Abstract:
The rural areas of Amathole district municipality continue to experience difficulty in accessing water services. The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

Abstract:
The Republic of South Africa embarked on devolution of specific powers to municipal authorities due to the fact that municipalities are a sphere of government which is at the door step of the citizens. Among the powers that were devolved was the authority to regulate on the rendering of water and services to communities. From now henceforth in this study, water and sanitation services will be referred to as water services. The rural villages that had no access to water services during the previous dispensation were rapidly rendered with these services when the transformed Department of Water Affairs and Forestry took a decision to provide the services on its own in order to give space for the transformation of the local sphere of government such that these municipal X authorities are able to manage the load of the allocation of such functions mainly and to close the vacuum so that there is no gap as to who should be responsible for water provision in rural villages whilst the restructuring of municipalities to include the rural villages as part of the transformation process takes place. A decline in the pace rendering water services to the previously disadvantaged rural communities was noticed after the devolution of water services to municipal authorities and by implication once hands were changed. This left those rural communities that had no access to water services still without the desired water services and those that had water services provided left midway with dry water schemes and dysfunctional infrastructure. This study therefore seeks to uproot the cause for the deceleration of water services once it was devolved to municipal authorities. This decline was noticed by the researcher hence the study seeks to attempt providing alternatives and lasting solutions primarily because water services are essential services and water is life. The main objective of the study is to investigate factors that cause the deceleration of water supply and the slow movement in the acceleration of sanitation services in order to provide alternatives that may yield results. Given the above broad objective this study further aims at examining the following factors: The correlation in funding made available by the central government and the financial resources available to municipalities to perform the function in order to render this service properly. Technical support available to municipalities. Relevant legislation, its policies and its impact on the implementation of the service XI. The correlation between accountability, democratization and community participation on standards and quality of the service to actual outputs. Improvement of service delivery and its relationship with transparency and efficiency. Relatedness of poverty to non provision of water services. The relatedness of poverty, lack of basic services to influx in the cities. Relatedness of the quality of the water services to the outbreak of diseases

Abstract:
The purpose of this research was to investigate the impact of rural development projects on food insecurity and malnutrition at Siyazama food garden project in Sakhisizwe Municipality. The study followed a qualitative approach which included in-depth interviews of twenty-six (26) Siyazama food garden project members and four (4) municipal officials. The process of collecting data also made use of observations. Data was analyzed qualitatively, using thematic analysis of the content of the data, which employed an interpretative approach, resulting in a presentation of data, which is textual rather than statistical. The study found that the level of food insecurity and malnutrition in the studied area is still regarded as being high as most of the participants reported that they still have a problem in accessing all the vital nutritional elements which constitute a balanced diet. Also, the study also found that although most of the rural development projects like the Siyazama food gardening project have a profound effect in tackling food insecurity and malnutrition on household level, in South Africa there is a debate about the sustainability or such projects in solving this issue. The study found a number of challenges facing the Siyazama Food gardening project which include: theft, poor management, lack of support, lack of agricultural expertise and conflict amongst members. The study concluded by making some recommendations with to view of resolving the above mentioned challenges.

Abstract:
Water is an indispensible and yet a difficult resource to be renewed, thus water scarcity has become one of the major challenges faced worldwide, with the Southern regions of Africa being the most impacted and affected, especially the Eastern Cape Province of South Africa where rural communities depend on receiving waterbodies that are often negatively impacted by wastewater final effluents. This present study was conducted between August and December 2010 to assess the physicochemical and microbial qualities of the final effluents of peri-urban and rural communities based wastewater treatment plants in the Eastern Cape Province. The physicochemical parameters were determined on site and in the laboratory, while bacteriological qualities were determined using culture based techniques. The virological qualities were determined by molecular methods using reverse transcriptase polymerase chain reaction for the target RNA virus and the conventional polymerase chain reaction for the target DNA virus. For both wastewater treatment plants, the physicochemical parameters ranged as follows: chemical oxygen demand (5.95-45 mg/L); total dissolved solids (114.5-187.0 mg/L); salinity (0.12-0.20 psu); temperature (14.2-25.7oC); pH (6.0-7.6); nitrate and nitrites (1.55-6.7 mg/L and 0.023-1.15 mg/L respectively); biological oxygen demand (3.5-7.8 mg/L); turbidity (1.49-6.98 NTU); and chlorine residual (0-2.97 mg/L). Feacal indicator bacteria counts ranged as follows: feacal coliforms (0-1.25×104 cfu/100 ml); total coliforms (0-3.95×104 cfu/100 ml); and enterococci (0-5.0×103 cfu/100 ml). xviii Seventy five percent of the rural community based plant and 80 percent of the peri-urban community based plant were positive for coxsackie A virus, while hepatitis A virus was detected in all the rural community based plant 80 percent of the peri-urban community based plant. This study suggests the need for intervention by appropriate regulatory agencies to ensure regular monitoring of the qualities of final effluents of wastewater treatment facilities in the Eastern Cape Province and ensure compliance to established guidelines.

Abstract:
The problem that is researched in this study relates to the effectiveness of the extension model applied in the High Value Crop programme in improving rural livelihoods in the Eastern Cape. The extent of poverty in rural areas in the Eastern Cape motivated for the intervention of the Is‘Baya through the introduction of Integrated Village Renewal Programme (IVRP). The need to improve the quality of life of rural households through the promotion of agriculture and industry gave rise to the collaborative effort between the Is‘Baya Development Trust and Agricultural Research Council (ARC) in South Africa. The HVC programme was established to mitigate the effects of food shortage and poverty through the production of fruit trees, herbs and vegetables at household level. Evaluation of the effectiveness of this collaborative effort was carried out in four local municipalities of the OR Tambo District and these included: King Sabata Dalindyebo municipality (Zangci); Nyadeni municipality (Hluleka); Port St Johns municipality (Noqhekwana) and Ngquza Hill municipality (Hombe). An equal number of villages where Siyazondla was implemented by DRDAR were visited for the survey to relate the extension model applied with HVC. The villages visited included: OR Tambo (Mhlontlo local municipality) Xhokonxa village; Amathole (Amahlathi local municipality) Ndakana village, (Ngqushwa local municipality) Mgababa village and (Mbhashe local municipality) Mbanyana village. The broad objective of the study therefore, was to evaluate the effectiveness of the extension model applied on the HVC programme as well as to identify the roles and responsibilities of different stakeholders involved in the model. The specific objectives of the study were to describe the HVC based extension model as it is currently organized and implemented in the Eastern Cape Province of South Africa in relation to the erstwhile Siyazondla programme, to establish the effectiveness of the extension model in terms of skills transfer and capacity development, to determine the socio-economic impact of the extension model on the livelihood of involved households, to establish the extent to which the extension model has empowered women and youths and to study the factors that has contributed to the sustainability of the extension model. In carrying out this research and in line with the practice of Agricultural Research for Development (ARD), qualitative and quantitative methods of information gathering were applied. Group approach such as the Rural Rapid Appraisal (RRA) and the Participatory Rural Appraisal (PRA) methods of data collection were used. These tools include semi-structured interviews, focus-group discussions, transect walks, seasonal calendars, key-informant interviews, resource maps and secondary data. A sample of 149 respondents was selected from eight villages in the OR Tambo and Amathole districts. The HVC model was analysed using qualitative approach, descriptive statistics and inferential statistics. The Is‘Baya/ARC extension model is thus said to be effective in meeting the objectives of the HVC programme due to the efficient transfer of skills and technology and its positive impact on the livelihood of the people. There was also an improvement of the income and food security status of the rural dwellers in O.R Tambo district. The regression analysis model was applied and the results of the model were significant to the highest income earned. Out of 22 explanatory variables fitted in the regression model, 12 were significant. The R² and adjusted R² are 73 percent and 68 percent respectively which shows the significance of the fitted variables in the model. The very high F value of 15.427 shows strong significance of the fitted variables to the model. The study therefore concluded that the HVC based extension model implemented by Is‘Baya and ARC was very effective in improving rural livelihoods. The study further recommended investment in infrastructure, market linkages, value adding, public-private partnerships, creation of tenure security, investigation of different funding sources, investment on agricultural research, extension of skills provided and implementation of similar model by the public sector.

Abstract:
This study examines the extent to which the Siyazondla food programme, which is a woman based project, empowers women with agricultural skills and knowledge to alleviate poverty and improve their quality of lives in Ducats North area in East London. The investigation is based on the argument that when a woman is empowered, poverty will be reduced and the quality of life will improve. Through the use of qualitative research methodology, all women who are the main beneficiaries of the Siyazondla programme in Ducats North village were interviewed. Findings seem to indicate that although women in the project manage to produce good crops to feed their families, they are still not sufficiently empowered with skills and education to improve their quality of lives. This was found to be exacerbated by the fact that the officials assigned for the programme are to a greater extent inefficient and lack relevant knowledge to support beneficiaries. Most importantly, it was revealed that there is lack of monitoring and evaluation of the programme by government and this was considered to be the major constraint to successful implementation of the programme and in ensuring that poverty is alleviated in the area. It is on the basis of these findings that the study recommends that in order to yield positive results and ensure that women in the programme are empowered, there is a need to change the deeply embedded patriarchal perceptions and discriminatory practices and attitudes that seem to undervalue women‟s work. This will require greater awareness of women‟s contribution to agriculture, and the recognition of the role played by women in food security and poverty alleviation, coupled with a strong commitment from the government to empower rural women in agriculture.

Abstract:
The Green Drop Certification Programme, launched in 2008 alongside the Blue Drop Certification Programme, aims to provide the Department of Water Affairs with a national overview of how municipalities and their individual wastewater treatment works (WWTW) are complying with licence conditions set by the National Water Act (NWA) (No. 36 of 1998; DWAF 1998) and the Water Services Act (No. 108 of 1997; DWAF 1998). By publishing the results of each municipality’s performance, the programme aims to ensure continuous improvement in the wastewater treatment sector through public pressure. The programme has been identified by this project as a necessary linking tool between the NWA and the Water Services Act to ensure protection and sustainable use of South Africa’s natural water resources. It does this through assisting municipalities to improve their wastewater treatment operations which in theory will lead to discharged effluent that is compliant with discharge licence conditions. These discharge licences form part of the NWA’s enforcement tool of Source Directed Controls (SDC) which help a water resource meet the ecological goals set for it as part of Resource Directed Measures (RDM). The link between meeting the required SDC and achieving the RDM goals has never been empirically tested. This project aimed to determine the present ecological condition of the Uie River, a tributary of the Sundays River which the Sundays River Valley Municipality (SRVM) discharges its domestic effluent into. It then determined whether the SRVM’s WWTW was complying with the General Standard licence conditions and what the impact of the effluent on the river was through the analysis of monthly biomonitoring, water chemistry and habitat data. Lastly, the project examined the effectiveness of the Green Drop Certification Programme in bringing about change in the SRVM’s wastewater treatment sector, which previously achieved a Green Drop score of 5.6 percent. It wanted to examine the underlying assumption that a WWTW which improves its Green Drop score will be discharging a better quality effluent that will help a water resource meets the RDM goals set for it. The Kirkwood WWTW did not have a discharge licence at the time of assessment and was thus assessed under the General Standard licence conditions. It was found that the Kirkwood WWTW was not complying with the General Standard discharge licence conditions in the Uie River. This was having a negative impact on the river health, mainly through high concentrations of Total Inorganic Nitrogen (TIN-N), orthophosphate and turbidity. The SRVM should see an improvement in its Green Drop score for the Kirkwood WWTW. However, the municipality showed no implementation of necessary programmes. Implementation of these programmes would help the SRVM meet the General Standard licence conditions (part of SDC) which would help the Uie River meet the RDM goals set for it.

Smallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. On the other hand, factors such as provision of input subsidy and farmers’ membership of agricultural development projects are significant at 5% level. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

Abstract:
Public participation in water management processes is one of the internationally recognised and adopted principles of Integrated Water Resource Management. The South African Department of Water Affairs and Forestry aims to facilitate the decentralisation of water management powers to the local community level via the establishment of regional and local water management institutions, namely Catchment Management Agencies, Water User Associations and Catchment Forums. The National Water Act (No. 36 of 1998) acknowledges that the discriminatory laws and practices of the past have prevented equal access to water and the use of water resources. The contribution of water management institutions to social and economic development, in particular poverty eradication and food security, is mentioned in the water act. The participation of poor rural communities living in the Kat valley, an area where an elite minority reap the benefits of water use for agriculture, is the focus of this research. Their participation, perceptions and experiences are documented and explored to determine how the promulgation of post-apartheid water policy and legislation has affected their access to water. The results of this research are based on data collected from several methods including surveys, workshops and observation. Analysis of these data revealed the complicated and stagnant nature of participation from Kat valley rural communities in local water management initiatives and organisations. Existing water management organisations were not successful in stimulating poor people’s participation as they were unable to address their primary concerns, namely a secure source of potable water, employment and access to water for agricultural purposes. This thesis asserts that the Department of Water Affairs and Forestry, as the custodian of South Africa’s water resources, has not taken on a supportive, accountable role in assisting marginalised communities with improving their access to water for domestic purposes and securing access to water rights for productive use. This, in turn, has led to dissatisfaction among these communities and a wariness of participatory activities that focus mainly on raising environmental awareness. The establishment of effective accountability relationships among all stakeholders, pro-poor water management structures and initiatives, as well as integrated and co-operative management of natural resources, are needed to revitalise the present participation of poor communities living in rural areas.

Abstract:
The Government of the Eastern Cape Province introduced the Massive Food Production programme, which is a cornerstone within the agrarian reform initiative of the Provincial Growth and Development Plan (PGDP). The programme has been going on for more than seven years, however little has been documented on its impact. The main objective of the study was to investigate the impact of the Massive Food Production Programme on the livelihoods in Nkonkobe Municipality. This study did not only investigate its impact on the participants but also assessed its impact on the recipient communities. Accordingly, the specific objectives of the study were to investigate the impact of the Massive Food Programme on the asset base of participants, the general livelihood activities, and the livelihood outcomes. Among other livelihood activities, the study made an in-depth investigation on the impact of the Massive Food Production Programme on maize crop production. This is because the Massive Food Production was aimed at maize crop production. Previous studies investigated on the indicators of success that can be used to measure the impact of this programme. After the wide-ranging evaluation of views, arguments and research findings, a model to measure impact of the programme was designed. The asset base improvement was used as the proxy of impact. Nine factors were selected from the principal component analysis of the many factors that were taken to affect participation. Three other dummy variables to proximate location, participation and group turnover were added to the regression model that was developed to measure impact. The DFID Sustainable Livelihood Framework was used to investigate the impact of the Massive Food Production Programme. This approach was used in both conceptualizing the study and the selection of variables. The DFID Sustainable Livelihood Approach was selected because unlike the CARE or UNDP Sustainable Livelihood models, it was designed for such purposes. Data collection was accomplished through observation, interviewing, and focus group discussions. The researcher also made use of project annual reports on change of livelihoods, baseline survey reports, project log frame, internal reports, work plans, budgets and mid-term evaluation reports as sources of secondary data. v The research findings were analysed using several analytical procedures, including the conventional descriptive statistics, principal components analysis, and linear regression analysis. The use of the different types of analysis was driven by the research questions under investigation and the theories on which they are based, and by the available data. The study revealed that to some extent the Massive Food Production Programme has managed to improve the asset base of the farmers. However, its impact on ensuring food security is still debatable. Findings of the study revealed that most of the participants and the non-participants communities experienced food shortages in the last season 2007/8 for at most three months. The study revealed that the highest agricultural income is from livestock sales. The varying locations showed the potential of livestock production. It is recommended that development agencies consider livestock production as an agricultural strategy with immense potential for enhancing sustaining rural livelihoods

Powdered laundry detergents are consumed in high volumes worldwide. Post use, they are directed toward water resources via wastewater treatment works or, as is the situation in many rural areas of South Africa, they enter the environment directly as a result of laundry washing activity undertaken alongside surface waters. Within wastewater treatment works, the main ingredient in powdered laundry detergents, the narcotic toxin linear alkylbenzene sulfonate (LAS), is mostly removed, rendering the waste stream a negligible risk to the aquatic biota of receiving waters. In contrast, the biological and ecological impacts of direct LAS input to the aquatic environment, as a consequence of near-stream laundry washing, are yet to be fully realised. Consequently, this thesis posed two research questions: 1) 'What are the LAS concentrations in a small rural South African river'? and 2) 'Is the in-stream biological community negatively affected at these concentrations?' The chosen study area, the community of Balfour in the Eastern Cape Province, is like many rural areas of South Africa where inadequate provision of piped water to homesteads necessitates laundry washing alongside the nearby Balfour River. The first research question was addressed in two ways: by predicting LAS concentrations in Balfour River water by assessing detergent consumption and laundry washing behaviour of residents living alongside the river; and measuring actual in- stream LAS concentrations on different days of the week and during different seasons. Results indicated that LAS concentrations were highly variable temporally and spatially. High peak concentrations of LAS occurred infrequently and were limited to the immediate vicinity of near-stream laundry washing activity with the highest measured concentration being 342 μg.L ⁻¹ and the average 21 μg.L ⁻¹ over the sampling period. The second research question was addressed by integrating the chemical evidence, determined from the first research question, with the biological evidence of stress responses measured in macroinvertebrates collected downstream of near-stream laundry washing activity on the Balfour River. Predicted and measured LAS exposure concentrations from the Balfour River were compared to a water quality guideline for LAS (304 μg.L ⁻¹), specifically derived in this thesis. Biological stress responses were measured at different levels of organisation: two sub-cellular responses (lipid peroxidation and cholinesterase activity); three measures of macroinvertebrate tolerance to water quality impairment; five measures of community composition; three measures of community richness; and a surrogate measure of ecosystem function (functional feeding groups). Weight-of-evidence methodology was utilised to assess, integrate and interpret the chemical and biological evidence, and at its conclusion, determined no effect on the in-stream biological community of the Balfour River downstream of laundry washing activity.

The challenges of food insecurity and the manner in which it can be addressed is a global concern. Governments throughout the world have strived for means to address global food security either through development of Millennium Development Goals or United Nations protocols. It is a major concern that the South African Government has made it its centre focus to address the challenge of food security. In the Eastern Cape, the Department of Rural Development and Agrarian Reform has embarked on numerous food production programmes in an attempt to address this challenge. It is however noticeable that these attempts somehow did not manage to address their intended purpose. A study of literature with the aim of identifying critical success factors was done. The critical success factors identified and explored were, project management, establishing a clear mission and project objectives, addressing challenges and opportunities of social, environmental and economical sustainability, addressing physiological needs of the beneficiaries, involving the youth and community, role of extension services, training and capacity development, create local partnership and on-going monitoring and evaluation. The factors were then explored through a study of projects from the food production programme in Amahlathi Local Municipality in the Eastern Cape Province. A multiple case study wherein a purposive selection of four food security projects selected from two food security programmes was conducted. A structured questionnaire was used to source the information from all members of the selected projects to evaluate the existence of the critical factors. The main aim was to test whether these factors, if they existed in these projects, contributed to their existence. The findings reveal that none of the identified factors existed in the selected projects and though not proven, the non-existence of these factors has resulted in these projects being in survival mode instead of a sustainable state. A recommendation is made of a further study focusing on a bigger sample wherein these factors could be tested. The study could assist in developing a formal model for the running of these projects successfully.

Abstract:
International evidence clearly indicates that water shortages and the enhanced value attached to water and aquatic ecosystems are key concerns faced by many countries. International experience, since the mid-1980s, has emphasised the importance of addressing political, social, environmental and economic issues through active stakeholder participation in riverine and water resource management. These trends and issues are relevant to South Africa, where integrated water resource management (IWRM) is now a cornerstone of water resource policy and the National Water Act (NWA). Apartheid excluded communities in former homelands (racial reserves) from participation in IWRM. The research presented in this thesis was based on the search for philosophies and methods to involve the rural, former homeland people of the Kat River Valley in South Africa in IWRM. Post-modern, humanist and some logical positivist geographical philosophies were used during the research. This research applied Participatory Rural Appraisal (PRA) philosophy and methods and was influenced by the seminal work of Paolo Freire (1972). In addition, the use of innovative methods for engagement of the oppressed, using theatre methods developed by Augusto Boal (1995, 2000) was explored to add value to PRA. In addition, the application of Action Research ensured that community participants were actively involved in the research being conducted for this thesis. The applied research in the Kat River Valley in South Africa evolved through three key phases. In Phase One quantifiable data on the Kat River Valley and its residents was sought. This investigation did not empower the resident communities of Fairbairn and Hertzog – a lesson that influenced the move to more participatory methods in subsequent phases of the research. Lessons learned from using surveys encouraged exploration of participatory methods to enable participants to become “co-learners”. Phase Two of the research commenced with a series of feedback meetings, in which participants recognised that they faced an environmental crisis. Through a series of participatory workshops, residents came to acknowledge and affirm their environmental knowledge. Residents then committed themselves to gaining a deeper understanding of their environment and their lives. My role changed from that of a researcher to a facilitator. Phase Three of the research and the shift to Action Research commenced after local residents identified the need to personally take charge of their environmental challenges in the Kat River Valley and recognised the need to collaborate at a catchment scale for effective IWRM. This eventually led to the formation of a Water User Association and Catchment Forum. The key theoretical contribution of the thesis relates to the identified relationship between the development orientation and ecological paradigm, and an assessment of the impact this has on the inputs, processes, outputs and outcomes of IWRM. This theoretical contribution is equally valid in other countries, where the tradeoffs are essentially the same, but the framework for making the choices is different because of varying socio-economic and biophysical circumstances

This study deals with water service delivery for improved quality of life in the Mbizana Local Municipality. The study sets out to determine how the inner workings of water service delivery work in the Mbizana Local Municipality, situated in the Eastern Cape, and how this should function in terms of South African legislation. The objectives of the study are to understand the current state of water service delivery in the Mbizana Local Municipality, finding out information about South African legislation regarding the ideal state of water service delivery, and recommending development programmes to improve water service delivery. This study is about understanding trends in the body of scientific knowledge or literature, and studying (as objects) the ideas and writings of other scholars. No empirical study was conducted. The research methodology for this study is descriptive, with data sourced from available literature. The findings in this study indicate that backlogs for water service delivery remain high in the Mbizana Local Municipality. Regrettably, the situation has worsened since 2004; backlogs have shifted from 45 percent to 94 percent of households with no access to tap water. A number of normative criteria to deal with the research problem were extracted from available literature, from which conclusions were drawn and recommendations made.

This study considers the nature of South African municipal water service delivery, and how marketing strategies can provide a framework for better management of this service. It reflects on the elements that guide municipal decision making and evaluates user preferences for levels of the municipal “water service mix” by employing conjoint analysis. Particular attention is paid to consumer willingness to pay for improvements in the “water service mix”. The study argues that the values municipal consumers attach to the variables of the water service mix need to be better incorporated into decision making regarding water service delivery, and that conjoint analysis is an informative method to assist in generating this information. The study outlines a water service marketing challenge and methods of research followed to deal with it (Chapter One) and the nature of the laws and institutions governing water service provision in South Africa (Chapter Two). The task of providing water services is delegated to Water Service Providers (municipalities). The key variables of the water service mix from the consumers perspective include; quality of the water, rate of flow from tap, interruption of water flow, sewerage disposal, assurance of supply, and water service tariffs (Chapter Three). The study covers the areas of Amathole, Kouga and Nelson Mandela Bay Municipalities' (Chapter Five). The method of marketing analysis applied is conjoint analysis, alternatively known as choice experiment analysis. An overview of the method is provided and its application to three samples of one hundred residents at each of the study sites is described in Chapter Four. The responses of the three hundred residents provide the basis for the results. Respondents were requested to make a series of choices between alternative water service mixes consisting of six variables differentiated by three levels (Chapter Three). In making these choices they implicitly compared and weighed up the relative worth of the selected variables against each other. The findings of the analysis were diverse (Chapter Six); two of the three estimated models did not yield significant results. An interpretation of these results showed that the respondents of the Kouga municipality were willing to pay R65.05 more (per 10 xii Kilolitres of water) than their current monthly tariff for a marginal improvement in water quality, R57.29 more (per 10 Kilolitres of water) per month for a marginal improvement in sewerage disposal and R21.90 (per 10 Kilolitres) per month for marginal improvements in assurance of water supply. Findings showed that willingness to pay for reduced interruptions and improved flow rates was lower and not as highly valued as the abovementioned variables. Most of these findings were consistent with similar international and national studies showing their reliability. Although there has been significant improvement in extending the reach of the network since 1994, the standards of water service provision in South African municipalities do not appear to have improved. The results of this study mirror a number of concerns that have been expressed about the standards of service, particularly sanitation (in publications like the Green Drop Report). Municipal service delivery in these areas would appear to be constrained by a number of issues including a lack of public involvement, legislation, limited financial resources and institutional capabilities. However, it is a service that is too vitally important to be allowed to deteriorate. Marketing analyses can make a valuable contribution to allocating and managing the scarce resources to best satisfy the consumers of water services (Chapter Seven). When consumer orientation is formally introduced as the main objective into the thinking of the service provider, it becomes untenable to offer poor service delivery. But that is exactly what many municipalities appear to be doing. There is a need to get back to the basics – where the consumer is king. This analysis concludes that consumers want, above all else, assurance of water supply, a high quality of water, and safe environmentally sensitive disposal of waste water. It is recommended that municipalities not lose sight of the fact that price is an important part of the marketing mix. From the paying consumers perspective, when the government incorporate too many other considerations into pricing of water services they are, in effect, disengaging price from the marketing mix by not being sensitive to consumer needs. This approach shows a weak marketing strategy, and may result in dissatisfied consumers who may become unwilling to pay for their water services – an outcome that the researcher would discourage.

Cities must go further and further away to find new, more costly sources of water for human consumption while industries and agriculture continue to compete for increasingly scarce water resources. This may already be seen occurring within the Nelson Mandela Bay Metro where the severe drought being experienced during the past 18 months has severely depleted water supply dams. One of the main supply dams to the Nelson Mandela Bay Municipality is situated within the Baviaanskloof Nature Reserve and World Heritage Site. The potential of funding the Baviaanskloof Nature Reserve and World Heritage Site with payments for ecosystem services (water) obtained for water services supplied to the Nelson Mandela Bay Municipalities and agriculture in the Gamtoos River Valley will ensure financial sustainable for the Baviaanskloof Nature Reserve and World Heritage Site in the long term. This ability to become financially independent and generate its own income will place the Baviaanskloof Nature Reserve and World Heritage Site in a unique position within the conservation community in South Africa as only a very few protected areas are self sustaining through payment for an ecosystem service.

The aim of this investigation was to assess the impact of the In-Field Rainwater Harvesting technology on household food security in the study area. The study was conducted in Nkonkobe Local Municipality of the Amathole District Municipality in central Eastern Cape Province. The areas under investigation are Guquka and Khayaletu villages of the Thyume Valley, which is located about 30 kilometres north of Alice. The method used to assess the impact of the IRWH on household food security was a pair wise comparison method. During September 2009, there were 60 (34 in Guquka and 26 in Khayaletu) households who adopted the technology in home gardens. In order to get a clear picture of the impact of the technology on food security, a decision was taken to assess both the project members and non-project members, hence the pairwise comparison method. The non-project members (also 60 households) were selected randomly from those who were interviewed during the situation analysis in 2004. Five indicators were used to assess household food security. These were household income, expenditure on food, diet diversity, energy-protein intakes, and micro-nutrient intakes (Vitamin A, C and Iron). The income and expenditure data were collected from the 120 households. However, the detailed food data were collected from selected cases from both groups at different times (seasons) of the year. A case study approach was employed in data collection. A total of 12 cases (six households per village) were selected for this investigation. These were selected mainly according to the degree of poverty. The total of six households from each village comprised three project members and three non-members i.e. one from each poverty class (non- poor, poor and ultra-poor) in both categories. The data on the kinds of food products consumed by households was gathered using the food account method (FAM). The food consumed was then analysed for nutrient adequacy. The main findings of this investigation show the IRWH technology to have a positive impact on food security and nutrition of the project members. The technology made significant contributions to the amount of energy and vitamins A and C consumed by households especially during wet seasons. Substantial contributions of garden produce were noted among the project members. However, these contributions were not enough to ensure household food security. The results indicate that there are nutritional problems in the study area. Firstly, there is protein- v energy malnutrition mainly affecting the poor and the ultra-poor households. Secondly, there is hidden hunger affecting all poverty categories, even the non-poor households. This is mainly demonstrated by poor diet quality i.e. diet that lacks essential nutrients identified

This study explores views behind the failure of water supply projects to achieve sustainability, primarily from the 'users' perspective, and at a secondary level from the perspective of the government/funders. One completed water supply project was selected as a case study for the research project. The overriding principle behind the water infrastructure delivery programme is that the service must be provided in a sustainable manner, and that the community must actively participate and be involved in all the phases of the project. The provision of water is not simply as it might look. In reality it is a complex process, which involves a number of organisations with different, yet important roles and responsibilities. Ongoing collaboration is important among these organisations if the service is to be provided efficiently and in a sustainable manner. In particular, local government has a Constitutional obligation to provide services to all consumers in an efficient, affordable, economical and sustainable manner. The National and Provincial governments, however, have a number of responsibilities in the field of water services. Semi-structured interview method was used to collect data from respondents. Two sets of interview schedules were developed, one for the community/water project committee members, and the other for the government officials. The data collected was analysed both qualitatively and quantitatively. This analysis enabled the researcher to draw findings, make conclusions and propose recommendations. The findings and conclusions of the study point to lack of clarity on roles and responsibilities; gender and cultural constraints; and, poor training and capacity and building of the community as being some of the reasons for the failure of the project. The recommendations proposed entail, inter alia, massive community mobilisation and awareness creation programmes; improvement in levels of the service; adoption of a gender-sensitive approach to project development; and, implementation of a training and capacity building process in the community in order to 'revitalise' the project. The study has merely focussed on one water project and sets the scene for further exploration of the subject. It certainly highlights some critical issues around sustainability of water projects, and hopefully will contribute towards the ongoing debate in this area.

The implementation of water policy and the integrated management of water face multiple challenges in South Africa (SA), despite the successes of post-apartheid government programmes in which some significant equity, sustainability and efficiency milestones have been met. This study uses a series of intervention processes into municipal water service delivery to explore the context, constraints, and real-world messiness in which local water authorities operate. The equitable provision of drinking water by local government and the collaborative management of untreated water by ‘water user associations’ are two sites of institutional conflict that have been subjected to broad ‘turnaround’ and ‘transformation’ attempts at the national level. This thesis seeks to explore and understand the use of transdisciplinary research in engaging local water authorities in a process of institutional change that increases the likelihood of equitable water supply in the Lower Sundays River Valley (LSRV). Fieldwork was conducted as part of a broader action research process involving the attempted ‘turnaround’ of the Sundays River Valley Municipality (SRVM) between 2011 and 2014. A multi-method research approach was employed, which drew on institutional, ethnographic, and systems analyses within an evolving, transdisciplinary methodology. In the single case study research design, qualitative and quantitative data were collected via participant observation, interviews and documentary sources. Analytical methods included system dynamics modelling and an adapted form of the ethnographic tool of ‘thick description’, which were linked in a governance analysis. Government interventions into the SRVM failed to take account of the systemic complexity of the municipal operating environment, the interactions of which are described in this study as the ‘modes of failure’ of local government. These modes included the perpetual ‘firefighting’ responses of municipal officials to crises, and the simultaneous underinvestment in, and over-extension of, water supply infrastructure, which is a rational approach to addressing current water shortages when funds are unavailable for maintenance, refurbishment, or the construction of new infrastructure. The over-burdening of municipalities with technocratic requirements, the presence of gaps in the institutional arrangements governing water supply in the LSRV, and the lack of coordination in government interventions are analysed in this study, with policy recommendations resulting. The primary contribution of this study is in providing a substantively-contextualised case study that illustrates the value of systemic, engaged, extended, and embedded transdisciplinary research.

Access to adequate water and sanitation services in South Africa still remain a pipe dream for the millions who are trapped at the bottom of the class structures in the country. The poverty stricken communities living in Townships such as Motherwell, everyday long for water services infrastructure to be built in their places of residence. The costs of accessing water services also becomes a setback for many consumers in the area, this is after the infrastructure has been installed in their areas. The high unemployment rate plays an enormous role in many consumers not affording water services. Bureaucracy between the government department of Housing and the NMMBM also impedes delivery of water services for without formal housing, water and sanitation is impossible to be accessed within the households. The study revealed from the semi-structured interviews which were held with Mayoral Council official and Ward Councillors as well as with members of the communities NU 12 and 29 that access to adequate water services was not successful and satisfactory. The findings of the research demonstrate that the Municipality has a problem with retaining staff members in the portfolio of Infrastructure, Engineering, Electricity and Energy, which is the responsible department for providing water and sanitation services to the local inhabitants. This study was conducted from April 2009 to November 2009 and it was aimed at finding the Barriers to accessing water services in the Motherwell Township.

Water security is influenced by the complex interplay between ecological, socio-political, governance and water management systems. Achieving water security is essential for ensuring sustainable development, and challenges with water security are closely linked to the overall experience of poverty that many countries throughout the world, including South Africa, confront. These problems can broadly be understood through three main factors: water availability, access and usage; water governance and management underpin these factors. Water insecurity can often be seen in townships within South Africa, where water service delivery and water access is precarious. This study provides a lens into the water security experiences of two poor township communities in the Sundays River Valley Municipality (SRVM) namely Nomathamsanqa in Addo and Aquapark in Kirkwood. The research assessed water security patterns amongst RDP, township and informal settlement households serviced by the SRVM and found that communities face severe water security problems. Specifically, it was found that all township households encounter frequent water shortages, cuts in municipal water supply and water quality concerns. Issues around the payment for water and dissatisfaction with water service delivery also emerged. The purpose of this research was to allow for community experiences and perspectives to be expressed in an academic space that has previously been dominated by water management and policy makers. The study concludes that these communities within the SRVM experience significant challenges in securing safe water and these are largely due to social water scarcity issues and the difficulties the municipality faces concerning water service delivery.

This study assesses service delivery challenges in Intsika Yethu Municipality with reference to water and electricity. This report presents the findings of a study conducted to identify the service delivery challenges related to the provision of basic services such as water and electricity, together with the recommendations on how these challenges can be resolved. This study was prompted by the huge number of backlogs experienced regarding water and electricity as well as complaints of non-service delivery and little understanding of the programme and plans within Intsika Yethu Municipality. The results of this study show that the communities do not fully participate in their development planning processes and they do not understand the purpose and existence of IDP document. The researcher hopes that this study will sensitise the community to participate in the affairs of their development that will change the quality of their lives. Intsika Yethu Municipality should improve their strategies and consultation structures in the implementation of water and electricity projects as well as the IDP processes.

Factors affecting the provision of water constitute a great challenge to water officials not only in Buffalo City Municipality but also globally. Interviews form the basic data collection instrument used to provide empirical evidence to the objectives of the study. The objectives of the study are: To evaluate the underlying challenges encountered by water sector Engineers; To evaluate the role of municipal water sector officials in the provision of clean water; To analyse the factors influencing the provision of water in Buffllo City Municipality. Recommendations are provided which could assist Buffalo City Municipality in addressing the challenges affecting the provision of water as follows: The involvement of national and provincial governments in order to improve the Buffalo City Municipal infrastructure and capacity building is highly recommended. Power failure and water interruptions caused by mechanical problems and natural disasters, are further municipal challenges that need to be addressed irrespective of financial constraints. Public and private sector sponsors can be approached to join the initiative. Informal settlements should be formalised and limited to a certain number of people per site or household, depending on the infrastructure. If the infrastructure is not conducive they should be relocated elsewhere. Public and private sector sponsors should offer assistance to Buffalo City Municipality to develop the required water skills, by financing water officials who are interested in furthering their education at tertiary level. Public consultation, through meetings and public forums, and public participation, by the street committees and police forums, are recommended. Coupon systems for basic services like water and electricity for all residents is highly recommended. A generator for the municipal water sector is needed. This will overcome the power failure problem. The provision of water is affected by power outages as water equipment needs electricity to be able to operate. Installation of a water plant in Buffalo City Municipality‟s main dam, the Maden dam, that is supposed to supply King Williams town and the surrounding areas directly.

Service delivery is the provision of basic services to the community by Local Government (LG). The Water Services Act 108 of 1997 states that everyone should have rights to access water and sanitation. It further states that the level of service it provides its consumers, however, is dependent on a number of factors as per clause 11 (2) (a) which articulates that every water services authority has a duty to all consumers or potential consumers in its area of jurisdiction to progressively ensure sufficient, affordable, economical and sustainable access to water services. Craythorne (2006:170) argued that a municipality may, in accordance with a policy framework it has adopted, establish a part of the municipal area as an internal municipal service district to facilitate the provision of a municipal service in that area. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

This study is part of an NRF sponsored research project entitled “Neotectonics and its applications for the exploration of groundwater in the fractured Karoo aquifers in the Eastern Cape” under the NRF Niche area of Water Resources Management and Sustainable Development in the Eastern Cape Province. The identification of relatively highly productive wells in the Karoo fractured aquifers is extremely difficult. This study aims to identify neotectonic zones and lower stress fields, and apply the results to groundwater exploration in the Eastern Cape Province. The methodologies adopted in this study include: a comprehensive literature review, extensive field mapping and investigation such as road cuts, sampling for laboratory studies, examination of seismic data, study of hot and ordinary springs, and interpretation of aerial photography and satellite images. Three main neotectonic belts were identified in the Eastern Cape (southern neotectonic belt, northern neotectonic belt and eastern neotectonic belt) based on literature review and field interpretations. The southern neotectonic belt (from the Cape Fold Belt to the lower Beaufort Group boundary) is characterized by the reactivation of the Coega-Bavianskloof and Sauer faults, the presence of a hot spring near Fort Beaufort, the slickenlines and discrete slickenlines and specifically the seismic events that were recorded in the Eastern Cape from 1850 to 2007. In this southern neotectonic belt the remote sensing has also revealed the presence of the Fort Beaufort fracture, the quartz veins seen in some dolerites and the different vegetation types along it may indicate that this fracture is possibly a fault; moreover the Quaternary sediments and weathered dolerites indicate that the Fort iii Beaufort fracture is characterized by groundwater circulation and accordingly is a good target for groundwater exploration, this fracture is a post-Karoo structure and possibly a neotectonic feature. In addition, the kaolin deposit, chiefly developed in the Dwyka tillite near Grahamstown is clearly controlled by neotectonic fracture zones. The northern neotectonic belt near the country of Lesotho is marked by the presence of the Senqu seismotectonic regime and hot springs. The Quaternary Amatole-Swaziland (formerly Ciskei-Swaziland) axis of uplift makes the eastern part of the province the third neotectonic zone, the asymmetric meanders of the Mbashe river in the vicinity of Qunu near Mthatha derived possibly from this Quaternary uplift; this asymmetric feature of meanders implies that the river has tried to maintain stability of its valley where tilting occurred. Within these neotectonic belts the central part of the Eastern Cape may be considered a static and inactive belt. A northwesterly trend for the maximum principal compresssional stress predominates in the Eastern Cape and is correlated with the present major structural control of the province. The current stress regime determination was derived from faults, joints and quartz veins only on kaolin deposits. Systematic joints reflect regional tectonic stress trajectories at the time of fracturing. Discharge rates of groundwater from boreholes as provided by the Department of Water and Forestry were used to confirm and predict water exploration targets. The region of Tabankulu (near Kwazulu Natal) in the northern neotectonic belt has remarkable discharge rates of groundwater (11.1 l/s, 4.65 l/s, 6.49 l/s, 42 l/s). The region of Mthatha, nearly surrounding the Amatole-Swaziland axis (former Ciskei-Swaziland iv axis) of uplift which might have generated some new faults, has a number of springs. These two regions should serve as case studies for future research. Apart from these two regions, two others regions can be considered as case studies for future groundwater exploration targets: the Bath Farm hot spring near the Fort Beaufort neotectonic fault and the vicinity of what is known as the Fort Beaufort fracture near Teba and Cimezile villages 20km north west of Fort Beaufort. It is concluded that the study of neotectonics and stress fields may be a useful tool for groundwater exploration in the Karoo fractured aquifers in the Eastern Cape, and in similar regions elsewhere in South Africa and in Africa.

This study analyses the effectiveness of community participation in service delivery. The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

ENGLISH ABSTRACT: Water flows required for fire protection (fire flows) from water distribution systems (WDS) in rural towns in the Western Cape Province, South Africa, were evaluated as part of this research project. The fire flow requirements specified in different South African guidelines, as well as a number of international standards, were compared. Various guidelines and codes used in South Africa, including the South African National Standards, specify fire flow requirements according to the risk category of the area concerned. Alternative methods of firefighting and new firefighting technologies that can reduce the reliance on potable water resources for firefighting were evaluated. The traditional method of designing a WDS to provide potable water for firefighting, commonly employed in South African municipal areas formed the focus of the study. The potential fire risk costs (potential costs of damages if a fire was to occur) should also be considered, in addition to the network construction costs, when designing a WDS, in order to determine the most economically feasible option. Data obtained from the fire departments of three municipalities in rural towns of the Western Cape, was analysed to determine the actual flow rates that were required to extinguish fires in these towns. The records considered covered approximately one year in each case and included a total of 564 fire incident reports suitable for this study. According to the data, a small fraction (11%) of the fires was extinguished using water from the WDS by connecting firefighting equipment directly to a fire hydrant. The majority of the fires were extinguished by means of water ejected from a firefighting vehicle. This method implies the use of water drawn from the potable network at a certain location; the water is shuttled by firefighting vehicles, from either the fire station or from a central abstraction point in the WDS. The location of the said abstraction point was found to have a notable impact on the WDS and this received attention in this study. The data showed that 99.8% of the flows required in rural towns were lower than the flows recommended for moderate risk areas in typical South African guidelines. Hydraulic modelling of a hypothetical WDS model was conducted to illustrate that the provision of fire flows according to commonly used South African fire flow standards leads to higher costs. The latter hypothetical case study illustrates that designing a network to provide fire flows according to the referred standards resulted in 15% higher costs, compared to designing a network that would have provided for the actual recorded fire flows according to the data set obtained from the selected rural towns compiled for this study. The hypothetical case study also showed that the cost for a WDS, where sufficient pressure is required at all hydrants during peak fire flows, is 2.4% higher than the cost for a distribution system where water is supplied via predetermined hydrants for refilling firefighting vehicles. A WDS with central, predetermined abstraction points for refilling firefighting vehicles offers a solution to providing fire flows in areas where the distribution systems may be inadequate. The revision of the current fire flow standards of South Africa would, therefore, be a logical next step along with the reassessment of methods used for supplying fire flows.
AFRIKAANSE OPSOMMING: Water vloei vir brandbestryding (brandvloei) uit waterverspreidingstelsels (WVS) in plattelandse dorpe in die Wes-Kaap, Suid Afrika, is as deel van hierdie navorsingsprojek geëvalueer. Die brandvloei soos gespesifiseer in verskillende Suid-Afrikaanse riglyne, asook ʼn aantal internasionale standaarde is vergelyk. Verskeie riglyne en kodes wat in Suid-Afrika gebruik word, insluitende die Suid-Afrikaanse Nasionale Standaarde, spesifiseer brandvloei-vereistes op grond van die risiko-kategorie van ʼn spesifieke gebied. ʼn Verskeidenheid alternatiewe metodes vir brandbestryding en nuwe brandbestrydings-tegnologieë is ondersoek, om sodoende die afhanklikheid van ons beperkte drinkbare waterbronne vir brandbestryding te verminder. Die tradisionele metode om water aan munisipale areas te voorsien, die gebruik van ʼn WVS, is ook geassesseer. Hierdie metodes dui daarop dat die potensiële brandgevaar-kostes (potensiële koste van skade indien ʼn brand sou plaas vind) ook in ag geneem moet word, tesame met die konstruksie kostes van ʼn WVS, om sodoende die mees ekonomies haalbare netwerk te bepaal. Water is both a human right and a valuable commodity. Access to water for the rural poor is an international development concern that has been highlighted by the Millennium Development Goals adopted at the Millennium Summit in 2000 in Dublin, Ireland. South Africa's Free Basic Water policy is the government's response to assuring access to water for all - especially those who cannot pay. The policy, however, is required to work within an economic framework that promotes cost recovery and privatisation. The Free Basic Water Policy was officially implemented in July 2001. The policy was rolled out in most urban areas on or near this date. However, in rural areas it has proven much more difficult, and there are many areas that have not yet seen the implementation of Free Basic Water (FBW). This is partly due to varying financial, technical, political and logistical problems at the local and district municipality level. This research investigates the current situation in rural municipalities, looking specifically at FBW policy, institutional arrangements, operation and maintenance costs, cost per capita and affordability in relation to the Equitable Share allocations. Five case studies - compiled through interviews, document analyses, Participatory Rural Appraisal, and workshops provide a broad scale research base from which to analyse the current implementation of FBW in rural municipalities and ascertain whether this policy is affordable at this level. Water Service Authorities (WSA) are at varying levels of implementation, with few having a fully operational policy that is reaching rural areas. A costing exercise revealed that the service delivery price of water varies, but does follow a trend. From this trend a benchmark cost per capita of R5.84/month was determined. This price, although low, is not currently affordable in some municipalities due to insufficient government grants from National Treasury. These grants are fundamental to the sustainability of FBW and the situation must be resolved if FBW is to reach its target market - the poorest of the poor. The mixed success in the implementation of Free Basic Water in rural areas of South Africa should not be taken as indicative of future trends. As the local government transition to newly devolved powers and functions is completed, the capacity at this level to resolve the challenges is more likely. Subject to the continued strength of the South African economy, this policy could be a solution to the historical failure of service delivery to rural areas.

Sector Wide Approach (SWAP) can be defined as collaboration between governments, development partners and civil society. It promotes coordination of various donor funded programmes to align with a common sector vision. In the case of South Africa, a water sector SWAP was introduced in 2000. Funds were directed to municipalities that were providing water known as Water Services Authorities (WSAs). This study examines the impact of the SWAP on tangible water delivery issues in Ukhahlamba District Municipality, Eastern Cape. The literature reviewed focuses on rural development in South Africa, and abroad. The quantitative aspect of the research considered various sources including primary data from municipal records of water services provision. Interviews were held with community members, municipal and provincial government officials. Analysis of information from these sources indicates some aspects of water delivery were positive and some negative. Recommendations for improvement and further research are made in the last chapter.

Human beings depend on water not only for life itself but also for their economic wellbeing. Water resources play a cardinal role in the creation of everything that human beings produce. Post-apartheid South Africa is in the throes of incredible challenges. One of the more important challenges is access for all citizens to basic services. South Africa is doing this against a backdrop of strongly differential servicing that is its apartheid legacy, which has prompted many commentators to label South Africa a country of two worlds, more specifically, a developed world component and an impoverished developing world component. The challenge with respect to water is to ensure universal access in the context of the added hurdle of South Africa being a water-scarce country. The local municipalities of the Eastern Cape have been facing a number of challenges in the provision of clean, portable water to their communities. This has resulted in inadequate provision of water, meaning that not all communities have access to clean water 24 hours a day The overall objective for this study is to contribute to the body of knowledge available to the water sector about the management of sustainable water supply systems in municipalities, and determine the factors that have undermined the sustainability of water provision at a local government municipal level in the Eastern Cape Province of South Africa. In this research, the effectiveness of local governments, which act as water services authorities (WSA) and providers of water to the rural communities, is examined. To this end, a comprehensive literature review was conducted and data gathered to discover why there has been a failure in the provision of clean drinking water. The results of the research illustrate that institutional incapacity in rural municipalities and widespread poverty serve to undermine the sustainability of the local government sector and lead to breakdowns in services delivery. Measures are proposed that can be adopted to improve the current approaches of water supply in local municipalities.

Climate change and variability have great impact on the hydrological cycle and consequently on the availability of water resources. Variations in temperature and precipitation trends that are occurring are a consequent of the increase in the concentrations of greenhouse gases, which are subsequently affecting the hydrological cycle. This in turn affects water quantity and quality, which is essential for agriculture, domestic and industrial uses. This study, done in Elliot Town and the surrounding areas of Sakhisizwe Municipality in the Eastern Cape Province of South Africa, evaluates how climate change and variability is affecting water availability and its quality in the town. The impact climate change and variability on agricultural production is also assessed. Remote Sensing, Geographic Information Systems (GIS), databases and some statistical packages have been used to collect, analyse and create spatial maps used to derive concrete conclusions. The methods used aided in spatially analysing the changes in temperature and rainfall along the years and make a comparative analysis. The study has shown that the spatial changes in the amount, intensity and frequency of rainfall affects the magnitude and frequency of stream flows; consequently, increasing the intensity of floods and droughts that have been recurring in the last few decades. The municipality is more affected by climate variability than change, and the resultant extreme climate events are affecting the water resources resulting in domestic water cuts, poor water quality and low agriculture productivity. This study recommends the importance of an awareness campaigns on climate change and variability and their effect directed towards the community, especially on novel water harvesting technologies. The study also highlights the importance of a robust early warning system to prepare the community in case of a climate shock, which is an area that needs further research.
