Abstract:
This study analyzed role of technical & vocational education and training in women empowerment process specifically in local level. In fact, technical & vocational education and training programs not only provide self-employment opportunity to the women but also trigger capability to exercise control over their personal and family life, make choices to improve well beings and take active role in decision making. For justifying central argument; what are the changing role of technical & vocational education and training that has been fostering women empowerment as well as social and economic development process in this VDC (Village Development Committee), the researchers employed quantitative case study research design and applied key informant interview, observation and household survey as data collection techniques. Researchers purposively selected 63 sample populations (10 respondents who completed technical & vocational education and 53 respondents who participated in vocational skill development trainings). The study found significant role of technical & vocational education and training that have been transforming women empowerment and social and economic development process in local level. More so, for promoting social and economic development process, capable and skilled women are equally playing; decision making, leadership, educational and change agent role in the VDC. The study concluded that technical & vocational education and training program conducting in local level help to nourish knowledge, ability and develop vocational skills of women and empowering them. Similarly, empowered women are also playing transformative role in social and economic development process of the VDC. Finally the ideas in which vocational education and training found to be means and ends for women empowerment in this VDC can be replicate in other similar settings.

AIM: Selection processes for vocational training are common and are intended to predict future examination performance (predictive validity). Comparison of selection scores with measures of competence during training can provide supporting evidence that both the examination process and selection process are valid and reliable. METHOD: Selection interview scores for vocational training in general practice were compared to summative examination scores eight months into training between 2003 and 2006. RESULTS: A moderately strong correlation (Spearman’s rho = 0.5) was found between selection interview scores and summative examination scores. CONCLUSION: The ability of a selection interview process to predict future performance in vocational training is highly dependent on careful design of both the assessment of performance and the selection process. The selection interview process of the RNZCGP compares well with international data. Abstract:
The author reviews the peculiarities of digitalized learning process organisation in the hardware and software environment of learning management systems in the context of vocational education and training. The author notes the complexity of the transition to the Industry 4.0 and mentions the risks connected with the named process in the vocational education and training. In such conditions it is important to develop effective models of public and private partnership, to decentralize administration and financing and, above all, to assure the vocational education and training quality.At the same time the learning process taking place in such an environment becomes digitalized, which, on the one hand, gives it additional advantages (easy access to training data regardless of time and place, individualisation of students’ learning paths, broad multimedia resources, etc.) and, on the other hand, requires solving complex tasks in distance courses designing. The author focuses on the methodology of distance courses designing, so it is very important for vocational education and training institution to ensure the realisation of the following five main components: regulatory, financial, technical, personnel, teaching and methodological support. It is emphasised that distance course designing becomes the most important aspect of implementing the modern digitalized learning process. The structure of creative group in distance courses designing is grounded, which comprises: a specialist in the relevant vocational sphere, specialist in distance learning, technical specialist (system administrator or distance courses programmer) and digital content designer.

The process of building students' competence must meet modern requirements and include the use of innovative technologies. The development trends of modern society have led to the emergence of a competency-based approach in vocational education. In the process of building professional competence, it is necessary to use technologies that meet the requirements of the Federal state educational standards which contribute to the development of practical focus of training. Among such technologies we single out technologies for holding a round table. The technologies of the round table are not new, but due to combination with various innovative technologies, they become more relevant. The implementation of the round table in the training of vocational education teachers is a discussion process that speculates about a relevant topic requiring a comprehensive analysis. Modern conditions provide arrangements of round tables with their own specifics. The purpose of the article is to identify the effectiveness of holding round tables in students’ preparation in higher educational institutions. The article presents basic principles on which the technology of the round table is based, its ideas and essence, as well as the features of its holding. A study conducted at a pedagogical university during the training of vocational education teachers is presented. It showed the need for implementing round-table technologies in preparing students for future professional activities, as the ones allowing students to build effective discussions, negotiate based on arguments and facts. We have identified the effectiveness of the "round tables" in the training of students in higher educational institutions. The study made it possible to establish the level of students’ preparedness for conducting effective discussions for the implementation of future professional activities in secondary vocational educational institutions. The technology of the round table allows to increase the knowledge level of students. The results can be used in students’ training in various faculties.

At the present stage of development of society and technologies, information in digital format acquires the status of capital and becomes the leading factor in the development of the state economy. Digitalization of education is a response to the need of the digital economy for competitive specialists. To ensure the effectiveness of the implementation of the digitalization strategy in the field of vocational education, providing the industry with labor personnel, a necessary condition is the presence of a high level of information competence of vocational training teachers. The professional activity of these specialists is of an integrative, practice-oriented nature, since it is aimed at preparing qualified workers and middle-level specialists for professional activity in various industries that are switching to the use of digital technologies today. The analysis of educational standards for the training of teachers of vocational training allowed the author of the article to establish the fragmentary and unclear requirements for the information competence of this specialist, which prevents its effective development in the process of studying at a university. Also, the analysis of educational standards in the areas corresponding to the profiles of training teachers of vocational training revealed higher industry requirements for the information competence of a teacher of vocational training. These contradictions make it necessary to develop the information competence of future teachers of vocational training in the process of specialized training and the development of appropriate technology. The solution of this problem has been started by the author with the substantiation of the methodological basis for the development of information competence of future teachers of vocational training. The article presents the author's definition of the information competence of a teacher of vocational training and its structural components. When determining the methodological basis for the development of information competence of future teachers of vocational training, the trends, patterns, principles and methodological approaches of this process are highlighted.

One of the leading directions in the development of vocational education in the context of modern educational paradigm is humanization, focused on students’ personality, taking into account its needs and characteristics in the development of professional competence. Humanization is closely related to the implementation of a personal approach that promotes individualization of educational process, which in turn allows each student to be included in active cognitive activity. The search for means and methods of training students who meet modern requirements has led to the demand for implementation of successful learning technology in vocational education. The technology of successful learning in vocational education contributes to the creation of conditions in which the student's self-expression becomes more comfortable due to experiencing a state of joy and satisfaction from the results achieved. The purpose of the article is to review the experience of implementing technology of successful learning at a pedagogical university. The article reveals the essence of the concept of "technology of successful learning", its features and impact on the training process of students of vocational schools. The study allowed us to establish the impact of implementation of successful learning technology on student motivation. In the process of research, the level of motivation of students to study professional and pedagogical courses was established. The main motives of students are revealed. The study presented several dozen motives, among which, after conducting a statistical analysis, professional, educational, cognitive and prestige motives were highlighted. Comparison of the results at the beginning and end of the study revealed an improvement in indicators, an increase in students' motivation to study courses. The wide possibilities for the implementation of successful learning technology make it possible to form a need for a deeper study of the content, for self-organization and professional self-improvement of students.

Abstract:
The study aims to determine the philosophical and methodological aspects of advanced vocational training for students at school. The article uses philosophical methods to identify the main approaches of modern philosophy to the problem of advanced vocational training. A set of empirical methods was applied: literature study, survey (oral and written). To achieve the goal, the following tasks were solved: considering approaches to the concept of advanced vocational training of schoolchildren; highlighting the main aspects of advanced vocational training of schoolchildren; studying the current condition of the arrangement of advanced vocational training of schoolchildren. The problem of this research lies in the issue of disclosing the structure of advanced vocational training. Four units were identified, by the development of which one can judge on the degree of orientation of the educational process in a school towards the vocational training of students. The results of a survey of schoolchildren revealed that the most developed unit of advanced vocational training is the formation of meta-subject competencies, taking into account the professional orientation of the student. Similarly, with meta-subject competencies, average indicators are observed in the assimilation of labour skills.

The paper considers the role of academic and creative work on illustration as an integrative component of learning and teaching activity (vocational training) in the process of vocational training of a future teacher of art (painter-teacher). The relevance of the study is caused by insufficient information about the potential of teaching illustration as a part of the vocational training of future teachers. The author considers the integration of learning and vocational activity in several aspects, which allows defining the essence and highlighting the significant elements of this process. In each aspect of integration, the author emphasizes the functional components of the teacher’s activity aimed at the formation of general professional and vocational competencies or their parts. In this respect, the paper considers the academic and creative work on illustration as an overall process where all elements are interdependent. The characteristic of the suggested approach to teaching illustration as an integrative component of vocational training of future teachers is the systemizing and improvement in the practice of the complex of knowledge, skills, and experience of activity obtained in the process of learning disciplines of vocational and general professional training throughout the training period. The academic and creative work on illustration expands the instruments of a student necessary for a future practical experience both for the development of artistic and creative skills and aesthetic education of students. An intending teacher being keen on illustration as an academic discipline in the future can implement this field of study in independent creative activity, which can be an example of professional self-fulfillment. The author based the research on the learning of the results of academic and creative work in artistic graphics of the fourth-year students of Art and Graphics Faculty of Kuban State University and further survey organized during teaching training.

Vocational training (VET) is a very complex and understudiedsystem-object, the functioning of which is the subject to a continuous action of a large number of random (uncertain) factors. The coactions of these factors leads to significant inconsistencies in the development of the training program, reducing its effectiveness in relation to the achievement of learning objectives. The lack of commensurability of the real increase in efficiency with the target settings should be considered, first of all, as a problem of software quality. In connection with the insufficiency of the existing theoretical ideas about the internal properties of the educational process (OP), the problem of control synthesis can be solved by observing its inputs and outputs. Observation of the reaction of output quantities to changes in input influences allows us to construct a posteriori model of the process, i.e. to identify the quality problem in the early stages of its inception. The purpose of this work is to investigate the possibility of ensuring the quality of personnel software by the identification method based on the results of evaluating the input and output signals of the OP as a control object. The methodology of work is based on the concept of integrated quality management (TQM) and the process approach. The main categories of problems of the quality of education are considered and clustered to support the adoption of managerial decisions. The most important features of closed and open problems that need to be considered when making decisions are described. Recommendations were developed on the application of methods of direct and indirect approaches to the identification of quality problems. It has been shown that discussions in cross-functional groups provide, as a rule, the best results in identifying and resolving problems. The value of the study for the theory and practice of software consists in constructing an identification procedure to support the adoption of informed decisions when choosing actions to prevent the development of quality problems. The developed identification procedure can be applied in the software system, providing an acceptable level of satisfaction of the enterprise personnel with the quality of training.

Abstract:
This article reflects on the theme of Inclusive Education, an educational paradigm that refers to a restructuring of culture, practice and policies experienced in schools, so that they meet the diversity of students. It aims to contribute to the reflection on the challenges of educational inclusion of students in the IFRO – Porto Velho Calama Campus and communicate the process of development and application of the educational product: Initial Formation Course. The method used was the Educational Action Research, with the acquisition and analysis of data based on educational documents that guide the inclusion of autistic students prepared in IFRO, legislation and national guidelines concerning the subject. Among the results achieved, it is reported that IFRO has developed actions aimed at improving the conditions of access, permanence and success of students with disabilities, including students with ASD. However, there is a threat scenario to this inclusive process, caused by neoliberal pedagogies that put at risk the continuity of the offer of Integrated Secondary Education, and intend to remodel the curricula, configuring a teaching by competences, which aims to attend to productivist interests and logics with regard to professional practice. In the case of the education of the person with ASD, these pedagogies tend to disregard the characteristic variability of the disorder, demand unachievable standards and intensify exclusion.

Relevance. The paper focuses on the structural and content-related changes in the system of vocational education and training at the time of proclaiming Ukraine’s independence. It also analyzes the impact of educational concepts, laws, decrees, state programs and other regulatory documents adopted in the 1990s on this process. The paper aims to study an essential pedagogical issue, that is the process of reforming vocational education and training in the first decade of Ukraine’s independence in the context of enhancing its quality. Research methods. The following scientific methods were used to achieve the research goal: definitive and logical analysis of scientific works – to summarize conceptual views on the training of skilled workers in vocational schools in the 1990s; analysis and synthesis of the legal framework – to explain the functioning of the vocational education and training system, to identify the mechanisms of legal regulation and areas of its reform in the late 20th century; study and analysis of the innovative experience in training skilled workers – to clarify social, economic, pedagogical and other factors in the modernization of professional (vocational) education today. Results. The paper describes the organizational structure and effectiveness of vocational education and training management in the 1990s. It highlights the principles applied to shape the content of professional education in the light of technical and technological changes in the branches of the economy. Besides, it reveals the peculiarities of the educational process in vocational schools and ... Conclusions. Socio-economic and political processes taking place at the beginning of Ukraine’s independence significantly changed all spheres of public life. It also refers to the system of professional training of skilled workers for various branches of the economy and the service sector. Thus, it proves the relevance of applying such experience in the modernization of professional (vocational) education today.

Significant transformation processes in Ukraine, inspired by globalization, require a rethinking of educational goals, objectives, and educational imperatives. Within the educational process in vocational (vocational-technical) educational institutions, the training system is forced to take into account the global context of actions and consequences in the preparation of a competitive specialist. The purpose of this article is to analyze the current state of development of vocational (vocational-technical) education in Ukraine and the network of institutions of vocational (vocational-technical) education; identifying factors that affect the quality of training of a competitive specialist and controversies that need to be resolved in the training of professionals. To analyze the current state of preparation, a set of theoretical and empirical methods was used, with the help of which a number of problems that inhibit the process of ensuring the quality of training of a competitive specialist were identified. In order to study the current state of preparation, a set of questionnaires was developed and, within the framework of a pedagogical experiment, questionnaires were conducted among entrants, educators, graduates, pedagogical workers, heads of institutions of vocational (vocational-technical) education in the regions of Ukraine and employers, and the results of the questionnaire were analyzed.

Training room is an important place for higher vocational colleges to improve students' practical skills, is an important component of the whole curriculum system and is also an important part of college characteristics and teaching quality. Straipsnyje nagrinėjama darbuotojų profesinio ugdymo reikšmė ir būtinumas visuotinės rinkos ekonomikos sąlygomis, pateikiama informacijos apie darbuotojų profesinio ugdymo sąnaudų formavimo sistemą ir šios informacinės sistemos valdymo būdus. Pirmą kartą pateikiama į penkias grupes suskirstyta darbuotojų profesinio ugdymo sąnaudų klasifikacija: 1) darbuotojų priėmimo į darbą, 2) orientavimo, 3) darbo mokymo, 4) papildomo mokymo ir 5) darbuotojų išėjimo sąnaudų. In the process of analysis it is determined, that legislation of the Republic of Lithuania and different authors use dissimilar definitions. Mostly denominated training in-service or educational expenditure, besides there are represented different their composition. Actually, for more effective management of expenditure of personnel vocational training, it is a proposal to classify them into five groups: 1) acceptance of personnel, 2) orientation, 3) working teaching, 4) additional teaching, 5) discharge of personnel. The expenditure ascribed by each group is represented in the article. Standard system of management of expenditure of personnel vocational training is created. It consists of four basic elements: planning, accounting, analysis and control, forecasting. In the process of planning it is offered to take into account levels of personnel competence. For more effective accounting system of expenditure of personnel vocational training, it is offered to separate additional accounts: 60033 “For direct costs attached expense of personnel vocational training”, 60043 “For indirect costs attached expense of personnel vocational training”, 61032 “Expenditure of sale personnel vocational training”, 61142 “Expenditure of management personnel vocational training”. Analysis of expenditure of personnel vocational training it is offered to do by following phases: analysis of dynamic, analysis of structure, analysis of influence to profitability. Modern higher professional education is aimed at the formation of a highly qualified competent specialist. In the conditions of the competence approach, there is an active introduction in the educational process of multimedia technologies. This is one of the most rapidly developing areas of information technology. Therefore, the training of students should be carried out with the use of various information and communication tools, ensuring the improvement of the quality of education. The purpose of the article is to present the experience of training students of pedagogical University using multimedia technologies. The analysis of the impact of these technologies on the motivation and training of students when studying discipline "technology of training teachers of the past" (media technologies have been embedded in the discipline content). For the study, we measured the motivation of students. We compared the indicators of motivation diagnostics in 2017 (before the introduction of multimedia technologies) and 2018 (after the introduction of technologies). We compared the motives of creative realization (MTR) and professional motives (PM). According to the control event on the discipline "Technologies of teaching teachers of the past", we found that the percentage of "excellent" in 2018 has increased significantly, the percentage of unsatisfactory ratings have decreased. The obtained data allowed detecting positive changes after the introduction of multimedia technologies into the educational process. The motivation of students to study the discipline has increased, their preparedness has increased, and the quality of education has increased. The high efficiency of multimedia technologies was determined, so their implementation in the training of students of pedagogical University will continue.

The paper provides insights to the challenging issues of searching for methods to reduce unemployment by drastic increase in employment capacity in the current and newly created high-performance workplaces. It is argued that the development of innovative paradigm of professional training and retraining of unemployed, associated with reintegration of training participants into working career along with promoting the interaction between all the actors of a social discourse and monitoring of the labour market in the context of professional qualifications, should become a critical guidance to reduce social tension in society and maintain an active job seekers support. It is emphasized that vocational training of temporarily unemployed is one of effective actions to overcome the imbalance between supply and demand on the labour market. The research findings have revealed that at present Ukraine is facing a critical need for building new relationships in the labour market and the market of education services domains, the drivers of which should be customized vocational training against specific orders of employers; qualitative monitoring of workplace needs; strict requirements to professional competences of graduates; coordination and compliance of the content and area of training and retraining programmes with the predictive trends for labour market development. The paper also presents the results of the analysis on the vocational training for the unemployed and the condition of the vocational training market in Ukraine. It is proved that the current module-based technology implementation in the process of vocational training allows offering interactive solutions to respond to labour market challenges, enhance government employment policy, facilitate the development of vocational training for the unemployed, and take full advantage of using innovative technologies in the process of their retraining.

Research of well-known scientists who deal with future professionals in the field of vocational education training (masters of vocational education, teachers of technology) in higher educational institutions (HEI) is analyzed; the formation of the teacher (lecturer) in the process of training is revealed. The content and forms of educational motivation, which has specific components, are considered; the statement concerning the reasons of better results of the received knowledge when students consciously aspire to get a profession, to get competencies, to receive pleasure from the process of knowledge, to have material prosperity in the future is substantiated. Emphasis is placed on the formation of the appropriate level of professional and pedagogical competence, including the basics of pedagogical skills of future professionals in the field of vocational education. One of the main factors influencing the activities of both students and lecturers is the appropriate scientific and logistical base of higher education, which allows improving the quality of education through the use of various modern technologies, multimedia equipment, and technical means in the educational process. It is proved that professional in the field of vocational education training is currently based on the formation of the necessary set of competencies: knowledge, skills, and methods of their use, personality traits, and pedagogical values to solve professional and pedagogical issues by mastering new technologies, techniques, and types of professional activities. Higher schools are in the process of searching for elements based on a personality-focused approach and introduce the most effective technologies in this process. The purpose of the article is to discusses the implementation of technologies that provide a single differentiation in the process of preparing students. The characteristic of students' work in differentiated educational conditions is presented. Teaching and training students is arranged in groups. As a result, there is a way to prepare competent students, making them highly qualified professionals. The study shows that there are great opportunities in teaching students of a higher educational institution. The formation of competencies with the help of differentiated learning technology becomes more effective, since individual characteristics of each student are taken into account and their interest and motivation to study a particular course increases. Differentiated tasks allow you to monitor dynamics of the development of students' competence, the systematic implementation of a certain type of tasks that are suitable for certain groups of students.The article presents a study of the level of training of students of the University of the 3rd year of study. The study was conducted in 2018 throughout the school year. Our results are based on data obtained from two groups of students with the same number of subjects. The introduction of differentiated learning technology can improve the quality of training of higher education institutions students. With the help of these technologies, each student, building training in accordance with their personal characteristics and professional needs, achieves success in mastering the material, quickly forms professional competence. The results of the study focused on the quality of training showed that differentiated technologies improve students’ performance.

The authors underline the necessary to study the level of development of the independence of future teachers of vocational training. Nowadays, it is important to have a competitive professional teacher who is able to solve educational and professional tasks effectively. Three levels of formation of independence of future teachers of vocational training (low (reproductive), medium (reconstructive), high (creative, proactive) are determined in it. There is their description. There are the results of diagnostics of the level of independence formation among full-time and part-time students. The authors present a comparative analysis of the level of its formation among second-year students. The forms and methods of increasing the level of development of independence of future teachers of vocational training are offered in the article. The conclusion is made: improving the quality of organization of independent study is a promising direction of professional training of future teachers of vocational training. The correct organization of independent study provides systematic and consistent support of teachers in the process of educational activities, aimed at the development of independence, individual advancement, awareness of the prospects for personal and professional development. Therefore, the possibility of future career growth and the increase in the competitiveness of teachers in the modern professional situation is increasing. The article analyzes the European standards for the evaluating digital competence, which are an important tool for increasing the level of digital competence of specialists in the field of education. The purpose of the article is to substantiate the essence and importance of forming the digital competence of future vocational training (service sphere) teachers in the process of professional training. Methods. The authors use general scientific research methods as analysis, synthesis, generalization and systematization of scientific literature. The results. To define the concept of digital competence, the various approaches and terminology used in modern scientific and pedagogical literature have been studied. The semantic content of the concept of digital competence is a leading sign of digital literacy, and characterizes the skills of working in the information and communication environment, and its socio-cultural component (relevant values and personal experience). The effectiveness of information and communication technologies (ICT) is positively influenced by the informatization of the education system, which contributes to the formation of professional competencies of future teachers. One of the defining components of professional competence is the vocational training (service sector) teacher’s digital competence, interpreted as one of the key qualities and skills for effective, informative and systematic use of ICT in their activities, indicating the teacher’s mobility, modernity and competitiveness. Currently, there is a growing demand for education professionals with non-standard thinking and the ability to promote modern content in education. Conclusions. The main attention in the article is focused on the prospects of development of this competence in future specialists in the specialty «Vocational education (Service secrtor)». It is investigated that vocational education is the only field that specializes in the reproduction of the leading component - skilled workers for all branches of intangible and tangible production, as well as for various types of production activities of the future specialist. It is noted that the modern system of vocational education is branched with established traditions, which at the present stage is in a state of restructuring and reorientation in accordance with the requirements of society and the state, trends in such education abroad, new socio-economic conditions of the state. The article analyzes the regulatory framework for future electricians’ professional training in the repair and maintenance of electrical equipment in vocational education institutions. A typical basic structure for the training of skilled workers has been presented in the article. Subjects that are included in general professional training, professional-theoretical training, professional-practical training are indicated. It has been emphasized that the standard basic structure establishes the total amount of time and its division into sections of working curricula of vocational training in professions for which the state standards of vocational education or standard curricula are not approved. The educational institution on the basis of the Standard basic structure independently determines the forms and methods of training, the term of vocational training, the content and frequency of control overtraining. According to the author, the distribution of general and vocational subjects should be as follows: general education creates a basis for general technical, and that, in turn, for special vocational. Ways to improve the educational process in vocational education institutions have been outlined, taking into account the problem of the relationship between general education and vocational training. It is emphasized that the relationship of general and vocational education ensures the formation of professionally significant qualities of the student's personality, because it contributes to the formation of a positive attitude to work in general, to his profession, which becomes the primary source of creative personality of the future specialist. Abstract:
This article discloses individualization / communality in the studies process of designers, photographers-technologists, engineers, marketing, communications and health care specialists. The research was done in 2009–2012 years of studies in Vilnius college, Kaunas college, International school of law and business, Vilnius Gediminas technical university, Vilnius Art academy, Vilnius college of technologies and design studies programs: marketing, advertisement, marketing and management, creative industries, visual communication, general practice nursing, biomedical diagnostics, hygienic and decorative cosmetics, physical therapy, graphic design, interior design, interactive design and photography technologies, building services, construction, geodesy and cadaster, heating energetic. The aim of this article is to disclose individualization / communality in the vocational studies process of designers-photographers technologists, engineers, marketing, and communication and health care specialists. Research data showed what communality the general direction of engineers’ and health care specialist vocational is training. And the statistical data analysis revealed the following: artist and manager named individualization as a general direction of vocational training.

Vocational education and training systems in the Republic of Macedonia have been put under strong pressure for modernisation in the last decades. In addition to economic and political globalisation, technological innovations brought rapid changes in the type of jobs and the content of labour in the national economies, which lead to change of the demand for qualifications and new skills on an on-going basis; the open market and migration expanded opportunities for work within and between countries, and the complexity of the demand for new skills on the labour market have dramatically begun affecting and shaping the structure, organisation and content of vocational education and training.This report is based on the experiences from the collaborative approach applied in the development of the Strategy for Vocational Education and Training in a Lifelong Learning Context for the Republic of Macedonia, implemented through a process of consultation with a broad stakeholder basis. It addresses the participants in the process, the steps undertaken to ensure involvement of stakeholders and ultimately ownership over the process (or its components), the obstacles encountered and steps undertaken to address them, the problems, their causes and proposals for preventing and/or eliminating them, as well as the lessons learned and recommendations for further development of the social dialogue and partnership.

Abstract The article deals with the issues of modern approaches to training competitive locksmiths-electricians and the influence of effective management on the process of vocational training. The modern labour market needs concerning vocational training of highly qualified workers have been analyzed. The concept of a competitive worker has been revealed and justified. The study has shown that nowadays the problems of training a modern, competitive and highly qualified locksmiths-electricians in the European Union countries are solved at the political level. The revealed arguments regarding vocational training of workers indicate that modern economics, in fact, transforms the subjects of study into the subjects of the European market. It has been indicated that vocational education institutions have become mediators between the student and the potential employer. In this regard, various approaches to vocational training of workers, namely, locksmiths-electricians, prove the topicality of vocational training itself as this sector ensures vast development of the workforce. It has been justified that competitiveness of the worker is correspondence of the level of their vocational training to the requirements of the European labour market. Competitiveness of locksmiths-electricians in European countries is a significant factor in competitiveness of the finished product, its qualitative and cost characteristics, which satisfy the maximum requirements of the consumer. It has been concluded that the above circumstances should encourage leadership of professional lyceums to seek such an essence and structure of vocational training of highly skilled workers, namely, locksmith-electricians who ensure the opportunity to provide appropriate “commodity condition” of the customer, a graduate of a professional lyceum. It has been added that perspectives for further researches are seen in studying didactic principles of vocational training of workers, namely, locksmiths-electricians, in leading European countries.

Continuous development of education and training programmes in the European Union is a key factor in enhancing cooperation at European level. Today, economic and social changes are taking place in the world, which is why vocational training is seen as a tool to prepare people for a changing world of work, improving employability and competitiveness. Vocational education and training must adapt to changes affecting the economy, society and the labour market. Vocational education and training (VET) policy has been a national, autonomous area of the Member States for decades, but the issue of VET has increasingly been given priority in the process of European economic unification. At the Lisbon Summit, the European Council recognised the important role of education as an integral part of economic and social policies, which is an important tool for increasing the European Union’s competitiveness. European cooperation in VET has been promoted by the three common European instruments created as a result of Copenhagen process: the European Qualifications Framework (EQF), the European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET) and the European Credit System for Vocational Education and Training (ECVET), which are progressively integrated in their VET systems by the Member States. The aim of these instruments is to support recognition between European VET systems, to promote lifelong learning and mobility and to improve learning experiences. The aim of our study is to explore with a comparative study, to what extent and manner the V4 Member States (Czech Republic, Hungary, Poland, Slovakia) have integrated EQF, EQAVET and ECVET transparency instruments into their national vocational training systems and to what extent the transformations are in line with EU objectives.

Abstract:
The article presents the process of vocational education and training (VET) quality, which is an actual theme in educational policy nowadays. A total of 628 survey participants (240 teachers, 340 students and 48 school heads) participated in the research. Three vocational education and training schools from each region of Lithuania (Marijampolė and Alytus, Utena, Panevėžys, Šiauliai, Telšiai and Tauragė, Klaipėda, Kaunas, Vilnius) were selected randomly. The quantitative study revealed, that the majority (78%) of educational providers (pedagogues (n = 240), school heads (n = 48) (81% and 66% respectively) perceive quality as continuous improvement of services. In addition, 52% of teachers and school leaders (62% and 48% respectively) describe quality as being fit for purpose, that is to say, how much the vocational training institution meets its goals and realizes the functions provided in legal acts. Defining the quality concept, 49% study participants (n = 628) emphasized the satisfaction of consumers’ needs and 28% – the importance of missing errors. However, only a small percentage of educational service providers (n = 288) involved in the study, perceive the quality as excellence and service exclusivity (21% respectively), although the same varied services are missed by both: pedagogues and users of services – students.Looking at the responses of school heads (n = 48), they would look much better compared to teachers (n = 240) and students (n = 340). Teachers’ and school heads’ attitudes towards quality management principles are different. Pedagogues, who usually understand their work as performing lessons, do not think that quality management principles are important for an organization and teaching process. The customer orientation is usually understood as the clarification of the customer’s needs and expectations, as well as the quality of service provided. School heads (n = 48) have highlighted this feature as the most important since many vocational education and training institutions work in a competitive environment, consequently, each learner is important, as well as meeting their needs and expectations is a necessary part of the quality management system.

There is a need to control the quality of education and the results of professional training of graduates. The article analyzes the documents regulating the educational process of secondary vocational education on the example of the specialty 09.02.07 Information systems and programming: the decree of the government of the Russian Federation On the approval of the state educational standard of secondary vocational education, the procedure for organizing educational activities in educational programs of secondary vocational education, order of the Ministry of Labor of Russia On the approval of the list of the 50 most in demand in the labor market, new and promising professions requiring secondary vocational education, federal state educational standard for the specialty 09.02.07 Information systems and programming, the order of the Ministry of Labor of Russia On the approval of the professional standard Programmer. The conclusion is made that educational institutions have the ability to ensure the quality of vocational training if they involve employers and specialists from the industry close to the educational program in the educational process. However, educational institutions should involve external, independent experts from the industry to organize the educational process and monitor its results.

The digital transformation of education is one of the federal priorities of the Russian Federation, the implementation of which in the vocational education system is designed to provide effective training for the digital economy. The study of the digitalization process of secondary vocational education and the identification of the organizational and pedagogical conditions for its effectiveness is carried out on the basis of an interregional network of experimental sites - professional educational organizations that have been implementing online training programs for several years. Describes the problems and limitations associated with the introduction of online into the secondary vocational education system, as well as possible solutions. It is shown that distance learning technology can be used in the implementation of vocational education programs only in force majeure circumstances (forced self-isolation in the fight against a pandemic) with a significant loss in the quality of education and its practical orientation. The optimal form of introducing online courses in the educational process of secondary vocational education is the technology of blended learning, combining online work with contact forms of training. The key condition for ensuring the effectiveness of the digital transformation of the educational process is the development by teachers of a complex of general competencies, including: self-organization, remote motivation management, work with granular educational content.

The entry campaign for vocational education institutions in Ukraine traditionally starts in May-June and lasts until 1 September, but enrolment is not interrupted throughout the calendar year. During 2011-2020, there was a steady decline in the number of students and trainees admitted to vocational education institutions. The main reason for the considerable reluctance of young people and adults to acquire working professions is the false stereotype of its prestige. As a result of the admission campaign launched in 2021, for the first time in the last ten years, there has been an increase in the number of entrants to vocational education institutions. New entrants are offered integrated, consolidated professions that will help them to acquire wide-ranging qualifications and competencies. The article ranks the most popular integrated professions among this year's entrants. Factors contributing to the prestige of vocational education were identified. In particular, vocational guidance is being actively provided to young students and the number of Training аnd Practical Centres is increasing. The process of optimizing the network of vocational education institutions will also enhance the prestige and competitiveness of vocational education. The study found that Lviv, Dnipropetrovsk, Kharkiv, Donetsk, Odesa, Zaporizhzhia, Vinnytsіa, and Kyiv are the leaders in terms of the number of persons admitted to vocational institutions, the number of Training аnd Practical Centres established, the number of dual vocational training students. The main direction of further increase in the number of entrants to vocational education institutions is the adoption of the new Law of Ukraine "On Vocational Education" in the draft of which changes are proposed regarding the image of vocational education, as well as the terminology, content and mecha­nisms of functioning have been updated.

Abstract:
This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.
