Abstract. In the Volta Basin, infrastructure watershed development with respect to the impact of climate conditions is hotly debated due to the lack of adequate tools to model the consequences of such development. There is an ongoing debate on the impact of further development of small and medium scale reservoirs on the water level of Lake Volta, which is essential for hydropower generation at the Akosombo power plant. The GLOWA Volta Project (GVP) has developed a Volta Basin Water Allocation System (VB-WAS), a decision support tool that allows assessing the impact of infrastructure development in the basin on the availability of current and future water resources, given the current or future climate conditions. The simulated historic and future discharge time series of the joint climate-hydrological modeling approach (MM5/WaSiM-ETH) serve as input data for a river basin management model (MIKE BASIN). MIKE BASIN uses a network approach, and allows fast simulations of water allocation and of the consequences of different development scenarios on the available water resources. The impact of the expansion of small and medium scale reservoirs on the stored volume of Lake Volta has been quantified and assessed in comparison with the impact of climate variability on the water resources of the basin.

Abstract:
This paper examines water management policies and institutions in the Ghanaian and Burkinabe portions of the Volta basin of West Africa. The paper begins with a brief historical overview of political, cultural and environmental developments in the basin since the late 19th century. Customary approaches to water management in the Volta are described next, followed by colonial and post-colonial water management developments in Ghana and Burkina Faso. The interplay between customary and national water management institutions in the watershed is then analysed so as to understand how conditions changed as a result of national-level developments. The paper also examines transboundary developments in the Volta basin, and concludes with a discussion of some of the strengths and weaknesses of the different management approaches.

Abstract:
GRACE satellite gravity data was used to estimate mass changes within the Volta River basin in West African for the period of January, 2005 to December, 2010. We also used the precipitation data from the Tropical Rainfall Measurement Mission (TRMM) to determine relative contributions source to the seasonal hydrological balance within the Volta River basin. We found out that the seasonal mass change tends to be detected by GRACE for periods from 1 month in the south to 4 months in the north of the basin after the rainfall events. The results suggested a significant gain in water storage in the basin at reference epoch 2007.5 and a dominant annual cycle for the period under consideration for both in the mass changes and rainfall time series. However, there was a low correlation between mass changes and rainfall implying that there must be other processes which cause mass changes without rainfall in the upstream of the Volta River basin.

Abstract:
The Falkenmark indicator was used to assess vulnerability of the White Volta (106,000 km2) and Pra (20,023 km2) river basins in Ghana to water stress under climate change for the periods 2006–2035 (representing the 2020s) and 2036–2065 (2050s). The indicator is a commonly used measure of water stress and defines thresholds of 1,700, 1,000 and 500 m3/capita/annum as water stress, water scarcity and absolute scarcity, respectively. Downscaled data from ensemble averages of two global climate models, ECHAM4 and CSIRO, were used to drive the Soil and Water Assessment Tool for estimation of basin surface water resources under climate change. The simulated water resources in the two basins showed significant reduction of 22% for 2020. Further reductions were estimated for 2050 (50% and 46% for the White Volta and Pra, respectively). Without climate change, the White Volta basin will attain water stress and water scarcity by 2020 and 2050, respectively; the Pra is already water stressed and expected to worsen to water scarcity by 2020 and absolute scarcity by 2050. Climate change will aggravate the conditions in both basins. Implementation of integrated water resources management and population control measures are recommended for sustainable use and management of water resources in both basins.

Abstract:
Within the framework of this research, the complex geological history of the Pan African-Volta basin has been systematically reconstructed. Based on a broad review of literature and new data, 5 stages of geological-tectonic development have been identified. For the first time a systematic review of the mineral potential of the Pan-African Volta Basin was executed. Known and potentially existing mineralization have been related to the geotectonic history and metallogenetic conclusions have been drawn. Based on the findings of this research, the folded thrust belt located at the eastern rim of the Volta basin has been identified as the most prospective area for the ultramafic rocks with chromite, nickel mineralization and PGEs, hydrothermal gold and banded iron formation (BIF) but this will require further work.

Abstract:
The thesis was conducted in five communal wetlands in the Volta Basin. The objectives were to develop an integrated social-ecological conceptual and analytical framework to evaluate the benefits of wetlands; and to explore and discuss how wetlands may become degraded. Based on these objectives, the GLECT was designed as a conceptual and analytical framework, and used to obtain the results. The results showed that rural communities benefited from three types of wetlands ecosystem services. The provisioning services were associated with wetland conversion, and provided subsistence crops for rural livelihoods. Commercial crops were also produced m the wetlands and contributed to poverty alleviation. Regulating/supporting services had the highest potential to contribute to poverty alleviation, but farmers needed scientific, technical and financial support to develop the livestock and natural products sectors into sustainable rural enterprises for poverty alleviation and food security. The cultural services were partially evaluated but had great potential for development into rural, social, tourism-based enterprises to improve the wellbeing of local people. Four drivers of degradation influenced wetland ecosystems differently. Weakened traditional governance systems including national governments' policy failures, livelihood pressure, climatic variability and inappropriate technologies, all combined to drive large-scale land cover changes in the White Volta Basin. Belayela, a community in the same White Volta Basin, applied the wise use concept and benefited a lot from their wetlands. Wetlands in the fifth community, N angodi, were protected areas, so remained in their near-pristine state. Here, wetlands provided abundant roofing grasses and poles, but fewer food-crops to the people. This thesis recommends the formulation of integrated regional economic development and poverty alleviation policies to increase agricultural production, trade and investments in the Volta Basin, which stretches across six countries. It also proposes that the six basin countries should consider initiating and implementing an integrated basin-wide wetland policy to promote wetland sustainability.

The Volta Basin covers most of the major food producingdistricts of Ghana. Thus said, it is considered as the foodbasket of Ghana. This perception underscores the need toprotect the basins bio-physical environment and resource base.This concern has been mirrored by several initiatives both interms of policy and planning that aim at improving themanagement of the basin’s resource base to enable itspeople depend on it in meeting their livelihoods. Like mostcommunities that lie in the lower reaches of the Volta, thepeople of the South Tongu District have been brought under theimpact of the dam. Even though no extensive study has yet beenconducted to establish the extent of the dam’s impact inthe district, it is widely believed by the locals thatlivelihoods have been impacted by environmental changes. Keycomplaints include, amongst others, tree cover depletion,decline in soil fertility, poor agricultural productivity, lowrainfall and bush fires. At the district level some steps havebeen taken in the form of projects and programmes to addresspoverty and resource management issues, while others areunderway. This study seeks to contribute to the on-goinggeneral discussion concerning poverty and environmentalmanagement in the basin by presenting some perspectives fromfour villages, namely, Torsukpo, Agbogbla, Akato and Alesikpein the South Tongu District. From two perspectives, thesecommunities are considered as homogenous: (i) they are allpredominantlyeweswith respect to ethnic composition, and (ii)subsistence farming features as a key occupation in all thecommunities. Among the range of issues identified in thedistrict, the study discusses mainly conservation (with respectto tree planting), bush fires and co-operative management. Ittreats these issues with focuses on key socio-cultural factors.In the examination of these issues institutional matters suchas tenure are seen as central players in resource managementand are thus given attention. While information gathered hereincontributes generally to deepening knowledge on the prevailingproblems, some recommendations are also offered as possiblesteps to improving resource management and livelihoods in theDistrict.
