Abstract:
The aim of this research is to analyze: situational leadership behavior, organizational culture and productivity of vocational training institutes in west Java Province. The correlation between situational leadership behavior and organizational culture at vocational training institutes, the effect of situational leadership behavior and organizational culture toward productivity of vocational training institutes in west Java Province. This research uses organizational behavior and human resources management approach. The type of the research is descriptive and verificative, while the method used both descriptive and explanatory survey. Investigation type is casualty and time horizon in cross sectional. The sample size used is proportionate sampling by taking sample 115 vocational training institute of spread over 19 locations totally, all its population counted 719 vocational training institutes in west Java Province. The data analyzed by descriptive analytic and path analysis. The result of research shows, 1) situational leadership behavior and organizational culture in generalities, rather high score and the productivity at vocational training institutes to society, cooperation with company or industry in training program development, and placement of training graduate assessed by rather low, 2) there is correlation which significant between situational leadership behavior and organizational at vocational training institutes in west Java Province, 3) situational leadership behavior, organizational culture has significant effect simultaneously and partially productivity of vocational training institutes in west Java Province.

Abstract:
This study conducted a study on the selection attributes of coffee vocational academies targeting students of coffee vocational training institutes. In order to achieve the purpose of this study, it was attempted to derive practical implications through IPA analysis by deriving 18 selection attribute items, each of importance and satisfaction, from the students who used the coffee vocational training institute. For data collection, a questionnaire was conducted targeting students who used coffee vocational training institutes located in Daegu and Gyeongbuk. The survey period was conducted from May 1 to May 30, 2022, and after distributing 250 copies, 232 copies of the collected questionnaires were used for analysis, excluding 18 questionnaires in which responses were insincere or incomplete. The conclusion is as follows. As a result of examining the importance of each selection attribute of the coffee vocational training institute independently, there were 11 results that were higher than the average (3.1077), and 6 results showed that the satisfaction was higher than the average (3.0967).

Abstract:
Purpose - This study explored the perspectives of teachers on outcomes of service-learning participation in vocational training institutes. The main purpose was to gain a better understanding of outcomes concerning service-learning participation of vocational training institute students in Pakistan. Methodology - A total of 315 respondents participated in the study. Data were collected from 15 randomly selected vocational training institutes using a self-designed questionnaire which was drafted and validated after expert approval. The construct validation of the questionnaire was established through Exploratory Factor Analysis. Findings - The findings indicated that participation in service-learning resulted in increased course content knowledge, the development of interpersonal skills, and the development of a volunteering attitude among the vocational institute students. Significance - This study is one of the few studies related to academic outcomes of vocational education students as a result of service-learning participation. The results facilitate understanding of the pedagogical role of service-learning as a practical teaching approach, and would be of particular interest to employers who are looking for skilled manpower in the current job market.

Purpose The purpose of this paper is to discuss the status, values, and attributes of dual education. It investigates key elements of the dual education system in four selected countries while examining and recommending dynamics and roles for governmental policy, technical and vocational institutes, and employers in developing a dual education system in Thailand to generate a competitive workforce. The tripartite system of technical and vocational institutes, employers, and government in Thailand’s dual education is central to this study. Design/methodology/approach This study employs a documentary study, a survey, in-depth interviews, and responses from a focus group from technical and vocational institutes, employers, and the government. Findings This study found growing interest among technical and vocational institutes, employers, parents, and students in dual education. Within the tripartite system framework, the nine essential factors to improve the capacity of Thailand’s dual education system are: the technical and vocational institutes, curriculum, in-school teachers, accredited qualification, students, employers, in-company trainers, government policy, and government and related agencies. The government, companies, and technical and vocational institutes must collaborate for mutual trust and benefit while ensuring the quality of dual education programs. Originality/value This study is the first to examine the status and development of dual education in Thailand through the collaboration of key players. This study reflects the challenges of a major developing country in developing a dual education system, which other countries might face.

Abstract:
The current study was conducted to evaluate the role of Punjab Vocational Council in promoting empowerment of youth in rural areas of District Bhakkar. It was a case study of vocational training institutes working under Punjab Vocational Training Council (PVTC). Out of 06 vocational training institutes of District Bhakkar, 03 institutes were selected as sample, 180 pass-out trainees were selected from these institutions by using stratified random sampling method. It was a quantitative research, hence survey method was used to gather information from the respondents. Study findings clearly demonstrated that vocational training plays a vital role in improving economic status of youth and has not only increased their income, but has also increased their food, education and health expenditures as well. Study indicated that majority of respondents were involved in income generating activities and were able to add in their monthly family income. Chi-square tests confirmed that vocational training had a significant impact in enhancing economic conditions of youth in rural areas.

Abstract:
Purpose In Australia, the vocational education and training (VET) sector accounts for approximately A$8 billion of public spending, of which around A$6.6 billion is spent on government providers that include Technical and Further Education (TAFE) institutes. The TAFE institutes in Australia are large, public VET providers, generally funded and managed by state government. Measuring the efficiency and effectiveness of TAFE institutes is of great interest to policy makers, regulators, consumers and to the institutions themselves. The paper aims to discuss these issues. Design/methodology/approach In this study the authors use data relating to student cohort demographics, institutional characteristics and educational outcome data, while employing stochastic frontier analysis, to develop two distinct efficiency measures and models. The first model examines institutional efficiency in the transformation of financial resources into teaching loads. The second model evaluates efficiency in the transformation of institutional resources into post-study employment outcomes. K-means cluster analysis is used to establish groupings of similar institutes and subsequent canonical discriminant analysis is employed to develop a typology of these clusters. Findings In both models the authors find significant inefficiencies in the Australian TAFE system. The relationship between both efficiency measures is then assessed. While there is no direct linear relationship, a distinct pattern could be detected. Finally the authors develop a typology of efficient institutions. Originality/value This study contributes to the existing research by defining efficiency in vocational education in two distinct ways and by the utilisation of the derived efficiencies in the development of a typology of efficient institutes. In doing so, this research makes an original contribution to the understanding of the drivers of efficiency in vocational education.

Abstract:
Purpose The purpose of this paper is to investigate how the degree apprenticeship of the vocational training institutes (VTIs) enhances the labor market and enables the trainees to detect the knowledge and skills that are acquired during the training. In addition, this study tries to detect through work-based learning whether the workplace function as a learning place and whether the trainees are satisfied by the experience during the degree apprenticeship. Design/methodology/approach In total, 129 graduates by various VTIs in the wider area of Patras (Western Greece), who completed the degree apprenticeship, participated in the survey. Findings The findings of this study highlighted the difficulties that the graduates of VTIs face when they look for a job in the economic crisis era that Greece faces. However, this study also highlighted the satisfaction that the trainees denoted about the knowledge and the vocational and social skills that they acquired during the degree apprenticeship. Additionally, the trainees are satisfied by the workplace where the degree apprenticeship took place because it became a learning environment. Practical implications This study is evidence of a need for developing the degree apprenticeship programs in Greece as a means of enhancing the transition from training to work. Originality/value This research is the first and serious recording of the trainees’ opinions regarding their degree apprenticeship, during their studies in VTIs. The presented professional and social skills could use as guidelines for the implementation of new practices and educational policies in training during the educational process. Additionally, the degree apprenticeship programs will be further linked to the educational institution and the educational community will benefit from the trainees’ experience. These new degree apprenticeship practices will be implemented in the following years in all the VTIs in Greece.

The results were as follows: 13 institutes work in terms of the traditional system of extra professional education and in 32 institutes the competency building approach is performed. The conclusion concerning the forms of putting the competency building approach into practice in regions under concern.

The coronavirus pandemic has had a significant impact in almost all areas of human activity around the world with education being unquestionably affected as well. Universities and Vocational Training Institutes have been forced to close their doors in an effort to stop the spread of the COVID-19 virus. To ensure pedagogical continuity, distance learning courses have been recommended as immediate alternatives. The purpose of this contribution is to investigate how students of Vocational Training Institutes perceive distance education and effectiveness of online foreign language teaching. To this end, a quantitative research based on an online survey was conducted, which included 206, students of five (5) public Vocational Training Institutes and different specialties. The questions were intended to examine the participants' views on the use of platforms and the collaborative tools, the utility of the educational materials and activities proposed, the learning outcomes in the target language, and, the benefits and limitations of distance synchronous language learning.

The purpose of this study was to describe the pattern of link and match of the demand and supply for productive vocational school teachers which should be carried out in the future. This study is descriptive qualitative with the grounded theory approach. The unit of analysis consisted of: policy makers at central level; policy makers at local level; productive vocational school teachers; Teacher Education Institutes (LPTK), and Non-Teacher Education Institutes (Non-LPTK). The data were analyzed using the three phases: open coding, axial coding, and selective coding. The research results are as follows. (1) The pattern of the demand for productive vocational school teachers has been fulfilled through such programs as Three Year Diploma for Vocational Teacher of Engineering, Bond-based Remuneration for Bachelor’s Level, Civil Servant Recruitment, Regional Civil Servant Recruitment, and Non-permanent Teachers. (2) Productive vocational school teachers supplied included LPTK graduates majoring in 22 vocational skills training programs and Non-LPTK graduates majoring in 45 vocational skills training programs out of 48 programs. (3) Productive vocational school teachers were distributed in three types of programs. (4) A system of vocational teacher education was conducted by increasing and refining. (5) Link and Match pattern of demand and supply for productive vocational school teachers involved integration of supply for LPTK graduates and that of Non-LPTK graduates, the distribution of such supply, and the pattern of implementation of vocational teacher education.

Purpose: The main purpose of the study was to explore the teaching strategies employed by Technical and Vocational Education and Training (TVET) teachers in Vocational Training Institutes (VTIs) established by Punjab Vocational Training Council (PVTC) Pakistan Design/Methodology/Approach: The population of the study was all 2423 teachers working in Vocational training Institutes (VTIs) of Punjab Vocational Training Council (PVTC). The sample of the study was 130 (males =69 and females= 61) teachers which were randomly selected from VTIs of PVTC. The instrument of the study was a self-developed and validated questionnaire, having the reliability of 0.87 (Cronbach Alpha). Data were collected personally and by post. Collected data were analyzed through descriptive and inferential statistics. ANOVA and Independent sample t-test were used to observe the differences in the responses of teachers related to their age, gender, experience, zones, professional qualification, and trainings. Findings: The results of the study indicated that teachers were facing a lot of problems during teaching to TVET students like overcrowded classrooms, unavailability of equipment, lack of trainings and insufficient staff. Implications/Originality/Value: The present study helps the authorities of TVET and Punjab Vocational Training Council by giving recommendations in the improvement and reformation of the current condition of TVET sector in Pakistan.

Abstract:
This study is of three-fold. The first provides a general overview of the history and importance of “Technical and Vocational Education and Train-ing” (TVET); the second compares TVET in The United Arab Emirates (UAE) and the United Kingdom (as a pioneer country in the field) in order to explore points of similarity and differences and to make recommendations for TVET im-provement in UAE; and the third analyses the relationship between teacher train-ing programmes, accessibility to technical resources, teachers’ technology inte-gration, and the mission and vision of technical and vocational institutes in UAE. Data were collected from 175 teachers and administrators of Technical Vocational Colleges (TVCs) in the UAE. To ensure a comprehensive exploration of the top-ic, three separate research models were developed and tested. All models were analysed using covariance-based structural equation modelling (SEM) through AMOS version 24. Results showed that there is a positive and significant rela-tionship between teachers’ technology integration, teacher training programmes and accessibility to technical resources/equipment, and the mission and vision of the technical and vocational institutes.

The purpose of this study was to evaluate occupational safety and health practices among students and lecturers of the Technical Education and Vocational Training Institute (TVET) in Malaysia from the point of view of safety practice, implementation level, compliance and cultural level of occupational safety and health practices. The methodology used in this study uses a quantitative approach. The study was carried out in two parts, Part A was about the personal information of the respondents and Part B was the survey using a questionnaire with respondents from several Technical Education and Vocational Training institutes (TVET) such as Vocational College (KV), Industrial Training Institute (ILP) , National Youth Skills Institute (IKBN) and Mara Skills Institute (IKM). Descriptive statistics tests used to describe occupational safety and health practices, levels of occupational safety and health, occupational safety and health compliance and occupational safety and health culture, found that they applied high level of practice, safety implementation. This means that almost all students and faculty agree that compliance with occupational safety and health practices is of utmost importance and practiced. From this culture of safety practices will create a safe work culture, which will indirectly create a safety culture. An organization that provides a safe environment will benefit workers in their work activities

In the fall of 1981, the Calgary Institute for the Humanities at the University of Calgary undertook a study of the need for the humanities in one and two-year technical/vocational programs in the ten public colleges and two technical institutes in the Province of Alberta. This study was commissioned by the Department of Advanced Education and Manpower. The research culminated in a report entitled, "The Humanities in Alberta Postsecondary Technical and Vocational Education." The object of this paper is to review the major findings and recommendations of this Report. A central thrust of the report in terms of improving the humanities component in technical/vocational programs has to do with the need to teach the humanities in such a way as to relate to the needs and interests of students in these programs. Various implications that evolve from this central emphasis on the needfor applied humanities are reviewed in this paper.

Nowadays, no one can deny the role played by technical and vocational education in reducing the rate of youth unemployment, low rate of poverty, high wages, and livelihood for workers, particularly younger workers. Technical and vocational education is a dual type of educational system that permit students to acquire the necessary knowledge, skills, and attitudes mostly needed by industries and business. The quality of technical and vocational educations would facilitate the transformation of students from classrooms, workshops, and laboratories into real work environment. The success of technical and vocational education in achieving the its objectives would depend on the quality of management in forging a strong linkage with industries and business. The concept of working in a “black box” would not apply in technical and vocational education since industries and business are the main contributors in shaping students’ knowledge, skills, and attitudes. Kuwait, as one of the gulf states, the shortage of indigenous skilled and semi-skilled manpower in noted in essential sectors of the economy (e.g., electricity and water and the oil sector). Key figures have appreciated the significant role of technical and vocational institutions in providing essential sectors of the economy with the skilled and semi-skilled national manpower in order to reduce, to great extent, the dependence on expatriates. The Sabah Al-Salem Industrial Institute, SSII, and Shuwaikh Industrial Institute, SII, was forged between 1992-1993, by the Kuwaiti Government with the aim to equipped local manpower with the know-how and know-why that are applied in local industries and business. The research is focus on measuring the perception of a sample of heads of supervisors at the Ministry of Electricity and Water and at the oil sector towards the quality of the graduates from the Sabah Al-Salem Industrial Institute, SSII, and Shuwaikh Industrial Institute, SII. The research is based on extensive field work that encompasses a review of the related literature, interviews with a sample of heads of supervisors at the Ministry of Electricity and Water and at the oil sector to assess the quality of SSII & SII, graduates. Finally, the research will argue that unless the Sabah Al-Salem Industrial Institute, SSII, and the Shuwaikh Industrial Institute, SII, recognize and appreciate the value of building a strong linkage with local industries, its contribution in tackling the shortage of skilled and semi-skilled indigenous in essential sectors on the economy will be below the government expectations, thus continuing relaying on expatriates for years ahead.

Starting from a list of topics which were suggested by the Institution of Mechanical Engineers this paper surveys the situation at German technical universities in the field of mechanical engineering. The details of teaching and research activities described here refer to the Institute for Machine Elements, Technical University of Munich, but the principles of the organization and the structure are mostly comparable with corresponding institutes at other universities in the Federal Republic of Germany. The following subjects will be discussed: 1. The organization of German technical universities, in particular the Institute's structure of a Faculty of Mechanical Engineering. 2. Undergraduate courses in engineering based on ‘vocational’ education; the means to ensure an education of approximately equal academic standard at different universities. 3. Machine element teaching at undergraduate level; efforts to ensure an equal level of knowledge in this field. 4. The structure and funding of postgraduate engineering research centres and institutes. For example the relationship between the Gear Research Centre (FZG) and the gearing and transmission industry in Germany will be discussed. 5. Purpose: The main focus of the study was to explain the perspective of the principals of Vocational Training Institutions (VTIs) on the provision of Technical and Vocational Education and Training (TVET) to deprived and needy youth. These institutions are being run by Punjab Vocational Training Council (PVTC). This paper is an intellectual effort to search out the strengths and weaknesses of TVET program and to find out the actual needs of the institutes for providing quality technical and vocational education. Design/Methodology/Approach: The study was qualitative in nature. An in depth interview schedule, validated by a panel of three experts, was designed to collect data. The population of the study consisted of all 208 principals working in VTIs in Punjab. The sample of study consisted of 20 principals (10% of the population) who were randomly selected from all the institutes of Punjab. Findings: Results revealed that TVET is an effective tool for imparting skills to the deprived and needy youth which enables them to live their lives with prosperity and dignity. Additionally, it is an important factor to alleviate poverty. On the other hand, TVET program is lacking in provision of latest equipment, trained and sufficient staff and demand driven skills. Implications/Originality/Value: The study will be beneficial to policy makers, provincial government and the authorities of Punjab Vocational Training Council.

Furthermore regression analysis showed that relationship with the manager had the biggest prediction of trainers’ total job satisfaction at a percentage of 48.6% (r=.699, p<0.01), working conditions can predict trainers’ job satisfaction at a percentage of 47.7% (r=.690) and age and teaching experience can predict trainers’ total job satisfaction at a percentage of 20% (r=.014, p<0.05). AbstractThe study aimed to determine various constraints faced by women with physical disabilities and their vocational rehabilitation in India. It revealed that the majority of these women belong to a lower income group. Their financial constraints hinder their treatment and education, and compel them to focus on vocational courses that will provide them with employment. It was found that there is a deficit in general coordination and a huge gap between the demands of the job market and the type of vocational courses done by the women, mainly because the vocational courses offered by the special institutes are outdated. The article concludes by stressing that successful rehabilitation of these women requires overall coordination, ranging from removing various constraints in the education system, modernisation of the vocational services according to capability as well as interest, and providing suitable vocational courses.

This present study investigates whether some of the Brazilian government's proposals have been accomplished, and especially the impact of creating federal institutes (FIs) on a set of migration and human capital variables. The expansion of the Brazilian Federal System of Professional and Technological Education between 2000 and 2010 created more than 150 new federal institutes offering high school, vocational and higher education. A new FI affected the proportion of new immigrants in the municipality of its location. More precisely, there was an increase of 1.98% in the proportion of new immigrants in the municipalities with new FIs. This means there were increases in the ratio of people who migrated and lived less than five years in the municipalities with a new FI, strengthening the role of FIs as an attractor of immigrants. Moreover, Brazil achieved the interiorization of education due to the expansion of federal institutes.

This article presents the beginnings of vocational counselling for school-attending adolescents in Poland. Vocational counselling developed in Poland in the Interwar period as a sub-discipline of applied psychology. The Jewish minority largely contributed to the development of this movement with Lvov at centre of it. Jews established a vocational counselling and psycho-technical institutes, putting the emphasis on school-attending adolescents and apprentices in craft companies, as well as developing new tools for psycho-technical measurements. Zionism was one of the reasons for the development of Jewish vocational counselling for young people. Zionists believed that young Jews should acquire a profession that would allow Jewish settlement in Palestine. This article also presents Zofia Lipszyc, Adolf Berman, Lea Fejgin-Gartensteyg, Jakub Kessler and Józef Weinbaum, unknown Jewish psychologists and psychotechcians.

This era requires human resources with new competencies that may be far different from current competencies. To present vocational education that is able to facilitate future human resource to learn compentencies that meet the need of future changes, vocational teachers should master new competencies comprehensively. This study aims to formulate the core vocational teacher competencies, hard skills and soft skills, which are in line with the various demands of the future. This qualitative research involved active vocational teachers and vocational education experts in several Focus Group Discussions and questionnaire completion. Research questions are focused on reflection of current teacher competencies and perceptions of teacher competencies in the future. The results lead to a conclusion that for future teachers, the core competencies are the pedagogic, content, and ICT competencies. These competences are relevant to hard skills aspects categorised as curriculum and content. In the aspect of soft skills, category living in the world is dominant. The three aspects considered very important for future vocational teachers are able to be exemplary, honest, and discipline. As a consequence, this research suggests to teacher educational institutes that produce vocational teachers to develop the teacher education curricula that integrates these key competencies in their vocational education teacher standards.

Competence in vocational education refers to knowledge, skills, and innovative work behavior. Therefore, innovative work behavior needs to be applied by lecturers at vocational institutions. Moreover, transglobal leadership is highly required in vocational higher education institutes because it can boost lecturers’ performance. This study aims to examine transglobal leadership styles to improve employee performance supported by work engagement and innovative work behavior. The study population included 1,494 lecturers from vocational state universities in East Java, Indonesia. The sample was 316 vocational lecturers determined by the Slovin formula. The data were processed through the SmartPLS software and analyzed using the SEM approach. The test results show that transglobal leadership positively affects work engagement with a t-statistic value of 4.240. In addition, transglobal leadership positively affects innovative work behavior with a t-statistic value of 2.015. Next, work engagement positively affects innovative work behavior with a t-statistic value of 2.009. Finally, innovative work behavior positively affects employee performance with a t-statistic value of 10.244. In conclusion, this paper enlarges the relevant literature devoted to the effect of work engagement, transglobal leadership, and innovative work behavior impact on employee performance.

The TOE framework describes the management and motivation of social media adoption as a lens. Methodology: Case studies were used in this research. This research employs qualitative methodologies in data collecting through interviews: interviews and document searches to provide a clear image of the Vocational Faculty's social media team implementation at Universitas Airlangga. Findings: Besides being supported by technological, organizational, and environmental factors, the leadership's participation is worthy of discussion. The instrument used to collect the data from students and parents was interviews with students and families.FindingsThe results show that the attractiveness of ITIs has shifted over time. The low status associated with these institutions is slowly fading away. The skills acquired at an ITI can provide the basis of successful careers. Once considered a last resort, today it is being considered as a possible career option. However, ITIs have yet to develop a better image and higher attractiveness within society for it to become an interesting option for young people and their parents when choosing educational pathways.Originality/valueSome implications of this study are presented as suggestions in formulating policies to improve the image of technical education and vocational training.

The purpose of this study was to identify and compare instructors and students perceptions of factors that contribute to the effective use of Project-Based Learning (PBL) in Thailand. The sample for the study consisted of 247 electrical technology instructors from Thai vocational education institutes and 161 students who were electrical power graduates from these institutes. The data was analyzed using factor analysis and structural equation modeling with LISRELTM. The results of the study indicated that both instructors and students agreed on the importance of two factors: Motivation to Learn and use of the Scientific Process. Students were significantly more likely to value Sharing Ideas and Thinking Skills. The role of instructors and students in the PBL classroom is discussed.

This study proposes an improved assessment system for vocational education, thus helping to increase technology college education efficiency. Data Envelopment Analysis (DEA) was used to examine the relative managerial efficiency for evaluating current-period and cross-period efficiency of 38 technological institutes upgraded from junior colleges in Taiwan by 1998. In addition, the managerial efficiency variations of each individual institute in between 1995 and 1998 were also determined. The study results show that the operational category is significant among primary analysis variants, i.e. private schools perform significantly better than public schools in terms of managerial efficiency. However, geographical location is not significant. This study also verifies that integration of the results of both relative managerial efficiency analysis and managerial efficiency variation analysis could be a powerful approach to help design managerial strategies that are both appropriate and effective. Some strategies to improve organization-wide operational competencies for site decision-makers are recommended, and a new way of thinking to construct a more appropriate evaluation system for the educational authorities is introduced.

Blended learning approaches are considered as the most viable for the delivery of training to remote areas and accessing learners at a mass level. Blended learning is a combination of different learning approaches to facilitate the learners’ needs. The National Vocational and Technical Training Commission (NAVTTC) conducted an in-service vocational teachers’ training program through blended learning approaches in Pakistan. This study aimed to find the appropriate blend of face-to-face, online, and offline learning approaches for the training of in-service teachers in Pakistan. A mixed methods research approach was adopted. A survey collected data from 781 in-service vocational teachers who participated in training programs through blended learning approaches. The ANOVA test was applied to find the difference of the training participants’ attitude toward different modes of learning. It was found that trainees had more positive attitude toward a face-to-face learning approach than online and the online learning approach than offline learning. Semi-structured interviews were also conducted with training participants, admission and placement officers, and principals. They also endorsed that face-to-face learning approaches must be given more weight than online, and the online approach should have more weight than the offline approach. This study has practical implications for technical education and vocational training (TVET) institutes in developing countries such as Pakistan to design blended learning approaches for the training of in-service vocational teachers. Future research may be conducted on the effectiveness of in-service vocational education teachers through blended learning.

For the steps forwards, the first impulses for understanding the recontextualization of vocational didactics and re-defining roles and responsibilities of the actors. Our paper deals with seeking a new method for content development and its application in vocational education and training (VET). This study recommends a kind of open framework[1] is provided by the fact that the innovation, which takes open source content development as one of the approaches of reforming teacher training for VET, is connected to a technical university of long-existing traditions. In line with the peculiarities of Hungarian VET, our research group undertook to develop methodological training in terms of complex school subjects. By applying their new concept, their concrete objective was: the methodological renewal of vocational teacher training and practical training by creating and applying complex learning content units online.

Abstract:
The Covid-19 pandemic has a wide and deep impact that has changed patterns of life and behavior both in the business sector and in daily human activities. One of the changing patterns of activity is in the education industry, many educational institutions across the world have closed due to this pandemic, and it could jeopardize the academic calendar. Most educational institutes have shifted to online learning platforms to keep academic activities going. However, the question about the preparedness, designing, and effectiveness of e-learning is still not clearly understood, particularly in Indonesia where the technical constraints like suitability of devices and bandwidth availability pose a serious challenge. This issue is even more challenging in the hospitality vocational education. This paper aims to dig deeper the online learning patterns in the perspective of the students in vocational education as the impact of the pandemic. This study uses a qualitative method by conducting in-depth interviews of 15 participants with the expected result to provide information that can help various parties, such as vocational institutions, teachers, and the hotel industry.

Abstract:
The study aims to identify the perceptions of tenth grade students in public schools in Jerash governorate regarding vocational education. The study used the descriptive survey method. The sample of the study consisted of (300) students, The study was applied to them. The study found that the level of perceptions of tenth grade female students in public schools in Jerash governorate regarding vocational education was high. The study also showed the existence of statistically significant differences at the level of significance (α = 0.05) due to the effect of the student’s achievement level in favor of high, and the existence of statistically significant differences at the level of significance (α = 0.05) attributed to the effect of the parent’s education level in favor of a bachelor and above, and the existence of relevant differences Statistical significance at the level of significance (α = 0.05) attributed to the effect of the average household income, and the differences came in favor of each of (500-1000) dinars, and more than (1000) dinars. The study presented a number of recommendations, the most important of which are: Raising the level of awareness of society groups as a whole, its institutions, the educational community and its institutions of the importance of vocational education in general, and directed at females in particular. Raising awareness of female students in the basic stage of the essence of vocational education through the media, advisory bulletins, field visits and trips to colleges and vocational institutes.

This article investigates a German initiative to fund a research programme on internationaldevelopment cooperation in vocational education and training (VET). It briefly describes the strandsof the programme and critically reflects on them. It is considered important that this programme beinitiated to stimulate research on international VET development cooperation because, while thereare institutes for and programmes on VET research, research on VET is modest in volume comparedwith that of educational research on elementary or secondary education. The article also considerspriority areas for VET research that are part of the programme and expands on these, using a numberof VET research themes and topics. An important conclusion is that in research on international VETdevelopment cooperation it is important to pursue a balanced approach by taking the practical,political, administrative and scientific factors into account. These factors all play a role at the national,regional and local levels. Too much pragmatism or too isolated a scientific specialisation should beavoided. Respectful cooperation between all the stakeholders is imperative, and is especiallyimportant in projects that combine researchers with a predominantly long-term perspective andteachers and managers with a mainly short-term outlook. Finally, I express the hope that morenational governments would follow the example of Germany. Their doing so would definitely raisethe profile of international VET research, which is absolutely needed.

Using data from the National Longitudinal Survey of Youth from 1986 to 1990, the author investigates the wage impact of various sources of training—among them, company training programs, apprenticeships, business schools, vocational and technical institutes, correspondence courses, and seminars outside the workplace. Time spent in training (of whatever kind) apparently did not affect 1990 wage levels. The incidence of two kinds of training, however—company training and seminars outside work—was positively related to wage levels as well as to wage change between 1986 and 1990; that is, workers who undertook such training enjoyed higher wages than those who did not. Time spent in vocational schools was also positively associated with wage change, though not with 1990 wage levels. The other forms of training had no apparent impact on either wage levels or wage change.

Knowledge and creative businesses and industries have been at the core of discussions for urban renewal strategies worldwide. Educational facilities and the businesses they attract are key elements in urban dynamics, helping to promote urban diversity and contributing to enhancing the areas where they are imbedded. In Portugal, the higher education system follows a binary structure, in which institutions are divided into Universities and Polytechnics. The latter, whose mission is creating vocational-oriented knowledge, grounded on the specific needs of the regions they are in, are key regional drivers, with the possibility of becoming developers and promotors at a regional scale, affecting urban life and urban quality. This paper aims at exploring the location of polytechnic institutions within their hosting cities, attempting to understand location patterns and similarities among different institutions, as well as envisaging the impact of such a location in the engagement with the hosting city. The research is developed at two scales: the first (a) focuses on the location of the institution in its hosting city, while the second (b) focuses on the relative deepness of the internal spaces of the institution. This research aims at providing a methodology for general characterization of regionally oriented higher education institutions in terms of their location within urban systems, as well as exploring the spatial organization of the interior of the institutions analyzed.

This study aims to analyze the relationship of situational leadership behavior with the organizational culture; the influence of situational leadership behavior and organizational culture on implementation of human resource management strategies; the effect of the implementation of the strategy of human resource management on productivity; the influence of situational leadership behavior, organizational culture and the implementation of human resource management strategies on the productivity of private vocational training institutes. While the type of research are descriptive and verificative using explanatory survey. The data collection is done using questionnaires, documentation and interviews, while the sampling technique used a Likert Summated Rating. The unit of analysis is the field of operation and delivery of training services and fields of administration. Data analysis is using path analysis. The results showed that the situational leadership behaviors significantly correlated with the organizational culture; the situational leadership behavior and organizational culture have a significant effect simultaneously and partially on the implementation of human resource management strategies in private vocational training institutions; the implementation of human resource management strategies have a significant effect on productivity improvement of private vocational training institutions; the situational leadership behavior, organizational culture and the implementation of human resource management strategy that have a significant effect simultaneously and partially to the increased productivity of private vocational training institutions in North Sumatera province.
