Abstract:
This study examines whether recycled water (specifically grey water) is used in peri-urban agriculture in greater Port Elizabeth. It also investigates the socio-economic as well as environmental benefits of using recycled water in peri-urban agriculture. Community perceptions and narratives about the use of recycled water for farming purposes were also investigated. Study respondents were purposively selected from Motherwell and Uitenhage in Port Elizabeth. A qualitative research methodology and methods were used. This involved using purposive sampling to sample, select and interview 22 respondents and eight key informants. All the respondents were interviewed using in-depth semi-structured interviews. The study found that while many respondents have heard about water recycling, they are however not using recycled grey water for their peri-urban farming activities. Instead, peri-urban farmers continue to use water supplied by the municipality. Recycled water is mostly used for watering sport fields around Port Elizabeth. This continued usage of municipal water (instead of recycled water) is not only costly to the municipality but the individual farmers as well. The respondents were however aware of the benefits of using recycled water. These include economic (money saved from not paying irrigation water bills), environmental (nutrient contents found in recycled water) and socio-economic (conserving fresh available for use in other community purposes). The study recommends that the Nelson Mandela Metro Municipality should do more (through educational and environmental campaigns) to encourage peri-urban farmers to use recycled water in their farming activities.

The Bottelary River area is located in a Mediterranean climate region, where the agricultural sector plays an important role. During the dry summer season, there is not enough precipitation to meet the agricultural irrigation requirements. Some farmers extract river water which is practically the final treated effluent from the Scottsdene Wastewater Treatment Works to irrigate crops. This research investigated the use of treated effluent for agricultural irrigation in this area, particularly focused on the effluent quality, farmers perception, and the potential extent.

Abstract:
Urbanisation has become one of the strongest drivers of growing challenges in the fields of food security, human health and water resources management. Water management is especially more difficult in rapidly growing cities in non-industrialised countries where local authorities typically have insufficient financial and managerial capacities to respond to the basic needs of its citizens. This PhD thesis addresses the research needs for growing cities in non-industrialised countries and their impact on current and future urban water demand, wastewater generation and reuse. It is argued that demographic growth and investments in water supply and sanitation infrastructure are increasingly influencing upstream and downstream water users and the environment in the water basin. Cross-comparative case study methodology was applied, having quantitative and qualitative research components. The qualitative research involved data collection through semi-structured interviews of local experts while the quantitative research consists of data collection from literature and simple urban water balance modelling. The cities of Accra [Ghana], Hyderabad [India] and Addis Ababa [Ethiopia] were selected as case studies. The cities share a number of characteristics typical for the current state of the water system and are detrimental factors for future development. A series of water supply expansion projects were carried out in an effort to keep up with fast rising water demands. Similar investments in sanitation and wastewater disposal, however, were not made, due a lack of priority and indistinct governmental responsibilities. Despite considerable expansion of wastewater treatment to be expected in all cities, the untreated wastewater volume will continue to rise in two cases. Depending on the downstream setting, a considerable fraction of this wastewater is reused in urban agriculture (up to 90%). This has not only brought huge benefits to many farmers but also entailed health risks from exposure to pathogens and environmental degradation. Cities have shifted their use from groundwater to surface water and moved away further from the city to exploit new water sources. However, the latter crucially depends on the financial capacity of the water utility to invest in expansion projects. The presented cases have shown that cities are increasingly influencing the upstream and downstream areas through urban water withdrawal and disposal of wastewater and stormwater. The institutional environment and state of water resources are considered detrimental in the future development of water supply and sanitation in these cities. The combination of tools applied in this research is found to be an appropriate and effective methodology to investigate the urban water balance of fast growing water-stressed cities in developing countries. Urban water balance modelling and scenario development are very suitable tools for local planners and decision makers to adopt and apply in their respective cities.

Abstract:
Wastewater treatment is traditionally considered a separate part of an industrial activity, hardly connected to the production units themselves. It is nowadays essential to ensure that the quality of water is not degraded and that water that has been polluted is purified to acceptable levels, especially in a country with scarce water resources such as South Africa. Where water quality is concerned, Zero Effluent Discharge (ZED) is the ultimate goal, in order to avoid any releases of contaminants to the water environment. The push towards ZED in South Africa is also promoted further by the South African Government’s plan to reduce freshwater usage and the pollution of water sources due to the water scarcity in a semi-arid South Africa. Future legislation will see a marked increase in the cost of freshwater usage and/or a possible limitation of the quantity of freshwater available. There is a need in the South African Industry for a framework of Best Management Practices (BMPs) in order to provide interested stakeholders, which include not only industry, but also academia, environmental interest groups and members of the public, with a procedure to meet the ZED statutory requirements. This dissertation explores the regulatory requirements and current environmental management practices implemented. A framework of BMPs to successfully attain ZED status in South African industries is developed from the literature study and the researcher’s own experience. The BMP framework embodies practices for one integrated strategy within three dimensions. The three dimensions of the BMP framework were selected to differentiate between BMPs for management (Governance BMPs), the project management team responsible for ZED projects (Project Management BMPs) and the implementation of preventative and operational measures to obtain and sustain ZED compliance for South African industries. The BMP framework was validated against the practices applied by Mittal Steel. The Mittal Steel plant in Vanderbijlpark implemented various projects, reduced the intake of water and eliminated the discharge of effluent and by doing this successfully realised their ZED status. The BMP framework will enable South African industries to develop their own BMPs Manual which should be specific to their operational and environmental requirements. The implementation of these BMPs should be tailored and used accordingly to demonstrate compliance to ZED requirements in South African industries.

Abstract:
An understanding of species specific water quality requirements is essential for efficient production of aquaculture products, an aspect not well documented for the land-based culture of the South African abalone, Haliotis midae. In order for the industry to remain competitive in international markets, efficient use of water supplies and the development of water reuse technology is needed. This study assessed the changes in water quality between tanks in a tiered serial-use raceway in relation to accumulated biomass and water flow and estimated the flow index (FI) (L h⁻¹ kg⁻¹) at which growth becomes significantly affected. The effect of dietary protein level, supplementation of pure oxygen and addition of sodium hydroxide (NaOH⁻) on water quality and fundamental production parameters in the serial-use raceways was also assessed. The serial-use raceways were used as a tool to create a range of water quality conditions at which the growth, feed conversion ratio (FCR) and condition factor (CF) of "cocktail" size (60 – 70 mm) H. midae could be monitored. The metabolic activity of the abalone resulted in a deterioration in water quality between tanks in series. pH (r² = 0.99; p < 0.001) and dissolved oxygen concentration (r² = 0.99; p < 0.001) were positively correlated with flow index (pH = 7.38 FI°·°² ; dissolved oxygen = 6.92 FI°·°⁴), while free ammonia nitrogen (FAN) (r² = 0.99, p < 0.001) and nitrite (NO²⁻ - N) (r² = 0.93, p < 0.001) were negatively correlated with flow index (FAN = 8.02 FI⁻°·⁷¹). Nitrite concentrations increased over time indicating colonisation of Nitrosomonas bacteria on the basket surfaces. A flow index of 7.2 – 9.0 L h⁻¹ kg⁻¹ was estimated as the minimum to avoid significant reductions in weight and shell length gain and increases in FCR values. Total ammonia nitrogen (TAN) and FAN concentrations were significantly correlated to dietary protein (P) (t = 6.63, p < 0.0001 and t = 6.41, p < 0.0001, respectively) and flow index (t = 5.42, p < 0.0001 and t = 3.9, p < 0.0002, respectively) and could be estimated using the models TAN = 9.73 P – 110.3 log (FI), and FAN = 0.132 P – 1.10 log (FI). Mean FAN concentrations were 67 and 41 % lower in tanks fed a diet containing 22 and 26 % protein respectively, when compared to tanks fed a 33 % protein diet. Supplementation with pure oxygen (103 ± 8 % saturation) improved shell length gain (t = 3.45, p = 0.026) in abalone exposed to high FAN (2.43 ± 1.1 μg L⁻¹) and low pH (7.6 ± 0.13), relative to a treatment with no oxygen supplementation (92 ± 6 % saturation). Addition of a sodium hydroxide solution resulted in elevated mean pH in treatment raceways when compared to control raceways. The increased pH resulted in significantly higher weight gain (g abalone⁻¹) (F₁·₁₂ = 4.51; p = 0.055) and shell length gain (mm abalone⁻¹) (F₁·₁₂ = 4.56; p = 0.054) at an α-error level of < 5.5 %. In two trials, weight gain and shell length gain were significantly correlated to pH (p < 0.001), and multiple regression of pH, dissolved oxygen and FAN consistently revealed pH to be the best predictor of growth. It is therefore suggested that decreasing pH is the first limiting water quality variable for abalone in serial-use raceways. As a decrease in water pH is linked to respiration by the abalone and subsequent increase in dissolved carbon dioxide (CO₂) concentration, future studies should examine the effects of CO₂ on H. midae metabolic rate, calcification rate and health. The results of this study will contribute toward our understanding of the specific water quality requirements for H. midae in commercial aquaculture systems, and influence the design and management procedures for abalone water reuse systems.

Worldwide, water reuse is promoted as an alternative for water scarcity, however, wastewater effluents have been reported as possible contaminants to surface water. The failure of some wastewater treatment processes to completely remove organic matter and some pathogenic microorganisms allows them to initiate infections. This manifests more in communities where surface water is used directly for drinking. To assess water quality, bacteria alone cannot be used as it may be absent in virus-contaminated water. This study was carried out to assess the quality of two wastewater treatment plant effluents from the Eastern Cape Province of South Africa. Physicochemical parameters and microbiological parameters like faecal coliforms, adenovirus, rotavirus, hepatitis A virus, norovirus and enterovirus were evaluated over a projected period of one year. Physicochemical parameters were measured on site using multiparameters, faecal coliforms enumerated using culture-based methods and viruses are detected using both conventional and real-time PCR. Physicochemical parameters like electrical conductivity, turbidity, free chlorine and phosphates were incompliant with the standards set by the Department of Water affairs for effluents to be discharged. Faecal coliform counts were nil for one plant (WWTP-R) where they correlated inversely (P < 0.01) with the high free chlorine. For WWTP-K, faecal coliforms were detected in 27% of samples in the range of 9.9 × 101 to 6.4× 104 CFU/100ml. From the five viruses assessed, three viruses were detected with Rotavirus being the most abundant (0-2034176 genome copies/L) followed by Adenovirus (0–275 genome copies/L) then Hepatitis A virus (0–71 genome copies/L) in the WWTP-K while none of the viruses was detected in WWTP-R. Species B, species C and Adv41 serotypes were detected from the May 2013 and June 2013 samples where almost all parameters were incompliant in the plant. The detection of these viruses in supposedly treated effluents is suggestive of these being the sources of contamination to surface water and therefore renders surface waters unsafe for direct use and to aquatic life. Although real-time PCR is more sensitive and reliable in detection of viruses, use of cell-culture techniques in this study would have been more efficient in confirming the infectivity of the viruses detected, hence the recommendation of these techniques in future projects of this nature.

Abstract:
The hydrometallurgical refining of platinum group metals results in large volumes of liquid waste that requires suitable treatment before any disposal can be contemplated. The wastewater streams are characterized by extremes of pH, high inorganic ion content (such as chloride), significant residual metal loads and small amounts of entrained organic compounds. Historically these effluents were housed in evaporation reservoirs, however lack of space and growing water demands have led Anglo Platinum to consider treatment of these effluents. The aim of this study was to investigate whether biological wastewater treatment could produce water suitable for onsite reuse. Bench-scale activated sludge and anaerobic digestion for co-treatment of an acidic refinery waste stream with domestic wastewater were used to give preliminary data. Activated sludge showed better water treatment at lab scale in terms of removal efficiencies of ammonia (approximately 25%, cf. 20% in anaerobic digestion) and COD (70% cf. 43% in digestion) and greater robustness when biomass health was compared. Activated sludge was consequently selected for a pilot plant trial. The pilot plant was operated on-site and performed comparably with the bench-scale system, however challenges in the clarifier design led to losses of biomass and poor effluent quality (suspended solids washout). The pilot plant was unable to alter the pH of the feed, but a two week maturation period resulted in the pH increasing from 5.3 to 7.0. Tests on algal treatment as an alternative or follow-on unit operation to activated sludge showed it not to be a viable process. The activated sludge effluent was assessed for onsite reuse in flotation and it was found that there was no significant difference between its flotation performance and that of the process water currently used, indicating the effluent generated by the biological treatment system can be used successfully for flotation. Flotation is the method whereby minerals refining operations recover minerals of interest from ore through the addition of chemicals and aeration of the ore slurry. Target minerals adhere to the bubbles and can be removed from the process.

This study investigated the education and training needs for municipal employees in order to inform an education and training strategy that would address environmental management challenges in Makana local municipality in Grahamstown, Eastern Cape province. The research was conducted as a qualitative case study that made use of questionnaires, document analysis, focus group discussions and interviews as instruments for data generation. Samples of respondents were selected from Makana Municipality employees in top and middle management positions, professionals/technicians and workers, including elected councillors. The study was contextualised through establishing environmental management issues in Makana municipality; establishing organisational needs; development of a learner profile; and through a review of policies and recent trends in adult education. The study established that the Makana Municipality employees are most concerned with the following issues: sanitation; solid waste management; livestock management and fire management. These issues require primary environmental competences among all council employees (top and middle management, professionals and technicians, workers and councillors who work on part-time basis). The educational implications needed to respond to these issues also require an understanding of legislation. The study also established that technical education and training which includes planning, project management, and financial and budgeting competences are necessary amongst the management and professionals. These competences may enable them to develop capacity in environmental management. This study further established the need for social education which includes competences such as communication and social justice. These competences should be developed amongst members of the same group as they need to involve the community in management of the environment. This should enable the municipality to create job opportunities and help change negative attitudes.

In the developed Western world, the need to preserve buildings, including industrial buildings, is well established, and the many charters that exist for guidance for preservation of the built environment point to the necessity of preservation. It can be posited that many of South Africa buildings with industrial architectural heritage are being lost either through neglect, obsolescence, demolition or vandalisation. At an international conference, David Worth, the sole South African representative for the International Committee for the Conservation of the Industrial Heritage (TICCIH), stated that South Africa‟s industrial heritage has been neglected by the public, by professionals and academics, and by commercial and political interests. Läuferts and Mavunganidze make the point that South Africa continues to lag behind other countries in the preservation of and declaration of its industrial heritage. The purpose of this research was to investigate if adaptive reuse is a successful strategy to preserve industrial architectural heritage in South Africa. ENGLISH ABSTRACT: South Africa has a mean annual precipitation far lower than the global average. This is a fundamental constraint to development, especially when the country has already run out of surplus water and dilution capacity. To add further pressure, Southern Africa’s water resources are expected to decrease as a result of climate change. Despite the potential devastation, the country’s response to climate change has been limited. South Africa’s energy sector is dominated by coal power stations and is the country’s primary emitter of carbon dioxide. Given the significantly higher water usage of coal-fired power plants compared to that of most renewable energy power plants, the transition to a clean energy infrastructure might be more successfully motivated by water scarcity than by the promise of reduced carbon emissions. This article analyses more critically the impact of coal-fired electricity generation on South Africa’s water resources, by estimating a water-use figure that extends backwards from the power plant to include water used during extraction of the coal. This figure can then be compared to the water usage of alternative electricity generation options. It is then possible to estimate how much water could be saved by substituting these alternatives in place of additional coal-fired plants.

Abstract:
Balancing water demand and supply in South Africa involves high levels of uncertainty. The Department of Water and Sanitation (DWS) is responsible for making decisions to either increase water supply or decrease water demand so as to ensure that sufficient water is available, when and where it is needed. However, no retrospective analyses of such decisions have been found. One way to assess such decisions is to evaluate the associated costs and benefits thereof. Therefore the primary aim of this study is to evaluate the costs and benefits of selected water supply options, and of the decision-making associated with those options. In order to achieve this purpose, four case studies were analysed within a mixed-methods research paradigm, which used both quantitative and qualitative methods, including unit reference value (URV) analysis, inter- and intra-case analysis and content analysis to examine the success of the decisions made. The four case studies were conducted on the Inyaka, Nandoni, Berg and De Hoop dams and their catchments. Firstly, estimated and actual project costs were compared using unit reference analysis and inter-case analyses. Secondly, the reduction of mean annual runoff (MAR) caused by invasive alien plants (IAPs) and the cost of clearing them in the dam catchments were evaluated using inter-case analyses. Information thus gathered was used together with data from DWS documentation and the results of interviews with ten key specialists, to analyse the decision-making process that led to the decision to build De Hoop Dam (the most recent case study). The rational decision-making model (RDMM) was used as a framework within which to analyse and evaluate this decision-making process. This study has also demonstrated how the RDMM can be used to assess decision-making associated with water supply development. The results of this study show that there is considerable variation of estimated costs (at the time that the decision to build the dam was taken) in relation to the actual costs of building the dams and that Ministers were not put in a position to understand the full long-term costs or the opportunity costs of the proposed dams. Furthermore, the most recent IAP data (2008) shows that the impact on water security by IAPs could not offset the water security resulting from building each of the four dams. However, if IAP management is not continued in these catchments, the projected reduction of MAR by IAPs will compromise water security within 45 years. Given the almost exponential spread and densification of IAPs, together with their long-term impact on MAR and increased costs of controlling them, it is clear that IAP management should have been factored into water supply decision-making from the outset. In the analysis of the decision to build the De Hoop Dam, the results show that while the decision-making process that culminated in the decision to build the dam did not follow the steps of the RDMM, DWS appears to have followed a somewhat similar approach. It was found that while there was a need for the provision of additional water in the Olifants catchment, this need was overstated and the resulting overestimation caused the scale and size of the dam to be larger than it could and probably should have been. Additionally, it appears that DWS‘s decision to build the De Hoop Dam themselves, rather than having it built by the private sector, may have been less than optimal. It is recommended that, in future decision-making, DWS needs to incorporate multiple alternative options into the same solution, and to ensure that decision-makers are put into a position to make informed decisions, including adequate consideration of externalities. Furthermore, DWS needs to employ decision-making models such as the RDMM to facilitate retrospective analyses to improve their institutional knowledge. In recent years South Africa has experienced numerous service delivery protests. These protests are a result of the lack of delivery of basic services such as water and sanitation (amongst others). To address this, local governments have taken part in benchmarking initiatives (National Benchmarking Initiative, Municipal Benchmarking Initiative) and regulation programmes (BlueDrop,GreenDrop) in an effort to improve the quality of potable water and sanitation services. The latter of these focuses on the quality of the water services delivered and neither focus on the efficiency with which this delivery is achieved. This study uses both nonparametric (data envelopment analysis) aswell as parametric (stochastic frontier) methods to assess the efficiency of water service provision in South Africa over a six year period from 2005 to 2010. Subsequently, the method which is most suited for use in the South African context is proposed. In addition, this study demonstrates how these methods can be used to determine the effectiveness of benchmarking initiatives, namely the National Benchmarking Initiative, in improving the efficiency of water service provision. Furthermore, additional insight into the selection ofm in them out of n bootstrap procedure for efficiency evaluations is established through a simulation study. The inclusion of efficiency evaluations into South African benchmarking initiatives provides new and important insight into the standard of water service delivery. As such, the techniques used in this study illustrate how efficiency analysis can enhance benchmarking initiatives in South Africa.

ENGLISH ABSTRACT: Over 70% of South Africa is too arid for crop farming and is used for commercial livestock ranching, communal livestock ranching, or game ranching. These management systems differ from each other in a number of aspects, e.g. herbivore species, stocking rate, grazing regime, and management structure. The main question addressed in this study is: to what extent do the three management systems affect rangeland condition? Following the equilibrium paradigm of vegetation dynamics, communal livestock ranches are expected to have a greater detrimental effect on rangeland condition than other management systems because stocking densities and, consequently, herbivore impacts, are usually far higher than under the other two management systems. However, recent nonequilibrium theories argue that vegetation dynamics in arid systems are mainly driven by rare and stochastic rainfall events. Biotic factors, such as grazing and herbivore diversity, are predicted to have little effect on rangeland condition. This leads to the prediction that herbivore impacts on arid ecosystems are not density-dependent and, consequently, the high stocking densities commonly recorded on communal livestock ranches will not cause more rangeland degradation than other management systems. Arid and semi-arid rangelands are characterised by high inherent spatial and temporal variation in vegetation and soil parameters. Hence, differentiating between the effects of grazing management systems and natural variability caused by abiotic factors, such as rainfall, is difficult. This problem can be circumvented by examining gradients of grazing intensity radiating from water-points (= piospheres). I examined changes in vegetation and soil parameters along 500 m-Iong grazing gradients on ranches in the semi-arid Northem Cape province, South Africa, with the three abovementioned management systems. Analysis of the vegetation on these ranches demonstrated the existence of grazing gradients around the water-points. Two characteristic zones described in other studies were identified, namely the sacrifice zone (almost complete denudation of the vegetation close to the water-point) and the dense shrub zone (distal to the sacrifice zone). Communal livestock ranching had a greater negative effect on rangeland vegetation than the two other ranching systems, particularly with regard to annual grass species diversity, percentage of bare soil, and shrub density. Within 100 m of the water-points, soil quality was negatively affected by commercial cattle ranching. Contrastingly, there were no significant effects of the other two management systems on soil quality in the piosphere. The feeding of supplemental forage and nutrients may explain the greater impact of commercial cattle farming on soil quality. The results of this study are consistent with the predictions of the equilibrium theory of vegetation dynamics because grazing impacts were density-dependent in these semi-arid rangelands. However, the results presented here also indicate that forage supplementation alters the spatial and temporal distribution of livestock in a manner that may have greater negative impacts on soil quality than density of livestock per se.

Food and water are two basic human needs. International projections indicate that water shortages will be prevalent among poorer countries where resources are limited and population growth is rapid, such as the Middle East, parts of Asia and Africa. Provisional estimates are that South Africa will run out of surplus usable water by 2025, or soon thereafter. Urban and peri-urban areas will therefore require new infrastructure and inter-basin transfers to provide safe water and adequate sanitation. Due to the high cost of these developments, such water is seen as being used for industrial and public needs only and not for irrigation. Currently, the agricultural water users consume the majority of the water used by humans. Taking cognisance of the before mentioned it is a reality that in the future the irrigation sector will have to sacrifice some of its water for public and industrial usage. This suggests growing conflict between the different water users and the agricultural water users. An attempt by the Department of Water Affairs and Forestry (DWAF) to address this conflict has been the implementation of pilot studies to determine the steps Water User Associations (WUAs) could take to ensure more effective water use in the future by the agricultural sector. These steps include an increase in irrigation efficiency according to the benchmarks of crop irrigation requirements and more efficient dam and canal management. The Water Administration System (WAS) has been developed to fulfill this exact requirement as it ensures optimal delivery of irrigation water on demand. The program is designed as a management tool for irrigation schemes, WUAs and water management offices to manage their accounts, and also to manage water supply to clients more efficiently through canal networks, pipelines and rivers. The WAS program consists of four modules that are integrated into a single program. Three modules of the WAS program have already been implemented at the Vaalharts irrigation scheme. This scheme has been transformed from a government controlled scheme to a privately owned scheme, and is now known as the Vaalharts Water User’s Association (VHWUA). The main purpose of this study was to implement the fourth module of the WAS program at the VHWUA as only full functionality of the complete program will ensure effective water use at the scheme. The fourth module calculates the volume of water to be released for all the canals (main canal and all its branches), allowing for lag times, water losses and accruals in order to minimise waste and thus save water. The methodology followed in this study was to first of all develop an understanding of the distribution cycle and the current calculation procedure of the VHWUA. The fourth module was then applied on a typical feeder canal and used to calculate the release volumes in order to compare these results with the current values. The next step was then to verify all data abstracted from the database used by the WAS program to calculate the release volumes. The database consists of information like cross-sectional properties, positioning of the sluices, canal slope, as well as canal capacities. The verification of data was done by field work, by studying existing engineering design drawings, through meetings and consultations with all parties involved in the VHWUA as well as by mathematical calculations. Cross-checking and verification, if necessary, of all above mentioned data were done. After the verification process, the database was updated and another cycle of calculations were run to do the final calibrations. Accurate calibrations were done to the seepage and the lag time coefficient. Some final adjustments were also made to the canal geometry in the database. This was an important part of the study as only a trusted and verified database will deliver correct results, irrespective of the software program used. After calibration of the database, the fourth module was again applied, but this time water losses were included in the calculations and the results revealed trustworthy and accurate real-time release volumes. The study therefore succeeded in the implementation of the fourth module on a typical feeder canal at the VHWUA. The study was concluded by the compilation of a checklist, which the VHWUA can use to implement the module on the whole scheme. This would enable the VHWUA to implement and apply the complete WAS program, which offers all the benefits and answers in every need of any water management office. Sustainable water resource utilisation can only be achieved through proper management. Applying this most effective management program will ensure a cost effective and optimised process at the VHWUA.

Governmental agencies in South Africa became concerned about the increase in eutrophication-related water quality problems during the early 1970's. The first step taken to control eutrophication was introduction of an effluent phosphate standard that limited the phosphorus concentration in effluents being discharged in certain sensitive catchments to a maximum of 1 mg P04-P 1-1. This standard applied only to point sources, because of an initial belief that the contribution from non-point sources was relatively minor, and the absence of practical economic measures to control phosphorus discharges from non-point sources. Subsequent to introduction of the 1 mg P Standard several modelling studies were undertaken, as there was a need to describe the response of eutrophic reservoirs to altered phosphate inputs. Most of the work was done on the hypertrophic Hartbeespoort Dam reservoir. The models utilised were empirical, zero-dimensional models that treated the reservoir as a completely mixed reactor. Usually these models considered only the steady state, or at most, annual changes. The models simulated annual mean phosphate-P concentrations with varying degrees of success, but a significant relationship between observed and simulated chlorophylla concentrations could not be obtained, i.e. these models could not be used to predict the response of eutrophic reservoirs to different management strategies aimed at alleviating eutrophication-related water quality problems. Consequently, a further study was initiated by the Water Research Commission to test the applicability of more sophisticated hydrodynamic and water quality models, developed in the USA and Australia, to stratified reservoirs under South African climatic conditions. Several models of varying complexity were available. From these four models were selected for study. The models that were tested were the one-dimensional models DYRESM (developed in Australia), and MINLAKE (developed in the USA) , and the two-dimensional models CE-QUAL and WASP (developed in the USA). The DYRESM model can simulate hydrodynamic behaviour only, whereas MINLAKE, CE-QUAL and WASP can simulate both hydrodynamic and water quality behaviour. This report covers the extensive study that conducted on the MINLAKE model. The study is justified in view of the potential of the MINLAKE model to evaluate different treatment options: of the four models selected, it is the only model that can simulate more than one algal class. Thus it is an ideal tool to assess the effect of a chosen treatment option on, for example, algal succession.

The objective of this study was to investigate the use of solar water healers (SWH) in South Africa, and identify policies and measures that would promote their use. It has been found that conditions are appropriate for the development and use of SWH in South Africa. but the current market for this technology still remains small. The findings of survey data collected in Lwandle shows that the interviewees appreciate the use of SWH technology provided by the local authorities. However, they complained of problems during winter, as there was no backup system for these units. This was considered as one of the limitations of the project. A comparative analysis between solar home systems (SHS) and solar water heaters in South Africa was made. The findings showed that SHS is well disseminated compared to SWH. The electrification programs in the country accelerated the dissemination of SHS. Government and Eskom are fully committed to the project with significant investments on the electrification in the remote areas. On the other hand, SWH were not financially or subsidised by the government. International donors and NGO's are still promoting the use of this technology. These two technologies are still expensive for many people in South Africa. Furthermore, SHS were subsidised while SWH were not and this has affected the dissemination of SWH in the country. This study gives some recommendations for policies and measures for the future wider dissemination of SWH in South Africa.

There are a wide range of issues that stem from inadequate access to, and the unsustainable management of water resources, which can lead to ecological and human crises (Gleik, 1998: 571). With the increasing demand for clean water for drinking and sanitation, coupled with population growth, aging infrastructure, and climate change, many countries face a complex set of threats when dealing with their water resources and the management thereof (Environmental Protection Agency, 2012: 4). South Africa‟s challenges are no different, if current trends in water management continue and government does not intervene with what has been an unequal society even in terms of the division of water, it will continue to lose ground in its development and sustaining of water resources (Ukwandu, 2009: 24 - 30). “The objective of managing the quantity, quality and reliability of the nation‟s water resources is to achieve optimum, long-term, environmentally sustainable social and economic benefit for society from their use.” (Principle 7 of the National Water Policy, Department of Water Affairs and Forestry, 1997: 20). The primary objective of this research is to develop a framework for water management and sustainable development by utilising a Causal Layered Analysis (CLA) to develop strategies for innovation in South Africa towards 2050. New rules and regulations have been adopted by local municipal divisions in South Africa to promote sustainable, environmentally friendly buildings and methods. It is therefore the aim of the research to establish ways in which water can be harvested and saved in a simple and innovative yet sustainable manner. The complexity of erecting structures has also increased with some sustainable measures in water management taking place, however the water issues in South Africa continue to grow and cause concern. Government therefore plays a pivotal role in ensuring that water is managed sustainably at not only harvesting and infrastructure level but also re-cycling level, where simple innovative strategies can be adopted. This paper further seeks to highlight the positive and negative impacts of implementing water management methods and strategies that can be adopted.

Although the use of pesticides is necessary to meet the socio-economic needs of many developing countries, especially in Africa, side effects of these bio-active chemicals have contributed to contaminating aquatic and terrestrial ecosystems. Environmental water quality degradation by pesticides interferes with ecosystem health and poses numerous risks to aquatic life. In South Africa, glyphosate-based herbicides are frequently used to control weeds and invading alien plants, but ultimately end up in freshwater ecosystems. However, there are no South African-based environmental water quality management strategies to regulate these bio-active chemicals. Therefore, this study sought to provide a sound scientific background for the environmental water quality management of glyphosate-based herbicides in South Africa, by conducting both laboratory and field investigations. In the laboratory investigations, aquatic ecotoxicological methods were used to evaluate responses of the freshwater aquatic shrimp Caridina nilotica exposed to Roundup® at different biological system scales, and the responses of multiple South African aquatic species exposed to Roundup® through species sensitivity distribution (SSD). In the field investigations, the effect of Kilo Max WSG on the physicochemical and biological conditions of three selected sites in the Swartkops River before and after a spray episode by Working for Water were evaluated through biomonitoring, using the South African Scoring System version 5 (SASS5) as a sampling protocol. Both Roundup® and Kilo Max WSG are glyphosate-based herbicides. All the data were subjected to relevant statistical analyses. Findings of this study revealed that Roundup® elicited responses at different biological system scales in C. nilotica, while SSD estimates were used to derive proposed water quality guidelines for glyphosate-based herbicides in South Africa. The biomonitoring revealed that using glyphosate-based herbicides to control water hyacinth within the Swartkops River had a negligible impact on the physicochemical and biological conditions. Based on these findings, a conceptual framework that can be used for the integrated environmental water quality management of glyphosate-based herbicides in South Africa was developed as part of integrated water resource management (IWRM). The combined data sets contribute to a sound scientific basis for the environmental water quality management of glyphosate-based herbicides in South Africa.

This work examines the use of gravity data and its application to subsurface water reservoirs in the immediate vicinity of the South African Geodynamic Observatory, Sutherland (SAGOS), situated in a semi-arid region of the Karoo region of South Africa, and underlain by the Karoo sedimentary rocks intruded by dolerite dykes and sills. SAGOS houses the only supergravity metre (SG) in Africa, and this thesis sets out to test its use in monitoring groundwater dynamics using hydrological and gravity data. The main aim of this work is the application of the SG data, in conjunction with hydrological data, to better understand episodic recharge of subsurface reservoirs. The importance of water as a resource, globally and specifically the Karoo, is reviewed in conjunction with supply and demand of water. This is to contextualise the socio-economic, technical as well as policy issues related to water resource management. Applicable technologies for water resource management and efficient water use are highlighted and the application of gravity to hydrology is introduced, including satellite as well as ground based tools. In addition, arid zone hydrology as well as recharge and its mechanisms are analysed in order to better understand these processes when examined from gravity measurements. Issues related to understanding flow within the vadose zone as well as in secondary aquifers are examined, and gravity residuals and subsurface hydrology are highlighted. Thereafter, a conceptual groundwater flow modelof the study area is developed using multiple tools. First, the geology around SAGOS was mapped using SPOT 5 imagery and then ground truthed. Second, stable isotopes and water chemistry analysis was undertaken on water samples from selected boreholes. The results allude to preferential flow acting as the main mechanism for groundwater recharge. Follow-up pump-tests illustrate that fracture connectivity is greatest at close proximity to the dyke. Soil mapping, using aerial photography was also undertaken. Duplex soils, enriched with clay at depth, dominate the study area. Using in-situ infiltration tests, it is shown that the alluvium, which lines the river beds, has a higher hydraulic conductivity than the other soils, confirming that these streams act as preferential conduits for subsurface recharge. Precipitation events were correlated against gravity residuals at 4 wells, over different time periods. The results are examined using time series analyses. Gravity residuals from well SA BK07, over a period of 24 hours after the rainfall event, delineate instances of negative correlations, as well as strong positive correlations (of up to 0.9). On the whole however, correlations between gravity and groundwater at SA BK07 are variable and weak, and in conjunction with water level measurements and water chemistry, the data suggest that this well is located in a dynamic conduit (throughflow) and not in a permanent groundwater reservoir. By contrast, other wells show strong positive correlations between gravity residuals and water levels following episodic recharge events for a later time series. Correlations between the water levels and gravity residuals in wells SA BK04, SA BK05 and SA BK 01 are in excess of 0.7 for specific rainfall events. In summary, the results suggests that gravity is an excellent tool for measuring episodic groundwater recharge within the immediate vicinity of the SAGOS. This implies that gravity can aid in monitoring groundwater losses/gains in arid and semi-arid areas. Recommendations for future work are highlighted at the end; these include the possible use of hydrological modelling of reservoirs at various scales and then comparing these results to the SG as well as GOCE and GRACE satellites data, and then improving numerical modelling of the groundwater dynamics for sites like Sutherland and the surrounding arid Karoo region, where sparse water shortages, and potential pollution related to fracking for shale-gas, are likely to compete with established water needs for farming and human consumption. It is also suggested that the gravity modelling be examined to better understand site specific scenarios and thus aid in improving the processing of the gravity signal.

One method to inform decisions with respect to sustainable, efficient and equitable water allocation and use is water footprint assessment (WFA). This paper presents a preliminary WFA of South Africa (SA) based on data for the period 1996-2005. Crop production was found to contribute about 75% of the total water footprint of national production. The total water footprint of crop production is mainly composed of five crops: maize, fodder crops, sugarcane, wheat and sunflower seed, which account for 83% of the crop water footprint. The average water footprint of a South African consumer is 1 255 m3/yr, below the world average of 1 385 m3/yr, and is dominated by the consumption of meat (32%) and cereals (29%). About one fifth of this water footprint of consumption is external to SA. While SA is a net virtual water importer, the virtual water trade analysis revealed that a large share of blue water consumption is related to export. Sustainability concerns are that the major river basins face severe blue-water scarcity for extended periods of the year, and that water pollution levels related to nitrogen and phosphorus were found to be unsustainable in all river basins in SA. Efficient allocation and use of water is investigated by means of comparing the consumptive water footprint to global benchmark values, as well as the economic green- and blue-water productivity and the economic land productivity of the crops cultivated in SA. Furthermore, crops with specific potential for biofuel production are assessed. Lastly, recommendations to address the identified issues are given.

The sustainability of South Africa municipal water services provision is being challenged by the desire of government to extend high quality services from a relatively small portion of the population to the whole. Evidence of failures in delivery are mounting and many reasons for this have been identified, including a lack of political will at local government levels, low budget priority, insufficient capital, lack of capacity and skill and flawed tariff and accounting structures. This study generates new perspectives by surveying selected but representative, South African municipalities in their capacities as water service authorities (WSAs) on a range of financial sustainability issues – including cost burden on users, cross sub-subsidisation and cost calculations to set tariffs. The study is part of a wider investigation into the setting of tariffs that cover costs and satisfy demand, funded and advised by the Water Research Commission (WRC). The conclusions and recommendations of WRC Project K3/2087 (Hosking, 2011b) are to address: 1. The choice of water service provider, including the private utility option; 2. Market vulnerabilities in water service provision under alternate models of supply; 3. The determination and realisation of full cost recovery; 4. Demand responsiveness/sensitivity of local government supply; 5. The increasing block tariff (IBT) tariff structure; and 6. Abuse of dominance in the market process. Given the limited perspective (i.e. a focus on WSAs), some important national water sustainability issues are given less prominence, e.g. raw water availability and national government capacity to subsidise water service delivery. The key water service sustainability elements on which attention was focused in this study are: • Backlogs in the water service coverage and infrastructure rehabilitation and maintenance. • Standard of water service indicators. • Relative importance of the provision of water services in water service authorities’ strategy and implementation (including budget and risk). • Adequacy of skills to provide a sustainable water service. • Budgeting and planning for the sustainability of the water service. • Adequacy of the costing and tariff setting nexus, with particular attention paid to method and principle. A survey was used to elicit information from selected municipalities (Chapter Four). The municipalities which formed part of the sample and were surveyed were: 1. The Republic of South Africa’s energy economy is under immense pressure and the main energy utility, Eskom, cannot reliably generate sufficient electrical energy to meet its customer demand. Water security in South Africa is also under threat as the country is currently amidst a water crisis. The South African manufacturing industry is the sector consuming the largest portion of the total energy consumption and second largest portion of the total water consumption (excluding urban use) nationally. Water and energy efficiency improvement is becoming imperative for organisational success as well as national economic sustainability. This is due to the significant increase in the cost of both electrical energy and water in recent years, and the drop in the reserve energy margin below the minimum level required for sustainable operation of energy utilities. The research objective therefore was to develop a Lean-based water and energy efficiency improvement framework for the manufacturing industry to encourage and realise a reduced demand for energy and water in it. A literature review was conducted on the water and energy landscape in South Africa, Lean manufacturing principles and their positive natural influence on water and energy efficiency, and the Value Stream Mapping tool. The survey of water and energy wastes in the manufacturing industry yielded the creation of standardised water and energy waste categories for use in conjunction with the conventional Lean wastes, tools and techniques. The literature survey indicated that the implementation of Lean manufacturing techniques naturally leads to the improvement of energy and water intensity. The researcher hypothesised that there is even greater potential for water and energy savings if a Lean-based tool is developed to specifically focus on the improvement of energy and water efficiency. A framework for this tool was developed through the literature survey. The tool is based on the Value Stream Mapping tool. A practical experiment was then conducted to establish the effectiveness of the tool in the South African manufacturing industry. The experiment design included an outline of the forecasting and statistical validation techniques to ensure the integrity of data utilised for approving or disproving the set hypotheses. The results of the practical experiment yielded positive results, confirming the hypothesis that the implementation of the developed framework will lead to improved energy and water efficiency in the manufacturing industry. After an explanation of the experimental results, the study concluded with recommendations and conclusions based on the findings.

ENGLISH ABSTRACT: A vast literature on the incompatibility of socio-economic development and environmental conservation (also referred to as sustainable development) has developed over the past few years. This study takes on the form of a critical, problemdriven discussion and evaluation of the applicability and viability of the concept of capacity-sharing to the current South African water management regime. Within the study, the complexities involved in the shift from a supply- to demandoriented management strategy are examined in depth. This transition in strategy proves to be problematic for water policy makers and managers because of past management regimes and structures, measurement related problems, incorrect or insufficient definition of criteria needed for demand-oriented approaches and the emotional complexities regarding water use. Developments in water policy are currently at a point where problems are experienced regarding the practical implementation of proposed water demand-oriented policy. The concept of capacity-sharing is explained and discussed in detail, leading to the identification of the applicability to three of the most important problems (basic contradiction within the 1998 National Water Act, initial allocation for market adoption and equity within the market) faced within the transition towards a demand-oriented approach. This study found that the concept of capacity-sharing does hold applicability in addressing the above-mentioned three problems towards the transition to a demand-side management approach. Capacity-sharing, therefore, should be part of this timely transition and the state should make use of the advantages of this concept. To support this view, seven studies are proposed for further research to address the problems as mentioned in section 5.2 of the thesis.

The focus of the study is the Eden District, George municipal area, Western Cape Province, South Africa, which was severely affected by the worst ever drought in 132 years from 2009-2011 (Bamford, 2009). The reduced rainfall impacted negatively on urban water supplies for the area. In 2009 the Member of the Executive Committee (MEC) for Local Government in the province requested that George Municipality draw up specific measures to be implemented when water resources (in dams and rivers) dropped to certain levels. Plans for possible future drought situations, periods of low rainfall, or insufficient raw water resources, have been done put in place for the needs of the residents of the focus area. The research problem of this study encompasses the assessment of the interventions put in place to address the shortage of water, particularly the implementation thereof, and the strategies and mitigations that contributed to the alleviation of the water shortage. The core objective of the research was to investigate the implementation of the water interventions (water restrictions) authorised to address the water shortages in George, in November 2009. This study employed a qualitative research approach where in-depth interviews were conducted with purposely selected individuals employed in the George Municipality Civil Engineering Services Department, and its Water Services and Disaster Department sections as they could provide first-hand information on the measures implemented to alleviate the problem and on the water shortage status. The research findings indicate that many short-term strategies provided a substantial reduction in overall water usage. The implementation of the strategies and mitigation measures were useful to the various departments in the George Municipality in tangible ways to help manage the water shortages. George Municipality should continue to market water restriction awareness to the public even though the George is no longer experiencing water shortages. The Municipality should adapt to deal with longer and more frequent periods of water shortages. Available tools (e.g. drought policy and by-laws) should be revised and adapted to establish appropriate measures under changing conditions.

Greywater is domestic wastewater from daily kitchen, laundry, bath, shower, hand washing practices and does not include wastewater from the toilet. Greywater from informal settlement has been identified as important environmental pollution sources. Inadequate sanitation and poor drainage in informal settlements result in greywater being stagnant at the base of communal taps. This water has a potential to cause health problems to those who come in contact with it. Studies of greywater quality in informal settlements in South Africa tend to concentrate on physico-chemical analysis and microbial indicator organisms. In order to adequately manage greywater in informal settlements there is a need to understand the microbial pathogens present in such water. Therefore this study is aimed at determining the level of microbial contamination of stagnant greywater in the RR Section of Khayelitsha, Western Cape. Six sampling sites were identified and sampling of stagnant greywater was conducted twice a month (from January to May 2013) from the base of six communal taps, which served as the sampling sites. The microbial enumeration techniques employed in this study were the Most Probable Number (MPN) techniques, the Heterotrophic Plate Count (HPC) technique and the Flow Cytometric (FCM) technique. The API 20E and the RapID™ ONE systems were used to identify possible pathogenic Gram-negative microorganisms, while possible pathogenic Gram-positive microorganisms were identified with the BBL Crystal™ Gram Positive (GP) Identification (ID) system. The highest MPN counts were 1.6 x 108 microorganisms/100mℓ recorded at Site A (weeks 3 and 5) as well as at Site B (week 5). The corresponding highest faecal coliform count was 4.7 x 106 microorganisms/100mℓ obtained at Site B (week 5). The highest E. coli count observed was 1.8 x 106 microorganisms/100mℓ recorded at Site A (week 5) and Site F (week 5). In comparison, the highest HPC count was 2.9 x105 microorganisms/mℓ recorded at Site C in week 4. The results obtained by the MPN and HPC techniques were significantly (p < 0.05) higher than the water quality standards by Department of Water Affairs and Forestry (DWAF) (1996a; 1996b) and the SABS (2011). The highest total FCM and viable FCM counts were 3.4 x 107 microorganisms/mℓ and 3.1 x 107 microorganisms/mℓ, respectively recorded at Site A in week 5. The FCM technique displayed significantly (p < 0.05) higher results than both the MPN and HPC techniques, which highlighted its reliability in obtaining more accurate enumeration results. The RapID™ ONE and the API 20E identification systems mostly identified Escherichia coli, Klebsiella pneumonia, K. oxytoca, Acinetobacter baumannii/calcoaceticus and Enterobacter cloacae, while the organisms more commonly identified by the BBL Crystal™ Gram Positive (GP) Identification (ID) system, were the Corynebacterium species, and Bacillus cereus. The presence of these organisms raises health concern to the community of RR Section, as some are known to cause waterborne diseases, while others are known to cause nosocomial infections.

Advanced water metering is part of a much larger movement towards smart networks and intelligent infrastructure. However, where advanced metering technology is focused more towards the need to obtain meter readings without human intervention in other parts of the world, in South Africa and other developing countries, advanced water metering (in the form of prepaid meters or water management devices) has been developing along a parallel path, driven by the need to provide services to previously unserved communities and deal with the problems caused by rapid urbanisation. In this report, conventional water metering is defined as systems using water meters that display their readings on the meters themselves and advanced water metering as systems that add additional components or functionality to a metering system. Advanced metering has the potential to provide substantial benefits if appropriately applied. However, compared with conventional metering, these systems are considerably more expensive and complicated, and often rely on technology that is still being developed. Advanced metering systems therefore carry a higher risk of failure, poor service delivery and financial losses unless the system is implemented with careful design and thorough planning. This report describes a number of case studies of the application of advanced metering in South Africa. The case studies were evaluated according to the evaluation framework described in Appendix A and their detailed evaluations are included in each relevant chapter. Evaluations were done in four areas: technical, environmental, social and economic. The technical evaluation is based on the systems complying with the relevant national metering standards and good metering practice, the environmental evaluations on battery disposal and water savings and the social evaluation on broad socio-economic indicators. It should be recognised that social issues are particularly complex and that no general evaluation framework can accurately predict whether an advanced metering system will be accepted by a particular community. The economic evaluations were based on reductions of the current system cost and not absolute values. Economic performance indicators included the effective surplus (income minus expenses over averaged over the meter service life) and capital repayment period. An overview of lessons learned and conclusions from the case studies are provided in Chapters 8 and 9 of the report.

The implementation of water policy and the integrated management of water face multiple challenges in South Africa (SA), despite the successes of post-apartheid government programmes in which some significant equity, sustainability and efficiency milestones have been met. This study uses a series of intervention processes into municipal water service delivery to explore the context, constraints, and real-world messiness in which local water authorities operate. The equitable provision of drinking water by local government and the collaborative management of untreated water by ‘water user associations’ are two sites of institutional conflict that have been subjected to broad ‘turnaround’ and ‘transformation’ attempts at the national level. This thesis seeks to explore and understand the use of transdisciplinary research in engaging local water authorities in a process of institutional change that increases the likelihood of equitable water supply in the Lower Sundays River Valley (LSRV). Fieldwork was conducted as part of a broader action research process involving the attempted ‘turnaround’ of the Sundays River Valley Municipality (SRVM) between 2011 and 2014. A multi-method research approach was employed, which drew on institutional, ethnographic, and systems analyses within an evolving, transdisciplinary methodology. In the single case study research design, qualitative and quantitative data were collected via participant observation, interviews and documentary sources. Analytical methods included system dynamics modelling and an adapted form of the ethnographic tool of ‘thick description’, which were linked in a governance analysis. Government interventions into the SRVM failed to take account of the systemic complexity of the municipal operating environment, the interactions of which are described in this study as the ‘modes of failure’ of local government. These modes included the perpetual ‘firefighting’ responses of municipal officials to crises, and the simultaneous underinvestment in, and over-extension of, water supply infrastructure, which is a rational approach to addressing current water shortages when funds are unavailable for maintenance, refurbishment, or the construction of new infrastructure. The over-burdening of municipalities with technocratic requirements, the presence of gaps in the institutional arrangements governing water supply in the LSRV, and the lack of coordination in government interventions are analysed in this study, with policy recommendations resulting. The primary contribution of this study is in providing a substantively-contextualised case study that illustrates the value of systemic, engaged, extended, and embedded transdisciplinary research.

This thesis looks at the relationshp between water and social power. It attempts to answer two questions: who controls the distribution of water in the South African city of Durban? And how might this distribution be transformed in positive democratic ways? In attempting to answer these questions, the thesis provides insights into post-apartheid South African society and the possibilities for democratic social change. The framework of analysis builds upon work conducted in urban political ecology. In particular, I argue that urban environments, indeed all environments, should be understood as created ecosystems. Recognising this, I suggest that Durban's waterscape should be seen as produced through capitalist social relations. The waterscape thereby becomes a particular accumulation strategy through which profits may be generated. for Durban's communities, one of the most direct effects of this capitalist accumulation strategy is that access to water is dependent upon the exchange of money. Whilst this situation has been amerliorated somewhat through the development of a free basic water policy, the policy itself has necessitated a much tighter regulation of domestic supplies and, in effect, a more severe commodification of each household's water supply. In turn, this has resulted in water infrastructure acquiring power over the lives of most residents. This, I argue, is a result of the social relations that come to be invested within that infrastructure. The possibilities for change that are suggested lie within the struggle for feminist standpoint and the connection of these situated knowledges of the waterscpe with a broader historical and geographical understanding of the terrain of civil society. from such an understanding of civil society, a dialectical critique of hegemony is opened up. Overall, the thesis moves from an analysis of the power relations camprising the waterscape to the development of a critique from which, it is hoped, the possibilities for political change might emerge.

Water policy under the 1956 Water Act actively discouraged participation and water was managed centrally. The principles enshrined in the National Water Act (no 36 of 1998), designed in line with international sustainable development goals that actively encourage participation of a wide range of stakeholders operating closest to the resources that are being used, require a shift from governing through direct controls to governance where the state interacts with a wide range of interest groups. Although policy seemingly embraces a new water management paradigm, the old is being resurrected with all the contradictions and contortions that precipitated the shift in focus from the old to the new in the first place. There is on the one hand an undeveloped notion of what participation should entail, but there is also a culture in the domain of water that negotiates meanings around technical rather than social discourses. It is the absence of knowledge, the unequal power relationship between water users and the inhibition of agency that makes participation so difficult and keeps those who have knowledge, in - and those who do not have knowledge, out, with the unintended consequence of strengthening bonds between those who have had, in the past, privileged access to water. Those who suffer water deprivation have not been able to use their franchise to improve their access to water and their access to decision-making bodies in the water sector. Repeated failures to achieve reform are costly in terms of finance, and they are costly because they affect the production of trust and make it difficult to retain the 'spirit of the law.' The changing role of the state and the influence that state policy and intervention has in developing or hindering the production of trust and the perpetuation or production of shame is pivotal. Trust is a valuable but volatile resource and the broader set of analytic tools have provided a scafIold using the following set of analytic themes: style of government, way in which bureaucrats accept or resist change, ability of non-state and state actors to develop synergistic relationships, equalising of power, meaningful transfer of knowledge and creation of an agency-enhancing and agency-enabling environment. Trust is a product of a set of 'ideal' conditions, public officials being trustworthy, trading credit slips between water users, having a sense of agency and being able to trust. The ideals of trust present trust as a product of democratic processes and in these ideal conditions trust, as an experience, is reproduced and smoothes relationships. The study expands on the theme of trust by introducing the idea of shame as an inhibitor of trust and examines conditions that activate shame based feelings.

South Africa is a semi arid country in which the average rainfall of 450mm/year is well below the world average of about 860mm/year. As a result, South Africa’s water resources are scarce in global terms and limited in extent. Current predictions are that demand will outstrip water availability in the next 15 years. A coordinated approach to improve both water quality and quantity is needed and in order to achieve that, it is crucial to strengthen capacities of local community involvement in identifying the problems that affect them and strategies to solve them. This research was undertaken to develop a deeper understanding of community learning processes in integrated water resources management (IWRM) practices. The study drew on situated and social learning theory which explains that knowledge and skills are learned and embedded in the contexts in which knowledge is obtained and applied in everyday situations. Multiple data collection techniques were used within a case study design and included document analysis, interviews, focus group discussions and field observations. Data analysis was done in three phases and involved uncovering patterns and trends in the data sets. In this context I discovered, through careful observation and interviews with members of the different communities of practice, that people are learning through social learning interactions with other community members as they engage in their daily water management and food production practices. Learning interactions take place through both informal and formal processes such as meetings, training workshops, conversations and interactions with outsiders. I also discovered that people learn from ‘external groups’ or training programmes which bring new knowledge and expertise, but this needs to be contextualised in the local communities of practice. The research has also shown that there are a number of challenges that appear to exist in these learning contexts. For instance it was found that participation and social learning processes and interactions are influenced by a range of causal mechanisms that are contextual. These insights into how communities learn, as well as the tensions and difficulties that are experienced in the learning processes are important for furthering learning and participation in community-based IWRM practices, projects and programmes.

Scientists will have an enormous task to find a way to purify polluted water, because of its vital role in human lives and an increasing demand for water consumption due to population growth. Although the water from the Bottelary River is used on a daily basis for farming activities, its pollution level as well as spatial distribution of effluents in the catchment is unknown. In the present study, I took monthly water samples from six sampling points for laboratory analysis. The laboratory determined concentration levels of phosphorous, chloride, nitrate, and nitrate nitrogen (N03N), as well as the chemical oxygen demand (COD) and suspended solids from the samples. On the same occasion's pH, dissolved oxygen, electrical conductivity and temperature were measured in-situ using a multi-parameter reader. The results were then compared with the South African Water Quality Guidelines for Aquatic Ecosystems and for irrigation (DWAF, 1996a, 1996c). The non-point pollution source (NPS) model was used to generate predictions of the pollution level from the land-uses and use the data obtained from the field to validate the model predictions. Finally, I performed a two-factorial A One-way Analysis of Variance (ANOVA) without replication to assess the spatial and temporal variation of the measured variables along the river. The findings of the study have shown that the concentration levels of some compounds are below the Target Water Quality Range (TWQR) set by the Department of Water Affairs and Forestry (DWAF, 1996a, 1996b, 1996c) while, the concentrations of chloride, total nitrogen and water quality variables such as electrical conductivity, suspended solids, are higher than the TWQR (DWAF, 1996a, 1996b, 1996c). Based on the above findings water of the Bottelary River can have negative effects on the environment and human lives because of the concentration level of these compounds. It was therefore recommended that, environmentally friendly measures and practices must be undertaken in order to decrease the pollution and avoid further pollution of the river.

ENGLISH ABSTRACT: The Plankenbrug River runs past the dense settlement of Kayamandi, on the outskirts of Stellenbosch. This site was chosen to study the impact of water pollution from formal and informal urban developments on water quality and associated health factors. Aims of the study: (1) To determine some basic epidemiological characteristics of the exposed population of Kayamandi, their sanitation problems and reasons for poor hygiene; (2) To determine the microbiological and chemical pollution load patterns in the Plankenbrug River over time; (3) To investigate the spectrum of organisms present in the river (other than the indicator E. coli) and their epidemiological implications for health; (4) To establish the possible presence of organisms resistant to chlorine or to antibiotics in the river below Kayamandi as indicators of environmental hazard. Methods: During the period 5 May 1998 to 10 February 2003 microbiological and chemical analyses have been carried out every 6 weeks on water samples obtained at various points along the Plankenbrug River. Two large surveys (n=2196 persons and n=3568 persons) of the community of Kayamandi have been undertaken and door-to-door education campaigns were carried out with the aid of trained community health workers. Results: Below Kayamandi the river contains dangerously high levels of faecal contamination and it constitutes a health hazard to all persons coming into contact with the water. Up to 13 million Escherichia coli per 100 ml water was recorded (cut-off level as indicator of human safety is 1000 organisms per 100 ml water). Not all the faecal contamination originated from Kayamandi. Substantial amounts of faecal contamination sporadically entered the river at different points below Kayamandi. The pollution load resulting from these intrusions were sometimes larger than that contributed by the whole of Kayamandi. Water samples below Kayamandi were screened to ascertain what other pathogens were present. Amongst the organisms were 0 haemolytic Streptococcus Group A and B, Mycobacterium intracellulare, Staphylococcus spp, Klebsiella spp., Pseudomonas spp. and many others. The list of pathogens found had such serious implications that a confidential health warning was sent out to health care centres and other affected organisations in the area. |3 haemolytic Streptococcus Group A has never before been reported as isolated in viable form from free-flowing natural waters. Signs of increased resistance to chorine were found in organisms isolated from the river water. There were also organisms showing signs of resistance to commonly used antibiotics. The E. coli organisms that survived various levels of chlorine treatment also showed increased resistance to amoxycillin when compared to untreated E. coli organisms sampled from the Plankenbrug River. During the community phase of the project in Kayamandi a reduction in the pollution levels occurred over the summers of 2000 and 2001 (note that "improved" does not yet mean "safe" by any means). This can be ascribed to the multi-pronged approach of the project. Attention was given to service and repair of sanitation facilities, a strong accent on door-todoor community education about better sanitation behaviour, creation of a central reporting point for blockages and breakages, and training of artisans (plumbers, bricklayers, etc) from the community to help with upkeep. The community showed encouraging signs of wanting better sanitation education. The improvement in pollution levels is however in danger of reverting back to the previous dangerous situation if better support and co-operation cannot be obtained from the relevant authorities. There were 16.9% of households who reported one or more cases of diarrhoea during the survey period (5 weeks) - a very high prevalence seeing that the survey was carried out during a wet and cold winter period. Conclusions: Active planning and other steps to cope with the sewage intrusions into the river should be instituted without delay. The water quality of the Plankenbrug River downstream from Kayamandi is extremely poor. The water constitutes a serious health hazard and a threat to downstream economic activities. The settlement of Kayamandi demonstrated that education, when coupled with maintenance and repairs of existing toilet facilities, can bring about a reduction in pollution loads, but that this should be an ongoing process and not be reduced to sporadic attempts.
AFRIKAANSE OPSOMMING: Die Plankenbrug Rivier vloei verby die digbewoonde nedersetting van Kayamandi aan die buitewyke van Stellenbosch. Hierdie plek is gekies as studie-area om die impak te bestudeer van waterbesoedeling wat van formele en informele dorpsontwikkeling afkomstig is, asook die geassosieerde gesondheidsfaktore. Doel van die studie: (1) Om sommige basiese epidemiologiese eienskappe van die blootgestelde populasie, hulle sanitasieprobleme en redes vir die swak higiene te bepaal; (2) Om die mikrobiologiese en chemiese besoedelingspatrone in die Plankenbrug Rivier oor tyd te bepaal; (3) Om die spektrum van organismes teenwoordig in die rivier (anders as E. coli) te bepaal asook hulle epidemiologiese implikasies op gesondheid; (4) Om vas te stel, as indikatore van omgewingsgevaar, of daar moontlik organismes teenwoordig is wat weerstandig is teen chloriene en antibiotika in die rivier onder Kayamandi. Dit kan toegeskryf word aan die veelvlakkige benadering wat die projek gevolg het. Aandag is geskenk aan diens en herstel van sanitasiegeriewe met 'n sterk klem op deur-tot-deur opvoedingsveldtogte met die oog op beter sanitasiegedrag, skepping van 'n sentrale aanmeldpunt vir blokkasies en brekasies, en opleiding van ambagslui (loodgieters, messelaars, ens) uit die gemeenskap om te help met onderhoud. Abstract:
This thesis forms part of the emerging studies on the backlogs in municipal services delivery and the attendant emergence of the new social movements in post-apartheid South Africa. It examines four areas. These are: the backlogs in water services delivery; the consequent politicisation of the water services struggles; the breakdown of social citizenship; and the nature, forms and the repertoire of the collective action of the new social movements. The thesis is based on fieldwork research I undertook in 2002 on the water services struggles in Mpumalanga, an African township located outside the small town of Hammarsdale in Durban. The fieldwork research results reveal the demographic characteristics of Mpumalanga and, more crucially, the extent of the water services crisis. The results evaluate the nature and the gravity of the water services delivery backlogs. More importantly, they gauge the depth of their involvement in the water services struggles in Mpumalanga and the extent of their success. These are weighed against the reports of the new social movements' involvement in the township by the leftist-cum-intellectual activists in Durban and by the leftist and mainstream media reports. They also revealed a detailed picture of the state of collective action in Durban, unearthing the nature and functioning of the Concerned Citizens' Forum (CCF), an umbrella-body of Durban-based social movements. The study questions the hallowed standing of the CCF, by claiming, through detailed study and fieldwork observation, that the CCF is given to 'crowd renting', lack of transparency, disorderly decision-making, racial and leadership crises. The thesis also contextualises the collective action programmes of the CCF by situating them in Mpumalanga's neighbourhood politics. By doing so, the reader encounters ruling party local councillors, opposition party local councillors, CCF leaders and intellectual-cum-activists, youth activists and local council officials and bureaucrats. The collusion and conflicts between these parties and stakeholders bring into the equation political opportunism, careerism, and the ruthless pursuit of financial gains. All these parties and variables reveal a complex and ever-shifting picture of collective action and the contentious politics of the new social movements in Mpumalanga and Durban, amidst the looming crisis of the breakdown of social citizenship, cost recovery and the water services struggles.

Whole Effluent Toxicity (WET) testing has been identified as one of the tools in the management of complex effluents in aquatic ecosystems. In South Africa, toxicity testing has not been required for regulatory purposes. Recently, the Department of Water Affairs and Forestry has adopted WET testing as a tool to evaluate the suitability of hazardous effluent for discharge into receiving environments. This has necessitated suitable procedures to be established for use in the South African situation. With the implementation of the new National Water Act (No 36 of 1998), industries have to comply with set standards to protect the aquatic environment. However, the South African Water Quality Guidelines for Aquatic Ecosystems have been set using international toxicity data, and it is not known if they are comparable with South African conditions. The aim of this study was to investigate the tolerances of selected indigenous riverine invertebrates to complex saline effluents. The study investigated the effects of kraft mill effluent to Tricorythus tinctus, a tricorythid mayfly from the Sabie River, Mpumalanga, and the effects of a textile effluent to baetid mayflies of the Buffalo River, Eastern Cape. Indigenous riverine invertebrates were chosen as test organisms, as there is no toxicity data in South Africa which could be used to evaluate the level of protection afforded by the South African Water Quality Guidelines for Aquatic Ecosystems. The use of indigenous riverine invertebrates added the challenge of variability of a wild population, and the use of a complex effluent as toxicant added the variability of effluent composition. In this study, WET testing was used to determine the dilution of whole effluents required for discharge. Hazard-based guidelines were developed for the disposal of kraft and textile effluents. The level of environmental hazard posed by different effluent concentrations was ranked, and was related to the River Health Class. This indicated effluent concentrations that may be allowed to enter the aquatic environment, e.g. 3% effluent concentration guideline for both general kraft effluent and general textile effluent for the protection of a Class A river. This approach could contribute to the use of an Environmental Risk Assessment, approach for the management of complex effluents. A number of acute 96 hour toxicity tests were conducted following an unreplicated regression design, using kraft and textile effluents as toxicants, mayfly nymphs as test organisms, and river water as diluent and control. Test organisms were sampled from unimpacted, flowing-water riffle areas, and were exposed in recirculating artificial streams (or channels) to a range of effluent concentrations. Mortality was selected as end-point and observed twice daily. The experimental results showed the variability and acute toxicity of both kraft and textile mill effluents. Baetids were more sensitive (mean LC50=16% effluent concentration) to General Textile Effluent (GTE), but less sensitive to Post Irrigation Textile Effluent (PITE). Textile effluent (PITE) held in a holding dam were therefore less variable and less toxic; suggesting that stabilization of the effluent could have contributed to reduced toxicity. Effluent composition, e.g. higher calcium levels, may also have contributed to lowering toxicity. T. tinctus was sensitive to kraft effluents, but showed less variable responses to Irrigation Kraft Effluent than General Kraft Effluent. Toxicity test data indicated that GKE, IKE and GTE should not enter the aquatic environment without treatment, as they can cause adverse effects to aquatic biota. Both kraft and textile effluents must therefore be treated before discharge. Different responses to different effluent batches were probably due to effluent variability. The use of indigenous organisms, and not a standard laboratory organism, could also have contributed to variability. A hazard-based approach could be useful, as it will provide a consistent basis for deciding on the acceptability of impacts, while allowing natural site-specific differences to be taken into account.

Rapidly increasing global population is adding more pressure to the agricultural sector to produce more food to meet growing demands. However the sector is already faced with a challenge to reduce freshwater utilisation as this sector is currently using approximately 70% of global water freshwater resources. In South Africa, the agriculture sector utilizes approximately 62% of freshwater resources and contributes directly about5% to the Gross Domestic Product. South Africa is a water scarce country receiving less than 500mm/year of precipitation in most parts of the country, and consequently approximately 90% of the crops are grown under irrigation. Studies have evaluated irrigation practices and crop water use in the country. However information is lacking on the full impact of South African horticultural products on freshwater resources. The water footprint concept can be used to indicate the total and source (blue/green) of water used to produce the crops. Information about water footprint (WF) can be used for identifying opportunities to reduce the water consumption associated with production of vegetables and fruits at the field to farm- gate levels, including the more effective use of rainfall (green water) as opposed to water abstracted from rivers and groundwater (Blue water). It can also be used to understand water related risks associated with the production of crops and facilitate water allocation and management at catchment/water management scale. While the potential value of water footprint information is well recognized there is still inadequate knowledge on how best to determine the water footprints of various crops within a local context. The aim of this study was to determine the water footprint and the crop water productivity of navel oranges, pink lady apples and potatoes produced with the Olifant/Doorn water management area in South Africa.The water footprint of the navel oranges, pink lady apples and potatoes assessed following the water footprint network method was 125 litres/ kg, 108 litres/kg and 65 litres/ kg respectively. The study concluded that water footprint studies should be carried out on the whole catchment instead of one farm in order to assess the sustainability of the process.

To relieve the extreme pressure placed on overburdened water and wastewater infrastructure, the reuse of light wastewater was identified as a possible source of water supply for non-potable applications. The light wastewater discharge intercepted on-site can be recycled, treated and thereafter distributed to fixtures for agricultural, sanitation and gardening based activities. Sources for this light wastewater stream includes bathroom showers, bath tubs, hand wash basins including that of kitchens, laundry and washing machine outflows of recyclable quality. This type of re-usable water is called greywater (GW). This on-site re-use concept has potential to offer greater potable water savings if correctly implemented. For the purpose of this research, this particular type of waste stream excluding the kitchen and laundry discharge was the water source considered for the supply to this greywater treatment plant (GWTP). In 2009, the Water Research Commission (WRC) funded a greywater pilot study in a joint venture between the University of Witwatersrand (WITS) and the University of Johannesburg (UJ). Over the last few years, this project had progressed with new outcomes each year. The pilot GWTP at Unit 51, Student Town, UJ in Auckland Park was used for the purpose of this study. The selected reuse application for the GW effluent was for toilet flushing. GW was supplied to two toilets in a residential student complex housing 16 female and male students i.e. 8 students on each floor. The highlights of the WRC study included: a lack of satisfactory treatment efficiency and a well-defined protocol to address the problems associated with the slightly poor quality of effluent produced (i.e. unpleasant odours, greyish appearance and the unacceptable microbial count). Determining and addressing the user perceptions and user education about GW usage, respectfully, was a significant component in the successful management of the project. In this report, a practical evaluation of three crucial components of the GWTP was completed. These three components viz. treatment efficiency, user perceptions and quality standards, were common aspects of concern for existing decentralised GWTP’s within residential or small commercial stands.

Fresh water is a finite and vulnerable resource, essential to sustain life, development and the environment. Growth in population and economic activities have contributed to water scarcity, which is a frequent challenge in rural and township communities in South Africa. This study aimed at investigating onsite greywater reuse as a water conservation method in Lepelle-Nkumpi local municipality, Limpopo province. The study described the socio-economic characteristics, assessed the accessibility and availability of water supply, and ascertained the coping mechanisms for water scarcity as well as the perceptions and reuse of greywater. Four percent respondents each were selected from two settlements, namely, Mashite village and Lebowakgomo township (Zone F). Mashite village had a population size of 5314 people (1231 households) and Lebowakgomo Zone F had 5903 people and (1924 households). A systematic random sampling method was used to select the required households from the two settlements. Both open and close ended questionnaires were used. A Geographical Positioning System was also used to collect the absolute location of available taps in the study area. Data collected were analysed using SPSS version-22 and Arc GIS 10.1. The study found out that the socio-economic characteristics of importance on onsite greywater reuse included highest qualification, household size and employment status, but they varied in these two areas. In Mashite village the majority of the respondents went to secondary school (59%) as compared to Lebowakgomo Zone F where the majority (72%) attained tertiary qualification. Household size mean in Mashite is 6.18 as compared to Lebowakgomo Zone F (2.77). Sixty four percent of respondents in Mashite village were unemployed, whereas in Lebowakgomo 69% were employed. Water usage in the two areas differed; in Mashite village where they use less water (250 to 840 litres) as compared to Lebowakgomo Zone F, where more water is used (5900 to 8001 litres). In Mashite village, 87% of the respondents could not access water due to inaccessibility of taps and unavailability of water as compared to Lebowakgomo zone F (100%). It was also found that the Mashite community sometimes go for a period of two to three months without tap water whereas in Lebowakgomo water was comparatively regular. As a result both communities resorted to rainwater harvesting and greywater reuse. Seventy six percent (76%) of respondents in Mashite village and 30% of the respondents in ii Lebowakgomo Zone F harvested rainwater as a coping mechanism of water scarcity. Perceptions of greywater reuse were higher (76%) in Lebowakgomo Zone F compared to Mashite village (49%). A higher percentage of Mashite village respondents (98%) reuse greywater compared to Lebowakgomo Zone F respondents (59%). Both areas use greywater as water conservation method. These results reinforce the potential of domestic greywater reuse as an alternative for freshwater requirement. Greywater reuse as a water conservation method especially in villages can be used to alleviate the extent of water scarcity.

South Africa is a semi-arid country with an average rainfall of 450 mm per annum. According to the Department of Water Affairs, the total registered water usage in 2013 met the estimated 2025 high water requirement of 17.3 billion m3/annum. Therefore, the need had arisen to reduce water consumption and increase water supply to ensure the sustainability of our nation’s water resources. Many studies show that wastewater reuse or water reclamation is an under-utilized and very viable water conservation concept in South Africa. The reuse of wastewater for direct potable or direct non-potable reuse is a highly debated topic requiring frequent engagement and investigation. Although direct reuse for potable uses is often more contentious than direct reuse for non-potable uses, it is worth investigating for possible future implementation at certain water scares areas. Hence, this study investigated the possibility of the future implementation of direct wastewater reuse at Hartbeesfontein - a selected South African community, for potable or non-potable use. The study incorporated potential users’ perceptions, the cost implications of reuse and water saving potential by means of different water balance models. The survey conducted, measuring the intention of the residents from Hartbeesfontein to accept direct wastewater reuse for potable and non-potable use, revealed the community’s overwhelming acceptance (about 70%) of a reuse system should it be implemented in the future. The community’s preference for wastewater reuse for non-potable use (75%) was higher than for potable use (67%). Hypothetically, it would be possible to reuse 85% of the community’s daily demand for potable use, if all the wastewater collected at the wastewater treatment plant could be treated. It would then mean that the municipality will only need to provide 15% of the daily water demand. The option to reuse wastewater for non-potable use (i.e. to supply an industry) could save the community 22% its daily water demand. In this study, the cost of wastewater treatment for potable use was approximately 350% higher than the cost of potable water supplied by the Midvaal Water Company. The cost of treating wastewater for non-potable use however was approximately 46% less than the cost of potable water supplied by the Midvaal Water Company. By incorporating the outcomes of the water balance, perceptions of the community and analysis of the different wastewater reuse scenario costs, it was evident from the study that direct wastewater reuse for non-potable industrial application was the most viable water reuse option for Hartbeesfontein.

Growing populations, urbanization, environmental awareness with resultant regulations and water scarcity have resulted in a search for alternative water sources. Municipal wastewater reclamation and reuse is a necessity in these conditions because it is a water source that is available throughout the year. It can reduce the demand for source water and could be treated at lower costs to the required water quality requirements of the intended use. South Africa especially the Gauteng Province is subjected to the above mentioned stressors but lacks a holistic approach to wastewater reclamation and reuse as a practical and viable solution. Furthermore, the lack of characterization parameters as well as advanced wastewater treatment methods and the viability assessments of the municipal wastewater generated in the South Gauteng catchment, has led to loss of potential water resource in the province. Therefore the current research was initiated as a baseline study to investigate the feasibility of municipal wastewater reclamation and reuse in the South Gauteng catchment. The specific objectives were to 1) assess the worldwide practices of wastewater reuse, 2) apply influent and effluent data analysis and make recommendations on the type of reuse application available for the Southern Gauteng municipal wastewater treatment effluent and to 3) assess the viability of tertiary treatment technologies as best fit options available for different reuse options required for the study area. To achieve the above mentioned objectives a literature review was undertaken to assess worldwide water reuse practices and how they can be used in the study area to utilize the generated wastewater effluent. Influent and effluent data of four wastewater treatment plants (WWTPs) in the Sedibeng district municipality (SDM), three in the Emfuleni local municipality and one in the Midvaal local municipality, was used to assess the viability of water reuse. Available worldwide aggregate, nutrient, ionic and microbiological water reuse standards and criteria for potable, agricultural and industrial use were used to characterize the Sedibeng WWTPs for water reclamation. Wastewater reclamation and reuse is broadly defined as collecting treated or untreated wastewater and using it for a purpose different from what it was used for previously. Recycling, on the other hand, is using water, for the same purpose repeatedly (DWA, 2013a). Water reuse is practiced in countries such as the Western United States, Australia, Singapore, Namibia, Mediterranean countries and Japan for potable use, irrigation and industrial purposes. South Africa, having laid the foundation of wastewater reuse in Namibia, currently practices direct potable reuse (DPR) in the Beaufort West municipality as well as internal water recycling in the power, steel, petrochemical, paper and pulp industry. Water reuse standards and criteria are set based on regional differences of water availability, public health protection, monitoring feasibility, industry types and the reuse purpose. Risk assessment that includes among others a multi-barrier approach, water quality criteria objectives and acceptance determines treatment technology selection. Tertiary treatment technology such as ultrafiltration, reverse osmosis and advanced oxidation processes especially UV/H2O2 are used in water reclamation plants after preliminary treatment of secondary effluent. The four SDM WWTPs effluent, which was over 220 ML/d, the results show, mostly use activated sludge process and have water quality determinants complying with the design criteria for advanced treatment in water reuse. This effluent meets the Namibian Goreangab and Beaufort West Water Reclamation Plant (WRP) multi-barrier influent design criteria for DPR in most aggregate, nutrient and ionic parameters except microbiological parameters. Parameters such as chemical oxygen demand (COD), dissolved solids and ammonia and alkalinity were non-compliant for which this could signify incomplete activated sludge process. This shows the importance of secondary treatment as one of the barriers in the multi barrier approach. Even though membrane treatment of this effluent to improve these parameters and microbiological quality is possible effective secondary treatment as one of the barriers is important to prevent downstream membrane fouling. Depending on this water quality the water will be suitable for indirect potable reuse (IPR) with blending, industrial cooling, heat exchange and dust suppression as recommended uses. Municipal effluent, which could reduce potable water demand, is currently not used in the study area’s power generation and steel making industries Eskom’s Lethabo power station and ArcelorMittal respectively. This is even though, advanced water treatment processes such as reverse osmosis, exist for both organization’s internal wastewater recycling. The reclaimed municipal effluent can be introduced to moderate water quality processes such as cooling systems, heat removal, waste handling and washing in both industries in the study area. Public-private partnerships (PPPs) with water intensive user industries incorporating municipal secondary effluent in current and future infrastructure plans to find viable solutions as part of their water use licensing conditions. These PPPs would include the national Department Water and Sanitation (DWS), Sedibeng district municipality, Eskom, ArcelorMittal and Rand Water the bulk water utility in the study area. An in depth study of water reuse public perception, cost of water reuse, establishing purpose specific reuse guidelines and water quality monitoring and management plan for study area is recommended before implementation. Monitoring, which is one of the barriers in risk abatement, should include for the study area emerging pathogens, inorganic and organic contaminants of concern such as endocrine disrupting chemicals (EDCs).

This study aimed to develop a communication strategy for water re-use in Basic Education, which included illustrative learning materials which were suitable for online learning. To attain the intended aim, the study focussed on the subsequent objectives: to review and analyse learners’ and educators’ perceptions and understanding (knowledge) of water re-use; to examine strategies that could be employed to gain learners’ and educators’ understanding and acceptance of water re-use; to develop information or learning materials that would educate and enhance their understanding and informed decision making related to water re-use; and to discuss approaches to communicate water re-use in Basic Education. A qualitative orientation utilising participatory action research was employed as a research design for this study. A sample size of 80 participants, from four primary and four secondary schools in Mankweng Township was selected. 40 learners and 40 educators were selected. Convenience sampling was used to select the participants for this study. Data was collected by means of interviews, focus group discussions, workshops, teaching and participant observation. Thereafter, thematic analysis and NVivo software were employed to analyse data. This study employed Geertz’s notion of culture, Vygotsky’s social constructivism and the behaviour ecological model as theoretical frameworks to guide the research. Geertz’s interpretation of cultures was employed to understand culture and its effects on human behaviour, Vygotsky’s social constructivism was employed to understand the process of effective learning in educational contexts and the behaviour ecological model was employed to understand individuals’ behaviours and the background of the given behaviour. Understanding an individual’s behaviour and experiences towards water re-use assisted in developing water re-use illustrative learning materials. It also assisted with a communication strategy, which integrated Steyn and Puth’s steps, in the formulation of a communication strategy, joint approach model and a step by step content of a communication strategy and action plan model. The study revealed that the majority of individuals have negative perceptions and attitudes towards water re-use, due to a lack of awareness, knowledge and education. The “yuck” factor and health apprehensions were revealed to be major causes of such perceptions and attitudes. Education, campaigns and programmes, traditional and v new media, community meetings, rules, policies and regulation were reported as strategies which might be employed to promote water re-use. The study revealed that individuals’ home language must be made use of in all the water re-use promotional strategies. Communication approaches which promoted a platform for community participation, were revealed as appropriate for development programmes. As a result, participatory and development approaches to communication were considered suitable for communicating water re-use in Basic Education. The study further indicated that posters and storyboards were effective illustrative learning materials which could be employed to educate learners and raise their cognition regarding water re-use as a water conservation method. This would increase acceptability, awareness and practice and reduce negative perceptions, attitudes and concerns. The study indicated that water re-use communication should consider an individuals’ environmental, religious and cultural backgrounds, which would affect water re-use projects. The study also indicated that there was a relationship between an individuals’ perceptions, attitudes, education and culture.

This research involves the investigation of the interaction of different sized Nano Gold particles released into municipal drinking water and municipal waste water. Waste water was collected from Malamulele waste water treatment plant and the municipal water was collected at Mintek in Johannesburg, Randburg, South Africa. The waste water was analysed using ICP-MS to detect the metals and anions in it. The results showed the abundance of Sulphur (464 ppm), Calcium (28 ppm), Chloride (27.8 ppm), Iron (20 ppm), Magnesium (8.2 ppm), silicon (6.192 ppm) in descending order and other trace elements, including gold, that were immeasurable (<0.1). The simulated situation was created by adding 20nm gold and 40nm gold nanoparticles into municipal drinking water and waste water and kept at different environmental conditions (light, light and agitation, dark, dark and agitation) under aerobic and anaerobic conditions over a period of two months. Physico-chemical properties (pH and chemical oxygen demand) of the solutions were checked once in a month. The pH fluctuated between the acceptable ranges (5.5 – 9.5) for the two month period. Both municipal water and waste water, with and without gold nanoparticles, under aerobic condition showed an increase in chemical oxygen demand. The gold content in waste water under anaerobic condition showed an increase while under aerobic condition the decline in gold content was evident. The zeta potential of gold nanoparticles in waste water in light and agitation showed (-30 mV) while waste water on other environmental condition (light, dark and dark with agitation) presenting unstable (-18 mV) charge, but the charge shifted positively on the second month rendering them also unstable. Dynamic light scattering and TEM were used to check any possible aggregation or agglomeration of nanoparticles in the waste water. There were some few discrepancies where TEM and DLS contradict, but overall there was no significant probability of any aggregation of gold nanoparticles. The EDX was used to confirm the presence of Au0 in the waste water (with added gold nanoparticles). The research did show that the gold nanoparticles would exist as Au0 in the waste water and thus the discharge of Au-NPs to the sewer system is not recommended, but rather recycle them.

Environmental pollution due to heavy metals is a global crisis. Contamination as a result of heavy metals from industries such as mining operations, electroplating facilities, etc. pose serious threats to the aquatic ecosystem, people and the environment. Lead (Pb), cadmium (Cd), zinc (Zn), copper (Cu), mercury (Hg) and nickel (Ni) are common examples of heavy metal ions often detected in most effluents. They are characterised by their non-biodegradability, toxicity and tendency to accumulate in living organisms, and thereafter, cause various diseases and disorders. In this study, two nano-structured composite bio-sorbents were prepared to determine their metal binding capacity, effect of solution pH, contact time and elution in a magnetically assisted adsorption system. Consequently, this study aims to develop magnetically assisted adsorption process for industrial wastewater treatment for re-use.
