Abstract:
The analysis of using the military units and formation during conduct of hostilities on the territory of Donetsk and Luhansk region allows to claim that the one of the main aspect that impact on the success in the execution of tasks are existence of workable samples of weapons and military equipment. Thus, the one of the main source of entering of workable samples of weapons and military equipment in military units (military formations) during conduct of hostilities is returning them from stationary and movable damage-control military formations (units) after the completion of their restoration. Accordingly, during the restoration of damaged samples of weapons and military equipment consumes replacement parts, assemblages, aggregates, components equipment etc. that need to be purchased from manufacturers, which has resulted to financial and economic costs. Therefore, in this work are proposed the methodical approach to evaluation of economic efficiency of repairing samples of weapons and military equipment. This approach includes two ways: financial and economic costs on the repairing of weapons and military equipment in the stationary conditionals and in the moving repair and reconstruction military formations (units). The main costs will be focused on the principal salary of repairmen, the basic materials, replacement parts, overhead of mechanical department, common overhead, new product development costs, and special costs during the repairing of weapons and military equipment in stationary conditions. And the basic spending will be focused on the purchasing of new details, assemblages, aggregates, depreciation cost of equipment, the cost of maintaining the personnel of repair specialists, average cost of operational set during the repairing of weapons and military equipment in the moving repair and reconstruction military formations (units).

In order to repel armed aggression in the East of Ukraine, the national defense-industrial complex has modernized and developed a significant nomenclature of weapons and military equipment, which correspond to the forms and methods of conducting modern hostilities. Experience of using the samples of weapons and military equipment, which are allowed to exploitation in the Armed Forces of Ukraine, indicates on the necessity of resolving a number of problematic issues related to tecnical maintenance, repair, providing of logistical means etc., for keeping them in working order Keeping the samples of weapons and military equipment in working order in conditions of fightfare is determined by the number of factors, the one of which is their survivability, namely ability of sample of weapons and military equipment to keep their parameters in given limits,withstand damage of all kinds, and in the event of damage retain the possibility of combat use after repair with minimal cost of time and repair. The article proposes a technique for determining the survivability characteristics of a sample of weapons and military equipment. This technique makes it possible to determine the durability and reproducibility indices of weapons and military equipment samples thereby determining the survivability of a particular weapons and military equipment sample or group of single-purpose machines.

Abstract:
The subject matter of the article is the functioning process of the armored weapons and military equipment recovery system during combat operations in modern conditions. The goal of the study is to justify of recommendations for improving the functioning of the recovery armored weapons and military equipment under the order to reduce the time of work and rational use of forces and resources. The tasks to be solved are: to present the process of functioning of the system of armored weapons recovery and military equipment as a list of events and works that comprehensively reflect its essence and the interrelations between individual actions; to build a network graphical model of functioning of the armored weapons and military equipment recovery system of the assigned units; to analyze the critical path of network grapHhics; to identify critical work requiring closer scrutiny and identification of issues and risks that may impact the functioning of the whole recovery system, by analyzing and optimizing the network schedule make suggestions for improving the operation of the recovery armored weapons and military equipment system. General scientific and special methods of scientific knowledge are used. The following results are obtained. It was simulated the functioning of the armored weapons and military equipment recovery system of military units in performing their tasks by constructing a graphical network models critical path. Analysis network diagram allowed us to determine directions of improvement of functioning of system of recovery of armored weapons and military equipment under the conditions of limited material and nonmaterial resources and regular information updates. Conclusions. The network graphic model of the for restoring armored weapons and military equipment recovery of during combat operations it possible to present the entire scope of work, their logical and chronological relationship and to adjust plans taking into account the limited time and insufficient number and training of personnel. Analysis of the critical path of the network schedule makes it possible to conclude that if there are several battalions in the brigade, the repair of samples of armored weapons and military equipment with a labor intensity of more than 200 people / hour is on the critical path because the forces and means for the restoration of armored weapons and military equipment not enough in modern conditions. The network schedule for the recovery of armored weapons and military equipment with the functional distribution of the volume and list of works is optimal for the length of the critical path. The practical implementation of proposals to improve the functioning of the armored weapons and military equipment recovery system is possible by creating separate logistics units of the appropriate hierarchy levels and implementing an interspecific territorial system for providing military units

The main impact force of ground troops is the hard weapons and military equipment, that is why the loss of one of them is always painful for any army in the world The basic combat weapons and military equipment (high-precision samples of weapons and military equipment) are too expensive to destroy damaged vehicles or leave them on the battlefield. Realizing this, the special vehicles were created for the evacuation of this type of weapons and military equipment – armored repair and evacuation vehicle, which are designed to evacuate from the battlefield damaged and stuck tanks, infantry fighting vehicles, armored personnel carriers, self-propelled artillery system and other units of equipment, even out of the probable enemy fire. Taking into account the analysis of the development of evacuation means which are in the service of the Armed Forces of Ukraine and the armed forces of the leading countries of the world, in this work the method of substantiation of tactical and technical requirements for means of evacuation of damaged weapons and military equipment is proposed. The essence of this method is to distribute the means of evacuation by mass and size, by type of mover, by the method of moving the damaged sample, by the level of application. The formation of requirements is aimed at the transition of evacuation means and basic models of weapons and military equipment to unified basic platforms of the modular type. The implementation of these platforms will make it possible to install various types of special modules of evacuation means (material-handling, load-lifting, etc.) and modules of samples of weapons and special equipment. The application of this metodology will provide an opportunity to obtain technical outlines of evacuation tools for different levels of the hierarchy, taking into account the scope of tasks assigned to them.

The aim of this paper is to highlight the great social danger resulting from uncontrolled trade in arms and military equipment. A large number of terrorist attacks in the world show that uncontrolled arms trade is a growing problem for international security. In order to provide the same protection, the problem of uncontrolled arms and military equipment, which is the major international business, should be viewed from several aspects. To this end, after defining weapons, their production and trade, the authors have presented one of the ways the leading companies in the military-industrial complex provide themselves a market for sale of arms and military equipment, thus creating the conditions that contribute to expanding of their military companies. As the world?s largest exporters of arms and military equipment the United States, Russia and China give a short historical account of their arms trafficking. Then, considering the fact that the amount of weapons would unlikely diminish, the authors have pointed out that states should find a way to control the movement of weapons in the world preventing terrorist to take hold of them.

Purpose The police response to the protests in Ferguson, Missouri refocused attention on law enforcement agencies’ participation in the military surplus equipment program, or 1,033 Program. Given the extensive media coverage, particularly regarding the acquisition of military vehicles and weapons, it is important to empirically investigate the 1,033 Program. The paper aims to discuss these issues. Design/methodology/approach Survey data were collected from 1,205 law enforcement regarding 1,033 Program participation and the types of equipment acquired. This study also explores whether significant differences exist by region, agency type, and size. Findings The results demonstrated that while a majority of state and local law enforcement agencies participated in the 1,033 Program, a significant number of agencies did not. Acquisition of military surplus weapons, vehicles, and other types of equipment was not the norm. Significant differences were discerned for overall participation and equipment acquisition based on region, agency type, and size. Research limitations/implications This study does not address other concerns such as how surplus military equipment is used or policies agencies may have to govern that use, which provide avenues for further research to discern best practices. Practical implications Law enforcement agencies do not appear to acquire military vehicles and weapons to the extent that has been dramatized by the media. Originality/value This study contributes empirical data to inform the discussion of law enforcement agencies’ acquisition of military surplus equipment in the USA.

Abstract:
Today, all samples of modern weapons and military equipment (OVT) have high requirements for readiness for combat use, reliable operation during combat. Due to the continuous improvement of the OVT troops and the enhancement of their combat capabilities, much attention is paid to the reliability of these samples, since failure to perform them due to the failure of the OVT can lead to serious consequences in the operation (combat). Therefore, for a more realistic description of the level of failure of a renewable and non-renewable sample of military equipment, it is necessary to select and substantiate a more adequate variant of the mathematical model, which will take into account the influence of most factors influencing the sample of technology. To describe the processes of equipment failure, under the assumptions defined in the article, it is proposed to use mathematical models of the type of queuing systems; This graph shows all possible transitions of this sample from one state to another, taking into account the specified operating conditions. The authors propose that, unlike what is actually observed in the military, the value of the probability of failure- free operation of a renewable sample should be presented as a non-renewable sample of weapons and military equipment. This is not the case with the definition of a non-renewable (not repaired) specimen, when this determination is no longer related to the type of specimen, its components (they can be repaired), not to the repair, but to the specific purpose of military equipment. Therefore, if during the combat work of a sample of equipment his failure occurred, then given the final and long enough recovery time after failure occurs, he is considered unable to perform the combat task. The main conclusion of the article is that, given the importance of military equipment, it is advisable to set them as a non-renewable sample of weapons and military equipment when substantiating the reliability of the design at the design stage. It can then be hoped that during the operation of the sample in the troops, the values of these indicators will be no worse than those recorded on the form, when weapons and military equipment are considered as a renewable sample.

Abstract:
Aim. Today, the development and operation of weapons and military equipment is characterized by fast-growing customer requirements, which, in turn, leads to their increased technical complexity and cost. It is obvious that maintaining the required physical and operational characteristics of high-technology weapons and military equipment by the users is not always possible due to a number of reasons, including insufficient capabilities of the service units that do not have the required personnel, assets and competences. In turn, the manufacturers involved in the delivery of the government defence order are also interested in shaping long-term relations with the customer allowing to build a platform for sound progress. One of the possible solutions for such interaction between the customer and the contractor used worldwide and in Russia is public-private partnership in the form of life cycle contracts. Despite the obvious advantages, its introduction into the practice of weapons and military equipment life cycle is hampered by a number of adverse factors (insufficiencies in the regulatory framework and technical standards, poor level of information technology deployment in LC management) that need to be overcome in terms of both scientific and practical considerations. It is perfectly clear that developing a tool that would allow mitigating a full spectrum of problems as part of this study would be an extremely challenging task. Given the above, the paper aims to examine risks as one of the aspects of this complex problem that implies the development of a new approach to the interaction of the parties involved in a life cycle contract for weapons and military equipment, taking into account the current conditions, interests, goals and objectives. It involves comprehensive analysis of uncertainty and the whole spectrum of possible risks associated with the weapons and military equipment life cycle processes. Methods. The managerial decision-making is based on the decision tree method that allows dividing the complex decision-making problem into component tasks and obtaining quantitative risk estimates, thus developing an adequate system of measures for the prevention of event risks and reduction of their negative consequences. Results. Based on the proposed methodological framework, a risk management algorithm has been developed, a matrix has been defined for assessing risks and their impact on the temporal and technical characteristics, as well as the costs of a project. Conclusion. The suggested approach is universally applicable and can be used by both the officials of military authorities in the process of scientific support of LCC implementation, and by the management of defense contractors as they develop their interaction with the military authorities responsible for the creation and operation of weapons and military equipment.

Abstract:
In modern systems for the automatic design of complex products for military equipment, algorithmic construction of conjugate models of curved surfaces using computer technologies that exclude interference are increasingly being used. This gives a powerful impetus to the development of applied geometry of surfaces and stimulates the search for new ways to improve the technological processes of manufacturing parts, on machines with an information control system. In particular, this applies to technological operations on numerically controlled machines. One of the main directions in modeling kinematic pairs should be considered the study and design of the shapes of surfaces in close connection with the operating conditions of structures in military equipment and weapons in which they are to be used. The shapes of complex curved surfaces affect the reliability and durability of mechanisms in military equipment and weapons and therefore require more careful consideration of external conditions when designing. Much attention is paid to the design of surfaces, taking into account an increasing number of predetermined requirements, conditions for the formation of curved surfaces of kinematic pairs in military equipment. The use of algorithmic constructions of conjugated kinematic pairs for an information control system in the manufacture of real surfaces of military equipment obtained as a result of stamping, the creation of a geometric model of stamping, reflecting a real physical process, is an urgent problem. In recent years, in the manufacture of precision high-quality products of kinematic pairs and cutting tools in military equipment and weapons, complex curved surfaces have been widely used, which require the development of a geometric and mathematical apparatus for their modeling. Algorithmic modeling of curvilinear transformations for the formation of mating surfaces of kinematic pairs in military equipment, based on a parametric kinematic screw, is proposed, which will eliminate interference during their manufacture.

The creation and development of means of refueling equipment began with the rearmament of the world army to samples of weapons and military equipment, which were equipped with internal combustion engines. For the operation of the aforementioned engines, it was necessary to produce, transport, accumulate and apply a wide range and quantity of fuel and lubricants. Equipping military equipment with internal combustion engines began at the turn of the twentieth century and was almost completed before the start of World War II, simultaneously with the introduction of internal combustion engines into widespread use, the problem arose of delivering fuels and lubricants to the end consumer and organizing refueling of equipment both in stationary and in field conditions. The impetus for the development of technical means of transportation, storage and refueling of military equipment was the large-scale hostilities on the fronts of the Second World War. The purpose of the article. The study emphasizes that recently a lot of attention has been paid to the issues of financial support of the Armed Forces of Ukraine, as well as ensuring the required level of combat capability of troops (forces). It was found out that the technical re-equipment of the army is one of the main priorities of our country, as the combat capability of the Armed Forces of Ukraine depends, first of all, on equipping them with combat-ready models of weapons. The article presents a methodical approach to substantiating the distribution of financial resources between types (types of troops) of the Armed Forces (AF) of Ukraine. The application of this approach will allow to determine the required number of combat-ready samples of weapons and military equipment (ART) for the operation (combat operations) during a certain period and to achieve a given level of combat capability of units. The peculiarities of this approach are as follows: first, the cost of acquiring weapons for a particular type of troops is calculated not only by the main types (groups, types) of weapons, and other types (groups, types) of weapons, which ensures the principle of structure of existing weapons. formation; secondly, to determine the total cost of acquiring weapons for military units, the provisions of the intersectoral balance Leontiev V. with direct costs, which provides the principle of complexity in assessing the necessary financial resources for types (types of troops) of the Armed Forces of Ukraine to ensure their weapons; thirdly, a relationship is established between the equipment of a certain number of combat-capable weapons of a certain military formation and the achieved level of its combat capability through the application of the theory of averted damage. In order to successfully apply the proposed approach, it is necessary to have clear initial data on the current state of weapons in the Armed Forces of Ukraine. Conclusion. Prospects for further research are to develop, in accordance with the above material, recommendations for the application of this approach to justify the distribution of financial resources between types (types of troops) of the Armed Forces with a given level of combat capability to determine the required number of combat-ready samples of weapons for the types for the purpose of conducting operations (combat operations) during a certain period. Supply of military weapons, equipment, spare parts and ammunition had always been of a crucial importance for the Ottoman Empire. This issue came to be a part of an international diplomacy from 19th century onwards when the Ottoman governments were forced into a position to choose allies from European Powers who were in rivalry in providing military materials. Many companies from France, England and Germany competed with each other in order to have the greatest share from the military supplies market in the Ottoman Empire. Such German companies as Krupp, and Rheinische Metallwaren und Maschinefabrik in Düsseldorf; French company Sxneider/Le Creusot; and British Armstrong/Vickers Company were among them. However, German weapon companies stood out in meeting the needs of the Ottoman military. In the reign of Abdulhamid II, the German company of Krupp came forward in selling artillery weapons in particular after the 1880's, and turned out to be the dominant power in the end of the century, while the other German companies dealt in the various other military materials such as rifles, ammunitions, spare parts, wagons, factory workbenches. Levazımat-ı Umumiye Dairesi (General Supplies Department) which functioned as attached to the Harbiye Nezareti (Ministry of War) during the early years of the 20th century was in charge of the supply and distribution of primary materials which were necessary for the provisioning of the army. This department was not only involved in the provisioning and equipment of the army during the WWI, but played an important role in procuring the technical equipment for the setting up and development of military factories as well as establishing connections and cooperation with Germany to this end, through its branches. It is possible to reach many correspondences about these cases in ATESE Archives which is attached to the General Staff. This study aims to provide some examples concerning the activities of the above-mentioned department and military factories and procuring the wartime equipment in particular, based on the primary sources.

Maintenance of armaments and military equipment according to the actual (technical) condition with controlled parameters is based on the assessment of the technical condition of the pattern according to the control of its parameters and forecasting the rate of their changes to threshold levels, which allows to operate the pattern until signs of dangerous also exclude the premature execution of certain, especially time-consuming, maintenance operations. The basis of maintenance is diagnosing and forecasting the technical condition of the pattern of weapons and military equipment for a certain period of time. In practice, the initial data for forecasting the technical condition is the history of measuring parameters over time. The article presents a methodical approach to determining the scope of work during the maintenance of weapons and military equipment on the actual situation with the control of parameters. It is proposed on the basis of the collected statistical information on the values of the controlled parameters of the pattern of armaments and military equipment to build an approximation function, which describes the process of gradual change of parameters over time. The factors influencing changes in the parameters of the technical condition of pattern of armaments and military equipment during their use and storage are considered. The time interval of fixing the measured values of the controlled parameters is substantiated. This time interval increases the probability of forecasting the technical condition of the pattern and reduces the possibility of sudden failure of the technical object, reduces the complexity and duration of work on fixing the values of controlled parameters. Thus, the proposed model of maintenance of weapons and military equipment makes it possible to determine the required amount of work based on the actual condition of the pattern, taking into account the geographical and climatic characteristics of the area of application, the capabilities of mobile maintenance, spare parts and materials needed for operation, and time allotted for maintenance.

From the first days of military actions in the Great Patriotic war, all the activities of the Soviet troops required providing and further use of a large number of material resources: equipment, weapons, ammunition, food, etc. In conditions of an acute shortage of property for the defense purposes, many enterprises began to adjust to produce military products, thereby providing comprehensively the defensive measures in the initial period of the war, and later – successful advance of the Soviet troops. The article carries out the historical analysis of attracting and reorienting non-military enterprises and organizations of the USSR to produce military products during the Great Patriotic war. It gives numerous examples of civilian enterprises reorientation to produce weapons, ammunition, equipment, products, and medicines. Special emphasis is placed on restructuring the heavy industry as the main supplier of military equipment. The article reviews and analyzes the conditions under which efficient mass production was organized, which consists of a sequential performing operations that do not require a high qualification from the workers, but at this reduce the time for the production of an article due to fragmentation of processes. It is emphasized that reorientation of Soviet non-military enterprises and organizations of the USSR to produce military products took place in a very short time, which in principle did not affect the increase in the number of manufactured products. It is concluded that organization of large-scale weapons production at non-military enterprises of the country was achieved by upgrading the equipment, applying new production methods, improving technological schedules, close interaction of enterprises, and other measures. It is emphasized that historical experience convincingly proves that the military situation in a state, as a rule, affects not only military enterprises and organizations of the state, but civil ones as well. The authors put emphasis upon the heroic labor feat performed by the civilian population in the most difficult years for the country. The need for further study of the issue under consideration is actualized, including for the purpose of patriotic education of the younger generation.

Considered in detail is the United States of America Advanced Field Artillery Tactical Data System (AFTDS). This is a multipurpose tactical information system of field artillery using mobile technology. It provides automated decision making for the functional subsystem, support for the ground forces and marines, as well as integrated operational units and united types of troops. The article describes the entire sector of the capabilities of this automated combat control system. The article also discusses ADLER (Artillerie Daten Lage and Einsatz Rechnerverbund) Germany’s automated field artillery control system. This automated field artillery control system provides all the field artillery control capabilities from the division to the gun (mortar, MLRS, reconnaissance equipment). The unified information network unites target detection facilities, combat (fire) and fire weapons control centers (points). it makes it possible not only to process the data, but also to control the detection mode and hit targets, including the evaluation of intermediate results. Integrated systems of reconnaissance, surveillance, target definitions and their destruction are considered by military experts of the leading, militarily, countries of the world as a critical element for achieving information superiority over the enemy. Analysis of the interaction of artillery reconnaissance forces and weapons and armaments of the leading military countries of the world provides an opportunity to study the development of weapons and military equipment to ensure the creation of an intelligence-information subsystem of artillery.

A methodological approach to forecasting the cost costs at the main stages of the life cycle of a sample of weapons and military equipment, as one of the most important carriers of the capabilities of military organizational-staff formations, is proposed, which is carried out when substantiating measures for developing the capabilities of troops in the course of long-term and medium-term defense planning. The methodological approach is based on the use of the concept of a typical distribution of the cost of the life cycle of a sample by stages and stages, which allows in a formalized form to link costs at each stage of the purchase price of a serial product of a sample of weapons and military equipment of a specific type and type, taking into account the choice of a specific way of obtaining weapons and military equipment. It is proposed to forecast the volume of necessary costs at the stage of operation and support, taking into account the uneven distribution of these costs during this stage of the life cycle of a separate product. For this, it is proposed to divide the entire period of the duration of the operation stage into two main parts. The first part corresponds to the operating conditions of the product with a constant failure rate of the equipment after the completion of a short running-in process, and the operating costs per unit of time on it are considered the same throughout its duration. A formalized expression is proposed for obtaining the predicted value of these costs depending on the purchase price of the product. In the second part of the period of operation and support of a product of weapons and military equipment, operating costs per unit of time change over time according to an exponential law, reflecting the fact that operating costs increase with an increase in the failure rate as it approaches the assigned service life, which corresponds to the laws, known from the general theory of reliability of technology. The specifics of forecasting the costs of operation and support of a product obtained by import and which has already been in operation and has a residual service life have been determined.

The article is devoted to the study of the space of parameters of the microclimate of premises in the fighting compartments of armored vehicles, working compartments of hardware vehicles of weapons and military equipment. Development of computer spatial models using a project-oriented approach. The article presents the features of the implementation of the components of a new methodological approach to the process of studying the microclimate parameters in the rooms of the fighting compartments of armored vehicles, the working compartments of the hardware vehicles of weapons and military equipment. Structurally made on the basis of a combination of physical and mathematical modeling using the apparatus of applied multidimensional geometry, which constitutes the instrumental basis for the targeted study of such processes in the rooms of the combat compartments of armored vehicles, the working compartments of the military hardware machines, as well as illustration by means of information graphic technologies of the influence of individual parameters of thermal or ventilation regime for the microclimate in a confined space. It is shown that the use of physical modeling with the involvement of appropriate experimental equipment and the use of the obtained experimental results for geometric modeling based on applied multidimensional geometry is effective. The main modes that provide a proper microclimate, that is, temperature and ventilation conditions, are highlighted. The constructed models with the involvement of graphic information technologies for the modes under study using methods of projection into phase planes of various dimensions, which allow, on the basis of a physical analysis of a specific mode, to evaluate the performance of the proposed technical means of increasing the efficiency of the infrared heating and ventilation system in the rooms of the fighting compartments of armored vehicles, working compartments hardware weapons and military equipment. The proposed research algorithm allows, with sufficient accuracy for engineering calculations, to determine, depending on the conditions of the technological process, the microclimate parameters in the rooms of the combat compartments of armored vehicles, the working compartments of hardware vehicles of weapons and military equipment, which are able to take into account these features. The developed computer models illustrate the interaction of heterogeneous parameters that contribute to the effectiveness of solving problems of analysis, control, diagnostics of microclimate indicators.

Today, the problem of ensuring the effectiveness of the system of testing weapons and military equipment remains relevant. According to the existing national legislation and the accepted standards, separate specialized institutions are involved in the testing of samples of armaments and military equipment. One of the methods of improving the efficiency of test centers and institutions is the automation of all processes that accompany the testing of samples of weapons, military equipment and special equipment. The article highlights the approaches to the design and practical implementation of the information system to support the testing of weapons and military equipment. Its possible functional composition is considered. It is assumed that the information system should automate all processes in the test facility that are somehow related to the tests.Based on the analysis of existing guidance documents and scientific and technical information sources, the composition of the main functional components of the information system of test support is proposed. The necessity of introducing a management component into the information system for the implementation of a targeted approach to the management of a testing facility is substantiated. Reclassification of tasks of information databases on stages of carrying out tests is done. Based on the generalized scheme of testing the conceptual model of information system of support of tests is offered.The approximate composition of individual software modules and the content of databases are given.The expediency of using a spiral model of software design for the development of a comprehensive full-featured information system for test support is substantiated. Artificial intelligence, neural networks, speech and behavior recognition systems, drones, autonomous robotic systems - all of these and many other technologies are widely used by the military to create a new type of lethal weapon programmed to independently decide to use military force. According to experts, production of such weapons will be a revolution in military affairs, the same kind of revolution that the creation of nuclear weapons made back in the days. Adoption of fully autonomous combat systems raises a number of ethical and legal issues, the major of which is a destruction of a supposed enemy’s manpower by a robot without a human command. This article focuses on the legal aspects of creating autonomous combat systems, their legal status and the prospects of creating an international document prohibiting lethal robotic technologies. As the result of the study, the authors came to a conclusion that there is no direct legal restriction on the use of fully autonomous combat systems, however, the use of such weapons contradicts the doctrinal norms of international law. The authors also believe that a comprehensive ban on the development, use and distribution of robotic technologies is hardly possible in the foreseeable future. The most possible scenario for solving the problem at an international level is only a ban on the use of this type of military equipment directly during an operational activity of an armed conflict. At the same time, the authors consider it necessary to outline the acceptable areas of application of robotic technologies: medical and logistical support of military operations, military construction, the use of mine clearing robots and similar humanistically justified measures.

Maintenance of armaments and military equipment, implementation of a set of measures to maintain armaments and military equipment in working order are related to the need to solve the problem of ensuring the specified indicators of their efficiency, especially samples with long service life. Given the current state of the domestic armaments and military equipment park, it is important to study the experience of NATO member states in implementing adaptive maintenance and repair strategies, including maintenance and repair strategies. The aim of the article is to analyze the current state of use of adaptive strategies for maintenance and repair of weapons and military equipment in the world's leading countries with further substantiation based on its recommendations for their practical implementation during the organization of their operation in the Air Force of Ukraine. According to the results of research, a positive impact of the application of maintenance and repair strategy, including by solving the problem of minimizing the cost of operation of weapons and military equipment. As a result, substantiated and proposed the necessary conditions for the application of the strategy of their maintenance and repair, which are in service with the Armed Forces of Ukraine in technical condition, the implementation of which as an alternative to the use of service life (resource) of relevant samples control of the limit condition or the need for maintenance and repair of the product, which are accepted as a result of continuous (periodic) control of the parameters that determine the technical condition.

The current level of development of robotic systems of armaments, military and special equipment is characterized by an accelerated transition to their construction on a modular basis. Due to this relatively small nomenclature of initial blocks-modules of lower levels can provide a large variety of the type of land-mobile robotic complexes of specialized functionality. There is an opportunity to quickly adapt the necessary robotic military equipment to specific combat conditions, which guarantees the reliable performance of the assigned combat missions. It is proposed to equip the transport platforms for robotic systems of armament, military and special technics by electromechanical engines on the basis of autonomous drive modules with driven forced electric motors on the basis of rare-earth neodymium permanent magnets. At the same time, record high performance transshipment capacity is achieved, which dramatically increases the ability to overcome difficult road impediments. The article deals with the design features of modular transport platforms for modern robotized weapons, military and special equipment systems, which are conditioned by the need for reliable delivery of weapons, ammunition, equipment, foodstuffs and medical supplies to the personnel on the line of contact with the enemy in difficult geoclimatic conditions. It is shown that the necessary quality of realization of the assigned of combat tasks is ensured by the application of the installation on the platforms of autonomous electromechanical drives of driving wheels.

The Pahang Uprising at the end of the 19th century AD featured various military innovation that proved the greatness of the Pahang Malay community. Pahang Malay fighters used the advantage of their khowledge of nature (the forest) in addition to modern military equipment. Hence, it is the intention of the researchers to examine and identify the military tools used during the Pahang uprising. This paper utilises the methodology of content analysis and literature review. Based on the examination, it was found that military tools such as sumpit and tree roots were used in Pahang uprising as well as modern weapons such as guns and explosive. All of these tools were fully utilised in the formulation of war strategy planned by the leader of the Pahang fighters in the uprising, Dato' Bahaman. This combination of war strategy and military innovation became the benchmark of the greatness of the Pahang Malay community in the late 19th century AD.

The Roman items the author dealt with in this paper include weapons and armour (nos. 1–5 and probably 23), personal equipment (nos. 6–11), cavalry equipment and horse harness (nos. 12–21), possibly civilian and unidentifiable items (nos. 22–24) and a late Roman buckle (no. 25). The similarities between these objects and those from the occupation layers of the Roman forts dated at the end of the 1st century AD are evidence of their origin in a siege camp at the foot of the hill where the Dacian fortification was located. The presence of lorica segmentata fittings in this assemblage together with the parallels of the most personal equipment found in Vindonissa fortress point to the quartering of a legionary vexillation in this camp. And the large proportion of horse gear among all the military equipment suggests the inclusion of a cavalry detachment in the besieging force of the Dacian fort.

Analysis of wars and armed conflicts in recent years and the performance of tasks by military units (subunits) in a United Forces operation (anti-terrorist operation) confirms that the success of the troops (forces) in performing tasks will depend on the performance of the logistics system. The availability of military units with serviceable weapons and military equipment (WME) ensures the fulfillment of the mission and the advantage over the enemy. At the same time, the timeliness of providing military units (subunits) with serviceable weapons and military equipment depends on the efficiency of the logistics system, namely, on the recovery subsystem, which is its component. However, as studies have shown, there is currently insufficient sufficiency of the recovery system. All this is related to the definition of the composition of forces and means and the structure of the WME recovery system at different levels of the hierarchy. Therefore, in the article, it is considered that for the WME recovery system, the main parameter is the allowable time of WME recovery, differentiated by levels of complexity of tasks. Determination of this parameter for the basic variant of construction of WME recovery system is proposed using the average indicator of the intensity of the flow of possible volumes of tasks on the WME recovery. To determine the rational structure of WME recovery system and to calculate its main parameters the combined method of optimization of WME recovery system was used. Containing two stages: on the first - based on the requirements to the permissible terms of WME recovery system, the rational structure of the recovery system is defined, and on the second – using the method of statistical modeling, the parameters of the structure and composition of forces and means of the WME recovery system at each level of the hierarchy are defined.

In the case of the Russian Federation the terminology of “defence industry” and “military industry” is often used as an equivalent to the Military-Industrial Complex (MIC). The Military-Industrial Complex is a segment of the state industry involved in manufacture of the military equipment and performance of research-development projects in the defence sector. Typical feature of the Military-Industrial Complex is that the state is always its customer. Level of development for the Russian MIC plays a crucial role for maintaining the safety of the state and beside the supplies for the army it is responsible in a great degree for technical equipment of main segments of economy (medicine, transport, education, fuelenergetic complex, etc.). Abstract:
Predicting scientific and technological development and, as a result, developing a list of critical technologies in advanced countries is quite common and systematic. Ukraine, however, forms such a list exclusively for the defense sphere. Highlighting the most promising technological directions that can be implemented in the field of weapons and military equipment requires a clear understanding of the key principles for the operation of new and advanced weapons, as well as the relevance and priority of the development of certain civilian technological areas, which may eventually move into the military. This paper provides a forecast of the development of the security situation in the world as of 2045. It identifies likely leaders who will spend more than twice as much on their defense, with only two advanced countries that are likely to be at the highest level of military power. It also noted a possible decline in Russiaʼs military capabilities, but an armed threat remains. The origin of a new sphere of military presence is described – cyberspace, which necessarily entails a change in the forms of future wars. It is also noted that the rapid development of certain technologies, which is currently undergoing scientific and technological development, can lead to catastrophic consequences for all humanity. Some of the achievements and main principles of the Fifth and Sixth Technological Units, which will inevitably be applied in the development of the latest weapons, are outlined. Possible directions of modernization of certain available types of weapons are described, as well as key indications of future military conflicts and prospective weapons. In addition, the article provides some data that is drawn from science fiction, but it is quite likely to be used in the creation of promising weapons complexes based on the latest physical principles of action.

Today, the basis of defense planning in Ukraine should be the principles of forming programs and plans for the development of its law enforcement agencies, based on the needs of ensuring the required level of defense capabilities of the country as a whole by finding the optimal balance between defense needs and economic capabilities. The degree of fulfillment of tasks on equipping the Armed Forces of Ukraine (the AFU) with the latest or modernized models of armaments and military equipment (AME) depends on the state of financing of defense needs. Analysis of the availability of basic models of weapons and military equipment in the AFU, as well as the pace of their renewal showed today the most problematic issues of national scale is the state of existing AFU, as well as the current pace of modernization. The number of weapons that need to be replaced, upgraded and repaired is constantly increasing, and their condition is approaching unsatisfactory every year. The development or purchase of new modern models of AME of domestic or foreign production, modernization of existing complexes and systems, individual models of weapons, testing, serial production and equipping of military units of the AFU is an urgent problem today. considered a state-wide problem. In the article the authors analyze the development of AME of the AFU over the years of independence and reveal the dynamics of the ratio of the number of available and required basic samples of AFU to determine the magnitude of their mismatch. Based on the results, the practical recommendations have been developed on the algorithm of modernization of AME of the AFU. Failure to comply with a certain annual percentage of modernization of AME will sooner or later have a negative impact on the country’s military security level. This article analyzes the current situation in the global arms market. The authors of the article study the role of the main players in the international arms and military equipment market, determine the main trends in the development of the world arms market, analyze the current statistical data characterizing the state of this market. The analysis allows us to conclude that, despite significant dynamic and structural changes, the demand for weapons in the world is not decreasing, as is the competition between the main suppliers of weapons. The intensification of military-political tensions led to an acceleration in the growth rates of the world arms trade. In addition, the geographic vector of development is changing in the global arms market. If in the second half of the twentieth century the Middle East actively acted as importing countries, then in the twenty-first century the center of world trade in military products shifted to Asia and Oceania, where the main importers of weapons are India, Pakistan, Vietnam, Singapore, South Korea, Indonesia, Japan and Australia. Most recently, there has been a new increase in demand for weapons from the Middle Eastern states, primarily Saudi Arabia, Qatar, Kuwait and Egypt.

The article considers the patriotic movement of the workers, employees and of the whole population of Western Siberia to raise funds to build more military technical equipment for the Red Army. They worked voluntarily on Sundays, overproduced at plants and contributed all their earnings and personal savings, nonferrous metals and things to building aircraft, armored vehicles, ships and submarines, Katyusha rocket launchers, armored trains and other weapons and military technical equipment. One of the peculiarities of the Western Siberia workers and employees activities was their raising funds to build military technical equipment which was manufactured in the region. Thus, aircraft were manufactured in Novosibirsk and Omsk, armored vehicles in Omsk and Altay Territory, torpedo boats at Tyumen shipyard etc. According to the incomplete data, the biggest contribution to military technical equipment building was made by the workers of Novosibirsk Region (232,931,448 rubles); Kemerovo Region (266,120,000 rubles); Altay Territory (165,742,767 rubles). It was registered that on 28 February 1943, the inhabitants of Omsk raised 48,584,042 rubles to build military technical equipment. The exception is Katyusha rocket launchers which were manufactured in Ural Territory and ammunition for them was made in Western Siberia, and submarines.

The identification and implementation of new critical technologies in the field of weapons and military equipment will create prerequisites for the further development of highly competitive technological industries, as well as ensure the development and implementation of modern models of military equipment; will modernize existing weapons and improve their tactical and technical characteristics. Therefore, the work to identify critical technologies in this area is important for Ukraine, the results of which this article is devoted to. The goal is to update the list of critical technologies in the field of armaments and military equipment in pursuance of the order of the Cabinet of Ministers of Ukraine from August 30, 2017 No 600 using foresight research in 7 thematic areas. The foresight research methodology is complex and includes 3 methods: two stages of expert surveys (scientists who made proposals; entrepreneurs who evaluated the proposals of scientists in terms of the importance and necessity for the business of the proposed technologies); scientometric and patent analysis to assess the relevance of the proposals of experts-scientists in terms of trends in world science and new technologies — 3rd stage; assessment of the proposals of expert scientists in terms of the possibilities and existing potential of Ukrainian science to carry out the proposed research — 4th stage. For each of the 4 stages presented, each proposal received 4 assessment, which were then reduced to an integral assessment. According to the integral assessment, all technologies for each thematic area were separately ranked and divided into three clusters. The best clusters were proposed as critical technologies. Assessment methods are methods of system analysis, intellectual property analytics, rank method, cluster analyse. Based on the results of the study, the Ministry of Education and Science has prepared a draft updated list of 24 critical technologies in 5 thematic areas, which was approved on February 23, 2022 by the Cabinet of Ministers of Ukraine. Subsequent work should include the results of a monitoring the implementation of approved technologies in the field of weapons and military equipment and determining the accuracy of the forecast.

Police body armour in the United Kingdom (UK) is designed to provide protection from edged weapons and low-velocity pistol ammunition. Recent events have raised concern about whether UK police body armour and associated personal protective equipment (PPE) provides protection from military threats such as improvised explosive devices (IED) and grenades. In this paper PPE worn by specialised police officers was assessed for its protective performance from a specified grenade threat. The major cause of injury suffered by police officers challenged by a modern military grenade would be from the associated fragmentation which perforated coveralls, boots, helmet and soft body armour, but not hard armour plates.
