Horticulture at Virginia Tech in order to improve the question and answer process between Master Gardeners and the public. Records of questions received by Master Gardeners from a sampling of Extension offices representing all growing areas of the state are being sorted and categorized to identify the most frequently asked questions and develop a electronic resource to assist in answering those questions quickly and with consistent IPM based information. More than 4000 questions have been analyzed and organized in to the following categories: Plant Questions (specific type or species of plant), General Gardening Questions (composting and fertilizing, herbicides and pesticides, soil testing etc.), Program Questions (Extension programs, Master Gardener program), and Animal and Insect Questions. The plants questions have been further divided into the sub-categories. The animal and insect questions have been sorted by species type with the percentage asked of each calculated. Abstract Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014- 2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socio-economic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

AbstractRadar ducting is caused by sharp vertical changes in temperature and, especially, water vapor at the top of the atmospheric boundary layer, both of which are sensitive to variations in the underlying surface conditions, local mesoscale weather, and synoptic weather patterns. High-resolution numerical weather prediction (NWP) models offer an alternative to observation to determine boundary layer (BL) structure and to assess the spatial variability of radar ducts. The benefit of using NWP models for simulating ducting conditions very much depends on the initial state of sea surface temperature (SST) and the model spinup time, both of which have a great impact on BL structure. This study investigates the effects of variation of NWP-model initial conditions and simulation length on the accuracy of simulating the atmosphere’s refractive index over the Wallops Island, Virginia, region, which has pronounced SST variability and complex BL structure. The Met Office Unified Model (MetUM) with horizontal resolution of 4 km (4-km model) was used to simulate the atmospheric environment when observations were made during the Wallops-2000 experiment. Sensitivity tests were conducted in terms of the variability of SST and model spinup time. The evaluation of the model results was focused on low-level moisture, temperature, and surface ducting characteristics including the frequency, strength, and the height of the ducting layer. When provided with more accurate SST and adequate simulation length, the MetUM 4-km model demonstrated an improved ability to predict the observed ducting.

The objective of this panel is to provide attendees with the opportunity to learn about what they always wanted to know about the wide world of human factors consulting, but were afraid to ask (or didn’t know to ask). This session should be of interest to meeting attendees at any stage of their career, including students and those who might be considering a career change or branching out. These panelists, together, have experience over a wide range of consulting domains, as well as being individuals who are at different stages in their consulting careers. As such, the panel session will provide attendees with multiple perspectives on select topics and on responses to attendees’ questions. Sheree Gibson, PE, CPE is President of Ergonomic Applications, a small industrial ergonomics consulting firm in South Carolina. She has been a consultant for most of her professional life, working for a forensic consulting firm as well as an in-house ergonomics consultant for Michelin Tire before setting out on her own. She has a B.S. in Mechanical Engineering and a M.S.E. in Applied Ergonomics, both from West Virginia University. She is active in the American Industrial Hygiene Association, the American Society of Safety Engineers and HFES. Sheree is also Vice-President of the Foundation for Professional Ergonomics. Richard Kelly, PhD earned his doctorate in Engineering Psychology from New Mexico State University and went on to work as an engineering psychologist for the Army at White Sands and then for the Navy at SPAWAR in San Diego. After about 10 years supporting large and small RDT&E programs and leading teams of scientists and engineers, he left the government to start Pacific Science & Engineering (PSE). Over the past 34 years, PSE has grown steadily from 2 to 50 employees and has been a prime contractor, subcontractor, and consultant on hundreds of projects in many different domains, including military, intelligence, industrial process, commercial, medical, education, autonomous vehicles, and more. PSE remains an independent, employee-owned company entirely focused on human performance in complex systems. The technical staff have received numerous recognitions from clients and professional groups for their outstanding work that makes a real difference for our users. Dee Miller, PhD works at Dell, Inc. in the Business Transformation Office as the Senior Principal UX & Service Design Engineer building relationships and appropriately influencing relevant internal teams and direct business contacts in the adoption of a human-centered approach to designing internal systems and processes and delivering services related to Order Experience Life Cycle. She recently started an independent consultancy called Dawn Specialty Consulting. One of the first projects of the new consultancy is consulting with a local non-profit and a police department on applying design thinking to community policing initiatives. Dee has prior experience consulting with state and federal government agencies on matters pertaining to transportation and healthcare. Tom Albin, PE, CPE, PhD is a licensed professional engineer and a certified professional ergonomist. He holds a PhD from the Technical University of Delft in the Netherlands. Currently the principal of High Plains Ergonomics Service, Tom has been engaged in ergonomics consulting since 2001. He has extensive experience as a researcher, a corporate ergonomist and as a product developer. He is active in the US and International Standards community, chairing the ANSI/HFES 100 computer workstation standard and serving as an accredited US expert on several ISO committees. He was Executive Director of the Office Ergonomics Research Committee from 2007 until retiring in 2018. Tom’s consulting work has been principally concerned with physical ergonomics issues in office and industrial settings. Current projects deal with evaluation of injury risk during push and pull tasks and with applied anthropometry. Topics Panelists will each be given time to introduce themselves at the beginning of the session. Each will speak for 7-10 minutes about their career path, ‘what I like best about consulting’, and ‘3-5 things I wish I had known before I started consulting’. The panel will also address the following topics: ethics, running a business (business plans, financing, insurance, legalities, managing employees, marketing, building relationships with clients, and writing contracts), and work/life balance. These topics will be introduced, in the form of questions from the moderator if/when questions from the audience are exhausted.

Abstract:
The overall evolution of the economy is usually appreciated by two macroeconomic indicators GDP and GVA, which by their value gives us clear information on the state of the economy. Gross domestic product (GDP), the main macroeconomic aggregate of national accounts, is the final result of the production activity of resident producer units and which corresponds to the value of goods and services produced by these units for final consumption. Gross Value Added (GVA) is the balance of the production account and is measured as the difference between the value of the goods and services produced (valued at basic prices) and the intermediate consumption (valued at the buyer's prices), thus representing the new value created in the production process. GVA is calculated before calculating the consumption of fixed capital. Since 1990, we have been confronted with a major restructuring of the way GDP and GVA are created due to the intensive process of restructuring the economy. In the paper we will analyze the basis of the processing of national statistical data, how the tourism component of the tertiary sector contributes to the formation of the aggregate indicators presented above. In 2016, Romania had a GDP of 169.6 billion euros, below the Czech level (174.4 billion euros), Greece (175.9 billion euros) and Portugal (184.9 billion euros). Data series published by the European Statistical Office show that in the first quarter of this year, Romania's GDP adjusted for seasonal influences was 44.2 billion euros, while the value of GDP- Greece was 43.96 billion euros, the Czech Republic's 44.85 billion euros, and Portugal's 47.37 billion euros. In terms of GVA training, Romania is included in the European Union's Statistical Yearbook 201 6 as the country with the largest contributions to the Gross Value Added in the economy from industry, agriculture and construction, simultaneously with the lowest Public sector contribution (administration, defense, education, health and social welfare, etc.) Although professional, scientific and technical activities have seen the largest increase in the share of Gross Value Added training, they remain below the average of 10.4% Registered on the whole EU. There is an increase in the art, entertainment, recreation and other activities related to tourism - which brought us near the European customs and contributed to the "structural convection" of the Romanian economy. Touristic activity, particularly complex, with upstream and downstream implications, generates a tourism industry, whose components contribute to the formation of GDP and national Gross Value Added We will analyze the share of tourism in Romania's Gross Domestic Product in the period 2008-2014, gross value added in the tourism industry direct gross value added from tourism and gross domestic product of tourism in 2013 and 2014. Abstract:
Point of view: I am a cisgender, White male in my sixties. I retired recently after working with children in a professional capacity since the mid-1970s. My first career involved organizing and managing youth sports programs for public recreation departments. I began my second career as an elementary school teacher in the privileged white neighborhood where I grew up near Atlanta, Georgia. There were no African American students at any of the public schools I attended. By the time I took a position in the central office after teaching for 14 years, Black students comprised 77% of the county’s 98,000 students (Anderson & Smith-Hunt, 2005). I spent my last six years in the classroom teaching fifth graders and serving as the school’s gifted liaison teacher. In the latter role, I administered tests to students to determine if they were eligible for the “gifted” label. At that time, I also taught an assessment course to teachers who were seeking a gifted add-on endorsement to their teaching certificates. I recently retired from a large school district in a different state after working as an educational measurement and assessment specialist for 12 years. Value: Numerous educational policies and procedures in the United States benefit children from privileged families over their traditionally underserved counterparts, which include students of color and low-income students. This piece describes a public school district’s inequitable practices related to its program for gifted students, practices that are not uncommon in many American school districts. “Education is one of the best ways to address systemic inequities, but education systems in the US seem to be increasingly subject to criticism that they are unable to change and promote equity” (Cheville, 2018, p. 1). Despite their inherent resistance to change, educational agencies must be made aware of discriminatory policies and procedures. Stakeholders must then hold policy makers and educational leaders to account. As James hanged until it is faced” (1962, p. 38). Summary: Gifted education programs in public schools comprise mainly middle-class and upper-middle-class students of European and Asian descent. Students from low socioeconomic groups, African American students, Latinx students, and Indigenous American students continue to be underrepresented in gifted programs, despite the fact that this inequity was brought to light many years ago (Ford, 1998). Given our nation’s long history of overt and covert racism, it is not surprising that the manner by which students are identified for gifted services is systemically entrenched and at the heart of the problem. Most states have mandates or provide guidance to local school districts regarding identification criteria; however, very few of the measurement instruments and methods used to evaluate of children for gifted services are effective at facilitating equal representation of all groups in gifted education programs. This piece examines one school district’s guidelines used to identify students for gifted services, including admittance to its prestigious school for gifted children. Because the guidelines are typical of practices employed by many other school districts, the information contained herein is generalizable to a larger audience.

Abstract:
Introduction. Assessment of the ecological status of lakes is important for their conservation and protection. Many lakes are intensively used in recreation in Volyn Region. The development of the resort and recreational facilities requires significant additional volumes of fresh water to maintain the depth of the reservoirs in the bathing area, certain sanitary and temperature regimes of the reservoirs. The limiting factors are the sanitary and hygienic indicators of water. First and foremost, high quality of water should be provided for the organization of contact types of recreation (bathing, diving, water skiing, etc.). The purpose of article. The purpose of the article is ecological assessment of water quality in various lakes of Volyn Region, which are most intensively used in recreation. Methods. Research methods are expeditionary, methods of mathematical statistics and environmental assessment of water quality, which were carried out in accordance with the methodology for assessing the quality of surface water in the respective categories. During the preparation of the article, materials from their own expeditionary studies of the natural-economic state of the lakes were used, as well as the results of chemical analysis of the water composition conducted by the Water and Soil Monitoring Laboratory of the Regional Water Resources Office in Volyn Region and the Complex Laboratory for Observation of the Environmental Environmental Center. Results. The analysis of the qualitative indicators of the lakes Svitiaz, Velyke Zgoranske and Somyn showed the high quality of water in the lakes. For the period of 2015–2019, water quality was classified as „good” class II, by degree of cleanliness „clean”, by category as „very good”, by degree of cleanliness „clean” on all lakes. The value of IE for the Lake Velyke Zgoranske varied in the range of 1.81–2.44, in the range of 1.66–2.07 for the Lake Svitiaz, and in the range of 2.56–2.96 for the Lake Somyn. Index І2 (ecological and sanitary indicators) has the most influence on the magnitude of the ecological index of water quality. The scientific novelty lies in establishing block and integral indexes of ecological assessment of water quality, classes and categories of water quality of the most recreationally-developed lakes of Volyn Region, as well as in assessment of the dynamics of indicators of water quality of lakes during the years of 2015–19. Practical significance is defined with the opportunity of development of a set of measures for the rational use and protection of lakes.

Since human beings spend 80-90% of the day inside houses, educational and recreation centers, office blocks, or automobiles, the quality of air within these buildings or structures is crucial for human health and safety. Hence, indoor air quality (IAQ) highlights the general characteristics of indoor air that affect the state of health, thermal comfort, and well-being of humans. Despite numerous regulatory standards, framework policies, and monitoring plans proposed for IAQ, the occurrence of indoor pollutants including radon (Rn), ozone (O3), and oxides of carbon, sulfur, and nitrogen have become common. Many studies contend that nitrogen dioxide (NO2) is a major indoor air pollutant and one of the most poisonous on Earth. It is a reddish-brown gas generated from the oxidation of nitrogen oxides (NOx) and molecular oxygen or O3 or the high-temperature combustion of solid fuels. This paper presents an overview of the potential sources, formation routes, and health effects of NO2. According to reviewed literature, the occurrence, concentrations, and ratios of NO2 in the indoor environment are affected by residential factors, weather/climate, and proximity to NO2 sources indoors, such as burners, ovens, and stoves. Furthermore, long-term exposure to NO2 causes diabetes, heart, cardiovascular, hypertension diseases, severe cough, hemoptysis, pediatric lung edema and, more recently, fatalities arising from COVID-19. Therefore, the overdependence on polluting fuels that generate NO2 must be minimized or eliminated to improve IAQ and protect human health, safety, and the environment. Future design plans for constructing kitchens, homes, offices, automobiles, factories, and power plants must incorporate smart sensors or ventilation systems for detecting, monitoring, or removal of exhaust gases, including NO2.

ObjectiveOpioid and illicit substance abuse continues to have major public health implications in the state of West Virginia. By analyzing the Emergency Medical Service (EMS) utilization history of drug overdose decedents, opportunities to improve surveillance of fatal and non-fatal drug overdoses can be identified which can help lead prevention efforts of fatal drug overdoses in the state.IntroductionWest Virginia continues to lead the nation in drug overdose deaths per capita. In 2016, the age-adjusted rate of drug overdose deaths was 52 per 100,0001. In the same year, there were roughly 64,000 overdose deaths in the United States, a 21.5% rate increase from 20151. The drug overdose epidemic in West Virginia has taken a significant toll on individuals, families, communities, and resources.As part of a rapid response plan to help reduce the burden of overdose deaths, the West Virginia Department of Health and Human Resources conducted an investigative report to study 830 overdose related deaths that occurred in 2016 and identify opportunities for intervention in the 12 months prior to death.Utilization of EMS among decedents was analyzed to determine demographic differences between decedents at different time points of EMS contact: EMS contact at death only; EMS contact 12 months prior to death only; and both EMS contact at death and 12 months prior to death.MethodsA list of decedents that had died in 2016 from a drug overdose was obtained from the West Virginia Vital Registration Office and then matched to EMS ambulance run data. The inclusion criteria for this decedent sample were: state residency, drug overdose as the primary cause of death, and a history of EMS utilization. Overall, 588 West Virginia overdose decedents were identified for analysis.Drug classes, identified by forensic toxicology reports, and demographic information including gender, age, race, marital status, education level, and occupation of each decedent were analyzed to identify trends related to overdose deaths.A ‘death run’ was defined as an EMS run that occurred within 48 hours of death. A ‘prior EMS run’ was defined as an EMS run that occurred within 12 months prior to death.ResultsAmong decedents with an EMS contact, 50% (N=295) of decedents’ only contact was at death. Of the remaining half of decedents with an EMS contact: One-third (N=195) had both a previous EMS run in the 12 months prior to death and at death; and 17% (N=98) of decedents only EMS contact was in the year prior to death that was not a fatal run (Table 1).There were gender differences in EMS utilization among male and female decedents at death run only, 12 months prior to death only, and at both time points. When comparing time points, the largest percentage of EMS contact among males and females occurred at death run only; although males (53% n=206) had more contact with EMS at death run only compared to females (45%, n=89). However among those that had utilized EMS at both time points, females had more encounters with EMS (38.3%, n=75) than male decedents (30.61%, n=120) (Table 1).Decedents aged 15-24 years (64.5%, n=20) had the largest percentage of EMS utilization at death run only compared to the other age groups. Decedents aged 65 years and older of prior EMS runs (50.0%), compared to other age groups (Table 1).Of the decedents that received at least one naloxone administration in their EMS history (n=178), decedents that utilized EMS at both time points received the largest administration at 44% (n=80). This was followed by 41% (n=73) of decedents that had EMS contact at death only.ConclusionsFor half of the decedents analyzed, their only encounter with EMS was associated with their death. This could be explained by the type of drugs that contributed to their deaths, as stronger illicit and/or pharmaceutical drugs such as fentanyl, contributed to more overdose deaths in this population than other drug types2. Although decedents aged 15-24 years had highest EMS contact at death run only, illicit drugs were more commonly found in this particular group than other age groups2.Evidence has shown that a prior non-fatal overdose in the past, increases the risk of a fatal overdose in the future3. One-third (n=195) of decedents in this analysis had both a prior contact with EMS in the year before death and within 48 hours of death. However, it is unknown whether their previous contacts with EMS was associated with an overdose. Further investigation into chief complaints of EMS runs would need to be done to assess the association between prior EMS contact due to a non-fatal overdose and risk of a subsequent fatal overdose.In this analysis, women had a larger percentage of EMS contact at both time points than men. Studies have indicated that women are more at risk than men for having a fatal overdose4. One possibility is that the concurrent use of opioid prescription and illicit drugs, occurs more often among women than in men elevating their risk of having non-fatal and fatal overdoses.Identifying high-risk individuals with previous overdoses can help to minimize the gap between overdose and accessibility to treatment services. As part of the rapid response plan, the West Virginia Drug Control Policy Act was passed to improve drug overdose surveillance and help strengthen response5. A koronavírus-járvány megjelenése sokként érte fogyasztói társadalmunkat. Egyik napról a másikra radikálisan átalakította felgyorsult életünket. Az egészségügyi kockázatok csökkentése, valamint a gazdaság összeomlásának elkerülése érdekében olyan változásokat követelt meg a munkáltatóktól és a munkavállalóktól egyaránt, melyre korábban még nem volt példa. A bevezetett kényszerintézkedések jelentős hatást gyakoroltak a foglalkoztatottság alakulására is; a munkanélküliek száma megemelkedett, az otthoni munkavégzés általánossá vált, a pályaelhagyók aránya nőtt, a külföldön munkát vállaló személyek száma pedig csökkent a krízis előtti időszakhoz képest. A digitális transzformáció nyújtotta lehetőségek és eszközök nemcsak az otthoni munkavégzés során bizonyultak hatékonynak, hozzájárultak az online oktatás megvalósításához, a kapcsolatok ápolásához és az online szolgáltatások (pl. vásárlás, rekreációs tevékenységek) térnyeréséhez is. A témában való elmélyülés érdekében hazai (Szellő 2020, Józsa 2018, Nemeskéri et al. 2016) és nemzetközi (Statista 2020, Gajendran- Harrison 2007, Caseli-Coleman 2006) szakirodalmi forráselemezést végzünk, valamint az elérhető statisztikai adatokat (ÁSZ, KSH, NFSZ) elemezzük, az eredményeket összevetjük egy korábbi, home office témakörben lefolytatott saját kérdőíves vizsgálat (Pirohov-Tóth, 2020) eredményeivel. Az online adatfelvétel 2020. május 25-től június 1-ig zajlott 321 fő bevonásával. Elemzésünkben a kérdőív adatai segítségével statisztikai elemzést végzünk annak érdekében, hogy a feltárt munkaerő-piaci problémák megoldására átfogó, komplex foglalkoztatást segítő javaslatokat tudjunk kidolgozni. A jövőben – a foglalkoztatottság növelés érdekében ‒ szükségessé válik a megváltozott munkaerő-piaci igényeknek megfelelő átképzések biztosítása a munkával nem rendelkezők számára, ahol lehetőségük nyílik az új készségek (kreativitás, önálló munkavégzés, rugalmasság, gyors alkalmazkodás) elsajátítására is. Hazánk gazdasági visszarendeződése és a foglalkoztatás újbóli fellendítése érdekében pedig szükségessé válik a munkaerő-piaci szereplők szoros együttműködése, valamint az állam által nyújtott lehetőségek igénybevétele. The coronavirus pandemic has had a shocking effect on our consumer society. From one day to another, it has changed our accelerated lives radically. To reduce health risks and to avoid economic collapse, it demanded both the employers and the employees to make changes that were formerly unprecedented. The forced measures taken exerted a significant impact on employment, as well; the number of the unemployed has increased, home office work has become general, the rate of career changers has grown and the number of those working abroad has lowered as compared to the period before the crisis. The possibilities and tools offered by digital transformation have proved to be effective not only in home office work but have contributed to implementing online education, keeping contacts and the spread of online services (e.g. shopping or recreation activities), as well. To search deeper in the topic, we have made a source analysis of the domestic (Szellő 2020, Józsa 2018, Nemeskéri et al. 2016) and the international (Statista 2020, Gajendran- Harrison 2007, Caseli-Coleman 2006) literature, have analysed the available statistical data (ÁSZ, KSH, NFSZ), and have compared the results to the outcomes of an own query research (Pirohov-Tóth, 2020) implemented earlier in the home office topic. Online data collection was implemented between May 25 2020 and June 1 with the involvement of 321 persons. Using the data gained from the query, we made an analysis in order to become able to elaborate proposals supporting complex employment that could solve the revealed labour market problems. To enhance employment, in the future it will be necessary to provide re-trainings meeting the labour market demands for the unemployed where they can acquire new skills (creativity, independent work, flexibility, rapid adaption etc.), as well. To support the economic recovery of our country and to re-boost employment, the tight cooperation of labour market participants and the utilization of possibilities offered by the state will be inevitable.

ObjectiveTo conduct surveillance for acute Hepatitis A virus (HAV) infections in Veterans from states reporting outbreaks among high-risk individuals beginning in fiscal year (FY) 2017.IntroductionAlthough cases of acute HAV have declined in recent years, elevated numbers of HAV infections began to be reported by California and Michigan in the fall of 2016.1,2 Since this time, associated outbreaks have been reported in 9 additional states (Arizona, Utah, Kentucky, Missouri, Tennessee, Indiana, Ohio, Arkansas, and West Virginia).3 No common source of food, beverages or drugs have been identified and transmission appears to be primarily person-to-person with high-risk individuals including people experiencing homelessness, those who use illicit drugs and their close direct contacts. In June 2018, CDC issued a Health Alert Network Advisory providing additional guidance on identification and prevention of HAV and updates on the outbreaks.4 This prompted our office to more closely review our HAV surveillance, to identify Veterans who may be part of these outbreaks, and assess risk factors and outcomes of HAV infection.MethodsWe queried VA data sources starting in FY 2017 (October 1, 2016 – June 30, 2018) for HAV IgM laboratory tests and HAV-coded outpatient encounters and hospitalizations (ICD-10-CM: B15) to identify potential case patients. We performed a detailed chart review on all HAV IgM positive Veterans residing in or treated in an outbreak state during the identified outbreak time frame as reported by each state health department. Data elements collected included: (1) demographics; (2) risk factors, exposures and Hepatitis A vaccination status; (3) treatment locations (i.e. outpatient, Emergency Department, inpatient, intensive care unit); (4) presenting signs and symptoms; (5) laboratory data (including liver function tests (LFTs) and hepatitis testing); and (6) outcomes (i.e. deaths). County-level rates for positive HAV IgM test results were calculated using total unique users of VHA care for matching fiscal year time frames in each county as denominators.ResultsA total of 247 HAV IgM positive individuals were identified among 136,970 HAV IgM tests performed during the study period. Among these, 67 individuals resided in an outbreak state and were identified for further chart review. Additional laboratory review revealed that 5 of the 67 were positive for HAV Total Ab with no HAV IgM performed (all five patients came from a single facility and were asymptomatic at the time of testing). Based on review of clinical data for the remaining 62 HAV IgM positive patients, 22 (35%) did not meet the CSTE clinical case definition criteria5 of having signs or symptoms consistent with acute viral hepatitis plus either jaundice or elevated ALT/AST levels. These patients were either asymptomatic or had relevant symptoms that could be explained by other diagnoses. None had documented jaundice and only 4 had any LFT elevation, which was mild (ALT: 60-83 IU/L, AST: 36-103 IU/L). There was often no mention of the positive HAV IgM test result in the patient visit records. In the cases where the results were documented, it was thought to be a false positive or cross reactivity, related to recent receipt of HAV vaccination, or prolonged persistence of HAV IgM from a prior infection. Patient characteristics of the 40 patients meeting the case definition are summarized in Table 1. None of confirmed cases had documentation of HAV vaccination prior to their acute infection. The top 5 counties of residence among confirmed cases were Jefferson, KY (7, 18%), San Diego, CA (6, 15%), Wayne, MO (4, 10%), Butler, MO (3, 8%) and Macomb, MI (3, 8%). Additionally, the top three counties (Jefferson, San Diego and Wayne) were each noted to have clustering of cases of acute HAV with risk factors of homelessness, substance abuse and/or needle exposure. Incidence rates for HAV IgM+ test results were calculated for all reported outbreak counties and the 25 counties with the highest rates are shown in Figure 1.ConclusionsOccurrence of acute HAV infections among Veterans during October 2016 – June 2018 followed patterns reported by states with outbreaks during the same time frame, including high hospitalization rates. Risk factors of homelessness, substance abuse and/or needle exposures were noted in the Veteran population, similar to national HAV outbreak data. County-level clustering of cases in states with outbreaks was also observed among Veterans, with incidence rates of HAV IgM+ as high as 13 per 10,000 Veterans. Additional education of VA providers is needed regarding recognition of and appropriate testing for acute HAV infections. HAV IgM should not be ordered in asymptomatic patients with normal LFTs as the pretest probability of HAV infection is low, leading to false positives and confusion in interpreting test results. Improving Hepatitis A vaccination rates among Veterans is important, particularly among individuals who are at increased risk for infection or complications from HAV and in outbreak states to limit further spread of this outbreak.References1. Abstract:
Connecting I’ve moved house on the weekend, closer to the centre of an Australian capital city. I had recently signed up for broadband, with a major Australian Internet company (my first contact, cf. Turner). Now I am the proud owner of a larger modem than I have ever owned: a white cable modem. I gaze out into our new street: two thick black cables cosseted in silver wire. I am relieved. My new home is located in one of those streets, double-cabled by Telstra and Optus in the data-rush of the mid-1990s. Otherwise, I’d be moth-balling the cable modem, and the thrill of my data percolating down coaxial cable. And it would be off to the computer supermarket to buy an ASDL modem, then to pick a provider, to squeeze some twenty-first century connectivity out of old copper (the phone network our grandparents and great-grandparents built). If I still lived in the country, or the outskirts of the city, or anywhere else more than four kilometres from the phone exchange, and somewhere that cable pay TV will never reach, it would be a dish for me — satellite. Our digital lives are premised upon infrastructure, the networks through which we shape what we do, fashion the meanings of our customs and practices, and exchange signs with others. Infrastructure is not simply the material or the technical (Lamberton), but it is the dense, fibrous knotting together of social visions, cultural resources, individual desires, and connections. No more can one easily discern between ‘society’ and ‘technology’, ‘carriage’ and ‘content’, ‘base’ and ‘superstructure’, or ‘infrastructure’ and ‘applications’ (or ‘services’ or ‘content’). To understand telecommunications in action, or the vectors of fibre, we need to consider the long and heterogeneous list of links among different human and non-human actors — the long networks, to take Bruno Latour’s evocative concept, that confect our broadband networks (Latour). The co-ordinates of our infrastructure still build on a century-long history of telecommunications networks, on the nineteenth-century centrality of telegraphy preceding this, and on the histories of the public and private so inscribed. Yet we are in the midst of a long, slow dismantling of the posts-telegraph-telephone (PTT) model of the monopoly carrier for each nation that dominated the twentieth century, with its deep colonial foundations. Instead our New World Information and Communication Order is not the decolonising UNESCO vision of the late 1970s and early 1980s (MacBride, Maitland). Rather it is the neoliberal, free trade, market access model, its symbol the 1984 US judicial decision to require the break-up of AT&T and the UK legislation in the same year that underpinned the Thatcherite twin move to privatize British Telecom and introduce telecommunications competition. Between 1984 and 1999, 110 telecommunications companies were privatized, and the ‘acquisition of privatized PTOs [public telecommunications operators] by European and American operators does follow colonial lines’ (Winseck 396; see also Mody, Bauer & Straubhaar). The competitive market has now been uneasily installed as the paradigm for convergent communications networks, not least with the World Trade Organisation’s 1994 General Agreement on Trade in Services and Annex on Telecommunications. As the citizen is recast as consumer and customer (Goggin, ‘Citizens and Beyond’), we rethink our cultural and political axioms as well as the axes that orient our understandings in this area. Information might travel close to the speed of light, and we might fantasise about optical fibre to the home (or pillow), but our terrain, our band where the struggle lies today, is narrower than we wish. Begging for broadband, it seems, is a long way from warchalking for WiFi. Policy Circuits The dreary everyday business of getting connected plugs the individual netizen into a tangled mess of policy circuits, as much as tricky network negotiations. Broadband in mid-2003 in Australia is a curious chimera, welded together from a patchwork of technologies, old and newer communications industries, emerging economies and patterns of use. Broadband conjures up grander visions, however, of communication and cultural cornucopia. Broadband is high-speed, high-bandwidth, ‘always-on’, networked communications. People can send and receive video, engage in multimedia exchanges of all sorts, make the most of online education, realise the vision of home-based work and trading, have access to telemedicine, and entertainment. Broadband really entered the lexicon with the mass takeup of the Internet in the early to mid-1990s, and with the debates about something called the ‘information superhighway’. The rise of the Internet, the deregulation of telecommunications, and the involuted convergence of communications and media technologies saw broadband positioned at the centre of policy debates nearly a decade ago. In 1993-1994, Australia had its Broadband Services Expert Group (BSEG), established by the then Labor government. The BSEG was charged with inquiring into ‘issues relating to the delivery of broadband services to homes, schools and businesses’. Stung by criticisms of elite composition (a narrow membership, with only one woman among its twelve members, and no consumer or citizen group representation), the BSEG was prompted into wider public discussion and consultation (Goggin & Newell). The then Bureau of Transport and Communications Economics (BTCE), since transmogrified into the Communications Research Unit of the Department of Communications, Information Technology and the Arts (DCITA), conducted its large-scale Communications Futures Project (BTCE and Luck). The BSEG Final report posed the question starkly: As a society we have choices to make. If we ignore the opportunities we run the risk of being left behind as other countries introduce new services and make themselves more competitive: we will become consumers of other countries’ content, culture and technologies rather than our own. Or we could adopt new technologies at any cost…This report puts forward a different approach, one based on developing a new, user-oriented strategy for communications. The emphasis will be on communication among people... (BSEG v) The BSEG proposed a ‘National Strategy for New Communications Networks’ based on three aspects: education and community access, industry development, and the role of government (BSEG x). Ironically, while the nation, or at least its policy elites, pondered the weighty question of broadband, Australia’s two largest telcos were doing it. The commercial decision of Telstra/Foxtel and Optus Vision, and their various television partners, was to nail their colours (black) to the mast, or rather telegraph pole, and to lay cable in the major capital cities. In fact, they duplicated the infrastructure in cities such as Sydney and Melbourne, then deciding it would not be profitable to cable up even regional centres, let alone small country towns or settlements. As Terry Flew and Christina Spurgeon observe: This wasteful duplication contrasted with many other parts of the country that would never have access to this infrastructure, or to the social and economic benefits that it was perceived to deliver. (Flew & Spurgeon 72) The implications of this decision for Australia’s telecommunications and television were profound, but there was little, if any, public input into this. Then Minister Michael Lee was very proud of his anti-siphoning list of programs, such as national sporting events, that would remain on free-to-air television rather than screen on pay, but was unwilling, or unable, to develop policy on broadband and pay TV cable infrastructure (on the ironies of Australia’s television history, see Given’s masterly account). During this period also, it may be remembered, Australia’s Internet was being passed into private hands, with the tendering out of AARNET (see Spurgeon for discussion). No such national strategy on broadband really emerged in the intervening years, nor has the market provided integrated, accessible broadband services. In 1997, landmark telecommunications legislation was enacted that provided a comprehensive framework for competition in telecommunications, as well as consolidating and extending consumer protection, universal service, customer service standards, and other reforms (CLC). Carrier and reseller competition had commenced in 1991, and the 1997 legislation gave it further impetus. Effective competition is now well established in long distance telephone markets, and in mobiles. Rivalrous competition exists in the market for local-call services, though viable alternatives to Telstra’s dominance are still few (Fels). Broadband too is an area where there is symbolic rivalry rather than effective competition. This is most visible in advertised ADSL offerings in large cities, yet most of the infrastructure for these services is comprised by Telstra’s copper, fixed-line network. Facilities-based duopoly competition exists principally where Telstra/Foxtel and Optus cable networks have been laid, though there are quite a number of ventures underway by regional telcos, power companies, and, most substantial perhaps, the ACT government’s TransACT broadband network. Policymakers and industry have been greatly concerned about what they see as slow takeup of broadband, compared to other countries, and by barriers to broadband competition and access to ‘bottleneck’ facilities (such as Telstra or Optus’s networks) by potential competitors. The government has alternated between trying to talk up broadband benefits and rates of take up and recognising the real difficulties Australia faces as a large country with a relative small and dispersed population. In March 2003, Minister Alston directed the ACCC to implement new monitoring and reporting arrangements on competition in the broadband industry. A key site for discussion of these matters has been the competition policy institution, the Australian Competition and Consumer Commission, and its various inquiries, reports, and considerations (consult ACCC’s telecommunications homepage at http://www.accc.gov.au/telco/fs-telecom.htm). Another key site has been the Productivity Commission (http://www.pc.gov.au), while a third is the National Office on the Information Economy (NOIE - http://www.noie.gov.au/projects/access/access/broadband1.htm). Others have questioned whether even the most perfectly competitive market in broadband will actually provide access to citizens and consumers. A great deal of work on this issue has been undertaken by DCITA, NOIE, the regulators, and industry bodies, not to mention consumer and public interest groups. Since 1997, there have been a number of governmental inquiries undertaken or in progress concerning the takeup of broadband and networked new media (for example, a House of Representatives Wireless Broadband Inquiry), as well as important inquiries into the still most strategically important of Australia’s companies in this area, Telstra. Much of this effort on an ersatz broadband policy has been piecemeal and fragmented. There are fundamental difficulties with the large size of the Australian continent and its harsh terrain, the small size of the Australian market, the number of providers, and the dominant position effectively still held by Telstra, as well as Singtel Optus (Optus’s previous overseas investors included Cable & Wireless and Bell South), and the larger telecommunications and Internet companies (such as Ozemail). Many consumers living in metropolitan Australia still face real difficulties in realising the slogan ‘bandwidth for all’, but the situation in parts of rural Australia is far worse. Satellite ‘broadband’ solutions are available, through Telstra Countrywide or other providers, but these offer limited two-way interactivity. Data can be received at reasonable speeds (though at far lower data rates than how ‘broadband’ used to be defined), but can only be sent at far slower rates (Goggin, Rural Communities Online). The cultural implications of these digital constraints may well be considerable. Computer gamers, for instance, are frustrated by slow return paths. In this light, the final report of the January 2003 Broadband Advisory Group (BAG) is very timely. The BAG report opens with a broadband rhapsody: Broadband communications technologies can deliver substantial economic and social benefits to Australia…As well as producing productivity gains in traditional and new industries, advanced connectivity can enrich community life, particularly in rural and regional areas. It provides the basis for integration of remote communities into national economic, cultural and social life. (BAG 1, 7) Its prescriptions include: Australia will be a world leader in the availability and effective use of broadband...and to capture the economic and social benefits of broadband connectivity...Broadband should be available to all Australians at fair and reasonable prices…Market arrangements should be pro-competitive and encourage investment...The Government should adopt a National Broadband Strategy (BAG 1) And, like its predecessor nine years earlier, the BAG report does make reference to a national broadband strategy aiming to maximise “choice in work and recreation activities available to all Australians independent of location, background, age or interests” (17). However, the idea of a national broadband strategy is not something the BAG really comes to grips with. The final report is keen on encouraging broadband adoption, but not explicit on how barriers to broadband can be addressed. Perhaps this is not surprising given that the membership of the BAG, dominated by representatives of large corporations and senior bureaucrats was even less representative than its BSEG predecessor. Some months after the BAG report, the Federal government did declare a broadband strategy. It did so, intriguingly enough, under the rubric of its response to the Regional Telecommunications Inquiry report (Estens), the second inquiry responsible for reassuring citizens nervous about the full-privatisation of Telstra (the first inquiry being Besley). The government’s grand $142.8 million National Broadband Strategy focusses on the ‘broadband needs of regional Australians, in partnership with all levels of government’ (Alston, ‘National Broadband Strategy’). Among other things, the government claims that the Strategy will result in “improved outcomes in terms of services and prices for regional broadband access; [and] the development of national broadband infrastructure assets.” (Alston, ‘National Broadband Strategy’) At the same time, the government announced an overall response to the Estens Inquiry, with specific safeguards for Telstra’s role in regional communications — a preliminary to the full Telstra sale (Alston, ‘Future Proofing’). Less publicised was the government’s further initiative in indigenous telecommunications, complementing its Telecommunications Action Plan for Remote Indigenous Communities (DCITA). Indigenous people, it can be argued, were never really contemplated as citizens with the ken of the universal service policy taken to underpin the twentieth-century government monopoly PTT project. In Australia during the deregulatory and re-regulatory 1990s, there was a great reluctance on the part of Labor and Coalition Federal governments, Telstra and other industry participants, even to research issues of access to and use of telecommunications by indigenous communicators. Telstra, and to a lesser extent Optus (who had purchased AUSSAT as part of their licence arrangements), shrouded the issue of indigenous communications in mystery that policymakers were very reluctant to uncover, let alone systematically address. Then regulator, the Australian Telecommunications Authority (AUSTEL), had raised grave concerns about indigenous telecommunications access in its 1991 Rural Communications inquiry. However, there was no government consideration of, nor research upon, these issues until Alston commissioned a study in 2001 — the basis for the TAPRIC strategy (DCITA). The elision of indigenous telecommunications from mainstream industry and government policy is all the more puzzling, if one considers the extraordinarily varied and significant experiments by indigenous Australians in telecommunications and Internet (not least in the early work of the Tanami community, made famous in media and cultural studies by the writings of anthropologist Eric Michaels). While the government’s mid-2003 moves on a ‘National Broadband Strategy’ attend to some details of the broadband predicament, they fall well short of an integrated framework that grasps the shortcomings of the neoliberal communications model. The funding offered is a token amount. The view from the seat of government is a glance from the rear-view mirror: taking a snapshot of rural communications in the years 2000-2002 and projecting this tableau into a safety-net ‘future proofing’ for the inevitable turning away of a fully-privately-owned Telstra from its previously universal, ‘carrier of last resort’ responsibilities. In this aetiolated, residualist policy gaze, citizens remain constructed as consumers in a very narrow sense in this incremental, quietist version of state securing of market arrangements. What is missing is any more expansive notion of citizens, their varied needs, expectations, uses, and cultural imaginings of ‘always on’ broadband networks. Hybrid Networks “Most people on earth will eventually have access to networks that are all switched, interactive, and broadband”, wrote Frances Cairncross in 1998. ‘Eventually’ is a very appropriate word to describe the parlous state of broadband technology implementation. Broadband is in a slow state of evolution and invention. The story of broadband so far underscores the predicament for Australian access to bandwidth, when we lack any comprehensive, integrated, effective, and fair policy in communications and information technology. We have only begun to experiment with broadband technologies and understand their evolving uses, cultural forms, and the sense in which they rework us as subjects. Our communications networks are not superhighways, to invoke an enduring artefact from an older technology. Nor any longer are they a single ‘public’ switched telecommunications network, like those presided over by the post-telegraph-telephone monopolies of old. Like roads themselves, or the nascent postal system of the sixteenth century, broadband is a patchwork quilt. The ‘fibre’ of our communications networks is hybrid. To be sure, powerful corporations dominate, like the Tassis or Taxis who served as postmasters to the Habsburg emperors (Briggs & Burke 25). Activating broadband today provides a perspective on the path dependency of technology history, and how we can open up new threads of a communications fabric. Our options for transforming our multitudinous networked lives emerge as much from everyday tactics and strategies as they do from grander schemes and unifying policies. We may care to reflect on the waning potential for nation-building technology, in the wake of globalisation. We no longer gather our imagined community around a Community Telephone Plan as it was called in 1960 (Barr, Moyal, and PMG). Yet we do require national and international strategies to get and stay connected (Barr), ideas and funding that concretely address the wider dimensions of access and use. We do need to debate the respective roles of Telstra, the state, community initiatives, and industry competition in fair telecommunications futures. Networks have global reach and require global and national integration. Here vision, co-ordination, and resources are urgently required for our commonweal and moral fibre. To feel the width of the band we desire, we need to plug into and activate the policy circuits. Abstract:
In Australian universities, many courses provide lecture notes as a standard learning resource; however, captions and transcripts of these lectures are not usually provided unless requested by a student through dedicated disability support officers (Worthington). As a result, to date their use has been limited. However, while the requirement for—and benefits of—captioned online lectures for students with disabilities is widely recognised, these captions or transcripts might also represent further opportunity for a personalised approach to learning for the mainstream student population (Podszebka et al.; Griffin). This article reports findings of research assessing the usefulness of captioned recorded lectures as a mainstream learning tool to determine their usefulness in enhancing inclusivity and learning outcomes for the disabled, international, and broader student population.Literature ReviewCaptions have been found to be of benefit for a number of different groups considered at-risk. These include people who are D/deaf or hard of hearing, those with other learning difficulties, and those from a non-English speaking background (NESB).For students who are D/deaf or hard of hearing, captions play a vital role in providing access to otherwise inaccessible audio content. Captions have been found to be superior to sign language interpreters, note takers, and lip reading (Stinson et al.; Maiorana-Basas and Pagliaro; Marschark et al.).The use of captions for students with a range of cognitive disabilities has also been shown to help with student comprehension of video-based instruction in a higher education context (Evmenova; Evmenova and Behrmann). This includes students with autism spectrum disorder (ASD) (Knight et al.; Reagon et al.) and students with dyslexia (Alty et al.; Beacham and Alty). While, anecdotally, captions are also seen as of benefit for students with attention deficit hyperactivity disorder (ADHD) (Kent et al.), studies have proved inconclusive (Lewis and Brown).The third group of at-risk students identified as benefiting from captioning recorded lecture content are those from a NESB. The use of captions has been shown to increase vocabulary learning (Montero Perez, Peters, Clarebout, and Desmet; Montero Perez, Van Den Noortgate, and Desmet) and to assist with comprehension of presenters with accents or rapid speech (Borgaonkar, 2013).In addition to these three main groups of at-risk students, captions have also been demonstrated to increase the learning outcomes for older students (Pachman and Ke, 2012; Schmidt and Haydu, 1992). Captions also have demonstrable benefits for the broader student cohort beyond these at-risk groups (Podszebka et al.; Griffin). For example, a recent study found that the broader student population utilised lecture captions and transcripts in order to focus, retain information, and overcome poor audio quality (Linder). However, the same study revealed that students were largely unaware about the availability of captions and transcripts, nor how to access them.MethodologyIn 2016 students in the Curtin University unit Web Communications (an introductory unit for the Internet Communications major) and its complementary first year unit, Internet and Everyday Life, along with a second year unit, Web Media, were provided with access to closed captions for their online recorded lectures. The latter unit was added to the study serendipitously when its lectures were required to be captioned through a request from the Curtin Disability Office during the study period. Recordings and captions were created using the existing captioning system available through Curtin’s lecture recording platform—Echo360. As well as providing a written caption of what is being said during the lectures, this system also offers a sophisticated search functionality, as well as access to a total transcript of the lecture. The students were provided access to an online training module, developed specifically for this study, to explain the use of this system.Enrolled Curtin students, both on-campus and online, Open Universities Australia (OUA) students studying through Curtin online, teaching staff, and disability officers were then invited to participate in a survey and interviews. The study sought to gain insights into students’ use of both recorded lectures and captioned video at the time of the survey, and their anticipated future usage of these services (see Kent et al.).A total of 50 students—of 539 enrolled across the different instances of the three units—completed the survey. In addition, five follow-up interviews with students, teaching staff, and disability support staff were conducted once the surveys had been completed. Staff interviewed included tutors and unit coordinators who taught and supervised units in which the lecture captions were provided. The interviews assessed the awareness, use, and perceived validity of the captions system in the context of both learning and teaching.ResultsA number of different questions were asked regarding students’ demographics, their engagement with online unit materials, including recorded lectures, their awareness of Echo360’s lecture captions, as well as its additional features, their perceived value of online captions for their studies, and the future significance of captions in a university context.Of the 50 participants in the survey, only six identified themselves as a person with a disability—almost 90 per cent did not identify as disabled. Additionally, 45 of the 50 participants identified English as their primary language. Only one student identified as a person with both a disability and coming from a NESB.Engagement with Online Unit Materials and Recorded LecturesThe survey results provide insight into the ways in which participants interact with the Echo360 lecture system. Over 90 per cent of students had accessed the recorded lectures via the Echo360 system. While this might not seem notable at first, given such materials are essential elements of the units surveyed, the level of repeated engagement seen in these results is important because it indicates the extent to which students are revising the same material multiple times—a practice that captions are designed to facilitate and assist. For instance, one lecture was recorded per week for each unit surveyed, and most respondents (70 per cent) were viewing these lectures at least once or twice a week, while 10 per cent were viewing the lectures multiple times a week. Over half of the students surveyed reported viewing the same lecture more than once. Out these participants, 19 (or 73 per cent) had viewed a lecture twice and 23 per cent had viewed it three times or more. This illustrates that frequent revision is taking place, as students watch the same lecture repeatedly to absorb and clarify its contents. This frequency of repeated engagement with recorded unit materials—lectures in particular—indicates that students were making online engagement and revision a key element of their learning process.Awareness of the Echo360 Lecture Captions and Additional FeaturesHowever, while students were highly engaged with both the online learning material and the recorded lectures, there was less awareness of the availability of the captioning system—only 34 per cent of students indicated they were aware of having access to captions. The survey also asked students whether or not they had used additional features of the Echo360 captioning system such as the search function and downloadable lecture transcripts. Survey results confirm that these features were being used; however, responses indicated that only a minority of students using the captions system used these features, with 28 per cent using the search function and 33 per cent making use of the transcripts. These results can be seen as an indication that additional features were useful for revision, albeit for the minority of students who used them. A Curtin disability advisor noted in their interview that:transcripts are particularly useful in addition to captions as they allow the user to quickly skim the material rather than sit through a whole lecture. Transcripts also allow translation into other languages, highlighting text and other features that make the content more accessible.Teaching staff were positive about these features and suggested that providing transcripts saved time for tutors who are often approached to provide these to individual students:I typically receive requests for lecture transcripts at the commencement of each study period. In SP3 [during this study] I did not receive any requests.I feel that lecture transcripts would be particularly useful as this is the most common request I receive from students, especially those with disabilities.I think transcripts and keyword searching would likely be useful to many students who access lectures through recordings (or who access recordings even after attending the lecture in person).However, the one student who was interviewed preferred the keyword search feature, although they expressed interest in transcripts as well:I used the captions keyword search. I think I would like to use the lecture transcript as well but I did not use that in this unit.In summary, while not all students made use of Echo360’s additional features for captions, those who did access them did so frequently, indicating that these are potentially useful learning tools.Value of CaptionsOf the students who were aware of the captions, 63 per cent found them useful for engaging with the lecture material. According to one of the students:[captions] made a big difference to me in terms on understanding and retaining what was said in the lectures. I am not sure that many students would realise this unless they actually used the captions…I found it much easier to follow what was being said in the recorded lectures and I also found that they helped stay focussed and not become distracted from the lecture.It is notable that the improvements described above do not involve assistance with hearing or language issues, but the extent to which captions improve a more general learning experience. This participant identified themselves as a native English speaker with no disabilities, yet the captions still made a “big difference” in their ability to follow, understand, focus on, and retain information drawn from the lectures.However, while over 60 per cent of students who used the captions reported they found them useful, it was difficult to get more detailed feedback on precisely how and why. Only 52.6 per cent reported actually using them when accessing the lectures, and a relatively small number reported taking advantage of the search and transcripts features available through the Echo360 system. Exactly how they were being used and what role they play in student learning is therefore an area to pursue in future research, as it will assist in breaking down the benefits of captions for all learners.Teaching staff also reported the difficulty in assessing the full value of captions—one teacher interviewed explained that the impact of captions was hard to monitor quantitatively during regular teaching:it is difficult enough to track who listens to lectures at all, let alone who might be using the captions, or have found these helpful. I would like to think that not only those with hearing impairments, but also ESL students and even people who find listening to and taking in the recording difficult for other reasons, might have benefitted.Some teaching staff, however, did note positive feedback from students:one student has given me positive feedback via comments on the [discussion board].one has reported that it helps with retention and with times when speech is soft or garbled. I suspect it helps mediate my accent and pitch!While 60 per cent claiming captions were useful is a solid majority, it is notable that some participants skipped this question. As discussed above, survey answers indicate that this was because these 37 students did not think they had access to captions in their units.Future SignificanceOverall, these results indicate that while captions can provide a benefit to students’ engagement with online lecture learning material, there is a need for more direct and ongoing information sharing to ensure both students and teaching staff are fully aware of captions and how to use them. Technical issues—such as the time delay in captions being uploaded—potentially dissuade students from using this facility, so improving the speed and reliability of this tool could increase the number of learners keen to use it. All staff interviewed agreed that implementing captions for all lectures would be beneficial for everyone:any technology that can assist in making lectures more accessible is useful, particularly in OUA [online] courses.it would be a good example of Universal Design as it would make the lecture content more accessible for students with disabilities as well as students with other equity needs.YES—it benefits all students. I personally find that I understand and my attention is held more by captioned content.it certainly makes my role easier as it allows effective access to recorded lectures. Captioning allows full access as every word is accessible as opposed to note taking which is not verbatim.DiscussionThe results of this research indicate that captions—and their additional features—available through the Echo360 captions system are an aid to student learning. However, there are significant challenges to be addressed to make students aware of these features and their potential benefits.This study has shown that in a cohort of primarily English speaking students without disabilities, over 60 per cent found captions a useful addition to recorded lectures. This suggests that the implementation of captions for all recorded lectures would have widespread benefits for all learners, not only those with hearing or language difficulties. However, at present, only “eligible” students who approach the disability office would be considered for this service, usually students who are D/deaf or hard of hearing. Yet it can be argued that these benefits—and challenges—could also extend to other groups that are might traditionally have been seen to benefit from the use of captions such as students with other disabilities or those from a NESB.However, again, a lack of awareness of the training module meant that this potential cohort did not benefit from this trial. In this study, none of the students who identified as having a disability or coming from a NESB indicated that they had access to the training module. Further, five of the six students with disabilities reported that they did not have access to the captions system and, similarly, only two of the five NESB students. Despite these low numbers, all the students who were part of these two groups and who did access the captions system did find it useful.It can therefore be seen that the main challenge for teaching staff is to ensure all students are aware of captions and can access them easily. One option for reducing the need for training or further instructions might be having captions always ON by default. This means students could incorporate them into their study experience without having to take direct action or, equally, could simply choose to switch them off.There are also a few potential teething issues with implementing captions universally that need to be noted, as staff expressed some concerns regarding how this might alter the teaching and learning experience. For example:because the captioning is once-off, it means I can’t re-record the lectures where there was a failure in technology as the new versions would not be captioned.a bit cautious about the transcript as there may be problems with students copying that content and also with not viewing the lectures thinking the transcripts are sufficient.Despite these concerns, the survey results and interviews support the previous findings showing that lecture captions have the potential to benefit all learners, enhancing each student’s existing capabilities. As one staff member put it:in the main I just feel [captions are] important for accessibility and equity in general. Why should people have to request captions? Recorded lecture content should be available to all students, in whatever way they find it most easy (or possible) to engage.Follow-up from students at the end of the study further supported this. As one student noted in an email at the start of 2017:hi all, in one of my units last semester we were lucky enough to have captions on the recorded lectures. They were immensely helpful for a number of reasons. I really hope they might become available to us in this unit.ConclusionsWhen this project set out to investigate the ways diverse groups of students could utilise captioned lectures if they were offered it as a mainstream learning tool rather than a feature only disabled students could request, existing research suggested that many accommodations designed to assist students with disabilities actually benefit the entire cohort. The results of the survey confirmed this was also the case for captioning.However, currently, lecture captions are typically utilised in Australian higher education settings—including Curtin—only as an assistive technology for students with disabilities, particularly students who are D/deaf or hard of hearing. In these circumstances, the student must undertake a lengthy process months in advance to ensure timely access to essential captioned material. Mainstreaming the provision of captions and transcripts for online lectures would greatly increase the accessibility of online learning—removing these barriers allows education providers to harness the broad potential of captioning technology. Indeed, ensuring that captions were available “by default” would benefit the educational outcomes and self-determination of the wide range of students who could benefit from this technology.Lecture captioning and transcription is increasingly cost-effective, given technological developments in speech-to-text or automatic speech recognition software, and the increasing re-use of content across different iterations of a unit in online higher education courses. At the same time, international trends in online education—not least the rapidly evolving interpretations of international legislation—provide new incentives for educational providers to begin addressing accessibility shortcomings by incorporating captions and transcripts into the basic materials of a course.Finally, an understanding of the diverse benefits of lecture captions and transcripts needs to be shared widely amongst higher education providers, researchers, teaching staff, and students to ensure the potential of this technology is accessed and used effectively. Abstract:
Susanne Bier and David Farr’s 2016 television adaptation of John le Carré’s novel The Night Manager (“Manager”) indexes the resilience of traditional Christian misogyny in contemporary British-American media. In the first episode of the series, Sophie (Aure Atika)’s partner Freddie Hamid (David Avery) brutally beats her. In the subsequent scene, despite her scars, Sophie has a sex scene with the eponymous night manager Pine (Tom Hiddlestone). Sophie’s eye socket and the left side of her face bear fresh bruises and wounds throughout the sex scene. And in the sixth and final episode, Pine and Jed (Elizabeth Debicki) have sex after she has been tortured at length by her partner Roper’s (Hugh Laurie) henchman, at Roper’s request. Jed’s neck, face, and arms bear bruises from the torture.These sex scenes function as a space of revelation. I interpret the women’s wounds and injuries alongside a feminist-critical tradition of reading noir on screen. Inaugurated by Ann Kaplan’s 1978 Women in Film Noir, many feminist commentators have since made the claim that women in noir achieve a peculiar significance, and their key scenes a subversive meaning; “in excess of” their punitive treatment within the narrative (Kaplan 5; Harvey 31; Tasker Working Girls 117). My reading emphasizes a tension between Manager’s patriarchal narrative framing and these two sex scenes that I argue disrupt and subvert the former.That Sophie and Jed are brutalised by their partners does not tell us much: it is a routine expectation in British-American film and television that “bad guys” are tough on “their” chicks. It is only after these violent encounters with their partners, when the women share “romantic” moments with Pine, that the text’s patriarchal entitlement is laid bare (“revelation” stems from Late Latin revelare to “lay bare”). Forgetting about their cuts, injuries and bruises, they desire Pine, remove their clothes, and are stimulated, stimulating, pleasuring, and pleasured. Director Bier and writer Farr assume that a 2016 British and American audience will (i) find these encounters between Sophie and Pine, and Pine and Jed, to be romantic and tender; and also (ii) find Pine’s behavior consistent with that of a “savior”. These expectations regarding audience complicity are truly revelatory.Sophie and Jed’s wounds constitute a space of revelation: the wounds are in excess of, and spill over, the patriarchal narrative framing. Their wounds indicate that the narrative has approached a moment of excessive patriarchal entitlement—emphasising extreme power imbalances between Pine and the women—and break through the narrative framing and encourage feminist enquiry. I use feminist legal theorist Catharine MacKinnon’s theory of consent to argue that, given this blatant power inequity, it could be interpreted the characters have different perspectives of the sexual act and it is questionable whether the women are in fact consenting (182).Critical ReceptionAcademic engagement with John le Carré’s well-respected espionage novels continues to emerge, including the books of Myron Aronoff, Tony Barley, Matthew Bruccoli and Judith Baughman, John Cobbs, David Monaghan, Peter Lewis and Peter Wolfe. There are a small number of academic commentaries exploring the screen adaptations of his novels, including Eric Morgan’s “Whores and Angels” and Geraint D’Arcy’s “Essentially, Another Man’s Woman”. Unfortunately, there are almost no academic commentaries on Manager, with the exception of Gunhild Agger’s “Geopolitical Location and Plot in The Night Manager”, and none that focus on the handling of gender themes within it.However, there are abundant mainstream media articles and reviews of Manager. I randomly selected seven of these articles and reviews in order to gauge the response to these sex scenes within a 2016 British-American media community. I looked at articles and reviews by Hal Boedeker, Caitlin Flynn, Tim Goodman, Jeff Jensen, Tom Lamont, Jasper Rees, and Claire Webb. None of the articles mention the theme of “gender” or note the gendered violence in the series. The reviews are complicit with the patriarchal narrative framing, and introduce Sophie and Jed in terms of their physical appearances and in their relation to principal male characters. “Beautiful and pale” Jed is “girlfriend of Bogeyman arms dealer” (Jensen), and is also referred to as “Roper’s long-legged trophy girlfriend” (Rees). Sophie, in a “sultry brunette corner” is a “tempting, tragic damsel-in-distress” (Rees) and “arouses Pine” (Jensen). However, reviewers describe the character Burr (who is male in the novel but played by Olivia Colman in the series) with greater dignity and detail. Introducing the character Sophie (Aure Atika), reviewer Tom Goodman does not refer to her by character or actress name despite the fact he introduces male characters by both. Instead, Sophie is a “beautiful connected woman” and is subsequently referred to as “the woman” (Goodman). This anonymity of Sophie as character, and Atika as actor, indexes the Christian misogyny in operation here: in Genesis, Adam only names Eve after the fall of man (New International Version, Gen. 3:20). Goodman’s textual erasure supports Sophie’s vulnerability and expendability within the narrative logic. Indeed, the reviews recapitulate stock noir themes, suggesting that the women are seductively manipulative: Goodman implies that both Bier and Debicki both deploy beauty so as to distract or beguile (Goodman), and Jensen notes that the women are “sultry with danger” (Jensen).Commentators and reviewers have likened Manager, with good reason, to screen adaptations of Ian Fleming’s James Bond novels. This is a useful comparison for the purposes of clarifying my own analytical approach. Lisa Funnell and Klaus Dodds’s Geographies, Genders and Geopolitics of James Bond, endorse a feminist geopolitical sensibility that audits which bodies are vulnerable, and which are disposable (14). Bond, like Manager’s Pine, is fundamentally privileged and invulnerable (14). Their account of Bond also describes Pine: “white, cis-gender, middle-class, heterosexual, able-bodied… British, attended Cambridge… he can move, act, and perform; gain access to places, spaces and resources” (1). Sophie’s vulnerability counterpoints Pine’s privilege. Against Pine’s athletic form and blond features stands the “foreign” Sophie, iterated through an emphasis on her dark features, silk dresses (that reference kaftans), and accented language (she delivers English language lines with a strong accent and discloses to Pine that she has tried to “Anglicise” her identity and has changed name). Sophie’s social and financial precarity seems behind her decision to become the mistress of violent gangster Freddie Hamid (in “Episode One” Sophie explains that Hamid “owns her”). By the end of this episode Hamid has violently beaten her then later murdered her. And even though the character Jed is white and American, it is implied that financial necessity is behind her choice of Richard Roper as partner. Jed is violently tortured and beaten in “Episode Six”.Funnell and Dodds also note Bond’s capacity to sexually satisfy women as a key dimension of his hegemonic masculinity (1). In Manager, the spectator is presumed complicit with the narrative framing and is expected to uncritically accept Pine’s extreme desirability to women. The assumption of Pine’s sexiness and sexual competency together constitute his entitlement, made clear in sex scenes between him and Sophie, and him and Jed. These sex scenes follow events of gendered violence and I raise the possibility that they also constitute instances of gendered violence.Noir Feminine ArchetypesReviewers have pointed out that Manager engages with the noir tradition (Jensen). Sophie and Jed are both “fallen” women, reflecting the Christian heritage of the noir tradition, though incarnate different noir archetypes (Allen 6). Mysterious and seductive Sophie emerges as a femme fatale in the first episode: the dark and seductive girlfriend of gangster Freddie Hamid, Sophie entrusts Pine with delicate and dangerous information, leading him into a dark world. In Milton’s Paradise Lost, the snake convinces Eve that the fruit does not bring death but instead knowledge. Eve wishes to share this knowledge with her partner “but keep the odds of knowledge in my power / without co-partner?” ultimately precipitating the fall of Adam and mankind (Milton 818). Sophie shares information regarding Hamid and Roper’s illegal arms deal with Pine. There are two transgressions on her part: she shares her partner’s confidential information with Pine and then has an affair with him. Hamid murders Sophie for the betrayals. However, Sophie’s murder does not erase her narrative significance: the event motivates protagonist Pine in his chief quest to ‘bring Roper down’, and as Boedeker concurs, the narrative’s action is “driven by this event”. Indeed, Yvonne Tasker notes the dual function of the femme fatale: she is both “an archetype which suggests an equation between female sexuality, death and danger” and also “functions as the vibrant centre of the narrative” (Tasker 117).Pine’s later love interest Jed is an example of the more complicated “good-bad girl” noir type, as Andrew Spicer has usefully coined it (92). The “good-bad girl” occupies a morally ambiguous space between the (dangerously sexy) femme fatale and (fundamentally decent) “girl-next-door” (Spicer 92). Both “good” and “bad”, Jed is unmarried but living with villain Roper, whom she has presumably selected out of economic necessity; she is a mother, but this does not bestow her with maternal legitimacy as she keeps her son a secret and is physically remote from him. Jed finds “real love” with Pine and betrays Roper in assisting Pine’s espionage plot. Roper’s henchman punishes Jed for the betrayal (in the torture scene Roper laments “I saw how you looked at him last night”; “Episode 6”).Despite the routine sexism and punitive thrust of the noir narrative, the women’s “romantic” sex scenes with Pine are laden with subversive significance. In her analysis of women in noir, Sylvia Harvey argues:Despite the ritual punishment of acts of transgression, the vitality with which these acts are endowed produces an excess of meaning which cannot finally be contained. Narrative resolutions cannot recuperate their subversive significance. (31)The visibility of Sophie and Jed’s wounds throughout their respective sex scenes with Pine signals an excessive patriarchal entitlement that disrupts the narrative logic and invites us to question the women’s perspectives. My analysis of the scenes is informed by feminist legal theorist Catharine MacKinnon’s argument that under unequal power relations consent is fraught, if not impossible (180). MacKinnon argues that women’s beliefs and reactions are shaped by power inequality, including the threat of male violence, economic dependence, and need (175).Analysis of Sophie and Pine’s InteractionsI first analyse Sophie’s dialogue because I seek to demonstrate that there is a communication breakdown in play: Sophie is asking Pine for help and safety while Pine thinks she is seducing him. Sophie’s verbal exchanges with Pine can be read in two different ways: (i) according to the patriarchal narrative framing (the spectator is positioned alongside Pine, seeing Sophie as scopophilic object); or (ii) from a feminist perspective that takes Sophie’s situation and perspective into account (Mulvey 835-36). Sophie’s language is legible as flirtation. If we are uncritically complicit with the narrative framing, Sophie is usually trying to arrange time alone with Pine because she desires him. However, if we emphasise Sophie’s perspective, she is asking for privacy, discretion, and help to stay alive (and to save the lives of others too, given that she is foiling an arms deal). Catharine MacKinnon’s observation that “men are systematically conditioned not even to notice what women want” plays out elegantly in the scenes between Pine and Sophie (181). Pine manages to discern that Sophie needs some sort of help, but shows no regard for her perspective or the significant power inequality between the two of them. From their earliest interaction in “Episode One” Sophie addresses Pine in a flirtatious way. In an audacious request, although it is ‘below’ his duties as manager she insists he make her a coffee and cheekily demands he sit with her while she drinks it. Their interaction is a standard flirtatious tête-à-tête, entailing the playful query “what do you [Pine] know of me?” Sophie begs Pine to copy some documents for her in his office even though he points out that his colleague performs such duties. Sophie suggestively demands “I would prefer to use your office”. It seems that by insisting on time alone with him, Sophie’s goal is that Pine does the task, rather than the task be done per se. However, it promptly transpires that Sophie sought a private location in order to share classified information with him, having noted at an earlier date Pine’s friendship with a British diplomat. She asks him to “hold onto” the documents “in case something happens to her”.Pine nonetheless passes on these classified documents to this contact.Sophie and Pine’s next interaction follows a similar pattern: she rings him from her hotel room and asks him to bring her a scotch. He suggests alternative ways she can procure a drink, yet she confirms the real object of her desire (“I want you”). Pine smirks as he approaches her room. Sophie’s declaration appears as (i) a desirous statement and invitation to come to her room for sex but it is in fact (ii) a demand that Pine (specifically) comes to her room, because she wants to know with whom he shared the documents and to reveal to him the injuries she received as a punishment for his leak.After realising the danger he has put her in, Pine takes her to a remote house to secure her safety. Once inside, she implores “why do you sit so far away?” which sounds like a request for closeness, perhaps even that he touch her. Yet the extent of her desired proximity, and the nature of the touch she requests, can be interpreted in (at least) two ways. Certainly, Pine believes that she desires sexual intercourse with him. The spectator is meant to interpret this request along those lines by virtue of Atika’s seductive delivery. Pine explains that he sits with distance “out of respect” and Sophie teases “is that why you came all the way here, to respect me?” This remark reveals Sophie’s assumption that Pine’s assistance has been transactional (help in exchange for sex) and the content indicates the kind of sex she assumes he expects (“disrespectful” sex, or at least sex that playfully skirts the boundaries of respect). In a declaration that stands up as a positive affirmation of consent under British and American law, Sophie announces: “I want one of your many selves to sleep with me tonight.”From a freshly bruised eye socket, Sophie lovingly stares at Pine. Extra-diegetic strings instruct us that the moment is romantic. Pine strokes the (unbruised side) side of her face. Could her question “why do you sit so far away?” have been a request that he sit near her, place an arm around her shoulder, hold her hand, stroke her forehead, perhaps even tend to her wounds? Might the request that he “sleep with [her] tonight” have been a request that he sleep in the cottage, albeit on the floor?Sophie and Pine are subsequently displayed naked, limbs entangled. A new shot, a close-up of the right side of her face, displays a scab atop her eyebrow, a deeply bruised eye socket, further bruises down her cheeks, and a split lip. The muscular, broad Pine is atop Sophie and thrusting; Sophie’s split lip smiles in ecstasy and gratitude. A post-coital shot follows: she stares lovingly down at him with her facial injuries on full display, her dark eyes stare into his lucid green. Pine asks Sophie’s “real name”. Samira recounts that she changed her name to Sophie in order to “be more Western”. The power inequality is manifest on gendered, cultural, social, and physical lines: in order to advance her social position, Samira has sought to Anglicise herself and partnered with a violent (though influential) criminal (who has recently brutalised her). Her life is in danger, she is (depicted as) dark and foreign and ostensibly has no social or support network (is isolated enough to appeal to a hotel manager for help). Meanwhile, Pine is Western university-educated, a spectacle of white male athletic privilege, and has elite connections with British intelligence.Catharine MacKinnnon argues that consent is only a meaningful option if the parties are equally powerful (174). Sophie’s extreme vulnerability renders their situations patently unequal. As MacKinnon argues “when perspective is bound up with situation, and [that] situation is unequal, whether or not a contested interaction is authoritatively considered rape comes down to whose meaning wins” (182). I do not argue that Pine rapes Sophie per se. However, the revealing of Sophie’s injuries efficiently articulates the power inequality in their situations and thus problematises a straightforward assumption of her consent. MacKinnon’s argues that rape occurs “somewhere between” the following three factors (182). First, “what the woman actually wanted” (Sophie wanted to save the lives of others (by foiling an arms deal) and not die for the breach). Second, “what she was able to express about what she wanted” (class/gender/race power dynamics may have frustrated Sophie’s ability to articulate her needs and might have motivated her sexually suggestive tenor). Third, “what the man comprehended she wanted” (Pine assumes that Sophie, like all women, sexually desire him).Analysis of Jed and Pine’s InteractionsThe injustice of Pine and Sophie’s sexual encounter finds its counterpart in Pine’s sexual encounter with Jed in the final episode of the series (“Episode Six”). Roper discovers that Jed has given a third party (Pine and his colleagues) access to his private (incriminating) files. Roper instructs his henchman to torture Jed until she identifies this third party. The henchman holds Jed by the back of her neck and dunks her head repeatedly into bathwater. The camera reveals deep bruises on her arms. Jed refuses to identify her beloved (Pine) as the ‘rat’, yet the astute Roper nevertheless surmises “you must care deeply about the person you are protecting”.Alas, the dominant narrative must go on: Roper and Pine attend to an arms deal; the deal fails because Pine has set Roper up to appear as though he has robbed the buyers (and so on). Burr and Pine’s mission to “bring down” Roper has been completed. I keep wondering what Roper’s henchman has been doing to Jed during this “men’s business”. Alas, after Pine has completed the job, we encounter Jed again. She is in bed, her limbs entangled with Pine’s. The camera positioning and shot sequencing are almost identical to the sex scene between Pine and Sophie in “Episode One”. A medium close-up from the left reveals Pine thrusting atop Jed. Through pale moonlight the viewer discerns injures on Jed’s face and chin.The morning after this (brief) sex scene, Pine and Jed discuss her imminent departure (“home” to New York, to be reunited with her son). Debicki’s performance is tremendously tender: her lip trembles, her voice shakes as she swallows tears. Jed is sad because she is bidding Pine farewell, and, as she verbalises to Pine, she is nervous about whether her son will “recognise her”. Does Jed’s torture also give her grounds to weep and tremble? Ever a gentleman, Pine clasps her hand, and while marching her to her taxi, we see more bruises atop her left arm.I am also not arguing that Pine raped Jed. Yet given what Jed had endured earlier that day – torture by drowning, as commissioned and witnessed by her own partner – was sexual intercourse what she desired or needed? The visibility of Jed’s injuries throughout the sex scene marks an apotheosis of patriarchal entitlement. Might a fraternal or (even remedial) touch have been Pine’s first priority? Does Jed need a hug? Does she need ice? Had Pine been educated or socialised in a different tradition, one remotely attuned to what anyone might need after a disastrously traumatic and violent event, he might not have found penetrative sex an appropriate remedy. Pine’s absolute security in his own sexual desirability meant that he found the activity suitable, yet her injuries break my blind faith in his sexiness. I wish to raise the possibility that intercourse after this event might have compounded the violent events Jed endured that day. Contrary to the narrative’s implication, penetrative intercourse (even with Tom Hiddleston) might not heal Sophie or Jed’s wounds.ConclusionI am not a humourless feminist immune to the entertaining (and often entertainingly preposterous) dimensions of the spy and action genre. In fact, I enthusiastically await subsequent screen adaptations of le Carré’s work and the next Bond instalment. This is not a call to “cancel” a genre, text, director or writer. Biblically, a “revelation” has always instructed humans on how to live in this life. These sex scenes do not merely lay bare extreme patriarchal entitlement but might instruct directors and writers working within the genre to keep wounds, and wounded women, out of their sex scenes. Abstract:
Over the last two decades the female forensic pathologist investigator has become a prominent figure in crime fiction. Her presence causes suspicion on a number of levels in the narrative and this article will examine the reasons for that suspicion and the manner in which it is presented in two texts: Patricia Cornwell’s Postmortem and Tess Gerritsen’s The Sinner. Cornwell and Gerritsen are North American crime writers whose series of novels both feature female forensic pathologists who are deeply involved in homicide investigation. Cornwell’s protagonist is Dr Kay Scarpetta, then-Chief Medical Examiner in Richmond, Virginia. Gerritsen’s is Dr Maura Isles, a forensic pathologist in the Boston Medical Examiner’s office. Their jobs entail attending crime scenes to assess bodies in situ, performing examinations and autopsies, and working with police to solve the cases.In this article I will first examine Western cultural attitudes towards dissection and autopsy since the twelfth century before discussing how the most recent of these provoke suspicion in the selected novels. I will further analyse this by drawing on Julia Kristeva’s concept of the abject. I will then consider how female pathologist protagonists try to deflect their colleagues’ suspicion of their professional choices, drawing in part on Judith Butler’s ideas of gender as a performative category. I define ‘gender’ as the socially constructed roles, activities, attributes, and behaviours that Western culture considers appropriate for women and men, and ‘sex’ as the physical biological characteristics that differentiate women and men. I argue that the female forensic pathologist investigator is portrayed as suspicious in the chosen novels for her occupation of the abject space caused by her sex in her roles as investigator and pathologist, her identification with the dead, and her performance of elements of both masculine and feminine conventional gender roles. Scholars such as Barthes, Rolls, and Grauby have approached detective fiction by focusing on intertextuality, the openness of the text, and the possibility of different meanings, with Vargas being one example of how this can operate; however, this article focuses on examining how the female forensic pathologist investigator is represented as suspicious in mainstream crime novels that attract a readership seeking resolution and closure.A significant part of each of these novels focuses on the corpse and its injuries as the site at which the search for truth commences, and I argue that the corpse itself, those who work most closely with it and the procedures they employ in this search are all treated with suspicion in the crime fiction in this study. The central procedures of autopsy and dissection have historically been seen as abominations, in some part due to religious views such as the belief of Christians prior to the thirteenth century that the resurrection of the soul required an intact body (Klaver 10) and the Jewish and Muslim edicts against disfigurement of the dead (Davis and Peterson 1042). In later centuries dissection was made part of the death sentence and was perceived “as an abhorrent additional post-mortem punishment” that “promised the exposure of nakedness, dismemberment, and the deliberate destruction of the corpse,” which was considered “a gross assault on the integrity and the identity of the body, and upon the repose of the soul” (Richardson 154). While now a mainstay of many popular crime narratives, the autopsy as a procedure in real life continues to appall much of the public (Klaver 18). This is because “the human body—especially the dead human body—is an object still surrounded by taboos and prohibitions” (Sawday 269). The living are also reluctant to “yield the subjecthood of the other-dead to object status” (Klaver 18), which often produces a horrified response from some families to doctors seeking permission to dissect for autopsy. According to Gawande, when doctors suggest an autopsy the victim’s family commonly asks “Hasn’t she been through enough?” (187). The forensic pathologists who perform the autopsy are themselves linked with the repugnance of the act (Klaver 9), and in these novels that fact combined with the characters’ willingness to be in close proximity with the corpse and their comfort with dissecting it produces considerable suspicion on the part of their police colleagues.The female sex of the pathologists in these novels causes additional suspicion. This is primarily because women are “culturally associated [...] with life and life giving” (Vanacker 66). While historically women were also involved in the care of the sick and the dead (Nunn and Biressi 200), the growth of medical knowledge and the subsequent medicalisation of death in Western culture over the past two centuries has seen women relegated to a stylised kind of “angelic ministry” (Nunn and Biressi 201). This is an image inconsistent with these female characters’ performance of what is perceived as a “violent ‘reduction’ into parts: a brutal dismemberment” (Sawday 1). Drawing on Butler’s ideas about gender as a culturally constructed performance, we can see that while these characters are biologically female, in carrying out tasks that are perceived as masculine they are not performing their traditional gender roles and are thus regarded with suspicion by their police colleagues. Both Scarpetta and Isles are aware of this, as illustrated by the interior monologue with which Gerritsen opens her novel:They called her the Queen of the Dead. Though no one ever said it to her face, Dr. Maura Isles sometimes heard the nickname murmured in her wake as she travelled the grim triangle of her job between courtroom and death scene and morgue. [...] Sometimes the whispers held a tremolo of disquiet, like the murmurs of the pious as an unholy stranger passes among them. It was the disquiet of those who could not understand why she chose to walk in Death’s footsteps. Does she enjoy it, they wonder? Does the touch of cold flesh, the stench of decay, hold such allure for her that she has turned her back on the living? (Gerritsen 6)The police officers’ inability to understand why Isles chooses to work with the dead leads them to wonder whether she takes pleasure in it, and because they cannot comprehend how a “normal” person could act that way she is immediately marked as a suspicious Other. Gerritsen’s language builds images of transgression: words such as murmured, wake, whispers, disquiet, unholy, death’s footsteps, cold, stench, and decay suggest a fearful attitude towards the dead and the abjection of the corpse itself, a topic I will explore shortly. Isles later describes seeing police officers cast uneasy glances her way, noting details that only reinforce their beliefs that she is an odd duck: The ivory skin, the black hair with its Cleopatra cut. The red slash of lipstick. Who else wears lipstick to a death scene? Most of all, it’s her calmness that disturbs them, her coolly regal gaze as she surveys the horrors that they themselves can barely stomach. Unlike them, she does not avert her gaze. Instead she bends close and stares, touches. She sniffs. And later, under bright lights in her autopsy lab, she cuts. (Gerritsen 7) While the term “odd duck” suggests a somewhat quaintly affectionate tolerance, it is contrasted by the rest of the description: the red slash brings to mind blood and a gaping wound perhaps also suggestive of female genitalia; the calmness, the coolly regal gaze, and the verb “surveys” imply detachment; the willingness to move close to the corpse, to touch and even smell it, and later cut it open, emphasise the difference between the police officers, who can “barely stomach” the sight, and Isles who readily goes much further.Kristeva describes the abject as that which is not one thing or another (4). The corpse is recognisable as once-human, but is no-longer; the body was once Subject, but we cannot make ourselves perceive it yet as fully Object, and thus it is incomprehensible and abject. I suggest that the abject is suspicious because of this “neither-nor” nature: its liminal identity cannot be pinned down, its meaning cannot be determined, and therefore it cannot be trusted. In the abject corpse, “that compelling, raw, insolent thing in the morgue’s full sunlight [...] that thing that no longer matches and therefore no longer signifies anything” (Kristeva 4), we see the loss of borders between ourselves and the Other, and we are simultaneously “drawn to and repelled” by it; “nausea is a biological recognition of it, and fear and adrenalin also acknowledge its presence” (Pentony). In these novels the police officers’ recognition of these feelings in themselves emphasises their assumptions about the apparent lack of the same responses in the female pathologist investigators. In the quote from The Sinner above, for example, the officers are unnerved by Isles’ calmness around the thing they can barely face. In Postmortem, the security guard who works for the morgue hides behind his desk when a body is delivered (17) and refuses to enter the body storage area when requested to do so (26) in contrast with Scarpetta’s ease with the corpses.Abjection results from “that which disturbs identity, system, order. What does not respect borders, positions, rules” (Kristeva 4), and by having what appears to be an unnatural reaction to the corpse, these women are perceived as failing to respect systems and boundaries and therefore are viewed as abject themselves. At the same time, however, the female characters strive against the abject in their efforts to repair the disturbance caused by the corpse and the crime of murder that produced it by locating evidence leading to the apprehension of the culprit. Ever-present and undermining these attempts to restore order is the evidence of the crime itself, the corpse, which is abject not only for its “neither-nor” status but also because it exposes “the fragility of the law” (Kristeva 4). In addition, these female pathologist characters’ sex causes abjection in another form through their “liminal status” as outsiders in the male hierarchy of law enforcement (Nunn and Biressi 203); while they are employed by it and work to maintain its dominance over law-breakers and society in general, as biological females they can never truly belong.Abjection also results from the blurring of boundaries between investigator and victim. Such blurring is common in crime fiction, and while it is most likely to develop between criminal and investigator when the investigator is male, when that investigator is female it tends instead to involve the victim (Mizejewski 8). In these novels this is illustrated by the ways in which the female investigators see themselves as similar to the victims by reason of gender plus sensibility and/or work. The first victim in Cornwell’s Postmortem is a young female doctor, and reminders of her similarities to Scarpetta appear throughout the novel, such as when Scarpetta notices the pile of medical journals near the victim's bed (Cornwell 12), and when she considers the importance of the woman's fingers in her work as a surgeon (26). When another character suggests to Scarpetta that, “in a sense, you were her once,” Scarpetta agrees (218). This loss of boundaries between self and not-self can be considered another form of abjection because the status and roles of investigator and victim become unclear, and it also results in an emotional bond, with both Scarpetta and Isles becoming sensitive to what lies in wait for the bodies. This awareness, and the frisson it creates, is in stark contrast to their previous equanimity. For example, when preparing for an autopsy on the body of a nun, Isles finds herself fighting extreme reluctance, knowing that “this was a woman who had chosen to live hidden from the eyes of men; now she would be cruelly revealed, her body probed, her orifices swabbed. The prospect of such an invasion brought a bitter taste to [Isles’s] throat and she paused to regain her composure” (Gerritsen 57). The language highlights the penetrative nature of Isles’s contact with the corpse through words such as revealed, orifices, probed, and invasion, which all suggest unwanted interference, the violence inherent in the dissecting procedures of autopsy, and the masculine nature of the task even when performed by a female pathologist. This in turn adds to the problematic issue here of gender as performance, a subject I will discuss shortly.In a further blurring of those boundaries, the female characters are often perceived as potential victims by both themselves and others. Critic Lee Horsley describes Scarpetta as “increasingly giv[ing] way to a tendency to see herself in the place of the victim, her interior self exposed and open to inspection by hostile eyes” (154). This is demonstrated in the novel when plot developments see Scarpetta’s work scrutinised (Cornwell 105), when she feels she does not belong to the same world as the living people around her (133), and when she almost becomes a victim in a literal sense at the climax of the novel, when the perpetrator breaks into her home to torture and kill her but is stopped by the timely arrival of a police officer (281).Similarly, Gerritsen’s character Isles comes to see herself as a possible victim in The Sinner. When it is feared that the criminal is watching the Boston police and Isles realises he may be watching her too, she thinks about how “she was accustomed to being in the eye of the media, but now she considered the other eyes that might be watching her. Tracking her. And she remembered what she had felt in the darkness at [a previous crime scene]: the prey’s cold sense of dread when it suddenly realises it is being stalked” (Gerritsen 222). She too almost becomes a literal victim when the criminal enters her home with intent to kill (323).As investigators, these characters’ sex causes suspicion because they are “transgressive female bod[ies] occupying the spaces traditionally held by a man” (Mizejewski 6). The investigator in crime fiction has “traditionally been represented as a marginalized outsider” (Mizejewski 11), a person who not only needs to think like the criminal in order to apprehend them but be willing to use violence or to step outside the law in their pursuit of this goal, and is regarded as suspicious as a result. To place a woman in this position then makes that investigator’s role doubly suspicious (Mizejewski 11). Judith Butler’s work on gender as performance provides a useful tool for examining this. Because “the various acts of gender create the gender itself” (Butler 522), these female characters are judged as woman or not-woman according to what they do. By working as investigators in the male-dominated field of law-enforcement and particularly by choosing to spend their days handling the dead in ways that involve the masculine actions of penetrating and dismembering, each has “radically crossed the limits of her gender role, with her choice of the most unsavoury and ‘unfeminine’ of professions” (Vanacker 65). The suspicion this attracts is demonstrated by Scarpetta being compared to her male predecessor who got on so well with the police, judges, and lawyers with whom she struggles (Cornwell 91). This sense of marginalisation and unfavourable comparison is reinforced through her recollections of her time in medical school when she was one of only four women in her class and can remember vividly the isolating tactics the male students employed against the female members (60). One critic has estimated the dates of Scarpetta’s schooling as putting her “on the leading edge of women moving into professionals schools in the early 1970s” (Robinson 97), in the time of second wave feminism, when such changes were not welcomed by all men in the institutions. In The Sinner, Isles wants her male colleagues to see her as “a brain and a white coat” (Gerritsen 175) rather than a woman, and chooses strategies such as maintaining an “icy professionalism” (109) and always wearing that white coat to ensure she is seen as an intimidating authority figure, as she believes that once they see her as a woman, sex will get in the way (175). She wants to be perceived as a professional with a job to do rather than a prospective sexual partner. The white coat also helps conceal the physical indicators of her sex, such as breasts and hips (mirroring the decision of the murdered nun to hide herself from the eyes of men and revealing their shared sensibility). Butler’s argument that “the distinction between appearance and reality [...] structures a good deal of populist thinking about gender identity” (527) is appropriate here, for Isles’s actions in trying to mask her sex and thus her gender declare to her colleagues that her sex is irrelevant to her role and therefore she can and should be treated as just another colleague performing a task.Scarpetta makes similar choices. Critic Bobbie Robinson says “Scarpetta triggers the typical distrust of powerful women in a male-oriented world, and in that world she seems determined to swaddle her lurking femininity to construct a persona that keeps her Other” (106), and that “because she perceives her femininity as problematic for others, she intentionally misaligns or masks the expectations of gender so that the masculine and feminine in her cancel each other out, constructing her as an androgyne” (98). Examples of this include Scarpetta’s acknowledgement of her own attractiveness (Cornwell 62) and her nurturing of herself and her niece Lucy through cooking, an activity she describes as “what I do best” (109) while at the same time she hides her emotions from her colleagues (204) and maintains that her work is her priority despite her mother’s accusations that “it’s not natural for a woman” (34). Butler states that “certain kinds of acts are usually interpreted as expressive of a gender core or identity, and that these acts either conform to an expected gender identity or contest that expectation in some way” (527). Scarpetta’s attention to her looks and her enjoyment of cooking conform to a societal assumption of female gender identity, while her construction of an emotionless facade and focus on her work falls more in the area of expected male gender identity.These characters deliberately choose to perform in a specific manner as a way of coping and succeeding in their workplace: by masking the most overt signs of their sex and gender they are attempting to lessen the suspicion cast upon them by others for not being “woman.” There exists, however, a contradiction between that decision and the clear markers of femininity demonstrated on occasion by both characters, for example, the use by Isles of bright red lipstick and a smart Cleopatra haircut, and the performance by both of the “feminised role as caretaker of, or alignment with, the victim’s body” (Summers-Bremner 133). While the characters do also perform the more masculine role of “rendering [the body’s] secrets in scientific form” (Summers-Bremner 133), a strong focus of the novels is their emotional connection to the bodies and so this feminised role is foregrounded. The attention to lipstick and hairstyle and their overtly caring natures fulfill Butler’s ideas of the conventional performance of gender and may be a reassurance to readers about the characters’ core femininity and their resultant availability for romance sub-plots, however they also have the effect of emphasising the contrasting performative gender elements within these characters and marking them once again in the eyes of other characters as neither one thing nor another, and therefore deserving of suspicion.In conclusion, the female forensic pathologist investigator is portrayed in the chosen novels as suspicious for her involvement in the abject space that results from her comfort around and identification with the corpse in contrast to the revulsion experienced by her police colleagues; her sex in her roles as investigator and pathologist where these roles are conventionally seen as masculine; and her performance of elements of both masculine and feminine conventional gender roles as she carries out her work. This, however, sets up a further line of inquiry about the central position of the abject in novels featuring female forensic pathologist investigators, as these texts depict this character’s occupation of the abject space as crucial to the solving of the case: it is through her ability to perform the procedures of her job while identifying with the corpse that clues are located, the narrative of events reconstructed, and the criminal identified and apprehended.ReferencesBarthes, Roland. Abstract:
Introduction In December 2010, Nespresso, the world’s leading brand of premium-portioned coffee, opened a flagship “boutique” in Sydney’s Pitt Street Mall. This was Nespresso’s fifth boutique opening of 2010, after Brussels, Miami, Soho, and Munich. The Sydney debut coincided with the mall’s upmarket redevelopment, which explains Nespresso’s arrival in the city: strategic geographic expansion is key to the brand’s growth. Rather than panoramic ubiquity, a retail option favoured by brands like McDonalds, KFC and Starbucks, Nespresso opts for iconic, prestigious locations. This strategy has been highly successful: since 2000 Nespresso has recorded year-on-year per annum growth of 30 per cent. This has been achieved, moreover, despite a global financial downturn and an international coffee market replete with brand variety. In turn, Nespresso marks an evolution in the coffee market over the last decade. The Nespresso Story Founded in 1986, Nespresso is the fasting growing brand in the Nestlé Group. Its headquarters are in Lausanne, Switzerland, with over 7,000 employees worldwide. In 2012, Nespresso had 270 boutiques in 50 countries. The brand’s growth strategy involves three main components: premium coffee capsules, “mated” with specially designed machines, and accompanied by exceptional customer service through the Nespresso Club. Each component requires some explanation. Nespresso offers 16 varieties of Grand Crus coffee: 7 espresso blends, 3 pure origin espressos, 3 lungos (for larger cups), and 3 decaffeinated coffees. Each 5.5 grams of portioned coffee is cased in a hermetically sealed aluminium capsule, or pod, designed to preserve the complex, volatile aromas (between 800 and 900 per pod), and prevent oxidation. These capsules are designed to be used exclusively with Nespresso-branded machines, which are equipped with a patented high-pressure extraction system designed for optimum release of the coffee. These machines, of which there are 28 models, are developed with 6 machine partners, and Antoine Cahen, from Ateliers du Nord in Lausanne, designs most of them. For its consumers, members of the Nespresso Club, the capsules and machines guarantee perfect espresso coffee every time, within seconds and with minimum effort—what Nespresso calls the “ultimate coffee experience.” The Nespresso Club promotes this experience as an everyday luxury, whereby café-quality coffee can be enjoyed in the privacy and comfort of Club members’ homes. This domestic focus is a relatively recent turn in its history. Nestlé patented some of its pod technology in 1976; the compatible machines, initially made in Switzerland by Turmix, were developed a decade later. Nespresso S. A. was set up as a subsidiary unit within the Nestlé Group with a view to target the office and fine restaurant sector. It was first test-marketed in Japan in 1986, and rolled out the same year in Switzerland, France and Italy. However, by 1988, low sales prompted Nespresso’s newly appointed CEO, Jean-Paul Gillard, to rethink the brand’s focus. Gillard subsequently repositioned Nespresso’s target market away from the commercial sector towards high-income households and individuals, and introduced a mail-order distribution system; these elements became the hallmarks of the Nespresso Club (Markides 55). The Nespresso Club was designed to give members who had purchased Nespresso machines 24-hour customer service, by mail, phone, fax, and email. By the end of 1997 there were some 250,000 Club members worldwide. The boom in domestic, user-friendly espresso machines from the early 1990s helped Nespresso’s growth in this period. The cumulative efforts by the main manufacturers—Krups, Bosch, Braun, Saeco and DeLonghi—lowered the machines’ average price to around US $100 (Purpura, “Espresso” 88; Purpura, “New” 116). This paralleled consumers’ growing sophistication, as they became increasingly familiar with café-quality espresso, cappuccino and latté—for reasons to be detailed below. Nespresso was primed to exploit this cultural shift in the market and forge a charismatic point of difference: an aspirational, luxury option within an increasingly accessible and familiar field. Between 2006 and 2008, Nespresso sales more than doubled, prompting a second production factory to supplement the original plant in Avenches (Simonian). In 2008, Nespresso grew 20 times faster than the global coffee market (Reguly B1). As Nespresso sales exceeded $1.3 billion AU in 2009, with 4.8 billion capsules shipped out annually and 5 million Club members worldwide, it became Nestlé’s fastest growing division (Canning 28). According to Nespresso’s Oceania market director, Renaud Tinel, the brand now represents 8 per cent of the total coffee market; of Nespresso specifically, he reports that 10,000 cups (using one capsule per cup) were consumed worldwide each minute in 2009, and that increased to 12,300 cups per minute in 2010 (O’Brien 16). Given such growth in such a brief period, the atypical dynamic between the boutique, the Club and the Nespresso brand warrants closer consideration. Nespresso opened its first boutique in Paris in 2000, on the Avenue des Champs-Élysées. It was a symbolic choice and signalled the brand’s preference for glamorous precincts in cosmopolitan cities. This has become the design template for all Nespresso boutiques, what the company calls “brand embassies” in its press releases. More like art gallery-style emporiums than retail spaces, these boutiques perform three main functions: they showcase Nespresso coffees, machines and accessories (all elegantly displayed); they enable Club members to stock up on capsules; and they offer excellent customer service, which invariably equates to detailed production information. The brand’s revenue model reflects the boutique’s role in the broader business strategy: 50 per cent of Nespresso’s business is generated online, 30 per cent through the boutiques, and 20 per cent through call centres. Whatever floor space these boutiques dedicate to coffee consumption is—compared to the emphasis on exhibition and ambience—minimal and marginal. In turn, this tightly monitored, self-focused model inverts the conventional function of most commercial coffee sites. For several hundred years, the café has fostered a convivial atmosphere, served consumers’ social inclinations, and overwhelmingly encouraged diverse, eclectic clientele. The Nespresso boutique is the antithesis to this, and instead actively limits interaction: the Club “community” does not meet as a community, and is united only in atomised allegiance to the Nespresso brand. In this regard, Nespresso stands in stark contrast to another coffee brand that has been highly successful in recent years—Starbucks. Starbucks famously recreates the aesthetics, rhetoric and atmosphere of the café as a “third place”—a term popularised by urban sociologist Ray Oldenburg to describe non-work, non-domestic spaces where patrons converge for respite or recreation. These liminal spaces (cafés, parks, hair salons, book stores and such locations) might be private, commercial sites, yet they provide opportunities for chance encounters, even therapeutic interactions. In this way, they aid sociability and civic life (Kleinman 193). Long before the term “third place” was coined, coffee houses were deemed exemplars of egalitarian social space. As Rudolf P. Gaudio notes, the early coffee houses of Western Europe, in Oxford and London in the mid-1600s, “were characterized as places where commoners and aristocrats could meet and socialize without regard to rank” (670). From this sanguine perspective, they both informed and animated the modern public sphere. That is, and following Habermas, as a place where a mixed cohort of individuals could meet and discuss matters of public importance, and where politics intersected society, the eighteenth-century British coffee house both typified and strengthened the public sphere (Karababa and Ger 746). Moreover, and even from their early Ottoman origins (Karababa and Ger), there has been an historical correlation between the coffee house and the cosmopolitan, with the latter at least partly defined in terms of demographic breadth (Luckins). Ironically, and insofar as Nespresso appeals to coffee-literate consumers, the brand owes much to Starbucks. In the two decades preceding Nespresso’s arrival, Starbucks played a significant role in refining coffee literacy around the world, gauging mass-market trends, and stirring consumer consciousness. For Nespresso, this constituted major preparatory phenomena, as its strategy (and success) since the early 2000s presupposed the coffee market that Starbucks had helped to create. According to Nespresso’s chief executive Richard Giradot, central to Nespresso’s expansion is a focus on particular cities and their coffee culture (Canning 28). In turn, it pays to take stock of how such cities developed a coffee culture amenable to Nespresso—and therein lays the brand’s debt to Starbucks. Until the last few years, and before celebrity ambassador George Clooney was enlisted in 2005, Nespresso’s marketing was driven primarily by Club members’ recommendations. At the same time, though, Nespresso insisted that Club members were coffee connoisseurs, whose knowledge and enjoyment of coffee exceeded conventional coffee offerings. In 2000, Henk Kwakman, one of Nestlé’s Coffee Specialists, explained the need for portioned coffee in terms of guaranteed perfection, one that demanding consumers would expect. “In general”, he reasoned, “people who really like espresso coffee are very much more quality driven. When you consider such an intense taste experience, the quality is very important. If the espresso is slightly off quality, the connoisseur notices this immediately” (quoted in Butler 50). What matters here is how this corps of connoisseurs grew to a scale big enough to sustain and strengthen the Nespresso system, in the absence of a robust marketing or educative drive by Nespresso (until very recently). Put simply, the brand’s ascent was aided by Starbucks, specifically by the latter’s success in changing the mainstream coffee market during the 1990s. In establishing such a strong transnational presence, Starbucks challenged smaller, competing brands to define themselves with more clarity and conviction. Indeed, working with data that identified just 200 freestanding coffee houses in the US prior to 1990 compared to 14,000 in 2003, Kjeldgaard and Ostberg go so far as to state that: “Put bluntly, in the US there was no local coffee consumptionscape prior to Starbucks” (Kjeldgaard and Ostberg 176). Starbucks effectively redefined the coffee world for mainstream consumers in ways that were directly beneficial for Nespresso. Starbucks: Coffee as Ambience, Experience, and Cultural Capital While visitors to Nespresso boutiques can sample the coffee, with highly trained baristas and staff on site to explain the Nespresso system, in the main there are few concessions to the conventional café experience. Primarily, these boutiques function as material spaces for existing Club members to stock up on capsules, and therefore they complement the Nespresso system with a suitably streamlined space: efficient, stylish and conspicuously upmarket. Outside at least one Sydney boutique for instance (Bondi Junction, in the fashionable eastern suburbs), visitors enter through a club-style cordon, something usually associated with exclusive bars or hotels. This demarcates the boutique from neighbouring coffee chains, and signals Nespresso’s claim to more privileged patrons. This strategy though, the cultivation of a particular customer through aesthetic design and subtle flattery, is not unique. For decades, Starbucks also contrived a “special” coffee experience. Moreover, while the Starbucks model strikes a very different sensorial chord to that of Nespresso (in terms of décor, target consumer and so on) it effectively groomed and prepped everyday coffee drinkers to a level of relative self-sufficiency and expertise—and therein is the link between Starbucks’s mass-marketed approach and Nespresso’s timely arrival. Starbucks opened its first store in 1971, in Seattle. Three partners founded it: Jerry Baldwin and Zev Siegl, both teachers, and Gordon Bowker, a writer. In 1982, as they opened their sixth Seattle store, they were joined by Howard Schultz. Schultz’s trip to Italy the following year led to an entrepreneurial epiphany to which he now attributes Starbucks’s success. Inspired by how cafés in Italy, particularly the espresso bars in Milan, were vibrant social hubs, Schultz returned to the US with a newfound sensitivity to ambience and attitude. In 1987, Schultz bought Starbucks outright and stated his business philosophy thus: “We aren’t in the coffee business, serving people. We are in the people business, serving coffee” (quoted in Ruzich 432). This was articulated most clearly in how Schultz structured Starbucks as the ultimate “third place”, a welcoming amalgam of aromas, music, furniture, textures, literature and free WiFi. This transformed the café experience twofold. First, sensory overload masked the dull homogeny of a global chain with an air of warm, comforting domesticity—an inviting, everyday “home away from home.” To this end, in 1994, Schultz enlisted interior design “mastermind” Wright Massey; with his team of 45 designers, Massey created the chain’s decor blueprint, an “oasis for contemplation” (quoted in Scerri 60). At the same time though, and second, Starbucks promoted a revisionist, airbrushed version of how the coffee was produced. Patrons could see and smell the freshly roasted beans, and read about their places of origin in the free pamphlets. In this way, Starbucks merged the exotic and the cosmopolitan. The global supply chain underwent an image makeover, helped by a “new” vocabulary that familiarised its coffee drinkers with the diversity and complexity of coffee, and such terms as aroma, acidity, body and flavour. This strategy had a decisive impact on the coffee market, first in the US and then elsewhere: Starbucks oversaw a significant expansion in coffee consumption, both quantitatively and qualitatively. In the decades following the Second World War, coffee consumption in the US reached a plateau. Moreover, as Steven Topik points out, the rise of this type of coffee connoisseurship actually coincided with declining per capita consumption of coffee in the US—so the social status attributed to specialised knowledge of coffee “saved” the market: “Coffee’s rise as a sign of distinction and connoisseurship meant its appeal was no longer just its photoactive role as a stimulant nor the democratic sociability of the coffee shop” (Topik 100). Starbucks’s singular triumph was to not only convert non-coffee drinkers, but also train them to a level of relative sophistication. The average “cup o’ Joe” thus gave way to the latte, cappuccino, macchiato and more, and a world of coffee hitherto beyond (perhaps above) the average American consumer became both regular and routine. By 2003, Starbucks’s revenue was US $4.1 billion, and by 2012 there were almost 20,000 stores in 58 countries. As an idealised “third place,” Starbucks functioned as a welcoming haven that flattened out and muted the realities of global trade. The variety of beans on offer (Arabica, Latin American, speciality single origin and so on) bespoke a generous and bountiful modernity; while brochures schooled patrons in the nuances of terroir, an appreciation for origin and distinctiveness that encoded cultural capital. This positioned Starbucks within a happy narrative of the coffee economy, and drew patrons into this story by flattering their consumer choices. Against the generic sameness of supermarket options, Starbucks promised distinction, in Pierre Bourdieu’s sense of the term, and diversity in its coffee offerings. For Greg Dickinson, the Starbucks experience—the scent of the beans, the sound of the grinders, the taste of the coffees—negated the abstractions of postmodern, global trade: by sensory seduction, patrons connected with something real, authentic and material. At the same time, Starbucks professed commitment to the “triple bottom line” (Savitz), the corporate mantra that has morphed into virtual orthodoxy over the last fifteen years. This was hardly surprising; companies that trade in food staples typically grown in developing regions (coffee, tea, sugar, and coffee) felt the “political-aesthetic problematization of food” (Sassatelli and Davolio). This saw increasingly cognisant consumers trying to reconcile the pleasures of consumption with environmental and human responsibilities. The “triple bottom line” approach, which ostensibly promotes best business practice for people, profits and the planet, was folded into Starbucks’s marketing. The company heavily promoted its range of civic engagement, such as donations to nurses’ associations, literacy programs, clean water programs, and fair dealings with its coffee growers in developing societies (Simon). This bode well for its target market. As Constance M. Ruch has argued, Starbucks sought the burgeoning and lucrative “bobo” class, a term Ruch borrows from David Brooks. A portmanteau of “bourgeois bohemians,” “bobo” describes the educated elite that seeks the ambience and experience of a counter-cultural aesthetic, but without the political commitment. Until the last few years, it seemed Starbucks had successfully grafted this cultural zeitgeist onto its “third place.” Ironically, the scale and scope of the brand’s success has meant that Starbucks’s claim to an ethical agenda draws frequent and often fierce attack. As a global behemoth, Starbucks evolved into an iconic symbol of advanced consumer culture. For those critical of how such brands overwhelm smaller, more local competition, the brand is now synonymous for insidious, unstoppable retail spread. This in turn renders Starbucks vulnerable to protests that, despite its gestures towards sustainability (human and environmental), and by virtue of its size, ubiquity and ultimately conservative philosophy, it has lost whatever cachet or charm it supposedly once had. As Bryant Simon argues, in co-opting the language of ethical practice within an ultimately corporatist context, Starbucks only ever appealed to a modest form of altruism; not just in terms of the funds committed to worthy causes, but also to move thorny issues to “the most non-contentious middle-ground,” lest conservative customers felt alienated (Simon 162). Yet, having flagged itself as an ethical brand, Starbucks became an even bigger target for anti-corporatist sentiment, and the charge that, as a multinational giant, it remained complicit in (and one of the biggest benefactors of) a starkly inequitable and asymmetric global trade. It remains a major presence in the world coffee market, and arguably the most famous of the coffee chains. Over the last decade though, the speed and intensity with which Nespresso has grown, coupled with its atypical approach to consumer engagement, suggests that, in terms of brand equity, it now offers a more compelling point of difference than Starbucks. Brand “Me” Insofar as the Nespresso system depends on a consumer market versed in the intricacies of quality coffee, Starbucks can be at least partly credited for nurturing a more refined palate amongst everyday coffee drinkers. Yet while Starbucks courted the “average” consumer in its quest for market control, saturating the suburban landscape with thousands of virtually indistinguishable stores, Nespresso marks a very different sensibility. Put simply, Nespresso inverts the logic of a coffee house as a “third place,” and patrons are drawn not to socialise and relax but to pursue their own highly individualised interests. The difference with Starbucks could not be starker. One visitor to the Bloomingdale boutique (in New York’s fashionable Soho district) described it as having “the feel of Switzerland rather than Seattle. Instead of velvet sofas and comfy music, it has hard surfaces, bright colours and European hostesses” (Gapper 9). By creating a system that narrows the gap between production and consumption, to the point where Nespresso boutiques advertise the coffee brand but do not promote on-site coffee drinking, the boutiques are blithely indifferent to the historical, romanticised image of the coffee house as a meeting place. The result is a coffee experience that exploits the sophistication and vanity of aspirational consumers, but ignores the socialising scaffold by which coffee houses historically and perhaps naively made some claim to community building. If anything, Nespresso restricts patrons’ contemplative field: they consider only their relationships to the brand. In turn, Nespresso offers the ultimate expression of contemporary consumer capitalism, a hyper-individual experience for a hyper-modern age. By developing a global brand that is both luxurious and niche, Nespresso became “the Louis Vuitton of coffee” (Betts 14). Where Starbucks pursued retail ubiquity, Nespresso targets affluent, upmarket cities. As chief executive Richard Giradot put it, with no hint of embarrassment or apology: “If you take China, for example, we are not speaking about China, we are speaking about Shanghai, Hong Kong, Beijing because you will not sell our concept in the middle of nowhere in China” (quoted in Canning 28). For this reason, while Europe accounts for 90 per cent of Nespresso sales (Betts 15), its forays into the Americas, Asia and Australasia invariably spotlights cities that are already iconic or emerging economic hubs. The first boutique in Latin America, for instance, was opened in Jardins, a wealthy suburb in Sao Paulo, Brazil. In Nespresso, Nestlé has popularised a coffee experience neatly suited to contemporary consumer trends: Club members inhabit a branded world as hermetically sealed as the aluminium pods they purchase and consume. Besides the Club’s phone, fax and online distribution channels, pods can only be bought at the boutiques, which minimise even the potential for serendipitous mingling. The baristas are there primarily for product demonstrations, whilst highly trained staff recite the machines’ strengths (be they in design or utility), or information about the actual coffees. For Club members, the boutique service is merely the human extension of Nespresso’s online presence, whereby product information becomes increasingly tailored to increasingly individualised tastes. In the boutique, this emphasis on the individual is sold in terms of elegance, expedience and privilege. Nespresso boasts that over 70 per cent of its workforce is “customer facing,” sharing their passion and knowledge with Club members. Having already received and processed the product information (through the website, boutique staff, and promotional brochures), Club members need not do anything more than purchase their pods. In some of the more recently opened boutiques, such as in Paris-Madeleine, there is even an Exclusive Room where only Club members may enter—curious tourists (or potential members) are kept out. Club members though can select their preferred Grands Crus and checkout automatically, thanks to RFID (radio frequency identification) technology inserted in the capsule sleeves. So, where Starbucks exudes an inclusive, hearth-like hospitality, the Nespresso Club appears more like a pampered clique, albeit a growing one. As described in the Financial Times, “combine the reception desk of a designer hotel with an expensive fashion display and you get some idea what a Nespresso ‘coffee boutique’ is like” (Wiggins and Simonian 10). Conclusion Instead of sociability, Nespresso puts a premium on exclusivity and the knowledge gained through that exclusive experience. The more Club members know about the coffee, the faster and more individualised (and “therefore” better) the transaction they have with the Nespresso brand. This in turn confirms Zygmunt Bauman’s contention that, in a consumer society, being free to choose requires competence: “Freedom to choose does not mean that all choices are right—there are good and bad choices, better and worse choices. The kind of choice eventually made is the evidence of competence or its lack” (Bauman 43-44). Consumption here becomes an endless process of self-fashioning through commodities; a process Eva Illouz considers “all the more strenuous when the market recruits the consumer through the sysiphian exercise of his/her freedom to choose who he/she is” (Illouz 392). In a status-based setting, the more finely graded the differences between commodities (various places of origin, blends, intensities, and so on), the harder the consumer works to stay ahead—which means to be sufficiently informed. Consumers are locked in a game of constant reassurance, to show upward mobility to both themselves and society. For all that, and like Starbucks, Nespresso shows some signs of corporate social responsibility. In 2009, the company announced its “Ecolaboration” initiative, a series of eco-friendly targets for 2013. By then, Nespresso aims to: source 80 per cent of its coffee through Sustainable Quality Programs and Rainforest Alliance Certified farms; triple its capacity to recycle used capsules to 75 per cent; and reduce the overall carbon footprint required to produce each cup of Nespresso by 20 per cent (Nespresso). This information is conveyed through the brand’s website, press releases and brochures. However, since such endeavours are now de rigueur for many brands, it does not register as particularly innovative, progressive or challenging: it is an unexceptional (even expected) part of contemporary mainstream marketing. Indeed, the use of actor George Clooney as Nespresso’s brand ambassador since 2005 shows shrewd appraisal of consumers’ political and cultural sensibilities. As a celebrity who splits his time between Hollywood and Lake Como in Italy, Clooney embodies the glamorous, cosmopolitan lifestyle that Nespresso signifies. However, as an actor famous for backing political and humanitarian causes (having raised awareness for crises in Darfur and Haiti, and backing calls for the legalisation of same-sex marriage), Clooney’s meanings extend beyond cinema: as a celebrity, he is multi-coded. Through its association with Clooney, and his fusion of star power and worldly sophistication, the brand is imbued with semantic latitude. Still, in the television commercials in which Clooney appears for Nespresso, his role as the Hollywood heartthrob invariably overshadows that of the political campaigner.
