Abstract:
This research verifies how the sectors responsible for managing the information in the Federal Higher Education Institutions (IFES), here referred to university archives, are using the web as dissemination of their collections, its structures, and activities. This study aims to investigate the use of sites in the dissemination of archival services and distribution platforms and access in the disclosure of documentary heritage guarded by archives sectors of IFES in southern Brazil. The justification for the investigation comes from the fact of showing how the university archives can use the internet as a way of disseminating its collections and its services, dynamising the access to the information. In this sense, a theoretical reference was raised to support the objectives of the study, dealing with cultural and documentary heritage, information, dissemination of archival collections and services, access platforms, distribution and description of records, internet, website and website archival institutions, university and university archives. The contextualization of the IFES survey located in the setting of national policy archives, presenting the National System of Archives, the National Archives, the National Council on Archives and Records Management System Archives Federal Public Administration. It is a kind of applied research, descriptive, qualitative / quantitative, which was characterized as a case study. Data collection was carried out through form, which collected data from the information available on the pages of the archives sectors on the internet and questions directed to IFES submitted in the Electronic System of the Citizen Information Service (e-SIC), the Executive Branch Federal. With this study it was found that: the creation of archives sectors is a reality in Federal Universities as most have structured archives services, while the Federal Institutes, mostly not yet constituted such plants; the use of websites by the IFES archives sector is still incipient because no Federal Institute using this tool, and the Universities few archives sectors provide web pages taking part in the Conarq's recommendations for building websites; the use of access platforms, dissemination and recordkeeping description is still not a reality in IFES, for no Federal Institute makes use of this tool and few Federal Universities have adopted the ICA-AtoM, a platform that provides access to and dissemination of heritage documentary. From the results of the survey were prepared Recommendations for the construction or restructuring Archives Sectors websites of Federal Institutions of Higher Education, which contains guidelines for IFES who need to create or adapt their websites.
A presente pesquisa verifica como os setores responsáveis por gerenciar a informação no ambiente das Instituições Federais de Ensino Superior (IFES), aqui denominados como arquivos universitários, estão utilizando a web como canal de divulgação de seus acervos, suas estruturas e atividades. Assim, este estudo tem como objetivo investigar a utilização de sites na divulgação dos serviços arquivísticos e plataformas de difusão e acesso na divulgação do patrimônio documental custodiado pelos Setores de Arquivo das IFES da Região Sul do Brasil. A justificativa para esta investigação advém do fato de mostrar como os arquivos universitários podem utilizar a internet como forma de difundir seus acervos e seus serviços, dinamizando o acesso à informação. Nesse sentido, levantou-se referencial teórico para embasar os objetivos do estudo, tratando sobre o patrimônio cultural e documental, informação, difusão dos acervos e serviços arquivísticos, plataformas de acesso, difusão e descrição de documentos de arquivo, internet, website e websites de instituições arquivísticas, universidade e arquivos universitários. A contextualização da pesquisa situa as IFES no cenário da política nacional de arquivos, apresentando o Sistema Nacional de Arquivos, o Arquivo Nacional, o Conselho Nacional de Arquivos e o Sistema de Gestão de Documentos de Arquivo da Administração Pública Federal. É uma pesquisa de natureza aplicada, descritiva, quali/quantitativa, que caracterizou-se como um estudo de caso. A coleta de dados foi realizada através de formulário, que levantou dados a partir das informações disponíveis nos websites dos Setores de Arquivo na internet e questões direcionadas às IFES submetidas no Sistema Eletrônico do Serviço de Informação ao Cidadão (e-SIC), do Poder Executivo Federal. Com este estudo constatou-se que: a constituição de Setores de Arquivo é uma realidade nas universidades federais, pois a maioria possui serviços de arquivo estruturados, enquanto que os institutos federais, em sua maioria, ainda não constituíram essas unidades; a utilização de websites pelos Setores de Arquivo das IFES ainda é incipiente, pois nenhum instituto federal se utiliza dessa ferramenta, e nas universidades poucos Setores de Arquivo disponibilizam websites atendendo em parte as recomendações do Conarq para construção de websites; a utilização de plataformas de acesso, difusão e descrição de documentos de arquivo ainda não é uma realidade nas IFES, pois nenhum instituto federal faz uso dessa ferramenta e poucas universidades federais adotaram o ICA-AtoM, plataforma que proporciona o acesso e a difusão do patrimônio documental. A partir dos resultados da pesquisa, foram elaboradas as Recomendações para a construção ou reestruturação de websites de Setores de Arquivo de Instituições Federais de Ensino Superior, onde constam orientações às IFES que necessitarem criar ou adequar seus sites na internet.

This paper attempts to present an overview of and discuss innovations in main government information service institutions in Japan-the National Diet Library (NDL) and the National Archives of Japan (NAJ)-in the electronic environment. This paper examines two approaches of the NDL and the NAJ toward innovative projects: (1) retrospective digitization of historical publications and documents and (2) treatment of born-digital information. It then proposes a desirable strategy for the NDL and the NAJ, as well as government information service institutions in other countries, to aid them in "innovation beyond institutions." This strategy involves (1) collaboration in the management of information systems and (2) cooperation between government libraries and government archives.

The so-called culture wars of recent years have created an ethos of caution in our cultural institutions. Museums often avoid exhibits and programming that might prove controversial for fear of public backlash. This paper examines how public historians and archivists might work together to devise strategies for positive public engagement in controversial history projects. Archives have the power to ensure the public's trust in their cultural institutions, while primary source material can be utilized to promote constructive conversation among audiences. Public conflict will be directed into more productive channels if museums create a safe space for dialogue.

Le fonds d'archives de l'abbaye de Cluny est aujourd'hui très diminué, mais reflète encore ce qui a sans doute été un des plus beaux chartriers d'Europe. Son étude permet, en faisant appel aux actes originaux, aux copies, aux cartulaires et aux inventaires, approchés sous les angles de la paléographie, de la codicologie et de la diplomatique, d'avoir un bon aperçu des conceptions, des structures et des mises en œuvre des archives à Cluny, du Moyen Âge à la Révolution. Les archives ont accompagné les évolutions de l'institution dont elles forment une infrastructure, porteuse notamment de durée, juridique et mémorielle, essentielle à une institution entendue, au sens sociologique, comme une structure de communication destinée à la stabilisation d'un arrangement social. Au fur et à mesure, les archives deviennent au cours du Moyen Age une catogorie indépendante de l'écrit à Cluny, après une phase d'activité importante au XIe siècle sans doute, puis au XIIIe siècle. Les XVe-XVIe siècles semblent amener des problèmes nés d'une part des évolutions clunisiennes propres, d'autre part de la masse documentaire devenue difficilement maîtrisable. L'époque moderne voit l'historicisation du fonds ici considéré, les archives courantes existant bien sûr par ailleurs mais peu valorisées. Il semble d'ailleurs que parallèlement à la perte de pertinence sociale de Cluny, ses archives ne deviennent plus, idéallement, qu'un instrument destiné à la commémoration du passé, et non à la mise en œuvre concrète des idées directrices revendiquées par l'abbaye et l'ordre.

A presente pesquisa tem por objetivo analisar os processos simbólicos que revestem e conduzem a incorporação de arquivos pessoais por entidades de custódia no Brasil. O problema desta pesquisa encontra-se na questão: De que forma se constituiu, no Brasil, um imaginário que fundamenta e regula a prática de institucionalização dos arquivos pessoais? Esta questão se estrutura a partir da hipótese que de as instituições analisadas estabeleceram e instituíram um imaginário no qual a institucionalização de arquivos pessoais representa uma forma renovada de legitimação de elementos sociais já instituídos na sociedade. Como uma pesquisa de cunho qualitativo, a metodologia utilizada se estrutura em levantamento bibliográfico e documental, com o uso de bibliografia, nacional e estrangeira, especializada em arquivos pessoais e documentos históricos, de modo que fornecesse as bases para os debates que são desenvolvidos. Como pesquisa documental, nos utilizamos dos processos de incorporação de acervos produzidos pelas entidades analisadas. A proposta de utilizar este corpus documental se justifica pela busca por elementos que fornecessem subsídios para compreender as circunstâncias que circundam o trabalho de seleção e incorporação de arquivos pessoais por estas instituições. Foram realizadas também entrevistas com agentes que atuaram especificamente nestes processos de incorporação de arquivos pessoais nas entidades analisadas. Como recorte temporal, foi escolhido o período em que, reconhecidamente, o Brasil passa por um crescimento exponencial de instituições de custódia de arquivos pessoais. Este período se localiza entre os anos 1960 e 1990. Assim, foram escolhidas três entidades criadas neste período: Instituto de Estudos Brasileiros (IEB), Centro de Pesquisa e Documentação de História Contemporânea do Brasil (CPDOC) e Museu de Astronomia e Ciências Afins. Analisamos as formas e processos de incorporação de arquivos pessoais por estas instituições no período que se inicia com suas fundações, finalizando no ano de 1999. Esta data limite foi estabelecida levando em consideração que a partir deste momento os debates que envolvem a implantação de políticas de acervo pelas instituições arquivísticas brasileiras ganharam fôlego e passaram a regular este processo de forma mais objetiva. Após a análise contextual dos processos de incorporação de 43 arquivos pessoais, em associação aos depoimentos de 06 agentes envolvidos neste trabalho nas entidades analisadas, pudemos concluir que a seleção de arquivos pessoais para a preservação segue padrões estabelecidos pelas áreas acadêmicas responsáveis por desenvolverem pesquisas nestas entidades. O estabelecimento de valores de preservação aos arquivos pessoais encontra-se subordinado aos interesses da pesquisa acadêmica desenvolvida em cada uma das instituições. Mais do que uma questão de temática que define a identidade organizacional de cada entidade analisada, a preservação de arquivos pessoais compete a uma legitimação estabelecida a partir das autoridades dos agentes – docentes e pesquisadores – representantes do saber/poder dos campos de conhecimento. A academia, considerada como uma instituição social detentora de poder social, se fundamenta em seus próprios preceitos de saber/poder, já definidos e legitimados, para estabelecer a preservação de arquivos pessoais. Este cenário, pelo ponto de vista da memória e da identidade social, se configura como um processo heterônomo de preservação de bens histórico-culturais, onde poucos agentes são autorizados a construir o acervo coletivo de documentos históricos e determinar aquilo com o que toda a comunidade deve se identificar e se lembrar.
This research aims to analyze the symbolic processes that cover and conduct the personal archives’ incorporation by safekeeping entities in Brazil. The problem of this research lies in the question: How was constituted, in Brazil, an ideal that substantiate and regulate the personal archives’ institutionalization practice? This question structures itself from the hypothesis that the analyzed institutions – and it is believed to the rest that do not integrate documental research – established and founded an ideal in which the institutionalization of personal archives represents a renewed form of legitimation of social elements already instituted in the society. As a qualitative nature research, the used methodology is structured in bibliographical and documental search, with the use of Brazilian and foreign bibliography, specialized in personal archives and historical documents, in a way that would provide the groundwork to the debates that will be developed. As documental research, we gathered from processes of collection incorporations produced by the analyzed institutions. The proposal to utilize such documental corpus is justified by the search of elements that would supply subsidies to comprehend the circumstances that surround the personal archives selection and incorporation work by these institutions. There was also interviews with agents that worked specifically in these personal archives incorporation processes by the analyzed entities. As a temporal cut, it was chosen the period in which, admittedly, Brazil goes through an exponential growth of personal archives safekeeping institutions. This period is located between the years 1960 and 1990. Thereby, three entities created in this period were chosen: Brazilian Studies Institute (Instituto de Estudos Brasileiros, IEB), Center of Research and Documentation of Brazilian Contemporary History (Centro de Pesquisa e Documentação de História Contemporânea do Brasil, CPDOC) and the Museum of Astronomy and Related Sciences (Museu de Astronomia e Ciências Afins, MAST). We analyzed the personal archives incorporation processes and modes by these institutions in the period that start with their foundations, ending in the year of 1999. This limit date is established considering that from this moment the debates that involve the implantation of collection policies by the Brazilian archival institutions took momentum and start regulating this processes. After the contextual analysis of the incorporation processes of 43 personal archives, along with the testimony of 06 agents involved in this work in the analyzed entities, we could conclude that the selection of personal archives for preservation follows standards established by the academic fields responsible for the development of researches in these entities. The establishment of preservation values to the personal archives is subordinated to the interests of the academic research developed in each institution. More than a matter of theme that defines the organizational identity of each analyzed entity, the preservation of personal archives is up to a legitimation established by the authorities of the agents – professors and researchers – representatives of the know/power of the knowledge fields. The academy, considered as a social institution holder of social power, grounds itself in its own know/power precepts, already defined and legitimated, to establish the personal archives’ preservation. This scenario, from the memory and social identity’s standpoint, is set as heteronomous processes of historic-cultural assets’ preservation, where few agents are authorized to build the collective collections of historic documents and define what the whole community must identify itself with and to remember.

Many autistic students enrolled in colleges/universities, who are academically qualified for admission, experience difficulties adjusting to their college life. Disability support offices (DSOs) of higher education institutions (HEIs) assume the responsibility of providing supports to autistic students, but many DSOs lack the resources to cater to the varied needs of these students. To gain a nuanced understanding, this set of three studies explores contextual factors around DSOs that may influence autistic students’ experiences with DSOs and their perspectives about available DSO support. In Study 1, DSO websites of 12 US HEIs were examined using multimodal discourse analysis, and the study revealed that DSO websites share genre features with advertisements. DSO websites advertised the services they provide in efforts to ‘brand’ their institution. This commodification of DSO supports raises concerns because accommodations given to students with disabilities should be understood as their legal rights rather than sellable products. In Study 2, a nationwide sample of 153 DSO staff members completed a battery of online surveys to determine significant predictors of their attitudes and knowledge about autism. The quality of previous contact was shown to be associated with social distance, openness, and knowledge about autism, and several institutional variables significantly predicted staff members’ attitudes and knowledge about autism. Lastly, in Study 3, 27 autistic undergraduate students were interviewed about their experiences with DSOs, and their responses were qualitatively analyzed using a generic inductive approach. Students reported on their general perceptions of DSOs, decisions about not receiving DSO supports, and their perception of ways that DSOs could support them better. Together, the findings of the three studies inform the work of DSOs in developing appropriate systems that support autistic students to successfully navigate college. Developing service provision systems that comprehensively address these issues reported by autistic students should be a collective institutional responsibility to increase autism awareness and acceptance on college campuses and make online and physical space accessible for autistic students

Diariamente surgem novas aplicações de sistemas baseados na internet, influenciando a forma como vivemos, trabalhamos e interagimos na sociedade. No entanto, a maioria dos sistemas é elaborada com base no senso comum e intuição, raramente utilizando conceitos de avaliação da qualidade da informação provida pelos websites. Numa tentativa de aprofundar mais este tipo de metodologia, este estudo faz uma adaptação ao modelo de avaliação de qualidade da informação de websites, proposto por Kim, Kishore e Sanders (2005), para avaliar de sistemas de internet banking. Foi realizado um levantamento entre alunos de graduação, com o objetivo de se verificar a aderência do modelo à sistemas de internet banking, bem como critérios factíveis de comparações entre instituições financeiras, a respeito de sistemas de internet banking. Como forma de atingir esses objetivos, foi feito uso de métodos estatísticos, com a utilização de análise fatorial, coeficiente alfa de Cronbach, método de escalas somadas e testes de médias, por meio de ANOVAS.
On a daily basis new internet based systems are born, changing the way we live, work and interact with the society. In spite of that, most of these systems are developed based on common sense and intuition, rarely using methodologies that involves data quality information. In order to explore more these methodologies, this study adapts the data quality information framework created by Kim, Kishore e Sanders (2005) in order to evaluate internet banking systems. A survey was made with undergraduate students, with the goal to verify how the framework applies to internet banking systems. A second goal is to reveal constructs that may be used to compare internet banking systems. In order to achieve these results, statistics will be taken place, using factor analysis, cronbach coefficient, summated scales and ANOVAS.

Abstract:
The aim of this thesis is to critically examine and compare the web pages that provide disability content and information of ten selected Latvian and Swedish higher education institutions’ websites. The theoretical framework of the research is built upon the critical discourse analysis and Michel Foucault’s ideas of discourse and power while the analytical framework incorporates elements of Mullet’s (2018) framework of critical discourse analysis, Pauwels (2012) multimodal framework for analysing websites and the snapshot click study by Gabel et al. (2016). Overall, the examined web pages see disability from human rights and medical perspectives. The research findings indicated both similarities and differences between the two countries and the ten higher education institutions. The disability content on the web pages of Latvian higher education institutions focuses mainly on the physical accessibility, whereas Swedish institutions pay more attention to the academic and student services.The research results suggest that while the examined higher education institutions do somewhat attempt to include persons with disabilities within the higher education, they simultaneously continue to maintain and construct social barriers that exclude them.

A maior parte da investigação sobre arquivos pessoais desenvolvida no âmbito académico, ou em contexto profissional, tem-se focado essencialmente em teorias e metodologias relacionadas com a sua organização interna, passando pela apresentação de propostas para a criação de estruturas classificativas e descritivas. Apesar de a descrição e representação da informação serem centrais na Arquivística, outras dimensões têm ficado relativamente descuradas, entre as quais a análise das políticas de aquisição visando a preservação e difusão dos arquivos pessoais, sob o desígnio da sua valorização, em função da importância histórica, cultural e social. Este estudo pretende efetuar um reconhecimento das instituições de memória em Portugal detentoras de arquivos pessoais, bem como a identificação destes arquivos, refletindo sobre as motivações para a sua preservação, os critérios de seleção, e as consequências de algumas práticas inerentes aos processos de incorporação e tratamento da informação. Conclui-se que os arquivos preservados e as práticas inerentes à sua constituição correspondem a processos de construção da memória individual e coletiva, condicionados pela atuação de diversos intervenientes, e por diferentes imperativos e propósitos, com consequências que dificultam a apropriação de um conceito científico de arquivo pessoal, e a sua compreensão enquanto sistema de informação, produzido, reunido e mantido por um indivíduo no decurso da sua vida e das suas atividades e funções sociais. Seguiu-se um modelo de investigação qualitativo, fundamentado na recolha e análise de dados, com recurso a uma metodologia suficientemente flexível, combinando diversas técnicas, de modo a identificar, em fontes distintas, um universo o mais abrangente possível para o caso português. Os resultados obtidos foram interpretados com vista à caracterização geral de fenómenos e tendências, recorrendo, em aspetos específicos, a alguns dados quantitativos. A informação recolhida foi ainda utilizada como base estruturante de um guia de instituições de memória e de arquivos em Portugal, que se apresenta no volume II da dissertação; ABSTRACT: Most of the research on personal archives developed in academic or professional context has focused essentially on theories and methodologies related to its internal organization, with proposals for the creation of classification and descriptive structures. Although the description and representation of information are central to Archives, other dimensions have been relatively neglected, such as the analysis of acquisition policies aimed at the preservation and diffusion of personal archives, by giving them a value based on their historical, cultural and social significance. This study purposes a recognition of the memory institutions in Portugal that hold personal archives, as well as the identification of these archives, reflecting on the motivations for their preservation, the selection criteria applied, and the consequences of some practices inherent to the methods of incorporation and treatment of information. It concludes that the archives preserved and the practices inherent to their constitution correspond to processes of construction of individual and collective memory, conditioned by the performance of several actors, and by different imperatives and purposes, with consequences that make it difficult to assign, to personal archives, a scientific concept, understanding them as information systems produced, assembled and maintained by an individual in the course of his or her life, and social activities and functions. A qualitative research model based on the gathering and analysis of data was followed, using a flexible methodology combining several techniques, in order to identify, in different sources, a universe as wide as possible for the Portuguese case. The results were interpreted aiming a general characterization of phenomena and trends, using, in specific aspects, some quantitative data. The information collected was also used as a structuring basis for building a guide to memory institutions in Portugal and of their holdings concerning personal and family archives, which is presented in volume II of the dissertation.

Abstract:
Introduction. The aim of this thesis is to examine how Swedish private archival institutions perceive the possibility of being included in the Archival Law. At present the Archival Law of 1990 only applies to official documents from the public sector. Recently however a proposal to change the legislation so that it in part also applies to private archives has been made in the newly published Archival Inquiry commissioned by the government. A more far-reaching proposal to include the private archives in the law has also been made by the Swedish National Archives. Method. We conducted a qualitative research study using semi-structured interviews with 10 informants from 8 different private archival institutions in Sweden. Analysis. By presenting what has been said regarding legislation for private archives in previous archival inquiries, government propositions and other official reports we frame the idea of legislation for private archives by putting it in its culturalpolitical context. An important concept that permeates this thesis is the concept of cultural heritage and how it relates to private archives. The transcriptions from the interviews were analysed by the use of force-field analysis which has its roots in Karl Lewin’s field theory. Results. By collecting the informants thoughts concerning a new legislation for private archives and analysing them as forces working for (driving forces) and against (restraining forces) change we show the complexities surrounding this issue. Conclusion. In many cases uncertainty of what the consequences of the new legislation will be for the private archival institutions prevents them from supporting the change. Our informants also feel that the Swedish National Archives has a top-down perspective which prevents them from listening to and learn from the private sectors experiences. Collaboration between the public and the private sector seems to be the way forward. This is a two years master’s thesis in Archival Science

This thesis aims to understand the Mozambique Historical Archives (MHA) as a place of archival information and of state action in Mozambique, analysing its historical configuration process and the implications of this process on national archival context and relation with the post-colonial project of nation, particularly between 1975 and 2010. Based on the vision of the enlarged state in Gramsci and on theory of state as relation in Poulantzas the thesis maps the theoretical dimension of state, in which power is based on information. This approach based on the theoretical conception of the state as a field of information consolidates a fundamental conceptual frame to understand the Mozambican state and its historical building process. The same approach led the study of historic character in the analysis of the processes of constitution and provision of public archives, built into the circle of MHA’s configuration within the historical process of state-building in Mozambique in its various networks of interactions, involving various social actors, whether in administrative-political or archival universe itself. It was found a change in the course of MHA and its mission in Mozambique, which helped to redefine the historical process of memory-building and national identity via archives, within the process of building of a politically acceptable archival order, begun in 1975 and reinforced in the 2000th years.
Esta tese tem como objetivo compreender o Arquivo Histórico de Moçambique (AHM) como lugar de informação arquivística e de ação do Estado em Moçambique, analisando o processo histórico de sua configuração, tendo em conta as implicações desse processo no cenário arquivístico nacional e relação com o projeto pós-colonial de nação, particularmente entre 1975 e 2010. Com base na visão do Estado ampliado em Gramsci e na teoria do Estado como relação em Poulantzas a tese mapeia a dimensão teórica do Estado, cujo poder baseia-se em informação. Esta abordagem, baseada na concepção teórica do Estado como campo de informação, consolida um quadro conceitual fundamental para o entendimento do Estado moçambicano e seu processo histórico de construção. A mesma abordagem conduziu o estudo de caráter histórico na análise dos processos de constituição e disponibilização de arquivos públicos, constituídos no quadro da configuração do AHM dentro do processo histórico de construção do Estado neste país em suas várias redes de interações, envolvendo diversos atores sociais, seja no universo político-administrativo ou arquivístico em si. Constatou-se uma mudança na trajetória do AHM, redefinindo o processo histórico de construção da memória e da identidade nacional através dos arquivos, dentro do processo de construção de uma ordem arquivística politicamente aceite, iniciado em 1975 e consolidado nos anos 2000.

A construção deste repertório apontou que nosso objeto deveria ser focalizado sob três temporalidades distintas: Lycée Français, Liceu Franco- Brasileiro, e Colégio Franco-Brasileiro a partir de uma história institucional que se apresentou articulada em torno de três personagens centrais: Claude Alexandre Brigole, Georges Dumas e Renato Almeida, associados a cada um desses momentos. It is an object of this research to understand the process of constitution, creation and development of French Lyceum to Colégio Franco-Brasileiro in the time frame that starts in 1915 and ends in its 50th anniversary, in 1965, using a diverse repertoire of periodicals and archives Frenchs and Brazilians as information source. The elaboration of this compilation showed that our object should be focuses on three distinct temporalities: Lycée Français, Liceu Franco-Brasileiro and Colégio Franco-Brasileiro, starting from the institutions history focused on three major characters: Claude Alexandre Brigole, Georges Dumas and Renato Almeida, associated with each of these moments. This research seeks to understand the existence of the school located in the French and Brazilian contexts in the long time frame analyzed from a meso perspective, showing that the transition process in macro and micro scales of the relationship between education and French-Brazilian history must be observed.

How did the scriptural changes contribute to the re-definition the necrological documents in the late Middle Ages and their adaptation to new challenges, so as to allow the performance of their function: ensuring the salvation of the soul of the dead ? The corpus of the diocese of Strasbourg reveals that beyond appearances of tradition, necrological documents diversified, a clearer differentiation between liturgical and administrative manuscripts emerged. Within the more complex documentary network of the memoria, they played a role in the normalisation and rationalisation of liturgical and administrative practices, especially from the fifteenth century onwards. The results of o linguistic studies suggest that Taiwan is the origin of Austronesian languages. Therefore Formosan aboriginal culture items such as, artifacts, clothesings and paintings are all invaluable cultural heritages. For this reason, how to use information technology to help preserve, glorify and revitalize the culture of our aboriginal ancestors deserves great attention. The traditional Formosan cultural heriages in traditioanl villages are phasing out due tio chnages of the living styles and threats from outside.. Digital archives is an important project that every country is currently eagerly implementing. Through the digital archiving project, cultural artifacts can be better preserved and promoted. It also can allow the ‘refined culture’ to be made more accessible to the general public and provide additional value for application in various industries. In this paper, we use the Content Management System to construct Open Source coding to build a digital archive museum. In our digital museum, we define the artifacts by their appropriate metadata and use Topic Maps to connect all the contents to form a comprehensive knowledge bank. In addition, to conduct one-way information provision and two-way information communication with users, a range of ‘Web 2.0’ elements including RSS feeds, tag clouds, communities, Wiki and many other technologies are employed in the knowledge management platform to provide the additional features of user interaction such as knowledge sharing and the promotion of joint creation. This research illustrates the practical implementation of digital archives using the example of aboriginal artifacts of the Atayal aborigines in the Tai-an Township area of Miaoli County. The digital collection includes the everyday essential tools used by the Atayal aborigines, their traditional arts and crafts, and specialty arts. The objective for our research is for developing an integrating tool for educational purpose. Therefore, school teachers and students can share and effectively apply the resources from the research findings. Another objective is to revitalize and commercialize the cultural industry by using the content of the digital archive website as the basis for joining forces with professional talents and teachers to achieve maximum creativity and create digital learning products that provide applicability, practicality and creativity.

The service sector of the global economy is undoubtedly growing and increasingly highlighting the criticality of service quality to enhanced profitability in most service organisations. The demand for accountability from different stakeholders, including clients, has also made service quality a highly debated, researched and most powerful competitive trend shaping marketing and business strategy. Developing reliable measurement instruments of service quality and strategies for the improvement of service quality invariably become the most important responsibilities for managers in many organisations. In the absence of conceptual clarity on service quality, divergent views on the dimensionality of service quality and the lack of a psychometrically valid service quality measure in archival institutions, this study set out to develop and subsequently validate a measurement instrument to assess service quality in an archival institutional setting. The two research questions investigated in this study were: (1) what are the dimensions for measuring service quality in archival institutions, and (2) how can the dimensions of service quality in archival institutions be measured effectively. The methodology for this study involved a two-phased qualitative and quantitative analysis addressing these two research questions. The study followed the standard psychometric procedure for developing constructs. This research has resulted in the important findings and relevant conclusions for both academics and practitioners interested in service quality in the archival environment. The service quality measurement instrument formulated is called ARCHIVqual and has three dimensions, namely (1) security of information (with 4 items), (2) integrity of information (with 3 items) and (3) usability of information (with 2 items). Besides measuring service quality in the archival environment, ARCHIVqual will also serve as a tool for conducting periodic surveys thereby identifying specific problematic areas in archival institutions.

There is a long history of collaboration between private collectors and collecting institutions. Literature that discusses collaboration between these two groups typically focuses on the donation or sale of a private collection to an institution. Existing research focuses less often on the collaborative practices these two groups use to create, preserve, and access their recording collections. Furthermore, there is no scholarly work that aggregates known public-private collaborative practices. As a result, these additional practices are consistently underdeveloped and underutilized. For the first time, this thesis compiles a list of collaborative practices employed by private collectors and collecting institutions. Data was gathered through a literature review and a series of semi-structured interviews with private collectors and information professionals working with recorded sound collections. The constant comparative method of qualitative analysis was used to analyze the data. This thesis finds and discusses twelve collaborative practices employed by private collectors and information professionals. This study also discusses factors that encourage and discourage the use of these collaborative practices, the potential for their continued use, and ways in which future studies can extend the exploratory research of this study. This study’s findings contribute to the efforts of both private collectors and collecting institutions to preserve and provide access to the vast body of sound recordings documenting the multitude of historic and cultural perspectives necessary for scholarly and personal research.

The struggle to liberate the continent of Africa from colonialism during the second half of the twentieth century represented an important epoch and as such this history needs to be documented accurately in whatever form for the benefit of posterity. Liberation struggle archives are of differing types and status, which reflects the diverse nature of the struggle itself. R ecords on the liberat ion struggles in Africa were created from within and outside Africa to document this historic ep och from the 1950s to the 1990s. These records have to be made available to the public for research, scholarship and general interest as they are a treasured na tional asset. In view of the above, it is the mandate of archivists to provide a means f or future generations to access historical sources . The purpose of this study was to ascertain whether liberat ion struggle archives are being offered the continuum of c are throughout their lifecycle in order to make such access possible . Considering that few records were created during the struggle for emancipation notwithstanding their neglect, it is therefore incumbent upon archivists to pres erve the legacy of the libe ration struggle that is contained in those few records that were created. The study used both qualitative and quantitative data collection and analysis methods. The study used methodological triangulation techniques in order to capture the phenomenon under study in detail. The study’s’ population were the twenty three archival institutions within east and southern Africa, both public and private that is, which generated a response rate of 39%. Due to the fact that the study population was geographically di spersed, the study employed self - administered questionnaires for data gathering . U nstructured interviews and observations were also used in a limited manner . The researcher administ ered an interview schedule to h e a ds of archival institutions within the eas t and s outhern African region. To complement the iii interviewing, an observation schedule was also used to record phenomena at selected archival institutions. T he data collected using qualitative techniques was content analyzed whilst SPSS was used for quanti tative data. The study unearthed some interesting developments. Liberation struggle archives had been identified and the requisite documentation put in place. T h is was evidenced by the restitution of archives which was an ongoing process albeit a problemat ic one. This process gives the overall picture that the liberation struggle was a global event as records are scattered in different parts of the world. The records so created are of varied nature as the media used to capture the record exists in a variety of forms with photographs predominant. The study also discovered that the arrangement of records was being done by qualified personnel, both archivists and manuscript librarians. In their efforts to promote access, most archival institutions employed a co mbination of finding aids with inventories and summary lists mostly used . Furthermore, t he existence of mechanisms, policies and procedures facilitates archival management practices. The present research established that all archival institutions had missi on statements and that th ese explicitly spelt out the mandate of the organizations . F or some institutions, these existed in written format. Formal p olices were generally in existence but were calibrated at various levels depending on an institution’s colle ction priorities. In this instance, the policy pertaining to digitization of liberation struggle archives was held in high regard and this explains why the majority of archival institutions preferred electronic media for duplicate copies . This preference p oints to the increasingly pervasive influence of digital technology. Archival institutions were liberal in their publication requirements though users had to acknowledge the institution as the source. The major challenge in the management of liberation str uggle records was the processing of backlog s . In addition, the study sought to establish whether archival institutions were providing resources in order to promote a n environment conducive to iv prolong ing the useable life of liberation struggle archives. The infrastructure in terms of knowledgeable and skilled personnel was in existence as the need for an academic background from which archival skills could be developed was given priority. The expertise in preservation management was mostly invested i n disast er planning and recovery, holdings maintenance and preservation planning . The research also established that the majority of archival institutions had a visitors ’ register in place al though its administration lacked consistency. The majority of archival in stitutions had air conditioning though maintenance records were non - existent. It was also noted that fumigation was prevalent and that restorative work was being done by the majority of institutions with the traditional technique s being the most popular. Equally important was the need to establish the preservation needs of the surveyed archival institutions. The study reve ale d that digitization was the most wid ely used preservation strategy and the majority of archival institutions had purpose - built storag e. Fire was considered the biggest threat to archival collections and the disaster plan mostly covered records, the physical building and the evacuation of people. Fire detection systems were in place and archival institutions were making use of their resp ective local fire departments to raise fire precautionary awareness and readiness. Security measures were generally in place though the use of Close Circuit Television ( CCTV ) , cameras and alarm systems was not pronounced. Furthermore, the study identified that information communication technologies had a transformative influence on the management of liberation struggle archives. The majority of the institutions were digitizing their collections though there was no written policy for managing these digital records. It was also established that most archival institutions were not migrating their records. Technological obsolescence and lack of resources were considered by most institutions as constituting the major threats to the survival of digital records an d this could be the reason why donor assistance v was sought as evidenced by the state of the art equipment on digitization infrastructure observed in some institutions visited . Equally significant was the revelation that inherent semantic ambiguities existe d in the legislative apparatus of the majority of archival institutions which partly explains why there was much passivity when it came to managing private records. The study further established that the management of private records was not satisfactory a nd areas noted for concern pertained to the arrangement, storage and custody, finding aids and access relating to these records . Finally, the study put forward a number of recommendations that had to be considered in an attempt to help archival institutio ns professionally manage liberation struggle archives , and two are cited here simply because they encapsulat e others . Firstly, the legislative apparatus had to be modernized in order for liberation struggle archives to be taken care of at national and not organizational level as is presently the case. The implication is that the laws that govern the national archives of countries within ESARBICA are wholly inadequate when it comes to the management of the private record. This research uses professional domain knowledge proposed by auditors to transform domain knowledge into a rule base of audit knowledge through programs, forming many control points to assist auditors to find high-risk information in Big Data. With collection mapping methods, the rule base of audit knowledge is mapped into sets needed for data quality analysis, and collective attributive analysis is utilized to analyze the data quality of informative archives which were sent by Government Institutions. Considering the actual need and execution effectiveness of audit affairs, this data quality analysis only records abnormal data to reduce storage space and promotes implementation effectiveness. The research method can analyze informative archives on time before institutions send them. The results indicate that the abnormal informative archives and influential control points can allow auditors to realize the data quality of informative archives in order to avoid auditing abnormal data and to reduce misinterpreting analyzed results. In response to the increasing data which were send by institutions, this research proposed a plan and design of database to promote the implementation effectiveness of the database system. This research is integrated in the audit analysis system after being tested and is applied to audit works in auditing informative archives, which proved the effectiveness and availability of this research method.

Abstract:
Records management plays a significant role in ensuring accountability, transparency and good governance. Chapter nine institutions, on the other hand, are democratic institutions responsible for the promotion of accountability, transparency and good governance in the public sector through various forms such as investigation, reporting and recommendations. Although the regulatory role of records management in the public sector is the responsibility of the National Archives and Records Service of South Africa (NARSSA), it seems that this responsibility is cumbersome for the organisation as several scholars concur that the public sector is characterised by poor records management. As a result, NARSSA is unable to support governmental bodies in managing records properly. Given the position of chapter nine institutions in government and their mandate as set out by the Constitution of the Republic of South Africa, these institutions are able to hold the state accountable for their actions, unlike NARSSA. This study adopted the World Bank’s evolution of good governance as the conceptual framework to investigate the contribution of selected chapter nine institutions, specifically the Auditor-General South Africa (AGSA) and the South African Human Rights Commission (SAHRC) towards records management in the public sector in South Africa. Qualitative data was collected through document analysis and interviews with purposively selected participants from the AGSA and the SAHRC. At the AGSA, participants were records management professionals and auditors, whereas at the SAHRC only staff members responsible for the implementation of access to information legislation were interviewed. Although the study established that records management is a key enabler to the process of access to information and the auditing process, the relationship was not fully explored by the SAHRC, which has little or no interaction with the NARSSA. However, the AGSA has taken the lead in this regard as it has managed to develop a memorandum of understanding (MoU) with NARSSA. Organised records enable the AGSA to audit the public sector and to facilitate access to records in terms of freedom of information legislation. The study concludes that there is a need for chapter nine institutions to work hand in hand with NARSSA for the purpose of fostering proper record keeping in the public sector. It is recommended that this study be extended to other chapter nine institutions such as the Public Protector.

The aim of the thesis "Memory institutions on the threshold of the 21st century: media activities of the National Film Archive and the Deutsches Filminstitut" is to explain the context in which the archives are acting, and in particular explore specific media operations of two leading European film archives. The focus of the first part of the text is to describe the changing conditions mainly related to digitalization. The traditionally rigid institutions must adapt to this new conditions if they want to onform to the standards of cultural institutions of the 21st century. The main part of the text then analyzes the media actions of the National Film Archive and reference institution Deutsches Filminstitut. The thesis analyzes the specific media actions from onlinepresentation of the institution up to the work with journalists and, if necessary, proposes the optimization of existing processes. The reason of focusing just on media activities is the increasing need to develop new audiences, recruited from persons who were up to this moment not interested in the activities of the archives, and last but not least, the fact that a good media activity can be a compelling argument when approaching sponsors from the private sector. The narrative of the Fall Creek Parkway YMCA is central to the record of the historically black community northwest of downtown Indianapolis, which was established in the early 1900s, as well as reflective of the urban revitalization projects and demographic fluxes that changed this community beginning in the 1960s. This is because the conflict between administrators of the Fall Creek YMCA branch and Greater Indianapolis YMCA or Metropolitan YMCA over the viability of the branch at 10th Street and Indiana Avenue was a microcosm of the conflict between community and city leaders over the necessity of large-scale forces. This thesis specifically examines the large-scale forces of urban revitalization, defined in the study as the city’s implementation of construction projects in Indianapolis’ downtown area, and school desegregation, which was the focus of a federal court case that affected Indianapolis Public Schools. Delineating the contested visions held by Fall Creek and Metropolitan YMCA administrators about how the Fall Creek YMCA should have functioned within an environment changed by urban revitalization and school desegregation is crucial to understanding the controversies that surrounded major construction projects and desegregation measures that took place in the downtown area of Indianapolis during the late twentieth century. The study therefore understands the conflict between the Metropolitan and Fall Creek YMCAs over targeted membership groups and autonomy as a reflection of changes in the branch’s surrounding area. Moreover, the study utilizes such conflict as a lens to the larger conflict that took place in Indianapolis between the agents of citywide urban revitalization plans and community leaders who opposed the implementation of these plans, as well as school desegregation measures, at the expense of the historically black community located in the near-downtown area of the city. This thesis is informed and humanized, respectively, by archival research and oral history interviews with individuals who were involved in either the administration or advocacy of the Fall Creek YMCA between 1971 and 2003.
