When we pay close attention to the prosody of Wh-questions in Japanese, we discover many novel and interesting empirical puzzles that would require us to devise a much finer syntactic component of grammar. This paper addresses the issues that pose some problems to such an elaborated grammar, and offers solutions, making an appeal to the information structure and sentence processing involved in the interpretation of interrogative and focus constructions.

Abstract:
Over the past 30 years, Inter-municipal cooperation (IMC) has increased and addressed certain regional governance vacuums, especially in areas characterised by high municipal fragmentation. Subsequently, the global financial crisis (GFC) worsened the fiscal conditions of municipalities, pushing them to adopt new cost reduction strategies. IMC policies prescribe coordinated actions that may lead to more efficient use of resources due to economies of scale and scope and thanks to coherent territorial action, particularly capable of tackling scale-related service delivery weaknesses. This thesis will focus on IMC in Italy, more specifically on the case of Municipal Unions (MUs), which constitute the most institutionalized form of cooperation among municipalities available in the country. The thesis is structured as a collection of three self-contained but interconnected papers. The general introduction (Chapter 1) describes the concept of IMC, the roles and influences of public policies in tackling municipal fragmentation, as well as the main reforms that have affected local governments in Italy over the past 30 years. Chapter 2 frames the topic within the multi-level governance framework and explores the phenomenon by merging different data sources, in order to provide an overall picture of the implementation of MUs in the country. The results reveal a fragmentation in regional terms and heterogeneity of MUs across the country, on the basis of which I will propose a research agenda. By adopting a financial perspective, Chapter 3 analyses the fiscal balances of the MUs, which became available for the first time in 2017, and provides a typology of MUs according to their financial activity and evidence of the importance of municipal financial health and functional integration for the financial sustainability of IMC. This chapter sheds light on the functional prerequisite that impacts the financial sustainability of supra-municipal entities that live of derived finance, which existing literature on IMC has not yet considered. Next, Chapter 4 adopts a sociological perspective based on the concept of mechanism, in order to study – through a multiple-case analysis of MUs – the IMC in a specific area of the Piedmont region (namely the Asti and Cuneo provinces). Despite the different implementation outcomes, patterns emerged from the interviews and collected data, which allowed me to extrapolate five horizontal coordinating mechanisms present in the interactions between the municipalities involved in the joint effort. The chapter concludes by saying that, although traces of all five mechanisms are present in IMC, coordination can only be enhanced if the interactions between mechanisms are accurately balanced out over time. Finally, Chapter 5 addresses the main challenges for the research presented in this thesis and the main challenges for IMC in Italy, summarizes the findings, links them together, addresses any limitations and proposes future directions of investigation. The novelty of this thesis lies in various elements: it explores an understudied phenomenon in Italy; it is the first study to consider the financial activity of MUs in the entire national context; it contributes to the debate on IMC by addressing a key functional prerequisite, namely the sustainability of a new tier of government that lives of derived finance and offers indications to measure the financial activity of supra-municipal entities. Furthermore, it considers the viewpoint of the main actors in the daily activity of IMC (the involved mayors) in an attempt to identify the coordinating mechanisms that favour coordination among municipalities and shed light on their interactions.

Abstract:
It is the aim with this paper, to research the shortcomings experienced in the appeal procedures as contained in the Engineering Profession Act ("EPA"), in order to determine whether the process should be revised or if only certain relevant sections of the EPA should be rewritten. Due to the administrative nature of certain duties of the Council as authorised by the EPA, it makes it inevitable that appeals will follow. It is therefore imperative that the procedures to appeal, must be both functional and effective. The relevant sections of the EPA as well as the appeal procedures of the Health Professions Act's will be researched, taking into account the stipulations of the Constitution and the Promotion of Administrative Justice Act ("PAJA"). Relevant legal administrative principles and doctrines, court judgments, as well as the views of authors are also taken into account. Two major areas of concern in certain sections of the EPA have been identified: • The fact that the whole council has to decide on appeals, and • the fact that such hearings have to take place within a very limited time frame. Relevant court findings have made it clear that decisions made by authorities, have to comply with the requirements set out in the Constitution in coherence with PAJA. In conclusion, based on the Constitutional and the legal administrative requirements, it is found to be necessary to rewrite the relevant sections of the EPA, as well as the rules of appeal, as these do not make the grade at present.<br>Thesis (LL.M. Dem Web 2.0 werden - nicht selten mit euphorischem Unterton - hinsichtlich Interaktion, Selbstorganisation und Nutzbarmachung kollektiver Intelligenz enorme Nutzenpotentiale nachgesagt. Ansätze mit Bezug zum Unternehmenskontext werden unter dem Stichwort Enterprise 2.0 behandelt und beschäftigen sich vorrangig mit der Unterstützung des betrieblichen Wissensmanagements. Speziell für die zunehmend durch Komplexität sowie intensive Interaktionsprozesse geprägte Fabrikplanung lassen sich durch einen zielgerichteten Einsatz von Web 2.0-Werkzeugen positive Effekte erwarten. Zielstellung dieser Arbeit ist die Entwicklung einer Methode zum Einsatz von Web 2.0-Werkzeugen in der Fabrikplanung. Hierfür erfolgt zunächst eine Bestandsaufnahme relevanter Ansätze und Begriffe in diesen Bereichen. Anschließend wird auf Grundlage system-, handlungs- und tätigkeitstheoretischer Überlegungen ein situativer Forschungsansatz begründet. Die Methodenentwicklung erfolgt als problemspezifische Ausgestaltung des Fall-basierten Schließens. Sie ist in ein entsprechend angepasstes Vorgehen der morphologisch-typologischen Theorieentwicklung eingebettet und basiert auf einer umfassenden Analyse hierfür relevanter Theorien, Modelle und Ansätze. Die Methode beruht auf einer kontinuierlichen Erfassung und Wiederverwendung von Erfahrungswissen. Sie wird abschließend evaluiert, wobei u.a. ein Prototyp entwickelt wird, der den praktischen Einsatz der entwickelten Methode unterstützt<br>The Web 2.0 is supposed to have huge potential for the support of interaction, selforganization and the utilization of collective intelligence. Approaches related to an enterprise context are discussed with the keyword Enterprise 2.0 and mainly deal with potentials to support the operational knowledge management. A systematic approach for the use of web-based collaborative tools is expected to generate positive effects on modern factory planning, which faces increasing complexity and dynamic interactions. The objective of this work is to develop a methodical approach for the use of web-based collaborative tools in factory planning. Therefore, in the first part of this thesis an overview of relevant approaches and terms in the areas of Web 2.0 and factory planning is being worked out. In a second step, a situational approach is identified as an appropriate view after due consideration and contextual discussion of system, action and activity theory. The development of the methodical approach is based on a problem-specific adaptation of case-based reasoning. It is embedded into an elaborated procedure of morphologic-typological theory building and bases on a comprehensive analysis of relevant theories, models and approaches. The evolved method relies on continuous collection and reutilisation of experiential knowledge. It is evaluated through different methods, inter alia by the construction of a prototype that supports its practical use

CHDS State/Local<br>Approved for public release; distribution is unlimited<br>Research indicates that the benefits of regionalization include optimal resource allocation and enhanced communication across jurisdictions. In this thesis, regionalization is defined as the act of the region collaboratively working across jurisdictional boundaries in a formal capacity to network, preplan and respond during incidents. The 2009 Kentucky ice storm devastated the entire state. Some counties throughout the commonwealth collaborated during the response; however, only one region out of eleven formally regionalized. Possible factors related to regionalization will be explored, such as support and understanding by leaders of the concept and the importance of networking with a variety of agencies. Networking is described as interorganizational interaction and communication. Tools from social network analysis are used to visualize networking and collaboration during the 2009 Kentucky ice storm. In addition, regionalization is discussed in the context of area command. Using a case study and interviews, this thesis investigates regionalization in Kentucky as it relates to the 2009 ice storm. Recommendations are presented for improving responses to future large-scale disasters utilizing regionalization.

Abstract:
Community development starts with community healing. This is not a new idea, but one that is needed in order for Native and non-Native communities to peacefully co-exist within Canada. In order to initiate developing new initiatives in a community, that particular community must be ready for new initiatives to be developed. Some communities are not at that level because of factors related to alcohol and drug abuse. Some communities are not yet capable of fully understanding the concepts of "community development" and "community healing." Many people, both Native and non-Native, ask these questions: "Why can't things change in Canada for Native people? Why can't 'they' (meaning Natives) get anything done within their communities? This paper explores these questions. The hypothesis is that, in order to get anything done, whether it is political, social, economical or personal, within this country, Aboriginal people need to stand together as a nation, not just merely independent communities, reserves or cultures. There are theories explaining how people can heal and come together to work towards one common purpose. The ones that will be discussed here are Empowerment Theory, Aboriginal Theory, Community Development Theory and the National Coalition Building Institute Theory. These theories have their strengths and weaknesses when it comes to community development, but 98 how they deal with the internalized oppression that holds people back from their full potential as human beings is a common theme in all of them.

Abstract:
In most nationstates the construction and making of a national identity is a historic phenomenon as the process started hundreds of years ago. In Namibia however, the construction of a nation and a national identity has just been instigated. Namibia, as one of the last colonies in Africa, did not gain independence until 1990. For a long time, Namibia was subjected to German as well as South African colonial and apartheid rule. Our aim with this essay was to examine the Namibian construction of a national identity, with reference to Namibia's historical postcolonial and postapartheid background. The focus is on how people from two ethnic backgrounds, the Owambo and the San, experience their situation as Namibians in one of the youngest countries in Africa. Hence, we have made 22 interviews in northern Namibia during the fall of 2004. The purpose with this essay has been to comprehend and present a process of nation-building and national identity in the making. We have found that 'ethnicity' still is an important mean of identification in Namibia. Moreover, the fact that Namibia is a postcolonial and postapartheid state, strongly affects the Namibian nation-building and the construction of a Namibian identity. Ethnic categories are still ingrained in people; the distinctions signify difference, and are used as means of identification. Alhough simultaneously, the segregation forced by the colonisers has now made ethnic categories less distinct since such divisions relate to apartheid and repression. The Owambo group tend to be more aware of their position as Namibians in the Namibian nation than the San groups, and their culture is to a large extent 'dominant' and influences the nation-building. The Owambos identify themselves as Namibians. The San groups on the other hand, identify themselves with their ethnic or tribal group. They are also in an inferior minority position, which they are highly aware of.

<p>ABSTRACT</p><p>The conditions on the market are rapidly changing and businesses in Sweden need to seize signals of change in time, in order to have a strong market position. The ability to make the right decisions and react in time is vital due to the increasing competition and a mistake can have devastating consequences for a company. The aim of this thesis is to investigate what tools and methods businesses use to analyse the surrounding world, which has lead to following research question:</p><p>How do businesses analyse the surrounding and predict trends and what factors in the society should a company be attentive to while performing an analysis?</p><p>Analyses of the surrounding heritage from a term called Business Intelligence, which consist of internal and external factors. This thesis focuses of analyses of external factors, in other words the surrounding. These external aspects enrich the understanding of the internal factors and together they are the foundation that strategic planning originates from. An analysis can be performed in many different ways for instance with collaborations with consultants or by observing the society. A World Mapping method can be used to chart trends or important changes and a company can also try to identify unpredicted events by using the factor X-model. Theories by Bengt Wahlström have also been used in the study to display how trends can be analysed.</p><p>This study will analyse large food producers who have established brands on the Swedish market. A qualitative approach has been conducted where six food supplier companies and three consultant companies specialised in analysing the surrounding have been interviewed. The method has been deductive where the empirical findings has been analysed with the theoretical framework. The outcome of the research shows that collaborations with consultants is a commonly used instrument and practical methods such as scenario planning and in real life scanning are preferred as visualising factors simplifies the managing of them. Media plays a significant role, both as a tool to search and track trends but also as a tool that can increase the affect of trends and unforeseen occurrences.</p>

A maneira de ler e produzir literatura vem se metamorfoseando ao longo dos séculos XX e XXI, abrindo espaço para que despontem as literaturas pós-coloniais, isto é, obras que possuem como atributo comum o fato de emergirem da experiência da colonização. Impulsionada por este contexto, a produção literária africana vem conquistando espaço e notoriedade no cenário mundial. Este trabalho busca relacionar literatura e situação sócio-política, trazendo para o debate vozes historicamente silenciadas e abrindo possibilidades de resistência às perspectivas impostas pelo olhar do colonizador, através da investigação da literatura nigeriana. Embora o período de dominação britânica sobre a Nigéria tenha chegado ao fim, as consequências de tal política ainda se fazem presentes no cotidiano daquele povo, seja na religião tradicional brutalmente substituída pelo cristianismo, nos idiomas autóctones que perdem lugar para a língua inglesa, no sistema de aprendizado estrangeiro que toma o lugar do ensino familiar ou na valorização da pele branca e do sistema patriarcal de poder. Tendo destacado papel no estabelecimento da estrutura colonial, busca-se aqui converter a literatura em instrumento de libertação.<br>The present thesis proposes the study of the consequences of British colonialism over the Federal Republic of Nigeria concerning religion, education, language, race and gender, having as objects of analyses Things Fall Apart (1958) by Chinua Achebe and Purple Hibiscus (2003) by Chimamanda Ngozi Adichie. The way in which literature is written and read has been changing throughout the 20th and 21st centuries, opening space to the postcolonial literatures, that is, literatures that have as a common background the fact that they come from the experience of colonialism. Propelled by this context, African literary production has been achieving space and renown in the global scenery. This work aims to relate literature and social-political situation, bringing to the debate historically silenced voices, opening possibilities to resist the colonial gaze while investigating the Nigerian literature. Even though the british colonial rule has come to an end, the consequences of this politics are still present in the daily lives of that people, in the fact that traditional religion was brutally substituted by Christianism, in the ancient languages replaced by English, in the educational system that took over home schooling, in the valorization of white skin and the patriarchal power system. Literature has a central role in establishing colonial structures and this work tries to convert literature into a liberation tool.

The wireless sensor network is a key technology in the 21st century because it has multitude applications and it becomes the new way of interaction between physical environment and computer system. Moreover, the wireless sensor network is a high resource constraint system. Consequently, the techniques used for the development of traditional embedded systems cannot be directly applied. Today wireless sensor nodes were implemented by using only one single processor architecture. This approach does not achieve a robust and efficient energy wireless sensor network for applications such as precision agriculture (outdoor) and telemedicine. The aim of this thesis is to develop a new approach for the realization of a wireless sensor network node using multicore architecture to enable to increase both its robustness and lifetime (reduce energy consumption).

Abstract:
All speech pathology (SP) students in Australia must achieve entry-level clinical competence at the end of their degrees to graduate and enter the profession. Little is known about predictors of competence development. This thesis describes three reviews and four studies investigating predictors of the difficulty developing competence some students experience, with Astin’s Input-Environment-Output (I-E-O) model as a conceptual framework. A mixed methods approach was used to answer the questions informed by the narrative review: What input and environment factors contribute to students’ difficulty developing competence at different program stages (Output)? Is there value in screening the communication skills of first year students to identify any who may have difficulty developing competence? A systematic review on predictors of successful entry to health professions identified predictors across professions and degree types: students’ discipline knowledge, academic skills, and test-taking ability. A scoping review in SP students found similar but inconsistent predictors. A two part quantitative study investigated this and other input and environment predictors of difficulty developing competence, for third (Study 1) and final year (Study 2) students. Both input and environment predictors were identified, different for at risk and failing students at both levels. The screener identified most of the input predictors. Key input factors can be identified by a first year communication screener. A two part qualitative study investigated the views of staff (Study 3) and students (Study 4) on the value of such a screnner. Both staff and final year students valued such a screener. Predictors of students likely to have difficulties developing competence can be identified early in an undergraduate program. As it is possible to identify students who may have difficulty developing competence before placements begin, future research should investigate effective ways to support them.

Shanghai is the birthplace of Chinese Drama, and WenMing play was developed in Shanghai, so this thesis focuses on Shanghai area。 WenMing play is based on students’ performances, and influenced by Japanese XinPai play. It also reflects many specialties of traditional Chinese drama, and learns from western realism drama. From the first performance by ChunLiu troupe in Japan in 1907 to WuSi movement, WenMing play experienced much prosperity and decline, and it took about ten years to turn to initial drama. The fresh art form of WenMing play rapidly reflected reality of life, and its purpose “society education”﹘ developing people’s wisdom and improving society ﹘ not only satisfied its audiences but also fitted with the age, WenMing play has big contribution to improvement of society and foundation of drama. This thesis introduces most important three branches of WenMing play: ChunLiu troupe and ChunLiu theatre, ChunYang troupe and JinHua troupe, XinMing troupe and MinMing troupe. According to rise and decline of these three branches in Shanghai, we can clarify the art form of WenMing play, also establish its position firmly in Chinese drama history, and the thesis finally talks about its contribution and effect for modern drama.

It searches for an explanation of the reason for, and consequences of, individual laws and attempts to determine the function and operation of the laws in the general context of the fall of the Republic. Also explored is the connection between the weakening of the traditional mores of the Roman Republic in the late Republic and the destruction of law and order in society which ultimately led to the end of the Republic.
