La voluntad y el intelecto, dos potencias fundamentales que obran en el espíritu de los hombres determinando de una manera u otra sus elecciones, han sido desarrolladas y comprendidas de formas distintas por diferentes filósofos a la lo largo de la historia, entre ellos, los filósofos medievales Santo Tomás de Aquino y Juan Duns Escoto, cuyo pensamiento sobre estos asuntos se analiza en el presente artículo a partir de referencias como la Suma Teológica de Aquino, Giovanni Duns Scoto: una introduzione bibliografica de Todescan y La vida del espíritu de Hannah Arendt, entre otras. Objetivo. el objetivo del presente artículo es analizar los conceptos de voluntad e intelecto al interior del pensamiento de Tomás de Aquino y Duns Escoto, con el fin de identificar los puntos de encuentro y desencuentro entre ambos autores. Materiales y métodos. este análisis hace parte de una investigación cualitativa con enfoque hermenéutico, que empleó como instrumento de interpretación la revisión documental. Resultados. se logró establecer que la diferencia principal entre el pensamiento de ambos autores se refiere a la primacía que una potencia tiene sobre la otra: en Tomás de Aquino prima el intelecto sobre el deseo, mientras que en Duns Escoto prima la voluntad sobre el intelecto. Conclusión. para efectos de la prevalencia de una potencia sobre la otra, juegan un papel fundamental asuntos como el libre albedrío y, sobre todo, la forma en que ambas potencias actúan en la psique del hombre al momento de la toma de decisiones.

A mediados de los años sesenta del siglo pasado surge con fuerza y apoyado por el propio régimen franquista la caracterización de que el sistema político instaurado por el general Franco había sido solamente autoritario y no totalitario. Pese a los intentos de la doctrina política alineada con su defensa de eximirlo de toda veleidad totalitaria, las circunstancias políticas en las que se inscribe a finales de los años treinta y comienzos de los cuarenta son de una clara e inequívoca voluntad totalitaria. La pretensión de constituir un Estado que se debía totalizar al servicio del catolicismo era defendida por el propio general Franco y la práctica totalidad de la doctrina política que lo apoyaba. Para inscribir el Estado español de aquella época entre las realidades estatales totalitarias se desarrollaron varías teorías como: el Totalitarismo Humanista, el Totalitarismo Subjetivo, el Totalitarismo Solidarista o la de España como una Gran Potencia Espiritual Totalitaria.

La libertad que Aristóteles plantea en su concepción teleológica tenía una connotación política (participación pública), un sentido negativo (ausencia de coerción), era excluyente (no incluía a esclavos, mujeres y bárbaros) y no tenía un sentido propiamente ético. En una cosmovisión todos los seres nacen con elementos en potencia para actualizar el fin que deben cumplir en sintonía con la armonía del cosmos. El ser humano como parte de esta racionalidad nace con ciertas predisposiciones que se actualizarán en función del condicionamiento contextual, de manera que cada voluntad humana está determinada por el entramado de causas y fines intrínsecos y extrínsecos al sujeto ético; de lo que se deduce que no hay margen para la autodeterminación de la voluntad, esto es, para la libertad ética.

Comprender el concepto comunidad en la complejidad de las realidades globales implica abrirse a horizontes en los cuales la vida, y específicamente las formas de vivir, están en entredicho por discursos epistemológicos que no han sabido recobrar la fuerza inmanente de la voluntad de vivir en los escenarios vitales, como la comunidad. Es así como la comunidad es repensada en los ámbitos de la vida por el encuentro de subjetividades no propietarias noviolentas2 de la existencia, que al exponerse a un afuera saben proteger la potencia de existir. Es en este contexto que la pedagogía crítica, trasladada a lo experiencial, dispone su lugar en el pensamiento vivo, comprometido con saberes que, como tékhne, construyen lo posible desde las acciones coherentes de una palabra no explicadora.

Dándonos como premisa hermenéutica la noción de imaginación en la formulación que de ella ofrece Baudelaire, y evitando tanto la tentación patologizante como la que se limita a la consideración formalista de la obra de arte, el acercamiento a la obra de Hans Bellmer que aquí se propone indaga en la potencia de extrañamiento que las muñecas por él construidas y fotografiadas provocan en el espectador. Junto a ella, la voluntad por parte de Bellmer de vencer toda resistencia del cuerpo en beneficio de la mayor versatilidad, la prestancia que tiene en este corpus la fotogenia de estas muñecas o su propia definición como imagen-fantasma, en el sentido recuperado por Deleuze en su lectura del Sofista, son los campos de problematización con los que se aborda en estas páginas la complejidad del imaginario bellmeriano.

El liderazgo político engarzado en las virtudes cardinales (prudencia, justicia, fortaleza, templanza) es importante y de gran trascendencia, pues mediante su vivencia se fortalece el buen obrar del hombre y se potencia la voluntad, el entendimiento y la praxis antropo-axiológica a favor del desarrollo y bienestar social. Actualmente se ve corrupción política por doquier además de carencias en los planes de desarrollo social; aspectos que limitan el desarrollo de los pueblos. Esto, también se refleja en el contexto social de Chota. Por ello se diseña un perfil del líder político, determinando la caracterización de las áreas estructurales o constitutivas, precisando las virtudes cardinales y proponiendo un listado de obras incidentales. La unidad de análisis de esta investigación está constituido por 24 integrantes de las municipalidades del distrito de Chota, Chalamarca y Chimbán durante el 2014.

Este trabalho analisa a produção de Álvaro de Campos – heterônimo de Fernando Pessoa – em relação a duas linhas de força: a poesia de Walt Whitman e a filosofia de Friedrich Nietzsche. Busca comprovar que os poemas da segunda fase, a eufórica, em virtude do prolífico diálogo com o bardo norte-americano e o filósofo, estão investidos de uma vontade de potência, a qual se manifesta, especialmente, no ímpeto sensacionista de experimentar tudo e na analogia entre o poeta e Deus. Herdeiro do Decadentismo, Campos não consegue manter o discurso vitalista e dinamista e, frequentemente, um tom depressivo invade os textos. Nessas ocasiões, o eu lírico, em vez de estar marcado pela vontade de potência, assume uma feição decadente, que predominará na fase posterior. Pretendemos demonstrar que, apesar do cansaço, do tédio, da letargia e da lucidez, há, no Campos disfórico, uma vontade de potência. A fim de examinarmos os poemas do poeta eufórico, nos apoiaremos no conceito de intertextualidade, recorrendo aos estudos de Kristeva, Bakhtin, Laurent Jenny, Gerárd Genette, Leyla Perrone-Moisés e Tiphaine Samoyault. Com vistas à percepção do modo como o heterônimo ressignifica o legado de Whitman e Nietzsche, seguiremos, na análise, a metodologia comparatista de busca das analogias e das diferenças. Serão de grande valia as formulações de George Steiner, Eduardo Lourenço e Octavio Paz, entre outros. Na mesma proporção, serão importantes, para a compreensão do Campos disfórico, as colocações de Nietzsche acerca do niilismo e os argumentos de Steiner a respeito da tristeza inerente ao pensamento. Urdida com os influxos de Nietzsche e Whitman, a vontade de potência leva Campos, tal como os antecessores, a considerar-se divino. Entretanto, por ser demasiado consciente, Campos não pode persistir na embriaguez do Sensacionismo. Resta-lhe, então, manifestar a vontade de potência através da ideia de permanência da obra.
This paper analyzes the production of Álvaro de Campos - heteronym of Fernando Pessoa - in relation to two strong lines: the poetry of Walt Whitman and the philosophy of Friedrich Nietzsche. It seeks to prove that the poems of the second phase, the euphoric, are invested with a power to will which is manifested especially in the sensationist impetus to try everything and in the analogy between the American bard and the philosopher. Heir to the Decadentism, Campos cannot keep the vitalist and dynamistic discourse and often a depressing tone pervades his texts. On these occasions, the lyrical, rather than being marked by the will to power, assumes a decadent feature, which will predominate in the later stage. We intend to show that, despite the fatigue, boredom, lethargy and lucidity, there is in the dysphoric Campos a power to will. In order to examine the poems of the euphoric poet we will seek support in the concept of intertextuality, using the studies of Kristeva, Bakhtin, Laurent Jenny, Gérard Genette, Leyla Perrone-Moisés and Tiphaine Samoyault. With the objective of perceiving how the heteronym gives new meaning to legacy of Whitman and Nietzsche, we will follow in the analysis, the comparative methodology of search of analogies and differences. Of great value will be the approaches of George Steiner, Eduardo Lourenço and Octavio Paz, among others. In the same proportion, will be important for the understanding of the dysphoric Campos, the collocations of Nietzsche on nihilism and Steiner's arguments about the inherent sadness in thought. Warped with inflows of Nietzsche and Whitman, the will to power leads Campos, like his predecessors, to consider himself divine. However, because he is too conscious Campos cannot persist in the intoxication of Sensationism. Then, he left with expressing the will to power through the idea of the permanence of the work.

Busca comprobar que los poemas de la segunda fase, la eufórica, a causa del prolífico diálogo con el bardo norte-americano y el filósofo, están investidos de una voluntad de potencia, la cual se manifiesta, especialmente, en el ímpetu sensacionista de probarlo todo y en la analogía entre el poeta y Dios. Heredero del Decadentismo, Campos no consigue mantener el discurso vitalista y dinamista y, frecuentemente, un tono depresivo invade los textos. En esas ocasiones, el yo lírico, en lugar de presentar voluntad de potencia, manifiesta rasgos decadentes, que dominarán en la fase siguiente. Pretendemos mostrar que, no obstante el cansancio, el hastío, el abatimiento y la lucidez, hay, en el Campos depresivo, una voluntad de potencia. A fin de examinar los poemas del poeta eufórico, nos basaremos en el concepto de intertextualidad, recurriendo a los estudios de Kristeva, Bakhtin, Laurent Jenny, Gerárd Genette, Leyla Perrone-Moisés y Tiphaine Samoyault. Con el objetivo de percibir el modo como el poeta resignifica la herencia de Whitman y Nietzsche, adoptaremos, en el análisis, la metodología comparatista de la búsqueda de las analogías y de las diferencias. Serán muy valiosos los aportes de George Steiner, Eduardo Lourenço y Octavio Paz, entre otros. Del mismo modo, serán importantes, en el abordaje del Campos depresivo, las aserciones de Nietzsche con respecto al nihilismo y los argumentos de Steiner en relación a la tristeza inherente al pensamiento. Entretejida con los influjos de Whitman y Nietzsche, la voluntad de potencia conduce Campos, a ejemplo de los antecesores, a considerarse divino. Sin embargo, demasiado consciente, Campos no puede seguir en la ebriedad del Sensacionismo. Quédale, pues, manifestar la voluntad de potencia a través de la idea de permanencia de la obra.

«Allanar la voluntad. Delimitación de la intimidación como medio coactivo en los delitos sexuales» es una investigación tendiente a precisar un concepto al que frecuentemente recurren los legisladores penales para describir conductas coactivas. Si bien la investigación se desarrolla en torno al concepto de intimidación en los delitos sexuales una de las conclusiones del trabajo es que las propuestas que en él se formulan permiten una interpretación transversal a todos los tipos donde se recurre a dicho medio coactivo. La propuesta desarrollada en este trabajo consiste en recurrir a institutos de la parte general y más precisamente de la teoría de la imputación jurídico penal como herramientas de interpretación de la intimidación en la parte especial. En definitiva, se propone usufructuar el profundo desarrollo dogmático de la teoría del delito -autoría mediata, imputación objetiva y situaciones de necesidad- para determinar un elemento del tipo objetivo de varios delitos de la parte especial.
«To overcome will. Definition of intimidation as a means of coercion on sexual offenses» is the result of a research aimed to specify the concept of intimidation, which is frequently used by legislators on criminal law to describe coercive conducts. Although the research is developed in relation to the concept of intimidation on sexual offenses, one of the reached conclusions is that the drawn proposals regarding those offenses are, at the same time, applicable to all criminal offenses that resort to that element as a means of coercion. The developed proposal consists of resorting to the general principles of criminal law doctrine, more precisely to the theory of criminal imputation, as resources for the interpretation of intimidation as a common element of the different criminal offenses that include such means of causation. In one word, the main proposal of this research is to use the profound dogmatic development of the theory of crime -the indirect or mediate perpetrator doctrine, the objective imputation or causation doctrine and the doctrines of necessity- to specify the concept of intimidation as a means of causation included in the statutory text of different criminal offenses.

Le présent travail de thèse se place à l’intérieur du débat historiographique concernant le manuscrit VII C 52 de la Bibliothèque Nationale de Naples: il s’agit d’un codex unique et autographe, du maître Augustin Jacques de Viterbe, qui garde une oeuvre connue sous le titre de Abbreviatio in I Sententiarum Aegidii Romani. La recherche, qui a été conduite directement sur le manuscrit, a permis d’identifier l’oeuvre du manuscrit napolitain avec les brouillons dont Jacques s’est servi pour tenir son cours de Lectura super primum Sententiarum, à Paris (1287-1288). Un tel résultat (chapitre 1), conjontement avec la transcription (appendix) et l’analyse doctrinale des distinctions 35-48 sur les attributs divins de science, puissance et volonté divines (chapitres 2-4), éclaire aussi la formation et la première activité didactique de Jacques, que la première phase d’organisation du studium des Augustins à Paris, avant qu’ils eussent un studium generale autonome dans la ville. Les nombreuses citations de textes de Thomas d’Aquin et l’évidente préference pour ses doctrines confirment la valeur accordée par la ‘jeune’ schola eremitana à l’autorité de Thomas, surtout grâce à la mediation de Gilles, premier maître et docteur officiel de l’Ordre; au même temps, cela oriente à placer la formation du Viterbien à l’intérieur du studium dominicain ou, au moins, d’un milieu proche de celui-là, plutôt que chez Henri de Gand. Enfin, la manière dont les materiaux thomasiens sont ultilisés dans la Lectura révèle une attention toute particulière à l’arrière-plan néoplatonisant et dionysien de la pensée de Thomas: c’est pour ça que le successif retournement doctrinal de Jacques vers des positions plus strictement ‘augustiniennes’ ne se présente pas comme une rupture avec les positions de la jeunesse, desquelles au contraire il représente le développement naturel
The present dissertation is placed within the historical debate on the manuscript VII C 52 of the National Library of Naples: it is an autograph and only extant codex of the Augustinian master James of Viterbo and it preserves a work known as Abbreviatio in I Sententiarum Aegidii Romani. The research, carried out directly on the manuscript, has allowed to identify the work contained in the Neapolitan manuscript with the notes of which James availed himself to ‘read’ the Sentences in Paris, during the academic year 1287-1288. Such a result (chapter 1), together with the transcription (appendix) and the doctrinal examination of the distinctions 35-48 on the divine attributes of science, power and will (chapters 2-4), sheds light both on the formation and the first teaching of James and on the first organizing stage of the studium of the Augustinians in Paris, at a time when the Order did not have an independent studium generale in the city. The quotations from Thomas Aquinas (the main source of the Lecture) and the clear preference for his doctrines confirm the value granted by the ‘young’ Hermits school the authority of Aquinas, thanks to the mediation of Giles of Rome, the Augustinians’ first regent master in theology in Paris and the official doctor of the Augustinian order; at the same time, it suggests that James has studied at the Dominican studium or at least at a studium very close to the Dominican milieu, rather than under Henry of Ghent. Finally, the way James uses Thomas’ texts within the Lectura reveals a particular attention to the neoplatonic and dionysian background of Aquinas’ reflection: consequently, later doctrinal slippage of James to more properly ‘augustinian’ positions cannot be interpreted in term of rupture with early positions: rather, it represents their natural development

Die vorliegende Arbeit beruht auf der Beobachtung, dass in der Geflüchtetenarbeit (GA) vor allem Frauen aktiv sind und stellt die Frage, welche Rolle Geschlecht in der GA spielt und wie die weiblichen Ehrenamtlichen ihre Arbeit mit den Geflüchteten erfahren. Besonderes Augenmerk liegt auf der Wahrnehmung von Unterschiedlichkeit und Gemeinsamkeit. Ein dritter Schwerpunkt liegt auf den Strategien, die weibliche Ehrenamtliche einsetzen, um Differenz in der Arbeit mit Geflüchteten zu überwinden. Das erste Paper analysiert zwei quantitative Studien mit deutschen Ehrenamtlichen in der Geflüchtetenhilfe. Es zeigt, dass GA als eine Form von „Care Work“ verstanden werden kann, die von Care-Ethik beeinflusst ist. An zweiter Stelle ergab die Analyse, dass vor allem weibliche Freiwillige ihr Engagement auch als gesellschaftspolitischen Einsatz gegen Fremdenfeindlichkeit und Rassismus sahen. In German refugee support work (RSW), women comprise the majority of the volunteers. Therefore, this PhD project focuses on the experiences, motivations and attitudes of female volunteers in RSW from three angles. Apart from investigating the role of gender in RSW, it studies constructions of sameness and difference and how the female volunteers resolve the latter in their daily work. The first paper analyses two quantitative studies on German volunteers in RSW. It first establishes that RSW can be conceptualised as a form of care work influenced by care ethics, which potentially forms one motive for women to be drawn to volunteering. Secondly, female volunteers also interpret their voluntary care work politically and employ it as a tool to speak out against racism and right-wing mobilisation. The paper thus demonstrates that contrary to traditional assumptions in the literature, RSW constitutes a form of political participation for women and argues that care and politics are not mutually exclusive. The second paper takes a closer look at the actual experience of female volunteers in RSW based on 22 qualitative interviews. Following social-psychological ideas of a common identity facilitating prejudice reduction, the paper first illustrates how the volunteers form bonds with refugees. However, in a second step it employs poststructural, feminist and postcolonial theory to demonstrate how difference continually intersects and disrupts these constructions of sameness. Finally, the third paper argues that female volunteers in RSW negotiate difference by following a care-ethical approach to integration. Based on the feminist ethics of care which centres on relationships and responsibility, the paper develops the theme of a ‘caring integration’. In addition, it investigates to what extent this notion can be found in the actual practice of female volunteers in refugee support work relying both on the quantitative and qualitative data.

Vestibular-evoked myogenic potentials (VEMPs) are proposed as a reliable test to supplement the current vestibular test battery by providing diagnostic information about saccular and/or inferior vestibular nerve function. VEMPs are short-latency electromyograms (EMGs) evoked by high-level acoustic stimuli and recorded from surface electrodes over the tonically contracted sternocleidomastoid muscle. VEMP amplitude is influenced by the EMG level, which must be controlled. This study examined the ability of subjects to achieve the EMG target levels over a range of target levels typically used during VEMP recordings. In addition, the influence of target EMG level on the latency and amplitude of the click- and tone-evoked VEMP was examined. The VEMP amplitude increased as a function of EMG target level, and the latency remained constant. EMG target levels ranging from 30 microV to 50 microV are suggested for clinical application of the VEMP.

As investigações sobre o significado fisiológico desses potenciais mostram-se muitas vezes inconclusivas devido à dificuldade de isolamento dos fatores ambientais e endógenos que os influenciam. Dentre essas variáveis, a expressão consciente do ato motor tem sido negligenciada por grande parte dos pesquisadores. O presente trabalho consiste em uma série de estudos eletrofisiológicos que visam demonstrar a influência do controle consciente sobre os processos preparatórios motores. Parte-se do desenvolvimento de protocolos comportamentais que modulam o envolvimento consciente sobre processos motores. Desse modo, verificamos que grande parte do Bereitschaftspotential comumente observado durante a geração de movimentos espontâneos estão associados com a escolha deliberada de agir. Em seguida, são investigadas como a variável em questão pode afetar os processos relacionados com a livre escolha de movimentos. Nossos resultados indicam que processos relacionados ao controle consciente afetam nitidamente a expressão de livre escolha sobre os potenciais preparatórios motores. Por fim, nós demonstramos como a influência do controle consciente nos processos motores pode estar afetada em pacientes com transtorno obsessivo-compulsivo
The execution of voluntary movements is preceded by preparatory processes that electrophysiologically are manifested as a slow electric potential called Bereitschaftspotential. Investigations on the physiological significance of these potentials are often inconclusive due to the difficulty of isolating the environmental or endogenous factors that influence them. Among these factors, the conscious expression of the motor act has been neglected by most researchers. The present work consists of a series of electrophysiological studies aimed at demonstrating the influence of conscious control on preparatory motor processes. Firstly, behavioral protocols that modulate the conscious involvement in motor control are proposed. Using these methods, we found that great part of the Bereitschaftspotential commonly observed during the generation of spontaneous movements is associated with the deliberate choice to act. Next, we investigated how this factor variable affects the processes related to the free mode of movement selection. Our results indicate that processes related to conscious control clearly affect the manifestations of free choice in preparatory motor potentials. Finally, we here demonstrated how the influence of conscious control on the motor processes can be affected in the obsessive-compulsive disorder

Abstract:
Duchenne muscular dystrophy (DMD) is a progressive muscle wasting disease affecting 1 in every 3500 boys. The disease is characterized by the absence of the dystrophin protein from the sarcolemma of muscle cells. Muscle cells lacking dystrophin go through cycles of degeneration and regeneration and are considered susceptible to contraction-induced injury 144. Eventually, the satellite cell proliferative capacity is exhausted and the muscle fibers are replaced by connective and adipose tissue that yields a progressive loss of force generating capability. DMD patients typically die by their early 20's, primarily due to respiratory or cardiac failure. The precise role of dystrophin is not presently known. However, its absence suggests that it may play a role in both cellular calcium regulation and oxidative stress 152. Recent studies suggest increased reactive oxygen species (ROS) may precede the initial wave of wasting that marks disease onset 49. Therefore, it is possible oxidative stress may contribute as a pathogenic mechanism of DMD. Strategies to reduce the deleterious effects of oxidative stress could be an effective therapeutic approach. Regular exercise is known to increase antioxidant capacity in humans and mice 146. Green tea extract (GTE) is a powerful antioxidant that is easily supplemented in the diet 83.

The purpose of this study was to test the hypotheses that (1) voluntary endurance exercise alone, (2) a diet supplemented with 0.05% (wt/wt) GTE alone, or exercise and GTE combined will blunt the effects of ROS and improve muscle strength and endurance in young mdx mice. Male mdx mice at age 21-days were randomly divided into one of 4 treatment groups: Run Normal diet (RunNorm; n=8), Sedentary Normal diet (SedNorm; n=8), Run GTE diet (RunGTE; n=10), and Sedentary GTE diet (SedGTE; n=8). RunNorm and RunGTE mice were given free access to a running wheel for 3 weeks while SedNorm and SedGTE mice were restricted to normal cage movement. At the end of 3 weeks, mice in each treatment group were sacrificed and assessed for daily and weekly running distances, content of actin and myosin proteins and fiber type distribution (tibialis anterior), contractile/mechanical and fatigue properties (extensor digitorum longus), creatine kinase levels and antioxidant capacity (serum), lipid peroxidation (gastrocnemius), and citrate synthase and beta-hydroxyacyl-CoA dehydrogenase activities (quadriceps and soleus).

The key findings of this study were: In normal diet running mice (RunNorm), average daily distance run was increased 300% (from 0.5 to 2.1 km/d, P<0.05) from week 1 to week 3. In GTE diet (RunGTE) compared to RunNorm mice, total distance over the 3 weeks was markedly improved 128% (61.2 vs. 26.8 km, P<0.0001). Running, independent of diet increased EDL muscle tetanic stress (18%), serum antioxidant capacity (22%), citrate synthase activity (35%), and beta-oxidation (37%; all P<0.05). GTE, independent of running decreased lipid peroxidation (gastrocnemius:-64%; heart: -29%) and serum creatine kinase (-36%), and increased citrate synthase activity (59%; all P<0.05).

These findings in dystrophic mice suggest that voluntary endurance exercise with or without GTE supplementation blunted the deleterious effects of ROS. If similar positive effects are evident in human DMD patients, then these approaches may be beneficial therapies either alone or in combination.

Far from the staid world of treaties and state-to-state diplomacy, governance increasingly relies on a different class of international market regulation—soft law—composed of voluntary standards, best practices, and recommended guidance created by a motley assortment of organizations. Voluntary Disruptions argues that international soft law is deeply political, shaping the winners and losers of globalization. Some observers focus on soft law’s potential to solve problems and coordinate market participants. Voluntary Disruptions widens the discussion, shifting attention to the ways soft law provides new political resources to some groups while not to others and alters the sites of contestation and the actors who participate in them. Building on the idea of latent political potential, this book offers an alternative interpretation of the contemporary far right. Its main thesis is that relations between colonizers and colonized implanted a legacy that, under certain conditions, translated into support for the far right in France. To make this argument, the book offers a model for the study of political potentials that combines a situational approach to identity relations, a networks approach to subcultural practice, and a historical approach to political opportunity. The early part of this book traces the origins and development of this potential among the European settlers of French Algeria. The middle part examines its transmission via voluntary associations and its channeling into mainstream parties. The latter part examines the conditions under which this potential redirected into the far right. Starting with colonial Algeria, after independence in 1962 the book moves between politics at three levels: France, the southeast region, and Toulon (which in 1995 became the largest city in postwar Europe to elect a far-right administration). Complementing economic explanations for nativism, this book argues that our understanding of modernity errs when it disregards the potency of anachronistic remnants.

AbstractThe evident failure of voluntary corporate codes of conduct and their monitoring has further intensified debates over the purchasing practices and legal accountability of transnational corporations. This article analyses the development of International Framework Agreements as an alternative approach advanced by trade unions and describes the characteristics of these instruments, pointing out their strengths and weaknesses concerning implementation and monitoring. It specifically focuses on the Indonesian Protocol on Freedom of Association, a special framework agreement concluded between Indonesian trade unions and international sportswear firms to protect freedom of association and trade union rights in the Indonesian textile, garment and footwear industries. After presenting the protocol’s content, the article discusses findings concerning the implementation and monitoring of the agreement, based on interviews conducted by the author in Indonesia between November 2018 and January 2019. It identifies several key factors that led to the successful promotion of strong trade union rights in the formation phase of the agreement, namely public awareness due to intensive campaigning around a mega sporting event, strong support from different civil society actors and the presence of a neutral facilitator. Overall, the Indonesian Protocol on Freedom of Association is an example of a bottom-up process that strengthens the signatory trade unions and thus serves as a potential model for actors in other countries.

A carbon offset program is likely to be part of any future federal cap-and-trade program and is included in both the U.S. House of Representatives passed American Clean Energy and Security Act of 2009 and the Kerry-Boxer Senate draft greenhouse gas legislation. Internationally, Energy-from-Waste (EfW) facilities in emerging economies are eligible for carbon offset credits under the Clean Development Mechanism of the Kyoto Protocol. These carbon offset credits can be purchased by developed countries, such as those in Western Europe, to help comply with their obligations under the Kyoto Protocol. Although a similar mandatory market does not yet exist in the United States, there is a growing voluntary market in carbon offsets and a set of standards designed to provide some order to this market. One of the key players in the voluntary market is the Voluntary Carbon Standard (VCS). Project types, such as EfW, that are eligible for credits under the Clean Development Mechanism are also eligible to generate voluntary carbon credits under the VCS. This paper reviews the current methodology for calculating offsets from EfW projects. The current methodology is very conservative, severely restricts the accounting for avoided landfill methane, and significantly underestimates greenhouse gas savings relative to life cycle assessments performed on waste management practices. The current methodology for offsets is compared and contrasted with a more realistic methodology more in line with life cycle assessment calculations. A review of the potential for EfW offsets under evolving state and federal programs and precedents for offsets generated based on avoided landfill methane is also completed.

Early experiences with energy savings certificates (ESCs) have revealed their merits and the challenges associated with them. While in the United States ESC markets have yet to gain significant traction, lessons can be drawn from early experiences in the states of Connecticut and New York, as well as from established markets in Italy, France, and elsewhere. The staying power of European examples demonstrates that ESCs can help initiate more efficiency projects. This article compares ESCs with renewable energy certificates (RECs), looks at the unique opportunities and challenges they present, and reviews solutions and best practices demonstrated by early ESC markets. Three major potential ESC market types are also reviewed: compliance, voluntary, and carbon. Additionally, factors that will benefit ESC markets in the United States are examined: new state EEPS policies, public interest in tools to mitigate climate change, and the growing interest in a voluntary market for ESCs.

This paper explores the potential role of social capital variables on the transport mode choice. Traditionally travel behavior model included social capital as empowerment factor (i.e. social capital as substitute of financial capital) or as social network influence on travel choice. Only recently constraints of social capital are considered as factors influencing travel behavior (Swanen et al, 2015, Di Ciommo &amp; Martens, 2015).This article will show both aspects of empowerments and constraints of social capital in a dynamic way stressing two dynamic aspects of social capital: the building up social capital and use of social capital. Both aspects are related with the value of time: when you are doing something for others ( i.e. Voluntary actions, pick up all family members, etc) you are loosing your time, and your mode choice will be oriented to saving time, therefore a private mode will be chosen, while when you are using your social capital benefit (somebody else is helping you), you will easily choose the less flexible and more time consuming public transport. After defining social capital notion in both aspects of empowerments and constraints, a set of social capital variables is defined. Then two of these variables are tested through a smartphone short panel survey, where 100 individuals living or working in one surrounding southern area of Madrid have participated in entering their travel data for an entire working week. The estimated mixed-logit model that incorporated two “social capital variables: participation in voluntary activities and receiving help for various tasks (i.e. child care) show how people who have less social capital, but that are trying to build it up choose more private than public modes: building social capital stock has a cost in term of time that push people to use more flexible transport mode (i.e. private car), while people who have already a stock of social capital and can use it (i.e. helped people) receive time from others and are more relaxed in choosing a less flexible mode of transport such as public transport. Results confirm that when a new metro station is opened, the shift towards metro is higher in the case of people ”helped” and lower for those participating in some voluntary activities. From a policy point of view, it will be relevant to know if people leaving a specific area are more voluntary or helped oriented, for forecasting the future policies.DOI: http://dx.doi.org/10.4995/CIT2016.2016.2158

Background: HIV-related stigma has been noted as a significant barrier to test acceptance in many contexts. Previous studies identified an individual’s confidence in their ability to cope with HIV infection, including the social consequence of potential stigma as important to the testing decision. HIV coping self-efficacy may increase opportunities to address the impact of HIV-related stigma on testing through interventions at the individual level. This study aimed to examine the effect of self-efficacy on voluntary counseling and testing of HIV in homosexual. Subjects and Method: This was meta-analysis and systematic review. Articles were collected from Google Scholar, PubMed, Springer Link, and Research Gate databases. Keywords used “Health belief model” OR “HBM” OR “Self efficacy” AND “VCT HIV” OR “HIV counseling” AND “Homosexual” OR “Gay” OR “MSM”. The inclusion criteria were full text, published articles from 2011 to 2020, and using cross-sectional study design. The articles were selected using PRISMA flow chart. The quantitative data were analyzed from Rebman 5.3. Results: A meta-analysis from 6 studies showed that strong self-efficacy improved VCT uptake in homosexual (aOR= 1.10; 95% CI= 1.06 to 1.14; p<0.001) with I2=54%. Natural disasters have led to the need for urgent measures to mitigate the effects of these accidents. The question of awareness is extremely important in dealing with disasters, and collaborative systems are very serviceable for this. In this context, the aim of this work is to outline a gamification-based social collaborative architecture (GSCA) to increase resilience against natural disasters. We have combined techniques to produce and share information through the interaction of a large number of people, such as those employed in social media and serious games. This architecturewas evaluated and analyzed using the Voluntary in Action, a web platform which applies the components defined in the GSCA. The results suggest that gamification is a system with a great potential to help increase the knowledge of a community about disasters.

Biomass cofiring in existing coal fired boilers has emerged as one of the most prospective technologies in order to address voluntary reduction of green house gases and other emissions, potential portfolio standards, customer service etc. within the context of deregulations. Pilot plant test results have confirmed the potential of biomass cofiring with coal for commercial use. However, being a new and developing technology, there is hardly any tool available for estimation of variation in performance of an existing coal fired boiler due to its retrofitting for biomass cofiring. A predicting tool is developed to estimate this performance variation using available information of pilot plant test results in literature or from data of plant operating with biomass. In order to incorporate future available information, this is developed in a flexible environment of Model Development Kit (MDK) of IPSEpro, a commercially available heat and mass balance program. Development of the models for this predicting tool as well as its limitations and possible future improvement has been discussed in this paper. Some results regarding estimation of change in efficiency, emissions and associated costs using this developed predicting tool has been presented.

Efforts in the United States and abroad to address the chronic disease epidemic have led to the emergence of voluntary industry agreements as a substitute for regulatory approaches to improve the healthfulness of foods and beverages. Because of the lack of access to data and limited budgets, evaluations of these agreements have often been limited to process evaluation with less focus on outcomes and impact. Increasing scientific scope and rigor in evaluating voluntary food and beverage industry agreements would improve potential public health benefits and understanding of the effects of these agreements. We describe how evaluators can provide formative, process, and outcome assessment and discuss challenges and opportunities for impact assessment. We explain how logic models, industry profiles, quasi-experimental designs, mixed-methods approaches, and third-party data can improve the effectiveness of agreement design and evaluation. These methods could result in more comprehensive and rigorous evaluation of voluntary industry agreements, thus providing data to bolster the public health impacts of future agreements. However, improved access to data and larger evaluation budgets will be needed to support improvements in evaluation.

Tax amnesties have taken centre stage as a compliance tool in recent years. The OECD estimates that since 2009 tax amnesties in 40 jurisdictions have resulted in the collection of an additional €102 billion in tax revenue. A number of African countries have introduced tax amnesties in the last decade, including Nigeria, Namibia, South Africa and Tanzania. Despite their global popularity, the efficacy of tax amnesties as a tax compliance tool remains in doubt. The revenue is often below expectations, and it probably could have been raised through effective use of regular enforcement measures. It is also argued that tax amnesties might incentivise non-compliance – taxpayers may engage in non-compliance in the hope of benefiting from an amnesty. This paper examines the administration of tax amnesties in various jurisdictions around the world, including the United States, Australia, Canada, Kenya and South Africa. The paper makes a cost-benefit analysis of these and other tax amnesties – and from this analysis develops a model tax amnesty, whose features maximise the benefits of a tax amnesty while minimising the potential costs. The model tax amnesty: (1) is permanent, (2) is available only to taxpayers who make a voluntary disclosure, (3) relieves taxpayers of penalties, interest and the risk of prosecution, but treats intentional and unintentional non-compliance differently, (4) has clear reporting requirements for taxpayers, and (5) is communicated clearly to attract non-compliant taxpayers without appearing unfair to the compliant ones. The paper then focuses on the Ugandan tax amnesty introduced in July 2019 – a Voluntary Disclosure Programme (VDP). As at 7 November 2020, this initiative had raised USh16.8 billion (US$6.2 million) against a projection of USh45 billion (US$16.6 million). The paper examines the legal regime and administration of this VDP, scoring it against the model tax amnesty. It notes that, while the Ugandan VDP partially matches up to the model tax amnesty, because it is permanent, restricted to taxpayers who make voluntary disclosure and relieves penalties and interest only, it still falls short due to a number of limitations. These include: (1) communication of the administration of the VDP through a public notice, instead of a practice note that is binding on the tax authority; (2) uncertainty regarding situations where a VDP application is made while the tax authority has been doing a secret investigation into the taxpayer’s affairs; (3) the absence of differentiated treatment between taxpayers involved in intentional non-compliance, and those whose non-compliance may be unintentional; (4) lack of clarity on how the VDP protects the taxpayer when non-compliance involves the breach of other non-tax statutes, such as those governing financial regulation; (5)absence of clear timelines in the administration of the VDP, which creates uncertainty;(6)failure to cater for voluntary disclosures with minor errors; (7) lack of clarity on VDP applications that result in a refund position for the applicant; and (8) lack of clarity on how often a VDP application can be made. The paper offers recommendations on how the Ugandan VDP can be aligned to match the model tax amnesty, in order to gain the most from this compliance tool.

Research participants are required to give their consent to participate in clinical trials and nonexempt government-funded studies. The goal is to facilitate participant understanding of the intent of the research, its voluntary nature, and the potential benefits and harms. Ideally, participants make an informed choice whether to participate; one that is based on having sufficient relevant knowledge and that is consistent with their values and preferences. Achieving this objective can be challenging, and as such, many scholars have declared the consent process flawed or “broken.” Moreover, clinical trials are complex studies, and compelling evidence suggests that current consent processes are inadequate in achieving informed choice. E-consent offers a dynamic, engaging consent delivery mode that can effectively support making informed decisions about whether to participate in a trial.
