AbstractRecently, a group of eminent Chinese/US economists and legal scholars issued a thought-provoking Joint Statement on ‘US–China Trade Relations: A Way Forward’. However, the Joint Statement does not provide practical solutions to the real issues in the bilateral negotiations. Moreover, by granting excessive policy space to the two largest trading nations, it would encourage them to further deviate from WTO rules and undermine the multilateral trading system. Drawing on the Theory of Distortions and Welfare, we put forward an alternative framework for the parties to tackle protectionist and trade distortive policy instruments while leaving sufficient policy space for them to pursue non-protectionist policy goals. Our framework would minimize WTO-inconsistent outcomes and prevent further erosion of the multilateral system as we encourage the parties to negotiate in a WTO-consistent manner. Hopefully, this would also provide the groundwork for more inclusive trade negotiations under the multilateral trading system.

Abstract:
The paper explores Simmel’s writings explicitly dedicated to the war and uses them as sources for investigating the underlying social and cultural context with which Simmel interacted. In particular, it takes into account possible links between Simmel’s considerations on the relationship between war and the crises of modern culture and the multifaceted life-reform movements developed in pre-war Germany. The latter movements, which arose in the last decades of the 19thcentury, expressed a critical reaction to the negative characteristics of modern German society and a search for alternative lifestyles. The paper also investigates the sense of a few inconsistencies found when comparing specific passages that Simmel wrote on the same topics during the war. In the second part, the author considers how the development of Simmel’s narrative on the war affects several key elements of his thought such as qualitative individualism, subjective culture, identity and/or the issue of a new order of values. The author suggests that all these elements become part of an intertwined tissue of arguments which delineate Simmel’s attempt, as an individual, to react to a widespread cultural and spiritual distress.

Abstract:
How does language operate as an instrument of warfare? Leaving behind the idea of violence as beyond words, this essay seeks out terms for a reflection on linguistic violence and the weaponization of language in warfare. Using theories of war and examples from current United States engagements in Afghanistan and Iraq, the essay examines language as an essential element of violent action and as military weaponry under such rubrics as psychological operations, interrogation, morale building, force multiplication, and cultural awareness. The essay reflects on the semantic work of making warfare and violence meaningful to those who sacrifice for them and on the language predicaments that states of war create and cannot solve.
