Fowle, Mark. "Practices of emancipation : an analysis of security, dialogue and change in post-war Vukovar." Thesis, University of Warwick, 2010. http://wrap.warwick.ac.uk/35725/.

Full text
Abstract:
The thesis analyses the Croatian city of Vukovar as a way of animating theoretical debates about the relationship between security, emancipation and practice. It claims that emancipation must be understood through experiences of security and insecurity as they are lived. Located in security studies, it begins with a critical reading of the Welsh School. Ken Booth's original move to associate security with emancipation opened up new possibilities for reimagining the field and for practicing security, but subsequent developments orientated the security as emancipation move towards closure. A genuinely open way of exploring this move is the context of Andrew Linklater's adaptation of Habermasian discourse ethics. In this way an engagement between Booth and Linklater is opened which runs throughout the thesis. The second part introduces Vukovar. It details the violence of late-1991 seen in the city, and outlines how the emergence of Croatian democracy represents a form of settlement. Yet patterns of memorialisation and reconstruction in Vukovar entrench a pro-Croat narrative of settlement at the expense of non-Croats who are unjustly excluded. Furthermore, interviews with leaders of local civil society, religious and political groups suggest that difference and contestation, rather than settlement, characterise the post-war period in Vukovar. The third part presents an analysis of the emancipatory practices which take place within the local context of contestation. Interviews with NGOs in Vukovar support Booth's emphasis on civil society groups as agents of emancipation. Subsequent interviews challenge his view in important ways as the human limits of emancipatory practices are revealed. However, even when such limitations are taken into account, certain civil society practices show how Booth and Linklater's respective understandings of emancipatory practice are played out in what are termed microdialogic communities. These alternative dialogues open new spaces and allow dominant understandings of the war to be challenged.

Tasovac, Masa. "An examination of the intercultural outcome of a policy of educational division based on spoken language : the case of educational policy in Vukovar, Croatia." Scholarly Commons, 2010. https://scholarlycommons.pacific.edu/uop_etds/757.

Abstract:
A four-year war in Croatia in the early nineties left Eastern Slavonia and the Vukovar region struggling with the consequences of inter-ethnic conflict and human suffering. Poorly addressed post-ethnic reconciliation issues resulted in many challenges in everyday living for the people of Vukovar, especially so with the segregation of the public educational system based on language and ethnicity. This research explored the outcomes of the policy in Vukovar to divide the student body based on the language they spoke. The literature review examined issues of inter-ethnic conflict, post-war reconciliation, and the process of grieving and transition in order to define how these processes affect people involved in public schooling in Vukovar today. I have examined literature in intercultural sensitivity, intercultural conflict, reconciliation, cultural marginality, and identity formation. I compiled data through in-depth interviews with five specialists in the field of public educational system in Vukovar. They included a journalist and author, a teacher, administrators, and parents. I found the presence of slow but consistent increase in readiness for the process of rejoining schools in Vukovar. This convergence in attitudes of the majority and the minority groups regarding their public school education might be the best indicator that Vukovar is shifting from the position of grieving to a place more open to the new solutions and agreements. However, one should not forget that bringing students together is not a key to reconciliation. Even though it appears that parents and teachers have motivation and good incentives to accomplish the process of reuniting, the students themselves lack the understanding of the importance of the same. I hope that this study will provide insight into the state of affairs in Vukovar's educational system today and may provide insight into the ways of managing the larger issues of reintegration and reconciliation between the diverse cultural communities.

Whyte, Angela C. "Placing blame or finding peace: a qualitative analysis of the legal response to rape as a war crime in the former Yugoslavia." Thesis, 2005. http://hdl.handle.net/1993/94.

Full text
Abstract:
This thesis is a qualitative analysis of the international legal response to rape as war crime in the former Yugoslavia. Through the examination of the International Criminal Tribunal for the former Yugoslavia (ICTY) and the case law it has generated, this thesis addresses the question will the androcentric characteristics of law found in domestic rape cases be replicated at the international level? More specifically this thesis undertakes an examination which questions will international law be able to adequately amplify and listen to women voices, or will the women’s words be silenced by the rule of law? The following research is loosely informed by Carol Smart’s (1989) sociology of law theory combined with Liz Kelly’s (1988) notions of coping, resisting, and surviving. The purpose of using Kelly’s theory is to go beyond viewing women as inevitable victims of sexual assault. The methodological approach is both qualitative and inductive. It draws on data from the ICTY structure, Statute, Rules of Procedures and Evidence, case law and transcripts and women’s stories presented outside the legal realm. The analysis reveals that while written law (including the interpretation and application of the law) is somewhat aware of the experiences of women, it falls short of adequately responding to the needs of women. A detailed look at the women’s stories of war revealed diverse experiences not captured in the legal realm. The women’s stories spoke of concerns beyond sexual assault and other crimes identified by the ICTY Statute. This thesis also introduces alternatives or complimentary approaches to law when dealing with war crimes. These alternatives include women’s local groups and truth commissions. This thesis also identifies the criminological relevance of studying war crimes (as defined by international law) and crimes of war and marks an important step in understanding rape and war from a criminological perspective.

Novak, Nikola. "The history of micro-geopolitical divisions: divided cities in former Yugoslav States." Doctoral thesis, 2020. http://hdl.handle.net/10071/22048.

Full text
Abstract:
The period after the Great War marked significant geopolitical perturbances in Europe. The collapse of empires, (post)colonialism and the rise of communism and other extremist movements, opposed the liberal understandings of free market, democracy and national self-determination. In Southeastern Europe, the idea of shared South Slavic state brought together nations previously engaged on opposite sides in the War. Battles for political and national dominance, hegemony, clashes of different ideas and constant changes of alliances and internal borders of several shared states led towards further micro-geopolitical divisions in this part of the world. Attempts to make the idea of Yugo-Slavism work fostered the processes of reterritorialization and deterritorialization in the region of former Yugoslavia. The ultimate attempt that sought solutions for Yugoslav nations ended up in wars. The last armed conflicts that happened in the European continent in the 20th century were the Civil War in Bosnia and Herzegovina, the Croatian Homeland War and the Kosovo War. Even though these states are now independent and internationally recognized countries, post-crisis management had little success. Recognized national borders did not prevent further divisions on local levels and microscale geopolitics. Divided regions, cities and immaterial ethnic micro-borders still burden lived realities and geopolitical visions in this region. This research is designed as a case study of the micro-geopolitical divisions in the former Yugoslavia with a special focus on divided cities. The primary unit of analysis is microscale entities in the region, but within-case cases are divided cities in states which territories were affected by the Yugoslav Wars - Bosnia and Herzegovina, Croatia and Kosovo. The research combines synchronic and diachronic analysis, as it has historical components and it studies the processes of reterritorialization and deterritorialization in the region - diachronic approach, while, at the same time, it focuses on three similar case studies of the divided cities that were an outcome of those processes - synchronic approach. Those three case studies are Mostar, Vukovar and Kosovska Mitrovica.

Ljubic, Maria Christina. "Recognition Denied: An Examination of UK and US Foreign Policy towards the Republic of Croatia." Thesis, 2013. http://hdl.handle.net/1828/4593.

Full text
Abstract:
This thesis examines the development of decision making taken by two countries, the United Kingdom and the United States, in response to Croatia’s declaration of independence from Yugoslavia. The focus is on the recognition process and the reasoning and rationale used by the government officials and diplomats of the United Kingdom and United States to arrive at their policy decisions and opinions. The concentration is mainly on events from the early 1990s until mid 1992. Topics explored include matters such the politics behind non-recognition, democratic social norms, respect for human rights and Western national interests. The thesis first hypothesizes, then analyses, which International Relations theory, that is, realism or constructivism, possesses the best capacity explain why these nations initially withheld their recognition of Croatia’s independence before moving to accept the Republic of Croatia as an independent state. The role of the International Relations theories is to offer an interpretation and understanding of these events and decisions. Subsequently, they are judged on their ability to do so. The thesis finds that via the insight of scholars, analysts and theoretical perspectives that both the John Major government of the UK and the George H.W. Bush Administration of the United States behaved mostly according to realist principles, with some instances of constructivist manner.
