Abstract This article looks at salient interpersonal uses and meanings of two prominent Tok Pisin social relations nouns ‐ wantok ('friend', 'same language speaker') and lain ('group', 'family', 'clan') ‐ which it is proposed exemplify key cultural Melanesian concepts in some anthropological literature of the area. Whereas certain aspects of language use in Tok Pisin were identified as potentially divisive and socially harmful, some scholars endeavoured to identify a group of concepts indicative of culturally specific Melanesian values. For example, the words wantok and lain were claimed to jointly represent 'the value of the clan' across Melanesian societies, while embodying and supporting a distinct world-view of the Melanesian peoples. This article studies two Tok Pisin texts which focus on the cultural significance of concepts of wantok and lain in their rural/traditional environment. While the first text offers a native speaker's insight into the social significance of the cultural expression wantok sistem ('system favouring friends'), the other one details the roles of lain in the passage of a bride-price ceremony. Given that both texts presuppose the cultural background of rural Tok Pisin, a brief look at some characteristic usage of the two words in electronic media suggests that certain aspects of traditional uses and meanings of these words may be extended and employed to conceptualize new social and political phenomena.

AbstractThe small-scale fisheries sector in many Pacific islands is facing increasing challenges in relation to resource availability, economic opportunity, and demographic and social pressure. In particular, intensifying cash-oriented livelihood strategies can exacerbate existing vulnerabilities and threaten food security and resource conservation. In this paper the authors develop a bio-economic model and a quantitative measure of resilience in order to explore the interaction between socio-economic and ecological dynamics, and to analyze the potential role that cooperation and collective arrangements can play in this interaction to maintain the viability of the system. Based on the case of the system known as wantok typically found in the Solomon Islands, numerical examples are used to explore the potential gain that cooperation between fishers can bring in terms of subsistence, profitability and ecological performances, as well as the resilience of the whole system to shocks.

The Joint Committee on Infant Hearing (JCIH, 2000) has presented principles and guidelines for universal newborn hearing screening and early hearing detection and intervention (EHDI). The guidelines describe the need for a national data set for early hearing detection and intervention. The guidelines fail to provide the specific constructs for such a data set. To the authors’ knowledge, no nationally proposed uniform data structure exists to capture EHDI services’ outcome metrics. This article presents a proposed newborn hearing screening and EHDI data model. This model was developed to record EHDI outcomes data from Military Health System birthing centers. The data are to be collected for tracking implementation of Healthy People 2010 goals related to newborn hearing screening and EHDI programs within the Military Health System. In this article, the authors use the T. Helfer, A. Shields, and K. Gates (2000) methods to model a uniform structure for collection of newborn hearing screening and EHDI data. They also discuss expansion of the data model for application to public health reporting of EHDI outcomes in the civilian sector to include integration of Census Bureau demographic data and geographic information system data to further enhance the research value of these EHDI outcomes data. They offer the data model with the intention of supporting national research efforts for studying the efficacy of EHDI programs and to help establish a national evidence-based practice database for such programs.

Abstract:
The government of Vanuatu ratified the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW) in 1995. Following the ratification, Gender Equity in Education Policy was developed in 2005 by the Ministry of Education of Vanuatu. One of the objectives was to increase the number of women principals. However, recent statistics on women in educational leadership in Vanuatu show a decline in the number of women principals. The low percentage of women in educational leadership in the secondary schools of Vanuatu indicates that gender equity in educational leadership is still far from being achieved. This study looks at how Vanuatu culture affects women's leadership in secondary schools and identifies ways in which women's leadership might be developed. Qualitative methods were employed to study the experiences of six women leaders and five aspiring women leaders in several Vanuatu secondary schools. The findings from the study indicate three main areas inherent in Vanuatu culture that significantly impact upon the leadership practices of the participants. The findings reveal the existence of entrenched cultural barriers in the education system, in the social structures of Vanuatu and in the attitudes of individual men, women and some students towards women leaders. These barriers, it seems, are the major impediments to women's advancement in educational leadership in Vanuatu secondary schools.

En konceptuell patrullbåt har stegvis utvecklats av teknologer på KTH. Båten är i sitt stealth‐utförande 51 fot lång, väger 11,5 ton och har en projekterad topphastighet på 80 knop. Den är utrustad med två ytskärande propellrar kopplade till två motorer på stela axlar. Konceptbåten är riktad till den Estländska kustbevakningen som idag saknar en snabbgående patrullbåt. Rapporten beskriver framtagningen av patrullbåtens styrsystem som ska bestå av två roder med kylvattenintag, monterade bakom vardera propeller. Systemet dimensioneras efter extremfallet då båten gör ett fullt roderutslag på 35° i 80 knop. Utformningen bygger på de krav och behov den Estländska kustbevakningen kan tänkas ställa på en sådan båt. Rodrens totala area har beräknats med avseende på båtens topphastighet, deplacement och vattenlinje. Den totala arean har sedan fördelats på två roder. Djupet på den del av rodret som är i vattnet vid topphastighet, dess Spann, har beräknats utifrån ett förhållande till rodrets area som kallas AspectRatio. Rodren balanseras genom att dess area fördelas så att 17 % ligger framför rodrets vridningslinje. Detta för att underlätta styrningen. Vidare har rodrens vattentryckscentrum lokaliserats för att därefter kunna beräkna det vrid‐ och böjmoment trycket ger upphov till. Slutligen väljs styrstam, lager och hydraulik som klarar dessa påfrestningar. Projektet har resulterat i två stycken spadroder med ett paraboliskt kilformat tvärsnitt för minskat motstånd i vattnet. Den totala roderarean är 0,176 m2 och rodrets Spann är 449,7 mm. Det vridande momentet vid topphastighet och fullt roderutslag är 1 697 Nm orsakat av vattentryckskraften, P, på 38 089 N. Kraften orsakar också ett böjmoment på 20 807 Nm som tillsammans med vridmomentet dimensionerar den ihåliga styrstammens ytterdiameter till 90 mm. Varje roder monteras i två lagerhus som fästs i två tvärgående balkar lokaliserade i båtens akterparti. De konceptuella rodren är konstruerade utifrån matematiska formler och förhållanden. Rodrens design minimerar vattenmotståndet och skapar god styrförmåga i hastigheter över 30 knop. Övergången till ett strömlinjeformat tvärsnitt mot rodrens topp ökar deras effektivitet då båten inte planar. Resultatet är ett unikt högpresterande styrsystem som är anpassat till patrullbåten Wanton.
A conceptual patrol boat has been gradually developed by engineering students at KTH. The boat is in its stealth design 51 feet long, weighs 11.5 tons and has a projected top speed of 80 knots. It is equipped with two surface‐piercing propellers connected to two engines on rigid axles. The concept boat is directed to the Estonian Coast Guard that currently lacks a fast patrol boat. The report describes the development of the patrol boat's steering system, consisting of two rudders with cooling water intake, mounted behind each propeller. The system is designed for the extreme case when the boat makes a full rudder deflection on 35 degrees at 80 knots. The design is based on the requirements and needs of the Estonian Coast Guard may impose on such a boat. The total rudder area has been calculated with regard to the boat's top speed, displacement and waterline. The total area has then been divided into two. The depth of the rudder at top speed, Spann, is calculated by a ratio called AspectRatio at 2.3. The rudders are balanced by allocating its area so that 17% is in front of the rudder pivot line to facilitate governance. Furthermore, the water pressure center is located to be able to calculate the torsion and bending of the rudderstock. Finally, the rudderstock, bearings and hydraulics that can handle these forces are selected. The project has resulted in two spade rudders with a parabolic wedge‐shaped cross‐section of less resistance in water. The total rudder area is 0.176 m2 and the rudder span is 449.7 mm. The rudder exposed at top speed and full rudder deflection generates a torque of 1 697 Nm caused by the water pressure force, P, of 38 089 N. The force also causes a bending torque of 20 807 Nm along with the dimensions of the hollow outer diameter of the stem to 90 mm. Each rudder is mounted in two bearing houses that attaches in two transverse beams located in the boat's transom. The conceptual rudders are designed based on mathematical formulas and relationships. The rudders design minimizes water resistance and creates good maneuverability at speeds over 30 knots. The transition to a streamlined cross‐section of the rudders peak increases their effectiveness when the speed is low. The result is a unique high‐performance steering system that is adapted to the patrol boat Wanton.

Arbetsmigration av en temporär natur är ett vanligt förekommande fenomen i Förenade Arabemiraten. Temporaliteten upprätthålls genom tillämpningen av det kafala systemet vilket tillhandahåller och legitimerar emirati-medborgares auktoritet över arbetsmigranterna. En arbetsmigrant måste nämligen tilldelas en sponsor i Förenade Arabemiraten för att beviljas arbeta i federationen och detta ansvar har allokerats till federationens medborgare. Denna uppsats argumenterar för att historiska, politiska och sociala dimensioner av det kafala systemet konstruerar en oundviklig konfliktfylld relation mellan medborgare och arbetsmigranter. Denna relation grundar sig huvudsakligen i respektives utsatta och inskränkta tillvaro i Förenade Arabemiraten - en tillvaro som är utformad och rättfärdigad av det kafala systemet. Så länge det kafala systemet förekommer och brukas i Förenade Arabemiraten kommer relationen mellan emirati-medborgare och de arbetsmigranter som residerar i federationen vara präglad av konflikter och differentiering.

Abstract:
In the United States, rapid military mobilization for the world wars marked a turning point in the national need to manage and evaluate manpower. To orchestrate manpower needs for the military, industry, and those relating to familial obligations, Woodrow Wilson's administration created the Selective Service System during the First World War. In categorizing men, local Selective Service boards utilized rapid physical and psychological diagnostic techniques and applied their assessments to current military branch induction standards to pronounce candidates as militarily fit or unfit. From World War I to World War II, the Selective Service System expanded as a bureaucracy but did not adequately address induction issues surrounding rapidly changing standards, racism, and inconsistent testing procedures. These persistent problems with Selective Service prevented the system from becoming truly consistent, fair, or effective. As a result of Selective Service System, War Department, and military branch standards, military rejection and prematurely military discharge rates increased in World War II. Additionally, though Selective Service did not accurately predict who would or would not serve effectively, rejected and prematurely discharged men faced harsh discrimination on the American home front during World War II.

This new economic era is characterized by organizations managing a diverse workforce across different generations. These generations have different work values, goals, and expectations on their employer, which poses various challenges for human resource managers in managing and retaining employees from different generations. The most recent generation that is currently entering the workforce is generation Y, and they are described as the younger generation with high employee turnover and reluctance to pledge long-term work commitments. Therefore, it is in the interest of organizations to tailor reward schemes that resonate with generation Yers in fostering organizational commitment. Thus, this thesis aims to examine how extrinsic and intrinsic rewards affect organizational commitment in generation Y. To answer these questions, this thesis reviews previous literature and use the self-determination theory to see how the different rewards affect the organizational commitment of generation Y. This study has been conducted through interviews with employees that are born within the age spectrum of generation Y (1980-1999) to understand how reward systems affect organizational commitment in generation Y employees. This thesis found that intrinsic rewards affect organizational commitment in a far more positive manner than extrinsic rewards. Furthermore, intrinsic rewards resonate to a greater extent with the employees from generation Y and should, therefore, be a priority for organizations. Moreover, this thesis concludes that intrinsic rewards can more easily satisfy the basic psychological needs, which are, as according to the self-determination theory, crucial to foster organizational commitment.

Public transport shows large regional disparities in development. This report aims to determine if any part of the cause is to be found in the form of the regional public transport organizations. There is no doubt about the eager for increasing the public transport market share beyond societal basic principle where the public transport covers school and work commuting in order to be an environmentally friendly substitute for the car. The amount of money spent on public transport and the idea of an integrated system differs from region to region, what seems to be the optimal way of creating a regional transportation to increase the public transport market share? The population is getting bigger and bigger and this fact contributes to regional growth round cities in Sweden. To fulfill necessary needs regarding transportation for these people living in the outer part of a region, counties are working together to simplify the travel. What's making this work difficult is that every county has their own prices for purchasing monthly passes to access the public transport, and since these passes aren’t valid for journeys across the county border, this limits the regional growth. In addition to this fact that counties have to erase the difficulties with handling different situations within each county, the public transport has been since the year 2012 deregulated in Sweden and the market is open for any transport company to start a business. Many companies in the same area also create a confusing situation for the travelers regarding the needs for different tickets for different part of the same journey. If a traveler misses the intended departure it is not certain that she can take the next departure if this is provided by another company. All together create county borders, many companies, increasing need for regional growth and travel together with a severe economic situation the foundation for this investigation. The report is conducted by studying reports, books and other available information such as the traffic development program from each county. This information is compared with a model with statistics from each region and at least one representative in the form of an experienced employee from the public transport sector in each region. This data and analysis work as the foundation for the results in this thesis.

AbstractVector addition systems are an important model in theoretical computer science and have been used in a variety of areas. In this paper, we consider vector addition systems with states over a parameterized initial configuration. For these systems, we are interested in the standard notion of computational time complexity, i.e., we want to understand the length of the longest trace for a fixed vector addition system with states depending on the size of the initial configuration. We show that the asymptotic complexity of a given vector addition system with states is either $$\varTheta (N^k)$$ Θ ( N k ) for some computable integer k, where N is the size of the initial configuration, or at least exponential. We further show that k can be computed in polynomial time in the size of the considered vector addition system. Finally, we show that $$1 \le k \le 2^n$$ 1 ≤ k ≤ 2 n , where n is the dimension of the considered vector addition system.

In order for a person to motivate others, he must first find an adequate way to motivate himself. If we want to make the work with other people more successful, it is very important to know what motivates people in the environment. Motivation involves the process of initiating and directing human behavior, it is an internal force that drives us to achieve our goals and meet our needs. Greater curiosity and interest contribute to achieving greater success in all fields, and in particular the success of students in school. In contrast, lack of motivation impedes anything to be done in a better way. Poor motivation leads to failure, to the extent that one performs activities without ambition and with great difficulty. Studying the literature aims to determine what role motivation plays in the educational context, which is at the same time the basic goal. It also wants to point out the importance of motivation in teaching. The paper used the historical method as the basic method of historical research and analysis of the contents of pedagogical documentation. One of the basic tasks of teachers is to familiarize students with the nature of motivation and to teach them the procedures that develop motivation for students to learn. This is the key to the success of both the teacher and the students themselves.

Knowledge is a category that includes many past decisions. They could be good for the past but it is a question if they can work in the future. We can talk about programmed and non-programmed decisions. When a predetermined situation triggers a predetermined response we can talk about a programmed decision. If one wants to make a non-programmed decision he/she must search for information, identify the problem, evaluate possible alternatives, and act. If the process is more complicated, programmed decision will be more effective. Our research has revealed that future managers in Slovenia possess knowledge that involves more programmed that non-programmed decisions. This may indicate that they will have a lot of difficulties with decision making in complicated organisational systems. However, they cannot learn how to take decisions (even if they want to) because they do not know what they actually need. If they are successful at non-programmed decisions they want more knowledge from the same area; in fact they would need more knowledge about programmed decisions - and vice versa.

This paper explains the development of a system of academic ranking across the Kurdistan Regional Government (KRG) colleges and universities. The Ministry of Higher Education and Scientific Research (MHE) at KRG has embarked on a project to develop a system for ranking the universities under their jurisdiction. The MHE wanted their ranking system to be modeled on other established university ranking systems. They studied other systems of academic rankings, considered the factors that goes into them systems and tried to create a similar system of providing data in order to issue such ranking reports. However, dissimilarities between the established academic system and that of the KRG necessitated modifying to the ranking system in order to provide a reliable and relevant ranking report. This study explains the steps involved in establishing a system for ranking academic performance of Kurdistan universities. It begins by reviewing literature about the established systems of academic ranking, and the factors that are included in their ranking systems. It then details the factors that typically considered into completing such ranking system and how the MHE attempted to modify some of them in order to produce a reliable ranking system of higher education in Kurdistan universities.

Qualified teachers are a fundamental input for any education system. Yet, many countries struggle to attract highly skilled applicants to the teaching profession. This paper presents the results of a large-scale intervention to attract high performing high-school students into the teaching profession in Chile. The intervention was a three-arm email campaign which made salient three types of motivations typically associated with the teaching profession: intrinsic/altruistic, extrinsic, and prestige-related. The objective was to identify which type of message better appealed to high performing students to nudge them to choose a teaching major. The “intrinsic” and “prestige” arms reduced applications to teaching majors among high performers, while the “extrinsic” arm increased applications among low performers. A plausible interpretation could be that the “intrinsic” and “prestige” messages made more salient an issue that could otherwise be overlooked by high performing students (typically from more advantaged households), negatively impacting their program choice: that while the social value of the teaching profession has improved, it still lags behind other professions that are valued more by their families and social circles. In turn, the “extrinsic” arm made salient the recent improvements in the economic conditions of the teaching profession in Chile, thus appealing to low performing students who in general come from disadvantaged families and for whom monetary incentives are potentially more relevant. These results emphasize the importance of having a clear picture of the inherent motivations that could influence individuals career choice. Making salient certain types of motivations to the wrong target group could lead to undesired results.

A systemic approach to identifying road locations that exhibit safety problems was provided by the Safety Needs Identification Program (SNIP and SNIP2) developed by the Purdue University Center for Road Safety (CRS). The new version SNIP Light has been developed to provide other uses with planning level traffic safety analysis capability for a wider range of uses including Metropolitan Planning Agencies (MPOs) who want the tool for planning cost-effective safety programs in their metropolitan areas. The SNIP Light reduces the demand of computing and data storage resources and replaces the SQL server database system an integrated module coded in-house which is considerably faster than the original component. Furthermore, certain proficiency required to install and use the old version is no longer needed thanks to the intuitive single-window interface and executing file operations in the background without the user’s involvement. Some operations, such as optimizing funding of safety projects, are removed to simplify the tool.

Unsettled Technology Areas in Electric Propulsion Systems reviews the economic drivers, existing techniques, and current challenges of EV transmission technology—including torque interruption during shifting; thermal and sealing issues; and noise, vibration, and harshness (NVH). This report discusses the pros and cons for both single-speed and multispeed gearboxes with numerical analysis.

This report summarizes the results from the twelfth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally-representative sample of 2,516 respondents completed the online survey from February 5 to 23, 2021. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. In addition to asking directly about support for these tax options, the survey collected data on respondents’ views on the quality of their local transportation system, their priorities for federal transportation spending, their knowledge about gas taxes, their views on privacy and equity matters related to mileage fees, travel behavior, and standard sociodemographic variables. This large set of variables is used to identify personal characteristics and opinions correlated with support for the tax options. Key findings include that large majorities supported transportation improvements across modes and wanted to see the federal government work towards making the transportation system well maintained, safe, and equitable, as well as to reduce the system’s impact on climate change. Findings related to gas taxes include that only 2% of respondents knew that the federal gas tax rate had not been raised in more than 20 years, and 71% of respondents supported increasing the federal gas tax by 10 cents per gallon if the revenue would be dedicated to maintenance. With respect to mileage fees, roughly half of respondents supported some form of mileage fee, whether that was assessed on all travel or just on commercial travel, 62% believe that low-income drivers should pay a reduced mileage fee rate, and 52% think that electric vehicles should pay a lower rate than gas and diesel vehicles. The analysis of trends across the survey series, which has run from 2010 to 2011, shows that support for both higher gas taxes and a hypothetical new mileage fee has risen slowly but steadily, and Americans’ experience with COVID over the past year has not disrupted those trends. Finally, support for the tax and fee options varies mostly by most personal characteristics, but there are frequently large differences correlated with age, community type, and political affiliation.

There is increasingly strong evidence that taxation can contribute to expanded government responsiveness and accountability. However, such positive connections are not guaranteed. Rather, they are shaped by the political and economic context and specific policies adopted by governments and civil society actors. Without an environment that enables tax bargaining, there is a risk that taxation will amount to little more than forceful extraction. We consider how such enabling environments may be fostered through two mixed methods case studies of tax transparency and taxpayer engagement in Sierra Leone and Ghana. We highlight two key sets of findings. First, tax transparency is only meaningful if it is accessible and easily understood by taxpayers and relates to their everyday experiences and priorities. In particular, we find that taxpayers do not just want basic information about tax obligations or aggregate revenue collected, but information about how much revenue should have been collected and how revenues were spent. At the same time, taxpayers do not want information to be shared with them through a one-way form of communication, but rather want to have spaces for dialogue and interaction with tax and government officials, including through public meetings and radio call-in programmes. Second, strategies to encourage taxpayer engagement are more likely to be effective where forums for engagement are perceived by taxpayers to be safe, secure, and sincere means through which to engage with government officials. This has been most successful where governments have visibly demonstrated responsiveness to citizen concerns, even on a small scale, while partnering with civil society to foster trust, dialogue and expanded knowledge. These findings have significant implications for how governments design taxpayer education and engagement programmes and how civil society actors and development partners can support more equitable and accountable tax systems. Our findings provide concrete lessons for how governments can ensure that information shared with taxpayers is meaningful and accessible. Moreover, we show that civil society actors can play important roles as translators of tax information, enablers of public forums and dialogues around tax issues, and trainers of taxpayers, supporting greater tax literacy and sustained citizen engagement.

The article analyzes a series of materials by Aleksander Janta-Polczynski «Into the USSR» from Soviet Russia during the in 1932, published on «Wiadomości Literackiе». The purpose of this article is explain the uniqueness of the reporter’s style and personality. We want to emphasize the role of Janta-Polczynski as the pioneer of reportage journalism. He was the first who worked professionally in this position in the full sense of this word. Analyzed the cycle of Alexander Janta-Polczynski from Russia, we can emphasize the scale of the reporter’s trip: in 1932 the journalist made the largest journalistic trip to the USSR. Janta visited the Eastern republics, which differed from the popular Moscow and Leningrad. Also, he saw the largest construction in the USSR at this time – which it bragged about russian newspapers – Magnitogorsk and Dneprostroy. For a better understanding are given the visual examples from reportorial texts. It should be noted that for Janta the main task of the reporter is to show what is seen and recorded: only facts and personal experience in communication. This cycle can safely be called a journey and social expedition. The main task for Janta the scene where the reportage takes place is to find proper characters and convince them of the importance of their story. These are the materials of a reporter – an eyewitness, not a researcher, a report from the scene, which pushes the reader to an independent conclusion. We explore that all the Janta-Polczynski texts are inextricably linked by looking into the «middle» of the process: the diversity of what is seen allows the journalist to look for differences and similarities, compare, look at the fundamental components, track changes and distinguish them. Special attention was paid to a low-angle shot in his materials. He describes how Soviet society lives, how factories work, how the system of educating a Soviet person, goes to the movies and exhibitions, communicates with ordinary citizens. Undoubtedly, all this is successfully complemented by the factual detail and uniqueness of the author’s style.
