Abstract Warehouses are crucial infrastructures in supply chains. As a strategic task that would potentially impact various long-term agenda, warehouse location selection becomes an important decision-making process. Due to quantitative and qualitative multiple criteria in selecting alternative warehouse locations, the task becomes a multiple criteria decision-making problem. Current literature offers several approaches to addressing the domain problem. However, the number of factors or criteria considered in the previous works is limited and does not reflect real-life decision-making. In addition, such a problem requires a group decision, with decision-makers having different motivations and value systems. Analysing the varying importance of experts comprising the group would provide insights into how these variations influence the final decision regarding the location. Thus, in this work, we adopted the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to address a warehouse location decision problem under a significant number of decision criteria in a group decision-making environment. To elucidate the proposed approach, a case study in a product distribution firm was carried out. Findings show that decision-makers in this industry emphasise criteria that maintain the distribution networks more efficiently at minimum cost. Results also reveal that varying priorities of the decision-makers have little impact on the group decision, which implies that their degree of knowledge and expertise is comparable to a certain extent. With the efficiency and tractability of the required computations, the TOPSIS method, as demonstrated in this work, provides a useful, practical tool for decision-makers with limited technical computational expertise in addressing the warehouse location problem.

Abstract:
The communication interface technology of Model Base Management System (MBMS) and Database Management System (DBMS) is one of the key technologies for successful implementation of Decision Support System (DSS). This paper firstly introduces the concept model of communication interface between MBMS and BMS in DDS. Then it makes an analysis of the principle of communication interface between MBMS and BMS in DDS. Based on the analysis, three ways of its implementation are proposed: Standard Format Method, Function Method and Embedding Method, which finally realize the ODBC-based application of communication between MBMS and DBMS in DSS. This paper is of great reference significance for solving communication problems among database, model base, data warehouse, knowledge base, expert base and method base, and for accessing heterogeneous data or even extreme data in such emerging Decision Support Systems as Distributed DSS, Group DSS and Intelligent DSS.

Abstract:
The current global market forces compel most companies to create an international supply chain. Most of these companies have examined the problems and issues that they encounter during the implementation of this international supply chain. These problems are related to the attitude and culture of people around the world or rooted in the nature of the supply chain. Thus, this study compares the implementation of supply chain management (SCM) in two different countries with different cultures and attitudes. This study highlights the similarities of the problems and benefits of SCM implementation in the two countries. This study identifies the characteristics that are not related to attitude and culture and are rooted in the nature of SCM. A questionnaire was designed and distributed to 600 automotive companies in Malaysia and Iran. Several interviews were conducted to find solutions to the problems. Limited information and the lack of expert employees were identified as the most serious problems, whereas the improvement of warehouse management was identified as an important benefit of SCM implementation. Benchmarking and training courses were the important solutions to these problems. These results reveal that most issues in SCM implementation are rooted in its nature.

In modern-day developing countries, there are certain key problems in the healthcare system that adds to a patient’s confusion. An example of these difficulties relates to choosing an appropriate medical specialty and among specialists. Owing to the lack of structural healthcare services, there is the need for guidance in selecting the most appropriate diagnosis and medicine for patients with various symptoms or physical disabilities, the need to educate patients on self-treatment procedures, the need to reduce the high cost of treatment and diagnosis, the need to address boring procedures of diagnosis and treatment, the lack of adequate strategic planning due to the absence of valuable information about patients, the problems connected with unnecessary traffic congestion, and many more. Together, these problems create a great opportunity for the expert analysts to ameliorate the healthcare system in these countries by applying new methods, such as using web-based programs and data mining (DM). This article focuses on the use of software, healthcare data warehouse and the application of DM to generate models for solving the aforementioned problems.

Integration of digitalization and automation with logistics systems promotes effective and efficient flow of goods, information, and services, contributing to economic development. The level of implementation of digitalization and automation in low-income countries is still low, however. The aim of this study is to establish which digitalized logistics practices could best be adopted by firms in low-income countries. A systematic literature review was used to identify state-of-the-art digitalization and automation technologies in logistics chains. Criteria for adopting digitalized logistics practices were also identified in the literature review. An expert survey was conducted to identify criteria weights using analytical hierarchy process (AHP). Economic benefit, infrastructure, and affordability were the criteria that were given the highest weights by the experts. Case studies that applied state-of-the-art technologies such as internet of things (IoT), radio frequency identification (RFID), blockchain, big data analytics (BDA), and sensors mainly for traceability, production operation, and warehouse and inventory management were considered as recommended practices. Identification of suitable practices considering the local conditions in low-income countries could help logistics professionals and policymakers adopt enabling technologies in logistics chains.

The purpose of this research focused on integration and alignment of maintenance and logistics functions in a large ERP system in an oil and gas company to demonstrate how cross-functional integration can improve operations. A design science approach has been used based on a case study of a large oil and gas company. The study found that limited cross-functional integration involving the logistics function exists. Proposed process redesign involves activities include improved storage and picking strategies, information exchange, notification of fully received components at the warehouse and an improved shipping strategy. These improvement strategies have been tested through random questionnaires and most respondents support the improvements. This study shows that business process improvement facilitated by cross-functional process integration should realise substantial financial benefits. We have shown that warehouse operation strategies do have an impact on the work order performance through the on-time delivery of its components. In addition, regular communication and utilisation of the available information can also improve the scheduling of work order execution. These benefits are not limited to the company in question but the results show that if companies in general give more attention to cross-functional integration, substantial benefits are possible. The focus of this study is uncommon as it is the integration of logistics and maintenance functions within an organisation. We show substantial process improvements are possible. It therefore provides another opportunity for business process improvement experts to better align various systems and processes.

Ventilation and air conditioning systems are necessary to regulate air exchange, maintain temperature and humidity, and provide a comfortable microclimate. Their installation is certainly relevant in premises for various purposes: at industrial facilities, in residential buildings, in administrative institutions, warehouses and others. In order to effectively carry out and ensure the proper functioning of ventilation, it is necessary to introduce automated control schemes for the operation of these systems, as well as the use of various modern equipment (ventilation units, ventilation units, silencers, air filters, air heaters, etc.) to increase the reliability of airspace cleaning and the cost-effectiveness of manufacturing the system generally. The paper presents the scheme and algorithm for the effective control of the technological process of the ventilation system of an industrial enterprise based on the TM171PDM27S Schneider Electric programmable logic controller. The analysis of existing ventilation systems is carried out, the description of ventilation systems is presented, the stand's appearance is presented, the choice of a programmable logic controller is justified, methodological recommendations for acquiring programming skills using the EcoStruxure Machine Expert - HVAC environment are presented, automatic control of the supply ventilation system for the foundry of an industrial enterprise is organized goals of a visual study of elements of ventilation systems, methods of regulation and control of parameters in ventilation systems. The main goal of creating a training stand is to study the settings and operating modes of automated ventilation and air conditioning control systems. In the course of further improvement of the circuit, classes of the following nature are possible: determination of the static and dynamic characteristics of the fan; study of the characteristics of an automated damper; pressure regulation by controlling a fan, etc.

Abstract:
The article defines the place and components of IT solutions in the knowledge management system. The author substantiates that the use of modern IT solutions in the knowledge management system is an essential component of creation, search, transfer, exchange, development and effective use of knowledge. A large number of different technologies are used to integrate into a single complex of knowledge management system, including traditional automation systems and information retrieval systems, e-mail, corporate networks and Internet services, databases and data warehouses, electronic document management systems, specialized data processing programs, expert systems and databases knowledge In this case, a computer remains as a main tool of information management knowledge management in Ukraine. The scholar analysed the dynamics of the major indicators of computer devices’ use of by enterprises. The paper determined that not all enterprises in Ukraine use computers in their business activities. The proportion of enterprises, which used computers in 2017, amounted for 95.4%, which is by 0.2% more in comparison with 2015. The best situation in this aspect is in such types of economic activities as professional, scientific and technical activities; information and telecommunications; water supply; sewage, waste management. However, on average only every third employee in Ukraine used a computer to perform his/her professional duties. The author examined the main Internet-based jobs, where traditional activities are the most popular ones, namely: sending or receiving various e-mails, receiving information about goods and services. At the same time, videoconferencing is less popular, which is a negative factor in creating effective communication in the transmission, dissemination and exchange of knowledge. The paper explored the degree of using the possibilities of a corporate website for personnel training. The author determined that only every tenth enterprise in Ukraine uses its own website for the professional development of the employees. The scholar substantiated the features of social media, which promote the efficiency of their use as a tool for knowledge management. Exchanging views, opinions or knowledge within the enterprise and engaging customers in the development or innovation of goods and services remain the least popular objectives of social media work.

Background: Artificial Intelligence (AI) is increasingly used for process management in daily life. In the medical field AI is becoming part of computerized systems to manage information and encourage the generation of evidence. Here we present the development of the application of AI to IT systems present in the hospital, for the creation of a DataMart for the management of clinical and research processes in the field of breast cancer. Materials and methods: A multidisciplinary team of radiation oncologists, epidemiologists, medical oncologists, breast surgeons, data scientists, and data management experts worked together to identify relevant data and sources located inside the hospital system. Combinations of open-source data science packages and industry solutions were used to design the target framework. To validate the DataMart directly on real-life cases, the working team defined tumoral pathology and clinical purposes of proof of concepts (PoCs). Results: Data were classified into “Not organized, not ‘ontologized’ data”, “Organized, not ‘ontologized’ data”, and “Organized and ‘ontologized’ data”. Archives of real-world data (RWD) identified were platform based on ontology, hospital data warehouse, PDF documents, and electronic reports. Data extraction was performed by direct connection with structured data or text-mining technology. Two PoCs were performed, by which waiting time interval for radiotherapy and performance index of breast unit were tested and resulted available. Conclusions: GENERATOR Breast DataMart was created for supporting breast cancer pathways of care. An AI-based process automatically extracts data from different sources and uses them for generating trend studies and clinical evidence. Further studies and more proof of concepts are needed to exploit all the potentials of this system.

Abstract:
The article investigates the methodological aspects of the management process in the field of the logistics customer services in terms of improving its digitalization potential. The phenomenon of digitalization has been studied insufficiently and, according to some foreign authors, it has significant potential for development from the theoretical perspective. However, the digitalization of logistics in Ukraine is only gaining popularity in the scientific community. Consequently, a large number of domestic enterprises have certain difficulties while they are implementing innovations and digital solutions into the optimization of their activity. This actualizes the problems of this study as well as determines the aim and the practical tasks of the given article. In particular, it has been determined that the potential for digitalization of logistics processes is manifested primarily in increasing the management quality and efficiency, the possibility of timely correction of threats and risks that arise, and in facilitating analytical processing and obtaining more accurate assessment of large amounts of information. To identify the digitalization potential of the enterprise logistics, the article identifies the key changes that the logistics operator delivering goods within the territory of Ukraine based on the implementation of a range of digitalization tools may deal with. Thus, the primary optimization measures taken in the process of implementing digitalization at the researched enterprise are the following: digitalization of document circulation at the enterprise, the process of loading and unloading delivery vehicles during the working day, the system of cargo placement in the warehouse. These measures will optimize various processes and reduce the influence of the human factor. Taken together, this will speed up the processes and increase the quality of their implementation by reducing the number of errors and delays. To optimize intra-warehouse movements and the delivery process by digitalization of operating processes carried out by the logistics operator, it is advisable to prioritize the implementation of not only electronic document management system but also the following digital tools: RFID systems – for the efficient placement of goods in the warehouse and quick determination of their location, based on the use of RFID tags; GPS tracking – to increase the efficiency of vehicle use and reduce the cost of vehicle tracking, based on the use of GPS trackers; scale scanners as advanced weighing and measuring technologies that scan the load, determine its weight and volume, display the results and send them to the system. The authors applied the AHP method to justify the application sequence of each technology and form an optimal digitalization plan as exemplified by the logistics operator under investigation. Using a multicriteria approach to assess the feasibility of implementing each digital solution based on the survey data, the respondents of which include company executives and experts of the considered domestic logistics operator, the optimal sequence of introducing digital technologies in this company has been identified. Therefore, it is recommended to introduce the RFID system first. Then, the electronic document management should be launched. After that, it is recommended to introduce a scale scanner. Finally, the GPS system should be applied. Using the recommended algorithm for modeling the digitalization process and key changes that may occur at the investigated logistics operator resulting from digitalization tools set implementation, will allow domestic logistics operators to make optimal decisions.

Abstract:
A generic but flexible decision-support system for domestic water demand forecasting and management (DFMS) has been developed as part of a highlyintegrated decision-support system for river-basin management. Its purpose is to provide water-resources planners with the facilities for estimating future water demand for any demand region and time period, having regard to the possibility of introducing demand-management measures. The system has the capability of predicting domestic-water demand by various methods according to the data availability, computing conservation effectiveness due to the implementation of various demand-management measures, forecasting the number of customers for different consumption units (person, household, water connection) and facilitating the development of demand-scenarios for eveluating various options. The system is designed in such a way that makes it easy to use for both novice and experienced users since it is driven by a menu system which relies on a mouse rather than the keyboard. Moreover, the communication between user and the system is by means of a user-friendly interface which makes extensive use of hypertext and colour graphics in presenting the results. Briefly, DFMS comprises the following components: a GIS that stores, displays and analyses all geo-coded information such as satellite imagery, urban areas, cities and towns, etc.; • a database which provides access to non-spatial data such as demand-area location and characteristics including top-level descriptors such as population, total demand, per-capita consumption, etc.; • an expert system which uses the rule-based inference for data entry and predicting values (quantitative or qualitative) of variables from the knowledgebase; . four methods of demand forecasting ranging from superficial to detailed, namely time extrapolation, econometric variables, end-uses variables and households classification; a multi-objective decision component which helps the user to determine the most appropriate forecasting method and conservation measures; • a set of mathematical models to provide the analytical capability for quantifying descriptors, producing multiple outputs etc.; • a user-interface with access to the various functional components of the system and the various help/explain files; • a set of pre- and post-processors which support editing of the inputs data and the visualisation or analysis of model output, in addition to handling scenarios for each of the models or variables; • a set of help files which are used to provide the user with the necessary assistance if for any reason, a more detailed explanation is required, based on a hypertext; In order to demonstrate the system capability, DFMS has been applied to the Swindon demand area of Thames Water Utilities Ltd.

Abstract:
Conceptual data schema is constructed from the analysis of the business forms which are used in an enterprise. In order to peform the analysis a data model, a forms model, and heuristics to map from the forms model to the data model are developed. The data model we use is an extended version of the Entity-Relationship Model. Extensions include the addition of the min-max cardinalities and generalization hierarchy. By extending the min-max cardinalities to attributes we capture a number of significant characteristics of the entities in a concise manner. We introduce a hierarchical model of forms. The model specifies various properties of each form field within the form such as their origin, hierarchical structure, and cardinalities. The inter-connection of the forms is expressed by specifying which form fields flow from one form to another. The Expert Database Design System creates a conceptual schema by incrementally integrating related collections of forms. The rules of the expert system are divided into six groups: (1) Form Selection, (2) Entity Identification, (3) Attribute Attachment, (4) Relationship Identification, (5) Cardinality Identification, and (6) Integrity Constraints. The rules of the first group use knowledge about the form flow to determine the order in which forms are analyzed. The rules in other groups are used in conjunction with a designer dialogue to identify entities, relationships, and attributes of a schema that represents the collection of forms.

The increased demand on distribution centers to provide quicker turnarounds from receiving to shipping while maintaining precise inventory accuracies is spurring the acquisition of a warehouse management system (WMS) to improve operations and increase efficiency. With the rapid expansion of WMS technology, it seems inevitable that warehouses will outgrow inefficient operational processes and switch to a system that can accommodate rapid development. Research has explained the financial burdens and benefits of acquiring a WMS, but there’s been minimal research describing the impacts of the actual implementation. This study took place within a 600,000 sq. ft. fulfillment center and focused on the day-to-day activities of its 300+ employees. A qualitative methodology was used while observing daily processes within the inbound, inventory control, outbound, and shipping departments throughout the implementation process to determine the impacts on operational procedures and the people involved. The results describe the adaptations necessary within each department to transform the former manually based processes into automated processes that support the WMS. Also, the configurational oversights within the WMS that led to time consuming complications when performing daily operational tasks. The findings of this study explain the key factors that impact a WMS implementation and opportunities to increase the chances of a successful implementation.

Lo scopo di questo lavoro è introdurre il lettore all’utilizzo dei sistemi esperti nell’ambito manutentivo, specialmente riguardo alla diagnostica. La struttura della dissertazione è articolata in tre parti principali. La prima consiste in una panoramica sulla manutenzione e sui metodi più comuni che ne fanno parte, focalizzandosi specialmente su quelli che sono più attinenti ai sistemi esperti. Nella seconda parte il lettore può trovare le tipologie, le caratteristiche rilevanti e la storia dei sistemi esperti. L’ultima parte della tesi è dedicata allo sviluppo del caso di studio, introdotto da una descrizione del software utilizzato per la sua progettazione (VisiRule). A conclusione del lavoro sono presentate delle considerazioni sugli aspetti positivi dell’utilizzo di sistemi esperti nell’ambito della diagnostica manutentiva.

Abstract:
Risk assessments underpin a maritime operation’s safety management system. When applied to an untested concept a risk assessment can also assist with overcoming resistance to new technology. This paper proposes the functional resonance analysis method (FRAM) as a tool for developing design recommendations and fulfilling the safety management objectives of the ISM Code. The FRAM is applied to benefit the floating harbour transhipper (FHT), a novel concept for the transhipment of bulk commodities. The FHT acts as a large floating warehouse with an aft well dock that provides shelter for a feeder vessel. The FHT’s materials handling equipment transfers bulk cargo from the feeder vessel onto its own stockpile or directly to an export vessel moored alongside, or from its stockpile to the export vessel. Most risk assessment tools focus on identifying and addressing system components that can potentially fail. With the FRAM however, the scope, direction and recommendations are guided by a practical understanding of the variability of work undertaken rather than preconceived notions of potential failure modes. Adopting a method based on maximising resilience rather than minimising the causes of accidents promotes a shift from a blame culture to a safety culture. Applying the FRAM generated a deeper, broader and more transparent understanding of the FHT transfer operation than what would have been achievable using traditional risk assessment tools. This understanding was used to develop recommendations designed to improve the resilience of the FHT operation.

Abstract:
This report describes the effects of climate change for Finland from the view of comprehensive security. The report examines both direct and indirect climate security risks as well as transition risks related to climate change mitigation. The report is based on previous research and expert interviews. Direct security risks refer to the immediate risks caused by the changing nature of natural hazards. These include the risks to critical infrastructure and energy systems, the logistics system, health and food security. Indirect security risks relate to the potential economic, political and geopolitical impacts of climate change. Climate change can affect global migration, increase conflict risk, and cause social tensions and inequality. Transition risks are related to economic and technological changes in energy transition, as well as political and geopolitical tensions and social problems caused by climate change mitigation policies. Reducing the use of fossil fuels can result in domestic and foreign policy tensions and economic pressure especially in locations dependent on fossil fuels. Political tension can also increase the risks associated with hybrid and information warfare. The security effects of climate change affect all sectors of society and the Finnish comprehensive security model should be utilized in preparing for them. In the short run, the most substantial arising climate change related security risks in Finland are likely to occur through indirect or transition risks. Finland, similar to other wealthy countries, has better technological, economic and institutional conditions to deal with the problems and risks posed by climate change than many other countries. However, this requires political will and focus on risk reduction and management.
