Abstract:
This study aims to identify the performance factors and improvement measures of the minimum wage exclution system for people with disabilities working in social enterprises for people with disabilities after the introduction of work ability evaluation for exemption from minimum wage application, and ultimately provide directions for improving the quality of employment and leading a humanized life for people with severe disabilities. To this end, structured questions for Delphi surveys were derived based on literature studies such as domestic and foreign laws, academic papers, and research reports, and content validity was secured through consultation with seven experts with a high understanding of vocational rehabilitation facilities for the disabled and the minimum wage exclusion system. The Delphi survey was conducted twice with a total of 30 academic and field experts related to vocational rehabilitation, and the results of the Delphi survey were analyzed using the SPSS 25.0 program and the Excel program. First, in terms of the performance factors of the minimum wage exclusion system for social enterprises for the disabled, it was found that the social responsibility factor, identity factor, image factor, and wage level management factor contributed to the performance of the business owners, while the psychological factor, social factor, personal factor, stigma reduction factor, employment opportunity factor, social participation factor, and working condition discrimination factor contributed to the performance of the disabled. Second, measures to improve the minimum wage exclusion system for the disabled in vocational rehabilitation facilities need to be improved in terms of minimum wage preservation factors, social security-linked factors, purchasing power factors, job security factors, job security factors, evaluation update cycle factors, evaluation tool factors, evaluation result analysis factors, evaluation result analysis factors, evaluation results application factors, institutional discrimination resolution factors, delivery system adequacy factors, regulations appropriateness factors, supplementary system construction factors, conditional welfare factors, introduction of vocational rehabilitation facility certification systems, market support factors, and solidarity economic factors.

Abstract:
The purpose of this study was to examine the situation and difficulties experienced by vocational training teachers in facilities before their retirement and to explore development plans. There was a purpose for research. The study participants were people who had experience working as vocational adaptation training teachers and 6 vocational training teachers who had currently retired were selected. The results were as follows. First at the perspective of the trainers, it was a workplace they chose with the goal of their own growth as professionals. Second, the trainees that the research participants met at the vocational adaptation training facility for the disabled were trainees who needed care rather than vocational training. Third, research participants complained of the burden of the user placement standard of 12 trainees per vocational training teacher and the difficulties of the reality of a shortage of vocational rehabilitation specialists. Fourth, operating standards that did not reflect on-site conditions, arduous work, and the resulting loss of direction as professionals appeared to be the process by which research participants retired. In conclusion, the current vocational adaptation training facility for the disabled serves as an institution that prepares employment through education and training for disabled people who had difficulty finding employment, but the actual users were so severely disabled that their focus was on care rather than employment. It appeared that only when the operating standards, operating system, and employee work requirements were improved will employees be able to maintain their jobs for a long period of time and operation suitable for the original purpose of operation will be possible.

The purpose of this study is to evaluate the operational performance of the Social Purpose
 Enretprise for PwDs, commissioned and operated by Jeonyoung, a social welfare corporation,
 over the past five years based on effectiveness and efficiency, and to compare international
 trends and evidence-based research results related to employment of the disabled. As a
 study to present the direction and revitalization plan of this project as a basis, the research
 method is to evaluate the operational performance of the Social Purpose Enretprise for PwDs
 over the past four years based on effectiveness and efficiency, and to this end, quantitative
 evaluation, cost/benefit analysis, we looked at the flow of vocational rehabilitation services,
 including social employment, and the changing environment of the labor market in each
 country through analysis, and based on this, the operational direction and activation plan
 presented in the research results are summarized as follows. In order to provide more social
 employment opportunities and quality human resource management functions for people
 with disabilities who have unique occupational characteristics, it is necessary to expand
 the capacity and operation of the facility and secure and operate a space separate from
 the disabled welfare center. In addition, in order to further improve the quality of service
 for users of Social Purpose Enretprise for PwDs, improvements are needed to establish
 individualized employment plans and case management for individualized plans and
 implementation, and trainees' training allowances are not calculated as profits from production
 activities. The state or local governments must come up with a plan to provide support
 in accordance with the National Lifelong Vocational Skills Development Act. Lastly, there is a need to support the current operating corporation so that it can continue to operate
 the facility, and improvements are needed to re-establish the goal of Local Government's
 welfare policy for the disabled.

Abstract:
Provisions to promote work for Uruguayans with disabilities have been included in many Uruguayan national laws (e.g., Law 16095, Law 18651), however, their participation in the labor force remains low. This paper introduces current demographic data on people with disabilities, as well as key aspects of Uruguayan society, such as prevalent attitudes towards people with disabilities. In addition, a brief overview of social security benefits and disability services is presented, followed by a description of current policy and major pieces of legislation that affect employment of people with disabilities in that country. Finally, selected public and private initiatives to foster employment opportunities for Uruguayans with disabilities, such as the Work Training program for people with disabilities (Programa de Capacitaciόn Laboral para personas con discapacidad or PROCLADIS) and the Target Employment program (“Objetivo Empleo), are presented in detail and discussed. Implications for rehabilitation counselors and practitioners are provided. The pursuit of full employment for people with disabilities remains a challenge in Uruguay, however, recent policy initiatives are auspicious.

Abstract:
We describe the main components that form an accessible educational environment for people with disabilities. Based on the analysis of the regulatory legal framework of education, social protection and rehabilitation of people with disabilities, as well as theoretical, procedural and medical-expert bases of disability, the characteristics of the interrelated elements of accessibility in the system of vocational education of people with disabilities is given. The main legal acts of the Russian Federation, as well as international acts regulating the provision of accessible education and employment for the disabled are considered. We reveal that vocational education of people with disabilities is at the same time an integral part of the system of vocational rehabilitation of disabled people. We also emphasize that the independent way of life of people with disabilities should be ensured through the accessibility of the physical, social, economic and cultural environment. The importance of the rehabilitation component of the accessible educational environment for the people with disabilities is highlighted. This component includes the provision of assistance to the disabled person in the development of professional educational programs, the solution of related learning problems, formation of professional, social and psychological maturity of the disabled person. The importance of technical means of rehabilitation and architectural and planning aspects in creating an accessible educational environment for the disabled is noted. Taking into account all the necessary components will allow to create a system of affordable and quality vocational education for people with disabilities.

Abstract:
The purpose of this study was to validate the Vocational Rehabilitation Engagement Scale (VRES) in a sample of state vocational rehabilitation (VR) service consumers. A total of 277 individuals with disabilities were recruited from Alaska, Kentucky, Florida, Michigan, New Mexico, Texas, Utah, and Wisconsin. The measurement structure of the VRES was evaluated using exploratory factor analysis and confirmatory factor analysis. Exploratory factor analysis results support a one-factor measurement structure of the VRES. Confirmatory factor analysis results also indicated a good model fit for the one-factor measurement model. Internal consistency reliability (Cronbach’s α) for the scores on the VRES was computed to be .94. VR engagement was found to be associated with working alliance, vocational self-efficacy, internal motivation, and VR outcome expectancy in the expected direction. The VRES is a brief, reliable, and valid instrument for assessing VR engagement and contributes to the use of self-determination as a paradigm for improving motivation and engagement of people with disabilities receiving services from state VR agencies.

The purpose of this study is to present the direction of the vocational rehabilitation policy and the improvement plan of the vocational rehabilitation delivery system of local governments. To this end, the regional vocational rehabilitation policy and delivery system of the United States, the United Kingdom, and Germany and the vocational rehabilitation policy and delivery system of local governments in Korea were reviewed. This study thus conducted a focus group interview with 11 vocational rehabilitation experts working in local A.
 As a result of the study, vocational rehabilitation in the United States, the United Kingdom, and Germany focused on pursuing welfare through work, customized services considering the individual characteristics of people with disabilities, establishing an integrated service of welfare and labor, and securing accessibility and vocational rehabilitation services with rehabilitation professionals. On the other hand, the vocational rehabilitation policy in Area A did not reflect the characteristics of people with disabilities and regions, and the service system was divided, resulting in insufficient performance. In addition, it was analyzed that it is urgent to improve of disability awareness in the community and establish a control tower for vocational rehabilitation policies. It was suggested to establish an initial service provision function and an intervention role system for vocational rehabilitation services, design a customized conditional welfare system considering regional characteristics and the types of disabilities, revitalize the Welfare Committee for the Disabled, and reflect policy agendas.

Self-employment and business ownership may provide viable options toward overcoming employment disparities for people with disabilities. This qualitative study explored the process and experience of self-employment among people with disabilities. An online survey yielded responses from 18 individuals who were engaged in various self-employment endeavors. The researchers identified three main categories: reasons for self-employment, the process of becoming self-employed, and the challenges encountered. The majority of participants revealed negative and/or unhelpful interactions with vocational rehabilitation counselors. In addition, this study solicited advice from participants for vocational rehabilitation counselors and other persons with disabilities contemplating self-employment. Finally, recommendations for vocational rehabilitation practice, business development training, and education are provided.

Vocational rehabilitation is a method by which people with disabilities are able to learn skills and receive supports that are necessary to take part in work activities. Vocational rehabilitation interventions can be used in a wide variety of settings with many different populations of people with disabilities, including those with schizophrenia. However, there is little available research to help guide clinicians to identify which vocational rehabilitation intervention methods may be the most effective for their clients. {\it Objectives:} The purpose of this paper is to identify what is the best practice for obtaining and maintaining participation in work activities for people with schizophrenia. {\it Study design:} This paper reviewed sixteen previously conducted studies (seven specific solely to schizophrenia) to identify which vocational rehabilitation method is the best practice to aid those with schizophrenia to obtain and maintain participation in work activities. {\it Results:} The reviewed literature suggests that there are a variety of vocational rehabilitation intervention methods that may be effective treatment interventions. The effective interventions were those programs that had a client-centered approach and enabled the client to play an active role in his/her vocational rehabilitation. {\it Conclusion:} With this study review, clinicians will be able to examine a variety of successful client-centered vocational rehabilitation methods that may aid in helping their clients with schizophrenia to obtain and maintain participation in work activities.

ObjectiveTo determine whether employment outcomes of people with disabilities can be predicted by the social-cognitive/attribution theory of stigmatization.DesignEx post facto design using data mining technique and logistic regression analysis. Participants: Data from 40,585 vocational rehabilitation (VR) consumers were extracted from the Rehabilitation Services Administration Case Services Report (Form 911).ResultsIn Study 1, data mining results revealed that the most significant predictor of employment outcome was type of disability. Consistent with the social-cognitive/attribution theory of stigmatization, the employment rate of people with physical disabilities (68.5%) was found to be significantly higher than that of people with mental disabilities (56.6%). In Study 2, results from logistic regression analyses indicated that VR services could improve outcomes for subpopulations of people with disabilities with low employment rates.ConclusionEmployment outcomes of VR consumers were found to match the hierarchy of attitudes toward disability predicted by the social-cognitive/attribution theory. However, even with subpopulations with the lowest employment rates, VR services were found to improve employment outcomes.

The purpose of this article is to explore the use of qualitative research in vocational rehabilitation as a means of empowering people with disabilities to (a) take greater control of their lives and (b) directly inform public policy and vocational rehabilitation service delivery. After exploring various definitions of the construct empowerment, we provide a rationale for the use of qualitative research as an empowerment mechanism based on (a) philosophies espoused by leaders of the independent living movement, (b) disability legislation, and (c) a multi-constituency call for more consumer involvement in research. We then describe empirical properties of various qualitative methodologies that lend themselves to consumer empowerment. The article concludes with several examples of qualitative approaches to scientific inquiry from the rehabilitation literature that include many of the empowerment aspects described herein.

Short-term training programs are viable employment training options for individuals with disabilities seeking family-wage jobs. The purpose of this article is to describe (a) a community college short-term training program that was adapted in partnership with vocational rehabilitation to meet the needs of vocational rehabilitation consumers attending these programs, and (b) the continuous improvement process, which includes a self-assessment tool and action planning that was used to adapt the program to address the needs of vocational rehabilitation consumers. After identifying a set of features and indicators of successful short-term training programs, a self-assessment/continuous improvement process was implemented. This collaborative process provided a mechanism for the college programs and stakeholders to make necessary adjustments to support students also served by the vocational rehabilitation system. The self-assessment tool and action-planning process were demonstrated to be efficient, flexible across college and vocational rehabilitation regions, and important ingredients for assisting stakeholders from a variety of agencies to work together to improve outcomes for individuals with disabilities.

Objective: This study was conducted a) to examine the concerns of people with disabilities regarding their participation in independent living and in society and b) to explore whether people from "emerging" disability groups and those from "traditional" disability groups prioritize issues related to these concerns similarly. Study design: National survey using the "Concerns Report Method for Citizens with Disabilities" (CRM), an agenda-setting instrument, which involves people with disabilities in the research process. The CRM was administered to a national sample of people with a variety of disabilities. Results: Survey items related to employment and vocational rehabilitation are typically rated as "problems" by the entire group of respondents as well as by respondents from specific disability groups. One employment-related item pertaining to adequate salary and benefits emerged as one of the top three issues selected by the entire group and by respondents in specific disability groups. Conclusion(s): Despite progress in many areas of disability policy and quality of life, people with a variety of disabilities remained concerned about employment and vocational rehabilitation issues. The chronically high national unemployment rate of people with disabilities highlights the need for increased attention to programs and policies to address this need.

This study aimed to develop a vocational competency improvement education program to support employment and vocational adjustment of people with disabilities. For this purpose, an online survey was conducted for people with disabilities and rehabilitation field experts, and 173 field experts and 116 copies from people with disabilities were collected and used for final analysis. The results of the analysis are as follows. First, the need for vocational competency improvement education differed by type of disability. In the case of moderate and overlapping disability, the need for basic vocational education and professional vocational education was high, and for other types, the need for professional vocational education and certification education was high. appear. Second, in the educational demand for the middle area of vocational competency improvement education, social skills education as basic vocational education and computer utilization technology and information processing technology as professional vocational education were found to be high. Third, not only the development of the vocational competency improvement education program but also the operating system were considered as importance.
 The significance of this study is that it was intended to create a comprehensive opinion from both aspects of the disabled persons and rehabilitation field experts. And this study tried to materialize the needs and demands of the vocational competency improvement education program necessary for employment support among the six areas of lifelong education for the disabled for the disabled who require continuing education after school age, according to the type of disability.

There is given an estimation of the management and vocational rehabilitation of persons with disabilities in the competitive mesoeconomic labour market. On the basis of monitoring and sociological research of two categories of respondents there were identified priorities, issues andfactors, determined the employment of the disabled persons as a specific population group. The dynamics of active forms of the employment and ranging opinions of respondents allowed to prove the positive role of vocational rehabilitation to expedite the integration processes of disabled persons in society: decline in the number of cases of disability among working age persons surveyedfirstly, reducing the percentage of the gain in the severity ofdisability, the increase in the proportion of the complete rehabilitation among the adult population, the decline in the proportion ofpersons with disabilities among the unemployed people owing to such forms as the organization of specialized job fairs, quotas and creation of work places, referral of disabled persons about self employment. Nevertheless, bearing in mind the persistence of revealed problems, there are proposed author measures on the improvement of the efficacy of the impact of vocational rehabilitation ofpersons with disabilities to accelerate their integration into society, taking into account vectorness, including governing bodies, employers and people with disabilities.

In this study we used a data mining approach to examine factors affecting eligibility decision-making in the vocational rehabilitation process. Severity of disability was found to be the most important variable differentiating individuals who were accepted from those who were rejected for vocational rehabilitation services. Individuals with severe disabilities had a significantly higher rate for acceptance (93%) than people without severe disabilities (55%). Race was found to be a slight differentiating factor in eligibility decisions. This study found that the prevalence and opportunity for racial bias is smaller when the criteria for eligibility are clearly defined as in the case of severe disability. Racial bias has a higher propensity to manifest itself when the criteria for eligibility are more ambiguous as in the case of justifying eligibility for vocational rehabilitation services of those without severe disabilities.

The purpose of this study is to reveal the content and structure of interpersonal experiences in the workplace of people with intellectual disabilities. To achieve this purpose, 10 workers with intellectual disabilities in their 20s and 30s were selected as research participants by applying a phenomenological research method, and data collected through in-depth interviews were analyzed based on Giorgi's five-step procedure. First, 7 components and 22 sub-components were derived from the interpersonal experience of intellectually disabled people, and 7 components were 'interpersonal relationship with non-disabled people', 'interpersonal relationship formation at work', 'resolution of interpersonal conflicts at work', and 'wish for the future'. Second, the interpersonal experience structure of people with intellectual disabilities in the workplace was identified as the structure of the experience according to the relationship object and the temporal and situational context, focusing on seven components. Accordingly, this study is meaningful in that it revealed the interpersonal experience of people with intellectual disabilities at work and derived the desire for interpersonal relationships of people with intellectual disabilities. Based on these results, it is possible to build a work structure that considers the psychological characteristics of people with intellectual disabilities in the work place in the field of vocational rehabilitation. In addition, it is expected to contribute to overall interpersonal relationships in the vocational rehabilitation training process for people with intellectual disabilities, such as using them as basic data for developing interpersonal relationship programs at counseling sites.

Older workers engaging in vocational rehabilitation services have received little attention in the vocational rehabilitation literature. However, older workers are the fastest growing sector of the United States labor market and they are predicted to become a greater proportion of vocational rehabilitation caseloads as they remain in the worliforce longer, or increasingly enter or re-enter the labor market. Research indicates that as people age, the probability of acquiring a disability increases dramatically. Regardless of when or how someone acquired a disability, understanding the elements particular to the rehabilitation counseling of older workers with disabilities is important. This paper explores the various demographics, issues, trends, and elements rehabilitation counselors could consider in working with older Americans with disabilities. Rehabilitation counselors need to become aware of these issues with older workers and retool in order to service this sector of the population more efficiently. Implications for the rehabilitation counseling practitioner and service delivery options are also presented.

Web surveys enable efficient data collection, but their usefulness is potentially limited when studying people with disabilities, who often lack Internet access. We test the feasibility of collecting web survey data from a sample of state vocational rehabilitation (VR) applicants, inviting nonrespondents to complete a telephone interview instead. People who lacked Internet access were provided with a mobile device and wireless access and were as likely to complete the web surveys as people who already had Internet access. Respondents who elected to complete the survey online versus by telephone differed in level of education and VR experience. These findings suggest that for disability studies, web surveys are an important supplement to, but not a replacement for, traditional data collection efforts.

Self-employment is a significant economic trend. For a variety of reasons, self-employment may be particularly salient to people with disabilities. For a person working with a vocational rehabilitation agency, collaboration with a business consultant is an important component of the business development process to help insure success. However, quite often this step is not included in the process or is overlooked. This article reports on a qualitative study conducted to learn about collaborative efforts between Vocational Rehabilitation and business consultants such as Small Business Development Centers, and to assess the potential for strengthening resources available for persons with disabilities who wish to pursue entrepreneurship. Focus groups were conducted using knowledgeable and experienced participants from both service entities, as well as people with disabilities who are self-employed. Analysis of these data is presented, along with recommendations based upon the findings and the empirical literature on professional collaboration.

Because of labour market changes and the new forms of labour provisions required necessary adaptation, in the near future there might be a need of creating innovative and elastic forms of support for persons with disabilities from institutions that supporting this group. At the same time we could see the changes in perception of the laws of persons with disabilities for full participation in social or labour life defined according with The Convention On the Rights Of Persons With Disabilities. There are slow changes in the system of support persons with disabilities, also in the access to various forms of rehabilitations. Still, between institutions that support this group in Poland main role plays vocational activity facilities, one of their goal is to provide vocational and social rehabilitation. According with Strategia na rzecz Osób z Niepełnosprawnościami na lata 2021–2030, the share of supported employment should increase. Up to now this was realised as a third sector actions, but now it will be the action model implemented to the national system. The goal of this article is an elaborating of the propositions about an including the elements of supported employment into everyday work in vocational activity facilities. It could help to increase the effectiveness of rehabilitation provided in those facilities. This article has the research and practical character. Based on the mixed research: quantitative (questionnaire), qualitative (data analysis) and author experience presents an example of labour model in vocational activity facility with elements of supported employment. This model is only a theoretical construct that will be implemented and evaluated in next articles.

Abstract Disability is an interdisciplinary-medical, social and professional phenomenon. The goal of medical professionals is to treat a person and restore his or her fitness. The group of disabled people in Poland is characterized by a lower level of education than among non-disabled people and high unemployment. The purpose of vocational rehabilitation is to make it easier for a disabled person to obtain and maintain appropriate employment and career advancement. Social rehabilitation is defined as an activity aimed at enabling a disabled person to fully participate in social life. The tasks of the local government addressed to disabled people include conducting occupational therapy workshops (WTZ), occupational activity establishments (ZAZ), community self-help homes (ŚDS) and social welfare homes (DPS). The aim of the study was to analyze the implementation of self-government tasks in the field of social and vocational rehabilitation of disabled people, with particular emphasis on ZAZ in the Lubelskie Voivodeship in 2008-2017. The work uses data collected in 2008-2017 by the Regional Center for Social Policy (ROPS) in Lublin. In addition, in December 2017, they were sent by e-mail to ROPS and Marshal’s Offices in voivodship cities in Poland, inquiries about tasks and ways of implementing these tasks in the field of social and vocational rehabilitation of disabled people in 2008-2017. The available data on expenditure from the State Fund for Rehabilitation of the Disabled (PFRON) was collected. The research material was statistically developed using the IBM SPSS Statistics (v. 25) and Statistica (v. 13) statistical packages. In the years 2008-2017 in the Lubelskie Voivodeship, PLN 75,529,959 was allocated for vocational and social rehabilitation of people with disabilities, the most (PLN 9,158,243) in 2016. In the same year, the largest number of people used the ZAZ. In 2008-2017, the average annual amount of expenditure on social and vocational rehabilitation of disabled people in all Polish provinces was PLN 7 576 718.9. In the discussed period, the highest amounts from PFRON were allocated to the rehabilitation of disabled people in the Śląskie Voivodeship, and the lowest in Lubuskie, while Lubelskie received average amounts. In Poland, in the field of social and vocational rehabilitation and employment of disabled people, solutions similar to those already developed are applied in the countries of Western Europe. The costs of financing vocational rehabilitation, understood as financing the functioning of the ZAZ by voivodship self-governments, are constantly growing. The growing expenses incurred on the activities of the ZAZ do not significantly improve the situation related to vocational rehabilitation and employment of disabled people. Improving the operation of the system of vocational and social rehabilitation of people with disabilities should not only consist in increasing the funds spent under the current inefficient system, but should be preceded by a thorough analysis of the current state and the development of extensive organizational changes.

 MATERIAL AND METHODS. The materials of the study were data from Rosstat of Russia, official state statistical reporting: Forms 7-sobes "Information on medical and social expertise of persons aged 18 and older" for 20152019.
 RESULTS: The article analyzes the indicators of primary disability and the needs of disabled people in vocational rehabilitation activities based on the study of the individual rehabilitation or habilitation program (IPRA) for disabled people in Saint Petersburg and the Russian Federation in dynamics over five years (20152019). An analysis of the needs for vocational rehabilitation measures, taking into account its structure in IPRA (vocational guidance and employment) and the disability group, was carried out. Since the greatest difficulties arise in the selection and organization of jobs for people with disabilities of groups I and II, the needs of people with disabilities in creating a special workplace have been studied. The necessity of solving organizational, methodological, and financial issues when creating special jobs for the disabled is emphasized.
 CONCLUSION: The implementation of the state program "Accessible environment" and its subprograms aimed at creating models of employment of disabled people in the regions of the Russian Federation requires taking into account the territorial characteristics of the prevalence of primary disability and the specifics of the regional labor market in the employment of disabled people.

A hierarchical logistic regression analysis was used to determine the effectiveness of VR services for people with psychiatric disabilities who also received college and university training. The Rehabilitation Services Administration 911 database for fiscal year 2006 was used to identify nine services related to the successful closure of this group of consumers. Results are discussed in relation to their importance for rehabilitation counselors.

The traditional job placement approach to vocational rehabilitation service delivery is no longer sustainable in terms of delivering meaningful employment outcomes for people with disabilities. For vocational rehabilitation to be relevant in the current labour market to the needs and aspirations of this population, a conceptual shift is required in the focus of service delivery. This paper suggests that an approach focused on career development is warranted, and to this end, a model of career development for vocational rehabilitation underpinned by systems theory is presented. The application of the model is illustrated through the use of a case study and the implications of the model for rehabilitation practice are explored.

One of the most significant elements of the rural context is that economic conditions in rural communities consistently trail the national economy. This paper presents an overview of disability in rural America and outlines an ecological model for guiding the development of rural solutions to rehabilitation problems. Two promising examples of such solutions, self-employment as a rural vocational rehabilitation employment option and rural economic leadership by people with disabilities, are outlined.

Background Although research shows that there is a need for gender-specific vocational support to help youth with disabilities find employment, health care providers often report needing more training in this area. Currently, there are no existing educational simulations of gender-sensitive care within vocational rehabilitation for clinicians who provide care to youth with disabilities. Therefore, developing further educational tools that address gender-sensitive care could help them enhance the care they provide while optimizing patient outcomes. Objective This study aims to codevelop an educational simulation and identify issues relevant to providing gender-sensitive care within the context of vocational rehabilitation for youth with disabilities. Methods We used a qualitative co-design approach with a purposive sampling strategy that involved focus group discussions and journal reflections to understand and address issues relevant to gender-sensitive care within vocational rehabilitation for those working with youth with disabilities. A total of 10 rehabilitation providers participated in two sessions (5 participants per session) to design the web-based simulation tool. The sessions (2.5 hours each) were audio recorded, transcribed, and analyzed thematically. Results Two main themes arose from our analysis of codeveloping a simulation focusing on gender-sensitive care. The first theme involved the relevance of gender within clinical practice; responses varied from hesitance to acknowledging but not talking about it to those who incorporated gender into their practice. The second theme focused on creating a comfortable and safe space to enable gender-sensitive care (ie, included patient-centered care, effective communication and rapport building, appropriate language and pronoun use, respecting gender identity, awareness of stereotypes, and responding to therapeutic ruptures). Conclusions Our web-based gender-sensitive care simulation that addressed vocational rehabilitation among youth with disabilities was cocreated with clinicians. The simulation highlights many issues relevant to clinical practice and has potential as an educational tool for those working with young people with disabilities.

The article presents some results of a comprehensive sociological research carried out in Moscow in 2018, the purpose of which was to identify the main problems facing people with disabilities (with various types of persistent disorders of body functions) in the capital’s labor market. On the basis of a series of in-depth structured interviews with experts from institutions related to the training and employment of people with disabilities, conclusions were drawn about the features of the selection of vacancies and the problems of adaptation of people with disabilities in the Moscow labor market. The interest of employers in the organization of jobs for persons with disabilities is considered as one of the key issues. One of the issues discussed is the choice between the expediency of creating jobs in the framework of specialized enterprises of the disabled and their integration into the work of ordinary enterprises. Approaches to this issue in different countries have their own characteristics and are determined by the attitude in society towards a person in general and towards a disabled person in particular. The problem of the perception of persons with disabilities in educational institutions and working collectives is considered, and the specific of adaptation of persons with disabilities to digital economy are discussed. There are highlighted the features inherent to social appearance of people with disabilities, as potential employees, as well as the influence of the immediate environment, a kind of ecosystem of a disabled person, on his motivation to work. The social profile of disabled person outlines five key positions in terms of both internal attitudes and environmental conditions affecting employment. In modern conditions of digitalization of the economy, the issues of adaptation of disabled people to its specific features are considered. The authors highlight the role of rehabilitation and special educational institutions in Moscow in preparation of persons with disabilities to their work activities, the ability to present themselves in the selection of a suitable vacancy and the expansion of opportunities to implement their work plans.

Abstract:
The role of occupational therapy in acquiring employment To be satisfied with their life, people with disabilities need to fully participate in social life. By providing comprehensive rehabilitation, occupational therapy gives them an opportunity to choose their path in life and make decisions about their life - thanks to their being able to work, among other things. The authors present conditions necessary for people with disabilities to become capable of working that need to be included in therapy. They distinguish five stages of acquiring vocational skills and competence. These are: current analysis of mental and physical abilities, assessment of vocational potential, preparation for work, workplace accommodation and the final outcome - employment. They present outlines of procedures oriented at learning a trade by people with psychomotor disabilities, their vocational potential and conditions for working. Independence at work is closely related to the clinical condition of the person in therapy. It is not always possible to develop full competence; however, an optimal level should be aimed at that is appropriate to the current physical and mental abilities of a person with disability.
