Abstract:

ZusammenfassungDas weltweit gehäufte Auftreten von infektiösen und neoplastischen Erkrankungen bei Walen und Delphinen gab Anlass zu Spekulationen über den möglichen negativen Einfluss von Umweltchemikalien auf das Immunsystem dieser Tierarten. Trotz gewisser Fortschritte auf dem Gebiet der Immunologie der Meeressäugetiere ist das Wissen über das lymphatische System von Walen und Delphinen noch lückenhaft. Die Entwicklung von immunologischen Methoden, wie des Lymphozytenstimulationstests, ermöglicht jedoch die Untersuchung der zellulären Immunantwort bei marinen Säugetieren. Darüber hinaus erlauben funktionelle Testsysteme die Untersuchung der Aktivität der natürlichen Killerzellen sowie der phagozytotischen und zytotoxischen Aktivität von Leukozyten bei unterschiedlichen Walspezies. Weiterhin kann die humorale Immunantwort durch die Messung von Immunglobulinen mittels radialer Immundiffusion bei verschiedenen Meeressäugetieren bestimmt werden. Molekularbiologische Methoden wie die Reverse-Transkriptase-Polymerasekettenreaktion (RT-PCR) ermöglichen den Nachweis und die Quantifizierung der Genexpression von pround antiinflammatorischen Zytokinen. Hierdurch kann die Aktivität von lymphatischen Zellen im Verlauf von Entzündungen- und der Immunabwehr bei Walen und Delphinen näher charakterisiert werden. Die Erfassung des Immunstatus mittels dieser Methoden stellt somit einen wichtigen Bestandteil für die Untersuchung des Gesundheitszustandes dar und ermöglicht Aussagen über die Empfindlichkeit der Tiere gegenüber infektiösen Erkrankungen. Verschiedene neuere Studien verdeutlichen den Zusammenhang zwischen der Umweltbelastung mit Schadstoffen und der Suppression des Immunsystems bei verschiedenen Walund Robbenspezies. Allerdings müssen bei dem Vergleich zwischen Walen und Robben speziesspezifische Unterschiede im Immunsystem und Metabolismus von Xenobiotika der Meeressäugetiere berücksichtigt werden.

ZusammenfassungDie Morphologie der primären und sekundären lymphatischen Organe von Walen und Delphinen zeigt weitreichende Homologien zu denen terrestrischer Säugetiere. Es finden sich jedoch artspezifische anatomische Besonderheiten, wie beispielsweise die komplexen lymphoepithelialen Drüsen im Kehlkopf der Cetaceen (Waltiere), die eine Anpassung an den marinen Lebensraum darstellen. Weiterhin müssen physiologische Veränderungen, wie die altersabhängige Thymusatrophie und Zystenbildungen in der “analen Tonsille” der Waltiere, bei der Interpretation pathologischer Befunde dieser lymphatischen Einrichtungen mit berücksichtigt werden. Der Einsatz von spezifischen Leukozytenmarkern ermöglicht die nähere Charakterisierung von immunologischen und entzündlichen Reaktionen auf zellulärer Ebene. Mittels Durchflusszytometrie und Immunhistologie können so verschiedene T-und B-Zell-Subpopulationen sowie antigenpräsentierende Zellen der Wale und Delphine phänotypisiert werden. Für diese Tierarten liegen jedoch bisher nur wenige Berichte über kreuzreagierende oder speziesspezifische Antikörper vor. Pathologische Veränderungen in lymphatischen Organen finden sich infolge von verschiedenen neoplastischen und infektiösen Erkrankungen. In diesem Zusammenhang kommt es im Verlauf der verheerenden Morbillivirus-Seuchenzüge unter anderem zur generalisierten lymphatischen Depletion der infizierten Meeressäuger. Weiterhin führen chronische Erkrankungen und Abmagerung zum Verlust von Immunzellen und damit zu einer verminderten Resistenz gegenüber opportunistischen Infektionen. Neuere Studien geben vermehrt Hinweise auf die immuntoxische Wirkung verschiedener Schadstoffe in der Umwelt und die daraus resultierende Immunsuppression bei Walen, Delphinen und Robben.

<div>Abstract: Five hamlet in Walen Village, there is Pokoh, Wates, Walen, Jeringan and Ngampon are bamboo industry cluster area. This cluster is characterized by the existence of a bamboo forest as a provider of industrial raw materials, the people who have expertise to weave bamboo, bamboo woven activity and presence of a network or cooperation of small industry craftsmen. Industry cluster is absorbing the local workforce so we need to cuntineu in order to trigger the growth of the local economy. The problem in this research is how the level of sustainability of bamboo woven industry cluster in Walen Village to see between the existing conditions with the concept of sustainability of industrial cluster. The purpose of this study is to determine the suitability of Walen Village, Simo, Boyolali with sustainability concept. This study uses deductive research methods with quantitative research. Analysis uses scoring analysis which is based on the normative and suitability to the needs of the community. Conclusions from this research is the suitability of bamboo woven industry cluster Walen Village towards sostainability concept into the category of medium suitability. Normatively, the sustainability factor were classified as high compatibility towards sustainability indicators are infrastructure, raw materials and capital; were classified as moderate suitability factors are location and labor; and were classified as low suitability are market, technology, partnership and government support. The result of analysis based on suitability to community needs were classified as high suitability is the raw material; were classified as moderate suitability are location, infrastructure, market, capital, labor, technology and partnership; and were classified as low suitability is government support. Abstract:

Voor het voeren van zijn Flamenpolitik tijdens de Eerste Wereldoorlog, deed het Duitse Rijk beroep op een omvangrijke propaganda. Daarmee wilde het de Vlaamsgezinden er onder andere van overtuigen dat er in het buitenland een anti-Vlaamse hetze woedde. In vrijwel de hele literatuur over Flamenpolitik en activisme werd (en wordt) het aangenomen dat de wallingant Buisset, een liberale volksvertegenwoordiger uit Henegouwen, al bij de eerste gouverneur-generaal was gaan aandringen op de afschaffing van het Nederlands. Nader onderzoek leert ons echter dat het verhaal over Buisset op een Duitse propagandafabel berust, ons vooral overgeleverd via een bewuste Hineinterpretierung van oud-activist A.L. Faingnaert. Het verhaal moet ook in samenhang gezien worden met de propaganda van de Duitse stromannen in Nederland die medio 1915 de Flamenpolitik een versnelling hoger deden schakelen.________“The Walloons tried to convince us hundreds of times that there were no more Flemings left …” The story about Buisset and the German propaganda (1914-1915)During the First World War, the German Empire called upon an extensive propaganda for the propagation of its Flamenpolitik. In this way, it tried to convince the Pro-Flemish among other things of the existence of an anti-Flemish witch-hunt abroad. Practically the entire literature about the Flamenpolitik and activism assumed (and still assumes) that the wallingant Buisset, a liberal Member of Parliament from Hainault, had already approached the first governor-general to urge the abolishment of the Dutch language. However, further research indicates that the story about Buisset is based on German propaganda fiction, and has in particular been handed down by an intentional Hineinterpretierung by former activist A.L. Faingnaert. The story also needs to be viewed in context with the propaganda of the German front men in the Netherlands who cranked up the Flamenpolitik around the middle of 1915.

IntroductionRational emotive behavior therapy refers to a realistic time bound therapeutic approach, starting with activated concern model of emotional disturbance and change.ObjectiveTo set short-term goal and long-term goal for substance users by rational emotive behavior therapy.AimsThe present study aims at ameliorating emotional disturbance among addicts.MethodsA purposive sampling method was adopted. Therapy was administered on 50 substance users admitted in recovery hospital running by pioneer organization Human Development and Research Institute. Each day morning meeting was organized consisting of creed, narration from day by day; personal and interpersonal pull up, acknowledgement, newspaper reading, recreational activities, and serenity prayer. Quantitative and qualitative analysis was recorded.ResultsInferential statistics have shown that statistically significant differences were found among them those who have undergone counselling processes. They have found a proper orientation and significant qualities of life. Such therapy enabled them to find sobriety.ConclusionIn conclusion, it could be stated that Rational Emotive Behaviour therapy was found to be effective among substance users. Abstract:

Attempts to establish a quantitative framework for policy-making in the criminal justice system in recent decades have coalesced around the problem of the standard of proof and Kaplan’s influential 1968 paper. The central thread of work continues to use an equation he put forward while abandoning some of his foundational assumptions, an approach I call ‘Kaplanism’. Despite a growing awareness of deficiencies, elements of this school of thought, such as the parsing of concerns into the two categories of ‘error reduction’ and ‘error distribution’, have entered the general jurisprudential discourse. Here I launch a methodological attack and claim to kill this approach. This allows me to refute Laudan and other ‘consequentialist’ approaches to the standard identified by Walen, Walen’s own approach and an important part of Stein’s underpinnings. The same tools allow me to also refute Laudan’s earlier m/n meta-epistemology, Lippke’s ‘adage’, Stewart’s formalisation of Dworkin, Dahlman’s Bayesian work and (at least in criminal law) Kaplow’s law and economics approach. I also refute Hamer’s ‘conventional rationale’ for the current standard, Lillquist’s approach to the same and what Epps reports as ‘the Blackstone principle’. The law is left with no epistemic basis for policies, which, I argue, leaves it struggling for public trust in the modern era.

Abstract:

AbstractThe solar absorptance property of W/WAlN/WAlON/Al2O3-based coatings, deposited by DC/RF magnetron sputtering on stainless steel substrate was studied by measuring the reflectance spectra in the wavelength range of 250 - 2500 nm. The effect of thermal annealing on the optical properties of the solar selective absorber coatings was investigated. Annealing the coatings at 450°C for 150 hrs in air did not show any significant change in the spectral properties of the absorber coating indicating the excellent thermal stability of the coating. The W layer acts as infrared reflective layer and diffusion barrier on stainless steel substrate. The top Al2O3 layer serves as dense shield to protect the under layers from oxidation in air. In summary, the present study indicates the potential application of W/WAlN/WAlON/Al2O3-based selective coatings in high temperature photo thermal conversion systems.

Abstract. The stratigraphy and paleogeography of the Deckenschotter (“cover gravels”) of the Rhine glacier system between Lake Constance, the city of Schaffhausen and the Klettgau area (Switzerland, Germany) was revised. This was achieved by means of new surveying and mapping, petrographical analysis und a systematic evaluation of available literature and borehole data. Within the Deckenschotter three morphostratigraphic units can be discerned: (a) Höhere (higher) Deckenschotter, (b) Tiefere (lower) Deckenschotter and (c) Tiefere Deckenschotter, unteres Niveau (lower level). The topographically highest unit, the Höhere Deckenschotter, cannot be subdivided into lithostratigrafic units. The gravels classified as Tiefere Deckenschotter are grouped into two morphostratigraphical units; the altitude difference of the bases of both units is minor. They are, however, separated by an erosional discontinuity caused by a signifi cant rearrangement of the hydrographic network.The older one of the two units (Tiefere Deckenschotter) comprises sediments of at least two depositional phases, separated from each other by a hiatus. There are signs of temperate climatic conditions during the period of non-deposition. The tectonic analysis of the study area showed that in general the altitude of the Deckenschotter was not affected by post-depositional tectonic activity. A tectonic displacement of the Deckenschotter occurrences in the Hegau cannot be ruled out as their topographic position is unusually high compared to equivalent deposits further paleo-downstream. However, this does not affect the proposed morphostratigraphic subdivision. The Upper Rhine Graben system (tectonic lowering) controlled the hydraulic base level and the morphogenesis for both the Deckenschotter occurrences discussed here and those in central northern Switzerland. Therefore, the morphostratigraphic units of both regions can be correlated, even though the number of lithostratigraphic units does not match. In the Höhere Deckenschotter this could be ascribed to an incomplete sedimentary record or a lack of data; on the other hand, this might indicate that the connection Lake Constance – Upper Rhine Graben was established later than the connection Lake Walen – Upper Rhine Graben. In contrast, there is no simple morpho- or lithostratigrafic correlation with the early pleistocene deposits of the German Alpine Foreland, since they are oriented towards and controlled by the Donau river system.

Zusammenfassung Wahlen, Referenden, aber auch neue deliberative Beteiligungsinstrumente scheinen nur in begrenzter Maße beteiligungsferne, marginalisierte Bevölkerungsgruppen miteinzubeziehen. Die sozioökonomische Spaltung der Gesellschaft bewirkt eine partizipative Spaltung. Das Forschungsprojekt verändert die Perspektive und untersucht individuelle Erfolgsgeschichten. Wann gelingt es marginalisierte Gruppen (prekäre Beschäftigung, Altersarmut, Migration, alleinerziehende Frauen) zu integrieren? Der Fokus der Analyse lag auf informellen Nachbarschaftsorganisationen, die besondere Angebote im Stadtteil machen. Niedrigschwellige Zugänge, stigmatisierungs- und diskriminierungsfreie Kontexte waren aufseiten der Beteiligungsorganisation relevant und förderlich. Auf der Seite der marginalisierten Individuen zeigten sich neben einer weniger prekären Ressourcenausstattung (Zeit und einer gruppenspezifischen Gemeinwohlorientierung auch Faktoren wie besondere Sozialisationserfahrungen förderlich und motivierend.

Abstract:

In de historiografie werd het aandeel van het Vlaamse socialisme in de Vlaamse beweging lang miskend. Rond 1970 toonde onderzoek aan hoe het Vlaamse socialisme, ondanks een beperkt aantal volksvertegenwoordigers (drie in 1900 ten opzichte van 23 Waalse en 5 Brusselse) de taalwetten verdedigden. Na een frontale botsing met Waalse partijgenoten werd de taalkwestie in de unitaire Belgische Werkliedenpartij (°1885) in 1909 een vrije kwestie. Intussen vorderde het onderzoek. Dat maakte een nieuwe synthese mogelijk. Het opzet werd breder. In een eerste deel werd de partij doorgelicht als vertrekpunt naar communautaire tegenstellingen: een socialistisch reformisme en attentisme, het besluitvormingsproces, de interactie tussen centraal bestuur/federaties/ parlementsfractie, de ongelijkmatige economische ontwikkeling en de politieke vertaling ervan, het interne taalgebruik. Zoals elders vereenzelvigde de BWP zich steeds meer met het nationale vaderland. Brusselse, Vlaamse en Waalse socialisten vulden dit echter anders in.In een tweede deel staan de communautaire spanningen zelf centraal. Aanvankelijk leek het er op dat Vlamingen en Walen als Belgen taalkundig naar elkaar konden groeien. Dat veronderstelde gelijkheid en wederkerigheid. Het streefdoel werd dan ofwel een veralgemeende tweetaligheid ofwel een officiële eentaligheid van beide taalgebieden. Dat gebeurde niet. Na 1900 ging het Vlaamse socialisme tot de voorhoede van de Vlaamse beweging behoren, terwijl het Waalse socialisme de leiding van de Waalse beweging overnam. Dat was een complex proces. Voor de analyse ervan werd vertrokken van de argumenten die de Gentse leider Anseele in 1911 gebruikte om zijn afwachtend standpunt te verduidelijken: de Vlaamse kwestie als hoofd- of bijzaak, de toegenomen sterkte van de Vlaamse beweging, het beginselprogramma van de partij, het gevaar voor de eenheid van het Vlaamse socialisme én voor de eenheid van het Belgische socialisme.Wat alle partijgenoten bond, was een emotionele en rationele identificatie, gericht op de strijd voor politieke gelijkheid via het afdwingen van algemeen enkelvoudig stemrecht. Maar secundair botsten toenemende regionalismen. Het Vlaamse socialisme verscherpte de taalstrijd als aspect van de klassenstrijd tegen de francofone dominantie, die de emancipatie van de arbeiders bemoeilijkte. De eis tot ‘culturele autonomie’ (Otto Bauer!) vond ingang: zelfbeschikking over een Nederlandstalig onderwijs van laag tot hoog. Het Waalse socialisme duldde steeds minder de negatie van het programma door voortdurend aan de macht blijvende katholieke regeringen sinds 1884. Die steunden op Vlaanderen, terwijl in Wallonië een antiklerikale meerderheid van liberalen en socialisten bestond. De superioriteit van het Frans in België in vraag stellen of de kennis van het Nederlands aan Walen opleggen, werd geïnterpreteerd als een bijkomende discriminatie. Desnoods werd met bestuurlijke scheiding gedreigd. Toch werden in de partij mogelijkheden tot een vergelijk gezocht. België bestond uit twee volken met eigen culturele rechten. Breekpunt bleef hoe men wilde omgaan met ‘taalminderheden’ in beide landsgedeelten en hoe men die wilde definiëren.________‘Frenemies’? Communitarian tensions in the Socialist Party until 1914The contribution of Flemish socialism to the Flemish Movement has long been misunderstood in the historiography. Around 1970, research demonstrated how Flemish socialism, despite a limited number of representatives in parliament (three in 1900, in contrast to 23 from Wallonia and 5 from Brussels) defended the language laws. After a major clash with Walloon fellow party members, the language question became a free question within the Belgian Workers’ Party (*1885). In the meantime, the research kept advancing. This made a new synthesis possible. The framework became broader. In the first wave, the party was studied as a point of departure toward communitarian oppositions: a socialist reformism and ‘wait-andsee’ attitude, the decision-making process, the interaction between the central committee, federations, and the parliamentary group, uneven economic development and the political consequences thereof, internal language use. As elsewhere, the BWP identified more and more with the national fath-erland. Brussels, Flemish and Walloon socialists each understood this very differently.In the second wave, the communitarian tensions themselves take center stage. Originally, it seemed that Flemings and Walloons could grow toward one another linguistically as Belgians. This presupposed equality and reciprocity. The goal of struggle became either a general bilingualism or an official monolingualism for both language regions. That did not happen. After 1900, Flemish socialism belonged to the vanguard of the Flemish Movement, while Walloon socialism took over the leadership of the Walloon Movement. This was a complex process. The analysis of it took as a starting point the arguments that the Ghent leader Anseele used in 1911 in order to clarify his ‘wait-and-see’ point of view: the Flemish question as main or side question, the increasing strength of the Flemish Movement, the party manifesto, the concern for the unity of Flemish social-ism and for the unity of Belgian socialism.What bound all party members together was an emotional and rational identification with each other, built on the struggle for political equality through the demand for single universal suffrage. But growing regionalisms clashed under the surface. Flemish socialism increasingly emphasized the language struggle as an aspect of the class struggle against French-speaking domination, which hindered the emancipation of the workers. The demand for ‘cultural autonomy’ (Otto Bauer!) found purchase: self-determination of a Dutch-language education, from top to bottom. Walloon socialism grew more and more impatient of not being able to realise its program, due to the unbroken chain of Catholic governments in power since 1884. These governments found their support in Flanders, while an anticlerical majority of liberals and social-ists existed in Wallonia. Questioning the superiority of French in Belgium, or imposing the knowledge of Dutch on Walloons, was interpreted as another form of discrimination. If necessary there was the threat of administrative separation. Nevertheless, the party still looked for possibilities for compromise. Belgium consisted of two peoples, each with their own cultural rights. The sensitive point remained how one wanted to handle ‘linguistic minorities’ in both parts of the country, and how one wanted to define them.

Der Artikel beschäftigt sich mit politischen Einstellungen (Gabriel 2009) sowie formeller politischer Partizipation (Ekman/ Amna 2012) auf individueller Ebene (Wahlen) und auf kollektiver Ebene (Mitgliedschaft in politischen Parteien, NGOs und Gewerkschaften) von schwulen und lesbischen Bürger_innen in Deutschland. Die Mehrheit der schwulen und lesbischen Wähler_innen, die an der Umfrage teilgenommen haben, unterstützten dabei eine progressive Agenda und wählen progressive bzw. linke Parteien. Die wichtigsten Themen für ihre Wahlentscheidung waren dabei neben Diskriminierung und Homophobie, Migration und Umwelt. In Bezug auf formelle politische Partizipation auf kollektiver Ebene sind schwule Männer stärker in politischen Parteien engagiert als lesbische Frauen, die hingegen mehr in NGOs aktiv sind.

Changes in the Polish local government law in 1938The article presents the most important changes in the Polish local government law introduced in 1938. They were the last major regulations in this respect before the outbreak of the Second World War. They resulted from regular legislative activities as well as experiences of previous years with applying such legal solutions. Local government in Stanisław Podwiński’s viewsThe article presents the most important scholarly achievements of Stanisław Podwiński and his views on local government. Podwiński was not only a local government theorist but, above all, practitioner. This is evidenced by his work in various government and local government bodies as well as his instructions on how to elect municipal councillors and members of municipal executive boards as well as village, county and city councillors. The instructions were a kind of signposts showing those organising elections how they should proceed. Podwiński’s instructions were written in a manner that would make them useful not only to state and local government officials, professionally involved in the work of local government, but also to local government activists. The personnel of local government bodies included people who were not always familiar with the scope of responsibilities of the work, which was by no means easy. These publications were to help them discharge their official duties by introducing them to the local government system.Die Ansichten von Stanisław Podwiński zur kommunalen SelbstverwaltungIn dem Aufsatz wurden das wichtigste wissenschaftliche Werk von Stanisław Podwiński und seine Ansichten zu der kommunalen Selbstverwaltung gezeigt. Podwiński war nicht nur ein Theoretiker der kommunalen Selbstverwaltung, aber vor allem ein Praktiker. Davon kann sowohl seine Tätigkeit in den Organen der Regierungs- und der Selbstverwaltung, als auch die von ihm vorbereiteten Anweisungen, wie die Gemeinderäte und Mitglieder der Gemeindeverwaltung, der Orts-, Kreis-, und Stadträte zu wählen sind, zeugen. Die Anweisungen waren ein spezifischer Wegweiser, wie die Organe, die die Wahlen durchführen, vorzugehen haben.Die Arbeiten von Podwiński waren derart geschrieben, damit sie nicht nur den Beamten des Staates und der Selbstverwaltung, die beruflich die Arbeit in der Selbstverwaltung ausübten, sondern auch den Selbstverwaltungsaktivisten dienen konnten. In die Organe der Selbstverwaltung kamen Personen, die nicht immer mit dem Bereich dieser Verantwortung und der nicht leichten Arbeit vertraut waren. Die Publikationen sollten ihnen die Ausübung dieser Pflichten erleichtern, indem sie ihnen die Struktur der kommunalen Selbstverwaltung nahe brachten.

Politischer dauerstress — das phänomen am beispiel des wahlkalenders in Deutschland im jahre 2017Der Wahlkalender in Deut schland ist in der Regel sehr eng. Er kann mit Wahlen zum Bundestag, zum Europäischen Parlament und Wahlen auf Landes- oder Kommunalebene gefüllt werden. Die Zahl der Termine ergibt sich vor allem aus den durchzuführenden Landtagswahlen und im Laufe eines Jahres kann es einige davon geben. Der dauernde Wettbewerb um Wählerstimmen führt zum politischen Stress und Übermüdung. Er überträgt sich nicht nur auf Personen, die in den Ländern in die Wahlkämpfe engagiert sind, sondern auch auf die Führungsgremien der Parteien auf Bundesebene. Es entsteht somit die Frage: wie beeinflusst dieser Dauerstress die Qualität der deutschen Politik? Beanspruchen die Landeswahlen die Parteien, darunter die Politiker der Bundesebene, nicht allzu sehr?Die Bezeichnung Superwahljahr bedeutet für Deutschland ein Jahr, in dem es besonders viele Wahlen stattfinden. Die Erscheinung des permanenten Wahlkampfes und der mit ihr verbundene Stress war besonders deutlich im Jahr 2017 sichtbar. Damals fanden die Landtagswahlen in Saarland 26. März, Schleswig-Holstein 7. Mai Nordrhein-Westfalen 14. Mai und Niedersachsen 15. Oktober sowie die Bundestagswahl 24. September statt. Im Saarland gewann die CDU, die zusammen mit der SPD wieder eine Regierung der Großen Koalition gebildet hat. In den Landtag haben auch Die Linke und die AfD geschafft. In diesen und in den folgenden Wahlen im Jahr 2017 rechneten die Sozialdemokraten mit dem Schulz-Effekt — mit der am Anfang des Wahlkampfes in den Umfragen gezeigten großen Popularität des Vorsitzenden der Partei. Sieger der nächsten Wahlen war jedoch die Union. Die Sitze im Schleswig-Holstenischen Landtag bekamen, außer der zweitbesten SPD, auch die Grünen und die FDP. Diese Parteien haben zusammen mit der CDU die neue Regierungskoalition gebildet. Bei der Landtagswahl in Nordrhein-Westfalen war wieder die Christlich-Demokratische Union vor den Sozialdemokraten. Die Partei von Angela Merkel hat Ministerposten der FDP, die den dritten Platz belegte, vorgeschlagen. Die 5%-Hürde hat darüber hinaus die AfD überschritten. Den Linken ist das wiederum nicht gelungen.Die zwischen Ende März und Mitte Mai 2017 in drei Bundesländern durchgeführten Wahlen waren eine in drei Etappen aufgeteilte Prüfung vor dem Hauptwettstreit — um die Bundestagssitze. Das beste Ergebnis hatte die CDU. Trotz weniger Popularität hat się schließlich auch die Wahlen am 24. September 2017 gewonnen. Ihr Ergebnis war wesentlich besser als das von SPD, AfD, FDP, Der Linke und von den Grünen. Mitte Oktober fand die letzte Sequenz des Wahlkampfes des Jahres 2017 statt. Sie fasste die Erfolgsgeschichte der CDU zusammen und brachte den Sozialdemokraten den Sieg. In der vorgezogenen Landtagswahl zogen ihre Vertreter, ausser zwei gröβten Parteien, auch die Grünen, FDP und AfD ins Parlament ein. Der Koalitionspartner der SPD in der Landesregierung wurden die Christdemokraten.Bei den Wahlen im Jahre 2017 stand viel auf dem Spiel. Das positive Ergebnis des Wettstreites um die Bundestagssitze ermöglicht den Parteien, auf der Bundesebene mitzuregieren. Die Bedeutung der Landtagswahlen ist auch groß. Daraus ergibt sich die parlamentarische Mehrheit in den Landtagen, und indirekt — die Zusammensetzung der Regierungskoalitionen. Diese wiederum verfügen über die Befugnis, ihre Vertreter in den Bundesrat zu delegieren, wo den Ländern drei bis zu sechs Stimmen zustehen. Die Niederlagen in den folgenden Landtagswahlen stellen eine Gefahr dar, dass die Berliner Regierungskoalition ihre Mehrheit im Rat verlieren wird und Folge dessen wäre der Verlust der Effi zienz der Regierung auf der Bundesebene.Der Einsatz und die Zahl der Wahlen, die in Deutschland durchgeführt werden nicht nur im Jahr 2017 verursachen, dass die dortigen Parteien unter fast dauerhaftem Stress agieren. Insbesondere die Wahlkämpfe nehmen relativ viel Kraft und Zeit in Anspruch, sie sind auch finanziell aufwendig. Als negative Folge des engen Zeitplanes der Wahlen in der BRD kann auch die Tatsache gelten, dass die Gruppierungen und ihre zentralen Führungskräfte von den allgemeinstaatlichen Problemen abgelenkt werden. Die übermäßige Wettbewerb in einzelnen Teilen Deutschlands kann schließlich dazu führen, dass das politische Zentrum in Form des Bundes geschwächt werden kann.Es sind auch Vorteile der Situation zu nennen, wenn die Vertreter der Politik stramm gestellt werden. Der permanente Wahlkampf zwingt sie, zugänglich und einsatzbereit zu sein sowie qualitative und effiziente Politik anzubieten. Sie veranlasst auch, der Stimme der Gesellschaft mit größerer Aufmerksamkeit und ununterbrochen zuzuhören. Die deutschen politischen Parteien nach den Bundestagswahlen können den Wählern den Rücken nicht zeigen um die politische Beute zu teilen. Sie haben ihre Wahlversprechen in Erinnerung zu haben. Sollten sie diese vergessen, könnten sie während der nächsten, anstehenden Wahlen gefordert werden, Rechenschaft über ihre Fehler und Unterlassungen abzulegen. Nach Meinung des Autors sind es die Vorteile, die über die eventuellen, durch den Stress der deutschen politischen Klasse verursachten Nachteile, überwiegen.
