The experience of the Federal Agency for Railway Transport (Roszheldor) conducting annual training courses for the heads of educational institutions of secondary vocational education and heads of state universities of railways supervising their work, organized by the Training and Methodological Center for Education in Railway Transport, considered. The main issues and problems that were discussed from September 13 to 16, 2021 at the courses “Improving the quality of secondary vocational education in the field of railway transport: prospects and ways of development”, held on the basis of the Emperor Alexander I St. Petersburg State Transport University.The topical issues, the study of which is devoted to the event: the results of the work of educational institutions of secondary vocational education of Roszheldor; interaction of educational organizations of Roszheldor with the main employer — JSC Russian Railways; educational and methodological support of basic professional educational programs of secondary vocational education; new organizational and methodological mechanisms in the system of secondary vocational education through Federal educational and methodological association; introduction of technological innovations into secondary vocational education in railway transport through professional skill con-tests; WorldSkills championships; informational, organizational, scientific and methodological resources for solving problems of training mid-level specialists for railway transport.

Abstract:
High competition in economic sector is a problem for all people witout competence. With authenticating the Asean Free Trade Area (AFTA), finding vocations is too competitive because all ASEAN countries community can compete in the entire of Indonesia. This study is case study about skill development for growing society in Technical an Vocational Education and Training (TVET) Center. Qualitative approach is applied in this study with the interview, observation and documentation study as a method of collecting data. The results show a TVET Center can give a real contribution for society who needs a place for skill development. On perspective of economic development, TVET Center can be a primary medium for developing the economy of society.

Abstract:
This study targeted investigating the efficacy of a vocational skill- based training program for people with intellectual disabilities. The program was set forth by the Department of Welfare and Rehabilitation of Persons with Disability, Ministry of Social Affairs (2009) at UAE. Subjects were 10 male individuals, age 15-20, with intellectual challenges who receive vocational training in Dubai Rehabilitation Center, UAE and who had an IQ score of 55-69 on Wechsler Adult Intelligence Scale (The Emirati Version). A control group was also recruited for the purpose of comparison (n=10). The Vocational Skill Scale as introduced by the investigators and was conducted before then after 8 weeks of the initiation of the training program in the academic year 2012/2013. Results showed significant differences between the scores obtained by the experimental group pre and post training, whereas there were no significant differences in the control group. The investigators recommended generalizing the vocational training program across centers of intellectual disability rehabilitation and expanding the program to include personal and social skill in addition to implementing the kills in a real work setting.

Рассматриваются подходы к разработке концептуальных оснований опережающей профессиональной подготовки кадров для социально-экономического развития региона. Выделяются отдельные аспекты регионализации образования в контексте деятельности учреждений среднего профессионального образования. Обосновывается актуальность и востребованность центра опережающей профессиональной подготовки, ориентированного на потребности приоритетных направлений экономического и технологического развития региона и повышение профессиональной занятости разных групп населения. Определяются цели и задачи опережающей профессиональной подготовки, ожидаемые результаты и эффекты ее реализации в практике работы центра опережающей профессиональной подготовки, созданного на базе ГПОУ «Сибирский политехнический техникум» (г. Кемерово). Продемонстрированы некоторые результаты деятельности центра опережающей профессиональной подготовки Кемеровской области за 2019 и 2020 годы. Nowadays the system of secondary vocational education must be ready to meet modern challenges and requirements for professional training and be able to cope with the contradiction between the existing quality of specialists’ training and the employers and the labor market demands for highly qualified specialists. Therefore, the issue of creating a system of advanced professional training is extremely vital. The article considers approaches to the theoretical basis for the conceptual foundations of advanced professional training of specialists required for the socio-economic development of the region. It distinguishes some certain aspects of the regionalization of education in the context of activities performed by institutions involved in the secondary vocational education. The paper also substantiates the urgency and the relevance of the advanced vocational training center, whose activity is aimed at satisfying the needs of priority directions of economic and technological development of the region and increasing the professional employment of its population. The article determines goals and objectives of advanced vocational training, specifies expected outcomes and effects of their implementation in the practice of advanced vocational training center which was created on the basis of the Siberian Polytechnic College (Kemerovo). Moreover, the author demonstrates the most significant results achieved by the center of advanced vocational training of the Kemerovo region over the period of 2019, 2020. The approbation of the designed model developed on the conceptual foundations of advanced vocational training confirmed that it contributes to the successful solution of the planned goals and objectives.

Abstract:
The social order posed by the society to the training of highly qualified personnel for the strategic needs of the labor market is associated with the changes in the economy, including the processes of its computerization and digitalization. Transformations in the digital economy determine new requirements for specialists’ training, their competences and qualification. The rapid changes in socio-economic conditions cause the need to transform the system of vocational training in order to meet the demands for competencies that correspond to the current technologic trends and methods of production. The reforms of vocational education system can be significant in resolving contradictions between the quality of training, on the one hand, and public and employers’ demands, on the other hand. Close cooperation of professional educational institutions, employers and social partners through their joint design and development of teaching technologies and methods for advanced vocational training of qualified specialists can be considered as one of the most efficient factors and conditions for resolving the above mentioned contradictions. These new conditions have already been created in the Centers for Advanced Vocational Training (CAVT), which can be characterized as a new type of infrastructural solution to the problem of aggregation of advanced vocational training programs and material and technical resources owned by science, education, production. The article focuses on some features of interaction and cooperation among vocational educational institutions, employers and social partners (social and public-private partnerships, networking cooperation, educational and technological cluster), which are taken into account in the performance of the Center for Advanced Vocational Training of the Kemerovo region.

It is a fact that virtual training has been a scope of interest for vocational training for a very long time. However, it needs more time to be more common in all specific training fields. Focusing on Computer Numerical Control (CNC) Training, new developments in the CNC machinery produce a continuous demand on enhancing the programming and technical capabilities of the involved personnel. Training on CNC should follow similar developments and in particular in their programming capabilities, automation they offer and their technical capabilities. Based on these main objectives a Virtual Training Center (VTC) for CNC has been developed and it is presented in this paper. The VTC is the main result of a multilateral Leonardo Da Vinci project witch aims to promote and reinforce Vocational Training in CNC Machines.

Abstract:
This research was motivated by the low competence of graduates of sewing training at the Mukomuko Bengkulu Job Training Center. This is because the competence of graduates is still lacking. This research aims to; (1) describe the competence of sewing training graduates at the Mukomuko Bengkulu Job Training Center, (2) describe the job choices of sewing training graduates at the Mukomuko Bengkulu Job Training Center, (3) and see the relationship between competence and job choices for sewing training graduates at the Mukomuko Job Training Center Bengkulu. This type of research is quantitative correlation with the population, namely the graduates of the second and third batches of sewing training in 2020 at the Mukomuko Bengkulu Job Training Center as many as 32 people. The technique used for sampling is using saturated sampling technique. The sample in this study was taken as much as 100% totaling 32 people. For data collection using a questionnaire technique, while for data collection tools using a questionnaire in the form of statement items, and then the analysis in this study uses percentages and product moments. The results of this study indicate that; (1) the competency of sewing training graduates at the Mukomuko Bengkulu Job Training Center is still low (2) the job choice of sewing training graduates at the Mukomuko Bengkulu Job Training Center is also still low, and there is a significant relationship between competence and job choice of sewing training graduates at the Job Training Center Mukomuko Bengkulu. The hope of this research is that competence and training programs are further improved. Keywords: Competence, Job Choice
