Abstract:
The emerging Semantic Web and, in particular, Semantic Web services (SWS), demands the inclusion of new components in applications involving this technology. Therefore, Web development methodologies must be tailored to support the systematic development of such new components. In previous works we presented a UML profile, which extends the SOD-M method for service oriented Web Information System development of the MIDAS model-driven framework, to address the development of Semantic Web Services using WSMO (Web Service Modeling Ontology). The UML profile allows for the modeling of the new elements required by WSMO Web Services. This article focuses on studying the possibility of improving the proposed UML profile, including the OCL (Object Constraint Language), for the representation of WSMO logical axioms through three case studies. This would allow developers, whose knowledge does not extend beyond UML, to develop applications that use Semantic Web services.

Abstract:
Service-Oriented Architectures (SOA) are widely used by companies to gain flexibility. Web services are the fitted technical solution used to support SOA by providing interoperability and loose coupling. Basic Web services are being assembled to composite Web services in order to directly support business processes. However, there is much to be done to obtain a genuine flawless Web service, and current market implementations do not provide adaptable Web service behavior depending on the service contract. This paper proposes two different approaches to increase adaptability of Web services and SOA. The first approach is based on Aspect Oriented Programming (AOP) as a new design solution for Web services. The authors have implemented an infrastructure to enrich services with aspects and to dynamically reroute messages according to changes, without redeployment. The second approach combines Model Driven Development (MDD) and Context-Awareness to promote reuse and adaptability of Web services behavior depending on the service context. Parameterized transformation techniques are proposed to bind context with business logic implemented by a service. The aim is to merge the two approaches to abstract and reduce the technical complexity of aspect based service solution.

Abstract:
Cloud computing has many advantages and is being used increasingly as an efficient and safe solution for web based services. This on-demnd self-service provides network access to a shared pooi of redundant computing resources. Software applications are being developed in the cloud and there are demands for the interoperability of these applications. A common way to meet this demand is the development of Web services (applications), taking advantage of Service-oriented architecture principles. These loosely coupled Web base components pose some security challenges. This paper examines Security as a Service (SECaaS) solutions, as well to propose a new approach to security management in the cloud.

Abstract:
As more web services that implement core functions of business are delivered to customers with service charges, an open and competitive business web services market must be established. However, the qualities of these business web services are unknown without real experiences and users are unable to make decisions on service selection. To address this problem, the authors adopt insurance into business web services composition. In this paper, the authors propose three insurance models for business web services. Based on the insurance models, the authors propose an approach to compute the expected profit of composite business web services, which can be used as a criterion for business web services composition. The insurance of business web services and the criterion for business web services composition will help service competition and boost the development of more business web services and the software industry.

Abstract:
The development, registration, discovery, and invocation of quality Web services are vital for the successful implementation of applications using Web services. Considerable research focuses on quality for Web services. Unfortunately, current research on Quality of Service (QoS) for Web services is concentrated on service users and the implementation stage. This research highlights the importance of incorporating QoS at the design and development stages; the authors propose the introduction of QoS at the same time as functional requirements. However, Web Service Description Language (WSDL) describes the functional elements of a Web service, and QoS is significant for this description. Therefore, the authors propose an extension to the WSDL through a generic QoS metamodel, incorporating QoS specifications into the functionalities. This paper begins by defining the required QoS specifications for the development of quality Web services and explores the potential of the Unified Modeling Language as a technique and notation to specify QoS. To properly integrate QoS in the design, the authors propose extensions to the existing UML QoS profile. The paper concludes with the evaluation of the proposed framework and summarises its advantages.

Abstract:
In this paper we present an approach for reusing agent-based reasoning capabilities by making them available for invocation as Web services. In this way, we provide the missing link between the highly interoperable Web services and the autonomicity and intelligence of agent-based systems, so that the latter can be seamlessly integrated into the knowledge-rich SemanticWeb environment without being compromised by isolated communication platforms and languages or restricted to only one or just few reasoning formalisms. We have achieved this by extending the EMERALD framework for agent based reasoning with a Web service interface. Our approach is exemplified by the development of an online system for intelligent brokering of apartment rentals. The broker intelligence is captured as a defeasible knowledge base, while its problem solving process involves the invocation of third party defeasible reasoning Web services included into the EMERALD framework.

McElhiney, Patrick R. "Scalable Web Service Development with Amazon Web Services." Thesis, University of New Hampshire, 2018. http://pqdtopen.proquest.com/#viewpdf?dispub=10931435.

Full text
Abstract:

The objective of this thesis was to explore the topic of scalable web development, and it answered the question, “How do you scale a website to handle more traffic at peak times without wasting resources?” This is important research to any web company that has issues with rising costs as demand for their website increases. It would be wise for every online business to be prepared for more web traffic, before it occurs, without spending the budget of a multi-million user web company in low traffic periods. The last thing you want is an error as your customer base starts to arrive, giving them a bad experience for their first impressions, which would result in lost revenue.

Scalable software development architectures, including microservices, big data, and Kubernetes were studied, in addition to similar web service companies including Facebook, Twitter, and Match.com. A scalable architecture was designed for a social media web service, MeAndYou, using the big data configuration with a shared Aurora database, which was configured using an auto-scaling group attached to a load balancer in Amazon Web Services (AWS). It was tested using a custom threaded Selenium-based Python script that applied simulated user load to the servers. As the load was applied, AWS added more Elastic Compute Cloud (EC2) instances running a virtual disk image of the web server. After the load was removed, the instances were terminated automatically by AWS to save costs.

Countless steps were taken to make the web service bigger and more scalable than it originally was, before testing, including adding more fields to user profiles, adding more search types, and separating the layers of code into different Hypertext Preprocessor (PHP) files in the front-end. A version control system was configured on the servers using GitHub and rsync. The systems architecture designed suggests the Match Engine should use a stream processing message queue, which would allow the system to factor searches one at a time as they are created, with horizontal scaling capabilities, rather than grabbing the entire database and storing it in memory. The backend Match Engine was also tested for accuracy using Structured Query Language (SQL) injection, which determined how the match algorithm should be improved in the future.

Abstract:
During these last recent years cloud computing and cloud services have started to gain traction, which has been most notable among companies. Amazon have proven to be one of the powerhouses on providing scalable and flexible cloud computing services. However, cloud computing is still a relatively new area. From an outsider’s point of view, the overwhelming information and available services might prove to be difficult to familiarize with. The aim of this thesis is to explore how Amazon Web Services can be applied during software development and observing how difficult it might be to use these services. Three test applications that utilized different Amazon Web Services were implemented to get an insight into how Amazon Web Services can be applied from a cloud computing beginner’s point of view. These applications were developed in an iterative manner, where a case study was performed on each application. At the start of each new iteration a literature study was conducted, where sources were reviewed to see if it provided essential information. In total, nine different Amazon Web Services were used to implement and test the three respective test applications. Results of the case study were interpreted and evaluated with regards to the learnability and appliance of Amazon Web Services. Issues that were identified during the development process showed that Amazon Web Services were not userfriendly for users that have little to no experience with cloud computing services. Further research on other Amazon Web Services, such as Elastic Cloud Computing, as well as other cloud computing platforms like Google or IBM, may provide a deeper and more accurate insight on the appliances of cloud computing.

Abstract:
World Wide Web (WWW) has become the greatest repository of information that man has ever assembled and it is continuously growing. WWW transformed itself into a generative environment that fosters innovation through the advance of technologies and a shift in people's perception of the Weband how they use it. The new WWW or Future Internet is that of an Internet of Services and Internet of Things.Naturally, a series of questions arise from this context: how do you filter things to create more value than you currently get? how do you aggregate things in an intelligent and easy way instead of doing it in your head? The world cannot be described unambiguously, so how can you allow users to deal with the world in their own way, based on their understanding? Levine in his book "Cluetrain manifesto" was arguing that markets are conversations so how can users be involved in the conversation? how can users be empowered with easy consumption of the services, information, things that they found around? However design and deployment of such software capable of direct interaction and empowerment of the end-user is still an issue. We have on one side users that have ideas, but do not have technical background and lack programming skills to do the development by themselves. On the other side, we have large amounts of data, resources and services that could be aggregated both in terms of data, but most important in terms of behavior to innovate and create new things. Our goal in this thesis is to address this lack of tools that are capable of direct interaction andempowerment of end-users, in a unified manner. Thus our main contribution in this thesis is the development of a holistic approach for web based systems that are user-centric and that integrate data, services and behavior available on the Web 2.0.

Abstract:

The motivation for this work is based in a common problem in organizations. The problem is to access and to manage the growing amount of stored data in companies. Companies can take advantage with the utilization of the emerging Semantic Web technology in order to solve this problem. Invenio AS is in a situation where it is necessary to access a directory service in an efficient way and the Semantic Web languages can be used to solve it. In this thesis, a literature study has been done, an investigation about the main ontology languages proposed by World Wide Web Consortium, RDF(S) and OWL with its extension for Web services OWL-S and the ontology language proposed by the International Organization for Standardization, Topic Maps. This literature study can be used like an introduction to these Web ontology languages RDF, OWL (and OWL-S) and Topic Maps. A model of the databases has been extracted and designed in UML. The extracted model has been used to create a common ontology, merging both the initial databases. The ontology that represents the database in the three languages has been analysed. The quality and semantic accuracy of the languages for the Invenio case has been analysed and we have obtained detailed results from this analysis.

Abstract:
Dissertação apresentada na Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa para obtenção do grau de Mestre em Engenharia Electrotécnica e de Computadores
Risk management and response to unforeseen events are nowadays seen as assets in construction projects. Unforeseen events and communication failures often cause delays and increased costs, so there is the need to solve them swiftly. The development of information and communication technologies, promoted the emergence of new ways of risk management, i.e., management support software connected to the internet. The use of the internet allows for communication speed between distant participants on a construction project to have a drastic increase. Therefore the purpose of this work is to design and implement a computational infrastructure to manage risks, events and to plan construction projects. It intends to improve communication between participants on site (foremen) and the office workers (contractors and project managers). There is also the goal to provide better visibility and control over the works’ progress, as well as to speed up the ability to decide in view of unforeseen events and, by consequence, potentiate the increase of productivity and quality in construction projects.

Frazer, Sarah, Anna Wetterberg, and Eric Johnson. The Value of Integrating Governance and Sector Programs: Evidence from Senegal. RTI Press, September 2021. http://dx.doi.org/10.3768/rtipress.2021.rb.0028.2109.

Full text
Abstract:
As the global community works toward the Sustainable Development Goals, closer integration between governance and sectoral interventions offers a promising, yet unproven avenue for improving health service delivery. We interrogate what value an integrated governance approach, intentionally combining governance and sectoral investments in strategic collaboration, adds to health service readiness and delivery using data from a study in Senegal. Our quasi-experimental research design compared treatment and control communes to determine the value added of an integrated governance approach in Senegal compared to health interventions alone. Our analysis shows that integrated governance is associated with improvements in some health service delivery dimensions, specifically, in aspects of health facility access and quality. These findings—that health facilities are more open, with higher quality infrastructure and staff more frequently following correct procedures after integrated governance treatment—suggests a higher level of service readiness. We suggest that capacity building of governance structures and an emphasis on social accountability could explain the added value of integrating governance and health programming. These elements may help overcome a critical bottleneck between citizens and local government often seen with narrower sector or governance-only approaches. We discuss implications for health services in Senegal, international development program design, and further research.

Sowa, Patience, Rachel Jordan, Wendi Ralaingita, and Benjamin Piper. Higher Grounds: Practical Guidelines for Forging Learning Pathways in Upper Primary Education. RTI Press, May 2021. http://dx.doi.org/10.3768/rtipress.2021.op.0069.2105.

Abstract:
To address chronically low primary school completion rates and the disconnect between learners’ skills at the end of primary school and the skills learners need to thrive in secondary school identified in many low- and middle-income countries, more investment is needed to improve the quality of teaching and learning in upper primary grades. Accordingly, we provide guidelines for improving five components of upper primary education: (1) In-service teacher professional development and pre-service preparation to improve and enhance teacher quality; (2) a focus on mathematics, literacy, and core content-area subjects; (3) assessment for learning; (4) high-quality teaching and learning materials; and (5) positive school climates. We provide foundational guiding principles and recommendations for intervention design and implementation for each component. Additionally, we discuss and propose how to structure and design pre-service teacher preparation and in-service teacher training and ongoing support, fortified by materials design and assessment, to help teachers determine where learners are in developmental progressions, move learners towards mastery, and differentiate and support learners who have fallen behind. We provide additional suggestions for integrating a whole-school climate curriculum, social-emotional learning, and school-related gender-based violence prevention strategies to address the internal and societal changes learners often face as they enter upper primary.

López Boo, Florencia, Jane Leer, and Akito Kamei. Community Monitoring Improves Public Service Provision at Scale: Experimental Evidence from a Child Development Program in Nicaragua. Inter-American Development Bank, November 2020. http://dx.doi.org/10.18235/0002869.

Abstract:
Expanding small-scale interventions without lowering quality and attenuating impact is a critical policy challenge. Community monitoring overs a low-cost quality assurance mechanism by making service providers account-able to local citizens, rather than distant administrators. This paper provides experimental evidence from a home visit parenting program implemented at scale by the Nicaraguan government, with two types of monitoring: (a) institutional monitoring; and (b) community monitoring. We find d a positive intent-to-treat effect on child development, but only among groups randomly assigned to community monitoring. Our findings show promise for the use of community monitoring to ensure quality in large-scale government-run social programs.

Abstract:
Climate change will increase weather induced risks to forests, and thus effective adaptation measures are needed. In Säätyö project funded by the Ministry of Agriculture and Forestry, we have summarized the data that facilitate adaptation measures, developed weather and climate services that benefit forestry, and mapped what kind of new weather and climate services are needed in forestry. In addition, we have recorded key further development needs to promote adaptation. The Säätyö project developed a service product describing the harvesting conditions of trees based on the soil moisture assessment. The output includes an analysis of the current situation and a 10-day forecast. In the project we also tested the usefulness of long forecasts beyond three months. The weather forecasting service is sidelined and supplemented by another co-operation project between the Finnish Meteorological Institute and Metsäteho called HarvesterSeasons (https://harvesterseasons.com/). The HarvesterSeasons service utilizes long-term forecasts of up to 6 months to assess terrain bearing conditions. A test version of a wind damage risk tool was developed in cooperation with the Department of Forest Sciences of the University of Eastern Finland and the Finnish Meteorological Institute. It can be used to calculate the wind speeds required in a forest area for wind damage (falling trees). It is currently only suitable for researcher use. In the Säätyö project the possibility of locating the most severe wind damage areas immediately after a storm was also tested. The method is based on the spatial interpolation of wind observations. The method was used to analyze storms that caused forest damages in the summer and fall of 2020. The produced maps were considered illustrative and useful to those responsible for compiling the situational picture. The accumulation of snow on tree branches, can be modeled using weather data such as rainfall, temperature, air humidity, and wind speed. In the Säätyö project, the snow damage risk assessment model was further developed in such a way that, in addition to the accumulated snow load amount, the characteristics of the stand and the variations in terrain height were also taken into account. According to the verification performed, the importance of abiotic factors increased under extreme snow load conditions (winter 2017-2018). In ordinary winters, the importance of biotic factors was emphasized. According to the comparison, the actual snow damage could be explained well with the tested model. In the interviews and workshop, the uses of information products, their benefits, the conditions for their introduction and development opportunities were mapped. According to the results, diverse uses and benefits of information products and services were seen. Information products would make it possible to develop proactive forest management, which would reduce the economic costs caused by wind and snow damages. A more up-to-date understanding of harvesting conditions, enabled by information products, would enhance the implementation of harvesting and harvesting operations and the management of timber stocks, as well as reduce terrain, trunk and root damage. According to the study, the introduction of information is particularly affected by the availability of timeliness. Although the interviewees were not currently willing to pay for the information products developed in the project, the interviews highlighted several suggestions for the development of information products, which could make it possible to commercialize them.

Abstract:
The Signal Physics Representation in Uncertain and Complex Environments (SPRUCE) work unit, part of the U.S. Army Engineer Research and Development Center (ERDC) Army Terrestrial-Environmental Modeling and Intelligence System (ARTEMIS) work package, focused on the creation of a suite of three-dimensional (3D) signal and sensor performance modeling capabilities that realistically capture propagation physics in urban, mountainous, forested, and other complex terrain environments. This report describes many of the developed technical capabilities. Particular highlights are (1) creation of a Java environmental data abstraction layer for 3D representation of the atmosphere and inhomogeneous terrain that ingests data from many common weather forecast models and terrain data formats, (2) extensions to the Environmental Awareness for Sensor and Emitter Employment (EASEE) software to enable 3D signal propagation modeling, (3) modeling of transmitter and receiver directivity functions in 3D including rotations of the transmitter and receiver platforms, (4) an Extensible Markup Language/JavaScript Object Notation (XML/JSON) interface to facilitate deployment of web services, (5) signal feature definitions and other support for infrasound modeling and for radio-frequency (RF) modeling in the very high frequency (VHF), ultra-high frequency (UHF), and super-high frequency (SHF) frequency ranges, and (6) probabilistic calculations for line-of-sight in complex terrain and vegetation.

Henderson, Tim, Vincent Santucci, Tim Connors, and Justin Tweet. National Park Service geologic type section inventory: Klamath Inventory & Monitoring Network. National Park Service, July 2021. http://dx.doi.org/10.36967/nrr-2286915.

Abstract:
A fundamental responsibility of the National Park Service (NPS) is to ensure that park resources are preserved, protected, and managed in consideration of the resources themselves and for the benefit and enjoyment by the public. Through the inventory, monitoring, and study of park resources, we gain a greater understanding of the scope, significance, distribution, and management issues associated with these resources and their use. This baseline of natural resource information is available to inform park managers, scientists, stakeholders, and the public about the conditions of these resources and the factors or activities which may threaten or influence their stability. There are several different categories of geologic or stratigraphic units (supergroup, group, formation, member, bed) which represent a hierarchical system of classification. The mapping of stratigraphic units involves the evaluation of lithologies, bedding properties, thickness, geographic distribution, and other factors. If a new mappable geologic unit is identified, it may be described and named through a rigorously defined process that is standardized and codified by the professional geologic community (North American Commission on Stratigraphic Nomenclature 2005). In most instances when a new geologic unit such as a formation is described and named in the scientific literature, a specific and well-exposed section of the unit is designated as the type section or type locality (see Definitions). The type section is an important reference section for a named geologic unit which presents a relatively complete and representative profile. The type or reference section is important both historically and scientifically, and should be protected and conserved for researchers to study and evaluate in the future. Therefore, this inventory of geologic type sections in NPS areas is an important effort in documenting these locations in order that NPS staff recognize and protect these areas for future studies. The documentation of all geologic type sections throughout the 423 units of the NPS is an ambitious undertaking. The strategy for this project is to select a subset of parks to begin research for the occurrence of geologic type sections within particular parks. The focus adopted for completing the baseline inventories throughout the NPS was centered on the 32 inventory and monitoring networks (I&M) established during the late 1990s. The I&M networks are clusters of parks within a defined geographic area based on the ecoregions of North America (Fenneman 1946; Bailey 1976; Omernik 1987). These networks share similar physical resources (geology, hydrology, climate), biological resources (flora, fauna), and ecological characteristics. Specialists familiar with the resources and ecological parameters of the network, and associated parks, work with park staff to support network level activities (inventory, monitoring, research, data management). Adopting a network-based approach to inventories worked well when the NPS undertook paleontological resource inventories for the 32 I&M networks. The network approach is also being applied to the inventory for the geologic type sections in the NPS. The planning team from the NPS Geologic Resources Division who proposed and designed this inventory selected the Greater Yellowstone Inventory and Monitoring Network (GRYN) as the pilot network for initiating this project. Through the research undertaken to identify the geologic type sections within the parks of the GRYN methodologies for data mining and reporting on these resources were established. Methodologies and reporting adopted for the GRYN have been used in the development of this type section inventory for the Klamath Inventory & Monitoring Network. The goal of this project is to consolidate information pertaining to geologic type sections which occur within NPS-administered areas, in order that this information is available throughout the NPS to inform park managers...

Abstract:
New evidence suggests that over four months after the closure of early childhood development (ECD) programmes on 18 March 2020, the ECD sector was likely to be operating at less than a quarter of its pre-lockdown levels. Of the 38 percent of respondents from the new NIDS-CRAM survey reporting that children aged 0-6 in their households had attended ECD programmes before the lockdown in March, only 12 percent indicated that children had returned to these programmes by mid-July, well after programmes were allowed to reopen. Using these findings, we estimate that just 13 percent of children aged 0-6 were attending ECD programmes by mid-July to mid-August compared to 47 percent in 2018. The last time that ECD attendance rates were as low as this was in the early 2000s. At this point it is not yet clear what proportion of these declines are only temporary, or whether there will be a lasting impact on ECD enrolment in the country. This dramatic contraction in the ECD sector relates to prohibitive costs to reopening ‘safely’ imposed by the regulatory environment, coupled with shocks to the demand side for ECD programmes (both in terms of reduced household incomes and parent fears of children contracting COVID-19). When viewed from a broader socio-economic lens, the threat of ECD programme closures across the nation will have impacts beyond ECD operators to the lives of millions of children, millions of households and millions of adults who rely on these ECD services. A swift intervention by government is necessary to save this important sector and limit the ripple effect of programme closures on multiple layers of society.
