Abstract:
In water resources management in South Africa, there is an emphasis on public participation. On a river catchment basis, one of the mechanisms for such participation is the establishment of catchment forums. However, members of catchment forums, particularly those coming from poor or rural communities, cannot be expected to engage in catchment management without having been enabled to do so. This thesis considers the use of GIS in the process of enabling the Kat River Valley Catchment Forum to better participate in catchment management. The research focus is on the use of GIS to facilitate an understanding of the Kat River Catchment and associated catchment concepts, and constructive communication and sharing, among the Catchment Forum. The GIS is used in the context of "GIS for Participatory Research", an outgrowth of Public Participation GIS (PPGIS), which focuses on GIS as a tool for empowerment within participatory processes. The study has used Action Research, situated in the Critical paradigm, as a methodology. The research has included seven Forum workshop processes and one series of in-village meetings. These engagements have involved map-based appraisals, issues and resource mapping, map-based planning, and the use of on-screen GIS for presentation and sharing. The use of GIS has facilitated the creation of customised maps, the integration of village-scale mapping into a catchment scale product, the presentation of synthesised data in digital and hardcopy format and, in so doing, has allowed catchment-scale appraisal. Outcomes enabling participation in catchment management have included developed mapping skills and an enhanced understanding of the catchment as a whole, and developed conceptual access to a decision-making language (or way of thinking), among participants. Furthermore, the Forum as a whole has identified common needs, and has developed a set of map-based action plans. The research process has yielded a number of lessons regarding "GIS for participation" and the participatory framework within which it takes place. Chief among these is that the GIS operator should take on the role of a participatory practitioner.

Abstract:
The importance of understanding the ecological functioning of coastal dune systems is emphasized as being fundamental to the correct management of the dune landscape. Dune vegetation along the Eastern Cape coastline, from Cape St Francis in the west to Kei Mouth in the east was described in terms of the distribution and phytochorological affinities of the taxa. At a regional scale species distribution was strongly influenced by both the climate, particularly rainfall, and the phytochorological affinities of the taxa. Seven communities were defined using TWINSPAN, and the interrelationships between these communities in anyone area appeared to be linked to a successional gradient. Dune Slacks are thought to play a key role in this successional sequence, and a temporal study of this community led to a conceptual model of plant succession in these dunefields. Climate, particularly rainfall and wind, are major factors influencing plant succession. Wind-borne sand causes the slacks to migrate in an easterly direction under the influence of the predominantly westerly winds, although easterly winds, mainly in summer months may reverse these trends. Autogenic changes appeared to be important in this succession, and a comparative study of a good example of a primary succession at Mtunzini in Natal was undertaken to elucidate the main mechanism of change. Eight communities that were identified here were concluded to be distnbuted along a gradient of increasing age, with successional changes predictable, linear and directional. Species were grouped in distinct zones along the continuum and edaphic changes (decrease in soil pH, increase in organic matter and exchangeable bases) were related to the community based changes in species composition. The mechanism of change supported the facilitation model of plant succession which is a modification of the original Clementsian concept. Similar results were found in the Eastern Cape, but due to the harsh environment, multiple pathways of succession exist. Data from this study lent support to the model of plant succession developed earlier, and confinned that the dune slacks played an important role in this facilitation by acting as centres of diversity. The foredunes were found to have an indirect role in protecting these slacks from salt spray and sand movement. The central theme of the management studies was to investigate the ecological consequences of recreational pressure within the dune environment. Current levels of beach utilization at East London were lower than other beaches in South Africa, but a general trend of increasing utilization due to sociopolitical changes can be expected. The suitability of questionnaire surveys to assess aspects such as the adequacy of facilities, perceptual carrying capacity and the beach users opinion of natural vegetation and preference for particular beaches was demonstrated. The dune vegetation was found to be sensitive to human trampling, but at current levels, the ecological carrying capacity will not be exceeded since results of the aerial census counts and questionnaire survey revealed that few people entered sensitive zones such as the coastal forest. More detailed long term studies on the susceptibility of dune vegetation to both trampling and off-road vehicle impacts revealed a low resilience of dune plant communities to these effects. Although susceptibility differed between the three communities tested, generally the greatest amount of damage occurred after the first few passages, and vehicles caused a more significant decrease in height when compared to trampling. Recovery rates were slow and low levels of repeated damage were sufficient to retard or prevent the recovery of the plants. Stricter control of vehicle use on beaches is therefore required, and in high use zones the ecological carrying capacity should be increased by providing access tracks if possible, or if not possible, by restricting access. A historical account of the process of dune stabilization showed that although first initiated in 1845, indigenous species were only used in the past three decades. The use of alien species has resulted in problems such as a reduction in the ecological integrity and aesthetic appeal of coastal systems. The techniques applied in the stabilization of drift sands with indigenous vegetation have been successful, as revealed by a quantitative survey of 17 sites in the Eastern Cape. Sites were grouped by multivariate analysis on the basis of their species composition, and variability between sites was dependent on the types of species planted. Selection of suitable species is therefore important and is discussed with respect to their natural distribution along the coast. The long term objective of stabilization should be the creation of functional, diverse, aesthetic ecosystems, since the intrinsic and economic value of the dune landscape for tourism lies therein. However, detailed studies should be undertaken prior to implementing a manipulative process such as dune stabilization, since ecological processes may be disrupted. An understanding of such processes is therefore important if one wishes to effectively manage the dune landscape.

Abstract:
Avusa Publishing (East Cape) (APEC) publishes several of the oldest and best known newspaper products in the Eastern Cape. The Eastern Province Herald is currently the oldest daily morning newspaper in South Africa and the average daily circulation of the paper is 25 000. Its main distribution is in the Nelson Mandela Bay Metropolitan area, as well as the area up to the Garden Route and as far East as Port Alfred. APEC also publishes the Weekend Post. According to the financial statements and circulation and advertisement figures of the company, the revenue generated by the company has not increased, but stayed stagnant. In addition to this, the daily circulation of the flagship publication, The Herald, has decreased from 29 000 in 2005 to 24 000 in 2008. As the company only generates revenue from two sources, namely advertising sales and the sale of newspapers, the above mentioned situation negatively affects the financial wellbeing of the company. The management dilemma that needed to be researched was how APEC's circulation and advertising income could be increased. The primary objective of this study was therefore to improve APEC's sales success by investigating the determinants of such sales success. More specifically, the study investigated the influence of determinants such as newsworthiness, value proposition, brand awareness, customer service, customer loyalty, credibility and new media on sales success, as measured by increased circulation and advertising revenue. Convenience sampling was used to select 287 employees working for the company. A mail survey was conducted among these 287 employees, but only 114 usable questionnaires were returned (a response rate of 40 percent). The empirical results revealed that brand awareness, customer loyalty and the use of new media technologies exerted a significantly positive influence on the sales success of APEC. The results further showed that newsworthiness, editorial credibility, value proposition and customer service exerted no significant influence on the APEC’s sales success. Despite the latter findings, the results revealed that there was a high level of trust and loyalty in the editorial content of APEC, as well as the perception of good value for money among both readers and advertisers. The managerial implications of these findings are discussed and areas of future research are recommended.

Abstract:
There are an estimated 300 state-owned enterprises in South Africa with nine reporting to the Department of Public Enterprises (Chabane, 2010). The remaining institutions report to various national ministries, provinces and municipalities. The problem faced by these institutions is related to performance management practices that do not assist these institutions to be effective, efficient, responsive and accountable service delivery arms as per the guiding principle of their establishment. The current performance management practices in these institutions prevent the institutions from achieving set goals and targets and being able to operate efficiently in a highly competitive environment. Performance management is a broad field and includes any activity that organisational leaders may undertake which is designed to ensure that personal and organisational goals are consistently achieved. In reality, most of the day-to-day activities of individual employees, teams, and business units make some contribution to the performance management effort. The objective of this study was to evaluate the use of performance management system in state development agencies in the Eastern Cape Province and recommend a framework for performance management that can be implemented to improve productivity. The empirical study was conducted, using a questionnaire with a semi-structured question design. The results of this study suggest that performance management is still a top down approach that results in sub-units and individual employees (not) taking ownership of the process. Another shortcoming in the implementation of performance management is related to the unavailability of easy-to-use technology for collecting performance information. Furthermore, a majority of the agencies do not use a strategy map which is an additional procedural framework through which the score card can be applied as a system to strengthen the management of the organisation’s strategy. State development agencies should find ways to improve their performance management systems to ensure that these are effective, efficient, responsive and accountable service delivery arms as per the guiding principle of their establishment. Despite all the shortcomings identified, the majority of the respondents agreed that performance management is a method of management designed to ensure that organisations and all its components work together in order to optimise the organisational goals. It is recommended that in order for the institutions to be effective and efficient delivery arms of government, a lot of work needs to be done to reengineer the implementation of performance management as a day-to-day management tool to drive the strategy of the organisations. This includes:  Taking advantage of technology and adopt easy-to-use computer-based programmes to collect performance data. These systems can be linked to the company intranet and allow all employees to update performance information in an effective and efficient manner.  Focus on their reward and recognition process. The reward and recognition should be linked directly to performance not a status, job grade or seniority. Reward and recognition should be given as soon as possible after outstanding performance. In doing so, institutions should move away from secrecy about performance evaluation results and remuneration, and towards an environment of more openness (transparency).  Lastly, institutions should make strategic management a core competency. This new management discipline has been adopted by the local government sphere. This means organisations should look at creating a position of strategic manager at a senior management level in their organograms.

The intention of the study was to assess the supply chain management policy at the King William’s Town District Municipality. It became apparent from the Literature review that any municipality to play a meaningful role in ensuring that South Africa achieves the goal of becoming a developmental state, capable of confronting service delivery challenges, there needs to be a proper implementation of the supply management system policy. The study was also aimed at identifying the factors that support or hinder the implementation of the supply chain management within the King William’s Town District Municipality. In order to achieve this objective, interviews and self-administered questionnaires were conducted with various respondents in the municipality. The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.

Abstract:
This research assesses the state of sustainability of State indigenous forests in the Eastern Cape and provides recommendations to improve their sustainability. The Eastern Cape Indigenous Forest Management Audit (ECIFMA) report of 2009 provided the primary data for this assessment (DAFF, 2009). The research was inspired by the fact that the global challenge of forestry destruction and degradation where the extent of forests is being reduced at an alarming rate of 6% annually. It became essential for global leaders to develop policies and strategies that sought to promote sustainable forest management. The monitoring of sustainability of forests was only possible through use of globally and nationally developed sets of criteria and indicators. Eleven forest estates responsible for the management of State indigenous forests in the Eastern Cape were selected for this research. The choice was influenced by the availability of audit data from the ECIFMA report of 2009. This report contained performance information of 41 indicators under 18 criteria for monitoring sustainable forest management as extracted from the PCI&S assessment checklist developed for monitoring the sustainability of indigenous forests in South Africa (DWAF, 2005). The data was refined using the MCA methods (ranking and scoring) as described by Mendoza and Prabhu (2000). These methods yielded to the determination of the performance of indicators of forest sustainability. It was thus important to conclude the research by responding to the following questions: • What is the state of sustainability of the State indigenous forests in the Eastern Cape? • What recommendations could be made to improve the sustainability of State indigenous forests? It was found that the State indigenous forests were not managed in a sustainable manner. The research report is concluded by providing concrete recommendations to improve forest sustainability.

The game industry has become one of the fastest-growing industries in South Africa and consequently, during recent years, a growing number of stock farms have been converted to game farms. All forms of utilization within the game industry play a vital role with regards to sustainability and simultaneously contributing a significant boost to the national economy. It is therefore important to ensure that game ranchers are as well-informed as possible in their decision-making, as well as in assessing their outputs and endeavours. However, the information available on the game industry in the Eastern Cape is limited. This research study therefore focuses on the emerging trends in the game industry in the province. The objectives of the research are to examine various pertinent factors associated with the game industry, investigate the trends and discuss whether these trends have any implications for future purposes. The research commenced with a literature review, as well as information from earlier survey studies of the Eastern Cape game industry. For the current study, a replicate survey was conducted throughout the Eastern Cape, involving as many game ranchers as possible, and data were collected by means of self-administered questionnaires. The dilemma confronting the black wildebeest in the Eastern Cape was thoroughly investigated, together with farmers’ opinions and trends for the future of the species. It was important to include this particular aspect in the research, as at the time of the survey, widespread concerns were expressed with regards to new legislation which emerged during that time. The research cast light on several aspects associated with the industry which could positively assist game ranchers towards improved management and planning, as well as provide guidelines for future development purposes. Furthermore, the research identified crucial issues that should receive immediate attention from stakeholders across the industry as well as government.

Abstract:
Herbal remedies are commonly used in developing countries for the treatment of various diseases, including constipation. The rationale for utilizing medicinal plants for the treatment of diseases rested largely on the belief that they are safe and free of side effects. However, there is limited scientific evidence on the safety and efficacy of these herbal medicines to back up their continued therapeutic application. Aloe ferox Mill. (Aspodelaceae), known as Cape aloe, locally called ikhala is a medicinal plant used by the people of the Eastern Cape Province for the treatment of gastrointestinal problems and constipation. The plant is a perennial shrub with thick succulent leaves bearing brown thorns on the margin and bright orange flowers arranged in oval lanceolate. It occurs in all weather in bush veld, road side, gardens and undisturbed places. According to the ethnomedicinal information, A. ferox is used as purgative. This research project was therefore designed to evaluate its ability in the treatment of constipation and to investigate its possible toxicological property. At the beginning of this programme, a survey of plants used for the treatment of constipation in Nkonkobe Municipality of the Eastern Cape Province was carried out using a questionnaire, which was administered to herbalists, traditional healers and rural dwellers. The study revealed 10 plant species from 8 families that are used for the treatment of constipation in the province. Four plants, Aloe ferox Mill, Boophone distischa L.f Herb, Alepidea amatybica Eckl and Artemisia afra Jacq, were repeatedly mentioned. Based on the frequency of usage, perceived efficacy and availability to the rural dwellers and the traditional healers, Aloe ferox was the most commonly used of the plants for the treatment of constipation. The plant was thus, chosen for the study. The invivo laxative effect of the aqueous extract of Aloe ferox in the treatment of loperamide-induced constipation in Wistar rats was investigated at varying concentrations. The leaf extract at all the dosages investigated (50, 100 and 200 mg/kg body weight) improved intestinal motility, increased fecal volume and normalized body weight in the constipated rats. This was an indication of its laxative properties. However, the laxative property of the herb at 200 mg/kg body weight of the extract showed best efficacy and compares favourably well with senokot, a standard laxative drug. These findings have therefore, lent scientific credence to the folkloric use of the herb by the people of the Eastern Cape of South Africa as a laxative agent. Toxicological evaluation of aqueous leaf extract of Aloe ferox in loperamide-induced constipation was studied at 50, 100, and 200 mg/kg body weight. The oral administration of the extracts did not show any significant effect on the liver and kidney body weight ratios as well as the kidney and liver function indices. The extracts, at all the dosages investigated, did not alter the levels of creatinine, uric acid, urea, calcium and potassium ions. Similarly, the levels of total protein, albumin, bilirubin and gamma glutamyl transferase (GGT) were not significantly different from the control. The plant extract appreciably normalized the elevated activities of alkaline phosphatase (ALP), alanine transaminase (ALT) and aspartate transaminase (AST) in the untreated constipated rats following treatment with the extract. The extract did not show a significant effect on the hematological parameters except for the increase in the lymphocyte count in the untreated constipated rats, which was attenuated after administering the herb. ThThe available evidence in this study suggests that A. ferox may be safe as an oral remedy for constipation. Generally, the effect of the extract compared favourably well with senokot, a recommended drug for the treatment of constipation. The antioxidant activities against 1, 1 diphenyl- 2 picrylhydrazl (DPPH), 2,2’ – azinobis [3- ethylbenzothiazoline -6- sulfonic acid] diammonium salt (ABTS), hydrogen peroxide (H2O2), Nitric oxide (NO), lipid peroxidation and the ferric reducing agents were investigated spectrophotometrically. Alkaloids, saponins, tannins, total phenols, flavonoids, flavonols and proanthocyanidin were also determined to assess their effects on the antioxidants activity of this plant. The phytochemical content of the ethanol and acetone extracts were consistently high compared to other solvents extracts. The level of tannins was not significant (P > 0.05) as compared with other solvent extracts. The free radical scavenging activity of the extracts was high even at lower concentrations (0.025 mg/ml) except in DPPH and lipid peroxidation. The ferric reducing potential of the extracts was concentration dependent and significantly different from Vitamin C and butylated hydroxytoluene (BHT) that were used as standard drugs. The present study showed a high level of scavenging activity of the leaf extracts of Aloe ferox in all the solvent extracts. Both ethanol and methanolic extract showed potent antioxidant activities than acetone and aqueous extracts. The study indicated that the leaf extracts of Aloe ferox might be a valuable source of natural antioxidant for both medicine and food industries. A. ferox leaf consists of the gel, latex and mesophyll layer; however, the main active constituents of the latex and the leaf exudate of Aloe ferox are anthraquinones which are believed to be responsible for the laxative property. The laxative compound in Aloe ferox leaf extract was isolated and characterized by extracting the plant material in methanol and extract suspended in distilled water. Partitioning was done with n-hexane, ethyl acetate and butanol respectively and was co-spotted with the over-the-counter (OTC) laxative drugs. This led to the successive column chromatography and thin layer chromatography (TLC) of the most active ethyl acetate fraction on silica gel with benzene/ethanol/ammonia hydroxide (BEA: 90:10:1), ethyl acetate/methanol/water (EMW: 40:5.4:5) and chloroform/ethyl acetate/formic acid (CEF: 50:40:10) as the mobile phase. The successive chromatograph and TLC afforded two compounds of Rf 0.420 (blue) and 0.831 (yellow) with the over-the-counter (OTC) drugs. These compounds were not totally elucidated due to their small quantity and instability. However, hydroxyl (OH) and carboxyl groups (COOH) was established as common to the extracted compounds, which might be responsible for the biological activity recorded for the plant extract.

The success or failure of a local municipality is measured by the efficient provision of basic services to communities within the area of jurisdiction. Waste management is one of the basic services that pose serious environmental challenges. Various strategies have been developed as a means of waste management and recycling is a popular strategy as it has the potential to foster relations between the municipality and the community. Studies by the Department of environmental Affairs have confirmed that the delivery of waste management services by municipalities has capacity constraints including, but not limited to, landfill site operations, waste collection, processing and disposal, and waste management hierarchy (Department of Environmental Affairs, 2008). This research is undertaken to establish how recycling can be effective in environmental management. The findings emphasise strongly, the high level of awareness that communities have on recycling; however there is a need for intensive resource support for the community initiatives to have the desired impact.

Performance management systems help align individual goals and objectives with those of the organisation. The system engages employees and thereby directs them toward achieving the strategic goals of the organisation. The purpose of this research study was to conduct a critical evaluation on the management and implementation of Performance management and development System in the Department of Local Government and Traditional Affairs. Despite the importance of performance management, most organisations find it difficult to implement, manage and sustain performance management systems and processes effectively. It is therefore crucial to ensure adequate planning, evaluation and training is done that will support a sustainable process. Given the strategic role played by the SMS, especially the management of Performance Agreements in the realization of government programmes, it is important that departmental officials make efforts to ensure compliance with its provisions. This study has shown that officials have not been accurate enough in their implementation of the PMDS. The study reveals that there is no staff development programme in place that would help develop staff members to grow in the different fields of their jobs. This is a sound reason why staff responded that they are not happy with the current system. It would appear that management does not devote a great deal of time to staff development. The focus of the PMDS needs to be changed from an output-focused system to a management development system, where there is an increased focus on the development of competencies, compared to the current focus on rewarding only output.

Abstract:
This project aimed at assessing and evaluating the extent to which deployed ICTs in the rural area of Dwesa have impacted on the lives of the residents there. This occurred between February 2008 and December 2009. The ICTs are an initiative collaboration of University of Fort Hare and Rhodes University, sponsored by Telkom SA, the Government of Finland and other market players. This research started by reviewing the extent to which rural areas in general have lagged behind in terms of accessing ICTs, paying closer attention to governmental policies and initiatives towards rural development. The project then looked at the currently available ICTs in Dwesa and trying to measure the extent to which they have been useful or rather complicated the lives of the people there. Also important was a review of the efforts made by the technology innovators towards ensuring that relevant and appropriate technologies were made available to the rural people. The project also looked into issues of sustainability, maintenance and general running of the project to ensure its success. Important key findings on access, appropriateness of ICTs, use and knowledge about the ICTs, literacy levels, education standards and readiness of community to use ICTs were made during this research. Also included in the findings are issues on state of infrastructure, already present services, and current uses of ICTs as well as notable positive ICT impact in Dwesa. The most important findings of this research were to assist in providing a detailed prediction of future impact of various possible new technologies that can be introduced to Dwesa. This research also had to be able to bring out a monitoring and evaluation system that should measure the impact of the ICT interventions over the past 5 years. This project was initiated in 2005 and is identified by the name Siyakhula Living Lab. The concept of a living lab is a new term for providing ICTs in an area where their usefulness can be tested based on the natural environment in which they are being used.

Smallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

Abstract:
The current interest in conservation agriculture (CA) technologies is a result of the need to reduce excessive land degradation in most crop producing areas as well as to enhance sustainable food production. Cover crops that are usually grown under CA to provide soil cover, may offer secondary benefits, depending on the farming system. The concept of growing cover crops is a relatively new phenomenon to smallholder farmers. Production of large biomass yields and weed suppression from cover crops were major challenges affecting success and uptake of CA technologies by smallholder irrigation farmers. Coupled with this, low soil fertility limit maize productivity and reduce water use efficiency on smallholder irrigation schemes in what is largely a water strained agro-ecology in South Africa. While cover cropping can increase maize productivity, benefits of different types of mulch are not well understood, leading to challenges in selecting the most appropriate cover crop species to grow in the Eastern Cape Province (EC) of South Africa (SA) which has a warm temperate climate. With respect to any new technology, smallholder farmers are more interested in the economic benefits. Cover crops have been defined as leguminous or non-leguminous plants used for ground cover in various temporal and special configurations used in crop or animal production systems. The purpose of these cover crops is to improve on or more of the following: soil erosion, availability and cycling of N, P, K, Ca and other nutrients, soil moisture and water infiltration, and weed or pest control (Eilitta et al., 2004).. Improvement of animal or human diet may be additional goals. This definition accommodates diverse systems which may include intercrop and sole-cropping systems. In the Eastern Cape Province of South Africa, a government initiative has promoted the growing of winter cover crops in smallholder irrigation schemes (Allwood, 2006). In other parts of Africa, legume food crops have been simultaneously grown with cereal staples to improve both soil cover and human diet (Eilitta et al., 2004). Winter experiments were undertaken in 2007 and 2008 to evaluate biomass accumulation, C and N uptake, weed suppression and response to fertilization. Winter cover crops planted included; oats (Avena sativa), grazing vetch (Vicia dasycarpa), faba bean (Vicia faba), forage peas (Pisum sativum) and lupin (Lupinus angustifolius). After cover crops were terminated, the effects of residues on weeds, fertility, moisture conservation and maize productivity were undertaken in the 2007/08 and 2008/09 summer seasons. Field studies were also done in the 2007/08 and 2008/09 summer seasons to investigate effects of strip intercropping patterns (3:2; 4:2; and 6:2 patterns) of maize (cv. PAN 6479) with mucuna (Mucuna pruriens) or sunnhemp (Crotalaria juncea) on maize productivity and summer cover crop biomass production. In a separate experiment effects of relay intercropping sunnhemp, mucuna and sorghum (Sorghum bicolor) on biomass accumulation and maize productivity were investigated. Decomposition, N and P release from both winter cover crops and summer cover crops were also assessed in laboratory incubation experiments. Oats, grazing vetch and forage peas cover crops produced mean dry mass of 13873 kg/ha, 8945.5 kg/ha and 11073 kg/ha, respectively, while lupin had the lowest dry mass of 1226 kg/ha over the two seasons. Oats responded to fertilization while, there was little or no response from the other winter cover crops. Oats and grazing vetch also reduced weed density by 90 % and 80 % respectively while lupin only reduced weed density by 23 % in relation to the control plots. Nitrogen uptake was 254 kg N/ha for oats while it was 346 kg N /ha for grazing vetch. In the subsequent summer season, grazing vetch and forage pea residues significantly (P < 0.01) improved soil inorganic N. Oat and grazing vetch residues significantly (P < 0.05) reduced weed dry masss and weed species diversity compared to plots with lupin residues and the control. Lack of maize fertilization tended to reduce maize yields but not for maize grown on grazing vetch residues. From an economic perspective, grazing vetch resulted in the highest returns. Decomposition of winter cover crops was much faster for grazing vetch followed by forage peas and lastly oats. Oats had 40 % ash free dry mass remaining after 124 days while grazing vetch and forage peas had 7 % and 16 % respectively. Maximum net mineralized N and P were greater for grazing vetch (84.8 mg N/kg; 3.6 mg P/kg) compared to forage peas (66.3 mg N/kg; 2.7 mg P/ha) and oats (13.7 mg N/kg; 2.8 mg P/kg). In the strip intercropping trials, sunnhemp achieved the highest biomass yield of 4576 kg/ha in the 3:2 pattern while mucuna achieved 1897 kg/ha for the same strip pattern. The 3:2 strip intercropping pattern slightly depressed yields, however, yield reduction was more pronounced in the first season where water stress was experienced. Growing maize on previous cover crop strips failed to increase maize productivity probably due to weed growth during the fallow reducing mineral N in these strips. Decomposition was faster in sunnhemp leaves and mucuna compared to sunnhemp stems. Sunnhemp stems had about 65 % of ash free dry mass remaining after the end of the experiment at 132 days while just over 10 % of mucuna and sunnhemp leaves still remained. Mucuna mineralized 60 mg N/kg and 3.2 mg P/kg and sunnhemp mineralized 45 mg N/kg and 3.5 mg P/kg. Relay intercropping did not significantly (P > 0.05) affect maize biomass and grain yield. Sorghum experienced the largest drop in biomass when relay-intercropped with maize. Mucuna resulted in the highest N uptake (271 kg N/ha) in sole cropping while sorghum had the lowest (88 kg N/ha). Grazing vetch results in high biomass yields with minimal fertilizer application in a warm-temperate climate. Grazing vetch mulch is also the most cost effective mulch for better early weed control, improving soil mineral N status, water conservation and ultimately enhanced maize productivity in smallholder irrigation maize-based systems. The 3:2 pattern maximizes summer cover crop biomass yields compared to the 6:2 and 4:2 patterns. However, the 3:2 pattern may slightly depress yields in a water stressed environment. Relay intercropping mucuna, sunnhemp and sorghum into a maize crop at 42 days after maize sowing has no effect on maize productivity while cover crop biomass yields are low. Having a long winter fallow period after maize harvesting, a common practice in the study area, reduces the positive impact of legume cover crops on soil mineral N. Results suggest that winter cover crops may result in weed control, soil fertility and maize yield improvement benefits while a long fallow period may cancel-out these benefits for summer cover crops. Grazing vetch is a cost effective cover crop that produces high maize yields with minimal fertilizer input. Maize growing on oat mulch requires more fertilizer application than crops growing on grazing vetch mulch. Conservation agriculture systems in which summer cover crops are grown alongside the maize crop with a long winter fallow period do not produce the intended CA benefits.

In the study the researcher has investigated the effectiveness of the use of the balanced score card as a performance management tool for grade 12 mathematics teachers at Amajingqi Secondary School in Adelaide, in the Fort Beaufort district, circuit 8. Thirty learners, four principals, four educators who teach mathematics and the mathematics Head of Department in the schools were selected as participants in this research. A questionnaire (Appendix A) was handed out to principals, HOD’s, mathematics educators and learners doing mathematics in the four schools (4) selected for the study. The main findings of this study were: Mathematics teachers had an average of sixteen years of experience in the subject. Maths teachers do no pay much attention to slow learners. Learners are demotivated and need motivation to perform above average. Learners do not practice mathematics enough. Parental involvement is lacking in assisting learners with schoolwork let alone mathematics. Maths teachers are overloaded with work as in the schools researched one teacher would teach mathematics from Gr. 8 to 12.

The Eastern Cape Provincial Administration has, since the promulgation of the Supply Chain Management Policy Framework in 2003, been challenged with the implementation of the said Policy.Some departments have progressed better than others, but all of the provincial departments have been challenged in one way or another.It was therefore, necessary to research the reasons for the erratic implementation process by the different departments. An analysis, based on answers provided by senior officials of the Eastern Cape Provincial Administration in an interviewing process, was needed to get an understanding of the challenges the departments are faced within the implementation process. In order to provide quality goods and services, this dissertation aims to evaluate the implementation process, provide insight to the challenges that the departments are faced with and offer recommendations on how to remedy these challenges. The lessons learned from this research study will assist the provincial departments to re-engineer their implementation processes and move forward to greater success and embracement of the Supply Chain Management policy Framework.

This Research Report that this research was motivated by the fact that despite thetremendous achievements have been realized from the successful implementation ofgovernment programmes and projects related the construction and refurbishment of medical facilities, educational, bridges and road infrastructure facilities. Trends indicate that only iota of evidence implies that the concept of risk management is fully integrated and embraced as part of a culture for ensuring the successful project implementation by the Modern South African public sector organizations. Empirical research revealed that the common types of risks that have been affecting the successful implementation of government projects and programmes include: riots, fraud, corruption, changes in demographic figures, outsourcing risks, and floods and changes in weather. Most of the participants stated that risks associated with riots do not only arise from the riots within the government departments, but also in the external environment. In terms of the internal riots, they revealed that when the employees go on strike or riots on their own or in solidarity with the other trade unions, leading to the process for the implementation of government projects and programmes being affected. Yet, in certain cases, they noted that internal riots or strikes most occur as preceded by rumours that the riots by a particular union will take place and may significantly affect the ongoing process of implementation of government programmes. Besides risks associated with the internal riots by the employees and the communities, the interview findings also indicated that the other forms of risks arise from the strikes and riots by the private enterprises.

The giraffe at Nyaru were found to be browsers who made little use of graze during the study period. They utilized a diversity of 20 browse species. Two species, Acacia karroo and Acacia cyclops, formed the bulk of the giraffe diet throughout the year. A definite seasonal dietary shift was evident. A. karroo was favoured in summer and autumn and formed the main food species in spring, summer and autumn. A. cyclops was favoured throughout the study, but its contribution to the diet increased during winter when less A. karroo was consumed. This seasonal shift is related to the deciduous nature of Acacia karroo. Although a seasonal shift in species contribution to giraffe diet has been observed in many other giraffe feeding studies, no studies on giraffe feeding have been done in the Mosaic Thicket of the southern Cape. The ecological browsing capacity for giraffe in thicket was estimated to be between 0.020 BU/ha and 0.095 BU/ha. The browsing capacity for giraffe at Nyaru, based on the available phytomass 2–5 m above the ground, was estimated using those species that formed the bulk of the giraffe diet, and amounted to 0.063 BU/ha. A maximum of three giraffe could thus be stocked on the 157 ha of suitable giraffe habitat on Nyaru. This stocking rate recommendation lies within the range commonly recommended by local consultants for giraffe introductions into the southern Cape. Their recommendations are, however, not based on quantitative assessments such as performed in this study. The recommendation of this study should not be applied as a fixed ecological capacity for giraffe in thicket, but should be seen as a starting point in the adaptive management cycle. Ongoing monitoring of parameters, such as herbaceous composition and phytomass; as well as the condition of key browse species, is strongly advocated. A. karroo was browsed significantly more and carried significantly fewer pods per tree at a heavily used site compared to a lightly used site. Heavy browsing thus appears to affect the reproductive success of A. karroo significantly. Fewer pods are likely to lead to lower regeneration and thus reduced density of A. karroo. Whether A. karroo will maintain its dominance within the thicket vii community in the long run will be related to how individual plants survive and reproduce and if some can escape from herbivory. Fewer G. occidentalis were clumped with other species at the heavily used site compared to the lightly used site. This could possibly be attributed to the fact that intense browsing pressure at the heavily used site caused protective clumps to be eaten away, thus exposing G. occidentalis to higher ungulate browsing. Previous studies have found that nurse shrubs protect G. occidentalis against ungulate browsing. G. occidentalis was browsed significantly more at the heavily used site compared to the lightly used site. There was a general trend of fewer fruits at the heavily used site compared to the lightly used site, while fruits were absent on G. occidentalis growing alone at the heavily used site. This suggests a negative effect of heavy browsing on plant reproductive success and emphasizes the importance of nurse plants for the successful recruitment and hence long term prevalence of G. occidentalis in Mosaic Thicket.

This study explored the relationship between management and the union in an Eastern Cape Public Sector Department. The study employed both qualitative and quantitative research tools to collect information from the respondents, who gave a view on their experiences of what the relationship is, and how it could be improved. The sample consisted of members of management and union executives, across employment levels. Both statistical and thematic analysis were used to analyse data from questionnaires and semi-structured interviews. The literature review defined the concept of trade unionism, management and trade union relationship in the workplace, and different frames of reference of the labour relations system. From the literature review it is noted that management and union relationships are more of a formal arrangement in the workplace; as such government, has developed tools to assist in this regard. Although that is not the case in the Department it is noted that the informal arrangement in the relationship between management and union is ‘working’ to some extent. Quality and sustainability of that, however, is questionable. The findings indicate that most members of management acknowledge the existence of the relationship between management and the union, but they are dissatisfied, as most members are not part of the engagements with the union. They are also of the view that it is in favour of the union. Unions on the other hand, view the existing relationship as working in favour of one union instead of the union collective. The union which finds favour is satisfied, and the other is not. It is recommended that the management and union engagement be formalized in order for the Department to work with unions in a more structured, professional manner, which would be inclusive of other members of management who feel left out. Not only that, but management would also be able to engage with the union as a collective, and not as an individual union.

The researcher’s interest in this study is in teachers’ perceptions and principals of the Integrated Quality Management System (IQMS). This study examines teachers’ understandings of this quality management and performance appraisal system, how teachers perceive the instrument used to manage and monitor their performance and the performance of their schools, and what lessons may be learnt regarding the implementation process of the IQMS. The investigation was carried out in three Butterworth District schools in the Eastern Cape. The researcher made use of qualitative methodology to obtain data from a sample of 3 principals, 9 teachers and 1 district official. Data were collected from these respondents by means of in-depth, semi-structured interviews and through document analysis. The study found that some of the teachers and principals felt that they did not understand the IQMS, and they complained that the system is fraught with many obstacles that need to be addressed in order to promote the effectiveness of teaching and learning. The participants also spoke of multiple factors that contribute negatively to this phenomenon, which include the fact that the teachers’ workload is increased by the IQMS, time constraints, inadequate training, vague and unfamiliar language, the financial incentive that is attached to the instrument, and the many structures in the implementation process. In addition, the system seems to encourage a bureaucratic style of management. Teachers and principals also suggested ways in which the IQMS could be structured by the Department of Education for greater efficiency in education.

This study examines the experiences of the school management teams and educators of the Isibane Circuit in the Queenstown District, regarding the implementation of an Integrated Quality Management System (IQMS) policy at school level. Following an agreement reached in 2003 between the South African Education Department and the major teacher organisations in this country, the IQMS was scheduled to be implemented in public schools from 2004. Two major challenges are identified and explained: accountability and development of human resources, as well as contradictions between internal and external evaluations. The study also elaborates on the changes in the educational history from the apartheid system to the democratic system of education. Nine schools participated in the study (two secondary schools and seven primary schools). These schools were purposely selected due to the fact that they had started implementing the IQMS policy, which was the main criterion for selection. Semi-structured interviews were used to gather data from principals, Heads of Departments as well as post-level one educators concerning their experiences of the IQMS implementation. The findings indicated that while the IQMS policy was good on paper, it was extremely difficult to implement. Issues of honesty and trust were at the root of difficulties that made the IQMS implementation challenging. The participants‟ understanding of IQMS was that it was intended for the provision of quality education and development.

This research study examined whether the physical resources in rural secondary schools are adequate and are managed properly by the school principals, for quality education to be achieved in the Eastern Cape Province. The dramatic changes in South Africa recognized that the future depends on an education system which develops the full potential of all learners. Although the Constitution of South Africa is advocating for equal education for all, there are disparities which are evident in the quality of the infrastructure, especially in remote rural areas where the fundamental requirements for effective education are lacking such as, water, electricity, sanitation and basic educational equipment. This shows that, although policy and legislative frameworks for transforming the education system have been put in place, managing the change is still a key challenge especially that of physical resources. Management of physical resources illustrates the problems facing principals by pointing to the lack of basic facilities in many rural secondary schools. In terms of the provision and management, many challenges remain, like most schools do not have adequate physical facilities. School buildings such as classrooms are inadequate or unsafe with no toilets, libraries, laboratories and many learners and teachers do not have learner teaching support materials (LTSMs). On the other hand, in terms of the Constitution, the Department of Education is responsible for bringing redress, equality and to upholding the Constitutional values such as shared decision-making, transparency, shared accountability and empowerment for equal partnership with other stakeholders. The physical resource management is one of the major responsibilities of principals. Their leadership is largely about ensuring that a clear and shared sense of direction is developed for both leadership and management. The school viii system meant that schools have moved nearer to the communities they serve and this has led to schools being more accountable to their communities. This study further investigated whether there is a significant correlation between the management of physical resources and quality education as well as the eradication of poverty in the rural secondary schools of the ECP. The proper execution of the management tasks of planning, organizing, leading, and controlling (POLC) by the principals have contributed extensively to the success of the schools. Therefore, this will mean that the act of managing physical resources through POLC and the process of working with or through SGBs, teachers, parents, learners, EDOs and the community at large to achieve set goals of education of relevance, excellence and quality education by effectively and efficiently using the physical resources in a school climate and environment that is collegial. The study showed that there is a link between management tasks (POLC) and collegial style of leadership in the school. The literature reviewed supported the view that the invitational style of leadership and collegiality increase the potential of a school to manage its physical resources economically, efficiently and effectively, particularly in a climate where the resource handlers take ownership of the school especially in remote rural settings. The 255 out of 300 subjects (85%) chosen to participate in this study were selected on the basis of their accessibility. Convenience sampling was used to conduct the study as this ensured that the population represented stakeholders that manage physical resources at schools, such as deputy principals, head of departments and teachers. Questionnaires were distributed, completed and collected personally. The questionnaires were analyzed and gaps such as the effects of lack of physical resources and how the learners’ profile were affected were reinforced by individual and group interviews that were semi-structured as ix well as participant observations from principals at O.R Tambo, Chris Hani and Amathole District Municipalities were conducted. It was deduced from the statistical data presented that there is a significant correlation between the principals’ management tasks and the quality of education. This shows that the more the principals blend properly planning, organizing, leading and control management tasks the more the physical resources will be managed better, that is, effectively, efficiently, economically and transparently and the less the bringing together of management tasks the less the meaningful management of physical resources will be. The study supported the hypothesis that a combination of management tasks performed by the principals positively influences the proper management of physical resources in rural secondary schools of ECP. The study rejects both null hypotheses that there is no significant correlation between planning, organising, leading and controlling as leadership functions of PRs and the quality of education in rural secondary schools of ECP as well as, that principals of rural secondary schools are not expected to possess adequate leadership knowledge and skills to effectively manage available PRs in their rural secondary schools. This study affirms the view that adequate physical resources are crucial as well as the appropriate management skills of principals for high quality education to be achieved in rural secondary schools. Without adequate physical resources, proper handling of the limited physical resources and the possession of management skills by principals, rural schools are less likely to succeed in their efforts to improve education.

There has never been an age in which change did not take place. However, the increase in the unpredictability of many factors of the 21st century means that organisations are susceptible to, and must embrace change. This results in an increase in the pace at which organisations may have to deal with change. This research study evaluates the interventions considered to bring about optimal change within organisations. In order to complete this study it was necessary to address the fundamentals of change management, tools utilised to manage change and the current theoretical models that assist organisations in managing change. The study took place within the Eastern Cape as it is regarded as the second fastest growing economy in South Africa. The researcher used the automotive cluster as the population for the study as it is the largest industry within the Eastern Cape. Based on the theoretical findings of a literature survey a questionnaire was developed and distributed to a randomly selected sample in the automotive cluster. The objective of the questionnaire was to evaluate the theory used and to develop a process model of change management. The results of the empirical study were statistically analysed and interpreted. Among the most important findings of the research was the fact that organisations in the Eastern Cape do not follow any specific theoretical model for managing change and very few organisations have a formal change management policy. Although the respondents to the survey acknowledged that it is imperative to engender an awareness of change management principles, especially among top management, the majority does not adhere to this principle because it is too time consuming! This research study highlights a number of areas where the management of change can be improved and presents a practical process model that can be adapted and used by the majority of organisations within the East Cape Motor Industry Cluster.

Historically, the most frequently used energy sources have been those nearest and easiest to consume. Unfortunately, society’s reliance on fossil fuel for power generation has occurred at the expense of the environment, coal being a major contribution to carbon dioxide (CO2) emission. Carbon dioxide is classified as a greenhouse gas (GHG); it contributes to the phenomenon of climate change (Haw & Hughes, 2007, p.1). According to Worrell (2011), industry uses nearly 40 percent of worldwide energy on economic activities. Value chain activities alone contribute almost 37 percent to global GHG. Organisations are socially and ethically required to minimise the carbon footprint of their operations. Reducing energy use makes perfect business sense; it saves money, enhances corporate reputations and helps everyone participate the fight against climate change (Carbon Trust, 2011). Gielen, Newman, and Patel (2008) strongly believe the overall energy and emissions trends can be mitigated through additional energy efficiency measures. However, implementing EnMS will enable organisations to establish systematic approaches and the processes necessary to improve energy performance, including energy efficiency, use and consumption (SANS 50001, 2011). The objective of this paper was to evaluate the current energy management strategy adopted by selected automotive manufacture in Eastern Cape. The research was motivated by the fact that previous researchers have focused more on technological aspects and less of management functions. The research paradigm followed in this paper was qualitative because a case study is used to gain an insight and understanding about more and less successful energy management strategies. In this report, background about the global energy outlook and its significant to economic development, factors behind energy demands, the link to climate change and providing effective energy management principles are covered. The energy management principles covered key elements for delivering successful energy management. Literature highlighted that, senior management commitment is the foundation of good energy management, which is delivered through a formal energy policy and a supporting energy strategy with action plan. High level commitment will provide: Advocacy from senior managers; Visibility of the issues across your organization; Impetus for the organisation to implement energy management; Resources, both human and financial. It will also demonstrate that good energy management is part of your organisation’s mission and as relevant as other management aspects. The empirical study is focused on the characteristics of the current management system and organisational structure employed with its relevant functions. Based on these reference points the paper concludes with recommendations for the case study organisation.

Abstract:
The aims of this study were to determine the potential use of biomarkers at multiple levels of biological organisation together with a fish community bioindicator to assess the estuarine health status of three temporarily open/closed estuaries. The estuaries investigated were the East Kleinemonde (EK), Old Woman's (OW) and Mtana (MTN), all of which are situated in the Eastern Cape Province. Three biomarkers, the acetylcholinesterase (AChE) assay, lipid peroxidation (LPx) assay, liver histopathology and a condition factor were used to determine sub-organism health and one bioindicator, the Estuarine Fish Community Index (EFCI), was used as a bioindicator of community health. The estuarine-dependent marine species Rhabdosargus holubi was selected as an indicator species for the sub-organism level analyses. The results from the community analyses indicated that the EK and OW estuaries were in 'good' condition, while the MTN was found to be in 'moderate' condition. Histological analyses revealed that R. holubi from all three estuaries showed signs of pathological changes to the liver, with the fish from the MTN eliciting the highest occurrence of these changes. The LPx assay found that R. holubi from both the OW and MTN showed signs of oxidative damage in the liver tissue, but those from the EK did not appear to be affected. The AChE assay showed that only the fish from the OW had been affected by anticholinesterase compounds. A laboratory study was undertaken using R. holubi as a positive control for the AChE and LPx assay. The fish were exposed to 3 μg/L chlorpyrifos, a known cholinesterase inhibitor, for six hours and their tissues were examined for changes to LPx levels and AChE activities. AChE activity was significantly inhibited (Mann Whitney U test, Z = 3.65, n = 38, P < 0.001) by the exposure, but LPx levels were not significantly affected. A composite index incorporating the biomarkers at different biological levels of organisation was developed. The index was designed to assist managers and scientists to determine whether the ichthyofauna of a system was being affected by environmental stressors and what management interventions could be undertaken to ameliorate the water quality in an estuary. The index was applied to the three estuaries investigated during the present study and both the OW and MTN were assessed to be in need of immediate management intervention. The fish in the OW were found to be stressed at all the sub-organism levels measured and the reason for this was hypothesised to be as a result of golf course activities in this adjacent estuary. A number of management actions are proposed to reduce the sub-organism stress observed in the fish from the OW. The livers of fish from the MTN were shown to be under stress; however the causative agent of this stress was unknown because there is no formal development in the MTN catchment. However, a possible contaminant source is proposed and management interventions to alleviate the stress on the biota of the MTN are suggested. The EK does not require immediate management intervention, however, continuous routine monitoring is recommended to ensure that conditions do not deteriorate. Shortcomings of the index were outlined and a number of suggestions were made in terms of other measures of biological health which could be incorporated into the index.

Through a combination of theoretical discussion and case study analysis from two villages in the Eastern Cape Province, South Africa, this thesis explores the relationship between institutional change and ecosystem dynamics through a multi-scale approach that combines local and scientific knowledge. Several conceptual approaches were combined in this study. These included; the Resilience perspective, the Sustainable Rural Livelihoods approach, the Millennium Assessment framework and principles, and the Environmental Entitlements approach. Various participatory research techniques were employed which combined with GIS technologies, existing data sets, and historical records. Common pool resource areas are social spaces, where local values attached to resources are institutionally mediated, politically nuanced, economically interpreted and historically situated. Political driving forces at various scales have played a disproportionate role in local level institutional functioning in the case study area. In particular, inappropriate state-lead interventions into land use planning have weakened local level institutions, and have reduced the ability of the linked social-ecological system to cope with change and uncertainty. People and ecosystems become more vulnerable when driving forces such as political upheaval, economic depression and drought over-lap. However, rural people are not mere spectators in the face of these driving forces; they respond both reactively and proactively to ensure resilience to change and uncertainty. Ecosystems at Mt Coke play a key role during times of crisis in rural livelihoods. These ecosystems have undergone various short-term cyclical changes largely in response to rainfall fluctuations, and some longer-term changes linked to political events and trends that have affected management practices and local institutions over time. Orthodox ecological interpretations of ecosystem change appear to ignore four key factors identified in this study: 1) the role of institutions in shaping access to resources, 2) the demand for resources in rural livelihoods, 3) the dynamic interaction between social and natural systems, and 4) the interaction between social and natural systems across scales of analysis. The future of common pool resource management lies in the combination of local and scientific knowledge through an adaptive management approach that encourages learning and adaptation in local level institutional structures.

Solid waste management in high density low-income areas is a problem that manifests itself in ubiquitous illegal dumpsites and unhealthy living environmental conditions. Community participation in solid waste management in Duncan Village, C-Section has been found to be part of the solution to this problem. This study investigates community participation in SWM at household level, community waste project level and at informal salvaging/scavenging level. The integration of community participation into existing Buffalo City Municipality waste management plans and the nature of the relationship between the different interest groups are investigated. This study employs qualitative research methods where interviews and participatory observations are used to investigate key objectives. The nature of the relationships between councillors, C-Section residents and the Buffalo City Municipality Departments are tenuous and fraught with conflicts. These conflicts emerge due to the lack of communication as well as due to the non-integration of the community interest groups‟ views and activities into solid waste management in C-Section. The study suggests that this lack of communication should be addressed and that integrated participation of all stakeholders must be encouraged for effective solid waste management in a high density low-income community.

Much emphasis has been placed on democracy, equality and human rights since the dawn of the democratic South Africa in 1994. Efforts to align the South African education system with the democratic principles of the Constitution, not only in terms of eradicating past racial divides, but also in terms of accessibility to learners who experience barriers to learning are eminent. The South African Government issued various policies to ensure quality, equitable and accessible education for all, irrespective of ability. Theoretically, no learner should therefore being discriminated against on any basis. In practice, however, thousands of learners, especially those who experience barriers to learning are denied the opportunity to receive meaningful development opportunities in many mainstream primary schools, resulting in their early drop out from school without having acquired the basic skills and knowledge to become self sustainable members of their communities. With the adoption of Bronfenbrenner’s ecological model as theoretical framework for this study, the primary aim of this qualitative investigation was to investigate and describe how effective learners who experience barriers to learning are managed in mainstream primary schools and to develop a framework for the creation of more sustainable management systems to ensure that the needs of all learners are met. The findings of the empirical investigation revealed that most learners who experience barriers to learning are currently not managed effectively in mainstream primary schools due to factors situated across the whole education system, to the detriment of learners who experience barriers to learning. Based on the findings of the empirical investigation, this study proposes a framework which will ensure the effective management of learners who experience barriers to learning in mainstream primary schools. The framework include recommendations to be implemented across all layers of the ecological system.

Exploratory factor analysis was used to improve the research problems and enhance the validity of the research. Data analysis for this study includes descriptive statistics, Pearson correlation and regression analysis. Reliability was tested using the Cronbach‟s Alpha while validity was ensured by using a statistician and by pre-testing the research instrument in a pilot study.

Abstract:
Effective microorganisms (EM), a commercial concoction of microbes that includes yeasts, fungi, bacteria and actinomycetes, have been found to be effective in enhancing crop growth by a number of scholars. It is registered in South Africa, but it had not been thoroughly investigated. The present study investigated the effects of EM on growth, yield and quality of tomato (Lycopersicon esculentum Mill), butternut (Curcurbita moschata) and Swiss chard (Beta vulgaris), along with selected soil properties. In field-grown tomato it was observed that the application of EM caused a significant increase in the number of fruits at seven weeks after transplanting. However, plants treated with EM alone, or EM in combination with other amendments, subsequently produced lower yields owing to an outbreak of early and late blights which affected them the most severely. Combined applications of EM with organic amendments improved plant N content and increased soil N content above initial levels. The application of compost resulted in soil N and P concentrations higher than those of the control presumably due to nutrients being slowly released from the compost material. In a follow up greenhouse trial EM application had a negative effect on tomato leaf dry matter yield, number of leaves, number of trusses, fruit yield and number of fruits. The negative effects of EM were ascribed to N immobilization by the EM that could have resulted in reduced N availability to plants. The lower number of fruits associated with EM application resulted in improved average fruit weight of tomatoes grown in the greenhouse, possibly as a result of more assimilates being partitioned to the few fruits EM application also had a negative effect on field grown butternut as reflected by lower total yield, lower marketable yield and lower first grade yield. The results were attributed to immobilization of N induced by application of EM, and to the inability of EM to control pumpkin fly that attacked very young fruit, resulting in their failure to develop or resulting in the down grading of mature fruits. The application of EM alone had a positive but non significant effect on the yields of both the first and second harvests of Swiss chard. However, when applied with compost or goat manure, a non significant negative effect on yield was observed. When applied with inorganic fertilizer, EM had no effect on yield but tended to increase the uptake of nitrogen by Swiss chard. Though goat manure had a narrower C: N ratio than compost, it did not result in greater EM effectiveness as had been hoped. However, goat manure had a more positive effect on soil properties than compost. It increased the N, P, and K contents of the soil and resulted in a narrower C: N ratio of the soil compared to compost. Generally, the results of the four trials conducted with three different crops indicated that EM had inconsistent effects on crop performance.

This study was conducted to determine livestock production, rangeland management and the mineral levels of soils, grass and cattle blood serum in two communal areas (Kwezana and Dikidikana). A total of 77 farmers from both Kwezana and Dikidikana were interviewed to determine farmers’ perceptions. Soil and grass sampling was done at three sites in each communal area. Soil and grass samples were analysed for N, Ca, Mg, K, P, Fe, Cu, Zn, Mn and Bo. Three, two and half year old Nguni heifers were randomly selected from each communal area and blood samples were collected for the analysis of Ca, Mg, K, Cu and Fe. Soil, grass and blood samples were all collected in two seasons (winter and summer). The results of the study revealed that feed availability was the major constraint in livestock production as indicated by 83 percent of thefarmers at Kwezana and 88 percent at Dikidikana. At both villages less than 20 percent practiced supplementation and grazing management. From both villages, 83 percent of the farmers did not know the forage species preferred by their cattle. The second study revealed significant seasonal variations in soil N in both study areas while forage N exhibited seasonal variations (P<0.05) only at Dikidikana. Spatial variation (P<0.05) in soil Mn was apparent in both seasons at Dikidikana and in summer at Kwezana. At Dikidikana forage P varied (P<0.05) both seasonally and spatially. In both study areas, there was a positive correlation (P<0.05) between soil and forage levels of Cu and Zn. The blood serum of animals from both study areas had higher (P<0.05) K and Na in winter than in summer. Farmers do not understand the composition of their rangelands but are concerned about cattle nutrition during winter. Indeed the mineral status of soils, forages and Nguni cattle blood serum tend to vary not only seasonally but also spatially. There is need therefore to assist the farmers to understand these changes in order to find ways of managing the rangelands in a way that will manipulate both seasonal and spatial variations in soil nutrients for the benefit of the grazing livestock. Further research is required to determine the digestibility of the forages and the amount of energy available from these forages for the grazing livestock.

The research was conducted in the Hewu area situated between Queenstown (20 km) and Whittlesea (15km) in the Eastern Cape Province of South Africa. In this area communal farming is practiced. Livestock and livestock products (wool) are the main sources of income. The farmers are mainly farming with Merino and Döhne Merino sheep. The lack of management systems (production, reproduction and management) for communal farmers resulted into ineffective communal farming defining the research problem. The research objectives set were: • To establish production norms for wool sheep. • To establish reproduction norms for wool sheep. • To establish effective management practices for wool sheep farmers. • To examine key constraints of wool sheep farmers. The farmers shear their sheep every 12 months usually in October of every year. The average wool production per sheep is 2.17kg. The clip averages a fineness of 19.1-20 micron. That is far below the wool production of the commercial farmers of the Eastern Cape who are producing between 4kg to 5kg per sheep at an average growing period of 12 months. The lack of proper fencing and camps causes major reproduction problems. The lambing percentage of the ewes is 94.85 percent. The weaning percentage referring to the reproductive efficiency of the mated ewes is only 17.24 percent. The survival rate of the lambs born alive is only 18.18 percent. Reproduction is the biggest problem of communal farms. Effective livestock- and grazing management systems for communal areas are essential for the successful development of farmers on communal grazing areas. Unfortunately the Hewu farmers still have many problems effecting their wool production and the production of lambs.

Within the new constitutional order, South African local government has been afforded specific status and is protected as a distinctive sphere of government in terms of the Constitution Act 108 of 1996. Municipalities are no longer a mere function of national or provincial governments. In addition to this entrenched status, the Constitution and other developmental local government legislation vests local government with specific functions and responsibilities as part of the process of building a new democracy and promoting socio-economic development and upliftment. Consequently, local government managers are under constant pressure to improve the performance and quality of service delivery. They are expected to satisfy a number of stakeholders, achieve increases in efficiency, as well as attain developmental service delivery goals as contained in their Integrated Development Plan (IDP). Quality management standards and excellence models in support of the total quality management (TQM) philosophy are relatively new public management approaches that changes traditional organisational decision-making practices to deliver services to its customers in more effective and efficient ways. In essence, quality management standards and excellence models are performance management methodological practices, techniques and tools designed to meet and exceed public requirements. It accomplishes this through determining what constitutes excellence in customer service, and then empowering employees to a never-ending search for quality improvement in the delivery of services, in terms of the continuous improvement and continuous process improvement philosophies, of which total quality management (TQM) is premised on. Consequently, quality management standards and excellence models (such as the ISO 9001: 2008 QMS, ISO 14001: 2004 EMS, EFQM and SAEF Excellence Models) as methodological practices, techniques or tools in support of the critical factors (CFs) of the total quality management (TQM) philosophy, namely: (1) customer-based approach, (2) senior management commitment and leadership, (3) quality planning, (4) management based on facts, (5) continuous improvement, (6) involvement of all members of the organisation, (7) education and training, (8) teamwork, (9) communication systems, (10) learning, (11) process management, (12) co-operation with suppliers, and (13) organisational awareness and concern for the social and environmental context, can provide a framework by which to achieve the goals of effective and efficient service delivery in developmental local government, as they foster a culture of performance and accountability. Local government managers could use these quality and excellence methodological practices, techniques and tools, as a starting point to improve efficiencies in their municipalities, as the programmes afford them an opportunity to systematically evaluate the municipality and determine what leads to organisational success and deliverables. Institutional theory suggests that organisations are both influenced by and can influence the society in which they operate. Institutional theorists believe that the motivation for a change in internal practices might not only be performance related, but may primarily be to enhance or maintain the legitimacy of the respective institution. Institutional theory also focuses on the social contract that exists between the institution and society. This social contract is believed to represent the expectations of society. From an institutional point of view, it has been suggested that institutions may change and adopt the norms of society to appear legitimate to that society. This infers that when societal norms and values change, institutions will be expected to change. These societal pressures combined with legislative changes, require institutional entrepreneurs to respond to these isomorphic pressures, and will work to preserve the institution's legitimacy by incorporating, or at least appearing to incorporate, new practices, norms and values. The aim of this research study was to analyse within an institutional theory framework, the implementation of quality management standards and excellence models in support of the total quality management (TQM) philosophy and developmental local government within two South African municipalities. The research investigation has been undertaken within the social constructionist paradigm and using the case study method. Interviews and documents were the data sources and thematic analysis was used as a tool to analyse the data by applying a theory-driven coding procedure. The findings from the two research sites, namely Makana Municipality in Grahamstown and Drakenstein Municipality in Paarl reveal that the implementation of quality management standards and excellence models in support of the total quality management (TQM) philosophy in both municipalities was not a smooth process and there were many challenges such as political instability, lack of commitment on the part of the senior leadership and management, staff and skills shortages, resistance by staff to implementation and resource constraints. Institutional theory has proved to be useful in understanding why the Makana and Drakenstein Municipalities implemented quality management standards and excellence models. Because of coercive, mimetic and normative isomorphic pressures affecting the Makana and Drakenstein municipalities, change was imperative if these institutions were to remain relevant and legitimate in order to address its service delivery mandate of effectiveness and efficiency. Institutional theory provided a theoretical lens to understand and appreciate the pressures that affected the municipalities because of its new developmental mandate as encapsulated in new municipal legislation. It also assisted in understanding how institutional entrepreneurs responded to these pressures to conform. The implementation of quality management standards and excellence models in the Makana and Drakenstein municipalities was adversely affected by volatility amongst the political leadership of both municipalities. The successful implementation of these standards and models would require collective action from the political, bureaucratic and procedural entrepreneurs in order to enhance effective, efficient and accountable service delivery. However, in both the Makana and Drakenstein municipalities, institutional entrepreneurs, namely councillors and officials were not working together as a collective to implement quality management standards and excellence models. Evidence has shown that the absence of stable political leadership and noncooperation and collaboration amongst institutional entrepreneurs contributed significantly to the non-institutionalisation of quality management standards and excellence models in these Municipalities. This implies that legitimacy has not been achieved, due to institutional entrepreneurs not collaborating and collectively working with each other to implement the quality management standards and excellence models. Thus, this research study suggests that the strategic and collective role of the political and administrative leadership as institutional entrepreneurs is critical if the municipality is to achieve its aims and objectives, namely effective, efficient, and accountable service delivery in developmental local government. Recommendations in respect of future research and to practitioners have also been offered.

The research emanated from an investigation of GB7, GB8 and GB9 main contractors in the Eastern Cape Province of South Africa. The study was focussed on the strident economic times in the construction industry following the FIFA Soccer World Cup from August 2010 to December 2012. The research was conducted to identify the key strategy or combination of strategies keeping construction entities in operation. The study further investigates the key elements of a successful turnaround strategy as well as the most effective methods in implementing strategies within construction organizations. The research took the form of an empirical quantitative study where a descriptive survey was used to collect data. Structured interviews were held with the target population to collect data in the field. The study established that geographic diversification was the most effective method utilized by main contractors for survival during the study timeframe. The study also found that lowering of profit margins and preliminary and general amounts were most effective methods in the use of turn around strategies. The study finally concluded that effective steps were taken by main contractors in the Eastern Cape to implement corporate strategies within their organizations. Step by step guidance to all employees on new processes was the key element in successful strategic implementation of a strategy within construction organizations. The research conducted contributes to the strategic management competency within the built environment as well as the existing body of knowledge within the construction industry. All members of the construction industry in South Africa involved with strategic level planning of entities would value the study.

One of the ways this can be achieved is to focus on continuous improvement by driving innovation and lessons learnt from the municipalities’ past successes and failures. For local government authorities to rethink service delivery, they need to find better ways to share information assets, business processes and staff expertise with their citizens and business partners. The lack of Knowledge Management (KM) and, therefore, a low level of information and knowledge transfer in the public services have been identified as two of the main contributors to poor service delivery. The implementation of knowledge transfer process is one of the factors that will impact on the improvement of service delivery. Abstract:
This study investigates the temporal, spatial and impact characteristics of severe convective storm hazard and risk in the Eastern Cape Province of South Africa. Using historical data on severe convective storms dating from 1897, patterns of the hazard threat and risk to various geographic populations were investigated. A conceptual framework that emphasises the combined role hazard and vulnerability play in defining risk was used for the study. A methodology for ranking the severity of the storms in the historical dataset, based on recorded damage/impact, was specifically developed for the study. It is intended that this methodology will have a potentially wider application and may be adapted to a range of hazard impact and risk studies in South Africa and internationally. The study was undertaken within the context of the South African Disaster Management Act of 2002. Findings of the study show that severe convective storms can occur throughout the province, but there are clearly demarcated areas of higher frequency and concentration. The impact of storms is particularly severe on impoverished and vulnerable rural populations in the eastern parts of the province, where there is an urgent need for building capacity in disaster risk management. A major outcome of the study is the production of a severe convective storm hazard/risk map of the Eastern Cape, which it is hoped will be of benefit to a number of stakeholders in the province, particularly disaster management, but also the South African Weather Service, agricultural organisations, development/planning authorities, educational authorities and risk insurers. It is hoped that this map and the study in general will assist in guiding the operational responses of the various authorities, especially in terms of those interventions aimed at disaster risk reduction in the Eastern Cape.

Desertification is the diminution or destruction of the biological potential of land, and can lead ultimately to desert-like conditions. The vegetation of southern Africa is claimed to have altered over the past 100 years and much of the change is attributed to pastoral practice. In recent years however there has been much debate around the issue of the deterioration and loss of productivity of the natural rangelands, specifically those under communal management. It is one thing to claim that the vegetation has changed but quite another to produce data and analyses to show this unequivocally. Furthermore it is generally difficult to determine the nature and extent of change in natural ecosystems, as one does not know what the optimal base-line conditions should be. For this reason emphasis has been placed on developing models of potential or expected vegetation. By comparing a model of potential or expected vegetation with that of the contemporary vegetation, areas that deviate from expectation can be identified, in so doing providing evidence of the direction of change in the rangelands under various management treatments. The objective of this study was to determine shifts in the vegetation under different land-use treatments, by developing a technique to predict the potential vegetation of an area. In order to explore the nature and extent of degradation at the landscape scale a study site was selected where a range of land-use and rangeland management practices could be studied in parallel. The mid-Fish River valley consists of three markedly different units of land management, namely commercial rangelands, communal rangelands and nature conservation areas. The vegetation within the mid-Fish River valley falls within the Thicket biome and consists of three main vegetation types namely, Short Succulent Thicket, Medium Succulent Thicket and Mesic Bushclump Savanna. The creation of this potential vegetation model was dependent on the direct gradient analysis approach of relating the community patterns with environmental variables. To achieve this, floristic information was collected at sites along a topographical-moisture gradient. A Canonical Correspondence Analysis (CCA) between the environmental variables and the plant communities produced a classification from which the conditions normally associated with the major plant communities were predicted. When projected as a digital map, the qualifying sites provided a testable hypothesis of the potential vegetation. The results of this study showed a definite grazing gradient, which reflects a change from a more mesic environment towards a more arid environment with an increase in utilisation pressure. The predictive vegetation model proved to be useful for predicting the occurrence of the valley thicket communities within the Eastern Cape.

Abstract:
The human immunodeficiency virus (HIV) is one of the most common and dreaded diseases of the 21th century. Today, the disease is still spreading with increasing incidence. “Since the beginning of the epidemic, almost 75 million people have been infected with the HIV virus and about 36 million people have died of HIV. Globally, 35.3 million [32.2–38.8 million] people were living with HIV at the end of 2012” (http://www.who.int/gho/hiv/en/). Several studies have been conducted on herbs under a multitude of ethnobotanical grounds. The use of medicinal plants for the management of HIV has become a common practice especially, in the Eastern Cape Province of South Africa (Wilfred Otang Mbeng, 2013 PhD thesis, UFH). At the beginning of this programme, an ethnomedicinal survey of plants used for the management of HIV infection was carried out in targeted areas of the Province and information on the names of plants, the parts and the methods of preparation were collected. The survey revealed that 18 species representing 12 families were found to be commonly used for the management of HIV, as well as other opportunistic diseases such as tuberculosis, diabetes mellitus, sores, high blood pressure, etc. Carpobrotus edulis was selected for this research because it was the most frequently used in the Province. The foliar micro morphological contents of the plant, its phytochemical and antioxidant activity, in vitro antimicrobial activity, inhibitory effect against HIV-1 protease and reverse transcriptase, mechanisms of action and cytotoxicity were investigated. In terms of the foliar micro morphological contents in plants, an electron microscopy scanning (SEM) was completed. Investigation revealed that both glandular tricomes and calcium oxalate crystals (CaOX) were observed. Consequently, it is hypothesized that the bioactive therapeutic compounds secreted by C. edulis may be produced in the glandular trichomes. An investigation of phytochemical content of the plant extracts (C. edulis) was completed using four solvent extracts (hexane, acetone, ethanol and water). Results of the phytochemical analysis showed that proanthocyanidins (86.9 ± 0.005%) where highest in the aqueous extract with phenolics at 55.7 ± 0.404% in acetone extract, tannin at 48.9 ± 0.28% in ethanol extract, while the hexane extract had the highest levels of flavonoids (0.12 ± 0.05%) and flavonols (0.12 ± 0.05%). Antioxidant studies of the various extracts revealed that aqueous and ethanol extracts were found to be the best solvents for antioxidant activity in C. edulis leaves. GC-MS analysis of the essential oil from C. edulis leaves revealed that the essential oil contained at least 28 compounds. These included, in order of abundance: Oxygenated monoterpenes (36.61%); fatty acids esters (19.25%); oxygenated diterpenes (19.24%); monoterpenes (10.6%); sesquiterpenes (3.58%); and diterpenes (1.43%). Similarly, a GC-MS analysis of the crude hexane, acetone and ethanol extracts from C. edulis leaves identified a total of 59 compounds. Of the 59 compounds, 12 major phyto-metabolites that are active against infectious diseases were identified. To comfirm the potential use of C. edulis to treat infectious disease, antifungal activity of the crude essential oil extract and the four solvent extracts were tested against Candida albicans, Candida krusei, Candida glabrata, Candida rugosa and Cryptococcus neoformans strains. The essential oil extract was found to be the most active against all the fungal strains tested and performed better than the four extracts used various solvents used to extract (hexane, acetone, ethanol and water) the C. edulis leaves were tested for antibacterial and anti HIV-1 reverse transcriptase (RT) activity. The results indicated that both gram-positive and gram-negative isolates were inhibited by the extracts (hexane, acetone and ethanol) but antimicrobial activity was observed for the water extract. The lowest minimum inhibitory concentration values were obtained for the ethanol extract, followed by acetone and hexane extracts. No inhibition of HIV-1 reverse transcriptase was observed for any of the leaf extracts, even up to concentrations of 16 mg/ml. The potential inhibitory activities of the various solvent extracts against HIV-1 protease were evaluated at four different concentrations (16, 1.6, 0.16 and 0.016 mg/ml). Results indicated that the water extract showed almost 100% inhibition of HIV-1 protease activity, with an IC50 of 0.86 mg/ml leaf extract. Other solvent extracts (hexane, acetone and ethanol) however, did not show any inhibition activity above that observed for the DMSO control. The metabolic components in the water extract were subjected to LC-MS/MS analysis, which identified at least 91 compounds present in the water extract. Further studies involving the molecular modelling need to be carried out to confirm the inhibitory potential of these compounds. The cytotoxicity of the water extract of C. edulis leaves was also screened using human Chang liver cells at concentrations ranging bewteen 0.005 mg/ml and 1 mg/ml. Results indicated that the water extracts were not toxic. In conclusion the results from this study support the use of water extracts of C. edulis leaves by traditional healers to treat HIV infections and have identified possible mechanisms of action of the water extracts of C. edulis.

Integrative Summary: Small to Medium Business Enterprises (SME's) are widely recognised as the driver of economic growth. SME's are responsible for employing large sections of the working population and, in doing so, facilitate the development of skills for many thousands of workers. Whilst SME's may differ (according to various definition criteria such as size or turnover) from other types of organisation, they share one common denominator across all organisations: their overall effectiveness depends largely on the individual and collective people that make up the organisation -their employees. In this context the central question relevant to the research is "how do SME's retain their valued employee managers?" A quantitative research method was applied in the research. Data was collected by way of a structured self-administered survey questionnaire designed from a post positivist paradigm. The survey was constricted by way of modifying and adapting previous surveys designed to investigate factors that influence staff retention, to be relevant to managers employed by SME's. The sample consisted of 35 managers employed by SME's in and around East London in the Eastern Cape, South Africa. The results of the research give rise to a number of clear indicators on the key retention factors of employee managers. Based on the research results SME's that want to have the best chance of retaining their employee managers need strong and effective leadership within the organisation, must address soft organisational factors that are conducive to an open and trusted working environment and the roles of managers must have inherent job factors that allow a sense of freedom to plan and execute tasks autonomously. Economic factors such as pay and financial benefits were identified through the research as being the least important factor when it came to manager retention. These conclusions provide SME owners and senior managers with insight into the factors that are most likely to influence their ability to retain employee managers.

This study investigated the relationship between job engagement and locus of control on the one hand, and organisational citizenship behaviour on the other among non-academic and academic employees of the University of Fort Hare. Job engagement and locus of control were the independent variables and organisational citizenship behaviour was the dependent variable. Data was drawn from a sample of 300 participants. A questionnaire was used to collect the data. It consisted of four sections including biographical and occupation data questionnaire. To measure job engagement, the 18-item Rich et al., (2010) job engagement scale, with a 5-point Likert scale was used. To measure locus of control, the 16-item Spector (1988) work locus of control scale was used, with 6-point Likert scale. To measure organisational citizenship behaviour, the Fox & Spector (2011) 20 item organisational citizenship behaviour questionnaire, with a 5-point Likert scale was used. Data was analysed using various statistical techniques including the Pearson Product Moment Correlation Technique and the generalised linear regression model. The results indicated that job engagement has a significant positive correlation with organisational citizenship behaviour and locus of control also has a significant positive correlation with organisational citizenship behaviour. However the results also indicated that when job engagement and locus of control are put together, they do not account for a significantly higher proportion of variance in organisational citizenship behaviour than each of them separately. Furthermore, as far as OCB-P and OCB-O are concerned, the results indicated a partial support of the research hypothesis that job engagement and locus of control together account for a significantly higher proportion of variance in organisational citizenship behaviour than any of the two separately. The study recommends that managers in organisations must focus on improving job engagement and promoting internal locus of control in order to ensure high levels of organisational citizenship behaviour.

The idea of district support for schools is based on the view that local education offices are best placed to play a critical role in the promotion of quality teaching and learning. In performing this mandate whose characterisation has, over time, moved away from ‘inspection’ and ‘supervision’ both of which are seen as old fashioned and undemocratic, to support, which is seen as developmental. The aim of this study was to understand how three categories of district based officers, Subject Advisors, Integrated Quality Management System Coordinators and Education Development Officers support teaching and learning in schools. This was a case study of two districts in the Eastern Cape Province of South Africa. A total of six district officials and four school based officials participated in this study. In-depth interviews and document analysis were carried out. There were four main findings. First, support for schools by three district based officials was understood and practiced as administrative tasks, mainly consisting of monitoring policy implementation and monitoring resource provision to schools. School Management Teams saw district officers’ visits as focussing on compliance rather than support. Second, some pedagogical support was given by Subject Advisors through training teachers in subject content and methods of teaching that subject. This was done through workshops and demonstration lessons. However Subject Advisors did not at any time observe actual classroom teaching to see if teachers were implementing what they had learnt at workshops. Third, none of the officers mentioned direct support for teaching and learning at classroom level. Visits by officials were not directly linked to influencing teaching and learning classroom level. Fourth, schools saw district officials as working in separate pockets and sometimes sending different signals to them, despite claims by district officials that inter-disciplinary meetings were held among district officials, however, the nature of the coordination and the use to which it is put remains unclear. There were three main conclusions, first that although the district officials’ visits to schools were described as support, they exhibited the trappings of technicism of inspection; supervision and control; and appeared to neglect the developmental aspects implied in the notion of support. Second, the conception and practice of support visits by district officials were characterised by tension between support and control. Third, at district level support to schools lacked coordination among the three categories of officers who visit schools. This has implications for quality management in schools. Given the findings and conclusions of this study; it is recommended that the issue of support for schools be the focus of a survey research for which a probability sample must be drawn in order to generate findings that are generalisable across the participating target population. Other research could focus on investigating mechanisms by which the tension between support and control can be resolved. To improve practice of a framework for the development of a coordinated district support focusing on the core business of teaching and learning is suggested.

The principal together with the school management team (SMT) of a public school is responsible for ensuring that all areas in the school function effectively. Effective school-based management is no longer a choice in South Africa but, rather, a must. Seventeen years into democracy, the Grade 12 pass rates in the Eastern Cape for the past three years were 50.6% in 2008, 51.0% in 2009 and 58.3% in 2010. Although there has been an improvement over the last three years, the Eastern Cape was still number seven out of the nine provinces in 2010. Against this background the question arose as to whether the schools in the Eastern Cape were effectively managed. The primary objective of the study is therefore to improve the organisational performance of public schools in the Uitenhage education district by investigating the relationship between the perceived effective implementation of basic managerial tasks (planning, organising, leading and controlling), on the one hand, and organisational performance of schools, on the other hand. Convenience sampling was used to select 100 out of a possible 139 senior management team members from 26 public schools in the Uitenhage education district. The sample was stratified to include principals, deputy principals and heads of departments. The empirical results revealed that the management tasks, leading and controlling, were the main determinants of the organisational performance of participating schools. The empirical results showed that planning and organising do not have a significant influence on the organisational performance of these schools. The managerial implications of the results are discussed and recommendations are made on the basis of these discussions.

The study sought to evaluate debt management policy implementation towards revenue management in government leased properties of the Eastern Cape Provincial Treasury at the Transkei Development and Reserve Fund. Secondly, the study aimed at developing a tool for assisting policy-makers and officials involved in debt management and revenue collection. In order to address the research problem, a case study involving randomly selected 27 employees from the Eastern Cape Provincial Treasury and housing ward committee members was adopted. Self-administered questionnaires and interviews were the two data collection techniques utilised. All participants were involved in the study during tea and lunch breaks at the workplace; this constituted the employees’ natural environment. Both quantitative and qualitative designs were utilised in analysing data. Descriptive statistical analysis using excel was utilised to summarise the responses, analyse the demographic profiles of participants and their responses. The results were thus presented in the form of bar charts. Responses which could not be analysed using statistics were analysed qualitatively thus the advantages inherent in the two approaches were exploited. The evidence from the study suggests that government operational employees are aware of their roles and responsibilities as they relate to debt management and debt collection policy. The development of debt management policy promotes rental collection, improve property profitability and ensure the maintenance is in place to improve attractiveness of the government properties.

This study investigates the impact of networking on access to finance and performance of small and medium enterprises (SMEs) in the Buffalo City Municipality in the Eastern Cape Province of South Africa. The objectives of this study are to examine (1) whether entrepreneurial characteristics of the SME owner and the firm characteristics of the SME are related to networking by SMEs, (2) whether networking is related to access to bank loans and trade credit by SMEs, (3) whether networking is related to the performance of SMEs and (4) whether access to debt finance by SMEs mediates the relationship between networking and performance of SMEs. The results reveal that the gender and education of SME owners and the age, size and legal status of SMEs are the entrepreneurial and firm characteristics that are positively related to networking by SMEs. In addition, the results indicate that there is a positive relationship between networking and access to finance and performance of SMEs. The results of this study further reveal that access to debt finance partially mediates the relationship between networking and performance of SMEs. Lastly, the study recommended that SMEs should network more to gain access to information, resources and contact sharing. This will increase the likelihood of SMEs obtaining finance, and will also improve the performance of SMEs.

An increase in diarrhoea and upper respiratory tract infection has been noted for the past five years and this is associated with the prevalence of Human Immune-deficiency Virus and Acquired Immune Deficiency Syndrome. HIV infection is an increasingly common cause of childhood morbidity and mortality in South Africa. In some areas of the country, like the Eastern Cape, more than 30 percent of the women attending antenatal clinics are HIV infected. Without intervention, approximately one third of the babies born to these HIV infected mothers will get infection from their mothers (WHO, 2003). Aim and Objectives of the study: The study was meant to assess the specific knowledge and skills of professional nurses at the primary health facilities regarding management and integration of childhood illnesses, evaluate the quality of training of professional nurses on aspects of IMCI including integration of HIV within IMCI programme for children under five years in Primary Health Care facilities in Mdantsane Township. Methods: A quantitative descriptive method was used for this study. The questionnaire developed by the researcher was used for data collection. The items on the questionnaire were divided into four (4) subsections. The questionnaire was administered to all professional nurses on duty and those available at the time of data collection. A checklist for IMCI was used to collect data from Road to Health files of children who were HIV positive admitted in the pediatric ward at Cecilia Makhiwane Hospital. Results: The results of this study for all the variables examined showed that the highest score was 56 percent and the lowest was18 percent.These results indicated that the knowledge and skills of professional nurses were inadequate.

Abstract:
The South African Schools Act (Act 84 of 1996) stipulates that the State must fund all the public schools from the public revenue on an equitable basis. Each school should elect a School Governing Body (SGB) whose primary function is to manage school finances. The principal of the school, who is also a member of the SGB, is the accounting officer. The SGB has to elect the finance committee which should run the school’s finances and, in turn elects the procurement committee - a sub-committee of the finance committee. In terms of the South African Schools Act, (Act 84 of 1998, as amended) there are two categories of public schools which may be created in South Africa. One category is based on Section 20 of the South Africa Schools Act with stipulated functions applicable to all public schools, while the other category is based on Section 21 of the Act which includes added stipulated functions above those applicable to all public schools. The study investigated the factors affecting the performance of procurement committees in schools. Among others, the study found that more formal training on financial management was necessary in schools in order to empower the procurement committees. Inadequate support with regard to the availability of supporting documentation and logistics was also raised as a matter of concern.

Abstract:
This study examined the current plant diversity status and the impact of drivers of change on the peat basins of the Kromme River peatland. It was conducted at six sites over sixty one years in the Eastern Cape Province of South Africa. I reviewed the rapid habitat and biodiversity loss of wetlands globally and discussed the distribution of wetlands and specifically peatlands in South Africa. Plant species diversity was assessed using Modified- Whittaker plots. The influence of environmental variables on floristic composition and distribution was investigated using ordination techniques (DCA and CCA). Land use dynamics were assessed by applying GIS techniques on orthorectified aerial images. Six different peat basins were subjectively classified into good, medium and poor condition peat basins. The good condition peat basin (Krugersland) was the most diverse in plant species (4.1 Shannon-Weiner’s index) (p> 0.20; F = 11.04; df = 2), with the highest mean number of plant species (32.5 ± 3.4). This was followed by the medium condition class (Kammiesbos) (26.5 ± 9.0) and poor condition class (Companjesdrift) (22.5 ± 8.9). On average, species composition was not evenly distributed across the peat basins (p> 0.21; F = 0.94; df = 2), since 77.8% of the Shannon-Weiner evenness index obtained were less than one. However, there were variations in plant species richness across six peat basins as confirmed by Oneway ANOVA test (p= 0.0008, F = 1241.6, df = 4). Key environmental variables that influenced plant species distribution and structure were erosion and grazing intensity, potassium, phosphorus, soil pH and calcium. Total species variance accounted for in the first two axes for ground cover and plant height were 40.7% and 56.4% respectively. Alien species (e.g. Acacia mearnsii and Conyza scabrida) were common in degraded peat basins, whereas good condition peat basins supported indigenous species (e.g., Cyperus denudatus, Chrysanthemoides monolifera and Digitaria eriantha). Analysis of aerial images revealed a general progressive decrease in the peatland area between 1942 and 1969 in the good (Krugersland) and poor (Companjesdrift) condition class, with a marginal increase from 1969 to 2003. Peatland area in the good and poor condition class decreased by 5.3% and 8.3% respectively between 1942 and 1969, with a marginal increase of 1.5% and 4.1% respectively from 1969 to 2003. Annual net rate of change in peatland area over the 61 year period was -0.32% (good condition class) and - 0.79% (poor condition class). Transformed lands were impacted by drivers of change such as alien invasives, agricultural activities, erosion and sediment transport. The area under alien invasives increased by 50% between 1942 and 2003, with an annual net rate of change of +0.82 (good condition class) and +1.63% (poor condition class).
