Abstract:
Although the use of pesticides is necessary to meet the socio-economic needs of many developing countries, especially in Africa, side effects of these bio-active chemicals have contributed to contaminating aquatic and terrestrial ecosystems. Environmental water quality degradation by pesticides interferes with ecosystem health and poses numerous risks to aquatic life. In South Africa, glyphosate-based herbicides are frequently used to control weeds and invading alien plants, but ultimately end up in freshwater ecosystems. However, there are no South African-based environmental water quality management strategies to regulate these bio-active chemicals. Therefore, this study sought to provide a sound scientific background for the environmental water quality management of glyphosate-based herbicides in South Africa, by conducting both laboratory and field investigations. In the laboratory investigations, aquatic ecotoxicological methods were used to evaluate responses of the freshwater aquatic shrimp Caridina nilotica exposed to Roundup® at different biological system scales, and the responses of multiple South African aquatic species exposed to Roundup® through species sensitivity distribution (SSD). In the field investigations, the effect of Kilo Max WSG on the physicochemical and biological conditions of three selected sites in the Swartkops River before and after a spray episode by Working for Water were evaluated through biomonitoring, using the South African Scoring System version 5 (SASS5) as a sampling protocol. Both Roundup® and Kilo Max WSG are glyphosate-based herbicides. All the data were subjected to relevant statistical analyses. Findings of this study revealed that Roundup® elicited responses at different biological system scales in C. nilotica, while SSD estimates were used to derive proposed water quality guidelines for glyphosate-based herbicides in South Africa. The biomonitoring revealed that using glyphosate-based herbicides to control water hyacinth within the Swartkops River had a negligible impact on the physicochemical and biological conditions. Based on these findings, a conceptual framework that can be used for the integrated environmental water quality management of glyphosate-based herbicides in South Africa was developed as part of integrated water resource management (IWRM). The combined data sets contribute to a sound scientific basis for the environmental water quality management of glyphosate-based herbicides in South Africa.

Abstract:
There are a wide range of issues that stem from inadequate access to, and the unsustainable management of water resources, which can lead to ecological and human crises (Gleik, 1998: 571). With the increasing demand for clean water for drinking and sanitation, coupled with population growth, aging infrastructure, and climate change, many countries face a complex set of threats when dealing with their water resources and the management thereof (Environmental Protection Agency, 2012: 4). South Africa‟s challenges are no different, if current trends in water management continue and government does not intervene with what has been an unequal society even in terms of the division of water, it will continue to lose ground in its development and sustaining of water resources (Ukwandu, 2009: 24 - 30). “The objective of managing the quantity, quality and reliability of the nation‟s water resources is to achieve optimum, long-term, environmentally sustainable social and economic benefit for society from their use.” (Principle 7 of the National Water Policy, Department of Water Affairs and Forestry, 1997: 20). The primary objective of this research is to develop a framework for water management and sustainable development by utilising a Causal Layered Analysis (CLA) to develop strategies for innovation in South Africa towards 2050. New rules and regulations have been adopted by local municipal divisions in South Africa to promote sustainable, environmentally friendly buildings and methods. It is therefore the aim of the research to establish ways in which water can be harvested and saved in a simple and innovative yet sustainable manner. The complexity of erecting structures has also increased with some sustainable measures in water management taking place, however the water issues in South Africa continue to grow and cause concern. Government therefore plays a pivotal role in ensuring that water is managed sustainably at not only harvesting and infrastructure level but also re-cycling level, where simple innovative strategies can be adopted. This paper further seeks to highlight the positive and negative impacts of implementing water management methods and strategies that can be adopted.

Freshwater scarcity and river pollution has become a serious challenge for governments and scientists. Worldwide, governments have a responsibility to provide their populations with enough clean water for their domestic needs. Scientists will have an enormous task to find a way to purify polluted water, because of its vital role in human lives and an increasing demand for water consumption due to population growth. Although the water from the Bottelary River is used on a daily basis for farming activities, its pollution level as well as spatial distribution of effluents in the catchment is unknown. In the present study, I took monthly water samples from six sampling points for laboratory analysis. The laboratory determined concentration levels of phosphorous, chloride, nitrate, and nitrate nitrogen (N03N), as well as the chemical oxygen demand (COD) and suspended solids from the samples. On the same occasion's pH, dissolved oxygen, electrical conductivity and temperature were measured in-situ using a multi-parameter reader. The results were then compared with the South African Water Quality Guidelines for Aquatic Ecosystems and for irrigation (DWAF, 1996a, 1996c). The non-point pollution source (NPS) model was used to generate predictions of the pollution level from the land-uses and use the data obtained from the field to validate the model predictions. Finally, I performed a two-factorial A One-way Analysis of Variance (ANOVA) without replication to assess the spatial and temporal variation of the measured variables along the river. The findings of the study have shown that the concentration levels of some compounds are below the Target Water Quality Range (TWQR) set by the Department of Water Affairs and Forestry (DWAF, 1996a, 1996b, 1996c) while, the concentrations of chloride, total nitrogen and water quality variables such as electrical conductivity, suspended solids, are higher than the TWQR (DWAF, 1996a, 1996b, 1996c). Based on the above findings water of the Bottelary River can have negative effects on the environment and human lives because of the concentration level of these compounds. It was therefore recommended that, environmentally friendly measures and practices must be undertaken in order to decrease the pollution and avoid further pollution of the river.

ENGLISH ABSTRACT: South Africa’s efforts to ensure safe drinking-water provision to all have resulted in an admirable reduction in the backlog in drinking-water provision since 1994. However, in the non-metro areas of South Africa poor drinking-water quality is common and, combined with inadequate sanitation, results in a significant and deleterious primary health impact. Given the South African government’s commitment to co-operative government and good governance, and a willingness to both mobilize government funds and to involve the private sector in addressing poor water services delivery by local government, it can be expected that a significant opportunity exists for a “service/product” combination that assists local, provincial and national government in both, (i), the progressive realization of suitable drinking-water quality via a consultative audit, and (ii), an environmental governance function to ensure that acute and chronic issues are timeously identified and resolved. Drinking-Water Quality Management (DWQM) procedures developed and operated by the government research organization, CSIR, have been shown to be effective in achieving (i) and (ii) above. However, CSIR is not the appropriate business environment from which to roll out a commercialized service. This study assesses the prospects of a start-up Small, Medium and Micro Enterprise (SMME) to access and develop the DWQM market in South Africa. A thorough review of the role of governance in the delivery of water services in South Africa is provided, and it is confirmed that DWQM procedures can be expected to contribute towards improvement in drinking-water quality in non-metro South Africa and satisfy government’s requirement of demonstrated good governance (co-operative and regulatory governance) and co-operative government. A situational analysis of the internal (CSIR) and external business environment confirms that a win-win opportunity exists for entrepreneurs from within CSIR to “spin-out” the DWQM services, and thereby fulfill CSIR’s mandate of supporting SMME’s and Black Economic Empowerment (BEE). A summary of considerations for a start-up SMME in South Africa emphasizes the importance of some key factors. A key factor for a SMME selling services to government is the satisfaction of BEE requirements. Additional key factors include the business marketing factors of customer relationship management, delivering value and ongoing evolvement of marketing strategy. A case study involving Stellenbosch Municipality is used to demonstrate the customer centric nature of DWQM, and the positive Value Impact delivered to the client. The above are used to critically consider a Business Action Plan (which has a focus on the first year of operation) and to identify amendments required for the future and separate preparation of a full Business Plan. The short term focused Business Action Plan (BAP) confirms that market forces and opportunities combine with the skills and the background of the start-up team to provide a positive prospect for the startup SMME. Conversion of the BAP to a fully fledged Business Plan will require the development of a full business strategy, and supportive marketing strategy, as the short term focus strategies are inadequate. Importantly, adjustments to the black equity holding should be brought in line with the requirements of the Broad-Based BEE Act.
AFRIKAANSE OPSOMMING: Suid-Afrika se deurlopende pogings om veilige drinkwater te verskaf het gesorg vir ‘n benydenswaardige vermindering in die agterstand in verskaffing van drinkwater sedert 1994. In die nie-metropolitaanse areas van Suid-Afrika is swak drinkwater gehalte egter steeds algemeen en is verantwoordelik, saam met ontoereikende sanitêre infrastruktuur, vir beduidende en dodelike primêre gesondheidsrisikos. Die Suid-Afrikaanse regering is toegewyd tot samewerking met die private sektor en die toepassing van goeie besigheidsbeginsels. Dit is ook gewillig om regeringsfondse beskikbaar te stel indien die betrokkenheid van die privaat sektor kan help om swak waterdienste lewering deur die regering aan te spreek. Daar kan dus verwag word dat ‘n daadwerklike geleentheid bestaan om ‘n “diens/produk” kombinasie daar te stel wat plaaslike, provinsiale en nasionale regering sal bystaan in beide die: (i), progressiewe verwesenliking van geskikte gehalte drinkwater deur middel van ‘n konsultatiewe oudit, en (ii), ‘n omgewings oorsig funksie om te verseker dat akute en kroniese probleme tydig geidentifiseer en opgelos word. Abstract:
Water quality is concerning as many still lack access to safe drinking water. Alternate sources such as rivers (FC up to 1600 CFUs/100 mL) and rainwater are often polluted. Rainwater tanks require maintenance to improve water quality, but could be used for non-potable purposes or irrigation. Grahamstown infrastructural failures initiate deviations from DWAF 1996 domestic water guidelines for microorganisms within the distribution system. Frequent testing can decrease risks of waterborne diseases. Limitations to this are inaccessibility of rural areas, distances from testing centres and costs. The low cost H2S strip test able to be used onsite by communities, may aid in risk assessment. H2S strip test results are not affected by sulphate (14 to 4240 mg/L) or nitrite (up to 47 mg/L). Transportation of the H2S strip tests between 10 and 32°C does not modify results significantly. Similarly to other studies: Klebsiella spp.; Enterobacter spp. and Serratia spp. were isolated from H2S strip tests. The mH2S strip test corresponds best with HPC in treated water, while in untreated river water it has approximately 90% correspondence with FCs, while survival of FC causes discrepancies with the H2S test after 22 days. A faecal coliform inactivation rate of 0.1 CFUs/ day, may be longer than many pathogens. Faecal source tracking, not currently practised in South Africa, could aid health risk assessments for disaster management, which would improve the NMMP programme. Bacterial survival times could propose the time period for which water is unsafe. Bifidobacteria and Rhodococcus are proposed to help identify the faecal pollution source. But enumeration of Rhodococcus is too lengthy (21 days). The tracking ratio of bifidobacteria (between 0.1 to 6.25) is not source definitive. The bifidobacteria survival rate, could indicator the time since faecal pollution. The bifidobacteria average survival rate is 2.3 CFUs per day for both groups. The culturability and selectivity of agar is still poor, with total bifidobacteria less selectively culturable. Enterococci overgrowth of TB was decreased by Beerens media. SUB is still useful to identify potential human faecal inputs. A single tracking method is thus not suitable alone, but requires a combination of techniques.

Abstract:
The prevention of outbreaks of waterborne diseases remains a major challenge to public health service providers globally. One of the major obstacles in this effort is the unavailability of on-line and real-time methods for rapid monitoring of faecal pollution to facilitate early warning of contamination of drinking water. The main objective of this study was to develop a β-glucuronidase (GUD)-based method that could be used for the on-line and real-time monitoring of microbial water quality. GUD is a marker enzyme for the faecal indicator bacteria Escherichia coli. This enzyme breaks down the synthetic substrate p-nitrophenyl-β-D-glucuronide (PNPG) to D-glucuronic acid and p-nitrophenol (PNP), which turns yellow under alkaline pH. The enzymatically produced PNP was used to detect GUD activity. In situ GUD assays were performed using running and stagnant water samples from the Bloukrans River, Grahamstown, South Africa. The physico-chemical properties of environmental GUD were determined, after which a liquid bioprobe and a microbial biosensor modified with Moraxella 1A species for the detection of the enzyme activity were developed. In order to determine the reliability and sensitivity of these methods, regression analyses for each method versus E. coli colony forming units (CFU) were performed. The storage stabilities of the bioprobe and biosensor were also investigated. The physico-chemical properties of in situ GUD were different from those of its commercially available counterpart. The temperature optimum for the former was between 35 and 40 °C while for the latter it was 45 °C. Commercial (reference) GUD had a pH optimum of 8.0 while the environmental counterpart exhibited a broad pH optimum of between pH 5.0 and 8.0. The liquid bioprobe had a limit of detection (LOD) of GUD activity equivalent to 2 CFU/100 ml and a detection time of 24 h. The method was less labour intensive and costly than the culturing method. The liquid bioprobe was stable for at least four weeks at room temperature (20 ± 2 °C). The biosensor was prepared by modifying a glassy carbon electrode with PNP degrading Moraxella 1A cells. The biosensor was 100 times more sensitive and rapid (5-20 min) than the spectrophotometric method (24 h), and was also able to detect GUD activity of viable but non-culturable cells. Thus it was more sensitive than the culturing method. Furthermore, the biosensor was selective and costeffective. The possibility of using a Pseudomonas putida JS444 biosensor was also investigated, but it was not as sensitive and selective as the Moraxella 1A biosensor. The Moraxella biosensor, therefore, offered the best option for on-line and real-time microbial water quality monitoring in South African river waters and drinking water supplies.

Abstract:
The provision of goods and services by aquatic ecosystems plays an important role in socio-economic development and livelihoods in the southern African region. Water resource management in South Africa developed from an agrarian and pastoral focus up to 1956 to also supporting mining and industrial activities. This led to the introduction of the resource water quality objectives and pollution prevention approaches, which balanced the needs for development and protection. Prior to 1994, access to water resources was limited to riparian property owners and a minority of the population who controlled industrial and mining activities. The establishment of a democratic government amplified the need for accelerated socio-economic development, with equity, efficiency and sustainability being the principles of such development. New approaches were needed, which could achieve these development objectives and secure the resource base for future generations. An overview of the scientific process highlighted a risk based approach as potentially supporting the much needed balance between development and protection. The aims of this thesis is to develop a framework and process for the application of ecological risk assessment to water resource management in South Africa, to use case studies to draft guidelines for ecological risk assessment and to assess the degree to which ecological risk assessment can contribute to effective water resource management in South Africa. The United States Environmental Protection Agency’s guidelines for ecological risk assessment were identified amongst international best practice as meeting the requirements for local application. A framework was drafted for ecological risk assessment in South Africa, with the main phases being to agree on objectives, formulate the analysis plan, analyse information, characterise risk and manage risk. Modifications from the Environmental Protection Agency’s process include the order of activities in the first phase, the explicit testing of hypotheses and clarification of the evaluation of existing data or collection of new data. An industrial effluent case study was used to assess the applicability of the proposed framework. The case study dealt specifically with the assessment of risks posed by current conditions and long term licence conditions. The framework was found to be useful to identify weaknesses in the established monitoring programme and to evaluate lines of evidence to assess the degree to which the stated conditions would have unacceptable consequences. The study highlighted several weaknesses in the suggested framework, of which the most critical is the interpretation of the risk hypothesis as a testable null hypothesis. It became clear that cause-effect relationships should be stated as the risk hypothesis, whereas the assessment should evaluate expressed or expected conditions against a risk profile for a given stressor to benefit fully from the risk assessment approach. Changes to the framework terminology were suggested as well as nested feedback loops to allow for iterative processes where new information becomes available. The proposed guidelines incorporate the learning from the case study application as well as feedback from a peer review process. The guidelines incorporate the suggested actions under each phase as well as notes providing the rationale for each step. Three case study outlines were provided to assist users with the interpretation of the guidelines in different applications. The proposed guidelines are applied in an ecological Reserve determination case study, which specified the ecological water quality requirements. The study found that a risk-based approach was followed in the development of the water resource management policy, but the Reserve determination method is generally hazard based, with site specific modifications of the target values being allowed on a conservative basis. The case study highlighted a lack of readiness of water resource managers to accommodate scientific results expressed as probability distributions in support of management decisions. The thesis is concluded with a discussion of the key learning points of the ecological risk assessment development process. The evaluation highlights the move from stating and testing a null hypothesis to stating the risk hypothesis and evaluating the stated conditions against a risk profile. Several implementation challenges are highlighted, with specific recommendations made for adopting the proposed guidelines.

This research study explored the appropriate sustainable governance management systems for South African socio-economic conditions. This was achieved by investigating the current governance and management of water boards in performing their business and water services provisioning at municipal level. Municipalities are the third sphere of government in South Africa and are found at local levels of governance. They are businesses that provide running water as legislated by the Constitution of the Republic of South Africa, 1996. Water boards are public institutions established in terms of the Water Services Act, 108 of 1997 (WSA) and listed as Schedule 3 part B: National Government Business Enterprise in terms of the Public Finance Management Act 29 of 1999. They are accountable to the national government through the Department of Water Affairs. Their responsibility is to support municipalities where water-provisioning challenges are eminent. They report annually to national parliament on their performance within a specific financial year. Water boards are currently able to perform their operations in selected jurisdictions as contracted by municipalities. They are struggling in managing and governing their water business while striving to achieve improvements in water service coverage, operating efficiency and service delivery. The aim of the research study was to investigate areas affecting the sustainability of governance management systems for water boards in relation to the improvement of service delivery in South Africa. The analysis of age and gender factors and the conditions affecting governance are explored. The research used the qualitative and quantitative methods to analyse the research questions. Prior to the commencement of the study, the researcher performed an intensive desktop study involving the use of dated and recently published material related to governance and management of the water institutions in developed and developing countries. During the desktop study, national and international accredited journals were prioritised to obtain related and relevant similar information to the water governance and management of water institutions. In addition, a case study was undertaken in Ficksburg in which water boards provided an intervention in resolving the water crisis, since the provision of water is a basic service at local government. This area experienced both water shortage and a poor quality of water. With regard to qualitative methodology, participatory forums were used to delineate the research context and premise. The study population consisted of individuals who were in the business of water boards with special reference to water management and board of directors for a population of 1 000. Of the 500 questionnaires sent out, 419 were returned. The data were analysed using the statistical software package, Statistical Package for Social Sciences (SPSS). The results and recommendations are presented based on the identified objectives of the study. The study’s findings provide information for transformation and improvement in the performance of water boards in South Africa when striving for sustainability in management and governance. The findings reveal the need for improvements in the involvement of females in the business of the water boards. The findings confirm the outcomes of previous studies regarding the slow implementation of affirmative action and transformation processes as required by legislation. Furthermore, the results reveal that the factors and conditions affecting sustainability of the water boards need to be prioritised to improve the management and governance aspects of water boards. These include the appropriate selection of members of the boards of directors, water boards' committees that are guided by legislation in their operations and the maintenance of proper financial management (collection of revenue, implementation of appropriate financial strategies and striving for positive clean audit). Water boards are encouraged to strengthen their intergovernmental relations in order to make their mandate known across all spheres of government. Service delivery should be approached “from source to tap and tap to source” to promote high-quality provision of water. The water boards should be accountable to the municipalities for the provision of delegated operations. The Department of Water Affairs exercises an oversight role to ensure the sustainable provision of the services. However, the study concludes that without a strong management and a sustainable governance approach, water boards will not be able to carry out its water developmental mandate. The practical framework that was developed in this study provides management and governance tools for sustained provisioning of water to advance transformational and developmental needs and the application of legislations. The results in the study have a direct impact on the codes of practice and regulations on employment equity in implementing the Employment Equity Act of 1998, Intergovernmental Relations Act of 2005, Companies Act of 2008, National Water Act of 1998, and Water Services Act of 1997. Therefore, the practical implementation of this framework will enhance water as a transformational and developmental feature in addressing the social, environmental and economic services.

ENGLISH ABSTRACT: The Berg River is one of the largest rivers in the winter rainfall area of the Western Cape and is one of the most important water supply sources of the area. The Riviersonderend-Berg system needs to be expanded in order to meet increasing water demands of the Greater Cape Town (GCT) region. The implementation of future schemes will remove additional fresh water from the Berg River main stem, which will give rise to increased nutrient levels and higher salinity in the water. A water quality information system (WQIS) has been proposed to benefit the management of water resources, the flow quantity and the quality of the water. A part of this WQIS will be a water-quality simulation model that characterizes the water quality situation and is able to predict water quality responses to future implementations, as well as simulate different scenarios that can be used for management purposes. The objective of this study is to represent the water quality situation of the Berg River in a simulation model by implementing, testing and verifying a water quality simulation model, and assembling a hydraulic and water quality database suitable to meet foregoing objectives. This study firstly examined the water quality variables of concern: pH, Total Dissolved Salts (TDS) and phosphates to develop an understanding of the water quality responses and causes of the main stem of the Berg River system. A thorough review of the available models has been undertaken in the light of certain selection criteria, before determining that DUFLOW would be an acceptable model for this study. The water quality variables that have been modelled are TDS, Phosphates as P04, Oxygen and Temperature. As no predefined module simulating temperature, TDS and COD was included; these algorithms, describing the processes of these water quality variables have been additionally coded. The coding was possible, as DUFLOW' s water quality module consists of an open structure. The predefined water quality module was simplified to only include the water quality process algorithms, for water quality variables where data was available. Unfortunately, phosphates were mainly simulated on advection, and the influence of all the additional processes could not be assessed. All data gathering and preparation for the model had to be completed before commencing the model configuration. This included information on cross-sections, historical flow records, bridges and weirs for the hydraulic component ofDUFLOW. For the water quality module, information on historical grab samples has been obtained and 'infilled' to provide daily time series. To simulate the water quality in a river as accurately as possible, the flow simulation needs to be accurate. Ungauged subcatchment runoff was added to the simulation model to improve the correspondence between the simulated and the measured flow. Calibration of the water quality part of DUFLOW was completed by adjusting the different parameters after a sensitivity analysis. The model was verified by using a different time period than for the configuration, to ensure that an independent data set has been used. After configuring, calibrating and verifying the model, the applicability of the model could be tested for different scenario runs. Three scenarios were chosen according to real situations: • a short term effluent spill, with and without water releases from an upstream source (either Skuifraam Dam or Voëlvlei Dam); • the impact on the flow and water quality situation of the river when an upstream dam is built; • a long term management control scenario, that analyses load or concentration releases into the river according to limitations upstream and downstream of the discharge location. The scenario analysis provides an opportunity to assess the applicability of DUFLOW to simulate real time management and operational issues in a river and to aid in management decisions.

Abstract:
The introduction of instream biological monitoring to water resources management has been an increasing trend world-wide. This monitoring uses biological field assessments of instream biota such as macroinvertebrates, fish and riparian vegetation as an integrated and sensitive tool for diagnosing the condition of the ecosystems and assessing ecological impacts. Biomonitoring information has become an important component in the overall assessment of water resources and is used to drive and direct processes of decision-making and management of water resources. The River Health Programme (RHP) was initiated in South Africa to serve as a source of information regarding the ecological status of river systems, in order to support rational management of these natural resources. In this study, biomonitoring indices (SASS5 and FAII) were used to assess the present ecological status of two rivers located in contrasting catchments of the Eastern Cape. The first river is the Buffalo River located in an urban and industrialized catchment. The second river is the Inxu River draining a rural and afforested catchment. SASS5 was used successfully in both rivers and the results based on water quality and SASS5 indicated that most sites selected on the upper catchment of the Buffalo River have a fair water quality with most sites selected on the lower catchment having a poor water quality. The Inxu River sites (both upper and lower catchment) based on SASS5 and water quality results have a good to fair water quality. The majority of sites sampled on both rivers systems had very low FAII scores and fell within a critically modified water quality category. This result may be due to the fact that these rivers have low fish diversities (either low natural diversity or low diversity due to the presence of alien fish species), poor water quality or inadequate sampling methods. Observations from this study suggest that this index may not be suitable for rivers with low fish diversity. A fish index that is usable to all ecoregions of South Africa with minor adaptations to suit local conditions is still needed, as the present FAII index does not meet these requirements.

This study forms part of a broader project co-funded by the Water Research Commission (WRC), and CSIR Parliamentary Grant (PG) and Strategic Research Panel (SRP) research grants, aimed at surveying selected water resources within the 19 Water Management Areas in South Africa. Furthermore, it aims at determining the concentrations of Hg and MeHg in various environmental compartments collected from priority water resources, to identify the potential Hg hotspots, and to assess the degree of compliance with national and international guidelines. Mercury concentrations in the environment have increased globally and this has caused much anxiety in terms of the adverse effects it has on aquatic ecosystems, their organisms, and the communities they sustain. Human health risks associated with the consumption of fish elevated containing Hg concentrations have received minimal attention particularly in South Africa. It is imperative that any potential adverse impacts of Hg on aquatic ecosystems, and the subsequent impacts on human health, be investigated.

Flocculation has been widely adopted as one of the most effective methods to remove colloidal particles in water or wastewater treatment. Synthetic flocculants are conventionally used because of their high flocculating efficiency and cost-effectiveness. However, they have been reported to have hazardous properties and implicated in some serious health problems including senile dementia and neuro-toxicity, as well as being recalcitrant in the environment. Consequently, efforts are being geared away from the use of synthetic flocculants in water and wastewater treatment. Hence, the need for safe and eco-friendly flocculants has become imperative. Compared with synthetic flocculants, bioflocculants have special advantages such as safety, biodegradability and harmlessness to the environment and humans; attributes which make them potential alternatives in water treatment, downstream as well as fermentation processes. In the current study, the potentials of bacterial isolates recovered from Algoa Bay in the Eastern Cape Province of South Africa for bioflocculant production were investigated. The bacterial isolates were identified by polymerase chain reaction (PCR) as belonging to the Bacillus genus. The analysis of 16S ribosomal deoxyribonucleic acid (rDNA) nucleotide sequence of isolate M72 showed 99 percent similarity to Bacillus toyonensis strain BCT-7112 and was deposited in the GenBank as Bacillus toyonensis strain AEMREG6 with accession number KP406731. Likewise, the 16S rDNA nucleotide sequences of isolates M69 and M67 showed 98 percent sequence similarity to Bacillus licheniformis strain W7 and Bacillus algicola strain QD43 respectively; and M67 isolate was subsequently deposited in the GenBank as Bacillus sp. AEMREG7 with accession number KF933697.1. The results of the nutritional requirements and fermentation conditions revealed that optimum inoculum size for REG-6 production was 4 percent (v/v), while 5 percent (v/v) and 3 percent (v/v) were most favourable for MBF-W7 and MBF-UFH production respectively. Glucose was the best carbon source for the production of bioflocculants (REG-6 and MBF-UFH) by Bacillus toyonensis AEMREG6 and Bacillus sp. AEMREG7 respectively, while maltose supported optimum bioflocculant (MBF-W7) production by Bacillus specie. Inorganic nitrogen (NH4NO3) was the favoured nitrogen source for both REG-6 and MBF-W7 production, while mixed nitrogen sources [yeast extract + urea + (NH4)2SO4] supported the maximum production of MBF-UFH. The initial medium pH for REG-6 was 5, while MBF-W7 and MBF-UFH were both maximally produced at the initial pH of 6. After a 96 h cultivation period under optimal culture conditions, 3.2 g of purified REG-6 with a maximum flocculating activity of 77 percent was recovered from 1 L fermented broth of Bacillus toyonensis AEMREG6. Yields of 3.8 g and 1.6 g pure bioflocculants with the respective highest flocculating activities of 94.9 percent and 83.2 percent were also obtained from 1 L, 72 h-fermented broths of Bacillus licheniformis and Bacillus sp. AEMREG7 respectively. Furthermore, all the three bioflocculants (REG-6, MBF-W7 and MBF-UFH), displayed thermal stability within the temperature range of 50 to 100 oC, with strong flocculating activities of over 80 percent against kaolin suspension over a wide range of pH range (3–11) and relatively low dosage requirements of 0.1-03 mg/ml in the presence of divalent cations in the treatment of kaolin clay suspension and Thyme River waters. Chemical composition analyses of the bioflocculants showed them to be glycoproteins with a predominantly polysaccharide backbones as shown by the following carbohydrate/protein (w/w) ratios: 77.8 percent:11.5 percent (REG-6); 73.7 percent:6.2 percent (MBF-W7) and 76 percent:14 percent (MBF-UFH).

South Africa is a semi arid country in which the average rainfall of 450mm/year is well below the world average of about 860mm/year. As a result, South Africa’s water resources are scarce in global terms and limited in extent. Current predictions are that demand will outstrip water availability in the next 15 years. A coordinated approach to improve both water quality and quantity is needed and in order to achieve that, it is crucial to strengthen capacities of local community involvement in identifying the problems that affect them and strategies to solve them. This research was undertaken to develop a deeper understanding of community learning processes in integrated water resources management (IWRM) practices. The study drew on situated and social learning theory which explains that knowledge and skills are learned and embedded in the contexts in which knowledge is obtained and applied in everyday situations. Multiple data collection techniques were used within a case study design and included document analysis, interviews, focus group discussions and field observations. Data analysis was done in three phases and involved uncovering patterns and trends in the data sets. In this context I discovered, through careful observation and interviews with members of the different communities of practice, that people are learning through social learning interactions with other community members as they engage in their daily water management and food production practices. Learning interactions take place through both informal and formal processes such as meetings, training workshops, conversations and interactions with outsiders. I also discovered that people learn from ‘external groups’ or training programmes which bring new knowledge and expertise, but this needs to be contextualised in the local communities of practice. The research has also shown that there are a number of challenges that appear to exist in these learning contexts. For instance it was found that participation and social learning processes and interactions are influenced by a range of causal mechanisms that are contextual. These insights into how communities learn, as well as the tensions and difficulties that are experienced in the learning processes are important for furthering learning and participation in community-based IWRM practices, projects and programmes.

Internationally, water resources are facing increasing pressure due to over-exploitation and pollution. Integrated Water Resource Management (IWRM) has been accepted internationally as a paradigm for integrative and sustainable management of water resources. However, in practice, the implementation and success of IWRM policies has been hampered by the lack of availability of integrative decision support tools, especially within the context of limited resources and observed data. This is true for the Crocodile River Catchment (CRC), located within the Mpumalanga Province of South Africa. The catchment has been experiencing a decline in water quality as a result of the point source input of a cocktail of pollutants, which are discharged from industrial and municipal wastewater treatment plants, as well as diffuse source runoff and return flows from the extensive areas of irrigated agriculture and mining sites. The decline in water quality has profound implications for a range of stakeholders across the catchment including increased treatment costs and reduced crop yields. The combination of deteriorating water quality and the lack of understanding of the relationships between water quantity and quality for determining compliance/non-compliance in the CRC have resulted in collaboration between stakeholders, willing to work in a participatory and transparent manner to create an Integrated Water Quality Management Plan (IWQMP). This project aimed to model water quality, (combined water quality and quantity), to facilitate the IWQMP aiding in the understanding of the relationship between water quantity and quality in the CRC. A relatively simple water quality model (WQSAM) was used that receives inputs from established water quantity systems models, and was designed to be a water quality decision support tool for South African catchments. The model was applied to the CRC, achieving acceptable simulations of total dissolved solids (used as a surrogate for salinity) and nutrients (including orthophosphates, nitrates +nitrites and ammonium) for historical conditions. Validation results revealed that there is little consistency within the catchment, attributed to the non-stationary nature of water quality at many of the sites in the CRC. The analyses of the results using a number of representations including, seasonal load distributions, load duration curves and load flow plots, confirmed that the WQSAM model was able to capture the variability of relationships between water quantity and quality, provided that simulated hydrology was sufficiently accurate. The outputs produced by WQSAM was seen as useful for the CRC, with the Inkomati-Usuthu Catchment Management Agency (IUCMA) planning to operationalise the model in 2015. The ability of WQSAM to simulate water quality in data scarce catchments, with constituents that are appropriate for the needs of water resource management within South Africa, is highly beneficial.

South Africa, like the rest of the world, is vulnerable to the impact of climate change and loss of biodiversity. Water pollution is one of the six global threats to freshwater biodiversity. The future health status and productivity of South Africa’s estuaries is dependent on two main factors: management and quality and quantity of freshwater inputs. South Africa has around 250 functioning estuaries along its 3000 km coastline (Hosking 2004). They play an invaluable role in ecosystem functioning and biodiversity conservation. Estuaries are amongst the richest and most productive parts of the marine environment and as such call for careful management. Some of these ecosystems are focus areas for urban an industrial development. Urbanization and industrialization pose a serious threat to these sensitive systems. Increased water pollution from domestic use, industry and agriculture affect the ecology of these estuarine, river and lake systems. A large number of South African estuaries are still in excellent or good condition, but these are mainly the very small systems. The larger systems, like the Swartkops estuary, often very important in terms of conservation value, are also often compromised in some way or other. The reasons why they are compromised include habitat destruction, artificial breaching and pollution, especially those close to urban areas. This situation is aggravated by outdated and inadequate sewage treatment plant infrastructure and unskilled operators that dispose untreated waste into these systems. Pollution into estuaries can result in the partial loss of the environmental service flows supplied by them. The result of lost environmental service flows has adverse consequences, such as diminished residential and holiday recreational appeal, as well as reduced capacity to support subsistence livelihoods. Poor water quality not only limits its utilisation value, but is also places added economic burden on society, through both the primary treatment costs and the secondary impacts on the economy. Healthy estuarine ecosystems are essential for the maintenance of biodiversity and a wide range of environmental goods and services. Without a drastic improvement in water quality management approaches and treatment technologies, the continuous deterioration in water quality will decrease benefits and increase costs affiliated with use of these water resources.The market-based system of the South African economy has to a large extent failed to account for the value of the “free” goods and services provided by the natural environment. When the true value of the natural resources is unknown, there is a risk that less financial resources and capacity are made available to manage and protect these natural resources than is efficient. To ensure that these goods are properly taken into account, they must be valued and these values incorporated in social decision making. This study uses the contingent valuation method (CVM) to establish the value of the Swartkops estuary for changes to water quality. The CVM is a non-market valuation method that is widely used in cost-benefit analysis and environmental impact assessment. The CVM establishes the economic value of the good by asking the users of an environmental good to state their willingness to pay for a hypothetical scenario to prevent, or bring about, certain changes in the current condition of the environmental good. This method is subjected to some criticism. This criticism revolves around the validity and the reliability of estimated results and the effects of various biases and errors on them. The North Oceanic and Atmospheric Administration (NOAA) Blue-Ribbon panel investigating the validity of the CVM resolved that the CVM can be used to guide social decision making, if a series of guidelines are followed. The Swartkops contingent valuation (CV) was conducted with these guidelines in mind. The results of the Swartkops CV indicate that the user population has a total willingness to pay (TWTP) of R68848 (median bid) and R203632 (mean bid) annually for the implementation of a project to improve the water quality in the Swartkops estuary. User population is an important determinant of the TWTP value. As a result, using a more broadly defined user population, TWTP per annum was calculated to be R3481987 (median bid) and R10298688 (mean bid). Management of natural resources should be informed by values that reflect efficient balances, so as to obtain the most efficient use of them (Trupie 2008). Polluted water inflows into South Africa’s estuaries are a threat to their biodiversity. Healthy estuarine ecosystems are essential for the maintenance of biodiversity and human well-being (Water Assessment Programme Report 2006: 15). As a result, this study recommends that a project be implemented by the Nelson Mandela Bay Municipality to improve water quality in the Swartkops estuary.

The asset management process and strategy has been adopted and implemented within the public sector. Although the National Treasury developed the Capital Asset Management Guidelines to assist with the development and implementation of the asset management system the guidelines have received very little attention over the years. The Auditor General’s findings indicate a lack of proper implementation of the asset management process. The study provides a clear indication of the implementation of the asset management process by most government entities, local government municipalities and the public sector. The outcome is that while most entities have made progress with regards to the implementation, much remains to be done. Most entities implement the asset management process selectively. This does not yield positive and sustainable results and they end up abandoning the whole asset management system. The report provides the process of successful development and implementation of asset management, it also indicate that if there are element that are missed or not properly done the process will not yield constant results or performance and the impact on the organization performance will not be positive. The management of the organization must ensure that asset management is aligned with strategic objectives of the organization and performance measurement must be directly linked with asset management, performance measurement should be used to determine progress and implementation. Service level agreements must be established between all relevant departments including the finance department and there must be agreement on the objectives between all stakeholders. The key to proper implementation is the alignment of the asset management process with the strategic objectives of the organization.

Water quality deterioration is reaching crisis proportions in South Africa. Many South African catchments are over-allocated, and decreasing volumes of source water mean increasing concentrations of pollutants. The Crocodile River Catchment in the Mpumalanga province in South Africa was identified through previous research, as a catchment faced with deteriorating source water quality for water users in the catchment. Poor source water quality has become a sufficiently acute concern for the stakeholders in this catchment to co-operate in developing a process that assists with compliance control of their water use and waste disposal to reduce costs, decrease industrial risks as water quality compliance increases, and improve source water quality. The sugar industry is downstream within the Crocodile River Catchment, and is affected by the activities of all upstream water users; the industry is thus dependent on the stakeholders upstream participating in the effective management of the resource. However, the sugar industry is also located just before the confluence of the Crocodile River and Komati River upstream of the Mozambique border, and thus the water quality of the sugar industry effluent will affect the quality of the water that flows into Mozambique. The sugar industry is on the opposite river bank to the Kruger National Park, which has high water resource protection goals. Therefore, the sugar industry has a national role to play in the management of water resources in the Crocodile River Catchment. This study provides a focused view of the role of the sugar industry in the development of a co-operative, integrated water quality management process (IWQMP) in the Crocodile River Catchment. In order to address the objectives of this study, this research drew from an understanding of the social processes that influence water management practices within the sugar industry as well as social processes that influence the role of the Inkomati-Usuthu Catchment Management Agency as the main governing institution in water resource management in the Inkomati Water Management Area. The study also drew from an understanding of scientific knowledge in terms of a water chemistry which describes the upstream and downstream water quality impacts related to the sugar industry. The water quality analysis for the Lower Crocodile River Catchment shows a decline in water quality in terms of Total Dissolved Solids (TDS) loads when moving from below Mbombela to the Mozambique border. The major sources of TDS in the Lower Crocodile River are point source dominated, which may be attributed to the extensive mining, industrial and municipal activities that occur across the catchment. When observing Total Alkalinity (TAL) and pH values from below Mbombela to the furthest monitoring point, there is deterioration in the quality of the water in the Lower Crocodile River, with the Kaap River contributing a negative effect that is diluted by the Crocodile main stem. The Hectorspruit Waste Water Treatment Works (WWTWs) (located in the Lower Crocodile River Catchment) contributes high concentrations of TDS and TAL into the Crocodile River. Total Inorganic Nitrogen and Soluble Reactive Phosphorus concentrations decrease in the lower reaches of the Crocodile River compared with the river below Mbombela, which can be attributed to the extensive sugar cane plantations located in the Lower Crocodile River Catchment acting as an “agricultural wetland” that serves a function of bioremediation resulting in large scale absorption of nutrients. This is an interesting result as earlier assumptions were that fertiliser application would result in an overall increase in nutrient loads and concentrations. Biomonitoring data show no substantial change in aquatic health in the LowerCrocodile River Catchment. For a catchment that has an extensive agricultural land use in terms of sugarcane and citrus production, the Crocodile River is unexpectedly not in a toxic state in terms of aquatic health. This is a positive result and it suggests that pesticide use is strictly controlled in the sugar and citrus industry in the Crocodile River Catchment. For long term sustainability, it is essential for the sugar industry to maintain (and possibly improve) this pesticide management. The social component of this study aimed to provide an analysis of the management practices of the sugar mill as well as examining agricultural practices in the sugar cane fields in relation to water quality management through the use of Cultural Historical Activity System Theory (CHAT). This component showed that there are contradictions within the sugar industry activity system that are considered to be areas of “tension” that can be loosened or focused on to improve the contribution the sugar industry can make to the IWQMP. Surfacing contradictions within the sugar industry activity system and the Inkomati-Usuthu Catchment Management Agency activity systems highlighted areas of potential for learning and change. While an understanding of biophysical processes through scientific knowledge is critical in water management decision making, it is evident that an understanding of other actors, institutions and networks that inform water quality management decision-making also plays a significant role. The notion of improving the role of scientific or biophysical knowledge in contributing to socio-ecologically robust knowledge co-creation, decisions and actions towards resolving water quality problems is emphasised. Specifically, moving towards improving interactions between scientists and other actors (water users in the Crocodile Catchment in this case), so that scientific practices become more orientated towards societal platforms where water quality management is tackled to enable improved water quality management practices. Therefore, linking the social and biophysical components in this study provides a holistic understanding of how the sugar industry can contribute to the development of an IWQMP for the Crocodile River catchment.

In the wake of the growing dependence on small water treatment plants (SWTPs) in providing quality water to rural areas and the global burden of water borne diseases, this study sought to examine the efficiency of 55 SWTPs located in rural or peri-urban areas of Limpopo and Mpumalanga Provinces in order to gauge the safety of water supply for human consumption. The microbiological and physical parameters of raw water, treated water and water in the distribution systems were examined using standard methods. Management issues impacting on quality of water supply were determined by use of questionnaires and focus group discussions. Results obtained showed that the pH, turbidity, temperature and conductivity of the raw water in SWTPs studied in both provinces ranged between 6.46 to 9.05 pH units, 0.19 to 8.0 NTU, 15.4oC to 31.40oC and 44.40.4 μS to 108 μS respectively. Water quality compliance at point of use (treated water) according to the Department of Water Affairs and Forestry of South Africa guidelines in SWTPs studied in both provinces were 85% for faecal coliforms and 69% for total coliforms. In the distribution systems, TCCs, FCCs and HPCs were within recommended limits except for few SWTPs suggesting a possibility of inadequate treatment and this may represent post-treatment contamination and possible risk of infection from these water supply sources. Physical parameters were generally within the recommended ranges . In terms of administrative issues, some plant operators did not have adequate knowledge of the functioning of the SWTPs and most were unable to calculate chlorine dosage, determine flow rates or undertake repairs of basic equipment. Poor working conditions , frequent stock depletion of chemicals , lack of maintenance culture , lack of emergency preparedness and poor communication were also cited . The study has revealed that the microbiological quality of raw water was very poor but that water treatment was efficient in the majority of SWTPs studied in both provinces. Regular monitoring of microbial and physico-chemical parameters of water quality served by the different SWTPs to the population is recommended to gauge their safety for human consumption. Issues such as enhanced incentives and periodic training of plant operators, improved communication and conditions of service , periodic stock inventory and entrenchment of maintenance culture may be necessary to ensure sustained and efficient water distribution systems.

This research report is a completed Catchment Diagnostic Framework (CDF) for the Klip River catchment (Johannesburg) for the period October 1998 to September 1999. The framework consists of a catchment description and a diagnostic index which provide a simple and representative view of the catchment and its characteristics and assist in identifying problem areas. GIS maps, graphs and tables are used to provide a background of the catchment. The Diagnostic Index is based on a set of Indicators that are calculated and then scored according to a rating system allowing for the calculation of an overall value for the catchment. The indicators and description cover resource conditions, socioeconomics, water quantity, water quality and management. Using this CDF it was found that the Klip River catchment is highly altered due to mining, urban, industrial and agricultural development. All of these have impacts on the beneficial use of the Klip River itself and on the downstream users of the Vaal Barrage.

Whole Effluent Toxicity (WET) testing has been identified as one of the tools in the management of complex effluents in aquatic ecosystems. In South Africa, toxicity testing has not been required for regulatory purposes. Recently, the Department of Water Affairs and Forestry has adopted WET testing as a tool to evaluate the suitability of hazardous effluent for discharge into receiving environments. This has necessitated suitable procedures to be established for use in the South African situation. With the implementation of the new National Water Act (No 36 of 1998), industries have to comply with set standards to protect the aquatic environment. However, the South African Water Quality Guidelines for Aquatic Ecosystems have been set using international toxicity data, and it is not known if they are comparable with South African conditions. The aim of this study was to investigate the tolerances of selected indigenous riverine invertebrates to complex saline effluents. The study investigated the effects of kraft mill effluent to Tricorythus tinctus, a tricorythid mayfly from the Sabie River, Mpumalanga, and the effects of a textile effluent to baetid mayflies of the Buffalo River, Eastern Cape. Indigenous riverine invertebrates were chosen as test organisms, as there is no toxicity data in South Africa which could be used to evaluate the level of protection afforded by the South African Water Quality Guidelines for Aquatic Ecosystems. The use of indigenous riverine invertebrates added the challenge of variability of a wild population, and the use of a complex effluent as toxicant added the variability of effluent composition. In this study, WET testing was used to determine the dilution of whole effluents required for discharge. Hazard-based guidelines were developed for the disposal of kraft and textile effluents. The level of environmental hazard posed by different effluent concentrations was ranked, and was related to the River Health Class. This indicated effluent concentrations that may be allowed to enter the aquatic environment, e.g. 3% effluent concentration guideline for both general kraft effluent and general textile effluent for the protection of a Class A river. This approach could contribute to the use of an Environmental Risk Assessment, approach for the management of complex effluents. A number of acute 96 hour toxicity tests were conducted following an unreplicated regression design, using kraft and textile effluents as toxicants, mayfly nymphs as test organisms, and river water as diluent and control. Test organisms were sampled from unimpacted, flowing-water riffle areas, and were exposed in recirculating artificial streams (or channels) to a range of effluent concentrations. Mortality was selected as end-point and observed twice daily. The experimental results showed the variability and acute toxicity of both kraft and textile mill effluents. Baetids were more sensitive (mean LC50=16% effluent concentration) to General Textile Effluent (GTE), but less sensitive to Post Irrigation Textile Effluent (PITE). Textile effluent (PITE) held in a holding dam were therefore less variable and less toxic; suggesting that stabilization of the effluent could have contributed to reduced toxicity. Effluent composition, e.g. higher calcium levels, may also have contributed to lowering toxicity. T. tinctus was sensitive to kraft effluents, but showed less variable responses to Irrigation Kraft Effluent than General Kraft Effluent. Toxicity test data indicated that GKE, IKE and GTE should not enter the aquatic environment without treatment, as they can cause adverse effects to aquatic biota. Both kraft and textile effluents must therefore be treated before discharge. Different responses to different effluent batches were probably due to effluent variability. The use of indigenous organisms, and not a standard laboratory organism, could also have contributed to variability. A hazard-based approach could be useful, as it will provide a consistent basis for deciding on the acceptability of impacts, while allowing natural site-specific differences to be taken into account.

The ecological position of micro-algae at the base of the aquatic food web makes them critical components of aquatic ecosystems. Their short generation time also makes them useful biological indicators because they respond quickly to changes in environmental condition, enabling timely identification and assessment of water quality changes. The inclusion of micro-algae as indicators in water resource regulation and management in South Africa has started recently, their more extensive use in biomonitoring and ecotoxicology programmes for water resource management would contribute to the South African policy if water resource protection. The standard algal growth inhibition assay with the species Pseudokirchneriella subcapitata is currently used for monitoring toxicity of in-stream and industrial wastewater discharges to freshwater micro-algae. The relevance of the data generated by standard toxicity bioassays has been questioned, since micro-algae in particular are extremely variable in their sensitivity to a range of contaminants and these standard species used may not occur in the local aquatic environment. As a result, international regulatory agencies, have recommended algal growth inhibition tests be changed from a single standard species to tests with a number of species. One recommendation, in addition to the use of standard toxicity tests, is the use of species isolated from the local environment which may be more relevant for assessing site specific impacts. This study investigated the value and application of locally isolated South African freshwater micro-algae in toxicity tests for water resource management and was carried out in three phases. The first phase involved isolating micro-algae from South African aquatic resources. Micro-algae suitable for toxicity testing were identified and selected using as set of criteria. Three (Scenedesmus bicaudatus, Chlorella sorokiniana and Chlorella vulgaris) out of eight successfully isolated species satisfied the prescribed selection criteria and these were selected as potential toxicity test species. The second phase focused on refining and adapting the existing algal toxicity test protocol (the algal growth inhibition assay) for use on the locally isolated algal species. The refinement of the test protocol was achieved by exposing the locally isolated species to reference toxicants in order to assess and compare their growth and sensitivity to the toxicants under the prescribed toxicity test conditions with that of the standard toxicity test species (Pseudokirchneriella subcapitata) and a commercial laboratory species (Chlorella protothecoides). During this phase, one of the three local species (Scenedesmus bicaudatus) was eliminated as a potential toxicity test species due to inconsistent growth. The third phase of the study involved assessing the sensitivity of the two remaining species (C. vulgaris and C. sorokiniana) to a range of toxicants (reference toxicants, salts, effluents and a herbicide) and comparing it to that of the standard toxicity test species P. subcapitata and C. protothecoides. The toxicants were selected based on their relative importance in the South African context, as well as the practicality of using these local micro-algae to routinely determine the impact of these toxicants on local aquatic resources. The growth of the four micro-algae was stimulated by the selected effluents. The standard toxicity test species P. subcapitata was ranked the most sensitive and of the four species to two reference toxicants and two inorganic salts. Chlorella sorokiniana was ranked the most sensitive of the three Chlorella species to two reference toxicants and two inorganic salts. The herbicide stimulated the growth of C. vulgaris while inhibiting the growth of the other species. Pseudokirchneriela subcapitata and C. sorokiniana showed high intra-specific variability in growth, which made it difficult to determine the effective concentrations of the herbicide and therefore compare the sensitivity of the species. This varied response of micro-algal species to toxicants may result in the biodiversity shifts in aquatic ecosystems, and also supports the recommendation of using a battery of different species to support more informed decisions in water resource management.

ENGLISH ABSTRACT: The Saldanha-Langebaan coastal zone is an important natural resource and serves as habitat for several endangered bird and fish species. Development in this coastal zone holds a constant threat for the natural environment and has a negative impact on the water quality of the bay. It is therefore essential to manage the water quality to ensure fitness for use for all the beneficial users in this coastal zone. This study focuses on the utilization and management of the Saldanha-Langebaan coastal zone. The beneficial users have different water quality requirements. It is therefore important to identify all the different water uses and to determine the occurrence of pollution and the dispersion thereof in the bay. The biophysical characteristics of the natural resource are described as part of the objective determining phase of the integrated water quality management process. The thesis also focuses on the inauguration and functioning of an integrated water quality management organization and the development and implementation of a long term monitoring program, with special emphasis on the sediment en health monitoring results. The result of this research study is a functional management instrument for integrated water quality monitoring and management in the Saldanha-Langebaan coastal zone.
AFRIKAANSE OPSOMMING: Die Saldanha-Langebaan kussone is 'n belangrike natuurlike hulpbron en dien as habitat vir verskeie bedreigde voel- en visspesies. Hierdie kussone is egter ook onder konstante ontwikkelingsdruk wat 'n negatiewe impak op die watergehalte van die baai het. Dit is dus noodsaaklik dat die watergehalte so bestuur word dat dit geskik bly vir al die gemeenskaplike watergebruikers in hierdie kussone. In hierdie studie is die benutting en bestuur van die Saldanha-Langebaan kussone ondersoek. Verskillende watergebruikers het uiteenlopende watergehaltebehoeftes en dit is noodsaaklik om die verskillende watergebruikers, sowel as die voorkoms en verspreiding van besoedeling in hierdie gebied te identifiseer. Die biofisiese eienskappe van die natuurlike kusopvanggebied is beskryf as deel van die aanvanklike doelwitbepalingsfase van geïntegreerde watergehaltebestuur. Die tesis fokus ook op die stigting en werkswyse van 'n geïntegreerde watergehaltebestuursliggaam, asook die ontwerp en implementering van 'n langtermyn moniteringsprogram. The paradigm shift in water quality management of South African water resources was based on current international trends. This significant move was from a previous emphasis on source management to a focus on finding a balance between water resource protection and water use. The current approach requires that water quality and quantity should be maintained for sustainable functioning of both the natural aquatic environment and socioeconomic development. This approach has placed the assessment of water quality status as a key decision tool in water quality management. Various assessment tools have been utilized to quantify the quality of South African water resources. In this study we assessed the compatibility of some of the methodologies that have been used in the Department of Water Affairs to determine and report on the water quality status of the resource. During the assessment the context and manner in which these methodologies can be utilized in water quality management were also addressed The Compliance Evaluation and Fitness for use categorization methodologies are both used to describe the water quality threshold of potential concern when dealing with the resource. Compliance Evaluation methodology uses a pass or fail assessment, while the Fitness for use categorization methodology uses a scaled approach allowing for the assessment of gradual change in the system. The out puts of these two methodologies, the Resource Water Quality Objectives and Fitness for use categories/ classes have both been used in the department as benchmarks to describe the current water quality status The assessment of the two methodologies indicated that there are similarities in the approaches and the principles behind the two processes. The observation of the results, however, indicated differences in the manner of presentation of the results, the interpretation of the outcome and in how water quality management measures that needs to be implemented are linked. Both methodologies are easy to apply when conducting water quality status assessments. However, the two methodologies are not sufficient on their own when making decisions on water quality management. It was concluded that although the compliance evaluation methodology can play a pivotal role when setting end of pipe standards, the process needs to consider the gradual changes of water quality in the river system in order to enable instigation of different water quality management measures at appropriate levels. Further it was recommended that with some modification the two approaches can be applied to assess water quality to support adequate water quality management decisions at various levels.

Aquatic toxicity tests are increasingly being used in water resource management worldwide, and currently in South Africa, policy and legislation are being drafted to reflect this international trend. While standard toxicity test methods and test organisms are being considered to develop and set water quality guidelines and effluent discharge limits, it is not clear whether guidelines and discharge limits set using these standard test organisms will be sufficient to protect South Africa’s scarce water resources. As part of ongoing research to investigate the use of indigenous riverine organisms as toxicity test organisms a number of potential species have been identified, including the freshwater shrimp Caridina nilotica. For much of the history of aquatic toxicological data the bulk of the data has been generated by acute toxicity testing, based on short exposures and using mortality as the response end point. There are relatively few chronic, longterm tests with sub-lethal endpoints. However, it was recognized that information about longer exposure durations and non lethal response endpoints was needed, instead of mortality. Chronic tests can provide a more environmentally realistic measure of chemical toxicity than acute toxicity tests. Caridina nilotica has been identified as a potential standard toxicity test organism, as it is widely distributed, easy to find and it occurs in flowing waters. It is an indigenous species which can be easily cultured and maintained in the laboratory and is also ecologically important. Both adults and juveniles have been used successfully in acute toxicity tests at the Institute for Water Research (Rhodes University) and the ability to rear the organisms under laboratory conditions has allowed the development of chronic toxicity tests using C. nilotica. Chronic early life stage tests include continuous exposure of the early life stages, which are presumed to be the most sensitive for aquatic organisms. This study reports on the embryonic development of C. nilotica at the culture temperature of 24⁰C. Morphological developmental stages were monitored and measured and 7 developmental stages were identified. Based on the measurements of the features that were identified, toxicity tests using the reference chemicals sodium chloride (NaCl), sodium sulphate (Na₂SO₄) and cadmium chloride (CdCl₂) were undertaken to test the suitability of C. nilotica embryonic development for chronic toxicity tests for use in water resource management. The length, width, length:width ratios and area of the features decreased in size when exposed to the chemicals. The Lowest Observed Effect Concentration (LOEC) values were 2000mg/L for Na₂SO₄, 3000mg/L for NaCl and 0.31mg/L for CdCl₂. The No Observed Effect Concentration (NOEC) values were 1000mg/L for Na₂SO₄, 2000mg/L for NaCl and <0.31mg/L for CdCl₂. Further research on the teratogenic effects of single chemicals and industrial effluent on developing C. nilotica embryos needs to be undertaken in order to evaluate the described test protocol for use in water resource management.

The implementation of water policy and the integrated management of water face multiple challenges in South Africa (SA), despite the successes of post-apartheid government programmes in which some significant equity, sustainability and efficiency milestones have been met. This study uses a series of intervention processes into municipal water service delivery to explore the context, constraints, and real-world messiness in which local water authorities operate. The equitable provision of drinking water by local government and the collaborative management of untreated water by ‘water user associations’ are two sites of institutional conflict that have been subjected to broad ‘turnaround’ and ‘transformation’ attempts at the national level. This thesis seeks to explore and understand the use of transdisciplinary research in engaging local water authorities in a process of institutional change that increases the likelihood of equitable water supply in the Lower Sundays River Valley (LSRV). Fieldwork was conducted as part of a broader action research process involving the attempted ‘turnaround’ of the Sundays River Valley Municipality (SRVM) between 2011 and 2014. A multi-method research approach was employed, which drew on institutional, ethnographic, and systems analyses within an evolving, transdisciplinary methodology. In the single case study research design, qualitative and quantitative data were collected via participant observation, interviews and documentary sources. Analytical methods included system dynamics modelling and an adapted form of the ethnographic tool of ‘thick description’, which were linked in a governance analysis. Government interventions into the SRVM failed to take account of the systemic complexity of the municipal operating environment, the interactions of which are described in this study as the ‘modes of failure’ of local government. These modes included the perpetual ‘firefighting’ responses of municipal officials to crises, and the simultaneous underinvestment in, and over-extension of, water supply infrastructure, which is a rational approach to addressing current water shortages when funds are unavailable for maintenance, refurbishment, or the construction of new infrastructure. The over-burdening of municipalities with technocratic requirements, the presence of gaps in the institutional arrangements governing water supply in the LSRV, and the lack of coordination in government interventions are analysed in this study, with policy recommendations resulting. The primary contribution of this study is in providing a substantively-contextualised case study that illustrates the value of systemic, engaged, extended, and embedded transdisciplinary research.

The majority of South Africa’s fresh water (lotic and lentic), is eutrophic and this has resulted in water hyacinth, Eichhornia crassipes (C.Mart.) Solms. (Pontederiaceae) becoming South Africa’s most damaging aquatic macrophyte. Recently however, concerns have also been voiced over the presence of highly invasive submerged macrophyte species, such as Eurasian water-milfoil, Myriophyllum spicatum L. (Haloragaceae) in the Vaal River. Interaction studies between floating and submerged macrophytes have shown that floating macrophyte dominance restricts light penetration into the water column shading out submerged macrophytes while submerged macrophyte dominance reduces nutrient availability in the water column limiting floating macrophyte growth. This cycle ensures that these species cannot coexist in the same habitat for extended periods of time. The aims of this thesis were to: 1. Investigate changes in the historical and current macrophyte dominance in the Vaal River 2. Determine whether these changes could be attributed to stochastic events, such as floods and herbicide control measures. 3. The physio-chemical conditions of the water column, and whether pressure from herbivory by macroinvertebrates had possibly influenced Eurasian water-milfoil’s ability to dominate. Spatial and temporal analysis of satellite imagery revealed that water hyacinth and submerged macrophyte species dominated different regions of the study area over different periods of time from 2006 to 2010. This was significantly correlated with nitrate concentrations of the water column. One of the lower Vaal River Water Management Areas (WMA) had changed from a water hyacinth dominated state in 2006 to an alternative submerged macrophyte dominated stable state in 2008. It was concluded that this change could be attributed to: a stochastic flooding event in 2006; perturbation from integrated control measures implemented against water hyacinth; and low nitrate concentrations of the WMA. The lack of any substantial macroinvertebrate herbivory pressure or control measures implemented against Eurasian water-milfoil, compared to similar surveys conducted in the U.S.A. and its native range in Eurasia was shown to contribute to its dominance. Future successful integrated control programmes, including biological control against Eurasian water-milfoil, could provide the perturbation required to restore the ecosystem. However, without the reduction in nitrate concentration levels, water hyacinth will remain the dominant stable state of the rest of the Vaal River.

Abstract:
The anaerobic digestion of tannery wastewaters was investigated with a view to using this form of treatment in the tanning industry. As these wastewaters are extremely complex and contain high concentrations of both inorganic and organic compounds, the effect of these individual compounds on the anaerobic digestion process was investigated in detail, in order to ascertain the fate of these compounds during the digestion process. The experiments comprising the initial toxicity study were carried out as adaptation experiments using a synthetic wastewater. It was found that the heavy metals such as chrome, aluminium and iron precipitated and accumulated in the sludge bed of the digesters . The soluble ions such as sodium and chloride were not retained and passed through the digesters. Approximately 20 % of the calcium ions were removed through precipitation, with the remainder being present in the digester effluent . Under the anaerobic conditions, ammonification of the organic nitrogen occurred, and influent sulphates were reduced to sulphides . These sulphides were present as either H2S, HS or insoluble sulphides. As these compounds under investigation on caused no inhibition of the anaerobic digestion process at the concentrations found in tannery wastewaters, the anaerobic treatment of these wastewaters appeared to be possible, provided the bacteria were given sufficient time to adapt to the potentially toxic compounds. However, despite the findings of the synthetic study, the successful anaerobic digestion of the tannery effluents could not be achieved. Although the use of acid was found to be essential in order to control the digester pH in the optimum range, the metabolism of the methanogenic bacteria was inhibited by the presence or absence of unknown compounds. Neither the addition of essential trace nutrients, nor the prevention of the competition between the methanogens and the sulphate-reducing bacteria were able to reverse this inhibition. As tannery effluents contain very low concentrations of phosphorous, it is possible that the methanogens were inhibited by a lack of phosphorous, which is essential during methanogenesis. In contrast to the results obtained from the effluent experiments, the anaerobic digestion of tannery sludge was found to be possible. Of the organic solids present in the sludge, 60 % were degraded and converted into biogas, which had a methane content greater than 70 %. The degradation of the organic solids ensured that COD and PV reductions of greater than 90 % were achieved, and the fate of the compounds in the digesters were in agreement with the findings of the v synthetic study. Efforts to improve the efficiency of the digestion process through the addition of trace nutrients and the use of a two-stage process were only successful in bringing about a minor improvement in digester performance. The overall results of this investigation show, therefore, that although the anaerobic treatment of the tannery effluent was not achieved, the successful anaerobic digestion of tannery sludge is possible at low loading rates. As many difficulties still need to be solved, a great deal of further research is necessary if anaerobic digestion is to be used on an industrial scale for the treatment and disposal of tannery wastewaters.

ENGLISH ABSTRACT: This dissertation presents aspects of the public policy process in South Africa with specific reference to water policy between 1994 and 1999. For the purposes of this research, the definition of water policy coincides with the government's definition as contained in the Reconstruction and Development Programme (RDP), the Growth, Employment and Redistribution Programme (GEAR), white papers, bills and legislation. Water policy is a broad subject and is approached from a social sciences focus in this study, in that it uses the fulfilment of human needs as a point of departure. Water policy that applied before 1994 was based on water legislation of 1956, as well as some eighty different Acts that were fragmented between a number of institutions. The focus was on water rights, linked to property rights from which the majority of South Africans were excluded. In the implementation of policy attention was mainly paid to engineering achievements. The acknowledgement that water resources are limited in South Africa, as well as in the rest of the world, and the increasing demands on these sources, focused the attention anew on responsible water policy. Since South Africa's transition to an inclusive political democracy in 1994, a variety of far-reaching changes took place with regard to political decision-making and the public policy process. Not only did the policy-making process change, but policy goals, actors, structures and organisations also changed. It is clear that the policy agenda differs significantly from that of the period preceding 1994. In this study, the context within which policy renewal took place in South Africa since 1994, has been presented, and the policy process that new water legislation was subjected to, is described. The role of policy actors and communities - in line with the principles of the Constitution of 1996 that encourage public participation in the democracy - is considered. The implementation of the new water policy could unfortunately not be evaluated as it has only been promulgated a year ago. This study serves as an introduction to a research area which has received little attention thus far and that has potential for further research.
AFRIKAANSE OPSOMMING: In hierdie studie word aspekte van die openbare beleidproses in Suid-Afrika ondersoek met spesiale verwysing na waterbeleid tussen 1994 en 1999. Waterbeleid is vir die doeleindes van hierdie studie omskryf soos in die regering se HOP, GEAR, witskrifte, wetsontwerpe en wetgewing. Waterbeleid is 'n breë onderwerp wat in hierdie studie vanuit 'n sosiaal wetenskaplike hoek benader is, naamlik dat daar aan basiese menslike behoeftes voldoen moet word. Die waterbeleid wat voor 1994 gegeld het, was gebaseer op die Waterwet van 1956, asook wetgewing wat oor tagtig wette versprei was en deur 'n aantal instellings gefragmenteer is. This study investigated the vegetation and soil characteristics in relation to distance from water points under different land management systems in semi-arid rangelands of South Africa. Six study sites, two each from communal grazing, commercial farming and game reserves were selected. Two watering points were selected in each study site. Two 500 m transects were laid from the selected watering points. Each transect was divided into sub-transects at 25 m, 50m, 100m, 200m, 300m and 500m from water points. A 100 m2 plot was marked in each sub-transect to record grass biomas, species composition, structure and distribution of woody vegetation and physical and chemical soil properties. Data were collected for two seasons 2012/13 (winter and summer). Thirty and 41 grass and woody species respectively were identified in all study areas. The most common and dominating grass species include Cynodon dactylon, Digitaria eriantha, Eragrostis obtusa, Setaria sphacelata and Sporobolus fimbriatus. Cynodon dactylon and S. sphacelata occurred more abundantly (p < 0.05) in the game reserves than in the other land management catergories. All the grass species had similar (p > 0.05) abundance along distance gradient from water points. Grass dry matter (GDM) showed significant differences (p < 0.05) between and within land management systems. However, GDM was not significantly affected by season, location of water point within each farm or reserve and distance along water points. Acacia karoo, Coddia rudis and Ehretia rigida were the most dominant woody species. Tree equivalent (TE) density of all encroaching woody plants combined was significantly (p < 0.05) higher on the communal area (1732 TE ha-1) than the commercial ranches (1136 TE ha-1) and game reserves (857 TE ha-1), but with no marked variations along distance from water points under all the land management systems. The electric conductivity (EC) was significantly (P < 0.01) higher in game reserves than in communal grazing areas and ranches. Soil organic matter percentage showed greatest and lowest values in the game reserves and commercial respectively. Soil pH and bulk density did not vary but soil organic matter (SOM), EC, bulk density and soil compaction were significant different with no increasing or decreasing trends. Soil properties were affected by herbivore pressure and trampling around water points with inconsistence magnitude and direction. In conclusion, grass species composition and GDM did not respond to distance from water points because either grazing gradient was absent or the length of transects was not enough to explain the absence or presence of gradients. High proportion of A. karoo and high densities of seedlings and saplings would seem as very good indicators of the woody vegetation changes in the different land management systems and distance from water points. The soil quality indicators around the water-points showed that livestock and game affected soil parameters.

Public participation in water management processes is one of the internationally recognised and adopted principles of Integrated Water Resource Management. The South African Department of Water Affairs and Forestry aims to facilitate the decentralisation of water management powers to the local community level via the establishment of regional and local water management institutions, namely Catchment Management Agencies, Water User Associations and Catchment Forums. The National Water Act (No. 36 of 1998) acknowledges that the discriminatory laws and practices of the past have prevented equal access to water and the use of water resources. The contribution of water management institutions to social and economic development, in particular poverty eradication and food security, is mentioned in the water act. The participation of poor rural communities living in the Kat valley, an area where an elite minority reap the benefits of water use for agriculture, is the focus of this research. Their participation, perceptions and experiences are documented and explored to determine how the promulgation of post-apartheid water policy and legislation has affected their access to water. The results of this research are based on data collected from several methods including surveys, workshops and observation. Analysis of these data revealed the complicated and stagnant nature of participation from Kat valley rural communities in local water management initiatives and organisations. Existing water management organisations were not successful in stimulating poor people’s participation as they were unable to address their primary concerns, namely a secure source of potable water, employment and access to water for agricultural purposes. This thesis asserts that the Department of Water Affairs and Forestry, as the custodian of South Africa’s water resources, has not taken on a supportive, accountable role in assisting marginalised communities with improving their access to water for domestic purposes and securing access to water rights for productive use. This, in turn, has led to dissatisfaction among these communities and a wariness of participatory activities that focus mainly on raising environmental awareness. The establishment of effective accountability relationships among all stakeholders, pro-poor water management structures and initiatives, as well as integrated and co-operative management of natural resources, are needed to revitalise the present participation of poor communities living in rural areas.

Wastewater treatment is traditionally considered a separate part of an industrial activity, hardly connected to the production units themselves. It is nowadays essential to ensure that the quality of water is not degraded and that water that has been polluted is purified to acceptable levels, especially in a country with scarce water resources such as South Africa. Where water quality is concerned, Zero Effluent Discharge (ZED) is the ultimate goal, in order to avoid any releases of contaminants to the water environment. The push towards ZED in South Africa is also promoted further by the South African Government’s plan to reduce freshwater usage and the pollution of water sources due to the water scarcity in a semi-arid South Africa. Future legislation will see a marked increase in the cost of freshwater usage and/or a possible limitation of the quantity of freshwater available. There is a need in the South African Industry for a framework of Best Management Practices (BMPs) in order to provide interested stakeholders, which include not only industry, but also academia, environmental interest groups and members of the public, with a procedure to meet the ZED statutory requirements. This dissertation explores the regulatory requirements and current environmental management practices implemented. A framework of BMPs to successfully attain ZED status in South African industries is developed from the literature study and the researcher’s own experience. The BMP framework embodies practices for one integrated strategy within three dimensions. The three dimensions of the BMP framework were selected to differentiate between BMPs for management (Governance BMPs), the project management team responsible for ZED projects (Project Management BMPs) and the implementation of preventative and operational measures to obtain and sustain ZED compliance for South African industries. The BMP framework was validated against the practices applied by Mittal Steel. The Mittal Steel plant in Vanderbijlpark implemented various projects, reduced the intake of water and eliminated the discharge of effluent and by doing this successfully realised their ZED status. The BMP framework will enable South African industries to develop their own BMPs Manual which should be specific to their operational and environmental requirements. The implementation of these BMPs should be tailored and used accordingly to demonstrate compliance to ZED requirements in South African industries.

Abstract:
This research aimed to firstly confirm the hypothesis that the current management of sewage sludge generated during the treatment of wastewater in the Eastern Cape Province of South Africa is poor and, as such, this material poses a threat to local environmental and human health. Secondly, through a rational design approach, the current research also aimed to design and assess the suitability of a novel integrated process incorporating appropriate technologies for improved sewage sludge management. The lack of an appropriate tool for the assessment of the integrated process necessitated the development of an appropriate technology assessment (TA) methodology based on environmental, technical, social and economic criteria. A combination of informal participatory methods such as semi-structured interviews and formal research methods including questionnaires, risk assessment exercises and laboratory analyses were used. Based on the above it was estimated that 116 tons dry sludge were generated in the province per day and that the concentration of heavy metals present in the sludge was generally within the limits for reuse on agricultural land. Furthermore the sludge from all sample sewage treatment works (STWs) was found to be free of any detectable pathogens. Despite the above, a preliminary risk assessment and chemical analysis revealed that existing sludge management practices at sample STWs posed a threat to the environment, particularly to water resources and exacerbated the problems associated with the discharge of poorly treated municipal wastewater. The root causes of the poor sludge management were considered to be a lack of non-regulatory incentives and financial resources. Highly integrated ecologically engineered systems were thought to offer a solution to the dual problem of poor sludge management and municipal effluent treatment, while providing necessary economic incentives. To facilitate the design of a system appropriate to local conditions, it was necessary to first develop a rational design methodology, which incorporated a detailed TA step. The result of the design process was an Integrated Waste Beneficiation Facility (IWBF) that incorporated a number of process units comprised of appropriate technologies including composting, vermicomposting, algal ponding technology and aquaculture. A detailed TA indicated that the benefits of the proposed IWBF would, at the majority of sample sites, outweigh the potential negative impacts and it was thus recommended that investigations should continue on pilot-scale facilities. Furthermore, although the proposed TA based on four sustainability criteria categories was thought to provide a more accurate assessment of the true sustainability of a technology, the acquisition of information was problematic highlighting the need to re-think current TA methodologies and to address associated constraints allowing the tool to be used and fully comprehensive.

ENGLISH ABSTRACT: The study of climate change and its effect on the eutrophication of surface waters is a current and critically important study for the well-being of the entire planet. Within the same emission scenario various probable climate change models outcomes are possible that affect the water quality of a body of water. Voëlvlei is an off-channel dam that supplies water to the city of Cape Town in the Western Cape Province of South Africa. Historically, it is a eutrophic dam and with climate change, its water quality is expected to worsen. Four statistically downscaled climate models are used to produce meteorological outputs that drive the hydrodynamic and water quality model. The times simulated were the present day (1971-1990), the intermediate future (2046-2065) and the distant future (2081-2100). The operating procedure was not expected to change for the dam and inflows and withdrawals were kept the same for each of the simulation periods. The water quality model CE-QUAL-W2 version 3.6 was used. The bathymetry was validated with measured data. The model was calibrated for temperature, phosphorus loading, ammonium, nitrite-nitrates and chlorophyll-a concentration. The model was used to predict a present day situation in the dam, which was the basis from which future changes would be assessed. The main driver for algal growth other than nutrients and light was water temperature, which was linked to air temperature. With climate change, the air temperature will raise and enhance algal growth. The limiting nutrient was phosphorus during the winter and the rest of the year nitrogen limits algal growth. In the present day, the dominant algal group was the green algae. With climate change an increase in the surface water temperature will increase evaporation and cause a decrease in the yield of the dam and further concentrates the algal nutrients. The surface phosphates concentration show increases in all months but especially in autumn. The total algal growth was increased annually and especially during autumn, signalling a seasonal shift and lengthening of the bloom season. The dominant algae however are still the green algae. There will be an increase in the annual concentration of diatoms. The green algae are present in the highest concentrations when compared to diatoms and cyanobacteria. The increase in its nutrients throughout the year as well as the increased water temperature allowed for unabated growth the entire year with peaks earlier in the year during autumn. Cyanobacteria are present at the surface for the entire year at significant concentrations but with intermediate and future climate change their concentrations does not change significantly. The result for cyanobacteria was inconclusive as the inter-variability between the climate models has the greatest variability for cyanobacteria, with 2 models showing an increased concentration and 2 a decreased concentration for intermediate and future time-period. For climate change, the water quality worsens especially during winter. With climate change water quality will worsen earlier in the year confirming a seasonal shift. The modelling of dissolved oxygen proved daunting as the results indicated supersaturation. The concentration of dissolved oxygen does not vary much as would be expected due to the warmer waters.

Die totale alge groei jaarliks en veral gedurende die herfs, 'n teken van 'n seisoenale verskuiwing en verlenging van die blom seisoen. Die dominante alge was nog steeds groen alge. Daar sal 'n toename in die jaarlikse konsentrasie van diatome wees. Die groen alge is in die hoogste konsentrasies vergelyk met diatome en sianobakterieë. Die toename in die voedingstowwe deur die loop van die jaar, sowel as die verhoogde watertemperatuur kan vir 'n onverpoos groei vir die hele jaar, veral in die herfs. Sianobakterieë is teenwoordig vir die hele jaar op beduidende konsentrasies, maar met intermediêre en toekomstige klimaat verander die konsentrasies nie veel nie. Die resultaat vir sianobakterieë was onoortuigend as gevolg van die inter-veranderlikheid tussen die klimaats modelle, met 2 modelle wat 'n toename in konsentrasie voorspel en 2 'n afname in konsentrasie voorspel. Vir klimaatsverandering, die kwaliteit van die water vererger veral in die winter. Met klimaatsverandering skyf hierdie verswakking van water kwaliteit na vroeër in die jaar, wat bevestig 'n seisoenale skui vir verergering. Abstract:
The nutrient dynamics in two contrasting estuaries and in the adjacent nearshore environment along the south-east coast of South Africa was investigated seasonally. Due to an inter-basin transfer of water from the Gariep Dam to the Great Fish River, the Great Fish estuary is a fresh water dominated, terrestrially driven system with an annual fresh water inflow of 250 – 650 x 10⁶ m³ per year. In contrast, the Kariega estuary is a fresh water deprived, marine dominated system with a fresh water inflow estimated at 2.5 – 35 x 10⁶ m³per year. The reduced fresh water inflow into the estuary is attributed to regular impoundments along the Kariega River. Water samples were collected from surface and subsurface layers along the length of the estuaries as well as from a series of transects occupied in the nearshore environment. Samples were analysed for nitrate, nitrite, ammonium, phosphate and silicate. Temperature and salinity were recorded at each station. A Land-Ocean Interactions in the Coastal Zone (LOICZ) budget was constructed for each estuary to describe the role of ecosystem-level metabolism as either a sink or a source of phosphorus, nitrogen and carbon. Seasonal variation in physico-chemical properties and nutrient concentrations in the Kariega estuary was minimal due to constant low inflow, while in the Great Fish estuary, concentrations varied in response to changes in flow rate. Nutrient concentrations were consistently higher in the Great Fish estuary than in the Kariega estuary, largely reflecting differences in fresh water inflow. During periods of high flow (32.92 m³.s⁻¹in the Great Fish River) dissolved inorganic nitrogen (DIN) concentrations in the Great Fish estuary were an order of magnitude higher than those recorded in the Kariega estuary. Results of the LOICZ budgeting procedures revealed that in spite of the contrasting hydrodynamic features, the estuaries behave in largely the same manner – both predominantly sources of nutrients with heterotrophic processes dominating over autotrophic actions and both were net denitrifyers during all surveys. This was, however, due to different sets of processes operating in the two estuaries, namely low nutrient concentrations resulting in microbial activity in the Kariega estuary, and riverine influx of nutrients and phytoplankton combined with a short residence time of the water in the Great Fish estuary. In the marine nearshore environment, higher nutrient concentrations were recorded adjacent to the Great Fish estuary than offshore of the Kariega estuary. This was due to a surface plume of less saline water leaving the Great Fish estuary, which acted as an ‘outweller’ of nutrients. Offshore of the Kariega estuary, on the other hand, the nutrient concentrations were characteristic of marine waters due to a lack of fresh water outflow from the estuary. Nutrient concentrations in the marine environment adjacent to the Kariega estuary were, at times, higher than those recorded within the estuary. This observation supports previous statements which suggest that the Kariega estuary is not an ‘outweller’ of dissolved nutrients and particulate material, but rather an extension of the marine environment.

Abstract:
The increased use of pesticides has resulted in a corresponding increase in concern for the effect they may have on the health of humans and other non-target organisms. The two main areas of concern are the toxicological effects that mixtures of pesticides may have as well as the endocrine disrupting effects. Although the individual pesticides may be present at concentrations below the levels deemed to be detrimental to health, it has been argued that their combined effect may still result in elevated health risks. Another important aspect of pesticide risk assessment requires a consideration of the breakdown products of pesticides and their effect on human health. There has been very little research into the effects of degradation products and this issue should be addressed as these could potentially pose a higher risk than their parent compounds. One of the most important bio-markers available for use is the ubiquitous enzyme acetylcholinesterase (AChE). This enzyme is responsible for one of the most important functions in the body; namely nerve impulse transmission, upon which all life depends. The inhibition of this enzyme indicates toxicity and as a subsequence, a threat to the organism’s well-being. Bioassays have also recently been developed to test chemicals for endocrine disrupting effects. These tests rely on a dose response equivalent to that of the most potent well known estrogen 17-β estradiol. Any chemical that has a measurable response is deemed to display endocrine disrupting effects. This first aim of this study was to investigate the toxicological and endocrine disrupting effects of three organophosphorus pesticides; aldicarb, parathion and demeton-S-methyl, in addition to two breakdown products; aminophenol and p-nitrophenol. Two carbamate pesticides; carbaryl and carbofuran were also analysed. The toxicological effects of mixtures of the parent pesticide compounds were tested to assess if any antagonistic, additive or synergistic effects were observed. This data was then used in conjunction with an artificial neural network to assess if individual pesticides could be distinguished from mixtures of pesticides. A final objective was to sample various Eastern Cape water sources, utilising the enzymatic assay to determine the presence of any of these pesticides in these samples. There were several conclusions drawn from this study. AChE was successfully used as an assay to test the toxicity of the pesticides under investigation, based on their inhibition of this enzyme. An important factor for consideration throughout the study was the need to establish basal and monitor AChE activity (i.e. the need to monitor AChE activity in the absence of any pesticide). This ensured accurate comparison of the results obtained. It was found that demeton-S-methyl was the most potent of these pesticides followed by carbaryl, parathion, aldicarb and finally carbofuran, and that carbofuran could potentiate AChE. The results indicated that pesticide mixtures generally exhibited an additive inhibitory effect on AChE, although at some concentrations of pesticides, synergistic and antagonistic effects were noted. From the data using mixtures of pesticides, a feed forward neural network was created that was successfully able to distinguish individual pesticides from mixtures within its training parameters. None of the pesticides tested displayed endocrine disrupting properties in the Yeast Estrogen Screen (YES), T47D-KBluc and MDA-kb2 bio-assays. Other studies reported mixed results in this regard and thus no final conclusions could be drawn. The Blaauwkrantz River, Kariega River, Sundays River, Swartkops River and Kowie River were all tested for pesticides and although positive results were recorded, conventional methods indicated that there were no pesticides in the rivers. There were, however, trace metals present which are known to inhibit AChE, thus causing a false positive result. These results indicated that AChE can be used as a high throughput initial pre-screening tool, but that it cannot serve as a substitute for more accurate conventional testing methods.

Abstract:
The biosorption of copper, nickel, gold and platinum from single metal aqueous solutions by the nickel hyperaccumulator Berkheya coddii plant biomass was investigated. Potentiometric titrations of the biomass and determination of optimal sorption pH for each metal showed that nickel ions were released from the biomass into solution. The presence of free nickel ions interfered with the uptake of the other three metals and further biosorption investigations were discontinued. Three fungal isolates found colonising metal solutions were cultured and screened for their ability to remove 50 mg.l⁻¹ of copper, nickel, gold and platinum from solution and to survive and grow in precious metal refinery wastewaters. One isolate was selected for further studies based on its superior metal uptake capabilities (35 and 39 mg.l⁻¹ of gold and platinum, respectively) and was identified as Phoma glomerata. Copper, nickel, gold and platinum uptake studies revealed that nickel and gold were the most toxic metal ions, however, toxicity was dependent on pH. At pH 6 more biomass growth was achieved than at lower pH values and metal uptake increased by 51 and 17 % for copper and nickel, respectively. In addition, the production of extracellular polymeric substances played a role in base metal interaction. Precious metals were observed to be preferentially removed from solution, complete removal of gold and platinum was observed at all initial pH values, 89 % of copper was bioaccumulated at an initial metal concentration of 55 mg.l⁻¹ (pH 6) and only 23 % of nickel was removed from solution under the same conditions. Metal bioaccumulation was confirmed through transmission electron microscopy and micro particle induced X-ray emission. The effect of P. glomerata immobilised in a packed bed reactor on precious metal refinery wastewaters was investigated. It was found that the fungal isolate was not able to remove the high salt and chemical oxygen demand concentrations found in the wastewaters, however due to its ability to survive and grow in undiluted wastewater and remove metal ions from solution it may be utilised as a metal detoxification step in the treatment process train.

Many South African estuaries are currently believed to be generating lower levels of services than they used to in the past due to substantially reduced inflow of river water, among other reasons. The basis by which river water is allocated in South Africa has had to be re-examined. Local authorities are now required to integrate into their development planning sensitivity to the ways estuaries work; the relevant legislation being the Municipal Systems Act No. 32 of 2000. Sound water resource management requires that the benefits and costs of different water allocations be compared and an optimum determined. The Contingent Valuation Method (CVM) is used in this study to estimate the benefits of changing allocations of river water into estuaries. This study builds on a CVM pilot project done at the Keurbooms Estuary in the Southern Cape in year 2000 (Du Preez, 2002). Further CVM studies were conducted at the Knysna, Groot Brak and Klein Brak estuaries (Dimopolous, 2004). The CVM is a valuation technique based on answers given to carefully formulated questions on what people are willing to pay for specified changes of freshwater inflows into estuaries. The CVM depends on there being a close correspondence between expressed answers given to hypothetical questions and voluntary exchanges in competitive markets that would be entered into if money did actually change hands. The fact that it has proved very difficult to establish this correspondence has led to CVM being subject to criticism. However, many aspects of this criticism have been addressed in the form of methods to reduce biases, and the application of the technique has grown steadily in popularity during the past 25 years. Four estuaries, the Swartkops, Kariega, Mngazi and Mngazana, were surveyed as part of this study in order to determine users’ willingness to pay (WTP) for changes in freshwater inflows. Considerable research time was devoted at the estuaries getting to know how things worked around and in the estuaries. The Swartkops estuary is a permanently open system within the Nelson Mandela Bay metropolitan area. The estuary has the third largest salt marsh in South Africa. Its banks are highly developed with residential and industrial property and it is heavily used for both recreation and subsistence fishing by locals. The Kariega estuary is located near the semi-rural town of Kenton-on-sea, between Port Elizabeth and East London. Although it is permanently open, the Kariega estuary has very low inflows of river water. It is mainly used by retired pensioners living in holiday houses at Kenton-on-sea. The Kariega is not heavily used for recreation and subsistence fishing, except during holidays and the festive season because of its proximity to other estuaries such as the Bushmans and the Kleinemond. The Mngazi and the Mngazana estuaries are located in the Wild Coast area of the Eastern Cape, in the Port St Johns Municipal district. The Mngazi is a temporarily open/closed system which does not have high botanical ratings, although it is heavily used by visitors to the well known Mngazi River Bungalows, a highly rated hotel near the mouth of the Mngazi River. The Mngazana estuary is a permanently open system renowned for its Mangrove forests and excellent fishing spots. Both the Mngazi and Mngazana estuaries are located in rural areas and are heavily used by local village residents for subsistence purposes.

Water security is influenced by the complex interplay between ecological, socio-political, governance and water management systems. Achieving water security is essential for ensuring sustainable development, and challenges with water security are closely linked to the overall experience of poverty that many countries throughout the world, including South Africa, confront. These problems can broadly be understood through three main factors: water availability, access and usage; water governance and management underpin these factors. Water insecurity can often be seen in townships within South Africa, where water service delivery and water access is precarious. This study provides a lens into the water security experiences of two poor township communities in the Sundays River Valley Municipality (SRVM) namely Nomathamsanqa in Addo and Aquapark in Kirkwood. The research assessed water security patterns amongst RDP, township and informal settlement households serviced by the SRVM and found that communities face severe water security problems. Specifically, it was found that all township households encounter frequent water shortages, cuts in municipal water supply and water quality concerns. Issues around the payment for water and dissatisfaction with water service delivery also emerged. The purpose of this research was to allow for community experiences and perspectives to be expressed in an academic space that has previously been dominated by water management and policy makers. The study concludes that these communities within the SRVM experience significant challenges in securing safe water and these are largely due to social water scarcity issues and the difficulties the municipality faces concerning water service delivery.

Water is an important daily requirement and in a clean, pure form, it promotes health and well-being. In addition to South Africa being one of the driest countries in the world, water availability is also being compromised by massive pollution of remaining water sources. The Berg- and Plankenburg Rivers are two of the surface water sources in the Western Cape, South Africa, which are highly polluted by sewage, industrial and agricultural run-off. The current investigation was aimed at comparing diagnostic tools, which are employed by municipalities and food industries, and molecular based techniques to routinely monitor water for indicator organisms in time- and cost-effective manner. These rivers were sampled twice a month (July 2010 to January 2011) at the sites closest to the informal settlements of Kayamandi in Stellenbosch (Plankenburg River) and Mbekweni in Paarl (Berg River). The contamination levels of the two river systems were evaluated by the enumeration of Escherichia coli and coliforms using the Colilert 18® system, Membrane Filtration (MF) and Multiple Tube Fermentation (MTF) techniques. The highest faecal coliform count of 9.2 × 106 microorganisms/100 ml was obtained in weeks 21 and 28 from the Plankenburg River system by the MTF technique, while the lowest count of 1.1 × 103 microorganisms/100 ml was obtained in week one for both river systems by the MTF technique. The highest E. coli count of 1.7 × 106 microorganisms/100 ml was obtained from the Berg River system (week 9) using the MTF technique, while the lowest count of 3.6 × 102 microorganisms/100 ml was obtained by the MF technique from the Plankenburg River system. The coliform and E. coli counts obtained by the enumeration techniques thus significantly (p > 0.05) exceeded the guidelines of 2000 microorganisms/100 ml stipulated by the Department of Water Affairs and Forestry (DWAF, 1996) for water used in recreational purposes. Overall the results obtained in this study showed that the water in the Berg- and Plankenburg River systems is highly polluted, especially where these water sources are used for irrigational and recreational purposes. For the coliform and E. coli counts obtained using the three enumeration techniques, it was noted that the MTF technique was more sensitive and obtained higher counts for most of the sampling weeks. However, the media (Membrane lactose glucuronide agar) used in the MF technique also effectively recovered environmentally stressed microbial cells and it was also better for the routine selection and growth of coliforms and E. coli. While E. coli and total coliforms were detected utilising the Colilert 18® system, accurate enumeration values for these two indicator groups was not obtained for the entire sampling period for both river systems. It has previously been shown that dilutions (up to 10-3) of highly polluted waters increase the accuracy of the Colilert 18® system to enumerate colifoms and E. coli in marine waters. As the results obtained utilising the Colilert 18® system were also not comparable to the MF and MTF techniques it is recommended that highly polluted water samples be diluted to increase the accuracy of this system as a routine enumeration technique. Water samples were directly inoculated onto MacConkey, Vile Red Bile (VRB) agar and the Chromocult Coliform agar (CCA) and single colonies were inoculated onto nutrient agar. Chromocult coliform agar proved to be more sensitive than MacConkey and VRB agar for the culturing of E. coli and coliforms. Preliminary identification of these colonies was done using the RapID ONE and API 20 E systems. The most isolated Enterobacteriaceae species by both systems, included Klebsiella pneumoniae, Klebsiella oxytoca, Escherichia coli and Enterobacter cloacae in both river systems. The API 20 E system was more sensitive in the preliminary identification of the various isolates, as greater species diversity was obtained in comparison to the RapID ONE system. The Polymerase Chain Reaction (PCR) was firstly optimised using positive Enterobacteriaceae species. The optimised method was then applied to the analysis of river water samples, which were centrifuged to harvest the bacterial cells, with DNA extracted using the boiling method. The extracted DNA was amplified using conventional PCR with the aid of species specific primers. The Enterobacteriaceae species that were detected throughout the study period in both river systems include Serratia marcescens, Escherichia coli, Klebsiella pneumoniae and Bacillus cereus. Conventional PCR was the most reliable and sensitive technique to detect Enterobacteriaceae to species level in a short period of time when compared to RapID ONE and the API 20 E systems. Multiplex PCR was optimised using the positive pathogenic E. coli strains namely, Enteropathogenic E. coli (EPEC), Enteroinvasive E. coli (EIEC), Enterohaemorrhagic E. coli (EHEC) and Enteroaggregative E. coli (EAEC). It was then employed in river water sample analysis and enabled the detection of EAEC, EHEC, and EIEC strains in Berg River system, with only the EAEC detected in the Plankenburg River system. Real-time PCR was used to optimise the multiplex PCR in the amplification of E. coli strains and successfully reduced the time to obtain final results when using control organisms. Real-time PCR was found to be more sensitive and time-effective in the identification of E. coli strains, and also more pronounced DNA bands were observed in real-time PCR products compared to conventional-multiplex PCR amplicons. To sustain the services provided by the Berg- and Plankenburg Rivers in the Western Cape (South Africa), these water sources should frequently be monitored, results assessed and reported according to the practices acknowledged by responsible bodies. It is therefore recommended that the enumeration techniques be used in conjunction with the very sensitive PCR technique for the accurate detection of coliforms and E. coli in river water samples.
