AbstractIn this chapter we explore how false election information violates democratic values; in other words, we examine the extent to which and the manner in which false election information impugns the legitimacy of Australian elections, and in particular, the democratic legitimacy criteria of ‘effective participation’ and ‘enlightened understanding’. These criteria are central pillars of the free speech condition that enables any authentic democracy to function properly. Because there are few incentives to desist from polluting the election information environment and also because of the significant social costs it entails, the problem should be approached as a collective action problem rather than as an issue of individualised rights. This distinction is consistent with jurisprudence on the freedom of political communication implied in the Australian Constitution and endorsed in multiple judgements, as we show in detail in Chapter 5. We conclude this chapter by arguing that compulsory voting places an extra duty on the Australian state to ensure that voting takes place in a relatively clean information environment.

AbstractLocal government is the oldest and most important political institution in Ethiopia and one that has direct relevance to the conduct of people’s everyday lives. Despite this simple fact, local government does not enjoy the institutional place and status in government that its importance warrants. It has no explicit constitutional recognition and consequently is not endowed with original functions, powers, or sources of finance. It is barely considered in any of the political and legislative reforms taking place in the country. Any democratic and social reform that does take place is, in fact, unlikely to succeed without properly empowering local government and enhancing its democratic mandate. Positive political change ‘requires enhancing the political significance and the democratic pedigree of local governments’. The institutional mechanism for achieving this is ‘the entrenchment in the national constitution of local government as democratic and politically relevant level of government, alongside the transfer of suitable competences and sufficient resources’.

AbstractCleft rhinoplasty is one of the most difficult and challenging aesthetic surgeries to carry out and bears a significant impact on the overall nasal aesthetics and function. Two reasons understood for this are the simultaneous involvement of all the layers of the nose including the skin, cartilage, skeleton and vestibular lining (this being the principal reason) and the significant scarring that is the consequence of multiple previous surgical interventions. There is a mention of numerous techniques for ultimate correction of unilateral and bilateral cleft nasal deformities but no single technique has till date provided a definite solution for correction of all the problems that accompany these deformities. There is a revised interest in performing primary rhinoplasties at the time of lip repair with or without presurgical orthopedics but these procedures may still warrant definitive rhinoplasty at a later date. The purpose of this chapter is to provide a comprehensive review of cleft rhinoplasty in the most systematic manner beginning with the pathologic anatomy followed by surgical timing, pre-operative evaluation and surgical correction. The chapter also discusses the use of various grafts in a typical cleft rhinoplasty case as well as treatment strategy for management of both, unilateral and bilateral cleft nasal deformities. The outcomes as well as complications and a note on further revisions have also been presented.

Abstract Proper functionalism explicates epistemic warrant in terms of the function and normal functioning of the belief-forming process. There are two standard substantive views of the sources of functions in the literature in epistemology: God (intelligent design) or Mother Nature (evolution by natural selection). Both appear to confront the Swampman objection: couldn’t there be a mind with warranted beliefs neither designed by God nor the product of evolution by natural selection? Is there another substantive view that avoids the Swampman objection? There are two. The first is the generalized selected-effects theory of functions. The second is the organizational theory of functions. Both, however, require some history to assign functions, for both are etiological theories of functions: past effects help explain current function. Swampman can then acquire functions, perhaps soon after creation, though he has none at the moment of inception.
