Abstract:
The Rice Liberalization Act (RA 11203), signed last February 2019, reverses decades-long policy of placing quantitative restrictions on rice importation administered by the National Food Authority. The Act goes further by dismantling interventionist policy in the rice industry by divesting the Authority of its regulatory powers. The policy has been controversial, with some farmers and even lawmakers calling for a review and reversal of the law. This study takes a long term perspective by conducting ex-ante impact assessment based on a computable general equilibrium model with welfare effects d

Abstract:
The role of non-human animals in the food system is more fiercely contested now than ever before. Deep chasms exist between different actors’ visions of the future and their acceptance of the present. What some view as moral outrages, others see as valued traditions, wellsprings of pride and identity, honed crafts, sources of indispensable nutrients, and so much more; intersections with other issues (environmental harms, rural economies, development and poverty) add still further tension. It is a difficult knot to untangle. Reflecting and contributing to these radical differences in positions,

Abstract:
Agricultural transformation towards intensive commercial production is a key facet of current development strategies pursued by African governments, aimed at improving welfare outcomes of farm households. However, in Zimbabwe, there is concern that increased commercialisation, especially through tobacco production, may have resulted in increased food and nutrition insecurity in the smallholder farming sector. Using data from two rounds of surveys conducted in 2018 and 2020 of smallholder farmers, this study examined the impacts of cash crop and food-based commercialisation pathways on seasonal

The COVID-19 pandemic has continued to affect agri-food systems around the world and lay bare its fragility, worsening the welfare of millions of smallholder farmers whose livelihoods are anchored on agricultural activities. For the vast majority of sub-Saharan Africa, COVID-19 has coincided with a number of other macroeconomic shocks, which have also exacerbated the impacts of the pandemic on food security, nutrition and general livelihoods, as well curtailed policy responses and mitigation strategies. In Zimbabwe, the COVID-19 pandemic struck at a time the country was experiencing a worsenin
