Welfare reforms in the 1990s, particularly the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, were motivated by concerns over the long-term poor. We compare the experiences of newly poor women in 1990–1992, 2001–2003, and 2008–2010 and find that the size and sources of the income shocks generating new spells of poverty remained relatively stable. In dual-head families, the newly poor were most often pushed into poverty by a drop in spousal earnings; in single-mother families, the main cause was a drop in personal earnings. AbstractMuch research focusing on the welfare state is based on the assumption that welfare regimes are homogenous entities. This idea is supported by studies analysing cash benefits. In the area of welfare services, however, local governments in most countries have some autonomy regarding policy formation as well as the design and implementation of policies. In practice, substantial local differences exist with regard to the provision of welfare services, which in turn challenge our conception of nation-wide homogenous welfare state regimes. Children raised in female-headed families have been reported to be disadvantaged in several ways. Many are said to be performing poorly at school, having low self-esteem, experiencing early sexual activity, and displaying adverse behaviour. A key question is how such discontinuous marital trajectories affect women’s well-being. Abstract This chapter examines the development of publicly financed childcare (PFC) and cash for care in Finland, Norway, and Sweden, from the 1960s until today. These three countries show quite different development trajectories over time. In all three, but especially Finland and Sweden, women entered the labor market before the PFC services had developed and childcare was initially often arranged privately. Informal family day care was eventually replaced by formal family day carers being employed by the municipality. This happened less in Norway, where women entered the labor market later.

Apprehensions about the quantity and quality of the nation’s population helped motivate the development of social safety nets, family allowances, and tax subsidies for rearing children.
