Abstract:
South Africa has been experiencing a series of droughts for the last few years, limiting the availability of water supply in reservoirs and impacting many sectors of the economy. These droughts have affected even the wetter eastern provinces including KwaZulu-Natal. This paper presents the results of analyses and assessment of meteorological drought across KwaZulu-Natal (KZN) Province of South Africa using two drought indices. The main objective of the study is to understand the changes in rainfall patterns for a period of 48 years (i.e., 1970 to 2017) and identify wet and dry years. The percent of normal precipitation index (PNPI) and rainfall anomaly index (RAI) were used to explore and categorize the wet and dry periods at 18 selected rainfall gauging stations across the province. Mann–Kendall statistics and Sen’s slope were employed on the indices to further understand the trend of drought conditions. The results revealed that 1992 and 2014/15 were the most extremely dry years with 2015 being the driest year over the studied period induced by El Niño. The extremely wet periods were 1987, 1996, and 2000 which have been associated with cyclonic events. Droughts have become more frequent and intense, while wet conditions are less frequent. The drought condition was observed not to be peculiar to one region and to vary from year-to-year. These variations have been associated with global climate drivers including El Niño-southern oscillation (ENSO) and sea surface temperature (SST) conditions. The northern region around Magudu, Hlobane, Vryheid and Dundee were relatively the most affected during periods of extreme drought conditions. Comparative analysis showed that RAI is more robust than PNPI in understanding drought conditions. Thus, it can be applied effectively in Southern Africa in analyzing dry and wet conditions.

Abstract:
Abstract The Prince Albert Formation is a mudstone-dominated unit, which is located in the central and southwestern part of the Main Karoo Basin and the southernmost part of the Kalahari Basin in South Africa. It is Early Permian (Artinskian to early Kungurian) in age and is stratigraphically located between the underlying Dwyka Group and the overlying Whitehill Formation. In the Main Karoo Basin, its regional extent is limited to the cut-off boundary of the Whitehill Formation along a line from Hertzogville in the Free State to Coffee Bay in the Eastern Cape. Northeast of this boundary, it correlates with the lower part of the undifferentiated Ecca Group known as “Ecca Shales” and in the northern part of the basin, north of a line from Bloemfontein (Free State) to Harding (KwaZulu-Natal), with the Vryheid and Pietermaritzburg formations. The Prince Albert Formation is generally between 50 and 200 m thick, including the type area around Prince Albert, where a thickness of about 145 m was measured. It is thicker (230 to 497 m) in the region between Brandvlei and Jansenville and thins northeastwards to between about 30 and 60 m in the area between Kimberley and East London. In the Kalahari Basin, the formation is only 25 to 50 m thick, due to post-Karoo erosion of its upper part. The Prince Albert Formation contains fossils of marine invertebrates, palaeoniscoid fish, sharks, sponge spicules, foraminiferans, radiolarians, acritarchs, fragments of wood and leaves, together with ichnofossils in the form of fish trails, arthropod trackways and invertebrate burrows. High Rb/K ratios in the mudstones also indicate a marine shelf environment with suspension settling of mud being the predominant depositional process. Sedimentation was initiated during a major transgressive event following final melting of Dwyka Group associated ice sheets in southern Gondwana in the Late Palaeozoic. Water depths in the basin were probably about 400 m, but shallowed northeastward. In the proximal part of the basin northeast of Kimberley, sandstones in coarsening-upward successions represent prograding deltaic deposits derived from an adjacent source area to the north.

Abstract:
In February 2001, rust caused by Phakopsora pachyrhizi Syd. was detected for the first time on soybean (Glycine max (L.) Merr.) near Vryheid in northern KwaZulu-Natal, South Africa. As the season progressed, the disease was also observed in other parts of the province, and epidemic levels were reached in the Karkloof, Cedara, Howick, and Greytown production regions. In affected areas, infection foci gradually increased in size and caused premature yellowing and defoliation of soybean crops, usually after the flowering stage. Typical rust symptoms (3) were produced predominantly on the lower surface of soybean leaves. Soybean rust subsequently spread to Amsterdam and Ermelo in the Highveld region of South Africa. Following emergency registration of triazole compounds, fungicides were commonly used to control soybean rust, especially in the more humid eastern production areas. Available yield data suggested a reduction in kernel mass between 4 and 23%, depending on the cultivar and host growth stage at the time of infection. Urediniospores from the original collection (isolate PREM 57280, Plant Protection Research Institute, Pretoria, South Africa) were 23 to 33 × 15 to 22 μm, indicating that spore dimensions fell within the known range for P. pachyrhizi (3). To confirm pathogenicity, 10 to 15 plants of each of the South African soybean cvs. Pan 589, Pan 780, Pan 854, Octa, and Prima were inoculated with isolate PREM 57280. Primary leaves were sprayed with a suspension of spores in light mineral oil (approximately 1 mg of spores per ml) before incubating plants in the dark in a dew chamber for 16 h. Large, sporulating uredinia, producing typical soybean rust urediniospores, developed on all inoculated plants. Classical and real-time fluorescent polymerase chain reaction assays as well as sequence analysis of the internal transcribed spacer regions verified the identity of isolate PREM 57280 as P. pachyrhizi (2). Since the disease is known to occur in Zimbabwe, Mozambique, and several other African countries (1,3,4), inoculum was most likely introduced by air currents from countries to the north of South Africa. Mycotoxigenic fungi are common pathogens of maize and groundnuts; they produce mycotoxins which reduce the yield and quality of these grain crops. Numerous agricultural practices including crop rotation and storage methods have been shown to impact mycotoxin accumulation. Therefore, the farming and storage practices in maize and groundnut subsistence farming systems in Pongola, Vryheid, Jozini, Manguzi and Mbazwana Districts of northern KwaZulu-Natal (South Africa) were surveyed to determine their potential role in promoting or mitigating mycotoxin contamination. A questionnaire about agricultural farming practices and storage facilities was presented to 65 subsistence maize and/or groundnut farmers. At least 90% of the farmers surveyed were not aware of mycotoxins and their consequences to animal and human health. The majority of the farmers did not practise crop rotation. However, they practised intercropping and sorted damaged and mouldy grain (maize and groundnuts) before storage. The damaged or mouldy grain was largely used as animal feed, thereby exposing animals to an increased risk of mycotoxicoses. Metal tanks and inqolobane (a type of wooden structure) were identified as the most common storage structures. Harvested homegrown maize was mostly used for the farmers’ own consumption but also sometimes sold to the local community. The implementation of mycotoxin awareness campaigns is necessary, particularly in these districts. The storage facilities used by the subsistence farmers allowed increased moisture and insect invasion. The need for the surveillance of mycotoxins in subsistence-farmed food crops is vital.

Abstract:
A total of 120 structured questionnaires were administered to analyse marketing channels used by smallholder crop farmers, at Abaqulusi Municipality, Vryheid and KwaZulu Natal Province, South Africa. Research methodology consisted of research design, sample frame, sampling procedure, data collection and data analysis which were used in the study. Descriptive statistics analysis was used, where frequencies and percentages of the variables were indicated. Variables which were measured included demographic socio-economic profile of survey household heads where age, marital status, educational level, occupation other than farming, land ownership, household size and gender of the household heads.The results show that the statistically significant variables (gender, household size) at 5% level positively affect smallholder crop farmers’ access to market information, expertise on grades and standards, availability of contractual agreements, existence of extensive social capital, availability of good market infrastructure, group participation and reliance on tradition. These findings suggest that an adjustment in each one of the significant variables can significantly influence the probability of participation in either formal or informal marketing, and hence their marketing channels. In the light of the foregoing research findings, several policy options were suggested. These include encouraging collective action, promotion of contract farming, ensuring the availability of market information to all farmers, encouraging value addition and investment in rural infrastructure.

Abstract:
Principals were struggling with the interpretation of their roles in the implementation of the NCS in South African schools, parlty due to the huge change and complexity of the NCS. It was found that principals did not understand their roles in the implementation of the NCS, and as a result did not develop staff, were not familiar with the roles of educators as specified by policy and shifted the burden of developing educators to the Department of Education. A qualitative research approach was employed. A reputational case sampling was conducted on three secondary school principals in the KZN Vryheid District. A semi structured interview and a semi-structured questionaire were employed on these three principals to gather data. Theme analysis was used to determine how principals interpreted their roles in the implementation of the NCS. I found that principals did not have enough understanding of their roles in the implementation of the NCS. However, principals complained that the Department of Education was more concerned about expanding access to education than quality of education. They also lamented that teachers had a low self- esteem with the profession. I found that principals required detailed workshops on their roles in the implementation of the NCS, ongoing curriculum leadership training, and required LTSM resources and equipped laboratories.

This study investigated human resource challenges besetting school managers in Vryheid district in Zululand region in KwaZulu-Natal: an educational management perspective. The target population consisted of school managers in the service of KwaZulu-Natal Province, Zululand Region in Vryheid district in the Department of Education. For educators to perform satisfactorily, their skills, abilities and motives to perform duties must match their job requirements. Managers must recruit and select qualified and dedicated staff members for the effectiveness of the school depends on the effectiveness of the staff. The challenges of school managers are to attract, recruit, retain, motivate and develop the staff. They should not unfairly discriminate directly or indirectly against anyone. They have to redress the past imbalances when appointing the staff. They work under stressful conditions with different types of people, all with their own beliefs, values, cultures and work ethics. Educators with best results are promoted to senior positions where they are sometimes not utilised. Learners are becoming more uncontrollable, rude, violent and undisciplined. some are promoted and others. Endless strikes, turnover, absenteeism, redeployment, late coming, over-crowded classrooms, many changes, poor performance; hostility is very common in schools. The growing numbers of educators, who die, retire, promoted and resigning each year, resulting in the shortage of experienced educators to substitute them. The lack of reliable resources or help within the Department of Education. . A qualitative explanatory and descriptive approach has been adopted in the present research to investigate school managers’ challenges. The research findings of the investigation confirmed that numerous challenges exist in schools and that school managers require training and intervention strategies to help them cope with the changes in the education system in South Africa. The limitations and recommendations were discussed.

The purpose of this study was to determine the nature of development appraisal system and views of educators on the new model. Relevant literature was reviewed in order to determine the nature of development appraisal and to determine educator’s views on appraisals in developing countries. The subject of this study was 100 primary educators from primary and secondary schools in Bhekuzulu circuit in Vryheid district. The empirical investigation that was conducted revealed that a variety of appraisal models emphasized, amongst others that have been identified, teacher development as the main purpose of an appraisal. A positive attitude towards the implementation of appraisals and effectiveness in doing so realized the essence of goals of appraisal. The study revealed that appraisal can bring about renewal of classroom teaching, improve relationships with learners, and induce openness and sharing of ideas and problems. The empirical investigation revealed that most respondents have been appraised and that they realized the importance of this model. The following major findings emerged from the empirical investigation: Most educators had been appraised and that they realized the importance of developmental appraisal. In South Africa, development appraisal represented the paradigm shift away from traditional appraisal system. Development appraisals emphasise quality of education and assist in monitoring school objectives.

This study explores the phenomenon of stokvels − membership-based savings schemes providing for the social and financial wellbeing of their members as well as entertainment (Lukhele, 1990). The purpose of the study is to identify the existence of a different kind of economy that is not informed by the capitalist logic. The study aims to examine the values that underpin stokvels and to locate them within a particular socio-cultural and historical context. This is a qualitative research study and my research approach included fieldwork, participant observation, in-depth interviews and the procedure of genealogy. The study, employing these methods, has enabled me to draw a connection between the Khumalo clan - the generation of Mzilikazi Khumalo who was a friend to King Shaka and is argued to have played a pivotal role in building what is known as the Zulu nation today – and my uncles. In the six months I spent at Esihlengeni, a small village in Vryheid, KwaZulu-Natal, I interviewed 27 people, attended two funerals, one family ritual and conducted two focus group discussions with stokvel women. I found that stokvels are not centred on an African epistemic framework as anticipated in the problem statement but are still within the capitalist logic of profit and thus do not draw from the community’s traditional values. While stokvels are informed by the dominant capitalist logic, the community of Esihlengeni still draws from their cosmological worldview that provides them with a different understanding of the economy that is centred on cattle – the means that allow them to perform rituals that guarantee protection and continuity of life - to make sense of their world. Their insistence on the importance of cattle in this community is their cry to be allowed to exist and be recognised as humans that can think for themselves. I conclude by arguing that to understand this community correctly, we need to take the ontological difference seriously that we cannot possibly have only one way of existing. The community of Esihlengeni thus provides us with the economic theory that is centred on life in its totality – that takes both the physical and metaphysical into consideration to ensure the continuity of life. As such, the community of Esihlengeni should be regarded as a gift to be appreciated.

Abstract:
This study investigated the challenges faced by Intermediate Phase learners in reading in English in Mondlo Ward Vryheid District. It further explored factors that affect learners’ reading. The sample consisted of 36 learners who are poor readers. These learners were selected from educators’ reading assessment record sheet. It also consisted of nine English language educators with a minimum of five years post-qualifying experience, principals of selected schools because they are curriculum managers at school level and one English language subject advisor. The study focused on three primary schools in Mondlo ward Vryheid District, which were selected through a purposive sampling technique. Qualitative research was chosen as the research method, with phenomenology as the research design. Data collection instruments consisted of structured observation schedule, unstructured in-depth interviews and focus group discussions. Interviews were conducted in participants’ schools. The focus group discussions were conducted with learners and educators soon after the unstructured interviews at the participants’ schools. The subject advisor was interviewed in her respective office. Data analysis consisted of a thematic approach. Common themes were identified in participants’ responses. The findings highlighted factors which cause learners’ reading problems. The factors include various physical factors, little attention to reading skills, lack of print-rich environment, insufficient reading time, poor teachers’ and learners’ communicative competence in English as the Language of Learning and Teaching. Educators were of the view that repeated curriculum changes within a short period of time without proper training of educators has an effect on learners’ reading performance. The study revealed that reading is adversely affected by the poor learning conditions in which learners find themselves in because there was a strong relationship between socio-economic factors and reading ability. On that account, the implication is that reading will not improve in Intermediate Phase learners if learning conditions do not improve. The study recommends that the Department of Education pay more attention to pre-service and in-service training of educators so that educators are more knowledgeable in all reading components.

The purpose of this research was to investigate the challenges facing the Development Support Grouping (DSG) in the implementation of the Integrated Quality Management System (IQMS). Based on this, the researcher sought to present guidelines to improve the process of educator evaluation. The Integrated Quality Management System is a national policy aimed at increasing productivity among educators. IQMS comprises three programmes namely: Development Appraisal (DA), Performance Measurement (PM) and Whole school Evaluation (WSE). The three programmes ought to complement each other and run concurrently. The role of the Development Support Groups (DSG) is of cardinal importance in the implementation of IQMS. Because of the tremendous challenges inherent in IQMS and the fact that the DSG are responsible for baseline and summative evaluation, it is necessary to ascertain the challenges that the DSG are likely to encounter whilst exercising their roles and responsibilities during the implementation of IQMS. The research concentrated on schools in the Vryheid District of KwaZulu- Natal. The quantitative research methodology was employed to elicit the perception of educators with regard to the implementation of IQMS in schools as well as the challenges facing the DSGS. The findings of the research were clustered according to the four sections of the questionnaire. Some of these findings were: • A large majority of educators in Vryheid District seem not to understand the purpose of IQMS. • A higher percentage of respondents do not believe that the training they receive had prepared them for implementing IQMS. • Most respondents do not strongly agree that WSE evaluates the effectiveness of school in terms of national goals. • A smaller percentage of respondents agreed that WSE provides feedback as a means of achieving continuous improvement. • Most educators believe that lesson observation is necessary for educator development. • The contribution of the DSG towards educator development is of a limited extent. • Educators do not have sufficient time to serve on DSG.
