Abstract. As regions of high primary production and being often associated to Oxygen Minimum Zones (OMZs), Eastern Boundary Upwelling Systems (EBUS) represent key regions for the oceanic nitrogen (N) cycle. Indeed, by exporting the Organic Matter (OM) and nutrients produced in the coastal region to the open ocean, EBUS can play an important role in sustaining primary production in subtropical gyres. Losses of fixed inorganic N, through denitrification and anammox processes and through nitrous oxide (N2O) emissions to the atmosphere, take place in oxygen depleted environments such as EBUS, and alleviate the role of these regions as a source of N. In the present study, we developed a 3-D coupled physical/biogeochemical (ROMS/BioBUS) model for investigating the full N budget in the Namibian sub-system of the Benguela Upwelling System (BUS). The different state variables of a climatological experiment have been compared to different data sets (satellite and in situ observations) and show that the model is able to represent this biogeochemical oceanic region. The N transfer is investigated in the Namibian upwelling system using this coupled model, especially in the Walvis Bay area between 22° S and 24° S where the OMZ is well developed (O2 < 0.5 ml O2 l−1). The upwelling process advects 24.2 × 1010 mol N yr−1 of nitrate enriched waters over the first 100 m over the slope and over the continental shelf. The meridional advection by the alongshore Benguela current brings also nutrient-rich waters with 21.1 × 1010 mol N yr−1. 10.5 × 1010 mol N yr−1 of OM are exported outside of the continental shelf (between 0 and 100-m depth). 32.4% and 18.1% of this OM are exported by advection in the form of Dissolved and Particulate Organic Matters (DOM and POM), respectively, however vertical sinking of POM represents the main contributor (49.5%) to OM export outside of the first 100-m depth of the water column on the continental shelf. The continental slope also represents a net N export (11.1 × 1010 mol N yr−1) between 0 and 100-m depth: advection processes export 14.4% of DOM and 1.8% of POM, and vertical sinking of POM contributes to 83.8%. Between 100 and 600-m depth, water column denitrification and anammox constitute a fixed inorganic N loss of 2.2 × 108 mol N yr−1 on the continental shelf and slope, which will not significantly influence the N transfer from the coast to the open ocean. At the bottom, an important quantity of OM is sequestrated in the upper sediments of the Walvis Bay area. 78.8% of POM vertical sinking at 100-m depth is sequestrated on the shelf sediment. Only 14% of POM vertical sinking reaches the sediment on the slope without being remineralized. From our estimation, the Walvis Bay area (0–100 m), can be a substantial N source (28.7 × 1010 mol N yr−1) for the eastern part of the South Atlantic Subtropical Gyre. Assuming the same area for the South Atlantic Subtropical Gyre as the North Atlantic Subtropical Gyre, this estimation is equivalent to 3.7 × 10−2 mol N m−2 yr−1 for the Walvis Bay area, and 0.38 mol N m−2 yr−1 by extrapolating for the entire Benguela upwelling system. This last estimation is of the same order as other possible N sources sustaining primary production in the subtropical gyres. The continental shelf off Walvis Bay area does not represent more than 1.2% of the world's major eastern boundary regions and 0.006% of the global ocean, its estimated N2O emission (2.9 × 108 mol N2O yr−1), using a parameterization based on oxygen consumption, contributes to 4% of the emissions in the eastern boundary regions, and represents 0.2% of global ocean N2O emission. Hence, even if the Walvis Bay area is a small domain, its N2O emissions have to be taken into account in the atmospheric N2O budget.

This dissertation forms part of a process which began when DANCED initiated the first stages of a project aimed at aiding the Namibian Government in the development of an Integrated Coastal Zone Management _Plan for the coastline of the Erongo Region. DANCED requested the assistance of the MPhil students, from the Department of Environmental and Geographical Science of the University of Cape Town, in the compilation of a baseline report for the region. The first step involved the collection and synthesis of baseline data on all environmental factors (natural and social) pertaining to the Erongo Region. This was followed by individual research dissertations by each member of the class. After review of the Baseline Report, the greater Walvis Bay 'bay area ' was identified as a priority area in terms of coastal zone management of the Erongo Region. The aim of this dissertation is thus to provide an environmental overview of the Walvis Bay ' bay area' that can assist planners and relevant authorities in the effective management the area. Firstly, the importance of the study area as a conservation area is established. It is noted that the Walvis Bay wetland is one of the top five most important wetland areas in Africa. Secondly, there is little co-ordination and communication between the authorities that have jurisdiction over portions of the study area and this has led to ineffective management of the area. Thirdly, the study area is defined and the major human activities operating within the study area are identified and described.

Dunes are an integral part of the Walvis Bay environment. Their dynamics significantly influence the functioning of the coastal system and have major implications for both the ecological and socio-economic environments. In light of residential, commercial and industrial requirements for the Walvis Bay area, dune encroachment needs to be seriously considered in the future planning of land-use and resource utilisation. The overall objective of this report, therefore, is to provide a better understanding of the dominant role dunes and sand drift play in the study area and in so doing promote the more judicious future planning and management of the region. In order to achieve this aim, several specific objectives were addressed, these being: to identify and clarify all dune types occurring in the study area, and discuss the geomorphological and ecological characteristics of each; to provide an analysis of the long-term stability of dunes in the Walvis Bay area by means of aerial photograph interpretation; to highlight all factors that contribute to dune encroachment and to assess the ramifications of this movement upon the ecological and socio-economic environments; * to emphasise elements that need to be considered with any future planning of land-use and development; * to review dune management practices in the Walvis Bay area and provide recommendations for the more effective management of the system in the future.

Namibia's independence process actually came to a conclusion on March 1st, 1994 with South Africa's return of the enclave of Walvis Bay to Namibia. This example is particularly noteworthy because the city is a key port and industrial centre for the young Namibian state. In today's prevailing context of decentralisation and liberalisation, local authorities established through the first democratic elections must base their reorganisation on three major imperatives : identifying the ongoing inequalities inherited from apartheid, managing demographic growth and attracting economic investment. Is this within their capacity ? What strategies is local government pursuing ? What types of social and spatial recomposition are those strategies giving rise to ? Using the example of Walvis Bay, this work analyses the changes in the mean of state intervention today and, judging from the forms they have taken, how they contribute to the overall process of transformation

Abstract:
The thesis focuses upon the final reintegration of Walvis Bay and its twelve Penguin/Off-Shore Islands into Namibia. As Namibia's only deep water port, it escaped reintegration in 1989 when the United Nations Security Council Resolution (UNSCR) 435 (1978) was implemented. Hence the study argues that the exclusion of Walvis Bay from the Settlement Plan falls outside the parameters of various UNSC and UN General Assembly Resolutions, viz 385 and 432 of 1976 respectively. Such an arrangement has to be looked at as Pretoria's non-compliance with the above resolutions. South Africa got away with such an arrangement with the blessing of the Western Contact Group of Nations, i.e the United States; Britain; (former West) Germany; France and Canada. The argument advances further to capture the sudden emergence of Walvis Bay as a dispute between the National Party regime and the African National Congress (ANC) in particular. The dispute came about when the National Party submitted a controversial constitutional proposal during South Africa's transition to democracy at Kempton Park. They were proposing Walvis Bay to constitute part of the new Western Cape province in the postapartheid South Africa. Namibia's diplomacy paid off when the return of Walvis Bay was agreed upon as it became entangled in the constitutional talks for South Africa's transition to democracy at Kempton Park in 1993-1994.

ENGLISH ABSTRACT: An exploratory study was conducted to determine the psychosocial stressors of women living with HIV/AlDS. The study also included the utilisation of group work by social workers to support HIV positive women. The exploratory study was also conducted to determine HIV positive women's experiences in a support group. The researcher's interest in group work, as well as her involvement with a support group with HIV positive women, is the motivation for the study. The aim of the study is to provide an explanation of the psychosocial stressors that HIV positive women experience and also to capture their experiences regarding the support group they attend. Nine psychosocial stressors, namely anger, fear, loss, grieve, guilt, denial and disclosure, depression, suicidal behaviour and anxiety, were included in the literature study. The advantages, disadvantages and components of group work, as well as comparisons of effective and ineffective groups, were highlighted. The research also focused on planning a group for women with HIV/AlDS, with special attention given to the needs assessment, the purpose of the group, the group composition and the structure of the group. The value of group work with HIV positive women was investigated. The universum was HIV positive women at the Walvis Bay Multi-Purpose Centre. The qualitative research method that was used took the form of structured interviews. The results of this study generally confirmed the findings of the literature study. Recommendations include ways in which social workers can assist HIV positive women not only on an individual basis but also especially in a group setting, and recommendations concerning future research. The importance of future research with HIV positive women was especially recommended.
AFRIKAANSE OPSOMMING: 'n Verkennende studie is onderneem om die psigososiale stresfaktore wat HIV positiewe vroue ondervind, te bepaal. Die studie het ook maatskaplike werkers se gebruik van groepwerk om HIV positiewe vroue te ondersteun, ondersoek. Die navorsing is voorts onderneem om HIV positiewe vroue se ervarings van 'n ondersteunersgroep te bepaal. Die navorser se belangstelling in groepwerk, en haar betrokkenheid by 'n ondersteunersgroep vir HIV positiewe vroue, was die motivering om die studie te onderneem. Die doel met die studie is om die psigososiale stresfaktore wat HIV positiewe vroue ondervind, te beskryf en te verduidelik, en ook om sommige van die ervarings wat sulke vroue in 'n ondersteunersgroep ondervind, te boekstaaf. Nege psigososiale stresfaktore, naamlik woede, vrees, verlies, droefheid, skuldgevoel, ontkenning en onthulling, depressie, selfmoordgedrag en angs, is in die literatuurstudie bestudeer. Die komponente en voor- en nadele van groepwerk, asook 'n vergelyking van effektiewe en oneffektiewe groepe is ook ingesluit. Abstract:
The main thrust of this research was to assess the Namibia blue economy: a case study of Walvis Bay and Swakopmund. The research was aimed at identifying how the government can achieve inclusive growth while at the same time ensuring that there is sustainable resource management. A qualitative research design was then adopted, with the target population of the study being the Ministry of Fisheries and Marine Resources employees, and previously disadvantaged people in Namibia. A purposive sampling technique was used to select the Ministry of Fisheries employees, and a random sampling technique was adopted to reach the 40 previously disadvantaged people. The research revealed that the Namibian blue economy is not currently sustainably utilised, due to policy incoherence and weak enforcement of the Namibianisation policy. These findings establish the need for participatory policy design and implementation to develop community, which is crucial for the sustainability of the blue economy. The results also revealed the lack of multi-sector partnerships, thus effectively limiting the benefits that could be harnessed from the Namibian blue economy. If Namibia were to set up all the necessary institutions and build the relevant capacities, it would enjoy the benefits of resource efficiency, sustainable business operations, inclusive jobs and improved well-being.

ENGLISH ABSTRACT: This study is aimed at determining whether the Port of Walvis Bay has what it takes to become a future hub port on the south-western coast of Africa. An equally important aspect of this study is to promote Walvis Bay as an economically viable option for trade in and out of Central and Southern Africa, and what proportion of traffic Walvis Bay could expect to capture from competing regional ports, especially the ports of Durban and Cape Town. The conclusions arrived at in this study indicate that the prospects for transforming Walvis Bay into a future hub port will depend on the increased involvement of the private sector, political and industrial stability, as well as regional integration to mention just a few. It is clear that Walvis Bay does not pose a competitive threat to the ports of Cape Town and Durban, and can only perform a complementary role.
AFRIKAANSE OPSOMMING: Die doel van hierdie studiestuk is om te bepaal of die Hawe van Walvisbaai oor die vermoë beskik om ‘n sentrale hawe vir die suidelike en weskus van Afrika te wees. ‘n Belangrike aspek van die studie is om Walvisbaai te bevorder as ‘n ekonomiese alternatief vir handel na en vanaf Sentraal en Suidelike Afrika, en om die verhouding van verkeer te bepaal wat gewen kan word vanaf kompeterende hawens in die streek, veral die Durbanse en Kaapse Hawens. Abstract:
In Namibia, the design and construction specification of concrete (for durability) follows the traditional method of prescribing parameters which over time are believed to produce durable concrete. These parameters include concrete exposure definition, cover, concrete strength, concreting materials and concreting methods. International research has shown that some of these parameters do not have a direct relationship with the durability of “As-built” concrete structures; rather that concrete structures can be designed and constructed to meet specific performance levels of the environment they are built in. In this case, testing of the concrete during design, construction and post-construction (to set acceptable limits and confirm adherence to the limits) becomes part of the process. This project was undertaken to look at how concrete practices (design and construction specification) followed in Namibia have impacted on the durability of concrete structures. To achieve the objective, the approach followed included; first assessing the prevailing concrete conditions (in different areas across Namibia), reviewing current concrete design and construction specifications used in the industry and finally assessing practitioner knowledge on performance-based concrete design and construction specification. Concrete infrastructure in four towns (Walvis Bay, Swakopmund, Arandis and Usakos) were inspected and deteriorations recorded. From these inspections, an evaluation of the causes of the deterioration was undertaken. A comparison was undertaken on the prevalence of different deterioration mechanisms in the four areas. Design standards, for durability, followed by structural engineers in Namibia were reviewed including specifications demanded by different infrastructure developing agencies. The limitations of these were highlighted. Interviews and observations were undertaken with structural engineering practitioners on knowledge of design for concrete durability. From the information collected, the comparison and assessment it was concluded that there is a need to revise the concrete design and construction specification to ensure concrete performs better against the most significant risk to concrete service life; damage due to reinforcement corrosion. Concrete specifications need to have measurable durability parameters which can be used for acceptance of concrete works besides compressive strength. The Namibia Port Authority (NAMPORT) has taken a step in this direction with the development of concrete construction specifications which have adopted the South African Durability Index method as part of the concrete acceptance criteria. Challenges encountered (by NAMPORT) include lack of testing equipment and a lack of knowledge by material testing engineers. With Namibia having the challenge of not having a national concrete construction standard, it is further recommended that major infrastructure developers (Namibia Water Authority, NAMWATER, and Roads Authority, RA) should lead in adoption of similar specifications to the NAMPORT ones. As most engineers in Namibia undertake works for either NAMWATER or RA, the industry will be more willing to undertake the training of engineers on the South African durability index method as it will make economic sense. The training is recommended to include training of laboratories offering material testing services in Namibia.

ENGLISH ABSTRACT: In order to survive in a global economy, developing nations can no longer rely on their own resources if they wish to prosper, they require outside assistance. Various economic policies and strategies have been adopted over the years in order to encourage foreign capital to contribute to the growth of developing nations. One of the most common of these is the concept of an export promotion zone. This is a dedicated area inside the host country where the host tries to lure foreign investors - usually by providing a range of financial and labour concessions. Namibia instituted an export promotion zone in the mid nineties in Walvis Bay but has met with limited success, as indeed have many of the other countries which have tried this approach. Namibia's immediate neighbour - South Africa - reviewed this and other economic zones with the intent of adopting a policy better suited to the needs of foreign capital. The result was the development of an industrial development zone in Coega outside Port Elizabeth. This study contrasts these two concepts in order to ascertain similarities and differences both in terms of their respective legislation and in terms of the World Association of Investment Promotion Agencies ten criteria for a successful investment environment. The conclusion was that these two policy frameworks are different more in name than in substance, with one crucial exception: South Africa has effectively waived most of the tax concessions generally found in this type of area. It is argued that if the South Africa concept does succeed it will probably be more a function of the country's relative economic size in Africa rather than because of policy differences. Beyond that there is little reason to believe that South Africa will meet with any more success than Namibia barring the acquisition of a major anchor tenant to draw other affiliate industries.
AFRIKAANSE OPSOMMING: Ontwikkelende lande het buitelandse bystand nodig om in 'n wêreld ekonomie te bestaan omdat hulle nie meer op hulle eie reserwe bronne kan staat maak nie. Verskeie strategieë en ekonomiese beleidstoepassings is in die verlede aangewend om buitelandse beleggings te lok ten einde by te dra tot die groei van ontwikkelende nasies. 'n Algemene strategie is die daarstelling van 'n uitvoersone waardeur die land probeer om buitelandse beleggers te lok deur die daarstelling van 'n reeks finansiële- en arbeidstoegewings. Namibië het so 'n uitvoersone in die middel negentigs in Walvis Baai tot stand gebring, met min sukses. Verskeie ander lande het ook nie bevredigende resultate met hierdie metode gehad nie. Suid-Afrika, 'n direkte buurland van Namibië, het hierdie ekonomiese sone en soortgelyke implementerings ondersoek met die doel om die beleid aan te pas en te verbeter om sodoende meer buitelandse kapitaal te lok. Die resultaat was die ontwikkeling en totstandkoming van die industriële ontwikkelingsarea in Coega buite Port Elizabeth. In hierdie studie word die twee konsepte met mekaar vergelyk ten einde die ooreenkomste en verskille uit te lig, beide in terme van wetgewing asook in terme van die Wereld Assosiasie van Bellegingsbevorderings Agentskappe se tien kriterieë vir 'n suksesvolle beleggingsomgewing. Die gevolgtrekking was dat die twee beleidsraamwerke baie min verskil, met die uitsondering dat daar min of geen belasting toegewings gemaak word ten opsigte van implementering van hierdie sones in Suid-Afrika nie. Daar word aangevoer dat indien die Suid-Afrikaanse konsep suksesvol is, dit meer waarskyknlik die gevolg sal wees van die land se relatiewe ekonomiese stand in Afrika, as die gevolg van beleidstoepassing. Behalwe hierdie faktor is daar min rede om te glo dat Suid-Afrika meer suksesvol sal wees as Namibië, tensy 'n industrie gevestig kan word wat as hoeksteen van die ontwikkeling kan dien, wat om die beurt ander verwante industrieë kan lok en ontwikkel.

A physical model, built at an undistorted scale of 1:15 tested the original design of the six drum screen and nineteen cooling water pump intake connected to header bay. The capacity of origin water intake including huge pump station and drum screen is 400,000 m3/hr. The study objectives were to evaluate as-designed screen bay and pump bay performance and to propose design modifications to optimize intake flow conditions with respect to head-losses, uniformity of the approach flow, evenness of pump throat velocity distribution, and free and subsurface vortex formation. The model was built and operated in accordance with froude-number similitude. It allowed accurate representation of complex flow patterns caused by the physical geometry of the approach bay and pump bays. The major factors that can affect the selection of a concept and design development for a water intake are: a) The occurrence of dead water zones, flow separation or reverse flow b) Vortex building and air entrainment in the pump compartments c) Submerged vortices building in the pump compartments d) Low velocity area e) Strong rotational flow f) Strong cross flow appear in front of pump units g) Pre rotation in the pump suction lines. Dye injection was used to examine the stratified flow behavior along water. The existing design of the pump bays was found to produce a uniform, symmetrical flow distribution in the approach flow, weak but persistent floor and side-wall-attached submerged vortices, avoiding cross flow and reverse flow in front of the pumps and negligible swirling motion in the pump suction. Modified design includes (i) profiling low velocity area (ii) adding flow deflectors along inner walls (iii) infill area of low velocity (iv) adding suspended baffle in front of drum screens (v) adding diffuser block in front of pumps (vi) provision of floating booms in front of pumps.
