The additional participants were two headmasters that focused on the possible solution dealing with the problem found by the English teachers at VHS. This research under applied descriptive approach and qualitative method. The data were collected by using two instruments namely semi-structured interview and observation checklist. The data were analyzed by using the framework of Miles and Huberman’s (2012) namely data reduction, data display, and drawing then verifying conclusion. The results of this research mentioned nine causes of the problems on the professional competence of English teachers in teaching at vocational high school and the possible solution toward the causes. The outline of the causes of the problems on professional competence are the less effort of the English teachers to improve the linguistic aspects, lack of English for Spesific Purpose knowledge, less of communicative competence, less preparation of teaching contents, less in using ICT as a teaching method and lack in managing the time and managing the class. The possible solution can draw in this research that the English teachers at VHS have to consider the students’ need, prepare the teaching planning and involved in the teaching training. Thus, this research might become a recommendation to the government and the Educational trainer for facilitating the English teachers at VHS with education training of ESP knowledge and supporting the teachers in developing their professional competence.

Abstract:
This research examined the honesty as part of character building in academic documents of English subject in Vocational high school. Using content analysis, the researcher analyzed the honesty throughout the documents. The data was words, phrases, clauses, sentences, and the pharaprashing of them. The data was taken from Vocational High School’s documents used by English teachers of vocational school. The finding showed that honesty appears explicitly and implicitly. All the aspects of character building of honesty were stipulated in syllabus provided by the government. The indicators of honesty that appear in the lesson plan, learning material, and assessment of English language subject in vocational high school are integrity, academic honesty, and sportsmanship. Those indicators are addressed implicitly in the documents represented by sub indicators such as the prohibition to cheat in doing the assignment and so forth. However, there was no consistency across the documents because honesty indicators appeared quite low in assessment tools prepared by English teachers. This condition indicated that students of Vocational High School get the character building of honesty through English language subject because it was stipulated, and addressed in academic documents. This study proposed a possibility for teachers to improvise their assessment tools by inserting honesty indicators.

For both political and social reasons, the learning of English as a Foreign Language in Japanese secondary schools has become the focus of a variety of new educational policies applied at a national level. The backdrop of this article is the JET program, which in 1998 employed 5,361 assistant language teachers (ALTs) from various countries for the purpose of team teaching in Japanese junior and senior high school foreign language classrooms. The article focuses on Japanese teachers of English (JTEs) and their responses to team teaching with ALTs, particularly in terms of JTEs' perceptions of their own English speaking skills and English language learning experiences. Drawing from the questionnaire responses of 884 JTEs in high schools in nine randomly selected prefectures, the author also outlines patterns in assignment of ALTs in both academic and vocational high schools, providing a more complete picture of the JET program.

Abstract:
Abstract The features of the Austrian education system, namely different types of schools of compulsory and optional levels and the necessity of qualified teachers needed for teaching in such schools, features of foreign languages teachers’ professional training and their practical availability for service in school, have been observed. The problem of hybridization of vocational training and higher education in Austria, which is the result of close cooperation between academic and vocational training, has been researched. The requirements for knowledge, abilities and skills of applicants to teacher training colleges and universities have been determined. The curriculum of teacher education for students, depending on the chosen type of school, has been analyzed. The features of the two-level training for teachers of foreign languages (German and English) have been analyzed. The importance of pre-vocational work carried out to validate students’ choice of teaching profession has been proved. Requirements for professional practical training in school, for production practical training that future teachers of foreign languages have in manufacturing, processing, service, trade; and for speech practical training abroad have been considered. It is important that a high level of knowledge and successfully completed practical trainings allow graduates of teacher training colleges and universities to qualify not only as a teacher of foreign languages, but also a translator or a guide-interpreter in different areas of service. The analysis has highlighted the promising first-hand ideas of the Austrian system of teacher training, its achievements and aspirations

Abstract:
In recent years, the learning of English as a Foreign Language in Japanese high schools has become the focus of new educational policies applied at the national level. One of these is The Course of Study issue by the Ministry of Education, in which teachers are, for the first time in a long series of curriculum guidelines, adjured to develop students' "positive attitudes towards communicating in English." Another is the JET program, which has put thousands of native English speaking assistant language teachers (ALTs) into Japanese secondary classrooms for the purpose of team teaching with Japanese teachers. Data resulting from a survey project of 876 Japanese high school English teachers was used to provide empirical evidence of teachers' levels of approval of communicative, audiolingual and traditional (yakudoku) activities. Teachers were also asked to rate the strengths of a variety of influences on their instruction, including university entrance exams, and pre- and in-service teacher education programs. Teachers' perceptions of both activities and instructional influences were examined in light of teachers' length of career, type of school (private versus public, academic versus vocational), and level of contact with an ALT. The data revealed the complexities of imposing broad, national educational policies on a diverse group of teachers, and in an educational culture which likely precludes teachers' use of communicative activities.

Abstract:
The implementation of the National Examination (NE) in Indonesia in elementary to high schools is considered as high-stakes testing and affects the teachers’ practice particularly in vocational settings. As material developers, English teachers in Vocational High Schools (VHS) are demanded to develop appropriate and suitable materials to meet the students’ specific needs. The incompatibility of the NE materials prescribed by the government and the vocational students’ needs put the teachers in a dilemma. The teachers should deal with the pressure of the NE and their roles as materials developers. This article tries to reveal how high-stakes testing impacts their roles as material developers particularly in the absence of specifically prescribed materials for VHS students. A case study design was used in this research with 31 participants of English teachers from nine state VHS in Pontianak, Indonesia. Data were collected through questionnaires and interviews. The result revealed that the role of teachers as materials developers somehow becomes diminishing because of the presence of the NE as high-stakes testing in the learning process, especially in VHS. This condition is detrimental to the teachers’ professional development since their roles as materials developers are limited and even under-developed. With the cancellation of NE by the end of this year, it is expected that the teachers are able to play their roles as materials developers and conduct evaluations based on the students’ specific expertise.

Abstract:
This article is part of research and development under the issue of developing English textbooks oriented to the enhancement of higher order thinking skills (HOTS) for students of vocational high schools (VHSs) in Yogyakarta. This relies on the evidence that the existing textbooks for secondary school levels put an emphasis on memorizing and comprehending which highlight to identify linguistic features of the target language (micro-language skills). This leads to creating the failure of acquiring English language proficiency on the part of students of secondary school levels including students of VHSs. To obtain the objective, there were 14 English teachers and 320 students of vocational high schools from three regencies, namely Sleman, Yogyakarta city, and Bantul voluntarily involved. Three techniques: questionnaire distributions, interviews, and documentation were administered to get data. Then, the gathered data were analyzed using a descriptive qualitative method. In reference to data analysis, four findings are documented as explored in this part of this article. In summary, the development of the English textbooks oriented to HOTS is positively responded by the respondents as the English textbook triggers students of VHSs to establish their higher order thinking skills which lead to students’ creativity and self-regulated learning practices.

Abstract:
This study aims at providing Taiwanese students at different levels of study with a cloud language learning tool. The design of the learning tool can be divided into three stages. The first stage is the design of the curriculum. It combines paper learning log sheet with a simple computer program to help students write short essays and “tell” the stories. Findings of this study showed that students were highly motivated to make use of the computer learning tool to practice English sentence patterns and to create short essays. In the second stage, the researcher developed a cloud English learning tool that can be used in different types of computer facilities. This learning tool aims at helping students practicing English sentence patterns and at providing teachers with tools to monitor students learning process and performance. In the third stage, the researcher applied this computer learning tool to vocational high school students. The participants were two classes of high school seniors in New Taipei city, with 34 students in each class. One of the two classes was assigned as the experimental group and the other class the control group. The experimental group practiced English sentence patterns, using the cloud English learning tool. The control group was provided with paper handouts and was taught in a traditional way. The results showed a significant difference in performance between the two groups of students, with an F value 4.563 (p<.05). The experimental group had higher mean scores than the control group had. We may conclude that the cloud English learning tool can improve vocational high school students’ English writing skills.

In the three-stage study, the researcher found that students at different levels of study used different types of computer facilities, for example, senior high school students used smart phones or notebooks, junior high school students used desktops in the computer lab, and elementary school students used learning log sheets to learn. Therefore, the researcher integrated HTML 5 and jQuery into a learning system and provided teachers with learning logs forms to download. That is, teachers can apply this learning system to students of different levels of study. The goal of this learning tool is to help students write short English essays.

The Indonesian government issued a policy that English is an International language that must be studied and taught in our schools. This education should start from the level of kindergarten to college. In the context of teaching in schools such as junior high, high school and vocational high school, English is a compulsory subject that is tested nationally (national final exam).
