Abstract:
In Australia, the development and implementation of National Training Packages has been a major tool in the drive to reform of the vocational education and training system. The main aim of the reform is to establish a national vocational and education system within a federal political system and to make vocational educations and training providers more responsive to the needs of industry, by industry specifying its skill needs through the mechanism of national Training Packages. The background to this workplace project, the Review of the Community Services Training Package, and this study, is established by a review of policy and literature in relation to national training reform issues and stakeholder management within a public policy context. This review established some principles of good practice in relation to stakeholder management. The industry context of the workplace project is discussed. The workplace project is then unpacked in some detail with specific reference to stakeholder management strategies and issues and some specific stakeholder groups. This exegesis goes on to explore stakeholder behaviour in this particular workplace project in its historical context of the introduction of Training Packages to the vocational education and training system. It explores the perspectives of teachers and industry on the implementation of Training Packages and in particular the gap between educational technologies and industry expectations of standards of work performance. The exegesis concludes with some suggestions of opportunities for enhanced workplace practice in stakeholder management and for further research. It also suggests a job of work for industry and teachers to develop new communities of practice around Training Packages as a means of bringing together their sometimes divergent interests.

Abstract:
‘Quality’ and ‘quality assurance’ in education have become global issues in the last decade. Educational institutions around the world are focusing on designing and implementing quality assurance systems to ensure students a high quality of education. In many countries, including Brunei Darussalam, the development of a national system of quality assurance in education has sometimes brought confusion and controversy. The main reason for this stems from the conflicting perspectives of different interest groups: mainly governments, administrators and academic staff, but students, employers and the general public also have significant voices. All, of course, are committed to quality but each regards quality in a slightly different way. This study set out to explore the perceptions of two groups of stakeholders, administrators and teachers, about the quality assurance system and in particular, the quality assurance of the assessment process in vocational and technical education (VTE) in Brunei Darussalam. The study examined the stakeholders’ understanding of the term quality and the significance of quality assurance measures. It assessed the extent to which these measures have been utilised by the Department of Technical Education (DTE) and its Vocational and Technical Education Institutions (VTEIs) and it also examined the challenges facing DTE and its VTEIs in ensuring quality VTE. A mixed-method research approach was used in this investigation, including document analysis, semi-structured interviews and questionnaires. The results provide insights into stakeholders’ perceptions of quality and a range of purposes for quality assurance system implementation. The effectiveness of the current system based on an external moderation system generated mixed views. The study identified the lack of a structured comprehensive quality assurance system for the assessment process in the DTE and VTEIs and highlighted ways in which quality assurance of the assessment process measures are currently formulated. Both groups of stakeholders agreed that there are challenges confronting the DTE and its VTEIs. Several recommendations were made to improve the current quality assurance measures. The study was timely in light of the increased interest in shaping quality assurance mechanisms in VTE in Brunei Darussalam. Overall this study carries implications for a better understanding of quality in VTE and issues related to the implementation of a quality assurance system.

Die Arbeit leistet einen Beitrag zum Transformationsprozess von der schulischen beruflichen Bildung der DDR hin zu den Oberstufenzentren im Land Brandenburg in den 1990er Jahren. Es wird die Triade der Faktoren Institutionentransfer, Personen- und Knowhow-Transfer und Finanztransfer analysiert. Die vollständige Umstrukturierung ist das berufsschulpädagogisch herausragende Ergebnis der Transformation. Es wird herausgearbeitet welche Folgerungen aus dem Transformationsprozess für berufsschulpolitische Reformprozesse zu ziehen sind. Dabei wird der Frage nachgegangen, ob die Übernahme des bundesrepublikanischen beruflichen Schulsystems zwangsläufig der Nutzung einer Blaupause gleichkam oder ob es auch abweichende Wege gegeben hat bzw. generell hätte geben können. Der Transformationsprozess wird nicht auf der Ebene der Einzelschulen, der curricularen und konkreten Ausgestaltung der verschiedenen Bildungsgänge und des Lehrkräfteeinsatzes untersucht, sondern auf der Ebene der Entwicklung der Rahmenbedingungen und der Strukturen der Oberstufenzentren, also auf der Metaebene der Policy als inhaltlicher Dimension von Politik. Damit liegt der Fokus auf dem System „Oberstufenzentrum“. Die Untersuchung dieses Systems klammert die Untersuchung der Handelnden aus: Die untere Schulaufsicht, die OSZ-Leitungen, die Lehrkräfte und nicht zuletzt die Schülerinnen und Schüler. Die Analyse dient dem Verständnis und der Interpretation dessen, was sich sowohl durch die bundesstaatlichen Vorgaben – Einigungsvertrag u.a. – als auch durch das berufsbildungs- und berufsschulpolitische Handeln beteiligter Akteure herausbilden konnte. Die inhaltliche Dimension des berufsbildungs- und berufsschulpolitischen Feldes innerhalb des politisch-administrativen Systems im engeren Sinn wird überwiegend bezogen auf die KMK untersucht; ebenso die externen Akteure und ihre Rolle. Es wird herausgearbeitet welche Folgerungen aus dem Transformationsprozess für berufsbildungs- und berufsschulpolitische Reformprozesse gezogen werden können. Gegenstand der Untersuchung sind ausgewählte Beiträge zu verschiedenen Aspekten der Entwicklung der Oberstufenzentren im Land Brandenburg. Gegenstand sind deshalb ausgewählte Rechtsgrundlagen, Fachaufsätze etc. sowie durch Arbeitspapiere dokumentierte Aspekte der berufsschul- und berufsbildungspolitischen Diskussion in der Wendezeit und nachfolgenden nach der Gründung des Landes Brandenburg. Anhand von Vergleichen der rechtlichen Ausgangslagen in den fünf ostdeutschen Ländern wird analysiert, ob es verfassungs- respektive schulrechtliche Besonderheiten gab, die zu unterschiedlichem ministeriellen Handeln führten bzw. führen mussten. Die wiedergegebenen Beiträge zur Entwicklung der Oberstufenzentren werden bezüglich der Relevanz von KMK-Beschlüssen bzw. -Rahmenvereinbarungen untersucht und kommentiert. Der Institutionentransfer besteht aus dem Beitritt der ostdeutschen Länder zur Geschäftsordnung der KMK, der daraus resultierenden Übernahme der Schulformen und Bildungsgänge einschließlich der rechtlichen Folgen durch Schaffung des Schulrechts in den Ländern. Der Personen- und Knowhow-Transfer fand auf der Ebene der entsandten Verwaltungsmitarbeiterinnen und -mitarbeiter der Kultusministerien und der Mittelbehörden statt. Für den Transformationsprozess während des hier interessierenden Untersuchungszeitraums werden Berufsschul- und berufsbildungspolitische Aspekte, bzw. im umfassenderen Sinne die der Berufsbildungswissenschaft erstmalig mit der vorliegenden Untersuchung reflektiert. Insofern kann diese als Beitrag zur historisch-berufsbildungswissenschaftlichen Forschung betrachtet werden.
This study is a contribution to the transformation process of the vocational education system in the GDR toward the Oberstufenzentren in the state of Brandenburg in the 1990s. A triad of factors will be analysed: transfer of institutions, of personnel and knowhow and of finance. The complete restructuring is the characteristic result of this transformation process in the sector of vocational education. It will be worked out, which consequences should be drawn from the transformation process for reformation processes of the vocational education system. Thereby the question as to whether the adoption of the West German system of vocational training schools was comparable to the use of a blueprint or whether divergent paths would have been possible, is to be discussed. The transformation process will not be analysed on the level of the single vocational education schools, the curriculum, the different school levels and the use of teaching personnel but on the level of the development of general conditions and structures of "Oberstufenzentren”, on the meta level of policy as a dimension of politics as regards content. Therefore the focus is on the system of (the so-callled) ”Oberstufenzentren". The exploration of these systems excludes the exploration of the acting persons: supervision of schools, school management, teachers and students. This analysis serves for a deeper understanding and interpretation of national standards – for instance the Unification Treaty – and also for an understanding of the action frame of reference of vocational education politics and vocational training school politics by the involved participants. The dimension of contents in the vocational education and vocational training school field inside the political-administrative systems will be analysed by the KMK – The Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany; likewise the external actors and their role. The consequences of the transformation process for vocational education politics and vocational training school politics will be worked out. Selected works of different aspects of the development of ”Oberstufenzentren” in the land Brandenburg are the subject matter of the survey. This includes the analyses of selected legal basis, scientific papers etc., in combination with documents of vocational education discussion and vocational training school discussion in the political turning point following the formation of the federal state of Brandenburg. On the basis of the different legal initial positions in the five East German Länder it will be analyzed, whether there were constitutional or rather school law characteristics which led to /had to lead to different ministerial actions The reproduced articles on the development of ”Oberstufenzentren" will be analysed and commented with respect to the relevanz of KMK-decisions /. KMK-master agreements. The transfer of institutions is the accession of the East German federal states to the internal regulations of the KMK, the resulti is the takeover of school forms including the legal consequences by creating the school law in these states. The transfer of personnel and knowhow took place on the level of delegated members of school ministries of the Western federal states. For the transformation process in the surveyed time aspects of vocational education and vocational training or rather – on a more comprehensive level, the science of vocational training are going to be reflected for the first time, Therefore, this can be seen as a contribution to the historical-vocational training research.

Abstract:
This thesis derives from a qualitative study of the process of change in higher education in the ten years since the 1987 White Paper Meeting the Challenge, with particular reference to the impact of three initiatives associated with the concept of vocationalism, namely Enterprise in Higher Education (EHE), Higher Education for Capability (HEC) and National Vocational Qualifications (NVQ/GNVQ). The research is based on interview and documentary evidence drawn from four universities - Middlesex; Hertfordshire; the Open University; and Sussex - in five subject/disciplines - two broadly vocational - Business Studies; Electrical Engineering -, and three largely non-vocational - Biology/ Environmental Science; History; and Sociology. The purpose of the study is to illuminate the process of change in the context of policy implementation research. There are four levels of analysis - the individual member of staff; the subject group or department; the university as an institution; and at the system level, the Employment Department (ED) (now OfEE) which has acted as an agency of change in HE. A simple model is developed, analysing the response of individuals in terms of 'enthusiasts', 'capers' and 'doubters'. The responses of subject groups to EHE, HEC and NVQ/GNVQ are examined, with particular reference to curriculum change and different interpretations of vocationalism. At the institutional level, the EHE model of change is revealed as neither exclusively top-down nor bottom-up, but as deriving largely from the influence of change agents in the middle of the organisation, and from the availability of small scale funding as an incentive to innovation in teaching and learning. At the system level, ED strategy, based on selective project funding, is shown to be powerful and effective, principally because it offers opportunities for the assimilation and ownership of change at a" three levels - individual, subject discipline, and institutional. HEC has had less impact on the four universities in an operational sense but the concept of Capability is important in normative terms. This contrasts with evidence of widespread ambivalence in universities towards competency-based education and training, at least at the higher levels, although the Open University's VQ Centre has been influential in facilitating and supporting VQ developments at the OU. As an essay in contemporary history, the thesis is concerned with the analysis of the change process in the context of time and place. As a contribution to grounded theory, it also draws on classic force field analysis and innovation research to illustrate the phenomenon of incremental change, especially when the potential exists for the interpretation and ownership of change by academics themselves.

The involvement of beneficiaries in monitoring and evaluation processes, not only does it ensure the success of the project’s intended objectives, but it empowers, creates knowledge production while guaranteeing a means to a sustainable livelihood for beneficiaries. The study sought to assess the process of Participatory Monitoring and Evaluation using a case study of the Salesian Institute Youth project, vocational training in Cape Town South Africa. Thus the study set out to conduct an evaluative assessment of stakeholder participation in the process of PM&E; identify the organizational structure of the project team and the parties involved; assess the project intended goals versus the outcomes of the project, and identify the relationship between the process of PM&E and the outcomes of the project. The study employed quantitative and quantitative methods, noting the low response rate a larger sample of 150 questionnaires was evenly distributed across gender and 102 were completed. Ten interviews were conducted across all stakeholders. Data were captured and analyzed using SPSS and thematic analysis. The study concludes that the involvement of participants in the process of PM&E is vital to achieving positive projects outcomes. Participants should be made aware of the meaning, purposes of the project as this allows for their comprehension and free will to participate in PM&E processes. Although the outcomes of the project were positive, the study recommends that there is a need for an established scientific PM&E system for the organization that can be implemented in organization projects.

Resumo: Diversos são os recortes pelos quais se tem analisado as questões da inclusão da pessoa com deficiência, sejam nas pesquisas desenvolvidas nos foros acadêmicos, ou nos debates sócio-político-econômicos. É nítida, no âmbito histórico, uma rápida evolução conceitual nas diversas publicações acadêmicas e políticas em que se apresenta o tema, principalmente nas últimas quatro décadas, o que tem proporcionado um redirecionamento no olhar e práticas direcionadas a inclusão desta população. No entanto, ao destacarmos as políticas expressas na legislação, confrontadas com as práticas, planejamento e articulações desenvolvidas nos municípios, nos defrontamos com uma realidade que expõe a desarticulação entre essas atividades, e principalmente, a quase completa ausência de instrumentalidades que possibilitem aferir sua eficácia. Se por um lado, as agências formadoras tentam desenvolver em seus graduandos conceitos que possibilitem uma sociedade inclusiva e que contemplem com um novo olhar a pessoa com deficiência, de outro lado, observamos o descompasso entre a intenção e a prática, e principalmente, entre os setores que planejam e os que gerem os processos inclusivos. Isto resulta em processos não racionalizados, com sobreposição de tarefas, de custeio ou de atendimentos, retrabalho, falta de atendimento pela inferência de que alguma atividade seja de outro setor, além de um conjunto de informações dispersas ou desconexas, e por fim, ausência de indicadores confiáveis que propiciem validação de resultados. Desta percepção decorre a necessidade de modelos de integração destes conceitos (oriundos da pesquisa e ciência) e práticas (presentes nos ambientes sociais) em uma ação que apresente sincronia e alinhamento com um ponto de convergência comum (as necessidades humanas), e que possibilitem rastrear a eficácia dos resultados das políticas públicas. O presente trabalho evoca o uso da metodologia de modelagem e desenho de processos orientadas a valor, aliada a uma abordagem de resolução de problemas complexos, como alternativa para o estabelecimento, mapeamento e verificação de indicadores de gestão de processos inclusivos, e monitoramento, validação e rastreabilidade de resultados das ações voltadas à inclusão. Concluímos, pela otimização de processos e resultados obtidos pela aplicação desta metodologia, ela se demonstrou útil para certificar municípios, entidades ou quaisquer outros níveis de recortes estruturais, aferindo e validando processos de inclusão, além de fornecer indicadores para correção e planificação das ações de formação ou indicação de áreas de carência em pesquisa e desenvolvimento, contribuindo para a eficácia, e não somente eficiência, das atividades desenvolvidas no sentido da inclusão da pessoa com deficiência
Abstract: There are several clippings by which it has been analyzed the issues of inclusion of people with disabilities in research are developed in academic forums, or in the socio- political and economic debates. It is clear, in the historical context, a quick conceptual evolution in several academic publications and policies which presents the theme, especially in the last four decades, which has resulted in a redirect gaze and practices aimed at inclusion of this population. However, when we cut the policy expressed in legislation, confronted with the practical, engineering and joints developed in the municipalities, faced with a reality that exposes the lack of connection between these activities and especially the almost complete absence of instrumentalities that enable measuring its effectiveness. On one hand, the training agencies try to develop concepts that enable its graduates an inclusive society and contemplating a new look with the disabled person, on the other hand, we observe the gap between intention and practice, and especially among sectors planning and managing the inclusive processes, resulting in not streamlined processes, with overlapping tasks, or calls costing, rework, lack of care by the inference that some activity is of another sector, plus a set of Scattered or disconnected information, or lack of reliable indicators that provide validation of results . From this perception stems the urgent need of models of integration of these concepts (derived from the research and science) and practical (present in social settings) in synchrony to submit an action and alignment to a common point of convergence (human needs), and enabling to track the effectiveness of the results of public policy. This work evokes the use of the value-oriented methodology for modeling and designing processes, combined with an approach of solving complex problems, as an alternative to the establishment, mapping and verification of management indicators of inclusive processes and monitoring, validation and traceability of results of actions aimed at inclusion. We conclude that such a methodology, if applied, could make municipalities, entities or other levels of structural clippings, assessing and validating processes of inclusion and provide indicators to correction and planning of training activities or indication of areas of need in research and development contributing to the effectiveness, not just efficiency, of the activities developed for the inclusion of people with disabilities

Abstract:
Work process knowledge (WPK) is a concept for systems-level knowledge of the workplace and has been shown to be most important in organisations requiring multi-functional working. Most of the previous body of knowledge on WPK has focussed mainly on manufacturing industries; there has been less investigation of WPK in the service sector and none in the visitor attraction (VA) industry, an important employer in Scotland. The VA industry is extremely dynamic and many businesses are rapidly moving towards multi-functional team working, driven by an urgent need to develop quality, customer-focussed strategies to survive in an over-supplied and very competitive market. This study identifies the nature of WPK in Scottish VAs, what relationship WPK has to customer service, how WPK in this service sector differs from selected published studies in manufacturing and other service sector contexts and what factors affect the development of WPK in VAs. Following recruitment of a number of VAs using an online questionnaire and subsequent site visits, six sites were selected for case study, on the basis that they demonstrated most evidence of multi-functional working and staff with developed WPK. The research design was comparative case studies of the work processes and knowledge within these six VAs, based on a social constructivist framework, using the methods of key informant interviews and shadowing. Although these six sites represent a cross-spread of attractions in terms of types, location and size, they nonetheless show strong similarities in their basic business structure. The data show that WPK is an essential element of workers’ roles and a vital requirement in providing good customer service. Although VA managers do not use the term ‘work process knowledge’, they nonetheless recognise the importance of having staff with a wider view of their business and are actively encouraging its rapid development. Multi-functionality and job rotation are main ways of developing WPK but sites also use key workers with job roles that help develop high levels of WPK, who are then used as a staff resource. The main factor contributing to the development of WPK is communication, especially of systems-level information. Cultural information-sharing is an essential pre-condition for the development of WPK in this context. Other determining factors are flexibility, employee biographies, seasonality issues, how weddings and functions are handled on-site and the size and complexity of the site. WPK is the foundation on which good customer service is based and elements of it deliver customer service. It is the closely integrated nature of the employee-customer relationship that has such a profound effect on WPK development in this service sector industry and is essentially what differentiates it from previously published studies. The identification of the customer as a hitherto unrecognised key driver of WPK is the most important contribution to knowledge made by this work.

Abstract:
La formation professionnelle continue (FPC) est considérée comme un bon moyen pour maintenir en emploi les travailleurs vieillissants. Or, le taux d’accès à la FPC décline avec l’âge, quel que soit le profil de l’individu. Ce constat laisse supposer que plus on avance en âge moins on a envie d’apprendre. Or, l’étude présentée ici, confirme que l’âge n’impacte pas directement l’envie d’apprendre. D’autres facteurs interviennent, qu’une analyse d’entretiens, menée auprès de deux groupes de travailleurs âgés soit de 55 ans, soit de 40 ans, identifie. Parmi eux, l’absence de perspectives professionnelles semble déterminante. Aussi, le rapport à la FPC des seniors traduit-elle plus un rapport au travail qu’un rapport à la formation ou au savoir stricto sensu. Envisager le vieillissement comme un processus motivationnel et biographique et non pas comme l’effet d’un déclin physiologique ou social inexorable, permettrait peut-être de rétablir un rapport positif des seniors à la FPC, et de contribuer ainsi au maintien de leur employabilité
The further vocational training is considered as a good way to keep on job aging employees. But the older employees are, the less they get access to ongoing vocational training, regardless their profile. This assessment may imply that the older we get older, the less we are motivated to learn. However, the present study confirms that age has no direct impact on envy to learn. An analysis of interviews, targeting different employees sets (one group of 55-year-old employees, and another group of 40), points out other factors. Among them, professional perspectives are key elements. The relationship of senior employees to further vocational training connection unveils a relationship to work rather than a relationship to training, or to knowledge. Considering aging process as a motivational and biographic process and not as an inevitable effect of physiological or social decline would enable, perhaps, to re-establish a positive relationship of senior employees to further vocational training, hence would contribute to maintain their employability

The transformation of Swedish officer´s training into an academic professional education – a study of professional identity in alteration. The study is a part of the Research Project; Discussion for collaboration - from vocational training to academic professional education. By Michael Larm The purpose of this study is to analyse in what way the process of transforming Swedish officer´s training into an academic professional education are perceived in terms of professional identity, alteration and synergies. The theoretical framework is based on social constructivism from the perspective symbolic interactionism focusing on notions such as heteroglossin, dialogicality, alterity and selfidentity. The data derives from a qualitative research and the collection of data was made by inviting students and teachers from the Swedish National Defence Collage to Focus group discussions. The discussions are audio-recorded and transcribed in its entirety as close to the oral language as possible. The data is analysed with regard to heteroglossin, dialogicality, alterity and selfidentity, and with regard to professional identity, alteration and synergies based on the transformation mentioned above. The results from the Focus group discussions shows that the participants conception of the process of transforming Swedish officer’s training into an academic professional education and of the term professional identity is closely related to their own field of practice.
Syftet med studien är att undersöka lärares och studerandes uppfattningar om officersutbild-ningens akademisering vid Försvarshögskolan, dess synergieffekter och påverkan på en yrkes-identitet i förändring. Studien utgår ifrån ett socialkonstruktivistiskt perspektiv enligt Bakhtin, Giddens och Wertsch där språket, samtalet, står i fokus för identiten. Studien tar också stöd i ett socialpsykologiskt perspektiv utgående från symbolisk interaktionism utvecklat av Mezirow där fokus ligger på att individen i samspelet med den sociala omgivningen utvecklar sin identitet. Data inhämtas från kvalitativ forskning i form av fokusgruppsamtal med studerande och lärare vid FHS. Samtalen dokumenteras genom ljudinspelning och transkriberas i sin helhet. Insamlade data analyseras med de teoretiska begreppen: Heteroglossin, Dialogicitet, Alteritet och Självidentitet kopplat till identitet, förändring och synergieffekter. Studien visar att deltagarnas uppfattning om den förändringsprocess som akademiseringen för med sig och av begreppet identitet är nära relaterad till aktörens bakgrund och roll i akademin.

As ações pedagógicas dialógicas demonstraram efetividade ao passo que, ao mesmo tempo em que eram apreendidas as diversas atividades profissionais da construção, ampliava-se, em graus variados, a compreensão dos educandos e egressos sobre os limites e barreiras impostas pelo Capital sobre a classe trabalhadora. Nesse sentido, é que se mantém a busca pela \'desalienação\' do trabalho, já que sua realização plena só será possível por meio de transformações sociais de ampla e irrestrita democratização dos direitos de acesso à apropriação, pela sociedade como um todo, dos produtos, dos processos e da fruição social resultantes do trabalho coletivo.
This master thesis describes the activities of research applied to three experiences of professional learning of Civil Construction in different schools. The research work is expected to contribute to the pedagogical actions dialogicaly inserted in the three formative processes. Le développement de l'usage de simulateurs dans les formations techniques et professionnelles tend, pour des raisons économiques et de modernité, à se généraliser. Cette tendance est perceptible dans les établissements gabonais sans que l'on puisse savoir si cette introduction est justifiée, que l'on considère le point de vue didactique - qu'est-ce que leur introduction modifie dans le rapport au savoir ? – ou du point de vue de l'enseignement – qu'est-ce que cela modifie dans les pratiques des enseignants ? – ou encore du point de vue des élèves – quel impact ont-ils sur les apprentissages ? La thèse présentée vise à comprendre les conditions de légitimation de cet usage dans la formation des élèves de la filière maintenance des systèmes motorisés et dans quelles logiques de formation ils s'inscrivent. Paradoxalement, les résultats montrent que, d'une part, les simulateurs pallient dans une certaine mesure les déficits chroniques d'équipement des établissements gabonais. Mais, d'autre part, ces résultats soulignent toute l'ambiguïté que leur usage véhicule. En effet, cet usage impacte le processus d'enseignement apprentissage qui se déconnecte des besoins de formation. Pour les enseignants, les simulateurs ne sont que peu utilisés lorsqu'ils existent alors que ceux qui n'en ont pas ont tendance à leur prêter de nombreuses vertus pédagogiques. Cette tendance se retrouve à peu près à l'identique chez les élèves
The development of the use of simulators in technical and vocational trainings tends to generalize, for economic and modernity reasons. This tendency is perceptible in the Gabonese schools without one being able to know if this introduction is justified, if we consider the didactic point of view - what does their introduction modify in the report with the knowledge ? - or from the point of view of teaching - what does that modify in the practices of the teachers ? - or from the point of view of the pupils - which impact have do on the learning ? The presented thesis aims at understanding the conditions of legitimation of this use in training of the pupils of the sector of the maintenance of the motorized systems and in which logics of formation they fit. Paradoxically, the results show that, on the one hand, the simulators mitigate to a certain extent the chronic deficits of Gabonese equipment of the vocational schools. But, in addition, these results underline all ambiguity that their use conveys. Indeed, this use impacts the process of teaching-learning which is disconnected from the needs for training. For the teachers, the simulators are little used when they exist whereas those which do not have any tend to lend many teaching virtues to them. This tendency is found about with identical at the pupils. In fact, the only equipment of the establishments is not enough ; it is clear that their introduction must be thought in terms of curricula, of teacher training and of acculturation of the pupils through the development of a technology education in their general education

Ce projet de thèse vise à décrire, analyser et comprendre les pratiques des apprenants de niveau V en formation par alternance dans le domaine équin. Plus particulièrement, il s’agit d’étudier les ressources que ces apprenants mobilisent en situation transactionnelle d’apprentissage. Ces situations seront explorées sous le prisme des situations complexes dans le milieu équin, situations au cours desquelles les apprenants sont amenés à mobiliser des ressources favorisant le développement et l’acquisition de compétences académiques, professionnelles et transversales. D’un point de vue heuristique, ces travaux visent le développement des connaissances dans le champ de la formation de jeunes adultes en CFA et dans les processus sociocognitifs de la mobilisation de ressources d’apprentissage au service de l’intégration des acquis. D’un point de vue pragmatique, ce travail vise à porter des données et éléments empiriques permettant des avancées épistémologiques dans le champs de la didactique : il confronte deux registres de preuve : un registre statistique est basé sur la pratique de formateur reposant sur un type de contexte particulier la situation complexe, et un registre fondé sur la pratique amenant à l’obtention d'épreuves anthropologiques via une clinique des interactions en salle de classe
The project of the thesis aims to describe, analyse and understand practices of learners of level V in block release training in the equine domain. Particularly, it is the question of studying deployed resources in transactional situations. These situations will be explored through the lens of complex situations in the equine domain, in which learners need to put together resources promoting the development and acquisition of academic, professional and crosscutting skills. From a heuristic point of view, this work aims at the development of knowledges in the field of the training of young adults in the CFA (vocational training college) and in the socio-cognitive processes of the exploitation of learning resources for the integration of learning. From a pragmatic point of view, this work aims to bring data and empirical elements allowing epistemological advancesin the field of didactics: it confronts two registers of evidence: a statistical register based on the practice of the teacher based on a specific context, thecomplex situation, and a practice-based register leading to the acquisition of anthropological evidence via a clinic of classroom interactions

The training actually Manaus presents too many challenges, among them to provide effective understanding of social demands to be presented in professional practice. Among the issues discussed, is the theme of family, which has relevance to be debated as central bias of Social Policies in Brazil, but still suffers resistances for cultural building to be based only on nuclear training, traditional historical foundations. Despite the challenges, the family is involved in everyday professional practice of Social Work, which requires reflections on the preparation of the professionals mentioned regarding the referral and care of families within the expressions of Social Issues. To weave the necessary considerations, the paper analyzes how the meanings of family are designed by teachers and students in the training and professional practice in two HEIs (Higher Education Institutions) Manaus process. With methodological procedures that involved conducting focus groups with students and interviews with faculty, research unveiled the concepts of family brought by the subjects. The results showed that, despite the discussions about the plurality of meanings that the family presents, understanding the concepts clenches up in the traditional analyzes, permeated with prejudice and lack of expertise in dealing with the issue, which reflects the increasing challenges HEIs have with respect to the reflections of content that directly involve the training and the proper teaching and student preparation for the confrontation of the diversity of expressions of Social Issues.
A formação profissional em Serviço Social na realidade de Manaus apresenta demasiados desafios, entre eles o de proporcionar a efetiva compreensão acerca das demandas sociais que serão apresentadas na prática profissional. Entre os assuntos debatidos, encontra-se a temática da família, que apresenta sua relevância por ser debatida como viés central das Políticas Sociais no Brasil, mas que ainda sofre as resistências pela construção cultural ao se basear apenas na formação nuclear, de tradicionais alicerces históricos. Apesar dos desafios, a família encontra-se envolvida na prática profissional cotidiana do Assistente Social, o que demanda reflexões sobre o preparo dos referidos profissionais no que tange ao encaminhamento e atendimento das famílias no âmbito das expressões da Questão Social. Para tecer as considerações necessárias, a pesquisa objetivou analisar como os significados de família são concebidos pelos docentes e discentes, no processo de formação e prática profissional em duas IES (Instituições de Ensino Superior) de Manaus. Com procedimentos metodológicos que envolveram a realização de grupo focal com os discentes e entrevistas com docentes, a pesquisa desvelou os conceitos de família trazidos pelos sujeitos. Os resultados apontaram que, apesar das discussões acerca da pluralidade de significados que a família apresenta, a compreensão dos conceitos cerra-se nas análises tradicionais, permeadas de preconceitos e ausência de conhecimentos específicos no trato da temática, o que reflete no aumento dos desafios que as IES têm no que tange às reflexões de conteúdos que envolvem diretamente a formação profissional e o devido preparo docente e discente para os enfrentamentos das diversidades de expressões da Questão Social.

Esta investigação se propôs a fazer uma análise da formação profissional de Assistentes Sociais do curso de Serviço Social da Universidade Federal do Triângulo Mineiro de Uberaba-MG, bem como avaliar as contribuições para a materialização do Projeto-Ético Político Profissional. Evidenciou o processo de formação profissional do Assistente Social no Brasil, sucateado pela ofensiva da lógica do capital na mercantilização da política educacional no que tange ao ensino superior. Ainda buscou-se dar visibilidade acadêmica na análise dos Planos de Aula no Projeto pedagógico de Curso da graduação em Serviço Social da Universidade Federal do Triângulo Mineiro de Uberaba-MG. O método utilizado no presente estudo foi o materialismo-histórico dialético, que permitiu a apreensão das contradições do movimento do real. A pesquisa caracteriza-se como bibliográfica e documental, sendo que a abordagem é qualitativa. A análise e interpretação dos dados apreendido foi por meio da análise de conteúdo. Esta pesquisa destaca-se enquanto estudo de um caso específico que é a formação de um curso de Serviço Social criado recentemente (2009) fruto da Reestruturação e Expansão das Universidades Federais em uma instituição que é a Universidade Federal do Triângulo Mineiro na cidade de Uberaba-MG. É um estudo relevante, uma vez que não encontra registrados investigações desta natureza. As análises apresentaram que o curso tem voltado o seu olhar com compromisso para a formação profissional, demonstrada no Projeto Pedagógico de Curso e Planos de aulas, e identificação do curso. Evidenciou que os planos de aulas atendem ao que prevê as Diretrizes Curriculares de 1996, e trazem e elementos do Código de Ética do Assistente Social de 1993 e aspectos da Lei de Regulamentação n. 8.662/93. No entanto, não foi possível identificar a transversalidade dos conteúdos e discussões do Projeto Ético-Político Profissional. Embora os planos atendam as exigências das Diretrizes Curriculares de 1996, ainda é possível identificar a ausência ou fragmentação da discussão referente ao Projeto Ético-Político Profissional e de seus elementos constitutivos durante a formação profissional. Esta pesquisa não se esgota aqui, é preciso outras pesquisas que possa desvelar os reais desafios tanto dos docentes como dos discentes na materialização do Projeto Ético-Político Profissional no processo de formação profissional, como já dito anteriormente esta pesquisa buscou dar voz aos documentos, é preciso ouvir os atores da formação profissional com pesquisa de campo, com estudos comparativos e outras modalidades de investigação.
This research purposed to do a Review of Vocational Training of Social Workers of the Social Service Course at the Universidade Federal do Triangulo Mineiro in Uberaba-MG, as well as assess how contributions paragraph the materialization of Professional Ethical-Political Project. It highlighted the training process of the social worker in Brazil, scrapped by the logic of capital's offensive in the commodification of education policy in relation to higher education. Still it sought to give cientific academic visibility in the analysis of Lesson Plans in the pedagogical project of the social service graduation course in UFTM. The method used in this study was dialectical materialism-history, which led to the seizure of the real movement of contradictions. The research is characterized as literature and documents, and the approach is qualitative. The analysis and interpretation of data was seized by content analysis. This research stands out as a study of a specific case that is the formation of a course of Social Work recently created (2009) as a result of the Restructuring and Expansion of Federal Universities in an institution that is the Universidade Federal do Triangulo Mineiro in the city of Uberaba- MG. It is an important study, since there isn´t recorded investigations of this nature. The analyzes showed that the course has returned his gaze with commitment to training, demonstrated in EPC- Educational Project Course and Lesson plans, and identification of the course. It showed that the lesson plans cater to providing the Curriculum Guidelines 1996 and bring and elements of the Code of Ethics of Social Work 1993 and aspects of Regulatory Law 8,662 / 93. However, it was not possible to identify the crosscutting nature of the content and discussions of the Ethical-Political Professional Project. Although the plans meet the requirements of the Curriculum Guidelines 1996, it is still possible to identify the absence or fragmentation of discussion related to the Professional Ethical-Political Project and its components during the training. This research does not end here, it‘s needed more research that can reveal the real challenges of both the teachers and the students in the materialization of the Ethical-Political Professional Project in the training process, as it said previously this research sought to voice the documents, it‘s needed to hear the actors of vocational training with field research with comparative study and other forms of research.

The aim of the present research was to investigate the meanings made by the preschool teacher about the affective dimension in the teaching-learning process. The methodological theoretical framework adopted was Socio-Historical Psychology. The research participants were two teachers with twenty years of experience in early childhood education at the public school and private school in the city of São Paulo. Data collection was carried out through conversational dynamics, and this material, the empirical basis of the study, was transcribed and submitted, for analysis purposes, to the procedures suggested by Aguiar and Ozella (2006) called nuclei of signification; these analyzes allowed us to identify the meanings made by the participants regarding the affective dimension in the teaching-learning process, pointing out their meanings: a The affective and cognitive dimension are indissociable in pedagogical practice; b) the role and quality of mediation provide the approximation of the individual with the object of knowledge in a meaningful way; c) The teacher has a fundamental role in the development of the student in the school environment, given that their listening, interventions and theoretical and practical knowledge allow the student to constitute in their social relations; d) The attentive gaze of the teacher recognizes the student as being complete
O objetivo da presente pesquisa foi investigar as significações constituídas pelo professor de educação infantil acerca da dimensão afetiva no processo ensinoaprendizagem. O referencial teórico metodológico adotado foi a Psicologia Sócio- Histórica. As participantes da pesquisa foram duas professoras com vinte anos de experiência em educação infantil da escola pública e da escola privada da cidade de São Paulo. A coleta de dados ocorreu por meio da dinâmica conversacional, e esse material, base empírica do estudo, foi transcrito e submetido, para fins de análise, aos procedimentos sugeridos por Aguiar e Ozella (2006) chamados de núcleos de significação; essas análises permitiram-nos identificar as significações constituídas pelas participantes a respeito da dimensão afetiva no processo ensino-aprendizagem, apontando suas acepções: a) a dimensão afetiva e cognitiva são indissociáveis na prática pedagógica; b) o papel e a qualidade da mediação propiciam a aproximação do indivíduo com o objeto de conhecimento de forma significativa; c) o professor tem papel fundamental no desenvolvimento do aluno no ambiente escolar, tendo em vista que a sua escuta, intervenções e conhecimentos teóricos e práticos permitem que o aluno se constitua em suas relações sociais; d) o olhar atento do professor reconhece o aluno como ser completo

La problématique des ressources humaines est complexe. Elle a donc besoin de cadres conceptuels pour décoder la réalité et cerner les limites de ses actions. La présentation d'un cadre théorique qui questionne les niveaux d'adéquation entre formation et compétences attendues des professionnels de la santé (à la fois dans le champ de la santé et dans celui de l'éducation) est l’aboutissement d'une réflexion sur la formation appréhendée comme voie d’accès à l’innovation, elle-même levier de changement dans la gestion des ressources humaines en santé. La démarche systémique appliquée à cette problématique et dans plusieurs contextes permet une action cohérente aux niveaux national, régional et local, tout en respectant la complexité de l’ensemble ainsi que les contraintes relatives aux mécanismes des marchés internationaux. L'importance du processus et de l'ensemble des acteurs concernés par le changement est analysée, mettant en évidence plus particulièrement la nécessité d’une appropriation, dès le départ, d’un cadre de référence et de sa mise en œuvre par les enseignants et les équipes de directions aux différents niveaux institutionnels.

L’adéquation des programmes à leurs contextes d’application et le renforcement des compétences des professionnels sont les questions centrales posées par cette recherche à travers la mise en œuvre de l’approche par compétences et des pédagogies actives. Les finalités sont celles de la mise en évidence des mécanismes, facteurs et visions nécessaires à l'amélioration de la formation des professionnels de santé et la promotion d’un « enseignement – apprentissage » favorable à l'intégration des principes d’actions de promotion et d'éducation à la santé. Ces finalités sont au centre des résultats recherchés dans ces vastes chantiers. Elles réclament un travail de fond sur la question du sens des apprentissages, dont la mise en réseau avec des centres de formation et d'expertise, ainsi que le développement de l'autonomie d'une masse critique de professionnels de santé. Parmi ces derniers, les infirmier(ère)s de première ligne sont responsables dans de nombreux contextes de plus de 80 % de l'offre de services. L'application de cette approche sur plusieurs terrains d'actions viendra renforcer les cadres théoriques et la méthodologie proposés.

Cette thèse est articulée de manière à présenter des articles sur la formation et la gestion des ressources humaines en santé dans un ensemble cohérent. Certaines redondances dans la présentation des contextes et des méthodes sont de ce fait inévitables. Chacune des parties commence par une introduction et un cadrage qui devraient permettre de se situer quant aux objectifs et aux contenus spécifiques de la partie concernée. Un débat peut ouvrir une partie tout comme une discussion peut la clore. Dans un souci de lisibilité, un lexique propre à cette thèse est donné en annexe, plus particulièrement aux champs de la pédagogie (annexe 1) et de la santé publique (annexe 2). Les mots et concepts qui se trouvent dans ce lexique sont soulignés la première fois qu’ils sont rencontrés dans le texte (à l’exception des articles).

Cette thèse examine le processus de mobilisation pour des étudiants en formation professionnelle et ses relations avec la constitution des buts de leur activité et les caractéristiques des dispositifs et des situations de formation rencontrées. Pour cela, nous adoptons une approche par l'activité des étudiants en situation de formation afin de nous démarquer des approches de la " motivation " développées par la psychologie et des approches en termes de " rapport au savoir " développées en sociologie. Nous nous appuyons sur le cadre théorique de l'activité élaboré par Rubinstein (2007) pour développer le concept de mobilisation proposé initialement par Charlot, Bautier et Rochex (1992). Nous avons réalisé un recueil de données de type ethnographique et longitudinal auprès de trois classes d'étudiants inscrits dans une formation de Brevet de Technicien Supérieur en Agroalimentaire dans trois établissements différents. Notre analyse se déroule en trois temps : * caractérisation des environnements, dispositifs et situations de formation rencontrés par les étudiants des trois établissements ; * approche statistique de l'état de mobilisation pour les différentes situations de formation ; * monographies longitudinales concernant quatre étudiants. Nous montrons que l'état de mobilisation pour une classe de situations est préfiguré par quelques situations passées, présentes et projetées pour chaque individu. Mais cet état s'actualise en fonction des caractéristiques des situations rencontrées, dont certaines jouent un rôle important : cohérence des finalités de la situation avec la finalité professionnelle affichée par la formation ; contenus abordés en tant que savoirs outils (Douady, 1983) pour l'action en situation professionnelle ; tâches appelant à déployer des actes de création réelle (Rubinstein, 2007) ; ... Les étudiants sont mobilisés pour des situations par lesquelles leur personnalité se réalise dans et par les actions déployées : elle se constitue et se donne à voir à l'individu et aux autres. Ces situations sont au fondement de la constitution de buts stables pour leur activité et d'un itinéraire de toute une vie pour l'individu. Les étudiants n'ont pas de meilleurs résultats scolaires pour les situations de formation pour lesquelles ils sont mobilisés. Les étudiants sont démobilisés lorsque leur activité est morcelée et ne parvient plus à réguler les actions au regard de leurs buts, des caractéristiques de leur personnalité et des conditions et exigences des situations. Leurs résultats scolaires sont inférieurs à leurs résultats moyens pour les situations où ils sont démobilisés. En conclusion nous proposons des développements pour la théorie de l'activité élaborée par Rubinstein et pour le cadre théorique de la didactique professionnelle. Nos résultats permettent de développer ceux présentés par Rochex dans son ouvrage " Le sens de l'expérience scolaire " (1995). Ils nous amènent à proposer des pistes de réflexion pour penser les questions de l'alternance, de l'orientation et du décrochage scolaire en formation professionnelle.

L’ « éducation tout au long de la vie », y compris dès la petite enfance, le primaire, le secondaire, la formation professionnelle, l’éducation supérieure et des adultes est devenue une priorité pour l’ONU (ODD 2030 numéro 4) et pour l’UE (moteur de la Stratégie 2020). La Commission envisage un Espace Européen d´Éducation, auprès le succès de l´Espace Européen d´Éducation Supérieur et l´Espace Européen de la Recherche. L´UE a fait de la mobilité son objectif et le programme Erasmus +, après trente ans, a bénéficié à plus de 9 millions de personnes. Pour autant, quels sont les droits dans le domaine de l’éducation des étudiants, parents, apprentis, directeurs d’établissements éducatifs publics et privés, professeurs, et des autres parties prenantes de la société civile (associations, fondations, entreprises) ? D’un point de vue juridique, les États de l’UE doivent suivre les obligations découlant de la DUDH, des Pactes, CDE, l’UNESCO, l’OIT, OMC, UNICEF, entre autres. Les États doivent répondre à ces obligations parmi les Examens Périodiques Universels, et suivre les recommandations du rapporteur spécial sur le droit à l’éducation. « L’acquis communautaire » a modelé le droit à l’éducation. Parmi les droits analysés se trouvent : le droit à la libre circulation des personnes, le droit à la libre prestation des services et d’établissement, des travailleurs, le principe de non-discrimination en raison de la nationalité, de l’égalité des genres, entre autres. Au regard de l’analyse de l’aspect international, de l’aspect européen et de l’aspect des droits de l’homme (application de la Charte des droits de l´homme et de la CEDH et sa jurisprudence), les citoyens de l’UE ont un droit à l’éducation au sein de l’UE comme droit de l’homme « sui generis » original et spécifique de l’UE
Lifelong learning including early childhood, primary, secondary, vocational training, higher education and adult education has become a priority for the UN (ODD 2030, number 4) and for the EU (the driving force behind the 2020 Strategy). The Commission is considering a European Area of Education, with the success of the European Higher Education Area and the European Research Area. The EU has made mobility its goal and the Erasmus + program for thirty years has benefited more than 9 million people. However, what are the rights in the field of education for: students, parents, trainees, and directors of public and private educational institutions, teachers, and other stakeholders of civil society (associations, foundations, companies)? From a legal point of view, EU States must follow the obligations following from the UDHR, the Covenants, the CRC, UNESCO, ILO, WTO, UNICEF, among others. States must meet these obligations among the Universal Periodic Review, and follow the recommendations of the Special Rapporteur on the Right to Education. The « acquis communautaire » is shaping the right to education. Among the rights analyzed we find: rights of free movement of persons, services and establishment, workers, non-discrimination on grounds of nationality, and gender equality among others. After the analysis of the international aspect, the European aspect and the human rights aspect (application of the EU Charter of fundamental rights and the ECHR and its jurisprudence), EU citizens have a right to education in the EU as human right «sui generis»

Si valorizza anche il ruolo specifico dei tre poteri legislativo, esecutivo e giudiziario, con particolare riguardo all'analisi sistematica del diritto amministrativo del lavoro. L'opera intende porre in luce gli elementi logici, giuridici ed assiologici di questo ramo del diritto del lavoro, per ricondurne le fattispecie esaminate ad un sistema coerente e razionale e per suggerirne sia un metodo d'analisi de iure condito sia una prospettiva per una lettura ed una proposta de iure condendo.
This work analyses how public powers affects labour relationships both from the historical and the juridical points of view. The three main phases of labour relationships beginning, management and end are examined separately. The specific contributions by the three public powers legislative, administrative and judiciary especially by the public administration, are also dealt with. The goal is to illustrate the logical, juridical and ethical elements of this branch of the labour law, in order to build a rational system for both the analysis de iure condito and the debate de iure condendo.

For hearing impaired persons who did not develop employment skills in educational system, to improve their skills through vocational training is one of intermediary services to support them to enter labor market. However, people with hearing impairment are often excluded from general training programs. They can only participate in those special vocational training courses designed for people with disabilities, especially for people with intellectual disabilities. In other words, hearing impaired persons who have working potential might be “impaired created by the system” and been excluded from work due to the label and stigma created by “special vocational training course. This study focus on the vocational training policies and employment for people with hearing impairment by interviewing disabilities vocational training institution, hearing impaired persons, and employers who have hired hearing impaired persons. These study shows special vocational training institutions tend to offer jobs with lower skills requirements. The training they offered and job requirements are not so relevant. The inconsistency of training and labor market will make the hearing impaired persons feel lost. In addition, we should put more efforts to support persons with hearing impairment in their workplace and support employers to create enabling working environment. In sum, to further promote the employment of persons with hearing impairment, this study suggests: (1). new policy should include hearing-impaired persons to participate in regular vocational training program with appropriate support. (2) training institutions should address the differences among persons with different disabilities. (3). New policy should provide continued professional support to assist employers (a integrated service package including training services, employment awards, job accommodation, supporting employment services and job coaching), rather than individual project-based subsidies.

This research collected qualitative research, through in-depth interview, have four conclusions:First, adopt Competency-Based Program Quality Certification System can promote the training Standard Operating Procedures, and enhance the effectiveness of the courses. Second, Competency-Based Program Quality Certification System may increase the administrative work load of members. Third, the main difficulty at adopt Competency-Based Program Quality Certification System, was the industry experts couldn't achieve a common consensus. Finally, lack of the awareness, credibility and reward incentive is the main problem on implement this system. Expect this study can let Competency-Based Program Quality Certification system more perfect, and improve the quality of competency.

As new teaching and learning technologies begin to challenge the boundaries between time and place, distance and elearning are becoming mainstream approaches to increase access and improve quality in post-secondary education. Educators and educational managers are being challenged by the need to manage technology integration within institutions and within education systems. In 2007, the Government of Botswana established a new technical college with the specific mandate to expand technical and vocational education and training (TVET) provision by introducing distance and elearning programme delivery. This thesis reports on the findings of a case study undertaken during the first two years of the life of the college. The study aimed to identify the organisational structures and change processes needed for the successful implementation of distance and elearning and to discover how these structures and processes can be best managed. The field work was carried out within an interpretive paradigm in a longitudinal case study over 30 months. The approach was ethnographic and the data collection methods included documentary analysis and participant observation. Focussed interviews were carried out with a purposive sample of key respondents in order to further explore observations. Different theoretical and practical models of technology integration were investigated and the MIT 90s model was considered to be the most applicable and pragmatic. Theories of organisational change were researched to help understand the process. Lewin’s seminal work on field theory, group dynamics and the 3-step change model with the notion of driving and restraining forces on change gave a framework against which to analyse the process of change. The findings detail a change process which features a lack of preparation, perceived lack of management commitment by staff and poor timing in a top down approach to introducing distance and flexible learning. The findings show how an external group of change agents working as technical experts within clearly defined policy objectives and facilitating extensive staff development, were an insufficient driving force for change against the restraining forces of a bureaucratic organisational culture, strong mental models of traditional teaching and perceived lack of leadership.

The aim of this study was to investigate the management of the function shift of Technical and Vocational Education and Training Colleges at the Department of Higher Education and Training. When the function shift of TVET Colleges took place, it provided an opportunity to research a phenomenon and obtain data that were not previously researched, as this was the first ever function shift or migration of colleges from the Department of Basic Education to the Department of Higher Education and Training. As such, this research not only explores a new phenomenon but also contributes to the body of knowledge regarding TVET in South Africa. This research was conducted at a TVET College in Newcastle, Kwa-Zulu Natal, South Africa. A qualitative, phenomenological study was conducted. The instruments for collecting data were individual and focus group interviews. Field notes were compiled during the various interviews, as deemed necessary by the researcher. All interviews were recorded digitally. The said digital recordings were transcribed and emanating themes were identified. Managers were selected as the interviewees. As this research was based on the management of the function shift, they were the most appropriate choice. A sample of staff was also interviewed, as two separate focus groups, to balance the scope and extent of the data, thus attempting to not only view the managerial paradigm as the sole reality. Findings made from the data were that the function shift was preceded by a previous migration of staff. That migration, however, saw colleges remaining in the same educational stream or level namely that of basic education. The staff at colleges, or technical colleges as they were called at the time, were previously employed by the State. This changed when the State created governing bodies for colleges or college councils, as they are known. Technical Colleges were then renamed Further Education and Training Colleges. These colleges were reporting to the Department of Education which saw a name change to the Department of Basic Education, as explained above. Employees were given the opportunity to migrate from State employment to council employment, which most staff members did. These college councils were later found to be dysfunctional, and the State arranged for colleges to be returned to the auspices of the State, but this time round they were usurped in the newly formed Department of Higher Education and Training. From a management perspective, the function shift was successful with minor challenges. Thus the staff felt that they did not receive adequate communication, thereby adversely affecting their financial positions. The researcher recommends further research among TVET Colleges regarding the management of this function shift. It is also recommended that all current channels of communication with staff be revisited, and improvement therein pursued, where possible. A final recommendation is that managers involved in a function shift be subject to a refresher course in change management before a function shift is implemented.

A avaliação da transferência da formação para o contexto de trabalho é um processo complexo e exigente, pois requer que as empresas possuam maturidade organizacional. Os modelos organizacionais e os métodos de avaliação da formação ainda necessitam de uma maior articulação, pois só existindo uma preocupação por parte das organizações por estes mecanismos operacionais é que, na verdade, se poderá avaliar se efetivamente os formandos conseguem colocar em prática no seu desempenho profissional as aprendizagens adquiridas durante a participação em ações de formação. Todo o processo de avaliação da transferência da formação é influenciado por três dimensões, a saber: as caraterísticas dos formandos, o design da formação e o contexto organizacional. Neste contexto, o objetivo geral desta investigação é analisar as dimensões que influenciam o processo da transferência da formação para o contexto de trabalho. A metodologia usada para a concretização deste objetivo é de natureza qualitativa. Como método de recolha de dados recorreu-se ao inquérito por entrevista e à análise documental. No que respeita ao tratamento de dados foi usada a técnica de análise de conteúdo. Como resultados do presente estudo conclui-se que a dimensão caraterísticas dos formandos é a barreira no processo da transferência da formação e as dimensões design da formação e contexto organizacional são potenciadores deste processo.
Organizational models and methods for evaluating training still require greater articulation. Only if there is a concern on the part of the organizations for these operational mechanisms it will be possible to evaluate if the trainees effectively can put into practice competences acquired during the participation in training programes. The whole process of evaluating the transfer of training is influenced by three dimensions, namely the trainees' characteristics, the training design and the organizational context. In this context, the overall objective of this research is to analyze the dimensions that influence the process of transferring training to the work context. The methodology used to achieve this goal is qualitative in nature. As a method of data collection, the interview survey and the documentary analysis were used. In terms of data processing, the content analysis technique was used. As results of the present study it is concluded that the dimension characteristics of the trainees is the barrier in the process of the transfer of training and the design dimension of the training and organizational context are enablers of this process.

Ele foi realizado com 8 (oito) docentes e 169 estudantes dos anos finais do ensino fundamental, sendo aplicado os instrumentos da entrevista e do questionário para coleta de dados, assim realizamos o estudo teórico-medológico misto com a abordagem quali-quanti.Os resultados da investigação apontam vários fatores que estão diretamente relacionados com a prática pedagógica e a qualidade do ensino e aprendizagem. Diante do exposto concluí-se que mesmo estando na era digital a tecnologia não é uma ferramenta acessível a todos os estudantes e docentes aumentando a disparidade entre as pessoas incluídas digitalmente e os excluídos na era digital contribuindo para a reflexão dos desafios enfrentados pelos professores e alunos no processo de ensino e aprendizagem.
The approach of the use of technologies associated with a continuous formation of teachers for an innovative, dynamic, significant and qualitative pedagogical practice is a constantly researched and discussed factor in the educational institutional field, due to globalization and the diffusion of the knowledge from ICTs. Before this approach, it is necessary to advance on the use of ICTs in classrooms and the need for a continuing teacher training for the application of ICT in educational practice. In this sense, the present research is the final result of the dissertation presented at the Almeida Garrett Higher Education School - ESEAG - for the Master's Degree in Educational Sciences with emphasis on School Administration. The main concern of this study was to investigate the use of ICTs by teachers of elementary education II and the need of continuous training. This reveals much of their application in the pedagogical practice in the scope of teaching and learning of Portuguese Language, Mathematics and Sciences courses in a public school of the municipal network in Tacaratu town - PE. Thus, the chosen categories for this work were ICTs, teacher training, and pedagogical practice. It was applied to 8 (eight) teachers and 169 students of the final years of elementary school, and interview and questionnaire instruments were used for data collection. Thus, I performed a mixed theoretical and methodological study with both a qualitative and quantitative approach. My research results point to several factors directly related to the pedagogical practice and the quality of teaching and learning. Considering the above, I concluded that even in the digital era, technology is not a tool accessible to all students and teachers. This increases the disparity between digitally included and excluded ones, contributing to a reflection on the challenges faced by teachers and students in the teaching and learning process.

Abstract:
Background: This study derived from the concerns raised by nurse educators, clinical preceptors, and some nursing students in public nursing colleges in Gauteng following the implementation of the provincial selection criteria and processes. While these criteria could be seen as a means of standardising the admission into the Basic Nursing Diploma Programme at public nursing colleges, anecdotal reports from nurses in education institutions and clinical practices indicated a lack of professionalism, high attrition rates among these cohorts of students. The researcher believed that any meaningful selection criteria and processes should be on the views expressed by people who have been through the process as students or educators. Aim: The aim of this study was to analyse the selection criteria and processes followed by nursing colleges in the Gauteng Province to admit students into Basic Nursing Diploma Programme with the view of proposing selection criteria and processes that would secure the admission of the best candidates to this programme in public nursing colleges in Gauteng Province. Design: Quantitative descriptive survey design with self-completion questionnaire was used to generate data for this study. Out of 571 questionnaires distributed, 492 were returned and considered for analysis. Summary descriptive statistics were performed using SPSS version 21. Results: Four of the 13 items analysed were viewed by more than 70% of the respondents as less important and irrelevant to the selection of best candidates for nursing professional education. Proposal for changes supported by the rational for these changes were made by the respondents. Conclusion and Recommendation: The study proposed a framework that could guide the provincial authority in developing admission criteria that will ensure the selection of best candidates for Basic Diploma Nursing Programme in the province.
