Welfare reforms in the 1990s, particularly the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, were motivated by concerns over the long-term poor. We compare the experiences of newly poor women in 1990–1992, 2001–2003, and 2008–2010 and find that the size and sources of the income shocks generating new spells of poverty remained relatively stable.
