Abstract:
Purpose In Australia, the vocational education and training (VET) sector accounts for approximately A$8 billion of public spending, of which around A$6.6 billion is spent on government providers that include Technical and Further Education (TAFE) institutes. The TAFE institutes in Australia are large, public VET providers, generally funded and managed by state government. Measuring the efficiency and effectiveness of TAFE institutes is of great interest to policy makers, regulators, consumers and to the institutions themselves. The paper aims to discuss these issues. Design/methodology/approach In this study the authors use data relating to student cohort demographics, institutional characteristics and educational outcome data, while employing stochastic frontier analysis, to develop two distinct efficiency measures and models. The first model examines institutional efficiency in the transformation of financial resources into teaching loads. The second model evaluates efficiency in the transformation of institutional resources into post-study employment outcomes. K-means cluster analysis is used to establish groupings of similar institutes and subsequent canonical discriminant analysis is employed to develop a typology of these clusters. Findings In both models the authors find significant inefficiencies in the Australian TAFE system. The relationship between both efficiency measures is then assessed. While there is no direct linear relationship, a distinct pattern could be detected. Finally the authors develop a typology of efficient institutions. Originality/value This study contributes to the existing research by defining efficiency in vocational education in two distinct ways and by the utilisation of the derived efficiencies in the development of a typology of efficient institutes. In doing so, this research makes an original contribution to the understanding of the drivers of efficiency in vocational education.

Abstract:
Purpose The purpose of this paper is to investigate how the degree apprenticeship of the vocational training institutes (VTIs) enhances the labor market and enables the trainees to detect the knowledge and skills that are acquired during the training. In addition, this study tries to detect through work-based learning whether the workplace function as a learning place and whether the trainees are satisfied by the experience during the degree apprenticeship. Design/methodology/approach In total, 129 graduates by various VTIs in the wider area of Patras (Western Greece), who completed the degree apprenticeship, participated in the survey. Findings The findings of this study highlighted the difficulties that the graduates of VTIs face when they look for a job in the economic crisis era that Greece faces. However, this study also highlighted the satisfaction that the trainees denoted about the knowledge and the vocational and social skills that they acquired during the degree apprenticeship. Additionally, the trainees are satisfied by the workplace where the degree apprenticeship took place because it became a learning environment. Practical implications This study is evidence of a need for developing the degree apprenticeship programs in Greece as a means of enhancing the transition from training to work. Originality/value This research is the first and serious recording of the trainees’ opinions regarding their degree apprenticeship, during their studies in VTIs. The presented professional and social skills could use as guidelines for the implementation of new practices and educational policies in training during the educational process. Additionally, the degree apprenticeship programs will be further linked to the educational institution and the educational community will benefit from the trainees’ experience. These new degree apprenticeship practices will be implemented in the following years in all the VTIs in Greece.

Abstract:
Following the initial enthusiasm shown by institutions to embark on e-learning, a sense of disillusion has followed. With many institutions feeling that the promise of e-learning has not been realised, these same institutions have been re-examining their e-learning use. This study examines the use of e-learning by vocational institutes in New Zealand by exploring lecturers' use of the technology and the impact on their students' success. The study also looks at what type of programmes use e-learning. Finally, the study examined the organisational support provided to the lecturers.Data for this study were collected from two different groups by means of two different research methods. Lecturers from 13 vocational institutes completed surveys and e-learning managers from the same institutions were interviewed. Data were analysed by statistical methods and a grounded theory approach.Lecturers who taught mainly diploma, degree or a mix of courses had a more positive perspective on how e-learning affected their students' success. Lecturers also held more positive views on using e-learning with theory-based courses. In terms of gender mix, lecturers who taught mainly female or mixed gender courses viewed the use of e-learning as having a positive effect on student success. The e-learning managers' interviews were included to provide background about professional development and organisational support available to the lecturers. The analysis of the interviews indicated that a range of professional development opportunities were made available. It also indicated that the level of support was dependent on what drove the development of the courses. If the development was lecturer driven, the support provided was much smaller scale. If the development was driven by senior management or external funding, the support was provided on a much larger scale. These larger scale developments were generally project-based. This analysis echoed the lecturers' responses as the majority indicated that they had developed their own courses. The conclusions that can be drawn from this are that the majority of the lecturers who participated in the survey were e-learning enthusiasts. The key message for institutions is to encourage these enthusiasts, while also encouraging the larger scale online developments.

The dissertation is devoted to theoretical and methodical bases of general educational preparation of future skilled workers of an agrarian profile. The scientific novelty of the obtained results lies in the fact that for the first time the author's concept of general education of future skilled agricultural workers in VET schools is theoretically substantiated and developed. The concept is based on the provisions of leading methodological approaches, general and specific principles, scientifically sound selection of content, forms, methods, innovative technologies, which will increase the level of formation of general competence of future skilled agricultural workers. The pedagogical conditions of general education are substantiated. The first pedagogical condition – formation of po sitive motivation of future skilled agricultural workers on achievement of success in educational activity – encourages them to choose a constructive way to obtain educational information on the basis of cooperation and mutual understanding with the teacher. The second pedagogical condition – professional orientation of the content of general education subjects – is carried out through the professional orientation of the content of general disciplines, which determines the dialectic of interaction of holist ic development of the individual and his special, professional. The third pedagogical condition – pedagogical integration of the educational process – provides an opportunity to qualitatively change the process of general educa tion, allows teachers of general disciplines to carry out creative work, helps to improve, accumulate and develop integrated own pedagogical findings, as well as to form students' general competence with a large amount of information, to realize creative opportunities, increase the share of independent work of students, increase the pace of the lesson and its learning effect. The fourth pedagogical condition – the use of innovative pedagogical learning technologies in mastering general education subjects b y applicants for education – helps to attract future skilled workers to actively interact with each other, the ability to work in groups and subgroups, thereby contributing to the formation of their positive attitude to learning and striving for high results. Abstract:
[Editor's Letter]: Study South Africa over time provided an annual overview of the South African Higher Education landscape as well as a forecast of some of the issues that could influence higher education in general and higher education internationalization in particular in South Africa for the year ahead. The 2016/17 issue being the 16th edition of Study South Africa provides an overview of the sector and a short description of all South African Public Higher Education institutions. This year, the Study SA Guide provides information about the system as well as articles that begin to address critical issues influencing the sector. It is foreseen that this would become a general feature in editions to come. The article that introduces a fundamental change in operations of South African Universities, beginning in 2016 and continuing into 2016 is the issue of the student protests on high tuition fees in South Africa. The #FEESMUSFALL movement introduced a topic that is fundamental to the internationalization of South African Higher Education. This event that began as a reaction to the increase in student fees for the 2016 academic year mutated into a social movement on university campuses throughout South Africa that challenged the way Universities function. Although not a mass based movement, but rather a movement driven by a desire to change the current social order in South Africa by a radical fringe, its focus is to use the plight of insufficient funding within South African Higher Education and in particular, focusing on funding of the poor. For a large part the issues raised by students is not in the domain of Higher Education, but a competency of Government and broader society. The influence of the constant disruption of academic activities on all South African University campuses resulted in a tendency to be an inwardly focused system where most of the energy is spent on local issues. South African Higher Education is known for its international connectedness and the way the international world accepted it into their fold as a critical player in a variety of fields, bringing a different voice to global debates. The hosting of Going Global by the British Council in May 2016 in Cape Town and the hosting of the Global Conference in August 2016 by IEASA in the Kruger National Park clearly demonstrated that South African Higher Education is globally an important player. The current situation in South Africa should be seen by the outside world as a process of internal re-evaluation. It is also a struggle to bring together the global and the local. It is a process that is currently driven by South African Higher Education institutions. Although the issues that triggered the revolt is local, the roots are global and our solution to the problem could become a guide to global higher education. It is thus necessary that all the partners of the South African system believe in South Africa as the carrier of goodwill and a message that is worth listening to. It is also necessary to rather engage with South African Universities to understand the issues and not to abandon them at this critical stage. This issue of Study South Africa should remain the connector with the global higher education system and the information provided will hopefully assist all those interested in keeping and building on this connection.

Abstract:
[Extract from article by Ms Merle Hodges]: Over the past year there have been numerous conferences dealing with one general topic. How is it possible for higher education, globally, to produce the same quality in its graduates, research and community outreach when the financial resources entering into the system are radically declining? The conclusion is overwhelmingly despondent. ‘Universities have to do more with less, academics and academic research will increasingly be pressurised by lower salaries internally and career temptations from the corporate world – the impact of which is the greater commodification of universities, and the inevitable decline in academic freedom.’ This global negativity is predicated on inter–related factors. The first, the long tail of the economic recession, is continuing to bite all sectors and higher education is no exception. Secondly, higher education is a little like marketing – when the pressure is on government, sectors like higher education are de–prioritised. In light of this, the position of internationalisation in higher education might seem to fade into the background. Interestingly, the inverse is true. While the zeitgeist of higher education generally appears dismal, the prospects of internationalisation appear rosy in comparison. I believe this is true because of two overlapping issues. Firstly, students are not going to give up on university because of a lingering economic downturn. What they are doing, however, is deciding to travel and study at destinations that would have been perceived as implausible a few years ago. Venezuela, Chile, South Korea and South Africa are all drawing US students more than ever before. This is partly because, I sense, the quality of qualifications is achieving parity across the globe; and also, because students who are prepared to travel realise that cultural specificity – the ability to learn new and unique aspects of a different culture while gaining the same core ingredients of a degree – sets it apart from the degree gained locally. A one semester course in Russian anthropology might appear entirely redundant when applying for a job. However, the very interconnectedness of global business means not only that the course is never a waste of time, but that it might mean the difference between landing a contract and failing to do so. The international student has the benefit of developing in ways that traditional (home-grown) higher education may not yet fully understand. Secondly, development in South Africa at least, has an additional meaning. Our universities are not only focused on developing graduates for multicultural or global competitiveness. Over the past five or so years our universities have been focused on development of the country itself. As an emerging power, the impetus has been on creating universities that address the fundamental needs of the people. Poverty, HIV, sustainability and innovative solutions to global problems are the very sap of South African universities in the 21st Century. How to create a sustainable environment, how to preserve marine and wildlife, how to create jobs, reduce poverty, and maximise innovation – these are the concerns that are preoccupying the minds of the country’s best academics.

The paper aims at dealing with didactics of Resistance through the relationship between the historical wtnesses and younger generations. As the first has lived the historical events he is going to narrate, younger generations constitute ideally the depositary of a rich and fragile set of informations. Based from this perspective, the paper is going to speak about a students' cycle of meetings organised in some schools in the province of Pistoia, between 2016 and 2018: the vocational institute "Martini" and the technical institute "Marchi". The italian Auschwitz memorial in Florence has been the basis for a didactic project where a fourth class in the vocational institute "Saffi" studies the exhibition for acting as a guide for visitors. There was a integration between historic and touristic content and competencies. As there was no book able to illustrate the exhibition, Luca Bravi experience was pivotal. The pandemy has interrupted the project at the step where students would have served as guides.

Abstract:
Abstract The development of any country lies in all members of society in a country, the old generation to the younger and new ones. After launching the vision of 2030 pillars, the circle of women barriers becomes wider and unlimited in the field of employment. In order to merge women in the oil and gas industry, the first milestone must be considered is creating opportunities in the labour market alongside educating and training them to acquire great learning and hone skills that qualify the women to be in the industrial workforce. It will widely contribute to the socio-economic change in a country. The female has individual skills and capabilities that the companies’ needs to achieve its business objectives. The institutes which are fundamentally structured; can open another facility which is targeted the female vocational and technical training based on the same assets (strategies & policies). Another way to do so is through collaboration with international vocational institutions, local female universities and colleges. These days there is no doubt that the oil and gas companies are critically needed for the local talents and diversity of its range. As an example, SPSP has planned to inaugurate a new female vocational & technical center, in the meantime will offer a major source of job opportunities for well trained and qualified young Saudi women that how we encourage and retain more Saudi female to the petroleum energy sector. The training programs will include Health & Safety, and Electrical Diploma. There is a lack of trained and qualified Saudi female technical workforce at the industry sector. To solve this problem, the education and the labour sectors must work simultaneously to empower the female in this field. Many companies need to retool the female candidates from functional roles such as HR or Finance to target them into practice hands-on roles. To sum up, as Vision 2030 of rewarding opportunities to the women stated, ‘’ we are directing significant investment toward unlocking their talents and supporting their contribution to the Kingdom’s economic growth.’’ Business leaders should call for an action to increase female’s opportunity at the energy sector side by side the government’s efforts in the female vocational training programs.

"ASSESSMENT OF THE PROBLEMS THAT AROSE IN THE DISTANCE EDUCATION DURING THE PANDEMIC FOR THE STUDENTS AT THE GREEK PUBLIC VOCATIONAL TRAINING INSTITUTES." In International Conference on Education and New Developments. inScience Press, 2022. http://dx.doi.org/10.36315/2022v1end086.

Full text
Abstract:
"The rapid spread of coronavirus (COVID-19) in early 2020 was an unexpected situation that affected all areas of human life, especially education and training. Distance education soon replaced classic, during the COVID-19 pandemic, due to the necessary social distancing to maintain global health. Distance education is not an unknown form of education, as it is often used as educational tool at all levels of education. However, the sudden and exclusive use of distance education during the pandemic created concerns in members of the academic community and brought about radical changes at both, educational and psychosocial levels. The purpose of this research is to record the degree of acceptance of distance teaching and learning methods in vocational education and training in Greece, especially in students studying at Public Vocational Training Institutes (PVTIs) and to identify potential obstacles or benefits of online learning during COVID-19. Distance education in combination with distance e-learning is a form of distance education in which participants of the educational process, i.e., teacher and students, are in a different physical space and communicate with synchronous and/or asynchronous internet platforms. Due to the nature of e-learning and its rapid spread in the educational community during the current pandemic, there is insufficient research examining its effectiveness in vocational education. The rapid development of mobile devices and wireless networks does not automatically mean the successful utilization and sustainability of e-learning systems. In order to study the experience and problems of distance learning platforms, quantitative research took place among the PVTI students through questionnaire. The sample of the quantitative research consisted of 768 Greek PVTI students that have responded, and a pilot statistical processing of the received data has been done. To track the experience with the distance learning platforms, the sample has been asked to mention the potential issues faced with the platforms. Most of the respondents mentioned technical and accessibility issues. A variety of issues have been mentioned, either difficulties of the users or problems of the system. In parallel, they pointed out the advantages of personal contact and feedback from their professors. It is interesting that only a small part of the sample reported no problems at all. The research shows moderate percentages of satisfaction from the enhancement of students' skills and from the coverage of their educational needs, while highlighting the upgraded role of asynchronous education platforms e-class, Moodle and e-classroom and of synchronous platforms Webex and Zoom."

Marsden, Nick, and Niranjan Singh. Preparing Vocational Students for Future Workplaces: Towards a course evaluation of the Unitec Bachelor of Applied Engineering. Unitec ePress, September 2017. http://dx.doi.org/10.34074/ocds.42017.

Full text
Abstract:
This exploratory study set out to evaluate how well a particular course in automotive engineering is set up to enable students to develop skills necessary to enter the workplace. The research set out to identify trends in student expectations and in the needs of employers at a time when this field of work is characterised by disruptive technological developments such as computerisation and automation. The intended outcome of the research is that the findings will assist the critical thinking of course designers as they reflect on modifications that might be necessary for Unitec Bachelor of Applied Technology (BAT) graduate attributes to fully meet future workplace demands. It is also an aim that this exploratory evaluation of a small cohort of students can, despite its limitations, identify trends for future pedagogical research in the ITP (Institutes of Technology and Polytechnics) sector. Although not a full course evaluation, this study invited feedback from students and recent graduates in relevant employment regarding the alignment of the Unitec Bachelor of Applied Technology (BAT) course design with their perceptions of skills necessary in the workplace. Another intention was to highlight any misalignments between the realities of the automotive engineering sector and student expectations of the course: To what degree are work capability expectations in agreement between the student stakeholders and the institution? Are the course goals realistic and in line with actual industry needs? How is the definition of work readiness changing? The paper also samples current speculative thinking about skills that are becoming progressively more important in the workplace, namely the so-called ‘soft skills’ in communication, problem solving, management and collaboration, and in dialogic and creative attributes relevant to increasingly automated and globalised workplaces.

Full text
Abstract:
Beekeeping contributes to rural development by supporting agricultural production through pollination and by providing honey, wax, and other products for home use and sale. It offers a good way for resource-poor farmers in the Hindu Kush Himalayas to obtain income, as it requires only a small start-up investment, can be carried out in a small space close to the home, and generally yields profits within a year of operation. A modern approach to bee management, using frame hives and focusing on high quality, will help farmers benefit most fully from beekeeping. This manual is designed to help provide beekeepers with the up-to-date training they need. It presents an inclusive curriculum developed through ICIMOD’s work with partner organizations in Bangladesh, Bhutan, India, and Nepal, supported by the Austrian Development Agency. A wide range of stakeholders – trainers, trainees, government and non-governmental organizations (NGOs), associations and federations, and private entrepreneurs – were engaged in the identification of curriculum needs and in development and testing of the curriculum. The manual covers the full range of beekeeping-related topics, including the use of bees for crop pollination; production of honey, wax and other hive products; honey quality standards; and using value chain and market management to increase beekeepers’ benefits. It also includes emerging issues and innovations regarding such subjects as indigenous honeybees, gender and equity, integrated pest management, and bee-related policy. The focus is on participatory hands-on training, with clear explanations in simple language and many illustrations. The manual provides a basic resource for trainers and field extension workers in government and NGOs, universities, vocational training institutes, and private sector organizations, and for local trainers in beekeeping groups, beekeeping resource centres, cooperatives, and associations, for use in training Himalayan farmers. Individual ICIMOD regional member countries are planning local language editions adapted for their countries’ specific conditions.
