Abstract:
Three-day, 40 hour, compressed work weeks are atypical in American labor circles. They are especially rare among law enforcement agencies. Positive and negative attributes of compressed work weeks have remained largely untested and particular to specific industries. This case study is an evaluation of the attitudinal and productivity effects of a three-day work week schedule as implemented by the Bexar County Sheriff's Department, Patrol Division, responsible for policing unincorporated areas surrounding San Antonio, Texas. The findings of this research are consistent with previous evaluations of compressed work weeks in private industry. Positive impacts on both productivity measures and the self-reported attitudes of patrol officers are found. Furthermore, the quality of policing provided to citizens did not decline. These data lead to the conclusion that a three day compressed work week with 13 hour and 20 minute work days is a work hour allocation strategy that may be successfully applied to policing agencies with benefits to both the organization and line patrol officers.

This article is devoted to the problem of Islamic law development in modern times. Economic and political backwardness of Muslim countries and especially the fall of the Ottoman Empire exacerbated the crisis of Muslim social thought. It led to searching the ways out of the current situation. Moreover, the revival movement encouraged theologian lawyers to search the ways of formalizing and popularizing Islamic law among Muslims. Within the framework of the problem, we consider the reasons that infl uenced the process of Islamic Law revival, as well as the results of this process. Economic, social and political events in the Islamic world triggered the processes of the education system modernization, led to the revaluation of Islamic Legal Heritage. All these transformations caused the creation of research centres and number of conferences and weeks devoted to the problems of Islamic law came in response to all the changes.

In June 2008, the U.S. Food and Drug Administration rocked the food industry—and food lovers—with its warning about tainted tomatoes. Consumers in New Mexico and Texas were contracting a rare, sometimes fatal strain of salmonella and the FDA feared that salmonella contamination from tomatoes was the cause. In the weeks that followed, a major outbreak spread across the country and worried consumers abandoned tomatoes. Fourth of July cookouts were not the same, and BLT lovers complained that their favorite sandwich was impossibly dry. By the end of July, the outbreak had infected more than 1,200 persons in 42 states.

One of these is the International Institute of Humanitarian Law in San Remo, Italy.This non-governmental organization was set up in 1970 for the purpose of promoting the dissemination and development of international humanitarian law. The choice of the Italian seaside resort of San Remo was not accidental. It was there that Alfred Nobel spent the last years of his life, and he left all his property to the humanitarian cause. The villa he occupied until his death became the headquarters of the International Institute of Humanitarian Law.

I think it is a special achievement on her part as she departs the WHO in less than two weeks. The new Director General of the WHO, JW Lee, is a close friend of mine.

“Lord Denning is the best-known and best-loved judge in the whole of our history.” That was the opening of Lord Bingham’s address at the service of thanksgiving for the life of Lord Denning, the former Master of the Rolls, in Westminster Abbey in 1999. Lord Bingham was well-placed to judge. He himself held the offices of Master of the Rolls, Lord Chief Justice and Senior Law Lord. He is an accomplished historian. He ascribed Lord Denning’s renown and reputation to his unique warmth, his popular touch and his longevity. Tom Denning was born in the Victorian era, in 1899, and lived a few weeks beyond his 100th birthday in 1999. He only retired at the age of 82 and then reluctantly.

Abstract:
The aim of this study was to improve our understanding of the biology of two alien, invasive, free-floating species, the Water Fern Azollafiliculoides and the Least Duckweed Lemna minUla, which cause severe weed problems in Britain. Hence, control practices, which had been based upon anecdotal information, could be given a scientific foundation. An appraisal of the known distributions of the two species in Britain was undertaken. From an analysis of spread to date, it can be predicted that L. minUla will be present in 150 and A.filiculoides in 500, 10 x 10 km grid squares by the year 2000. Neither A. filiculoides nor L. minuta produce specialised overwintering structures and both rely heavily on ordinary, vegetative plants to overwinter. It was found that vegetative plants of both species can survive encasement in ice and laboratory studies show that they can withstand short exposure to sub-zero temperatures above approximately -4 °C. However, field evidence suggests that both species can survive much more severe temperature conditions, so both are considerably less cold-sensitive than previously suggested. L. minuta is not known to reproduce sexually in Britain. However, A. filiculoides sporulates regularly over a wide geographical range to produce numerous, viable sporocarps. These sporocarps form a 'seed' bank in the sediment and may ensure population survival because they are more freeze- and desiccation- tolerant than adult plants. Sporocarps require temperatures of not less than 10 °C and a short burst of light to germinate. L. min uta plants vary very little seasonally (although larger summer fronds can be easily confused with the common, native duckweed Lemna minor). In contrast, three forms of A. jilicuJoides can be identified; survival, mat and colonising. Competition experiments suggested the following tentative order of decreasing competitive ability; A. filiculoides > L. minuta > L. minor. This was probably a result of the more erect A filiculoides plants growing over the Lemna fronds. Not all field evidence supports this finding. Floating mats of A.filiculoides and L. minuta cause similar ecological problems because they reduce light, pH and oxygen and increase detrit~:s and probably alter nutrient loading. Laboratory studies showed that morphologically and physiologically plastic species of submerged plants, ego Elodea nuttall;;, could withstand these conditions better than less adaptable species, ego Potamogeton crispus. Four chemical control methods were tested over a range of dosages in the laboratory; diquat (as both spray and sub-surface injection), glyphosate (as spray) and terbutryn (as sub-surface application). These treatments were unsuccessful in controlling L. minuta, in contrast to anecdotal field evidence where terbutryn is considered effective. Glyphosate and diquat sprayed at 1.8 kg ai ha-1 and 1 kg ai ha-1 controlled A. jiliculoides. A. jiliculoides sporocarps were resistant to all chemical treatments.

Short-term (3-7 days), high doses of creatine (20g/d) and/or sodium bicarbonate (0.5g/kg body weight) supplementation increase exercise performance during short term high intensity activities; however, it remains unclear whether long-term, low doses of these supplements have a positive impact on exercise performance. The purpose of this study was to determine the effects of long-term (8 weeks), low dose creatine supplementation on exercise performance, and whether combining creatine and sodium bicarbonate supplementation has an additive effect. Sixty-three healthy, habitually active, adults (28 M, 35 W; 22+2 years; 23+ 3 BMI) were randomly assigned by sex to one of three supplement groups: placebo (PL), creatine only (3g/day; Cr), or creatine plus sodium bicarbonate (3g creatine plus 1g sodium bicarbonate; Cr+Sb) for 8 weeks. Before and after supplementation subjects completed two exercise performance tests on separate days. Subjects completed repeated Wingate sprint tests (6 x 10 second sprints) and changes in the slope across the 6 sprints (rate of decline) was analyzed between groups. We also collected 5 km time-trial and the data were analyzed using repeated measures ANOVA. In the repeated sprint test, peak power output slope was significantly decreased (P=0.04) in PL (-83%) and Cr+Sb (-82%) but did not change in Cr alone and was significantly better (P=0.03) than Pl and Cr+Sb. Similarly, mean power output slope significantly decreased (P0.05) in time to completion. However, Cr alone significantly improved time to completion (-3%; P=0.01). Taken together, these data suggest that long-term, low dose creatine supplementation increases exercise performance but adding sodium bicarbonate supplementation has no beneficial impact on exercise performance.

Abstract:
An estimated 86 million Americans in the United States age 20 and older are classified as prediabetic. Prediabetes is defined as an individual having a higher blood sugar than normal increasing the risk for developing type 2 diabetes (T2DM). T2DM is among the top ten leading causes of death in the United States and costs an estimated 245 billion dollars annually. Interventions need to take place among patients with prediabetes in order to prevent the T2DM epidemic from compounding. This study examined the effects of a six-week low carbohydrate diet on A1C values, weight and BMI, and cardiovascular markers among patients with prediabetes. A retrospective chart review examined 1,169 patients with prediabetes that met inclusion criteria from July 2013 to April 2016. Patients had completed a six-week low carbohydrate diet program with weekly clinic visits with a nurse practitioner and followed the prescribed low carbohydrate diet. A significant difference in means was found when comparing pre A1C values (M= 5.93, SD= 0.20) and post A1C values (M= 5.57, SD= 0.25); (t (1142) = 49.3, p = 0.00), pre intervention weight (M= 227.0, SD= 52.0) and post intervention weight (M = 209.5, SD = 48.0); (t (1168) = 79.3, p = 0.00), and pre BMI (M = 36.8, SD = 7.0) and post BMI (M = 34.0, SD = 6.6); (t (1168) = 77.8, p = 0.00). Additionally, statistical significance was found for cardiovascular markers including systolic and diastolic blood pressures, total cholesterol, LDL, HDL and triglycerides. These findings suggest that a low carbohydrate diet is effective at improving metabolic risk factors for prediabetes and preventing the progression to T2DM. Low carbohydrate diets should be further examined for long term effectiveness and could be recommended to patients with prediabetes in order to reverse the epidemic of T2DM.

From the base of data extracted of the annual reports of the DETRAN, one intends to check if there were differences behaviours in the proportion of accidents for (feminine) type, and in the proportion of accidents that take place in the ends of week during the period from 2001 to 2008 in the PiauÃ. For that, they use models of analyses of intervention, where the impacts tell to themselves to variations realized on the averages storms of the studied variables, in models univariates autoregressions. It ends that the coefficients of the variables of changes in the legislation were not statistically significant, what it suggests that the profile of the accidents was not affected.<br>Esta dissertaÃÃo tem o objetivo de analisar se a âLei Secaâ afetou o perfil dos acidentes com vÃtimas, no Estado do PiauÃ. A partir da base de dados extraÃda dos relatÃrios anuais do DETRAN, pretende-se verificar se houve diferenÃas comportamentais na proporÃÃo de acidentes por gÃnero (feminino) e na proporÃÃo de acidentes que ocorrem nos finais de semana, durante o perÃodo de 2001 a 2008 no PiauÃ. Para isso, foram utilizados modelos de anÃlises de intervenÃÃo, onde os impactos referem-se a variaÃÃes percebidas nas mÃdias temporais das variÃveis estudadas em modelos univariados auto-regressivos. Conclui-se que os coeficientes das variÃveis de mudanÃas na legislaÃÃo nÃo foram estatisticamente significantes, o que sugere que o perfil dos acidentes nÃo foi afetado.

Traditional vineyard floor management in humid regions consists of mown perennial grass or mown resident vegetation in aisles. Many vineyard sites in the eastern USA have climate and soil that support excessive vine vigor and rapid growth of aisle vegetation. Frequent mowing or unmanaged aisles are not a practical option. To explore vineyard floor management options for vine vigor and weed management while maintaining soil cover, vine balance, and fruit quality in the eastern USA, seven cover crop treatments: 1) grower control mown tall fescue (Festuca arundinacea L.), 2) chemically mown tall fescue (Festuca arundinacea), 3) little barley (Hordeum pusillum Nutt.), 4) downy brome (Bromus tectorum L.), 5) oilseed radish (Raphanus sativus L.), 6) spring oats (Avena sativa L.), 7) chemically mown sorghum-sudangrass (Sorghum bicolor L. Moench sp.) were established for the 2011 and 2012 growing seasons in a commercial Cabernet franc vineyard, planted in 2000, in southern Illinois, on an Menfro silt loam soil. In fall 2011, oilseed radish reduced the fresh weight of grapevine shoots removed with summer hedging 46% compared to the grower control. In 2012, spring oats increased the weight of grapevine shoots removed with summer hedging 160% compared to the grower control. In 2012, spring oats, and chemically mown sorghum-sudangrass produced 82% and 73%, respectively, greater pruning weights compared to grower control mown fescue, also, spring oats, downy brome, and chemically mown sorghum-sudangrass produced 54%, 48%, and 50%, respectively, greater yields compared to the grower control in 2012. Cover crop did not affect Ravaz index in 2011 or 2012. Chemically mown sorghum-sudangrass reduced total soluble solids in grape must 7% compared to the grower control in 2012. Downy brome produced the most ground cover and greatest weed control at bloom time in 2011 and 2012, and harvest time in 2011. In 2012, oilseed radish at veraison and harvest time produced 97% and 177%, respectively, more ground cover than grower control. The persistent mulch produced by little barley and downy brome followed by burndown herbicide, Rely ® (glufosinate 1 lb ai/gal) 76 fl oz/acre in August reduced their average weed cover by a range of 99% to 89% compared to all other treatments except grower control at harvest 2012. Downy brome established in vineyard aisles had the greatest potential for maintaining weed control at bloom and harvest time, while increasing yield without decreasing vine size. However, more research is needed to develop a residue management program which encourages self-reseeding of downy brome and little barley. In a season with above average rainfall, oilseed radish reduced excessively vigorous vine growth. While all treatments studied had the potential for vineyard use, downy brome and oilseed radish had the most potential to be readily incorporated into practical vineyard aisle management systems provided they are managed to produce moderate vine size, without adverse effects to yield or fruit quality, while still maintaining effective weed control.

Abstract:
In 2004, North Carolina supplied 46% of the nations' sweetpotato and generated 79 million dollars for the state but of the 16,000 ha in production that year; only 405 ha were managed according to federal organic standards. A three-year field experiment was initiated in 2001 to evaluate organic sweetpotato ?Beauregard? production systems that varied in cover crop management and tillage. Three organic systems including 1) compost and no cover crop with tillage (Org-NC), 2) compost and cover crop incorporated prior to transplanting (Org-CI), and 3) compost and cover crop with reduced tillage (Org-RT) were compared to a conventionally managed tilled and chemical control (Conv) production system using a randomized complete block design with six replications. All sweetpotato tissue macro and micronutrient concentrations were within sufficiency ranges defined by North Carolina Department of Agriculture & Consumer Services. Sweetpotato N (4.6%), P (0.5%), and K (4.3%) tissue concentrations were greater in Org-CI compared to remaining systems at 60 DAP in 2004. Monocot and dicot weed density and biomass were similar between Org-NC and Org-CI each year, and with few exceptions were similar to Conv. In Org-RT, high monocot weed density limited sweetpotato vine above ground biomass (154 g m<sup>-2</sup>) and total yield 11.2 Mg ha<sup>-1</sup>) in 2002. In 2001, the percentage of No. 1 grade roots was at least 19% greater in Org-CI (65 %) and Org-NC (62 %) than Conv (50 %). In 2002, the percentage of No. 1 roots was similar among Org-CI (74 %), Org-NC (71 %) and Conv (67 %) and similar among systems in 2004. Root quality was assessed based on degree of insect damage by wireworm-Diabrotica-Systena (WDS) complex. In 2001, Org-RT had the highest percentage of marketable roots (68 %) compared to remaining systems (19-43 %). The number of marketable roots was similar among systems in 2001 and 2004, but reduced in Org-RT (1.3 Mg ha<sup>-1</sup>) compared to remaining systems. Means of wireworm (Melanotus and Conoderus spp.) densities per trap were significantly correlated with degree of root damage. Overall, organic systems performed as well as the conventionally managed system in at least one or more areas.

AbstractFarmers in most parts of Africa and Asia still practice subsistence farming which relies minly on seasonal rainfall for Agricultural production. A timely and accurate prediction of the rainfall onset, cessation, expected rainfall amount, and its intra-seasonal variability is very likely to reduce losses and risk of extreme weather as well as maximize agricultural output to ensure food security.Based on this, a study was carried out to evaluate the performance of the European Centre for Medium-range Weather Forecast (ECMWF) numerical Weather Prediction Model and its Subseasonal to Seasonal (S2S) precipitation forecast to ascertain its usefulness as a climate change adaptation tool over Nigeria. Observed daily and monthly CHIRPS reanalysis precipitation amount and the ECMWF subseasonal weekly precipitation forecast data for the period 1995–2015 was used. The forecast and observed precipitation were analyzed from May to September while El Nino and La Nina years were identified using the Oceanic Nino Index. Skill of the forecast was determined from standard metrics: Bias, Root Mean Square Error (RMSE), and Anomaly Correlation Coefficient (ACC).The Bias, RMSE, and ACC scores reveal that the ECMWF model is capable of predicting precipitation over Southern Nigeria, with the best skill at one week lead time and poorest skills at lead time of 4 weeks. Results also show that the model is more reliable during El Nino years than La-Nina. However, some improvement in the model by ECMWF can give better results and make this tool a more dependable tool for disaster risk preparedness, reduction and prevention of possible damages and losses from extreme rainfall during the wet season, thus enhancing climate change adaptation.

This chapter discusses the law covering atypical workers. These include part-time workers, fixed-term workers, agency workers and ex-offenders. The EU social policy was tasked with coming up with a number of directives to prevent discrimination against such workers, and to give them what is effectively a ‘floor of rights’. Under the law, part-time workers should not be treated less favourably than full-timers, unless this can be objectively justified. Fixed-term workers should not be treated less favourably than full-timers, unless this can be objectively justified. A fixed-term employee who has been with the same employer for four years is entitled to a permanent contract. An agency worker is entitled to comparable terms and conditions as a permanent employee after twelve weeks. Ex-offenders are entitled not to refer to their convictions in certain circumstances, depending on what they were sentenced to.

A foreign judgement, even as a local judgement, should be assigned finality and decisiveness, if it is in conformity with the lex fori and, at the same time, does not ignore the applicable substantive law of the transaction. Hindu husbands, who go abroad either for higher studies or seeking lucrative jobs overseas, obtain a divorce for foreign courts in such of those states where domicile can be acquired by a make believe ‘six weeks’ or, as for that, a ‘three months’ stay. The concerned foreign courts grant divorce ignoring the law, that is, Hindu law, that governs their relationship. In order to circumvent such abuses, Section 13 of the Civil Procedure Code has to be suitably amended so as to curb divorce decrees granted by foreign courts in violation of rules of conflict of laws.

This chapter demonstrates how arguments against abortion are often based on pseudoscience. Twenty-nine states, home to 88 million women, have implemented at least two state-wide abortion restrictions not backed by scientific evidence. For example, Texas’s “A Woman’s Right to Know” booklet, offered to patients before having an abortion, uses deceptive language to lead readers to believe that abortion increases the risk of breast cancer. The American College of Obstetricians and Gynecologists released a statement in 2009 concluding that there is “no association between induced abortion and breast cancer.” Meanwhile, Kentucky’s Senate Bill 5, passed in 2017, made it illegal to have an abortion after the twentieth week of pregnancy. The sponsor of the bill cited fetal pain as justification for the law, calling abortion after 20 weeks an “awful painful experience” for the fetus. However, a review of fetal pain evidence found that fetuses are unlikely to feel pain before the third trimester (around 29 weeks). Overall, Kansas, Texas, and South Dakota have the highest number of these types of pseudoscientific information policies in place.

This is the second of the chapters on the writing of history in contemporary theatre. Here the focus is on Howard Brenton’s 55 Days, a play about the final weeks in the life of King Charles I, encompassing his trial and execution in January 1649. It is suggested that a number of themes in the play, most obviously those relating to the exercise of Crown prerogative, continue to resonate in our contemporary ‘age’ of constitutional reform. At the same, at the heart of Brenton’s play is the intimation that politics, however ‘high’, is something determined by individual human character. A variant on the familiar dichotomy, which underpins so much modern legal thought, between the ‘public’ and the ‘private’.

Surgical skill evaluation is a field that attempts to improve patient outcomes by accurately assessing surgeon proficiency. An important application of the information gathered from skill evaluation is providing feedback to the surgeon on their performance. The most commonly utilized methods for judging skill all depend on some type of human intervention. Expert panels are considered the gold standard for skill evaluation, but are cost prohibitive and often take weeks or months to deliver scores. The Fundamentals of Laparoscopic Surgery (FLS) is a widely adopted surgical training regime. Its scoring method is based on task time and number of task-specific errors, which currently requires a human proctor to calculate. This scoring method requires prior information on the distribution of scores among skill levels, which creates a problem any time a new training module or technique is introduced. These scores are not normally provided while training for the FLS skills test, and [1] has shown that FLS scoring does not lend any additional information over sorting skill levels based on task time. Crowd sourced methods such as those in [2] have also been used to provide feedback and have shown concordance with patient outcomes, however it still takes a few hours to generate scores after a training session. It is desired to find an assessment method that can deliver a score immediately following a training module (or even in real time) and depends neither on human intervention nor on task-specific probability distributions. It is hypothesized that isogony-based surgical tool motion analysis discerns surgical skill level independent of task time.

Objective An experimental study was carried out to investigate the solvent uptake in E-glass/Carbon Fiber composites with two types of epoxy systems: SC-15 and 635 epoxy resins in water, saltwater and antifreeze. These resins were infused into carbon, E glass and a hybrid of carbon and E-glass fabrics. Unconditioned samples with 635 epoxy resin system showed better flexural properties in case of both carbon fiber and hybrid composites but poor response when used as a matrix for E-glass fibers compared to SC-15 epoxy resin. Flexural properties for conditioned samples were determined after an immersion period of 8 weeks at room temperature and results showed that the 635 epoxy resin has a poor retention of flexural properties compared to SC-15 epoxy resin with highest degradation recorded for samples fabricated using E-glass fabrics. Moisture absorption curves did not follow the Fick’s law of diffusion except for first week of immersion. Lowest solvent uptake was recorded in antifreeze while highest was recorded in saltwater. Low operation temperature was exhibited by 635 epoxy resin with lower values of glass transition temperature compared to SC-15 epoxy resin. Storage modulus and glass transition temperatures determined from dynamic mechanical analysis (DMA) showed that composites with 635 epoxy resin system had better storage modulus while those with SC-15 had higher glass transition temperatures. Highest degradation in storage modulus was seen in E-glass-635 epoxy samples when conditioned with salt water while the maximum reduction in the glass transition temperature was seen for E-glass-635 epoxy samples conditioned with water.

Despite few failures in the initial weeks, polytetrafluoro-ethylene (PTFE) femoro-popliteal grafts, which have a non-thrombogenic flow surface, frequently occlude between 2 and 6 months following implantation [1]. Radiolabelled platelet uptake was studied during this risk period.In 20 greyhounds, 6cm lengths of 6mm PTFE were implanted in the femoral artery and autologous 111In-platelet accumulation measured 1 and 8 weeks later. Radioactivity over the graft was compared to the contralateral thigh and the daily rise in this ratio expressed as the Thrombogenicity Index (TI). At 8 weeks the graft was excised, 111In-platelet content counted in a well crystal and pseudointimal hyperplasia measured by grid microscopy.Mean (± sem) TI of 0.054±0.02 at 1 week almost doubled in the grafts that remained patent at 8 weeks to 0.10±0.02 (p&lt;0.05). Radioactivity on the excised grafts was 0.012±0.0027 percent of injected activity and this correlated closely with TI at 8 weeks (r=0.83, p&lt;0.001). Even in grafts remaining patent, this late accumulation of radiolabelled platelets correlated closely (r=0.63, p&lt;0.02) with pseudointimal hyperplasia which narrowed the graft by a mean of 18±4.7 percent of luminal area.PTFE grafts had a low initial thrombogenicity which increased by the second month. This rising thrombogenicity, which presumably follows luminal deposition of fibrin and platelets, is associated with pseudointimal hyperplasia which may explain why these grafts frequently occlude in the months following discharge from hospital.1. Abstract:
Presence of IgG and IgM antibodies in venous blood of 76 patients with confirmed presence of SARS-CoV-2 was determined. The study was carried out by ELISA using Russian test systems. Revealed different levels of IgM antibodies to N-protein and RBD (receptor binding domain of the Spike protein). The level of IgM to RBD did not reach high values, while the level of IgM to N-protein sharply increased in a short period of time to high values by the 3rd week of the disease and decreased only by the 8th week. The dynamics of IgG antibodies to the whole virion antigen and the recombinant spikes was similar, reaching high values at 4-5 weeks of the disease, however, the dynamics of IgG to the N-protein differed, showing a slight increase by the 1st week of the disease and a low level throughout the entire period of observation. Different dynamics of production of IgG and IgM antibodies to N-protein and RBD were noted. The amount of IgM to the N-protein increased sharply and reached a high level, while the amount of IgG increased smoothly and did not show a high level. The opposite picture was observed for antibodies to RBD. The characteristic dynamics of IgG, measured using test systems withsorbed whole virion or recombinant spike proteins, suggests duration of the disease

A new floating foundation for multi-MW wind turbine is being developed within a collaboration between SBM Offshore and IFP Energies nouvelles. This inclined leg TLP, is made up of four immersed buoys and a bracing structure, making the floater transparent to wave excitation. The particular mooring arrangement gives the floater interesting motion properties since it creates a fixed point close to the nacelle, strongly reducing the motion at this elevation. In order to validate the concept and the simulation strategy, a model test campaign has been carried out during three weeks in 2015 at MARIN’s offshore basin. The downscaling is performed according to the Froude law of similitude to maintain the hydrodynamic loadings and behavior. The tower bending natural period, the mooring stiffness, and the turbine rotation speed are also maintained in order to reproduce the relevant structural modes and check that no unexpected phenomena occur in the system during production or parked conditions. The scale 1/50 was initially selected so that the MARIN Stock Wind Turbine (MSWT) can be used. This model wind turbine was designed by MARIN with low Reynolds blade airfoils to mimic the NREL 5 MW wind turbine, especially the thrust force. However because of mass distribution issues, the scale has to be changed from 1/50 to 1/40, at this scale only the thrust force and the rotation speed can be replicated. First, a set of calibration tests are performed in the basin and simulated with Orcaflex™ and DeepLinesWind™ for a better understanding of the system and to validate independently the various components of the numerical models. Secondly, design parked and operational cases are conducted with wind, wave and current loadings for two floater orientations and two water depths. The objective of this campaign is to validate the concept behavior as well as the simulation tools and methodologies. Hydrodynamic and structural models are very similar in both software and are checked with the calibration tests from the basin, whereas two strategies are implemented to model the aerodynamic contribution. The Simplified Coupled Simulations (SCS), performed with Orcaflex, use the aerodynamic forces recorded during the model tests to be imposed at tower top; the Fully Coupled Simulations (FCS), run with DeepLinesWind, use the aerodynamic loading computed with the BEM theory from the measured wind.

In the context of the COVID-19 pandemic, forecasts for economic and social decline in Latin America and the Caribbean are alarming. The region will face a 9.4% contraction in its economy, among the most severe in the world. Coping with the pandemic is hindered by inequality, weak and insufficient social protection and limited public health capabilities. Up to 52 million people could fall into poverty and 40 million could lose their jobs – a 15-year setback for the region. Yet, an elite remains ‘immune’ to the contagion of the economic crisis. Since the beginning of the pandemic, there have been 8 new billionaires in LAC: 1 every 2 weeks since the lockdowns began. The richest people have increased their fortune by $48.2bn since March 2020, equivalent to a third of the total stimulus packages of all countries in the region. In this paper, Oxfam proposes a series of reforms targeting those who have being less affected by the pandemic. They include a net wealth tax that could potentially generate $14.3bn, 50 times more than billionaires in the region pay now in theory, under current tax systems.

Results show that becoming eligible for an established, noncontributory pension program during the Covid-19 crisis in Bolivia increased the probability that households had a weeks worth of food stocked by 25 percent and decreased the probability of going hungry by 40 percent. The positive impacts are particularly large for households that experienced labor market shocks at the onset of the pandemic, and for low-income households for which the transfer represents a larger share of household income. During a systemic crisis, such as the Covid-19 pandemic, a preexisting nearuniversal pension program quickly delivered positive impacts, in line with the primary goals of a social safety net.

Abstract:
This study conducted small-scale trials under various concentration and exposure time (CET) scenarios to determine florpyrauxifen-benzyl activity on dioecious hydrilla and hybrid watermilfoil and determine impact on water stargrass and elodea. Hydrilla treated with 12, 24, or 36 μg active ingredient (a.i.) L⁻¹ florpyrauxifen-benzyl and exposed for 12, 24, or 48 hr under outdoor mesocosm conditions was reduced in biomass by 30-75% at 8 weeks after treatment (WAT). An additional hydrilla trial at the same herbicide concentrations, but under longer exposures (24, 72, or 168 hr), resulted in 33–85% plant control. Under indoor conditions, hybrid watermilfoil dry weight decreased 98–100% with subsurface applications of florpyrauxifen-benzyl under CET scenarios of 3–12 μg a.i. L⁻¹ at 3–24 hr exposure times in a growth chamber trial. Under shorter exposure periods (0.5–4 hr) in a follow-up trial, low doses (3–9 μg a.i. L⁻¹) achieved 50–100% control of hybrid watermilfoil. In the same trial, the nontarget species water stargrass and elodea proved relatively tolerant to the florpyrauxifen-benzyl at doses up to 6 μg a.i. L⁻¹ (4 hr exposure) and 9 μg a.i. L⁻¹ (1 hr exposure). These small-scale trials demonstrate florpyrauxifen-benzyl’s potential to selectively manage invasive species.

Abstract:
Objectives. To evaluate the effectiveness and comparative effectiveness of pharmacologic and nonpharmacologic therapies for the acute treatment of episodic migraine in adults. Data sources. MEDLINE®, Embase®, Cochrane Central Registrar of Controlled Trials, Cochrane Database of Systematic Reviews, PsycINFO®, Scopus, and various grey literature sources from database inception to July 24, 2020. Comparative effectiveness evidence about triptans and nonsteroidal anti-inflammatory drugs (NSAIDs) was extracted from existing systematic reviews. Review methods. We included randomized controlled trials (RCTs) and comparative observational studies that enrolled adults who received an intervention to acutely treat episodic migraine. Pairs of independent reviewers selected and appraised studies. Results. Data on triptans were derived from 186 RCTs summarized in nine systematic reviews (101,276 patients; most studied was sumatriptan, followed by zolmitriptan, eletriptan, naratriptan, almotriptan, rizatriptan, and frovatriptan). Compared with placebo, triptans resolved pain at 2 hours and 1 day, and increased the risk of mild and transient adverse events (high strength of the body of evidence [SOE]). Data on NSAIDs were derived from five systematic reviews (13,214 patients; most studied was ibuprofen, followed by diclofenac and ketorolac). Compared with placebo, NSAIDs probably resolved pain at 2 hours and 1 day, and increased the risk of mild and transient adverse events (moderate SOE). For other interventions, we included 135 RCTs and 6 comparative observational studies (37,653 patients). Compared with placebo, antiemetics (low SOE), dihydroergotamine (moderate to high SOE), ergotamine plus caffeine (moderate SOE), and acetaminophen (moderate SOE) reduced acute pain. Opioids were evaluated in 15 studies (2,208 patients).Butorphanol, meperidine, morphine, hydromorphone, and tramadol in combination with acetaminophen may reduce pain at 2 hours and 1 day, compared with placebo (low SOE). Some opioids may be less effective than some antiemetics or dexamethasone (low SOE). No studies evaluated instruments for predicting risk of opioid misuse, opioid use disorder, or overdose, or evaluated risk mitigation strategies to be used when prescribing opioids for the acute treatment of episodic migraine. Calcitonin gene-related peptide (CGRP) receptor antagonists improved headache relief at 2 hours and increased the likelihood of being headache-free at 2 hours, at 1 day, and at 1 week (low to high SOE). Lasmiditan (the first approved 5-HT1F receptor agonist) restored function at 2 hours and resolved pain at 2 hours, 1 day, and 1 week (moderate to high SOE). Sparse and low SOE suggested possible effectiveness of dexamethasone, dipyrone, magnesium sulfate, and octreotide. Compared with placebo, several nonpharmacologic treatments may improve various measures of pain, including remote electrical neuromodulation (moderate SOE), magnetic stimulation (low SOE), acupuncture (low SOE), chamomile oil (low SOE), external trigeminal nerve stimulation (low SOE), and eye movement desensitization re-processing (low SOE). However, these interventions, including the noninvasive neuromodulation devices, have been evaluated only by single or very few trials. Conclusions. A number of acute treatments for episodic migraine exist with varying degrees of evidence for effectiveness and harms. Use of triptans, NSAIDs, antiemetics, dihydroergotamine, CGRP antagonists, and lasmiditan is associated with improved pain and function. The evidence base for many other interventions for acute treatment, including opioids, remains limited.

Overview This is the third quarterly progress report for an ongoing living systematic review on cannabis and other plant-based treatments for chronic pain. The first progress report was published in January 2021 and the second in March 2021. The draft systematic review was available for public comment from May 19 through June 15, 2021, on the Agency for Healthcare Research and Quality (AHRQ) Effective Health Care website. The systematic review synthesizes evidence on the benefits and harms of plant-based compounds (PBCs), such as cannabinoids and kratom, used to treat chronic pain, addressing concerns about severe adverse effects, abuse, misuse, dependence, and addiction. The purpose of this progress report is to describe the cumulative literature identified thus far. This report will be periodically updated with new studies as they are published and identified, culminating in an annual systematic review that provides a synthesis of the accumulated evidence. Main Points In patients with chronic (mainly neuropathic) pain with short-term treatment (4 weeks to &lt;6 months): • Studies of cannabis-related products were grouped based on their tetrahydrocannabinol (THC) to cannabidiol (CBD) ratio using the following categories: high THC to CBD, comparable THC to CBD, and low THC to CBD. • Comparable THC to CBD ratio oral spray is probably associated with small improvements in pain severity and may be associated with small improvements in function. There was no effect in pain interference or serious adverse events. There may be a large increased risk of dizziness and sedation, and a moderate increased risk of nausea. • Synthetic THC (high THC to CBD) may be associated with moderate improvement in pain severity and increased risk of sedation, and large increased risk of nausea. Synthetic THC is probably associated with a large increased risk of dizziness. • Extracted whole-plant high THC to CBD ratio products may be associated with large increases in risk of withdrawal due to adverse events and dizziness. • Evidence on whole-plant cannabis, low THC to CBD ratio products (topical CBD), other cannabinoids (cannabidivarin), and comparisons with other active interventions was insufficient to draw conclusions. • Other key adverse event outcomes (psychosis, cannabis use disorder, cognitive deficits) and outcomes on the impact on opioid use were not reported. • No evidence on other plant-based compounds, such as kratom, met criteria for this review.

Abstract:
Background. Untreated maternal mental health disorders can have devastating sequelae for the mother and child. For women who are currently or planning to become pregnant or are breastfeeding, a critical question is whether the benefits of treating psychiatric illness with pharmacologic interventions outweigh the harms for mother and child. Methods. We conducted a systematic review to assess the benefits and harms of pharmacologic interventions compared with placebo, no treatment, or other pharmacologic interventions for pregnant and postpartum women with mental health disorders. We searched four databases and other sources for evidence available from inception through June 5, 2020 and surveilled the literature through March 2, 2021; dually screened the results; and analyzed eligible studies. We included studies of pregnant, postpartum, or reproductive-age women with a new or preexisting diagnosis of a mental health disorder treated with pharmacotherapy; we excluded psychotherapy. Eligible comparators included women with the disorder but no pharmacotherapy or women who discontinued the pharmacotherapy before pregnancy. Results. A total of 164 studies (168 articles) met eligibility criteria. Brexanolone for depression onset in the third trimester or in the postpartum period probably improves depressive symptoms at 30 days (least square mean difference in the Hamilton Rating Scale for Depression, -2.6; p=0.02; N=209) when compared with placebo. Sertraline for postpartum depression may improve response (calculated relative risk [RR], 2.24; 95% confidence interval [CI], 0.95 to 5.24; N=36), remission (calculated RR, 2.51; 95% CI, 0.94 to 6.70; N=36), and depressive symptoms (p-values ranging from 0.01 to 0.05) when compared with placebo. Discontinuing use of mood stabilizers during pregnancy may increase recurrence (adjusted hazard ratio [AHR], 2.2; 95% CI, 1.2 to 4.2; N=89) and reduce time to recurrence of mood disorders (2 vs. 28 weeks, AHR, 12.1; 95% CI, 1.6 to 91; N=26) for bipolar disorder when compared with continued use. Brexanolone for depression onset in the third trimester or in the postpartum period may increase the risk of sedation or somnolence, leading to dose interruption or reduction when compared with placebo (5% vs. 0%). More than 95 percent of studies reporting on harms were observational in design and unable to fully account for confounding. These studies suggested some associations between benzodiazepine exposure before conception and ectopic pregnancy; between specific antidepressants during pregnancy and adverse maternal outcomes such as postpartum hemorrhage, preeclampsia, and spontaneous abortion, and child outcomes such as respiratory issues, low Apgar scores, persistent pulmonary hypertension of the newborn, depression in children, and autism spectrum disorder; between quetiapine or olanzapine and gestational diabetes; and between benzodiazepine and neonatal intensive care admissions. Causality cannot be inferred from these studies. We found insufficient evidence on benefits and harms from comparative effectiveness studies, with one exception: one study suggested a higher risk of overall congenital anomalies (adjusted RR [ARR], 1.85; 95% CI, 1.23 to 2.78; N=2,608) and cardiac anomalies (ARR, 2.25; 95% CI, 1.17 to 4.34; N=2,608) for lithium compared with lamotrigine during first- trimester exposure. Conclusions. Few studies have been conducted in pregnant and postpartum women on the benefits of pharmacotherapy; many studies report on harms but are of low quality. The limited evidence available is consistent with some benefit, and some studies suggested increased adverse events. However, because these studies could not rule out underlying disease severity as the cause of the association, the causal link between the exposure and adverse events is unclear. Patients and clinicians need to make an informed, collaborative decision on treatment choices.
