Full textThis dissertation forms part of a process which began when DANCED initiated the first stages of a project aimed at aiding the Namibian Government in the development of an Integrated Coastal Zone Management _Plan for the coastline of the Erongo Region. DANCED requested the assistance of the MPhil students, from the Department of Environmental and Geographical Science of the University of Cape Town, in the compilation of a baseline report for the region. The first step involved the collection and synthesis of baseline data on all environmental factors (natural and social) pertaining to the Erongo Region. This was followed by individual research dissertations by each member of the class. After review of the Baseline Report, the greater Walvis Bay 'bay area ' was identified as a priority area in terms of coastal zone management of the Erongo Region. The aim of this dissertation is thus to provide an environmental overview of the Walvis Bay ' bay area' that can assist planners and relevant authorities in the effective management the area. Firstly, the importance of the study area as a conservation area is established. It is noted that the Walvis Bay wetland is one of the top five most important wetland areas in Africa. Secondly, there is little co-ordination and communication between the authorities that have jurisdiction over portions of the study area and this has led to ineffective management of the area. Thirdly, the study area is defined and the major human activities operating within the study area are identified and described.

Full textDunes are an integral part of the Walvis Bay environment. Their dynamics significantly influence the functioning of the coastal system and have major implications for both the ecological and socio-economic environments. In light of residential, commercial and industrial requirements for the Walvis Bay area, dune encroachment needs to be seriously considered in the future planning of land-use and resource utilisation. The overall objective of this report, therefore, is to provide a better understanding of the dominant role dunes and sand drift play in the study area and in so doing promote the more judicious future planning and management of the region. In order to achieve this aim, several specific objectives were addressed, these being: to identify and clarify all dune types occurring in the study area, and discuss the geomorphological and ecological characteristics of each; to provide an analysis of the long-term stability of dunes in the Walvis Bay area by means of aerial photograph interpretation; to highlight all factors that contribute to dune encroachment and to assess the ramifications of this movement upon the ecological and socio-economic environments; * to emphasise elements that need to be considered with any future planning of land-use and development; * to review dune management practices in the Walvis Bay area and provide recommendations for the more effective management of the system in the future.

Full textNamibia's independence process actually came to a conclusion on March 1st, 1994 with South Africa's return of the enclave of Walvis Bay to Namibia. This example is particularly noteworthy because the city is a key port and industrial centre for the young Namibian state. In today's prevailing context of decentralisation and liberalisation, local authorities established through the first democratic elections must base their reorganisation on three major imperatives : identifying the ongoing inequalities inherited from apartheid, managing demographic growth and attracting economic investment. Is this within their capacity ? What strategies is local government pursuing ? What types of social and spatial recomposition are those strategies giving rise to ? Using the example of Walvis Bay, this work analyses the changes in the mean of state intervention today and, judging from the forms they have taken, how they contribute to the overall process of transformation

Full textENGLISH ABSTRACT: An exploratory study was conducted to determine the psychosocial stressors of women living with HIV/AlDS. The study also included the utilisation of group work by social workers to support HIV positive women. The exploratory study was also conducted to determine HIV positive women's experiences in a support group. The researcher's interest in group work, as well as her involvement with a support group with HIV positive women, is the motivation for the study. The aim of the study is to provide an explanation of the psychosocial stressors that HIV positive women experience and also to capture their experiences regarding the support group they attend. Nine psychosocial stressors, namely anger, fear, loss, grieve, guilt, denial and disclosure, depression, suicidal behaviour and anxiety, were included in the literature study. The advantages, disadvantages and components of group work, as well as comparisons of effective and ineffective groups, were highlighted. The research also focused on planning a group for women with HIV/AlDS, with special attention given to the needs assessment, the purpose of the group, the group composition and the structure of the group. The value of group work with HIV positive women was investigated. The universum was HIV positive women at the Walvis Bay Multi-Purpose Centre. The qualitative research method that was used took the form of structured interviews. The results of this study generally confirmed the findings of the literature study. Recommendations include ways in which social workers can assist HIV positive women not only on an individual basis but also especially in a group setting, and recommendations concerning future research. The importance of future research with HIV positive women was especially recommended.
AFRIKAANSE OPSOMMING: 'n Verkennende studie is onderneem om die psigososiale stresfaktore wat HIV positiewe vroue ondervind, te bepaal. Die studie het ook maatskaplike werkers se gebruik van groepwerk om HIV positiewe vroue te ondersteun, ondersoek. Die navorsing is voorts onderneem om HIV positiewe vroue se ervarings van 'n ondersteunersgroep te bepaal. Die navorser se belangstelling in groepwerk, en haar betrokkenheid by 'n ondersteunersgroep vir HIV positiewe vroue, was die motivering om die studie te onderneem. Die doel met die studie is om die psigososiale stresfaktore wat HIV positiewe vroue ondervind, te beskryf en te verduidelik, en ook om sommige van die ervarings wat sulke vroue in 'n ondersteunersgroep ondervind, te boekstaaf. Nege psigososiale stresfaktore, naamlik woede, vrees, verlies, droefheid, skuldgevoel, ontkenning en onthulling, depressie, selfmoordgedrag en angs, is in die literatuurstudie bestudeer. Die komponente en voor- en nadele van groepwerk, asook 'n vergelyking van effektiewe en oneffektiewe groepe is ook ingesluit. Die beplanning van 'n groep vir HIV positiewe vroue is benadruk, met spesiale verwysing na die behoeftebepaling, en die doel, die samestelling en die struktuur van die groep. Die waarde van groepwerk vir HIV positiewe vroue is ook ondersoek. Die universum is HIV positiewe vroue by die Walvisbaai Multi-Purpose Centre. Full textENGLISH ABSTRACT: This study is aimed at determining whether the Port of Walvis Bay has what it takes to become a future hub port on the south-western coast of Africa. An equally important aspect of this study is to promote Walvis Bay as an economically viable option for trade in and out of Central and Southern Africa, and what proportion of traffic Walvis Bay could expect to capture from competing regional ports, especially the ports of Durban and Cape Town. The conclusions arrived at in this study indicate that the prospects for transforming Walvis Bay into a future hub port will depend on the increased involvement of the private sector, political and industrial stability, as well as regional integration to mention just a few. It is clear that Walvis Bay does not pose a competitive threat to the ports of Cape Town and Durban, and can only perform a complementary role.
AFRIKAANSE OPSOMMING: Die doel van hierdie studiestuk is om te bepaal of die Hawe van Walvisbaai oor die vermoë beskik om ‘n sentrale hawe vir die suidelike en weskus van Afrika te wees. ‘n Belangrike aspek van die studie is om Walvisbaai te bevorder as ‘n ekonomiese alternatief vir handel na en vanaf Sentraal en Suidelike Afrika, en om die verhouding van verkeer te bepaal wat gewen kan word vanaf kompeterende hawens in die streek, veral die Durbanse en Kaapse Hawens. Die resultate bewys dat die moontlikhede om Walvisbaai te omskep in ‘n toekomstige sentrale hawe, alleenlik deur die deelname en samewerking van die privaatsektor, politieke goeie wil, die industriële stabiliteit van die land en integrasie met buurstate bewerkstellig kan word. Walvisbaai hou geen kompeterende bedreiging in vir die hawens van Kaapstad en Durban nie, en kan slegs ‘n komplementerende rol speel.

Full textENGLISH ABSTRACT: In order to survive in a global economy, developing nations can no longer rely on their own resources if they wish to prosper, they require outside assistance. Various economic policies and strategies have been adopted over the years in order to encourage foreign capital to contribute to the growth of developing nations. One of the most common of these is the concept of an export promotion zone. This is a dedicated area inside the host country where the host tries to lure foreign investors - usually by providing a range of financial and labour concessions. Namibia instituted an export promotion zone in the mid nineties in Walvis Bay but has met with limited success, as indeed have many of the other countries which have tried this approach. Namibia's immediate neighbour - South Africa - reviewed this and other economic zones with the intent of adopting a policy better suited to the needs of foreign capital. The result was the development of an industrial development zone in Coega outside Port Elizabeth. This study contrasts these two concepts in order to ascertain similarities and differences both in terms of their respective legislation and in terms of the World Association of Investment Promotion Agencies ten criteria for a successful investment environment. The conclusion was that these two policy frameworks are different more in name than in substance, with one crucial exception: South Africa has effectively waived most of the tax concessions generally found in this type of area. It is argued that if the South Africa concept does succeed it will probably be more a function of the country's relative economic size in Africa rather than because of policy differences. Beyond that there is little reason to believe that South Africa will meet with any more success than Namibia barring the acquisition of a major anchor tenant to draw other affiliate industries.
AFRIKAANSE OPSOMMING: Ontwikkelende lande het buitelandse bystand nodig om in 'n wêreld ekonomie te bestaan omdat hulle nie meer op hulle eie reserwe bronne kan staat maak nie. Verskeie strategieë en ekonomiese beleidstoepassings is in die verlede aangewend om buitelandse beleggings te lok ten einde by te dra tot die groei van ontwikkelende nasies. 'n Algemene strategie is die daarstelling van 'n uitvoersone waardeur die land probeer om buitelandse beleggers te lok deur die daarstelling van 'n reeks finansiële- en arbeidstoegewings. Namibië het so 'n uitvoersone in die middel negentigs in Walvis Baai tot stand gebring, met min sukses. Verskeie ander lande het ook nie bevredigende resultate met hierdie metode gehad nie. Suid-Afrika, 'n direkte buurland van Namibië, het hierdie ekonomiese sone en soortgelyke implementerings ondersoek met die doel om die beleid aan te pas en te verbeter om sodoende meer buitelandse kapitaal te lok. Die resultaat was die ontwikkeling en totstandkoming van die industriële ontwikkelingsarea in Coega buite Port Elizabeth. In hierdie studie word die twee konsepte met mekaar vergelyk ten einde die ooreenkomste en verskille uit te lig, beide in terme van wetgewing asook in terme van die Wereld Assosiasie van Bellegingsbevorderings Agentskappe se tien kriterieë vir 'n suksesvolle beleggingsomgewing. Die gevolgtrekking was dat die twee beleidsraamwerke baie min verskil, met die uitsondering dat daar min of geen belasting toegewings gemaak word ten opsigte van implementering van hierdie sones in Suid-Afrika nie. Daar word aangevoer dat indien die Suid-Afrikaanse konsep suksesvol is, dit meer waarskyknlik die gevolg sal wees van die land se relatiewe ekonomiese stand in Afrika, as die gevolg van beleidstoepassing. Behalwe hierdie faktor is daar min rede om te glo dat Suid-Afrika meer suksesvol sal wees as Namibië, tensy 'n industrie gevestig kan word wat as hoeksteen van die ontwikkeling kan dien, wat om die beurt ander verwante industrieë kan lok en ontwikkel.
