Abstract:
The article discusses some of the major issues which need to be examined in a gendered reading of citizenship. However, its basic claim is that a comparative study of citizenship should consider the issue of women's citizenship not only by contrast to that of men, but also in relation to women's affiliation to dominant or subordinate groups, their ethnicity, origin and urban or rural residence. It should also take into consideration global and transnational positionings of these citizenships. The article challenges the gender-blind and Westocentric character of many of the most hegemonic theorizations of citizenship, focusing in particular on the questions of membership in ‘the community’, group rights and social difference and the ways binaries of public/private and active/passive have been constructed to differentiate between different kinds of citizenships. The article argues that in order to be able to analyse adequately people's citizenship, especially in this era of ethnicization on the one hand and globalization on the other hand, and with the rapid pace at which relationships between states and their civil societies are changing, citizenship should best be analysed as a multi-tiered construct which applies, at the same time to people's membership in sub-, cross- and supra-national collectivities as well as in states.

The promotion of a culture of citizenship - which reveals one of its meanings as embracing the members of society irrespective of religion, sect, ideology or nationalism - and embraces them in one common crucible - is one of the basic tasks of societies and political systems. Because their availability in any country indicates the extent and high level of social integration among its components, in the sense that the value of citizenship is the standard and the prominent feature that distinguishes this country from that. Societies that are divided and socially divided do not have the spirit of recognition of the other and hence lack of citizenship. The political system, which does not seek to assimilate the various groups and organize them in political and legal frameworks based on the rule of law and full political participation under the state of institutions and the recognition of civil, political and economic rights, Is also working to weaken the culture of citizenship. When talking about citizenship in the Iraqi situation, we find that it has been cracked by several reasons, some of them due to the policies of marginalization and marginalization adopted by the former political system towards society and thus created a culture of subjugation is unable to accommodate the colors of the community spectrum within the framework of the common homeland, The events of 9/4/2003 and the accompanying challenges have been obstacles to enhancing the culture of citizenship in post-political Iraq.

In the context of an increasingly pluralist and in some ways troubled society, work was undertaken to investigate the role of formal education and non-educational organisations in building good citizenship in girls and young women (9-19 years old). Different stages in the developmental process are identified, and the paper describes a number of ways in which experiential and attitudinal information was obtained from the range of respondents: these included a Citizen's Forum and quantitative omnibus research. Methodologies to involve the young people in focused and relevant debate during the one-day Forum were developed and are discussed.

The tendency for abstract theorists of democratization to overlook gender dynamics is perhaps exacerbated in the South African case, where racial inequality is obviously key. Yet, attention to the processes through which South African activists inserted gender issues into discussions about how to construct new institutions provides an unusual prism through which to explore the gendered character of citizenship. After providing an explanation for the unusual prominence of gender concerns in South Africa's democratization, the article argues that during the drawn-out democratic transition, South African activists, often influenced by international feminist discussions, developed a collective definition of gender interests and began to build those interests into the structure of democratic institutions, in ways that will affect politics and the definition of “women's interests” in the future.

The need for wider action against environmental problems such as climate change has brought the debate about the role of citizen to the political, practical, and scientific domains. Environmental citizenship provides a useful tool to conceptualize the relation between citizenship and the environment. However, there exists considerable variation in the ways environmental citizenship is understood regarding both the aspect of citizenship and the relationship to the environment. In this article, we review the literature on environmental citizenship and investigate the evolution of the concept. The article is based on a literature search with an emphasis on geographical research. The concept of environmental citizenship has moved relatively far from the Ancient Greek or Marshallian conceptualizations of citizenship as rights and responsibilities bearing membership of a nation state. Environmental citizenship literature has been influenced by the relational approach to space, focus on citizenship as acts and processes rather than a status and the broad spectrum of post-human thinking. However, conceptual clarification between different approaches to environmental citizenship is needed especially in relation to post-human approaches. Geographical thinking can provide fruitful ways to develop the understanding of environmental citizenship towards a more inclusive, less individualized, globally responsible, and plural citizenship.

Abstract:
This article presents an account of food citizenship based on a governmentality framework. Moving beyond the dichotomy of democratic or neoliberal accounts of food citizenship, a food governmentality framework is presented. This Foucaultian inspired framework conceptualises food citizenship as identity formation in relation to various modes of power that govern food systems and subjects in significantly different ways. The article empirically illustrates how food citizenship relates to food governmentality by focussing on the food-related activities of a Transition Town initiative in the Netherlands (The Hague) called <em>Den Haag In Transitie </em>(DHIT). By defining food as a community issue, and employing holistic-spiritual and collaborative knowledge, food citizens in the DHIT case render sustainable food systems governable in radically new ways. I argue that this type of citizenship can be considered <em>neo-communitarian</em> food citizenship and moves beyond democratic or neoliberal accounts. Finally, the article reflects on neo-communitarian citizenship and argues for a nuanced understanding of food citizenship, moving away from either democratic romanticism or neoliberal criticism.

Framed through the standardizations of food and generalizations of people, this research explores the shifting ingredients of migrant identities and the ethnic foodways carried with them as they cross the border into the United States. Using ethnographic observational fieldwork, content analysis of menus, and semi-structured interviews with restaurant staff and migrant workers, this study examines the transnational narratives of the day laborer population and their deterritorialized food culture in post-Katrina New Orleans. Further, this research explores this flow of people and culture through a globalization lens in order to achieve a more holistic understanding of the “migrant experience” and how Latinos are both defined and self-defined within an increasingly global context.

ENGLISH ABSTRACT: The tensions I experienced as a Stellenbosch University student made me curious to delve into potential exchanges between the boundaries of worthwhile art and valid education. I explored the capacity of interactive artworks to contribute to realising the university‟s institutional vision. This research venture seeks to inspire innovative approaches to education that can potentially decrease discrepancies between institutional policy and practice. The primary question examines the nature and effect of students‟ responses to an interactive artwork placed on the Stellenbosch University campus. These reactions subtly exposed the particularity of the Stellenbosch University context and indicated aspects of art education in the expanded field that could aid higher education institutions in fulfilling their transformative role. An anti-colonial paradigm guided me through a crucial attentiveness of the power issues embedded in knowledge production, validation and dissemination. The reflexive process of qualitative research permitted a captivating interdisciplinary landscape that spans from policy documents to philosophical enquiries. I studied the lived experiences of students, lecturers and staff members at Stellenbosch University through individual and group interviews. A case study research design was employed to use the patterns picked up in these single cases to lead me toward more entrenched underlying issues and attitudes. Nuanced research findings were the result of the anti-colonial prism that caused me to place equal value on difference and coherence in my enquiry. Visual metaphors such as my interactive public artwork translate philosophical ideas into practice and communicate these ideas right to the heart. This is how art can bridge the divide between in- and out-of-class education and aid the university in preparing students to become purposeful citizens. Not only does this project signify the university‟s institutional transformation, but it also adds to the transformative impact of the university on all its stakeholders; a necessary process that enables greater social impact. Belonging is a crucial aspect in this regard, because it enables students to internalise the knowledge acquired through higher education. And one of the key underlying messages of higher education is that graduates are citizens that should contribute their skills and knowledge to positively enhance society. The interview feedback revealed that the artwork was successful in guiding students‟ thoughts and conversations to form new knowledge because it was an honest space where people could articulate their opinions. Interdisciplinary learning is a powerful tool that enriches curricula and increases the impact of university education. The university needs to allow students to belong and then develop responsibility and empathy toward societal needs, and it appears that the artwork roused some of these sentiments. In order to become an institution that launches the thought leaders of the future, Stellenbosch University needs to harness all collaborators that collectively contribute to an integrated understanding of life and an expanded appreciation of knowledge.
AFRIKAANSE OPSOMMING: Die spanning wat ek as „n Stellenbosch Universiteit‟s student ervaar het, het my nuuskierig gemaak om dieper in die moontlike wisselwerking tussen die grense van betekenisvolle kuns en ware opvoeding te delf. Tydens my studie het ek die vermoë van interaktiewe kunswerke om tot die verwesenliking van die universiteit se institusionele visie by te dra, ondersoek. Hierdie navorsing poog om innoverende benaderings tot opvoeding te soek wat die gapings tussen instititionele beleid en praktyk potensieël kan verminder. Die primêre vraag analiseer die aard en effek van studente se reaksies op „n interaktiewe kunswerk wat op die kampus van die Stellenbosch Universiteit geplaas was. Hierdie reaksies het die besonderse konteks van die Stellenbosch Universiteit blootgestel. Hierdeur is aspekte van kunsonderrig in die uitgebreide veld aangedui, wat moontlik hoër onderwys institute in hulle transformatiewe rol behulpsaam kan wees. „n Anti-koloniale paradigma het my deur „n kritieke bewustheid van die magsstryd waarin kennisvorming, geldigheid en verspreiding gewikkel is, begelei. Die terugskouende proses van kwalitatiewe navorsing het „n fassinerende interdissiplinêre landskap toegelaat wat strek vanaf beleidsdokumente tot filosofiese ondersoeke. Genuanseerde navorsings bevindings is na vore gebring deur anti-koloniale prisma wat my gelei het om gelyke waarde op beide verskille en ooreenkomste te plaas. Visuele metafore, soos my interaktiewe publieke kunswerk, het filosofiese idees in praktyk oorgeplaas. Dit is hoe hierdie idees reguit na die hart van die deelnemer spreek. Hierdie projek dui terselfdetyd op die universiteit se intitusionele transformasie nie en op die transformatiewe impak van die universiteit op al sy belangegroepe. Om aan „n groep te behoort „n belangrike aspek omdat dit studente in staat stel om die kennis, wat hulle deur hoër onderwys verkry het, te internaliseer. Dit sluit by een van die onderliggende sleutelboodskappe van hoër onderwys aan naamlik dat graduandi landsburgers is wat hulle vaardighede en kennis tot positiewe uitbouing van die samelewing moet aanwend. Die terugvoer van die onderhoude weerspieël dat die kunswerk suksesvol was in die begeleiding van studente se gedagtes en gesprekke, om nuwe kennis te vorm. Dit is moontlik gemaak deur die eerlike spasie waarin die mense opinies kon lig. Inter-dissiplinêre kennisverryking is „n kragtige werktuig wat kurrikulums versterk en wat die impak van universiteitsonderrig verbreed. Die universiteit behoort studente te laat voel asof hulle behoort en om verantwoordelikheid en empatie vir die samelewing se behoeftes by hulle te kweek. Dit blyk dat hierdie kunswerk sekere van daardie sentimente na die oppervlak gebring het. La thèse propose d’approfondir la question des pratiques et des représentations urbaines de la sécurité à partir de l’étude de trois secteurs de Bogotá (Colombie) : la Candelaria, la Macarena et Usaquén entre 2000 et 2018. Les effets de l'insécurité et de la violence sont analysés en relation avec les usages sociaux des espaces publics et les politiques de la ville. L’étude porte sur les expériences urbaines des citadins, leurs espaces de vie et les formes que prend leur mobilité quotidienne dans ces zones centrales à l’échelle métropolitaine de la capitale colombienne. Cette enquête ethnographique repose aussi sur le choix d’une « mise en conversation » de méthodes variées et de sources diverses ; allant des entretiens semi-directifs, en passant par l’analyse de cartes mentales et de documents institutionnels, mais aussi de représentations qui sont sous-jacentes dans certaines œuvres littéraires. Une telle démarche permet de mettre en évidence l’existence de compétences citadines propres à la métropole colombienne : un « mode singulier d’être » à Bogotá, qui se traduit par des stratégies et manœuvres développées par les citadins pour faire face aux situations de tension et aux diverses formes de contraintes. Les pratiques et les représentations de la ville prennent forme dans des cartes de navigation et cartographies, réalisées par des habitants des zones étudiées, qui condensent ces connaissances approfondies des rythmes, dynamiques et frontières du territoire bogotano. Ces pratiques révèlent un ensemble de codes partagés, reconnus et enracinés dans la société urbaine qui permettent d’apporter des solutions aux problèmes quotidiens liées à la sécurité. Ces modes d’être citadins impliquent plusieurs compétences de base qui se sont peu à peu converties en un « sens commun partagé » qu’un habitant de Bogotá doit détenir pour parvenir à maîtriser la ville dans ses dimensions matérielles, en particulier territoriales, mais également symboliques ou immatérielles. This doctoral thesis proposes to widen the question of urban practices and urban representations of security on the basis of the study of three different zones of Bogotá (Colombia): la Candelaria, La Macarena and Usaquén, between 2000 and 2018. The effects of insecurity and violence have been analysed in relation to the social use of public spaces and the town's politics related to these issues. This study is based on the urban experiences of citizens, their living spaces and the ways in which their every-day mobility has been shaped in these central zones of the Colombian capital city.This ethnographic study is also based on the choice of a dialogue between different methods and diverse sources, from semi-directed interviews, to mind maps and institutional documents, but also of representations that are implicit in certain literary works. This approach brings to light the existence of citizens’ skills specific to the Colombian metropolis: a "singular behaviour” in Bogotá that is conveyed through strategies and manoeuvres developed by citizens in order to face tense situations and different types of constraints. The practices and representations of the city are shaped into navigation charts and maps, created by the inhabitants of the studied zones, that condense the deep knowledge of the rhythms, the dynamics and the frontiers of the Bogotano territories.These practices reveal a set of shared codes, recognized and rooted in the urban society, that allow the solving of every-day problems linked to security. This citizen behaviour entails basic skills that have become, over time, a “shared common sense” that an inhabitant of Bogotá must possess in order to master the city in its material dimensions, especially in the territorial ones, but also in the symbolic or immaterial dimensions. This knowledge reveals a distinctive wisdom of the capital-city territory

Este trabalho é o resultado de pesquisa sobre o fenômeno sociocultural conhecido como jeitinho brasileiro. A análise foi realizada sob a perspectiva da semiótica discursiva francesa, desenvolvida por A. J. Greimas, tendo por objetivo a busca dos efeitos de sentido que o vocábulo e seus parassinônimos pudessem apresentar. O ponto de partida foi a representação gráfica mostrada por Barbosa (2006), que ilustra o continuum entre o favor e a corrupção, entre os quais o jeito está posicionado, percebido como positivo, quando se aproxima do favor, e negativo, quando próximo da corrupção. Segundo a autora, a passagem de uma categoria para outra deve-se ao contexto e a relação existente entre as pessoas de uma determinada situação. O tema do jeitinho brasileiro requereu um estudo sobre cidadania, na sociedade contemporânea, no tocante à hierarquia e à igualdade. Também abrangeu a problemática da sociedade líquido-moderna, apresentada por Z. Bauman, e o dilema da escolha entre o indivíduo e o cidadão. Para alcançar o objetivo de estudar o campo semântico e discursivo do vocábulo jeitinho e de seus parassinônimos, a minha escolha incidiu sobre o estudo de textos que ilustram diferentes situações de ocorrência e os efeitos de sentido que cada exemplo propicia. Os textos que compuseram o corpus da pesquisa, e nos quais pude identificar as variações do jeitinho, permitiram expansão do eixo apresentado por Barbosa (2006). Dessa forma, propus uma gradação mais detalhada para a gama semântica do jeitinho brasileiro, a partir da colocação de cada caso estudado em um ponto aproximado, entre o favor e a corrupção. Solidariedade, sobrevivência, habilidade, criatividade, flexibilidade, improvisação, charme, simpatia, malandragem, prevaricação, hipocrisia, flexibilidade moral foram algumas das possibilidades presentes nos textos analisados
This essay is the result of a research about the sociocultural phenomenon known as jeitinho brasileiro. The analysis was taken under the perspective of French discourse semiotics, developed by A. J. Greimas, having as objective the search for the meaning effects the word jeitinho and its parasynonyms could present. Its revisits Barbosa (2006) and her graphic representation that illustrates a continuum between favor and corruption, along which the jeito takes place, perceived as positive when close to favor or negative when close to corruption. According to the author, the shift from one category to another (favor to corruption and vice-versa) depends on the context and the relationship among the participants of a given situation. The theme jeitinho brasileiro also demanded studies about citizenship in contemporary society, focusing on hierarchy and equality. It has comprehended the problematical of the liquid modern society introduced by Z. Bauman and the dilemma in choosing to focus the individual or the citizen. To reach the objective of studying the semantic and discourse field of the word jeitinho and its parasynonyms, my choice lay on the study of texts which illustrate different occurrences and the meaning effects each example allows for. The corpus provided us an expansion of the axis proposed by Barbosa (2006), by means of the variety of examples and usages identified. Thus, I propose a more detailed gradation to the semantic range of the jeitinho brasileiro, by placing each study on an area between favor and corruption, according to the semantic field implied by each study. Solidarity, survival, roguery, prevaricação, hypocrisy, moral flexibility were some of the possibilities presented in the texts analyzed

How citizenship is taught in schools can have a profound impact on the development of young people’s ability and willingness to participate in public life. In turn, citizen participation has significant consequences for the health of a country’s democracy (Levine, 2003, Torney-Purta and Richardson, 2004, Osler and Starkey, 2006, Chawla, 2009, Hayward, 2012). Many established democracies today struggle with declining youth voter turnout and civic engagement (Levine, 2003, Catt, 2005, Gallego, 2009, Vowles, 2010, Blais and Rubenson, 2013). However Norway differs from many other democracies in that Norwegian students have one of the highest comparative rates of participation in different civic activities at school (Schulz et al., 2010). To help shed light on why Norway has been so effective at engaging young people in civic life, this thesis examined how democracy is taught in a Norwegian junior high school (ungdomsskole). The results of classroom observation, along with interviews with pupils, parents, administrators and teachers, indicate that deeply-held beliefs about the value of democracy underpin teacher practice alongside strong societal and parent support for citizenship education. This in-depth case study highlights the importance of a teaching philosophy based on a Norwegian interpretation of Bildung, an approach to education of the individual through discussion and action, so that individuals come to understand how they can contribute as citizens to the wider Norwegian polity. The case study suggests that the values of Bildung implicitly inform approaches of participatory learning, deliberation and teachers’ relationships with students, in ways which support young people as they in turn learn to value democracy. The research concludes that these experiences help to equip the ungdomsskole students observed in this case study with skills that they can use both immediately and in the future to participate as citizens in democratic processes and decision-making.

Através de quatro narrativas fílmicas produzidas em Hollywood, são elas: Mississippi em chamas (1988) do diretor Alan Parker; Nascido em 4 de julho (1989) do diretor Oliver Stone; Um dia de fúria (1993) do diretor Joel Schumacher e Clube da luta (1999) do diretor David Fincher, pretendese conduzir o estudo do contexto político do país através dos seus produtos culturais. A primeira narrativa representa problemáticas acerca da segregação racial e a conquista dos direitos civis por negros, tema latente nos anos 1960, que são evocados mediante o contexto de crise desses movimentos sociais e a desarticulação do Estado de bem estar social nos anos 1980. A segunda narrativa representa a experiência do veterano da guerra do Vietnã e o ativismo político oriundo desta experiência, as culturas políticas em efervescência no período, bem como uma leitura que traga um novo lugar de memória para o veterano do Vietnã. A terceira narrativa representa o contexto de crise econômica proveniente do projeto de nação dos neoconservadores e neoliberais que ascenderam ao poder e como resultado de suas políticas houve um aumento da violência urbana, polarização social, bem como a tematização da crise do homem WASP. A quarta e ultima narrativa foi contemporânea de um movimento de diretores e intelectuais afinados com o liberalismo, que se aproximaram da representação da guerra e do sentido de identidade que este fenômeno forja para criticar a postura bélica que os governos anteriores empreenderam, fracassando, pela apropriação conservadora que estas narrativas também proporcionavam, foi visto nos Estados Unidos uma contundente critica aos ideais do American Way of life e neste sentido, Clube da luta é uma destas produções, por trazer em suas imagens elementos da representação da cidadania no período.
This dissertation analyzes the US political context and the representation of the citizenship between the 1980s and 1990s. Through four filmic narratives produced in Hollywood, they are: Mississippi Burning (1988), director Alan Parker; Born on the 4 of July (1989), director Oliver Stone; Falling down (1993), director Joel Schumacher and Fight Club (1999), director David Fincher, it is intended to conduct a study of the political context of the country through its cultural products. The first narrative presents the problematic of the racial segregation and achievements of African-American Civil Rights moviment, latent theme in the 1960s, which are evoked by the crisis of those social movements and the disarticulation of the welfare state in the 1980s. The second narrative is about a Vietnam war veteran experience and political activism arising from this experience, the effervescence of political cultures in the period, as well as a reading that brings a new place of memory to the Vietnam veteran. The third narrative represents the context of economic crisis coming from the national project of the neoconservatives and neoliberals who ascended to power and, as the result of their policies, there was an increase in urban violence, social polarization, and the theming of WASP man crisis. The fourth and final story was contemporary of a movement of officers and intellectuals sympathetic to liberalism, which approached the representation of war and sense of identity that this phenomenon forges to criticize the war posture that previous governments have undertaken, failing, for the conservative appropriation these narratives also afforded, it has been seen in the United States a scathing critique of the ideals of the American way of life and therefore, Fight Club is one of these productions, by bringing in its images elements of representation of citizenship in the period.

In 1994 Ethiopia introduced a federal system of government as a national level approach to intra-state conflict management. Homogenisation of cultures and languages by the earlier regimes led to the emergence of ethno-national movements and civil wars that culminated in the collapse of the unitary state in 1991. For this reason, the federal system that recognises ethnic groups' rights is the first step in transforming the structural causes of civil wars in Ethiopia. Against this background this research examines whether the federal arrangement has created an enabling environment in managing conflicts in the country. To understand this problematic, the thesis conceptualises and analyses federalism and conflict management using a qualitative research design based on in-depth interviewing and content-based thematic analysis - taking the case study of the Benishangul-Gumuz regional state. The findings of the study demonstrate that different factors hinder the federal process. First, the constitutional focus on ethnic groups' rights has led, in practice, to lessened attention to citizenship and minority rights protection in the regional states. Second, the federal process encourages ethnic-based elite groups to compete in controlling regional and local state powers and resources. This has greatly contributed to the emergence of ethnic-based violent conflicts, hostile intergovernmental relationships and lack of law and order along the common borders of the regional states. Third, the centralised policy and decision making process of the ruling party has hindered genuine democratic participation of citizens and self-determination of the ethnic groups. This undermines the capacity of the regional states and makes the federal structure vulnerable to the dynamics of political change. The conflicts in Benishangul-Gumuz emanate from these causes, but lack of territorial land use rights of the indigenous people and lack of proportional political representation of the non-indigenous people are the principal manifestations. The research concludes by identifying the issues that determine the sustainability of the federal structure. Some of them include: making constitutional amendments which consider citizenship rights and minority rights protection; enhancing the democratic participation of citizens by developing the capacities of the regional states and correcting the organisational weakness of the multi-national political parties; encouraging co-operative intergovernmental relationships, and maintaining the territorial land use rights of the Benishangul-Gumuz indigenous people.

Les transitions et a fortiori les consolidations démocratiques font émerger un double phénomène d’interaction entre les acteurs et le système, dans la recherche d’un nouvel équilibre. Les partis ethniques se politisent alors que le système s’ouvre à l’acteur ethnique. On assiste donc à un réajustement évolutif du système devant la nouvelle donne. Le système s’ouvre aux nouvelles demandes à caractère ethnique de différentes façons et à différents degrés : entre la légalisation et la tolérance. Côté acteurs, les partis ethniques rentrent progressivement dans le jeu politique ; de différentes façons et à différents degrés. Dans notre champ problématique les relations interactives se déploient entre acteurs multi-niveaux (partis-Etats) et dans les divers champs (politique, sociétal et juridique). Leurs connexions sont croisées entre l’espace étatique et internationale, public et civil, politique et sociétal ; avec les Etats d’accueil ou d’origine, mais aussi, les Etats-tiers. Ils sont à velléités indépendantistes ou simplement des lobbies politiques. Nous avons essayé de mettre en lumière les principaux aspects de la complexité de la question ethnique dans les jeunes démocraties politiques ‘‘en consolidation’’. La problématique ethnique des PECO peut-elle nous aider à compléter en actualisant certaines visions généralistes des sciences politiques ? Les acteurs impliqués sont ainsi invités à éviter les pièges des nationalismes perçus comme ‘‘mesquins’’, voire ‘‘chaotiques’’ tout en servant la cause d’une plus souple intégration politique alias la ‘‘paix démocratique’’
The revolutions of Eastern induced fragmentation of States were accompanied internally by a revival of ethnic parties, which is not without its problems in political democracy. Transitions and even more democratic consolidation are emerging a double phenomenon of interaction between actors and the system in search of a new equilibrium. Ethnic parties then politicize the system opens the ethnic actor. We are witnessing an evolutionary adjustment of the system to the new situation. The system opens to the new demands ethnic ways and to different degrees: between legalization and tolerance. Side actors, are gradually returning ethnic parties in the political game, in different ways and to different degrees. In our problem the field deploy interactive relationships between multi-level actors (parties-States) and in the various fields (political, societal and legal). Their connections are crossed between the State and international space, public and civil, political and social, with host countries or origin, but also the third States. They are separatist ambitions or simply political lobbies. We tried to highlight the main aspects of the complexity of the ethnic issue in young democracies political '' in consolidation ''. The ethnic problem of CEEC can help us to complete updating some general visions of political science? The actors involved are invited to avoid the pitfalls of nationalism perceived as '' petty '' or '' chaotic '' while serving the cause of a more flexible policy integration to the ‘‘democratic peace’’

AbstractSocial integration of refugees is a major challenge for any country that hosts sizable refugee communities. Recently, Turkey has joined the ranks of such countries as it was transformed to become the country with the highest number of refugees in the world through an inflow of over 3.6 million mostly young and uneducated asylum-seekers from Syria in a matter of a few years. This chapter presents a critical analysis of the Turkish adult education (AE) sector by applying the concept of active participatory citizenship in the context of the current refugee crisis with a focus on its role in helping this vulnerable community to become active members of the society. This chapter argues that AE and Lifelong Learning (LLL) programs have the potential to empower Syrian refugees in such a way to make them into active members, contributing social, economic and cultural ways in Turkish society. To make its arguments, the chapter firstly provides a brief analysis of Turkey’s reform agenda in the field of AE since 1990s. By drawing on selected statistics it highlights the shortcomings in Turkey with respect to developing sustainable and gender sensitive AE programs, especially for young adults. Secondly, it investigates the major legal and institutional developments in Turkey since the first wave of the refugees entering to Turkey after beginning of the Syrian Civil War in 2011. Lastly, it will provide an analysis of how new AE programs for refugees are designed, which are characterised by a holistic view of social inclusion and target specific groups of refugees under the pressure of multiple vulnerabilities.

AbstractIn this chapter, we explore the factors involved in developing digital citizenship through social media use in schools for 14-year-old students in four Nordic countries. The call for digital citizenship and digital citizenship education stems from the new and multiple ways in which young people are engaging in and communicating about civic issues through the use of social media. Schools could be considered to play a core part in developing students’ digital civic engagement, yet the field of digital citizenship education and the factors that enable engagement in schools are underexplored. To address this issue, in this chapter we have completed a mixed methods study analyzing the national curricula in the four Nordic countries and complementing this with an analysis of data from school leaders, teachers, and 14-year-old students participating in the IEA International Civic and Citizenship Education Study (ICCS) 2016. The findings of the analysis show that digital citizenship and citizenship in general are prevailing ideals in the national curricula and that schools are well-equipped technologically. Yet, both teachers and students are ambivalent in their use of social media for developing digital citizenship. Thus, we argue that digital citizenship in education is a manifold and emerging phenomenon and that students might be important guides for its further development in schools.

Artevelde UAS wants to provide similar additional learning opportunities, in which the notion of excellence is based on reflection, self-direction and ‘giving back’ to stakeholders. This paper will provide an elaboration of these opportunities, based on three research questions: (1) What project or initiative can be considered as a valid and well-defined form of excelling, (2) How do we formally structure and organize this initiative or project, and (3) How can we evaluate and validate students’ experiences of excelling? Students of (International) Business Management at Artevelde UAS can excel in three different ways: by professionalizing and becoming an expert in a certain topic or area, by becoming an ambassador for one particular 21st century skill that has been put forward and highlighted by Artevelde UAS in its mission (global citizenship, entrepreneurship or sustainability), or by cooperating with professional business partners in order to develop and implement a real-life project.

Cityspace has been the topic of urban and cultural studies for at least two decades and has opened a variety of ways to approach the city, from historical and cultural perspectives to socio-geographical, economic, religious, literary, postmodernist, post-colonial and, more recently, geo-critical ones. The article looks at the European and American city from the 1970s to the present through the lenses offered by the theoretical approaches by Edward Soja, David Harvey, Michel Foucault, Frederick Jameson, Bertrand Westphal, Manuel Castells, among others, while highlighting the specific characteristics of cityspace and citizenship, the use and misuse of living and imagined spaces in the period mentioned above. The shift from the modern city to the postmodern metropolis and global megalopolis has entailed essential changes in the views on cityspace both from the architectural perspective and from the city dweller’s perception of space in the city. How these changes have affected our lives and what the city of the future will look like are two core questions this article attempts to answer.

The European Union (EC-JRC, 2010), has stressed that higher education must change and adapt to economic and social needs, that institutional change is essential to educational innovation, and that information and communication technologies (ICT) must form part of the teaching and learning process. The second international challenge is to encourage international cooperation between institutions in order to share knowledge across borders and facilitate collaboration (Morin, 2009) and post-cosmopolitan citizenship (Dobson and Bell, 2006). The dramatic decrease of the number of students in Latvia in the last 10 years by 64% and disproportionally high number of HE institutions, makes Latvia’s Government, the Ministry of Education and Science and higher education institutions to look for new ways to structure and optimize the processes in the higher education sector. The main research question of this paper is: the general development trends of the main drivers for attracting more students into the tertiary education sector in Latvia by means of online education and internationalization. The relevance of the research: the authors review the intersections of the distance learning and internationalization as the optimal solutions for the critical situation in the Latvian higher education sector with lack of students.

Today, smart cities are presented as a solution to achieve a more sustainable urban development while increasing the quality of life of its citizens through the use of new technologies (Neirotti, 2013). Smart Mobility is based on innovative and sustainable ways to provide transport for the inhabitants of cities, enhancing the use of fuels or vehicle propulsion systems that respect the environment, supported by technological tools and a proactive behaviour of citizenship (Neirotti, 2013). In urban mobility, the purpose of the Smart Cities is to develop flexible systems for real-time information to support decision-making in the use and management of different transport modes, generating a positive impact, saving users time and improving efficiency and quality of service. In this context, several solution types are being introduced in the world’s cities. They enable the improvement of the abovementioned factors acting on the demand side resulting in more efficient journeys for individual travelers, and improved satisfaction with the service. (Skelley et Al., 2013) with a lower level of investment than that of infrastructure deployment or an increase in the level of service. One of the most extended solutions is the use of mobile apps for providing the user with contextualized -static and real time- transport information. The study is based on a survey carried out among users of public transport in Madrid under the European OPTICITES project of the 7th Research Framework Programme. The survey contained items on their transportation habits, their level of skills and technological capabilities, and their main expectations about the possibility of using a new application, the main desired capabilities and willingness to pay for use. The study results show the preferences of users of public transport capacity, static, real-time search and in-app services for a multimodal real-time application and willingness to pay for this service, all analyzed by different Slicers users. Brazilian councils for the management of public policies are spaces for the exercise of citizenship, which requires preparation. This paper presents the results of the union between different public government institutions to offer an online course on Citizenship and Social Control. This initiative of education for transparency was intended to integrate the government and the civil society, as well as to foster transparency and enable society to perform the social control. The scientific publicization of the lessons learned in this initiative, which reached about 700 citizens by means of a Learning Management System, can spur new actions and reflections in this area.

In this paper, which draws from my current research on back to-the-city movements in America, I suggest a direct correlation between a predominant emphasis on values of self advancement, individual rights, and mass individual consumption (consumership) and a parallel underdevelopment of values focused on family and civic responsibility (citizenship). I define consumership as a way of thinking and living, broadly guided by three interconnected perspectives: an overarching emphasis on material relationships, a paramount concern for maximum efficiency in human institutions, and a view that our environment is a commodity. I define citizenship as a unique quality of community gained from exercising our human capacity to care, share, and trust beyond our immediate ties of lunship, friendship, and ethnicity; ie., a quality of caring, sharing, and trusting that honors nature’s rhythms and serves as a source of empowerment for individuals seeking to build common opportunities.

Leadership style has not been effectively examined in educational institution in developing countries. The purpose of this study is to examine the impact of Leadership styles on organizational citizenship behaviour (OCBs) among secondary school teachers. Based on the review, the study proposed that leadership styles and its components; transformational leadership (TFL) and transactional leadership (TAL) will affect OCBs. Methodology, The population of this study, is secondary school teachers. A stratified sampling technique was deployed to collect 174 responses from eight schools. The findings showed that TFL and TAL have a significant effect on OCBs and TFL highly predicted OCBs than TAL. Decision-makers are advised to implement the TFL and increase the OCBs among Teachers.

A degree of informed-ness (or ‘literacy’) is thought to inspire effective communication and allow for impactful decision-making regarding personal lifestyle and behaviours, which are subsequently beneficial to the marine and coastal environment. Not only that, a collective OL mindset may be translated into policy, informing marine spatial planning authorities of people’s expectations regarding their marine and coastal spaces.

Ours is an age of pervasive political turbulence, and the scale of the challenge requires new thinking on politics as well as public ethics for our world. In Western countries, the specter of Islamophobia, alt-right populism, along with racialized violence has shaken public confidence in long-secure assumptions rooted in democracy, diversity, and citizenship. The tragic denouement of so many of the Arab uprisings together with the ascendance of apocalyptic extremists like Daesh and Boko Haram have caused an even greater sense of alarm in large parts of the Muslim-majority world. It is against this backdrop that M.A. Muqtedar Khan has written a book of breathtaking range and ethical beauty. The author explores the history and sociology of the Muslim world, both classic and contemporary. He does so, however, not merely to chronicle the phases of its development, but to explore just why the message of compassion, mercy, and ethical beauty so prominent in the Quran and Sunna of the Prophet came over time to be displaced by a narrow legalism that emphasized jurisprudence, punishment, and social control. In the modern era, Western Orientalists and Islamists alike have pushed the juridification and interpretive reification of Islamic ethical traditions even further. Each group has asserted that the essence of Islam lies in jurisprudence (fiqh), and both have tended to imagine this legal heritage on the model of Western positive law, according to which law is authorized, codified, and enforced by a leviathan state. “Reification of Shariah and equating of Islam and Shariah has a rather emaciating effect on Islam,” Khan rightly argues. It leads its proponents to overlook “the depth and heights of Islamic faith, mysticism, philosophy or even emotions such as divine love (Muhabba)” (13). As the sociologist of Islamic law, Sami Zubaida, has similarly observed, in all these developments one sees evidence, not of a traditionalist reassertion of Muslim values, but a “triumph of Western models” of religion and state (Zubaida 2003:135). To counteract these impoverishing trends, Khan presents a far-reaching analysis that “seeks to move away from the now failed vision of Islamic states without demanding radical secularization” (2). He does so by positioning himself squarely within the ethical and mystical legacy of the Qur’an and traditions of the Prophet. As the book’s title makes clear, the key to this effort of religious recovery is “the cosmology of Ihsan and the worldview of Al-Tasawwuf, the science of Islamic mysticism” (1-2). For Islamist activists whose models of Islam have more to do with contemporary identity politics than a deep reading of Islamic traditions, Khan’s foregrounding of Ihsan may seem unfamiliar or baffling. But one of the many achievements of this book is the skill with which it plumbs the depth of scripture, classical commentaries, and tasawwuf practices to recover and confirm the ethic that lies at their heart. “The Quran promises that God is with those who do beautiful things,” the author reminds us (Khan 2019:1). The concept of Ihsan appears 191 times in 175 verses in the Quran (110). The concept is given its richest elaboration, Khan explains, in the famous hadith of the Angel Gabriel. This tradition recounts that when Gabriel appeared before the Prophet he asked, “What is Ihsan?” Both Gabriel’s question and the Prophet’s response make clear that Ihsan is an ideal at the center of the Qur’an and Sunna of the Prophet, and that it enjoins “perfection, goodness, to better, to do beautiful things and to do righteous deeds” (3). It is this cosmological ethic that Khan argues must be restored and implemented “to develop a political philosophy … that emphasizes love over law” (2). In its expansive exploration of Islamic ethics and civilization, Khan’s Islam and Good Governance will remind some readers of the late Shahab Ahmed’s remarkable book, What is Islam? The Importance of Being Islamic (Ahmed 2016). Both are works of impressive range and spiritual depth. But whereas Ahmed stood in the humanities wing of Islamic studies, Khan is an intellectual polymath who moves easily across the Islamic sciences, social theory, and comparative politics. He brings the full weight of his effort to conclusion with policy recommendations for how “to combine Sufism with political theory” (6), and to do so in a way that recommends specific “Islamic principles that encourage good governance, and politics in pursuit of goodness” (8).
