Waldpolitischer Jahresrückblick 2019 Die Waldpolitik des Bundes war im Jahr 2019 von Änderungen im Bereich Waldschutz und verwaltungsinternen Vorbereitungen zur Anpassung der Waldpolitik nach 2020 geprägt. Auch bei den parlamentarischen Vorstössen zu wald- und holzwirtschaftlichen Themen war der Schutz des Waldes ein dominantes Thema. Bei den bundesgerichtlichen Entscheiden zum Waldrecht war kein Anstieg zu beobachten, und wie üblich war die Frage der Waldfeststellung zentral. In den waldrelevanten Politikbereichen bleibt die Revision des Jagdgesetzes so umstritten, dass sie in einem Referendum mündet. Debattiert wurden unter anderem auch die Revisionen des CO2-Gesetzes und des Raumplanungsgesetzes sowie die Weiterentwicklung der Agrarpolitik.

Federal implementation of Swiss forest policy – a success story? Forest policy is considered a joint responsibility between the Confederation and the cantons. The Federal Constitution lays the foundations for the cooperation between the two levels (sovereignty of the cantons, subsidiarity, cooperation based on partnership). Vertical and horizontal institutions have emerged for the necessary processes of exchange in the federal system. In the context of the implementation of the new system of financial equalisation and allocation of tasks between the Confederation and the cantons (NFA), the joint responsibility for forest policy is regularly called into question. Forest policy can be used as an example to show what the characteristics, advantages and disadvantages of implementation in a federal system are. From the point of view of forest policy actors, federal implementation can certainly be described as a successful model. However, the model has potential for improvement. First, the involvement of the cantons in federal processes can be optimised. Second, the positive aspects should be put into perspective because certain forest policy goals have not been achieved for decades.

Waldpolitischer Jahresrückblick 2020 Infolge einer Zunahme der Waldschäden in den Vorjahren war das Jahr 2020 von Diskussionen über Massnahmen zur Steigerung von Anpassungsfähigkeit und Resilienz des Waldes geprägt. Bei der Bundesverwaltung standen die Waldpolitik nach 2020 sowie die Ressourcenpolitik Holz 2030 im Mittelpunkt. Bei der Mehrheit der parlamentarischen Vorstösse zum Thema Wald und Holz ging es um das Thema «Anpassung des Waldes an den Klimawandel». Vier Bundesgerichtsentscheide betrafen den Wald, wobei der bedeutendste Entscheid die erstmalige Auslegung der Formulierung «in derselben Gegend» beim Rodungsersatz zum Gegenstand hatte. Daneben wurden wichtige Gesetzesrevisionen vor allem im Bereich Energie- und Klimapolitik in Angriff genommen und zum Teil auch verabschiedet. Die Revision des CO2-Gesetzes und das Inlandziel für die Reduktion der CO2-Emissionen sind wichtig für die Waldpolitik und die Ressourcenpolitik Holz sowie für die Rolle von Wald und Holz beim Klimaschutz.

Forest policy of the Canton of Berne in “the struggle of ideologies” (essay) The Swiss cantons are drifting apart from each other in important questions about the forest economy. Even if the differing cantonal conditions may partly explain the varying approaches, it's problematic. The differences constrain the development of the national forest policy and timber industry and may also lead to risks for the forest economy and the cantonal forest services. The article presents a typology to describe cantonal forest policies and aims to stimulate a discussion between the cantons. A central issue is the role played by the state in the forest economy. The “provisioning state” considers the forest sector as a public service, due to the public interest and provides the services itself. The neo-liberal “minimal state” fully privatises the forest economy and operates on the principle that the market will satisfy all needs in the most efficient way. Forest policy in the Canton of Berne considers the state as the guarantor of the forest's services. This approach is located between the two mentioned extremes: the state defines the services which are needed and ensures that these are supplied by an entrepreneurial forest economy. Thus, the structural development of the forest economy in the Canton of Berne is the key to success and also one of the core concerns of the cantonal forest strategy.

Advancement of the Swiss Forest Policy 2020 from stakeholders' perspectives In light of the ending of the Swiss “ Forest Policy 2020”, this article assesses the goals, challenges and concerns of Swiss forest stakeholders in relation to forest policy post 2020. The data were collected through expert interviews and an online survey. The results show that securing an economically sustainable forest management and economically viable silvicultural businesses are key concerns for many stakeholders. Apart from these issues, several further and sometimes conflicting interests were mentioned. The study concludes that a debate on an adjustment of the weights given to goals in the Swiss Forest Policy 2020 may be commendable. However, there does not appear to be need for a complete change of course in order to address the stakeholders' needs and concerns. In terms of policy process, most stakeholders positively evaluated the past planning and development process of the Swiss Forest Policy 2020, but also provided suggestions for improvements. Finally, a network analysis revealed that the Swiss Federal Agency for the Environment, the Swiss Forest Owners Association and the Conference of Cantonal Foresters played a central role in the amendment of the Swiss Federal Forest Act. The analysis also showed that more stakeholders find each other as important than actually work together in a legislative process.

Forest expansion in mountain areas: processes and developments in Swiss forest policy The use and protection of mountain landscapes is steered by several public policies, yet forest and agricultural policies play a particularly crucial role due to the relatively large share of forested and agricultural land in those areas. Both forest and agricultural policy are traditional sectoral policies that went through significant changes over the last years. In this article, we focus on the reform efforts in Swiss forest policy with particular attention to the issue of forest expansion in mountain areas. We first describe the relevant forest policy reform processes over the period from the year 2000 to 2012 using the Actor-Process-Event Scheme (APES), and analyze the underlying policy network. We then refer to other policy developments with potentially significant effects on forested areas, including changes in agricultural policy, and discuss the resulting consequences for the specific situation in Swiss mountain areas. The study shows that not only the goals and instruments of the Swiss federal forest policy gradually changed, but also – at least partly – the decision-making structures. Furthermore, it can be shown that the issue of forest expansion in mountain areas has mainly been discussed in the context of forest policy processes. Solutions to the issue, however, will also require appropriate policy instruments in spatial planning and agricultural policy.

Conditions in the canton of Argovia for efficient forest management are relatively good. The natural conditions and the present condition of the forests allow a high degree of sustainable yield with a high proportion of valuable, goodquality wood. The character of the new Argovian Forest Law is liberal and grants a great measure of freedom to forest owners in organisational and managerial matters. The progress in rationalisation achieved by restructuration over the past ten years has been considerable, but largely cancelled out by falling wood prices. Future development will depend, not least, on the goals and values of the political authorities as the largest group of forest owners.

Abstract. Nature and technology are at the core of many ongoing social transformations and political struggles. While constructivist approaches in general and poststructuralist theories in particular point to the discursive negotiation of materiality, they have so far failed to adequately account for its constitutive role in stabilizing and destabilizing social relations. We argue that theories based on a "flat ontology" offer a way to re-materialize social theory while keeping the sensitivity to power-knowledge relations that poststructuralist theories have developed. Drawing on the work of Deleuze and Guattari and recent discussions on Assemblage Theory in Human Geography, we sketch out a theoretical framework that conceptualizes the relations between symbolic and material entities in a non-deterministic way. Using the example of recent shifts in forest politics in Thailand under the influence of climate change policies, we discuss some of the empirical aspects that can be analyzed with the help of Assemblage Theory.

Community forestry has become a prominent policy instrument over the past decades as a response to deforestation pressures and rural poverty. Its political implementation involves a complex process with a profound structural change - away from state-based forestry to locally based decision-making authority. The research analyzes the internal development among policy actors in order to understand how community forestry can emerge in a regional policy system. It explores three different case studies with distinct policy processes towards community forestry: an international development project (Ecuador: Esmeraldas), a grassroot environmental movement (Canada: British Columbia), and an institutional restructuring process (Mexico: Quintana Roo). The theoretical approach is based on the Advocacy Coalition Framework (ACF). The ACF views policy change as a result of competing advocacy coalitions which act according to their policy beliefs. Policy change can be affected by internal changes (policy learning and changes of beliefs) or by external perturbations which affect the power constellation between the coalitions. Each policy process is analyzed over more than a decade, based on empirical data from semi-structured interviews with key actors and complemented by literature. The major actors and coalitions are identified, as well as their learning and changes of beliefs over time to understand their influence on the policy process. In summary, the research found that policy learning has a high importance for the internal development of community forestry policy, while often hidden behind the strong presence of an external perturbation. Although not as a singular force, policy learning has been shown to have a very potent role in enhancing, or sustaining, policy changes. Policy learning can have a stabilizing effect against adverse events, once the implementation process has started (Mexico). Policy learning can even generate the major momentum of change that unfolds when released by an external catalyst event (Canada). It can also, however, have a very limited influence, if not form an internal challenge to the implementation (Ecuador). It has been found that a change of policy beliefs is not a requirement for policy change in the early stages of community forestry, and cannot be indicated by visible changes in the policy network or local forestry arrangements. These might concern other adjustments of the actors to the changes, which do not reflect their substantial policy beliefs. The changes of policy beliefs in the three case studies show some similar patterns in the way the Community Forestry Coalition developed their policy goals over time, as well as in the way the State Forestry Coalition adjusted strategically to the new impact of the CFC on the network.
