Abstract:
Abstract Valid-time-shifting (VTS) ensembles, either in the form of full ensemble members (VTSM) or ensemble perturbations (VTSP), were investigated as inexpensive means to increase ensemble size in the NCEP Global Forecast System (GFS) hybrid four-dimensional ensemble–variational (4DEnVar) data assimilation system. VTSM is designed to sample timing and/or phase errors, while VTSP can eliminate spurious covariances through temporal smoothing. When applying a shifting time interval (τ = 1, 2, or 3 h), VTSM and VTSP triple the baseline background ensemble size from 80 (ENS80) to 240 (ENS240) in the EnVar variational update, where the overall cost is only increased by 23%–27%, depending on the selected τ. Experiments during a 10-week summer period show the best-performing VTSP with τ = 2 h improves global temperature and wind forecasts out to 5 days over ENS80. This could be attributed to the improved background ensemble distribution, ensemble correlation accuracy, and increased effective rank in the populated background ensemble. VTSM generally degrades global forecasts in the troposphere. Improved global forecasts above 100 hPa by VTSM may benefit from the increased spread that alleviates the underdispersiveness of the original background ensemble at such levels. Both VTSM and VTSP improve tropical cyclone track forecasts over ENS80. Although VTSM and VTSP are much less expensive than directly running a 240-member background ensemble, owing to the improved ensemble covariances, the best-performing VTSP with τ = 1 h performs comparably or only slightly worse than ENS240. The best-performing VTSM with τ = 3 h even shows more accurate track forecasts than ENS240, likely contributed to by its better sampling of timing and/or phase errors for cases with small ensemble track spread.

Abstract:
The impact of train architecture and design characteristics on track deterioration accounts for a significant proportion of the whole-life costs of operating a railway. Introducing new train fleets with an expected life in excess of 30 years means that it is important to optimise train design to minimise track deterioration, maximise track life and realise long-term cost savings. Furthermore, higher traffic tonnage (from more frequent services) and increased train acceleration and speeds will cause increasing track deterioration rates; therefore, this issue is central to managing a sustainable railway in future. The track ‘friendliness’ of a train is determined by several ‘vehicle/track interaction’ parameters: train mass, axle load, number of axles, bogie unsprung mass, traction power, suspension ride forces and speed. The Vehicle/Track Interaction Strategic Model (VTISM) can be used to analyse the effect of these parameters on track forces and the resultant track deterioration and maintenance and renewal costs. This paper describes a study undertaken using the VTISM to investigate the impact of axle loads and train architecture on vertical deterioration and costs of ballasted track on a Great Britain railways ‘classic’ mainline route (up to 125 mph) and, following VTISM upgrading and validation, a high-speed route (up to 360 km/h). It identifies where potential cost advantages may be obtained when comparing conventional trains with new, alternative train architectures.

The purpose of this briefing note is to examine the escalation to violence of Violent Transnational Social Movements (VTSM), specifically the Black Hebrew Israelites (BHI). The BHI is a more than 100-year-old group that has arguably been in the political background for the past two decades and appears to have escalated from using soft violence tactics to kinetic violence after the Jersey City Deli Shooting. This briefing note primarily focuses on the BHI and their role as a VTSM that uses soft violence and symbolic power as a means to deliver their message. This paper investigates a more advanced vertical vehicle–slab track interaction model (VTIM) by considering the discontinuity of track slabs, besides, it can be degenerated to the traditional two-dimensional model conveniently. Moreover, a cyclic calculation method (CCM) is further developed to solve infinite length calculations. On this basis, the proposed dynamic model and CCM are validated by comparing with the more comprehensive three-dimensional train–track model and fixed-point excitation method. Then, from aspects of probability statistics and frequency analysis, an illustrative example is particularly conducted to comprehensively characterize the dynamic responses of vehicle–slab track systems, in which the representative and realistic rail irregularity sets simulated by the track irregularity probabilistic model are used as the loading inputs. Results show that, with a low consumption of computational time and computer memory, the dynamic results derived from VTIM and CCM have a high accuracy, which indicates that the proposed dynamic model and calculation method can be efficiently and accurately used to analyze train–slab track interactions.

The article discusses the relationship between authorities and business in 19211922 using the example of the litigation at the end of March 1922 at the Supreme Tribunal of All-Russian Central Executive Committee (VTsIK) accusing a group of employees of the People’s Commissariat of Foreign Trade, Supreme Economic Council and private intermediaries in the sale and resale of imported paraffin at speculative prices. The uniqueness of this case was that the harsh sentence was quashed by the Presidium of VTsIK, and the case was dismissed. The deal lasted two weeks and was investigated by the Cheka and the Supreme Tribunal by denunciation of one of the customers who was dissatisfied with the growth in paraffin prices during this time. The process went in accordance with Lenin’s directive to combat the abuse of NEP, although the defendants did not break the laws. Investigations and the court attributed normal trading practice to those abuses. It is shown that Lenin’s instruction contradicted the principle of raising the productive forces at all costs previously put forward by himself. The article shows controversy between the leaders of economic departments, who spoke out in defense of the accused and for the development of NEP, and law enforcement officials who tried to limit NEP. The reasons for the cancellation of a severe conviction are analyzed. It is proposed how to use the lessons of the paraffin case to improve present relationships between business and authorities.

The Zr–Y-based alloy targets are used for spraying of heat-resisting ceramic coatings on the gas-turbine hot section components surface by the plasma-chemical deposition techniques. The comparative study of the microstructure and phase composition for target specimens, which manufactured by vacuum-induction melting or vacuum-arc melting, are performed. The patterns of change in a microstructure and a phase composition in the experimental Zr–Y-based alloy, depending of manufacturing technology are shown. The aspects which have led to transformation of microstructure and phase composition of VTsM-1 Zr–Y-based alloy at the change of the manufacturing technology of targets are detected.

Based on the 2000–2018 comparative studies of the Institute of Sociology of the Russian Academy of Sciences and the Russian Public Opinion Research Center (VTsIOM), the author presents the process of transition of the “Putin era” from the stage of consolidation built upon public consensus achieved at the beginningof the “zero” (нулевых) years to the current stage of value crisis that arose in 2012–14 and lasts to this day. Although the current state of society canno tbe unequivocally interpreted as a split, contradictions in the system of values are growing. Implementation of the idea of a strong state is delegated to social groups that are least modernized. Moreover, within the state itself, frustration has been growing among the whole society. The increasing demand for change has not yet been materialized in the form of any political “body”, which makes the inevitable transit of epochs extremely risky for the country and the society.

This briefing note explores the potential threat posed by the Yellow Vest Canada movement (YVC) being arguably infiltrated and co-opted by right-wing extremist (RWE) groups, and the possible escalation this may cause. The YVC has the potential to evolve from a peaceful movement into a national security threat. Yellow Vesters have become increasingly characterized by their death threats against Prime Minister Justin Trudeau, clashes with counter-protesters, and the movement’s growing support from local RWE groups, seeking to utilize the YVC as a means for expanding their supporter base and normalizing extremist rhetoric. In the event of the adoption of YVC by RWE groups, there is the potential for extremist narratives to be pushed into the normative political sphere and turn the YVC movement into a Violent Transnational Social Movement (VTSM).

Abstract:
The study is devoted to the analysis of the implementation of the "lifelong learning" concept in Russia. To study the problem, we used both secondary data from surveys conducted by the VTsIOM and HSE University, as well as information obtained by the authors during expert interviews with teachers of higher education, tutors of business education and scholars involved in educational issues. The logic of the study involved a consistent acquaintance with the concept of lifelong education, the presentation of the structure of modern Russian education, and the inclusion of various groups of the population in the lifelong education system. A key part of the study was an analysis of the barriers and opportunities for the population to pursue lifelong learning. The results of the polls and the data of expert interviews allowed us to identify systemic problems in implementing this concept, such as: the transitional state of the educational system, insufficient budget funding for education, low financial power of population, insufficient demand from employers, an unformed system of additional professional education, underdevelopment of support for informal education and its pairing with formal education. The role of the National project “Education” in solving the problems of implementing the concept of lifelong education is noted.

The purpose of the article is to characterize the problems and prospects of development of volunteer activities in the youth environment of the Orel region. The article provides a brief review of the literature on volunteer activities. The article presents the results of the author’s sociological study “Coordination of volunteer activities among the youth of the Orel region” –materials of interviews with the heads of volunteer organizations (volunteer groups; volunteer groups; volunteer centers (movements)), volunteer projects) of the Orel region. Based on the analysis of the interview materials, groups of problems typical for the development of volunteer activities in the Orel region are identified. A comparison of the materials obtained by the author during the interview with the results of a questionnaire survey of residents of the Orel region, organized by the sociological laboratory of the Central Russian Institute of Management, a branch of the Russian Academy of National Economy and Public Administration, and the results of a VTSIOM study are carried out.The results of the study-the analysis allowed the author to formulate the problems of development of volunteer activity in the youth environment of the Orel region and to identify the prospects for the further existence of this type of activity in the region.

The book is constructed in the form of an interview of the famous Soviet/Russian sociologist and americanist doctor of sciences N.P. Popov with doctor of sciences B.Z. Doktorov, who developed the genre of scientific memoirs and conducted over a hundred interviews with Russian and American sociologists. The paper covers three main topics. Like any biography, this is a personal story of the author — his youth in the post-war years, the path to the profession of a journalist and sociologist, the worldview of the “sixties”. Journalism leads the author, as well as many American pollsters, to the study of public opinion, at first American, continued at the Institute of US and Canadian Studies. He like no other is closely acquainted with the work of leading American pollsters: George Gallup, Louis Harris, Warren Mitofsky, Mervin Field and other gurus. The study of American polling technology and public opinion on socio-political problems and electoral orientations of the population were used by the author in further work at Soviet and Russian centers for the study of public opinion, first of all – at the All-Union center for the study of public opinion (VTSIOM), created in 1988, where he was offered a job by Tatyana Zaslavskaya and Boris Grushin. They also recommended him later as head of the sociological department of the presidential administration right before the 1996 election. The book includes a number of articles by the author on Russian and American public opinion in different years.

The purpose of this work is to study the modern interactions of religious and secular societies, they are simultaneously considered through organizational, legal and political points of view. By the method, the author chose an analytical review of the regulatory framework, foreign and domestic publications on the interaction of religious and secular in society. The work is based on a secondary analysis of data from socio-political surveys of leading research centers - the VTsIOM, the analytical center of Yuri Levada and the Europe Social Survey. Since today the issue of national security, the fight against religious extremism and terrorism, the prevention of conflicts on a religious basis, the harmonization of interfaith relations, the author's study is relevant. The scientific novelty of the work is determined by a comprehensive review of the legislative basis of freedom of conscience in Russia and abroad, as well as a political and organizational analysis of cases and content. Such an analysis suggests that the system of international law and the legislation of the Russian Federation, State-confessional policy, has made it possible to include religious organizations not only in the social sphere, but also in the system of public administration, in the political process. An analysis of cases, content and practices allows us to conclude that representatives of the religious and secular parts of society do not always have the same opportunities, rights, freedoms in the conduct of their activities. Unbelievers or representatives of other small (non-traditional) faiths may be an acceptable side.

Introduction. Healthy nutrition is the most important component of the quality of life, which is understood as an integral indicator of the mental, physical and social functioning of a person. However, the diet of Russians is not enough vegetables and fruits, dairy products, excess sugar, salt, products containing animal fat and trans fats. Violations of the structure of nutrition, nutritional status lead to the development of alimentary-dependent diseases, primarily cardiovascular, and in particular, arterial hypertension.Goal. Study of alimentary risk factors for arterial hypertension.Materials and methods. The data of the survey of VTSIOM and the company Gideon Richter “Food habits of Russians”, September 2020”, conducted by telephone survey in at least 80 regions (1,600 respondents over 18 years old), are analyzed.Results and discussion. The diet of the adult population of Russia is characterized by a high consumption of animal fat (frequent consumption of fatty dairy products-52% of respondents, butter-61%, sausage products-48%), salt (pickles and marinades – 42%), added sugar (confectionery – 47%) with a lack of fruit, fish and seafood. 23% of respondents add salt to ready meals, and 43% use frying when cooking. Arterial hypertension was noted in 52% of respondents, who, compared to normotonics, less often (32-39%) include in their diet foods that are sources of potassium and magnesium (apricots, bananas, dried fruits, nuts, seeds, etc.), and more often-pickles, marinades (47%) and mayonnaise (45%), containing a large amount of salt, as well as add salt to ready meals (24%).Conclusions. In order to prevent arterial hypertension in Russians, it is necessary to increase their intake of potassium and magnesium, limit the content of table salt in the diet, which will be facilitated by the widespread introduction of educational programs on healthy nutrition.

Abstract:
The article analyses some problems of Soviet nation-building and the formation of the federal system in the 1920s, using a new source on the activities of the Nationalities Department of the All-Russian Central Executive Committee (VTsIK). The activity of the Department of Nationalities of the All-Russian Central Executive Committee (1919-1937) was directly linked to the implementation of nationality policy in the RSFSR, although it occupied a subordinate position in the emerging Soviet system of national-state building. During the formation of the USSR and after the liquidation of the People’s Commissariat for Nationalities, it was the Department that accumulated in its practice the integrative organizational, administrative, socio-cultural, and other functions that were associated with the modernizing efforts of the authorities in the multi-ethnic space of the USSR and the RSFSR itself. As part of the executive body of the supreme power of the largest USSR republics, the Department dealt with many operational and planning issues related to the organization of local executive bodies on national issues, helping the representations of autonomies in the capital, preparing normative acts on nation-building issues, and providing direct administrative, financial, economic, social and cultural support to autonomies. The relationship between the center and the autonomies was a major focus, and the tasks of the Nationalities Division required them to act as intermediaries in their cooperation with various agencies in the center and in the regions. The author focuses on several fundamental issues of nation-state building through the prism of the AllRussian Central Executive Committee Department and its head S.D. Asfendiyarov in 1926-1927, when the important discussions and appeals of the leaders of several autonomies to the center were held to settle the relations between different subjects of the federation, all-Russian and all-union process of state building.

Abstract:
The article analyzes the influence of physical culture and sports on the health of the population. The author explores the behavioral factors of health and illness, using experience and examples from previous Russian and international research. The work highlights the main components of a healthy lifestyle and obstacles that prevent it from practicing, such as lack of material and time resources, lack of will, bad habits, high pace of life and work, etc. Based on the latest statistics and analysis, it is shown that there are few people leading a healthy lifestyle in Russia (from 12 to 25% according to various estimates), but there are real barriers to improving the situation. Furthermore, there is a lack of motivation among the population itself. The article focuses on the importance of adequate physical activity to preserve health. Author presents data on the share of those practicing physical education and sports in Russia and in the world, as well as the results of scientific research confirming the fact that the interest of Russians with sports activities has increased, they began to devote more time to physical development. However, it will take time to achieve the indicators typical for the countries of Northern Europe and the USA. The problem of high-performance sports, associated huge costs, its use as an effective instrument of “soft power” in world politics, dehumanization and commercialization of big-time sports and, of course, the issue of its impact on health are touched upon. It also analyzes the importance of professional sports for the development of mass sports and increasing the motivation of the population to engage in physical culture.The situation in the development of physical culture and mass sports in Russia and the involvement of the population of our country in these practices are assessed. Author analyzes interlinks between physical activity on one side and influence of socio-demographic characteristics of the population, such as gender, age, level of education and income, region of residence on the other side.The empirical basis of the work consists of data of the WHO, the Federal State Statistics Service (Rosstat), the Public Opinion Foundation (FOM) and the All-Russian Center for the Study of Public Opinion (VTsIOM), as well as the study undertaken in 2018–2019 by the Department of Sociology of Family and Demography, Faculty of Moscow of Sociology, Lomonosov Moscow State University (2489 respondents) “Interregional studies of life values and nontransitivity of family and child orientations among women, men and married couples on the basis of crosscutting analysis of comparable data” (SEDOZH).

Introduction. The article presents the author’s interpretation of the process of constitutional control institutionalization in Russia. The paper highlights the dominant factors and main vectors of the constitutional control transformation in the context of modernizing the political and legal systems of the Russian Federation. The authors pay a particular attention to the specifics of the Constitutional Court of the Russian Federation functioning in the current system of separation of powers and upholding the sovereignty of the Russian state in the context of contradictory modern processes of political globalization. Methodology and methods. The theoretical and methodological base of the work includes theses of Russian and foreign scientistsconstitutionalists A. Medushevskiy, V.E. Chirkin, L. Fridman, F. Luscher. The theories of political modernization and globalization (A.Yu. Melvil, S. Lantsov, S. Eisenstadt, S. Huntington, I. Wallerstein, Z. Bauman) were used to analyze the functional specificity of constitutional control institute activities in the conditions of forming a global and regional “risk society”, and a new Russian state after the Soviet Union collapse. The empirical base of the study was the following: the Constitution of the Russian Federation; Constitutional and Federal laws of the Russian Federation, other legal documents regulating the activities of state authorities and administration; periodical materials; research results of the leading sociological centers – Russian Public Opinion Research Center (VTsIOM), Levada-Center. Analysis. The stages of forming the constitutional control institution and its transformation should be considered in the context of modernizing the Russian state, its political and legal systems. At the same time, the inconsistency of the statist model of political modernization in Russia has a significant impact on modern institutional reinforcement and the practice of implementing the principle of separation of powers, including the political and legal status of the Constitutional Court of the Russian Federation. The escalation of internal and external risks and threats to the Russian society and state objectively defines a number of restrictions to the comprehensive disclosure of the constitutional justice political potential. Discussion. The main discussion dominants in analysing factors and directions of the constitutional control institute transformation in modern Russia are the following: the degree of rootedness of constitutionalism principles and constitutional values in the public consciousness of Russian citizens, and first of all among the ruling elite; the effectiveness of implementing constitutional control in comparison with other types of control – public, civil, parliamentary, etc.; the indicators of performance of the Constitutional Court of the Russian Federation to strengthen Russia as a legal, democratic state while ensuring stable and safe development of the national society. Results. The article highlights the main stages of the constitutional control institutionalization in the national history. The interrelation of modernization transformations of Russian society and the state with formation and functioning of the Constitutional Court of the Russian Federation is traced. The paper presents the dominant vectors of the constitutional control institute transformation in the Russian political and legal space, taking into account real and potential risks and threats in the personality-society-state system.

ABSTRACTThe spatial distribution of superconducting properties using variable temperature scanning laser microscope (VTSLM) has been investigated. The superconducting thin film used in this study is an epitaxial YBa2Cu3O7 film photolithographically patterned to a 300 μm-wide bridge. Since the voltage response, δV(x,y) is proportional to dR/dT(x,y), the spatial distribution of superconducting transition can be obtained in VTSLM images. In the resistive transition region, there is a strong correlation between the VTSLM images and the resistance of the sample. With decreasing resistance, the area with large δV(x,y) shifts toward the ends of the bridge. This indicates that the resistive transition is not uniform and both ends of the bridge have lower transition temperature, Tc. Different currents or different output power of lasers do not affect the images. VTSLM technique is a powerful tool to image the local superconducting properties and to identify the weaker superconducting areas.

ABSTRACTWe model the growth of Ag films deposited on Ag(100) below 140K. Our recent Variable-Temperature Scanning Tunneling Microscopy (VTSTM) studies reveal “smooth growth” from 120-140K, consistent with earlier diffraction studies. However, we also find rougher growth for lower temperatures. This unexpected behavior is modeled by describing the deposition dynamics using a “restricted downward funneling” model, wherein deposited atoms get caught on the sides of steep nanoprotrusions (which are prevalent below 120K), rather than always funneling down to lower four-fold hollow adsorption sites. At OK, where no thermal diffusion processes are operative, this leads to the formation of overhangs and internal defects (or voids). Above 40K, low barrier interlayer diffusion processes become operative, producing the observed smooth growth by 120K. We also discuss how the apparent film morphology mapped out by the STM tip “smears” features of the actual film morphology (which are small at low temperature), and also can lead to underestimation of the roughness.

ABSTRACTMetal(100) homoepitaxial systems constitute perhaps the simplest class of systems in which to study thin film growth. Yet, our Variable-Temperature Scanning Tunneling Microscopy (VTSTM) analysis of Ag/Ag(100) homoepitaxy reveals that the variation of roughness with temperature is extraordinarily complex. As the deposition temperature is reduced from 300K to 50K, the roughness of 25 monolayer films first increases, then decreases, and then increases again. Furthermore, a transition from mound formation to self-affine (semi-fractal) growth occurs at around 135K. We postulate that the following the atomistic mechanisms underly this behavior: the existence of a small step-edge barrier inhibiting diffusive downward transport; “downward funneling” of atoms deposited at step edges and microprotrusions towards lower four-fold hollow adsorption sites; and statistically significant deviations from “complete” downward funneling at lower temperatures, where deposited atoms instead become trapped on the sides of (the more prevalent) small steep microprotrusions. To support these postulates, we employ kinetic Monte Carlo simulations to show that atomistic (lattice-gas) models for epitaxial growth, which incorporate these mechanisms, reproduce the experimental data quantitatively.

The environmental impacts of noise and vibration are becoming increasingly important in the assessment of new and upgraded railway routes. Vibration from railways propagates through the ground to nearby buildings where it may cause annoyance as feelable vibration or as re-radiated noise. To tackle the adverse effects of ground-borne noise a range of possible interventions are available, including softer rail pads, under-sleeper pads and under-ballast mats. The installation costs of such interventions are generally higher for the higher-performing track types. Additionally, there are potential effects on track maintenance costs which may be positive or negative, for example by reducing sleeper damage or increasing the need for ballast tamping. This study presents a socio-economic analysis of the effects of several interventions to reduce ground-borne noise. By selecting a whole route, the installation and whole-life costs are assessed using Network Rail’s Vehicle-Track Interaction Strategic Model (VTISM) and these are offset against benefits in terms of reduced social costs. Ground-borne noise is predicted at various distances from the alignment using the Modelling of Train Induced Vibration (MOTIV) model and the effect of track interventions is determined as insertion loss spectra. The re-radiated noise within a typical domestic building is then estimated using generic building transfer functions. Geographic Information System tools are used to estimate the population affected by ground-borne noise and their expected level of exposure. The methodology is illustrated using a case study route between Brighton and Portsmouth in the South of England.

Abstract:
Health care as an open system is affected by external fluctuations: the processes of globalization, digitalization and informatization; modernization and virtualization; increasing complexity of problems and volumes of information; increasing share of qualified, creative work; challenges and threats of the future, increasing social tension and devaluation of values. All this leads to a change in the management paradigm, which is based on future management, advanced development, self-education and self-development. Data analysis of VTSIOM secondary sociological studies and author’s analysis of the content of discussions from August 2018- to February 2019 of medical professionals ’online communities were conducted. The study has identified the following current trends: the growth of informatization, virtualization, the emergence of new medical technologies, the formation of the global medical market, the change in the management paradigm of public and non-profit health organizations, the formation of new requirements for managers and staff of medical organizations. Global trends are linked to the growing popularity of digital healthcare. Medical institutions, diagnostic laboratories and insurance companies are gradually getting involved in the digitalization process and creating a single electronic system. This task is included in the National strategy for the development of artificial intelligence in Russia. The study has fixed that the problem of accessibility and quality of medical care in the country remains relevant, which is confirmed by the data of independent sociological studies. The main risks of digital medicine development are data security and insufficient professional competence of medical personnel in the field of information technology. It is important to support the processes the of users number of medical relevant social networks: iVrach.com, imedicina.ru, vrachirf.ru, doctocnarabote.ru, novmed.net, medtusovka.ru, doctornet.ru as well as consolidation of Russian technology companies in developing their own up-to-date software products for digital medicine.
