Abstract:
According to an article published by The Hacker News in 2006 [1] 21.549 websites defaced by Turkish hacker team, Iskorpitx. It was the largest defacement in web history. Zone-h, the largest defaced website archives [2] listing 11.107.846 websites became the victims of defacement attack. So how about educational institution websites? Are they become the target of defacement attack? In point of fact, University of Maryland, North Dakota University, Butler University, Indiana University and Arkansas State University became the victims of data breach by malicious attacker, the data breach was larger than data breach attack on Sony [3]. After analysing the data filtered from Zone-h archives, we retrieved that the defaced websites belong to educational institution in ASEAN countries; Indonesia (11.615 websites), Malaysia (3.512 websites), Singapore (312 websites), Vietnam (3.294 websites), Thailand (9.860 websites), Brunei Darussalam (30 websites), Cambodia (65 websites), LAO PDR (9 websites), Myanmar (6 websites), Philippines (978 websites) have been efaced in 2015. This paper will analyse the motive, attack methods, risks, impacts and mitigations of defacement attack in educational institutions. MECEES, OWASP and Risk IT will be used as framework. Hacked educational institutions will lead to critical risks .

Abstract:
Purpose The purpose of this paper is to identify the common issues affecting the cultural institutions’ websites in terms of organic search visibility and to detect if there are some category specifics for the national libraries, archives and museums. Design/methodology/approach In the first phase, an online survey was conducted involving the cultural institutions of national importance, aiming to map the current state of their websites in organizational and functional terms, to collect the information about the used domains, their social media activity and the use of analytical tools to monitor the visitor behavior and online traffic. In the second phase, the cultural institutions’ websites were analyzed using the “White Hat SEO” technics of optimization on Google. Findings From the category perspective, the historical archives have the best Technical search engine optimization (SEO) position due to the low coding errors and fair site speed, the libraries are leading in content generation and the museums have a very good total SEO index due to their strong social media activities. Common issues are detected in the description of web images, non-existence of sitemaps and low website mobile friendliness. Research limitations/implications The data were collected from the personnel of the national cultural institutions based on their pre-assumed knowledge and understanding of website management. Practical implications The research methodology can be used to analyze the organic visibility of any national culture on search engines. Originality/value A research gap in addressing the cultural institutions’ websites from the search engine perspective was identified and addressed within the paper.

Historical designations are communicated to audiences through interpretive signage. Historic markers as signage for outdoor interpretation constitute a body of managed outdoor collections. Implications for museum and archive professionals to represent and manage these collections, in addition to applying practices for acclimatized collections, are incorporated in this article. Beyond its location at a particular geographic location, a marker's information may be disseminated through websites of public history institutions that aim to share information about the historical markers through digitizing records and mapping these through geospatial information systems. This article examines the historical marker applications and databases of public history institutions, many of which are associated with museums and archives, in the United States as a place-based collection, where suggestions by museums and archives professionals can also take part in the committees and applications. Attention is also paid to meeting the needs of diverse audiences through reinterpretation by museums and archives professionals.

Under the conditions of the formation of the civil society, the social significance of archival institutions is increasing. The archives perform a number of important functions to store the documentary memory of the state and society. The development of modern historical science is characterized by the study of the mass sources. The parish registers play an important role as a type of the mass sources. The identification and usage of the informational potential of the parish registers and the storage of this historical source is becoming extremely urgent today. Moreover, there is an urgent need to systematize the parish registers that are stored in the local state archives, to protect metrics from damage and loss as well as to guarantee the proper storage for both modern researchers and descendants can use them.The archivists work actively to improve the scientific reference system for the parish registers, to establish catalogues and to publish information on the official sites of the institutions. An important trend in ensuring the storage of the archival documents is the digitization. The digital archives and parish registers are available on the official websites of the archival institutions. The archival institutions of Ukraine within the framework of international activities carry out activities in the usage of the information presented in the parish registers. The archival institutions actively collaborate with the genealogical societies and organizations. The parish registers, as a source with enormous informative potential, are of a high interest to the researchers. It should be noted about the necessity of the further usage of the parish registers and the proper storage of these historical sources.

Sites as virtual representatives of memory institutions on the Internet perform many functions of these institutions. Currently, archival site building is developing quite actively, and the attention of researchers is focused on organization, data layout, and design. One of the most important tasks of a memory institution is to attract users. However, literature has been paying insufficient attention to optimization of the sites’ search engines. Thus, the author has turned to studying the sites of the federal archives in terms of their search engine optimization. Comparative analysis of the sites has been carried out according to such criteria as site quality index, number of external links to the resource, total social activity, as well as adaptability of the site for mobile devices. The PR-CY.ru service has been used as an analysis tool. Site Quality Index (IQS) is a new indicator introduced by Yandex instead of citation index to characterize the site’s usefulness to the user, taking into account a large number of factors and more truthfully reflecting the state of the information resource. According to the study, the State Archive of the Russian Federation (GARF) and the State Archive of Ancient Acts (RGADA) have the highest value of IQS, and are, thus, good sites from the user’s point of view. The majority of sites of federal archives have low IQS and need further improvement. An important indicator in website promotion is number of links to the website. In number of external links, the GARF and the Russian State Archive of the Navy (RGAVMF) are in the lead, while the Russian State Archive of Social and Political History (RGASPI) and the Russian State Archive of Literature and Art (RGALI) number most links from social networks. Sites of the RGAVMF and the Russian State Military Archive (RGVA) are optimized for mobile devices. Few sites have responsive design, which complicates access to their data. The author notes the need for regular site monitoring by means of web analytics. As a free site analysis tool, she recommends the PR-CY.ru service.

The article examines the history of Southern institutions and how these facilities are presently facing up to that past. Established both to care for and to control a population of individuals labeled as feeble-minded and deviant, these facilities provided little support and help for patients and quickly devolved into over-crowded, under-funded operations. With the de-institutionalization revolution of the late twentieth century, they ceased to be the center of their state's program to handle this population. Currently through websites, museums, archives, and historic building designations, they are beginning to examine their past treatment in a more public fashion.

Introduction. In Indonesia, technology has developed in various fields, this study explores the management of archives in Indonesian institutions still uses conventional archives or manages records electronically. The result of our findings also convey information on the development of electronic records management that has been carried out through a systematic literature review.Methods. A systematic literature review method was used for exploring electronic records management study. The use of this method is designed to search for, assess, and synthesize the best available evidence. The goal is to get informative, evidence-based answers related to the research questions.Analysis. The research will be analyzed based on the theory of Population, Intervention, Comparison, Outcomes and Context (PICOC). Results and Discussion. Carried out through a systematic literature review method, our results found 20 documents that had links with electronic archive management activities. The institution applies electronic archive management by using software technology such as computer-based applications, Android-based applications on mobile phones, and website-based network applications to various processes of archiving activities.Conclusion Our results suggest that the management of institutional records in Indonesia should follow the development by implementing electronic management.

In this contribution, we will discuss the opportunities and challenges arising from memory institutions' need to redefine their archival strategies for contemporary collecting in a world of big data. We will reflect on this topic by critically examining the case study of the UK Web Archive, which is made up of the six UK Legal Deposit Libraries: the British Library, National Library of Scotland, National Library of Wales, Bodleian Libraries Oxford, Cambridge University Library and Trinity College Dublin. The UK Web Archive aims to archive, preserve and give access to the UK web space. This is achieved through an annual domain crawl, first undertaken in 2013, in addition to more frequent crawls of key websites and specially curated collections which date back as far as 2005. These collections reflect important aspects of British culture and events that shape society. This commentary will explore a number of questions including: what heritage is captured and what heritage is instead neglected by the UK Web archive? What heritage is created in the form of new data and what are its properties? What are the ethical issues that memory institutions face when developing these web archiving practices? What transformations are required to overcome such challenges and what institutional futures can we envisage?

This research verifies how the sectors responsible for managing the information in the Federal Higher Education Institutions (IFES), here referred to university archives, are using the web as dissemination of their collections, its structures, and activities. This study aims to investigate the use of sites in the dissemination of archival services and distribution platforms and access in the disclosure of documentary heritage guarded by archives sectors of IFES in southern Brazil. The justification for the investigation comes from the fact of showing how the university archives can use the internet as a way of disseminating its collections and its services, dynamising the access to the information. In this sense, a theoretical reference was raised to support the objectives of the study, dealing with cultural and documentary heritage, information, dissemination of archival collections and services, access platforms, distribution and description of records, internet, website and website archival institutions, university and university archives. The contextualization of the IFES survey located in the setting of national policy archives, presenting the National System of Archives, the National Archives, the National Council on Archives and Records Management System Archives Federal Public Administration. It is a kind of applied research, descriptive, qualitative / quantitative, which was characterized as a case study. Data collection was carried out through form, which collected data from the information available on the pages of the archives sectors on the internet and questions directed to IFES submitted in the Electronic System of the Citizen Information Service (e-SIC), the Executive Branch Federal. With this study it was found that: the creation of archives sectors is a reality in Federal Universities as most have structured archives services, while the Federal Institutes, mostly not yet constituted such plants; the use of websites by the IFES archives sector is still incipient because no Federal Institute using this tool, and the Universities few archives sectors provide web pages taking part in the Conarq's recommendations for building websites; the use of access platforms, dissemination and recordkeeping description is still not a reality in IFES, for no Federal Institute makes use of this tool and few Federal Universities have adopted the ICA-AtoM, a platform that provides access to and dissemination of heritage documentary. From the results of the survey were prepared Recommendations for the construction or restructuring Archives Sectors websites of Federal Institutions of Higher Education, which contains guidelines for IFES who need to create or adapt their websites.
A presente pesquisa verifica como os setores responsáveis por gerenciar a informação no ambiente das Instituições Federais de Ensino Superior (IFES), aqui denominados como arquivos universitários, estão utilizando a web como canal de divulgação de seus acervos, suas estruturas e atividades. Assim, este estudo tem como objetivo investigar a utilização de sites na divulgação dos serviços arquivísticos e plataformas de difusão e acesso na divulgação do patrimônio documental custodiado pelos Setores de Arquivo das IFES da Região Sul do Brasil. A justificativa para esta investigação advém do fato de mostrar como os arquivos universitários podem utilizar a internet como forma de difundir seus acervos e seus serviços, dinamizando o acesso à informação. Nesse sentido, levantou-se referencial teórico para embasar os objetivos do estudo, tratando sobre o patrimônio cultural e documental, informação, difusão dos acervos e serviços arquivísticos, plataformas de acesso, difusão e descrição de documentos de arquivo, internet, website e websites de instituições arquivísticas, universidade e arquivos universitários. A contextualização da pesquisa situa as IFES no cenário da política nacional de arquivos, apresentando o Sistema Nacional de Arquivos, o Arquivo Nacional, o Conselho Nacional de Arquivos e o Sistema de Gestão de Documentos de Arquivo da Administração Pública Federal. É uma pesquisa de natureza aplicada, descritiva, quali/quantitativa, que caracterizou-se como um estudo de caso. A coleta de dados foi realizada através de formulário, que levantou dados a partir das informações disponíveis nos websites dos Setores de Arquivo na internet e questões direcionadas às IFES submetidas no Sistema Eletrônico do Serviço de Informação ao Cidadão (e-SIC), do Poder Executivo Federal. Com este estudo constatou-se que: a constituição de Setores de Arquivo é uma realidade nas universidades federais, pois a maioria possui serviços de arquivo estruturados, enquanto que os institutos federais, em sua maioria, ainda não constituíram essas unidades; a utilização de websites pelos Setores de Arquivo das IFES ainda é incipiente, pois nenhum instituto federal se utiliza dessa ferramenta, e nas universidades poucos Setores de Arquivo disponibilizam websites atendendo em parte as recomendações do Conarq para construção de websites; a utilização de plataformas de acesso, difusão e descrição de documentos de arquivo ainda não é uma realidade nas IFES, pois nenhum instituto federal faz uso dessa ferramenta e poucas universidades federais adotaram o ICA-AtoM, plataforma que proporciona o acesso e a difusão do patrimônio documental. A partir dos resultados da pesquisa, foram elaboradas as Recomendações para a construção ou reestruturação de websites de Setores de Arquivo de Instituições Federais de Ensino Superior, onde constam orientações às IFES que necessitarem criar ou adequar seus sites na internet.

This paper attempts to present an overview of and discuss innovations in main government information service institutions in Japan-the National Diet Library (NDL) and the National Archives of Japan (NAJ)-in the electronic environment. This paper examines two approaches of the NDL and the NAJ toward innovative projects: (1) retrospective digitization of historical publications and documents and (2) treatment of born-digital information. It then proposes a desirable strategy for the NDL and the NAJ, as well as government information service institutions in other countries, to aid them in "innovation beyond institutions." This strategy involves (1) collaboration in the management of information systems and (2) cooperation between government libraries and government archives.

The so-called culture wars of recent years have created an ethos of caution in our cultural institutions. Museums often avoid exhibits and programming that might prove controversial for fear of public backlash. This paper examines how public historians and archivists might work together to devise strategies for positive public engagement in controversial history projects. Archives have the power to ensure the public's trust in their cultural institutions, while primary source material can be utilized to promote constructive conversation among audiences. Public conflict will be directed into more productive channels if museums create a safe space for dialogue.

Le fonds d'archives de l'abbaye de Cluny est aujourd'hui très diminué, mais reflète encore ce qui a sans doute été un des plus beaux chartriers d'Europe. Son étude permet, en faisant appel aux actes originaux, aux copies, aux cartulaires et aux inventaires, approchés sous les angles de la paléographie, de la codicologie et de la diplomatique, d'avoir un bon aperçu des conceptions, des structures et des mises en œuvre des archives à Cluny, du Moyen Âge à la Révolution. Les archives ont accompagné les évolutions de l'institution dont elles forment une infrastructure, porteuse notamment de durée, juridique et mémorielle, essentielle à une institution entendue, au sens sociologique, comme une structure de communication destinée à la stabilisation d'un arrangement social. Au fur et à mesure, les archives deviennent au cours du Moyen Age une catogorie indépendante de l'écrit à Cluny, après une phase d'activité importante au XIe siècle sans doute, puis au XIIIe siècle. Les XVe-XVIe siècles semblent amener des problèmes nés d'une part des évolutions clunisiennes propres, d'autre part de la masse documentaire devenue difficilement maîtrisable. L'époque moderne voit l'historicisation du fonds ici considéré, les archives courantes existant bien sûr par ailleurs mais peu valorisées. Il semble d'ailleurs que parallèlement à la perte de pertinence sociale de Cluny, ses archives ne deviennent plus, idéallement, qu'un instrument destiné à la commémoration du passé, et non à la mise en œuvre concrète des idées directrices revendiquées par l'abbaye et l'ordre.

A presente pesquisa tem por objetivo analisar os processos simbólicos que revestem e conduzem a incorporação de arquivos pessoais por entidades de custódia no Brasil. O problema desta pesquisa encontra-se na questão: De que forma se constituiu, no Brasil, um imaginário que fundamenta e regula a prática de institucionalização dos arquivos pessoais? Esta questão se estrutura a partir da hipótese que de as instituições analisadas estabeleceram e instituíram um imaginário no qual a institucionalização de arquivos pessoais representa uma forma renovada de legitimação de elementos sociais já instituídos na sociedade. Como uma pesquisa de cunho qualitativo, a metodologia utilizada se estrutura em levantamento bibliográfico e documental, com o uso de bibliografia, nacional e estrangeira, especializada em arquivos pessoais e documentos históricos, de modo que fornecesse as bases para os debates que são desenvolvidos. Como pesquisa documental, nos utilizamos dos processos de incorporação de acervos produzidos pelas entidades analisadas. A proposta de utilizar este corpus documental se justifica pela busca por elementos que fornecessem subsídios para compreender as circunstâncias que circundam o trabalho de seleção e incorporação de arquivos pessoais por estas instituições. Foram realizadas também entrevistas com agentes que atuaram especificamente nestes processos de incorporação de arquivos pessoais nas entidades analisadas. Como recorte temporal, foi escolhido o período em que, reconhecidamente, o Brasil passa por um crescimento exponencial de instituições de custódia de arquivos pessoais. Este período se localiza entre os anos 1960 e 1990. Assim, foram escolhidas três entidades criadas neste período: Instituto de Estudos Brasileiros (IEB), Centro de Pesquisa e Documentação de História Contemporânea do Brasil (CPDOC) e Museu de Astronomia e Ciências Afins. Analisamos as formas e processos de incorporação de arquivos pessoais por estas instituições no período que se inicia com suas fundações, finalizando no ano de 1999. Esta data limite foi estabelecida levando em consideração que a partir deste momento os debates que envolvem a implantação de políticas de acervo pelas instituições arquivísticas brasileiras ganharam fôlego e passaram a regular este processo de forma mais objetiva. Após a análise contextual dos processos de incorporação de 43 arquivos pessoais, em associação aos depoimentos de 06 agentes envolvidos neste trabalho nas entidades analisadas, pudemos concluir que a seleção de arquivos pessoais para a preservação segue padrões estabelecidos pelas áreas acadêmicas responsáveis por desenvolverem pesquisas nestas entidades. O estabelecimento de valores de preservação aos arquivos pessoais encontra-se subordinado aos interesses da pesquisa acadêmica desenvolvida em cada uma das instituições. Mais do que uma questão de temática que define a identidade organizacional de cada entidade analisada, a preservação de arquivos pessoais compete a uma legitimação estabelecida a partir das autoridades dos agentes – docentes e pesquisadores – representantes do saber/poder dos campos de conhecimento. A academia, considerada como uma instituição social detentora de poder social, se fundamenta em seus próprios preceitos de saber/poder, já definidos e legitimados, para estabelecer a preservação de arquivos pessoais. Este cenário, pelo ponto de vista da memória e da identidade social, se configura como um processo heterônomo de preservação de bens histórico-culturais, onde poucos agentes são autorizados a construir o acervo coletivo de documentos históricos e determinar aquilo com o que toda a comunidade deve se identificar e se lembrar.
This research aims to analyze the symbolic processes that cover and conduct the personal archives’ incorporation by safekeeping entities in Brazil. The problem of this research lies in the question: How was constituted, in Brazil, an ideal that substantiate and regulate the personal archives’ institutionalization practice? This question structures itself from the hypothesis that the analyzed institutions – and it is believed to the rest that do not integrate documental research – established and founded an ideal in which the institutionalization of personal archives represents a renewed form of legitimation of social elements already instituted in the society. As a qualitative nature research, the used methodology is structured in bibliographical and documental search, with the use of Brazilian and foreign bibliography, specialized in personal archives and historical documents, in a way that would provide the groundwork to the debates that will be developed. As documental research, we gathered from processes of collection incorporations produced by the analyzed institutions. The proposal to utilize such documental corpus is justified by the search of elements that would supply subsidies to comprehend the circumstances that surround the personal archives selection and incorporation work by these institutions. There was also interviews with agents that worked specifically in these personal archives incorporation processes by the analyzed entities. As a temporal cut, it was chosen the period in which, admittedly, Brazil goes through an exponential growth of personal archives safekeeping institutions. This period is located between the years 1960 and 1990. Thereby, three entities created in this period were chosen: Brazilian Studies Institute (Instituto de Estudos Brasileiros, IEB), Center of Research and Documentation of Brazilian Contemporary History (Centro de Pesquisa e Documentação de História Contemporânea do Brasil, CPDOC) and the Museum of Astronomy and Related Sciences (Museu de Astronomia e Ciências Afins, MAST). We analyzed the personal archives incorporation processes and modes by these institutions in the period that start with their foundations, ending in the year of 1999. This limit date is established considering that from this moment the debates that involve the implantation of collection policies by the Brazilian archival institutions took momentum and start regulating this processes. After the contextual analysis of the incorporation processes of 43 personal archives, along with the testimony of 06 agents involved in this work in the analyzed entities, we could conclude that the selection of personal archives for preservation follows standards established by the academic fields responsible for the development of researches in these entities. The establishment of preservation values to the personal archives is subordinated to the interests of the academic research developed in each institution. More than a matter of theme that defines the organizational identity of each analyzed entity, the preservation of personal archives is up to a legitimation established by the authorities of the agents – professors and researchers – representatives of the know/power of the knowledge fields. The academy, considered as a social institution holder of social power, grounds itself in its own know/power precepts, already defined and legitimated, to establish the personal archives’ preservation. This scenario, from the memory and social identity’s standpoint, is set as heteronomous processes of historic-cultural assets’ preservation, where few agents are authorized to build the collective collections of historic documents and define what the whole community must identify itself with and to remember.

Many autistic students enrolled in colleges/universities, who are academically qualified for admission, experience difficulties adjusting to their college life. Disability support offices (DSOs) of higher education institutions (HEIs) assume the responsibility of providing supports to autistic students, but many DSOs lack the resources to cater to the varied needs of these students. To gain a nuanced understanding, this set of three studies explores contextual factors around DSOs that may influence autistic students’ experiences with DSOs and their perspectives about available DSO support. In Study 1, DSO websites of 12 US HEIs were examined using multimodal discourse analysis, and the study revealed that DSO websites share genre features with advertisements. DSO websites advertised the services they provide in efforts to ‘brand’ their institution. This commodification of DSO supports raises concerns because accommodations given to students with disabilities should be understood as their legal rights rather than sellable products. In Study 2, a nationwide sample of 153 DSO staff members completed a battery of online surveys to determine significant predictors of their attitudes and knowledge about autism. The quality of previous contact was shown to be associated with social distance, openness, and knowledge about autism, and several institutional variables significantly predicted staff members’ attitudes and knowledge about autism. Lastly, in Study 3, 27 autistic undergraduate students were interviewed about their experiences with DSOs, and their responses were qualitatively analyzed using a generic inductive approach. Students reported on their general perceptions of DSOs, decisions about not receiving DSO supports, and their perception of ways that DSOs could support them better. Together, the findings of the three studies inform the work of DSOs in developing appropriate systems that support autistic students to successfully navigate college. Developing service provision systems that comprehensively address these issues reported by autistic students should be a collective institutional responsibility to increase autism awareness and acceptance on college campuses and make online and physical space accessible for autistic students

Diariamente surgem novas aplicações de sistemas baseados na internet, influenciando a forma como vivemos, trabalhamos e interagimos na sociedade. No entanto, a maioria dos sistemas é elaborada com base no senso comum e intuição, raramente utilizando conceitos de avaliação da qualidade da informação provida pelos websites. Numa tentativa de aprofundar mais este tipo de metodologia, este estudo faz uma adaptação ao modelo de avaliação de qualidade da informação de websites, proposto por Kim, Kishore e Sanders (2005), para avaliar de sistemas de internet banking. Foi realizado um levantamento entre alunos de graduação, com o objetivo de se verificar a aderência do modelo à sistemas de internet banking, bem como critérios factíveis de comparações entre instituições financeiras, a respeito de sistemas de internet banking. Como forma de atingir esses objetivos, foi feito uso de métodos estatísticos, com a utilização de análise fatorial, coeficiente alfa de Cronbach, método de escalas somadas e testes de médias, por meio de ANOVAS.
On a daily basis new internet based systems are born, changing the way we live, work and interact with the society. In spite of that, most of these systems are developed based on common sense and intuition, rarely using methodologies that involves data quality information. In order to explore more these methodologies, this study adapts the data quality information framework created by Kim, Kishore e Sanders (2005) in order to evaluate internet banking systems. A survey was made with undergraduate students, with the goal to verify how the framework applies to internet banking systems. A second goal is to reveal constructs that may be used to compare internet banking systems. In order to achieve these results, statistics will be taken place, using factor analysis, cronbach coefficient, summated scales and ANOVAS.

The aim of this thesis is to critically examine and compare the web pages that provide disability content and information of ten selected Latvian and Swedish higher education institutions’ websites. The theoretical framework of the research is built upon the critical discourse analysis and Michel Foucault’s ideas of discourse and power while the analytical framework incorporates elements of Mullet’s (2018) framework of critical discourse analysis, Pauwels (2012) multimodal framework for analysing websites and the snapshot click study by Gabel et al. (2016). Overall, the examined web pages see disability from human rights and medical perspectives. The research findings indicated both similarities and differences between the two countries and the ten higher education institutions. The disability content on the web pages of Latvian higher education institutions focuses mainly on the physical accessibility, whereas Swedish institutions pay more attention to the academic and student services.The research results suggest that while the examined higher education institutions do somewhat attempt to include persons with disabilities within the higher education, they simultaneously continue to maintain and construct social barriers that exclude them.

A maior parte da investigação sobre arquivos pessoais desenvolvida no âmbito académico, ou em contexto profissional, tem-se focado essencialmente em teorias e metodologias relacionadas com a sua organização interna, passando pela apresentação de propostas para a criação de estruturas classificativas e descritivas. Apesar de a descrição e representação da informação serem centrais na Arquivística, outras dimensões têm ficado relativamente descuradas, entre as quais a análise das políticas de aquisição visando a preservação e difusão dos arquivos pessoais, sob o desígnio da sua valorização, em função da importância histórica, cultural e social. Este estudo pretende efetuar um reconhecimento das instituições de memória em Portugal detentoras de arquivos pessoais, bem como a identificação destes arquivos, refletindo sobre as motivações para a sua preservação, os critérios de seleção, e as consequências de algumas práticas inerentes aos processos de incorporação e tratamento da informação. Conclui-se que os arquivos preservados e as práticas inerentes à sua constituição correspondem a processos de construção da memória individual e coletiva, condicionados pela atuação de diversos intervenientes, e por diferentes imperativos e propósitos, com consequências que dificultam a apropriação de um conceito científico de arquivo pessoal, e a sua compreensão enquanto sistema de informação, produzido, reunido e mantido por um indivíduo no decurso da sua vida e das suas atividades e funções sociais. Seguiu-se um modelo de investigação qualitativo, fundamentado na recolha e análise de dados, com recurso a uma metodologia suficientemente flexível, combinando diversas técnicas, de modo a identificar, em fontes distintas, um universo o mais abrangente possível para o caso português. Os resultados obtidos foram interpretados com vista à caracterização geral de fenómenos e tendências, recorrendo, em aspetos específicos, a alguns dados quantitativos. A informação recolhida foi ainda utilizada como base estruturante de um guia de instituições de memória e de arquivos em Portugal, que se apresenta no volume II da dissertação; ABSTRACT: Most of the research on personal archives developed in academic or professional context has focused essentially on theories and methodologies related to its internal organization, with proposals for the creation of classification and descriptive structures. Although the description and representation of information are central to Archives, other dimensions have been relatively neglected, such as the analysis of acquisition policies aimed at the preservation and diffusion of personal archives, by giving them a value based on their historical, cultural and social significance. This study purposes a recognition of the memory institutions in Portugal that hold personal archives, as well as the identification of these archives, reflecting on the motivations for their preservation, the selection criteria applied, and the consequences of some practices inherent to the methods of incorporation and treatment of information. It concludes that the archives preserved and the practices inherent to their constitution correspond to processes of construction of individual and collective memory, conditioned by the performance of several actors, and by different imperatives and purposes, with consequences that make it difficult to assign, to personal archives, a scientific concept, understanding them as information systems produced, assembled and maintained by an individual in the course of his or her life, and social activities and functions. A qualitative research model based on the gathering and analysis of data was followed, using a flexible methodology combining several techniques, in order to identify, in different sources, a universe as wide as possible for the Portuguese case. The results were interpreted aiming a general characterization of phenomena and trends, using, in specific aspects, some quantitative data. The information collected was also used as a structuring basis for building a guide to memory institutions in Portugal and of their holdings concerning personal and family archives, which is presented in volume II of the dissertation.

In general, electronic resources include articles, online journals, e-books, e-theses, databases, Websites, portals, gateways, blogs, etc. The author distinguishes Open Access (OA) resources mainly intended for researchers and open digital heritage mainly intended for the general public. The author's objective is to present the background of OA resources, different OA initiatives and software, first institutional repositories, open archives browsers and harvesters, open access registries, activities in Europe and UNESCO, and personalities who are the most important advocates of OA. Concerning the open digital heritage, the author's objective is to present the most important international and national projects like the European Library, Europeana, the World Digital Library, Gutenberg Project, Google Books Project, Hathitrust Digital Library, Digital Public Library of America, International Children's Digital Library, the Library of Congress Digital Library, Gallica of the French National Library, National Digital Library of China, etc. The author's opinion is that libraries have to accept all challenges of the open e-resources for researchers and open digital heritage and that the future of open access for all users is not impossible. The world's knowledge should be accessible as a public good to every citizen of the planet.

Digital technologies can transform the ways in which we can represent time and change in historical monuments as well as in cities. This chapter describes a collaborative, international, and multi-faceted initiative, Visualizing Venice, that was begun in 2010 as a joint venture between three universities: the department of Art, Art History and Visual Studies at Duke University, the department of architectural history at IUAV, Venice, and the department of architecture and engineering at the University of Padua. From the outset, our initiative has had three equally important components: representing growth and change in buildings and cities through three-dimensional modeling, mapping, and visualization, creating public-facing websites, installations and exhibitions, and training of students at all levels and recent post-docs with the capacities of new media for the exploration of fundamental questions that concern urban spaces and their monuments. As a consortium of individuals, institutions and disciplines that range from architectural design to new media and to urban and architectural history, Visualizing Venice explores the transformative potential of digital technologies for research on and analyses of cities, utilizing the rich archival documentation of the city of Venice as a point of departure for specific case studies. In particular, this chapter focuses on the capacities of digital technologies to model and represent process and time in the creation of historic spaces and the role of Visualizing Venice as a pioneer in collaborative work in these areas.

It is a well-known fact that there has been extensive documentation of African traditional arts in post-colonial Africa, which has contributed to the growing accumulation of field recordings in Africa that could form the nucleus for archives in individual African countries. These include private collections as well as recordings at broadcasting and television stations; government ministries such as Tourism, Culture and Information; museums and academic institutions. Sadly, these precious traditions – which have been expensively captured – are often not properly managed in their host institutions. The caretakers of this heritage mostly sit by as collections deteriorate and sometimes are disposed of due to lack of institutional support. Such practices prevail in most African archives. This paper proposes a new mode of consciousness of the value of audiovisual heritage materials by comparing them with human babies. Abstract:
The COVID-19 pandemic has imploded the traditional ways in which creative, cultural and artistic content are presented and consumed. Museums, libraries, archives, and other cultural institutions have been closed in lockdowns all around the European Union, and their content presented and consumed online. This paper will analyse how copyright rules affect cultural heritage institutions (publicly accessible libraries or museums, archives or film or audio heritage institutions) in the digital age. Four recent legal documents at the European level refer to the digitalisation of their collections and the digitised content’s exposure to the public in the Digital Single Market. These are Directive 2001/29/EC, Directive 2012/28/EU, Directive (EU) 2019/790 and Directive (EU) 2019/1024. This paper willfirst analyse how exclusive rights are regulated for authors, other creators, publishers, and producers in the digital age. Those rights need to be respected and exercised effectively by their owners. On the other hand, there is also a public interest, in that digitisation and access to digitised content should be free in cultural heritage institutions. To resolve the tension inherent in this relationship is not easy. The recent rapid change in consumption of creative, cultural and artistic content in the Single Digital Market (due to the pandemic caused by the COVID-19 virus) has triggered the need for swifter digitisation of cultural heritage institutions’ collections. The European legal framework offers some solutions to this need, which will be presented here. It does not resolve the situation generally, but refers to particular issues, such as orphan works, out-of-commerce works, text and data mining and the re-use of public sector information. In general, copyright protection prevails. Nevertheless, the tendencies towards free access grow stronger every day. This paper will analyse how these four directives interact with each other in the effort to resolve the tension between copyright, digitisation and free access to digitised content in cultural heritage institutions. At the end, two ideas for a new balance are presented.
