Abstract:
Since the 2000 election, researchers have taken an interest in the role of voter confidence and its importance as an assessment of public trust in electoral outcomes. Many factors may influence voter confidence including the way in which a voter casts their ballot. Previous research has found that absentee voters consistently report the lowest levels of confidence that their votes were counted correctly. This study uses an experiment to examine how voting method impacts voter confidence. Voters were randomly assigned to either an in-person or absentee voting condition. Participants assigned to the absentee condition expressed lower levels of confidence that their votes would be counted correctly than those assigned to the in-person voting condition. Voters who had to ask for assistance during the experiment also reported lower levels of confidence. This could have implications for voter confidence levels nationally as vote-by-mail continues to grow in popularity.

Abstract:
This article offers organizing principles to an emerging research agenda that analyses how parliamentary politics affects voter considerations. It uses the process by which votes are turned into policy as a unifying framework: every step in the process poses incentives for voters and encourages different types of strategic behaviour by voters. The standard version of strategic voting commonly found in analyses of voter choice is about the step familiar from the Anglo-American model – the allocation of seats based on votes – yet insights about voter behaviour originated from that model have been inadvertently reified and assumed to apply universally. The article identifies a set of empirical implications about the likelihood of voters employing policy-oriented strategies under different circumstances.

Abstract:
This article discusses vote-buying as a phenomenon in the 2018th Bali local head election process which affects the voting behavior of youth voters in Tabanan Regency. This research applies to qualitative methods. The research found that there is a linkage of giving money and gift as a form of aid to the society before and during the election can affect youth voter voting preferences. This article argues that the preference of youth voters influenced by their communities where they live and they herded to choose what community say so. Vote-buying in the form of ‘aid’ are liked by the community and youth voter seen it as something ordinary in the socio-political situation. With vote-buying strategy, the candidate can easily obtain a vote, especially from youth voter who has not yet decided their choice. In addition, vote-buying became a kind of magnet to attract youth voter sympathy.

The study examines the electoral psychology of Indonesian voters during the presidential Election 2004 by applying consumer behavior theory. The focus of the research is to explore the effects of locus of control, perceived risk, voter decision involvement and voter satisfaction on voling stability. The results indicated that tocus of control influences perceived risk, then, perceived risk influences voter decision involvement. Nexl, voter decision involvementinfluences voter satisfaction, which in tun influences voting slability. This means that the propensity to vote for the same candidate in the next election is influenced by voters' psychological characteristics.

Abstract:
This paper is the result of a nationwide study of polling place dynamics in the 2016 presidential election. Research teams, recruited from local colleges and universities and located in twenty-eight election jurisdictions across the United States, observed and timed voters as they entered the queue at their respective polling places and then voted. We report results about four specific polling place operations and practices: the length of the check-in line, the number of voters leaving the check-in line once they have joined it, the time for a voter to check in to vote (i.e., verify voter’s identification and obtain a ballot), and the time to complete a ballot. Long lines, waiting times, and times to vote are closely related to time of day (mornings are busiest for polling places). We found the recent adoption of photographic voter identification (ID) requirements to have a disparate effect on the time to check in among white and nonwhite polling places. In majority-white polling places, scanning a voter’s driver’s license speeds up the check-in process. In majority nonwhite polling locations, the effect of strict voter ID requirements increases time to check in, albeit modestly.

I analyze how the diffusion of power in parliaments affects voter choice. Using a two-step research design, I first estimate an individual-level model of voter choice in 14 parliamentary democracies, allowing voters to hold preferences both for the party most similar to them ideologically and for the party that pulls policy in their direction. While in systems in which power is concentrated the two motivations converge, in consensual systems they diverge: since votes will likely be watered down by bargaining in the parliament, outcome-oriented choice in consensual systems often leads voters to endorse parties whose positions differ from their own views. In the second step, I utilize institutional measures of power diffusion in the parliament to account for the degree to which voters in different polities pursue one motivation versus the other. I demonstrate that the more power diffusion and compromise built into the political system via institutional mechanisms, the more voters compensate for the watering down of their vote by endorsing parties whose positions differ from their own views.

Political education is one of the important factors in determining the attitude of a voter in the conduct of elections. Beginner voters with low levels of political education tend to have voices that are still floating or called swing-voters. If it is not able to be convinced, the swing-voter can become a golput, but if it can be convinced, the swing-voter can be an additional vote for a candidate or party in the final result of the vote count. The phenomenon of political apathy can be reduced by providing political education to beginner voters, one of the methods is through interpersonal communication. The exchange of values ??that form the basis of interpersonal communication can also occur in the family. This study aims to determine how the role of interpersonal communication in the process of early voter political education. Using the interpretative paradigm and descriptive qualitative research methods, by conducting observations, interviews and documentation studies. The unit of analysis under study is individuals, namely beginner voters at Pramuka Island, Thousand Islands, DKI Jakarta Province. The results of the study show that the role of interpersonal communication in the process of political voter education at Pramuka Island is to conduct discussions, exchange information about politics, and conduct political socialization, this will affect the process of political voter education and political participation in the 2019 Election. This study analyzes the social implementation of voter registration policy in the regional head elections in North Sulawesi Province in 2017. According to the eligible residents in the constituency, the process of voter registration through voter list update to produce a voter list is completely fulfilled voting rights. Thus, during the vote, those who have the right to vote can exercise their voting rights. But in the course of the trip, the administrative activities of the preparation of voter lists by the Voter Data Update Officer (PPDP) conducted Matching, and Research (Coklit) encountered obstacles, voter data collection in each village clashed with the constraints of population indifference to be registered as voters and the obligation of recording electronic ID cards, the socio-economic condition of the community that the majority as farmers prioritize their time and needs with agricultural activities and on the other hand the migration of population because of duties and jobs and work and education outside the electoral district.

Vote-selling poses grave danger to any society and voter education is widely believed to be the panacea. This research evaluates the effectiveness of voter education in curbing vote-selling at Eti-Osa Local Government Area in the 2019 general elections. While some separate studies have been done on voter education and vote-selling, none was found that specifically evaluates the effectiveness of the former in curbing the latter. This is a gap this work seeks to fill. The three objectives of the study are to assess the level of voter education voters in Eti-Osa received before the 2019 general elections; to evaluate the appropriateness of the major channels used in communicating the voter education messages; and to ascertain whether voter education curbed vote-selling in Eti-Osa Local Government Area during the 2019 general elections. The Effect and Medium theories provide the theoretical framework for the work while questionnaires administered through multistage sampling technique and interview were the sources of gathering the relevant data. The findings reveal that the level of voter education in Eti-Osa was high and the major channel of voter education was fairly appropriate, though the mass media were not used. There is also a strong evidence that the voter education that was conducted curbed vote-selling to a large extent. Accordingly, it is recommended that the voter education efforts in the Local Government Area should be sustained in future elections; more channels of communication should be explored, while future voter education campaigns should also target politicians.

Millennial voters are a potential community that is a strategic target for pairs of candidates for regional election contestation to reap the coffers of votes. The campaign approach using religious and ethnic sentiments is an alternative strategy. This study looks at religion and ethnicity influencing millennial voters’ voting intentions. The research method uses quantitative methods with multiple linear regression. The research sample was drawn randomly according to the criteria so that the answers to 280 respondents were analyzed. The study results found that religion significantly influenced millennial voter intentions, while ethnicity did not affect millennial voter intentions. Millennial voters tend not to be interested in practical politics.

Doubts about the integrity of ballot secrecy persist and depress political participation among the American public. Prior experiments have shown that official communications directly addressing these doubts increase turnout among recently registered voters who had not previously voted, but evaluations of similar messages sent by nongovernmental campaigns have yielded only suggestive effects. We build on past research and analyze two large-scale field experiments where a private nonpartisan nonprofit group sought to increase turnout by emphasizing ballot secrecy assurances alongside a reminder to vote in a direct mail voter mobilization campaign during the 2014 midterm election. Our main finding is that a private group’s mailing increases turnout by about 1 percentage point among recently registered nonvoters. This finding is precisely estimated and robust across state political contexts, but is not statistically distinguishable from the effect of a standard voter mobilization appeal. Implications and directions for future research are discussed.

The purpose of this research is to implement an embeded system in a form of a device that can provide e-voting services and a realcount process that can quickly accumulate votes. With this device, it is expected to be a solution to conventional elections that are still prone to fraud, wasteful costs, and inefficient. This device applies NFC technology. Voter’s idcard is used as an identifier, the UID of voter’s idcard is read by the NFC reader and the verification process is running. Voters are entitled to vote if the voters' idcard number is verified and registered in the database. Here the voter will be allowed to proceed for choosing their preferred candidate from the pushbuttons. This device is expected to be saved huge cost by using pushbuttons instead of ballot papers. This device uses the SIM808 module as a data communication medium to send http packages containing uid and vote values to the webserver, to be further matched in a table in the database. When voters vote, the uid of the voter is stored in the results table in the following database with the value of the vote, and if an idcard with the same uid votes again, then the latest vote values will not be store. This method prevents duplication which often happens in conventional voting system. After whole voting ends, the final result is displayed on a web page in a graphical view for the satisfaction of voters. Voting and counting has become much faster and easier as the system doesn't really require counting personnel, therefore there has been a substantial reduction in the number of remuneration that is paid to them. This result menu can only be accessed after the specified time.

An accurate, comprehensive and up-to-date voter list is an absolute prerequisite that must fulfill in carrying out electoral democracy. The existence of a correct voter list will improve the quality of the democratic electoral process by opening the most extensive possible space for citizens to exercise their right to vote. The purpose of this study was to find out the cultural implications of migrating the community in Lubuk Tarok sub-district to voter registration with the Dejure pattern. This research was carried out with qualitative methods through in-depth interviews with various informants equipped with existing documents. The results of this study show that due to the de jure pattern in voter registration has caused a large number of voters registered in the permanent voter list, but the voters are not by the KTP address. It is due to the wander culture in the Lubuk Tarok sub-district. Many of the residents of Lubuk Tarok are wandering out, but their population administration still listed in the Tarok. It is caused by many voting invitations to be returned by KPPS because there were no voters registered in the voter list. Also, this also has implications for the low level of voter participation on election day in the Lubuk Tarok sub-district.

This article presents a study of young voter engagement in relation to the EU referendum—a democratic vote on the United Kingdom’s membership of the European Union. Using the marketing concept of engagement, we examine how young voters engaged cognitively, emotionally, and behaviorally with the referendum and its associated campaigns. A mixed-method study combining multiple-phase questionnaires, longitudinal social network analysis of Twitter, and sentiment analysis provides a rich empirical description of young voter engagement. The findings reveal that young voter engagement is multi-faceted and varies enormously across our sample, particularly for behavioral engagement online. We subsequently question the analytical relevance of the engagement construct for political marketing before developing a typology to classify young voters according to the variance and extent of their specific engagement profile, which we define as “Prototypical Engagement Persona.” We conclude the article by presenting an agenda for future research on young voter engagement.

General Election is a democratic party that involves all citizens to participate in the formation of leaders, but citizen involvement is limited by the electoral mechanism, Law Number 7 of 2017 concerning General Elections regulates the implementation of the 2019 elections, regulations governing the provision of ballots only 2 (two) % of Permanent Voter List (DPT) for each polling station. However, the large voter participation resulted in a shortage of ballots during the election. The research methodology used is in the form of sociological juridical research in this research area in Riau Province using primary data. The results of this study include: there is a shortage of ballots, due to the large number of voters participating in the election, but not registered in the DPT or DPTb, many voters who come only use electronic ID cards or other identities, these voters who have a shortage of ballots and cannot vote , and a solution that addresses the problem of increasing socialization so that voters participate in the election so that they do not lose their right to vote.

Voter turnout in local elections (pilkada) is a participation indicator. The local election in 2015 was different from the local elections pre-2015, as the local election in 2015 was held simultaneously. Regional electoral commissions (KPUD) gave candidates campaign facilities like posters, banners, and debates with the other candidates on local television. This socialisation was expected to increase voter turnout. The purpose of this research to ascertain the level of voter turnout in the local election held in 2015 in Lamongan, and whether it is increasing or declining.KPUD has a new role not only to do with socialisation, but KPUD must also print campaign props in line with the fairness principles. The research methods used in this study were a survey and multistage random sampling for the sampling technique. The voter turnout in the 2015 local election was just 60.47% lower than the voter turnout of the 2014 legislative election(Pileg) that reached 71%. In the local election, the emotional bond between the voters and candidates is more powerful than that in a legislativeelection, but in the Lamongan local election 2015, it was not positively correlated. There are two main factors that influence the decrease of voter turnout. First, is the material orientation of the voters (sangu). If they do not get“Sangu”, they will not vote and they prefer to work in the fields. Voters thought that leaving their job for the election should get them substitution money. Second, was the indication of cartel politics, embracing all political parties in Lamongan Regency, for them to support the same candidate who was still on duty, namely Fadeli, and two other candidates. The level of voter turnout is influenced by the material orientation of the voters and cartel politics.

A considerable literature examines the effect of voter information on candidate strategies and voter–politician interactions in the developing world. The voter information literature argues that information can improve accountability because more informed voters are harder to woo with traditional campaign tools, such as ethnic appeals and vote-buying. However, this literature has largely ignored the reaction of political candidates and thus may reach conclusions that are overly optimistic regarding the impact of information on electoral accountability. We argue that voter information can increase electoral violence in developing countries where politicians face fewer institutional constraints on their campaign tactics. When violence is used as a campaign strategy, more informed electorates are more at risk because they are harder to sway through alternative campaign techniques. Using data from 35 African countries, we show that respondents receiving their news predominantly from newspapers are a good proxy for informed voters because they differ in terms of their political attitudes from respondents consuming no news or receiving it via other channels. Combining the geo-coded survey data with pre-electoral violence event data, we find a robust positive association between newspaper readership and fear of and exposure to campaign violence. This finding contributes to the micro-foundations of election violence and adds a cautionary note for voter information programs.

Ahead of the 2014 election, the General Election Commission established a group of facilitators to educate the public about the election (voter education), called Democracy Volunteer (Relawan Demokrasi), in cities/regencies throughout Indonesia. Democracy Volunteer is a program aimed at increasing political participation and election quality. One of the target groups for the voter education is first-time voters. First-time voters are perceived to have distinctive political behavior; their political actions are qualitatively different from other segments of voters. They are also classified as the technology savvy generation. This paper intends to elaborate the Democracy Volunteers' efforts in implementing voter education for first-time voters, and reveal the most suitable voter education model for this segment of voters. The research used qualitative method through focus group discussions and in-depth interviews. The results show that a voter education model for first-time voters is needed in order that Democracy Volunteers carry out the voter education effectively in achieving the expected goals.

This article investigates the effect of social conformity on voting behavior. Past research shows that many people vote to conform with the social norm that voting is a civic duty. The hypothesis here is that when conformity motivates people to vote, it also stimulates conformist behavior among some voters when they decide which party to vote for. This produces a distinctive relationship between voter turnout and the distribution of votes among parties—a relationship not anticipated by rational choice theory. I test a mathematical model of this behavior with linear and nonlinear regression analyses of state-level data for presidential elections in the United States from 1904 to 1996, longitudinal data on parliamentary elections in Western Europe over most of the twentieth century, and cross-sectional data for recent elections in Western Europe, Eastern Europe, and Russia. The results generally validate the model.

Abstract:
Covid-19 pandemic has stressed more than any-time before the necessity for conducting election processes in an electronic manner, where voters can cast their votes remotely with complete security, privacy, and trust. The different voting schema in different countries makes it very difficult to utilize a one fits all system. This paper presents a blockchain based voting system (BBVS) applied to the Parliamentary elections system in the country of Jordan. The proposed system is a private and centralized blockchain implemented in a simulated environment. The proposed BBVS system implements a hierarchical voting process, where a voter casts votes at two levels, one for a group, and the second for distinct members within the group. This paper provides a novel blockchain based e-Voting system, which proves to be transparent and yet secure. This paper utilizes synthetic voter benchmarks to measure the performance, accuracy and integrity of the election process. This research introduced and implemented new algorithms and methods to maintain acceptable performance both at the time of creating the blockchain(s) for voters and candidates as well as at the time of casting votes by voters.

Who registers to vote? Although extensive research has examined the question of who votes, our understanding of the determinants of political participation will be limited until we know who is missing from the voter register. Studying voter registration in lower-income settings is particularly challenging due to data constraints. We link the official voter register with a complete social network census of 16 villages to analyze the correlates of voter registration in rural Uganda, examining the role of individual-level attributes and social ties. We find evidence that social ties are important for explaining registration status within and across households. Village leaders—and through them, household heads—play an important role in explaining the registration status of others in the village, suggesting a diffuse process of social influence. Socioeconomic factors such as income and education do not explain registration in this setting. Together these findings suggest an alternate theory of participation is required.

In the research presented in this paper, we analyse whether the structure of the political cleavage system in Iceland has changed since 1983, as well as whether the impacts of party-voter linkages and the social structure of the vote have changed between 1983 and 2016/2017. Based on official data and the Icelandic National Election Study (ICENES), we find that the rural-urban cleavage and left-right cleavage, which are reflected in party polarisation on the left-right spectrum, are as important today as previously. Our main results regarding the impacts of party-voter linkages and the social-structure of the vote is that the core bonds of party identification, left-right distances and the social structure of the vote have weakened over time, whereas the impact of party sympathy has become stronger. This, we argue, reflects that while there has been a gradual change in the impact of party-voter linkages and the social structure of the vote, opening up a space for new parties to succeed, the political cleavage system has remained intact. The major change has thus occurred in the bond between voters and parties and not in the structure of party competition in Iceland.

This research uses a qualitative approach and uses literature study. The results of this study show that there is an increase in voter participation in the 2020 elections for South Tangerang City compared to the 2020 elections, which amounted to 3.06%. The total voter turnout for the 2020 elections was 594,711 voters consisting of 575,725 valid votes, 18,986 invalid votes. The people of South Tangerang City who exercised their voting rights were only 60.93% of the 976,019 DPT stipulated by the South Tangerang City KPU or 381,308 (39.07%) South Tangerang City voters did not exercise their voting rights. Meanwhile, in the 2015 regional elections, voter participation was 57.87% with a total number of voters of 920,115 people and users of voting rights as many as 533,444 people. The voter data update shows that there were still data on the TMS voters when the DPS determined in Padang Panjang City at 4,307 or 10.96% of the voters. This research was carried out with the descriptive qualitative method through in-depth interviews with various informants, namely election organizers in Padang Panjang City and Disdukcapil and campaign teams. The results of this study show that the problem of the voter list is due to PPDP Performance Culture in the voter data updating process which is seen from 6 aspects, namely (1) the responsiveness of PPDP can understand the needs of voters and not constrained population administration factors, (2) professionalism, work according to rules and has a high competence and understanding of territories, (3) productivity, can reduce voters who do not meet the requirements significantly and nil double voters in DPS (4) accountability, PPDP is ready to answer internally the process and results of updating voter data to the KPU and externally in the level of results, (5) cooperation, PPDP has collaborated with internal KPU and external KPU in voter data summary and (6) quality of service, PPDP and KPU along with their staff conduct socialization to the public for the categories of voters eligible and not eligible in the list voters. Since 2010 older voters have tended to vote Republican, with White older adults typically preferring Republican candidates, and Black and Hispanic older voters typically preferring Democratic candidates. In the 2020 election, the 65+ group of voters showed the same Republican candidate favorability but followed a slow downward trend from recent elections. Grounded in a demographic, economic, and generational context, and considering theory and research from gerontology, political science, psychology, and sociology, this presentation will explore older voter turnout and candidate choice in the 2020 presidential election. The focus will be on considering past trends and public polling data to examine three key issues in relation to the behavior of older voters in 2020: COVID-19, presidential candidate platforms, and misinformation and the media.

A long research tradition in behavioral political science evaluates the performance of democracy by examining voter competence. This literature got its start arguing that voters' lack of information undermines a defense of democracy rooted in electoral accountability. A more recent literature deepens the debate, with some authors claiming that voters effectively use cues to substitute for information about candidates and policies, and other authors claiming that voters are insufficiently rational to do so. We argue that, regardless of its conclusions about voter competence, this literature’s single-minded focus on voter behavior is misguided. We use a sequence of formal models to show that traditional intuitions are incomplete because they ignore the effect that changes in voter behavior have on the equilibrium behavior of politicians. When this strategic interaction is taken into account, increases in voter information or voter rationality sometimes make democratic performance better and sometimes make democratic performance worse. One simply cannot assess the implications of voter characteristics for democratic performance without also studying how those characteristics affect the behavior of politicians.

This study aims to determine the synergy of the roles of election organizers, government and society in realizing the protection of citizens' right to vote in elections. The research method uses a qualitative approach with data collection techniques through observation, interviews and document studies. Based on the results of the research, an accurate, up-to-date and comprehensive voter list has not been realized due to the absence of policy synchronization and the low awareness and participation of the public in the preparation of the voter list.

Germany’s representative election statistics, which accompany the Bundestag elections since 1953 (except 1994 and 1998), are unique in the electoral world . They show the effective voter turnout in ten age classes as well as gender- and age-based voting behavior . They also provide information on vote-splitting, voting in presence or by mail-in-ballot and on inva- lid votes . The Union’s loss of 11 .9 percentage points among men and 5 .9 percentage points among women constitutes the largest gender-specific difference in 2021 . With regard to voting behavior in different age groups, the Union and the SPD turned out to be “old par- ties” . Whereas both underperformed among younger voters, the “young parties” - Greens and FDP - were able to gain in this group . The electoral behavior of Die Linke’s voters are somewhat conflicted: Its results among senior voters were best in the East, but worst in the West . The AfD was the party with the largest electoral gender gap: it received votes from 13 .0 percent of male and 7 .8 percent of female electors . Although neither age nor gender determines electoral behavior, Germany’s representative election statistics have been indis- pensable for electoral research over time .

This research is an empirical assessment of political brand relationship as leverage for voter preference and choice of candidates by voters in Ghana. The objective of the study is to ascertain the use of political brand relationships for leveraging the preference of voters. The study used a total sample size of 10 key party and labor union representatives. The research found out that voter identification and differentiation of a political party from one another, as a process, has positive effects on the voting motivations of respondents and their choice of candidates. The research established that the political brand of a party causes voters to accept and identify with a particular party. Finally, the research revealed that the desire to help voters, fulfilment of promises, the creation and sharing of wealth, and safety issues were of paramount concern to voters. The study also found out that, political brand relationship building has a positive impact on voter attraction/preference of the voter. Voters identified themselves with political brands on the basis of brand characteristics such as economic freedom, social status, safety, recognition, and personal achievement. The study further found out that political parties are liable to be neglected by voters when there is a failure to establish a brand relationship. The research recommends that in order to track or monitor changes in aspirations and needs, political parties should undertake regular marketing research with a view to obtaining current information regarding what voters want. The study further recommends that politicians should segment, target, and position their parties or candidates properly in the political market space if they are to be victorious in elections.

“A Pivotal Voter From a Pivotal State” argues that Roger Sherman played a central role at the Constitutional Convention, but it takes a different approach to explaining Sherman's role than “Madison's Opponents and Constitutional Design.” First, the two articles are trying to answer different questions; “A Pivotal Voter” is trying to explain roll call votes, whereas “Madison's Opponents” was trying to explain the Constitution's substantive design. Second, “A Pivotal Voter” assumes that delegates' preferences were fixed, and their votes sincere, but “Madison's Opponents” finds that delegates' preferences often were contingent and votes sometimes insincere. Third, “A Pivotal Voter” ignores the sequence of choices, whereas “Madison's Opponents” argues that sequence is crucial. Finally, “A Pivotal Voter” discounts delegates' efforts to manipulate rules and agendas, whereas “Madison's Opponents” emphasizes these efforts. Together, our findings suggest the value of diversity in political science and the need for more research on the art of political manipulation.

The impact of political advertising is much debated. Those studies that have attempted to assess its role in the mix of information available to the voter have clouded the question with contradictory results. This research suggests that the issue may not only be how the voter decides, but also when the voter decides. For those voters with strong partisan leanings, campaign information usually reinforces preference. Those who decide during the campaign typically make use of available information from a variety of sources, including political advertising. However, it is the undecided, those who come to decision during the waning hours of the campaign, who may be most affecteded by the candidate's last-minute advertising blitz. In an exit-poll survey of 414 Seattle area voters, 102 were identified as “late deciders.” As a group they were more likely to mention political advertising as helping them decide, better able to recall and identify specific political ads than those who decided either early or during the campaign. While “attack” advertising was the best recalled political advertising, it worked against its sponsors, galvanizing the “against” vote among late deciders.

The paper defines and analyzes May’s Theorem and the Median Voter Theorem from the Public Policy and Public Choice literature and seeks to compare and contrast the use of both. Through the use of theoretical and applied examples, the paper demonstrates how collective decision-making research has evolved to better inform public policy. Building on Black’s (1948) notion that it is the voter in the ideological middle that decides elections, Holcombe (1980) provides an empirical analysis of this theory, Scervini (2012) attempts to show that the middle class (median) voter decides taxation and redistribution policy, Rowley (1984) takes a New Institutional approach to analyzing voters’ preferences, Groot and van der Linde (2016) conducts a cross-country analysis to see if the Median Voter Theorem holds true across time and cultures, Carrillo and Castanheira (2008) show that voters change their behavior from the preference of the median voter as the press reveals new information about the quality of candidates which alters voters’ perceptions, and Congleton (2003) asserts there may not always be a median voter with examples. Building on May’s Theorem that voting is an aggregation of voters’ preferences, Hotelling (1929), Black (1948), Maskin (1999), Duggan (2015), and Brady and Chambers (2017) expand on social preference theory showing that Arrow (1951) and May (1952)’s work needed to be updated to include verifiable, empirical tests and further refinements. The paper shows how public policy analysis and group decision making theory and application have evolved over the past 75 years and shines some light on areas for future research and analysis. These findings are important because it will help make candidates and policy proposals more palatable to voters in the ideological middle (median voter) who, as the studies show, often determines the winner. The paper will be of interest to anyone involved in public policy and group decision making processes.

Thus, post-leadership succession policy termination can be caused by the policies' effectiveness and voters' policy preferences. This research tries to explain how policy effectiveness and voter preferences become determinants of post-leadership succession policy termination. The analysis was carried out using the multi-stream framework (MSF) developed by Kingdon. The case study chosen was the termination of the River Concretization Policy (RCP) in Jakarta, Indonesia. The research method used is qualitative. This research finds that RCP termination's determinants are effectivity of the program and voter policy preference. This research reaffirms the importance of policy effectiveness and voter policy preference as a foundation for policy termination in post-leadership succession.

The direct provincial and mayoral election often witnesses the tendency of low voter turnout, as happened in Padang city mayoral election in 2008. This research seeks to reveal the non-voting behavior and the causes of the behavior in Koto Tangah district, which has the lowest voter turnout; 42.51%. This research is a descriptive-qualitative where data is obtained by using in-depth interview technique and documentation study. Snowball sampling is used to select sample of voters who vote in Padang 2008 election. The data was then analyzed using qualitative method. The result shows that there were two types of non-voting behavior in Koto Tangah community in Padang 2008 mayoral election; (1) did not come to the ballot box; (2) did come to the ballot box but did not cast ballots properly. The behavior was caused by several factors; (1) psychological factor; (2) factor of political system; (3) factor of political trust; and (4) factor of socio-economic status. Psychological factor means non-voters’ characters tend to be apathetic and ignorant of politics. In terms of political system factor, non-voting behavior was driven by dissatisfaction with the government’s performance which showed no change. Political trust factor showed that most non-voters do not believe in the processes and results of the local elections. Meanwhile, in socio-economic status, most non-voters are educated. This paper surveys the various voter surveillance practices recently observed in the United States, assesses the extent to which they have been adopted in other democratic countries, and discusses the broad implications for privacy and democracy. Four broad trends are discussed: the move from voter management databases to integrated voter management platforms; the shift from mass-messaging to micro-targeting employing personal data from commercial data brokerage firms; the analysis of social media and the social graph; and the decentralization of data to local campaigns through mobile applications. The de-alignment of the electorate in most Western societies has placed pressures on parties to target voters outside their traditional bases, and to find new, cheaper, and potentially more intrusive, ways to influence their political behavior. This paper builds on previous research to consider the theoretical tensions between concerns for excessive surveillance, and the broad democratic responsibility of parties to mobilize voters and increase political engagement. These issues have been insufficiently studied in the surveillance literature. They are not just confined to the privacy of the individual voter, but relate to broader dynamics in democratic politics.

AbstractThis article melds a well-studied area of research (political mobilization effects on voter turnout) with a subject rarely discussed in political science (the effects of meteorological variability on mood, productivity, and fatigue) to argue that weather at the time of mobilization influences individual voters' turnout odds relative to other contacted voters. Using panel data totaling 39,769 registered voters contacted by unions across 14 months and five elections, quantitative analysis is used to measure the effects of temperature, seasonableness, and precipitation during contact on vote likelihood, controlling for known turnout influences. Results indicate that variations in all three weather conditions during contact affect vote odds. Mobilization effects are weaker as temperatures rise and weather becomes unseasonably hot; mobilization is also less successful as precipitation increases. Outcomes vary by contact type; door-to-door visits are more negatively influenced by hotter and less seasonable temperatures, whereas phone calls are more negatively affected by higher precipitation.

This study aims to analyze voters' behavior in the presidential election in Indonesia. To achieve this goal, researchers limited the period only to the reform period. This is because at this time the political freedom of the people in choosing the president was very protected compared to the previous era. Voter behavior is identified from the political decisions of voters in determining the president and vice president. There are 3 main approaches used to analyze voter behavior, namely sociological, psychological, and rational choices. This research was conducted by using qualitative descriptive method with data collection techniques through observation and documentation. Because researchers are also voters, researchers are the main instrument of this research. The results showed that sociological and psychological factors greatly influenced voter behavior in determining political choices. Emotional voters towards leaders and parties form their attachment to candidates and political parties who ultimately determine their political decisions. In addition, similarities in ethnicity, religion, and regionalism also provide emotional voters in determining their political decisions.

The results of the research obtained, the system of updating the voter list in the Humbang Hasundutan KPU is not yet at the maximum point, because in the KPU of Humbang Hasundutan Regency there are still found a number of 4,418 voters who entered into special voters or who are not registered in the DPT, a total of 949 elements of NKK data are empty, a total of 66 elements of NIK data are empty and there are double voters as many as 380 voters. The accuracy of other elements of voter data, which cannot be ascertained the truth as well as the lack of oversight of the performance of the adhoc body.

Correctly measuring district preferences is crucial for empirical research on legislative responsiveness and voting behavior. This article argues that the common practice of using presidential vote shares to measure congressional district ideology systematically produces incorrect estimates. I propose an alternative method that employs multiple election returns to estimate voters' ideological distributions within districts. I develop two estimation procedures—a least squared error model and a Bayesian model—and test each with simulations and empirical applications. The models are shown to outperform vote shares, and they are validated with direct measures of voter ideology and out-of-sample election predictions. Beyond estimating district ideology, these models provide valuable information on constituency heterogeneity—an important, but often immeasurable, quantity for research on representatives— strategic behavior.

Rumah Pintar Pemilu (Election Smart House/RPP) is one of the priorities of the Election Commission (KPU) that functions as a voter education service center. It has become a facility for first time voters to understand about the election and democracy in general. This research used research and development (R&D) method. Data was collected through deep interview, focus group discussion (FGD), and documentation study. The result shows the RPP’s potential in serving voter education for first time voters and how RPP is developed as a political education facility in cities/regencies. In both political behavior research and voting rights litigation, turnout and vote choice for different racial groups are often inferred using aggregate election results and racial composition. Over the past several decades, many statistical methods have been proposed to address this ecological inference problem. We propose an alternative method to reduce aggregation bias by predicting individual-level ethnicity from voter registration records. Building on the existing methodological literature, we use Bayes's rule to combine the Census Bureau's Surname List with various information from geocoded voter registration records. We evaluate the performance of the proposed methodology using approximately nine million voter registration records from Florida, where self-reported ethnicity is available. We find that it is possible to reduce the false positive rate among Black and Latino voters to 6% and 3%, respectively, while maintaining the true positive rate above 80%. Moreover, we use our predictions to estimate turnout by race and find that our estimates yields substantially less amounts of bias and root mean squared error than standard ecological inference estimates. We provide open-source software to implement the proposed methodology.

This study aims to explain how factors, such as social and religious status, candidate figures, party identity, social and conventional media interactions, issue and program orientation, support of influential figures, and funds affect voter behavior in the 2019 Presidential and Vice Presidential Elections, to be precise in Ibun District. The study of voting behavior was developed because party identification or party loyalty did not have a strong influence, while what happened was that there were social divisions that had strong ties to voter behavior. An interesting phenomenon occurred in Ibun Subdistrict since there was a significant change in the number of voters in the 2014 presidential election where Prabowo received more votes than Jokowi, while in 2019, Jokowi received more votes than Prabowo. The research method in this research was explanatory quantitative research methods by collecting data from the results of questionnaires and documentation. The structural equation model (SEM) analysis method was also carried out to determine the effect of the dependent variable on the independent variable. Based on the findings obtained from this research, the researcher found that four variables greatly influenced the electability of candidates, namely media, the intensity of volunteer visits, religion, and role models. Psychological, sociological, and rational factors map voter behavior so that this can be applied in Ibun Subdistrict. The psychological aspects are represented by the media and role models; the sociological aspect represented by religion, while the rational aspect is represented by the figure of the candidate. Therefore, to increase the electability of candidates, they should imoprove positive image in the media, the intensity of volunteer visits, social piety from religious factors, and relationships with local community leaders.
