Al ser realizadas de la misma manera una y otra vez, se pueden encontrar factores de vulnerabilidad permitiendo el incumplimiento de los servicios de seguridad de la información alterando el resultado electoral. Este proyecto propone utilizar la red local del espacio académico para automatizar el proceso de elección de director del Centro Universitario, donde la comunidad universitaria pueda emitir su voto a través de un sistema confiable, cumpliendo los lineamientos de la Legislación Universitaria. El sistema propuesto se tiene como nombre SEVS por sus siglas “Sistema Electrónico de Votación Segura” y fue desarrollado usando la metodología del Proceso Unificado de Desarrollo de Software y su Lenguaje Unificado de Modelado (UML).

Los sistemas de votación electrónica han generado controversia debido a diferentes problemas que han surgido con su uso, especialmente en el aspecto de seguridad. La complejidad en la seguridad aumenta cuando se utilizan medios electrónicos remotos como Internet. Por otro lado, el voto electrónico remoto aporta grandes ventajas y por esta razón se continúa con la búsqueda de soluciones que permitan la automatización de los procesos de una elección de una manera fiable.
Esta tesis contribuye en la seguridad relacionada con los diferentes procesos de elecciones, principalmente cuando se llevan a cabo a través de medios electrónicos remotos. Se proponen diferentes mecanismos de seguridad enfocados a los procesos de registro remoto de votantes, de votación y verificación individual, de consolidación de resultados de votación y de auditoria. Cada uno de esos mecanismos, además de proporcionar seguridad a los procesos, tienen en cuenta la transparencia frente a los votantes y demás participantes en una elección. Adicionalmente, se considera la facilidad de implementación y uso de dichos mecanismos.
Se analizan los diferentes sistemas de voto remoto así como los requisitos de seguridad que se deben considerar en dichos sistemas. Se describe también la dificultad para satisfacer algunos de esos requisitos, especialmente en el voto electrónico remoto. También se analizan algunas de las principales amenazas de seguridad que afrontan los sistemas de voto electrónico remoto. Además se lleva a cabo un estudio comparativo de los diferentes sistemas de voto remoto y se describe un esquema de votación que permite una transición gradual hacia el voto remoto por Internet. Por otra parte, se describen los diferentes esquemas criptográficos de voto electrónico remoto, se analizan sus ventajas y desventajas y se presenta una comparación de dichos esquemas para determinar su factibilidad de implementación en escenarios reales.
También se analiza la complejidad en el proceso de generación de un censo electoral a través de medios remotos de comunicación. Se propone en esta tesis un sistema de registro remoto de votantes que logra constituir un censo electoral de una manera fiable. Para lograrlo, se hace uso de técnicas criptográficas y biométricas.
Parte esencial de esta tesis es la posibilidad de verificación del voto por parte del votante (verificación individual). Se analizan diferentes propuestas y se proponen dos esquemas de votación por Internet que incluyen mecanismos para que el votante pueda verificar el correcto tratamiento de su voto.
Adicionalmente se propone un método de consolidación de resultados de una elección. El método propuesto se puede aplicar al voto electrónico remoto e incluso a los casos en los que la elección se lleva a cabo por distintos canales de votación (presenciales o remotos). Se utilizan técnicas criptográficas para proteger los resultados generados en cada uno de los canales de votación o unidades electorales y para una transferencia segura de dichos resultados hacia un servidor de consolidación. Finalmente, se describen los diferentes procesos de auditoria utilizados para los sistemas de voto electrónico. Se propone un mecanismo de auditoria que permite corroborar el correcto funcionamiento de un sistema de voto electrónico remoto, especialmente para detectar la inserción de votos ilegítimos. El mecanismo se basa en el uso de criptografía para la protección de los votos una vez que estos han sido recibidos por el servidor de votación.
In the last few years, electronic means have been used to improve the efficiency of the different processes of an election as well as to automate them.
Though this automation may have happened in a gradual way, its final purpose is to utilize electronic means for each process: voter registration, voter authentication, vote casting, and tallying and publication of results. The usage of electronic voting systems has been a highly controversial issue, especially concerning security. The difficulty in reaching an expected level of security increases when the Internet is used as the voting channel. Even with these difficulties, the Internet poses considerable advantages and it is necessary to provide mechanisms that allow this automation in election processes in a secure and reliable way.
The purpose of this thesis is to analyze the security aspects related to the different processes of an election, specifically when those processes are carried out by remote electronic means. Several possible security mechanisms are proposed, which focus on the processes of remote voter registration, individual verification, results consolidation, and auditing. Along with its security aspect, each mechanism takes into account transparency in order to verify reliability. Additionally, the ease of use and the implementation are also considered.
Various remote voting systems are analyzed as well as the corresponding security requirements of those systems. The difficulty in satisfying some of those requirements will be described and particular attention will be paid to systems of remote electronic voting. The main threats that those systems face are analyzed as well. Moreover, a comparative study of the different remote voting systems is carried out and a voting scheme, in order to implement Internet voting, is proposed. The different voting cryptographic schemes are also described. Then, advantages and disadvantages of each of them are analyzed in order to determine their feasibility to be used in a real environment.
The complexity to shape an electoral roll through remote communication means is also analyzed in this study. A remote voter registration system is proposed in order to constitute an electoral roll in a reliable manner. This system employs cryptographic and biometric mechanisms.
An essential part of this thesis is the potential for independent voter verification. After analyzing several proposals, two schemes that include mechanisms to allow voter verification are proposed, resulting in the possibility of verifying that votes are properly included in the election results.
Additionally, a method for consolidating results is presented. This method can be used in remote electronic voting. However, it can also be used in elections that use different voting channels. In order to protect the voting results generated through each voting channel, cryptographic techniques are employed. The voting results are also protected during their transference to the consolidation server.
Finally, several audit process for electronic voting systems are described. An audit mechanism is proposed that allows verification that a remote electronic voting system is working properly; it focuses on the detection of illegitimate votes. This mechanism is based on cryptographic techniques to protect the votes once they have been received by the voting server.

Full textIn the Information Age in which we live in, the virtual space offered by Internet has established itself as an excellent vehicle for communication, representing new possibilities for citizens to express themselves both as individuals and as groups. Rather than a synonymous of direct democracy, at least in the classical Athenian concept, when in symbiosis with a democratic system, ICTs can help to provide information to citizens, facilitating their participation in politics and contributing to achieve a digital democracy, an emerging concept that can help improving the current democratic representation models. Citizens’ participation in politics through the Internet can contribute to design a new framework as far as representative democracy is concerned, representing a significant contribution throughout the process of constructing more democratic and fairer societies, encouraging an increasing integration of public opinion in political activity. A decade and a half after the emergence of the digital democracy concept, its defenders argue that the use of ICTs have contributed to improve the quality of political and governmental information, at the service of both community organizations and citizens, providing a key infrastructure always available regarding information and public debate. One of the possible applications for digital democracy may be a mix of both direct and representative models, with justified customizations according to different political systems and cultures, being undeniable the role this concept can play in improving the current democratic systems.

Full textOs sistemas de votação tradicionais não têm acompanhado a evolução das Tecnologias de Informação e Comunicações (TIC), apesar de se lhes reconhecer diversas vantagens, como dar resposta à forte abstenção que, em eleições gerais, se têm vindo a acentuar, à existência da negação de privacidade a pessoas com necessidades especiais e à morosidade dos processos de contagem. Naturalmente verifica-se uma forte vontade política, de todos os quadrantes, para a implementação de sistemas de votação electrónica. No entanto, as recentes implementações destes sistemas têm vindo a apresentar falhas de segurança graves, que põem em causa os requisitos básicos dos processos eleitorais. Qualquer sistema de votação electrónica, têm várias pessoas a desempenhar diferentes papéis e várias tecnologias a suportar os variados processos necessários, aumentando a complexidade e as ameaças de quebra de segurança. Dada a elevada exigência de garantia da segurança e, de acordo com a actividade da gestão de risco, é fundamental a criação de uma política de segurança para lidar com esta complexidade. Nesta tese é proposto um método de construção de políticas de segurança, baseado nos guiões e normas existentes de segurança, assente nas propriedades da segurança: confidencialidade, Integridade, disponibilidade, autorização e privacidade (estas últimas particularmente adaptadas a um sistema de votação electrónico). Com este método, a partir de uma visão global do sistema, onde são conhecidas as ameaças, vulnerabilidades, papéis desempenhados e os acessos à informação, será possível identificar as tecnologias e as regras de utilização que, de um modo equilibrado, optimizando a alocação de recursos, confiram ao sistema um nível de segurança desejado.
The traditional voting systems have not evolved with the Communication and Information Technologies, despite their recognized advantages in issues like the increasing abstention (specially in nation-wide elections); the non-privacy of people with special needs and, the slowness of counting votes process. Naturally, there is a great political motivation to implement e-voting systems. However, the most recent implementations bring up security faults that can compromise the basics requirements of a voting process. Any kind of e-voting system involves many people, many roles, many technologies to support the required functions and many processes, increasing the complexity and the number and type of security breaches. In order to control the security level and optimize resource allocation, it is essential to create an adequate security policy. In this thesis a security policy creation method is proposed, which is based on standards and regulations for security and risk management. It starts with the fundamental security properties, i.e., confidentiality, integrity, availability, authorization and privacy (these last two particularly critical in a evote system). Using this method, along with a detailed global system vision, where vulnerabilities, secure threats, different user roles and information accesses are well detailed, it will be possible to identify the technologies and its utilization rules, which together and in a balanced way, promotes resource allocation for a given security level.

Gathering these two factors, it is inevitable that smartphones will be used to conduct Internet voting.Voting systems are critical systems and require high level of security. Therefore, any implementation of these systems requires that several requirements are met, which if violated, raise concerns about the credibility of the election.This work is inserted in a project developed by Multicert that is a company that provided computer security and digital certification solutions. CertVote is an electronic voting system through Internet browsers offered to their clients.The objective of this work is to study and implement a voting system that works with CertVote and enable vote safely through smartphone.The final result was the creation of a system that includes a secure mobile application and a server that communicates with the CertVote. The system developed fulfilled a set of best practices and security testing guides in order to verify system security.Throughout this study, the details of the architecture and implementation are supplied. Security tests were performed that allow to reach the conclusion that the system is safe and ready to be implemented on a large scale.

De forma a tornar o voto electrónico acessível através da Internet, a toda a comunidade da Universidade do Minho, foi desenvolvido um sistema de votação, o eVote, cuja arquitectura e trabalho de implementação são aqui descritos. Partindo dos principais protocolos existentes para o desenvolvimento de sistemas de votação electrónicos, foram analisadas as possíveis soluções técnicas tendo sido prestada especial atenção às questões relacionadas com a segurança deste tipo de sistemas. Foi definida uma arquitectura que envolveu as principais fases de um processo eleitoral, desde a chamada fase de criação (ou convocação) da eleição, até aos ulteriores momentos de verificação do caderno eleitoral, votação e contagem. Discute-se ainda no presente documento a justificação para as opções tomadas quer em termos da arquitectura do sistema, quer no que diz respeito às técnicas criptográficas aplicadas.
In the modern society, electronic voting systems are one of the biggest challenges of information technology. A voting system, the eVote, whose architecture and development work are described in this document, was developed in order to make electronic voting accessible online to the entire community of the University of Minho. Starting from the main existing protocols for electronic voting, possible technical solutions were analyzed and special attention was given to the issues related with security in this kind of systems. It was defined a system architecture that comprehended the major steps involved in the electoral process since the election creation phase (or calling) until electoral roll checking, polling and counting. In this document is also justified the options taken for the system architecture and cryptographic techniques applied.
