The political history of early medieval West Francia is often conceived of as the story of influential lineages. This article explores the territorial power and social status of the “house of Vermandois” in the ninth and tenth centuries, suggesting that (a) there is only rare proof of large-scale continuity between different generations of the lineage, (b) there is no evidence that the accumulation of wealth into the hands of the family was the chief purpose of the actions of individual “Herbertians,” and (c) the traditional picture of a “house” is indebted to modern historians confused by post–tenth-century sources.

Abstract:
This article presents a typology for a large corpus of Proper Offices from the former Francia occidentalis, composed before the year 1000. A threefold classification for these historiae will be proposed: (1) the Carolingian basilical Office (8–9 c.); (2) Offices organized in modal order (after 900); and (3) Offices composed around the year 1000. The methodology established for this hitherto unpublished, not widely known repertory will permit certain conclusions to be drawn. For example, some Offices have historical importance either because of their age or because of the evolution of the style of melodic composition which they imply, or because they belong to a hagiographic output significant in the history of Carolingian texts. These historiae suppose the literary participation of well-known authors like Hilduin of St Denis, Hincmar of Rheims or Milo and Hucbald of St Amand, thus inviting us to rethink attribution criteria applicable to these historiae. I propose to focus essentially on the written transmission of the repertory in Western sources of plainchant. This transmission is characterized by a series of continuities and disruptions in the process of diffusion and exchanges among basilicas, monasteries and cathedrals of Carolingian and post-Carolingian Francia. The reworking of hagiographic texts suggests a model applicable to the rewriting process found in musical compositions.

Abstract This article investigates a previously neglected aspect of diplomatic relations between the Carolingians and the Umayyads of al-Andalus, the camels sent by Emir Muḥammad I to Charles the Bald, King of the West Franks, in 865. In addition to being placed within a diplomatic and historiographical context, the meaning of these animals needs to be understood within the traditions both of the donor and the recipient. The unusual nature of camels for both al-Andalus and Francia is explored. For both Muḥammad and Charles and their respective courts, camels would have been resonant of eastern monarchy, strengthening a claim to parity with other Islamic rulers for the former, while contributing to Charles’s presentation of himself as a Solomonic king.

Forty-six Frankia strains isolated from nodules of five Casuarina equisetifolia stands throughout Senegal and Gambia were analyzed for their enzyme electrophoretic profiles and compared with six collection strains. These strains were classified into 14 electrotypes, according to their esterase patterns. One or two electrotypes were predominant in each investigation site whereas other electrotypes corresponded to only one strain each. Esterase electrophoretic polymorphism evidenced heterogeneity of a restricted population of Frankia strains belonging to a single genomic species and indicated the high discriminating power of these enzymes for the study of the ecological repartition of Frankia strains in a tropical region.Key words: Casuarina equisetifolia, Frankia, Senegal, enzyme electrophoresis.

Frankia spp. strains typically induce N2-fixing root nodules on actinorhizal plants. The majority of host plant taxa associated with the uncultured Group 1 Frankia strains, i.e., Ceanothus of the Rhamnaceae, Datisca glomerata (Datiscaceae), and all actinorhizal members of the Rosaceae except Dryas, are found in California. A study was conducted to determine the distribution of Frankia strains among root nodules collected from both sympatric and solitary stands of hosts. Three DNA regions were examined, the 5' end of the 16S rRNA gene, the internal transcribed spacer region between the 16S and 23S rRNA genes, and a portion of the glutamine synthetase gene (glnA). The results suggest that a narrow range of Group 1 Frankia spp. strains dominate in root nodules collected over a large area of California west of the Sierra Nevada crest with no apparent host-specificity. Comparisons with Group 2 Frankia strain diversity from Alnus and Myrica within the study range suggest that the observed low diversity is peculiar to Group 1 Frankia strains only. Factors that may account for the observed lack of genetic variability and host specificity include strain dominance over a large geographical area, current environmental selection, and (or) a past evolutionary bottleneck.Key words: actinorhizal Rosaceae, Ceanothus, Frankia, Datisca, strain diversity.

In August or September 1219 at the height of the Fifth Crusade, Francis ofAssisi audaciously set out to meet Sultan Malik al-Kâmil of Egypt. In SaintFrancis and the Sultan: The Curious History of a Christian–Muslim Encounter,historian John Tolan has produced a fascinating volume on this ratherstrange episode, an encounter that has captivated writers and painters for centuries.In an age when religion has lost much of its traditional power, however,the author wonders how much we can really know about the experience ofFrancis and al-Kâmil meeting each other “in a tent in an armed camp on thebanks of the Nile, during a truce in the midst of a bloody war” (p. 4). Insteadof trying to locate the real Francis and al-Kâmil in the fragments of history,Tolan asks why this particular has fascinated so many different artists. He answers,quite simply, that “for them, it was not merely a curiosity, or a footnoteto the history of a crusade which failed on the banks of the Nile. This paper frames the contemporary challenge of the People’s Republic of China in the context of Cold War history. It shows how apparent echoes of the past—Beijing's continued embrace of “socialism;” a partnership with Russia that recalls the Sino–Soviet alliance—help illuminate the sources and nature of present-day East–West conflict, and suggests that Francis Fukuyama's much-pilloried “End of History?” has been misunderstood. Viewing the twenty-first-century standoff with Chinese (and Russian) authoritarianism in historical perspective, the paper concludes, casts prospects for the West more positively than recent conventional wisdom would suggest.

Abstract:
This thesis is a study of the works of the historian Flodoard of Rheims (893/4–966), author of two substantial prose narratives (Annales and Historia Remensis ecclesiae) and an epic verse history (De triumphis Christi). Flodoard is the only major Frankish chronicler of his day, so his accounts of the political history of the West Frankish, Ottonian and Italian kingdoms are of paramount importance to modern scholars. Flodoard's Annales have been considered a reliable and neutral account of contemporary affairs, so historians have been content to mine them for ‘facts' informing wider debates concerning the history of late Carolingian Europe. Additionally, he has been judged a conscientious, source-driven archivist: his Historia Remensis ecclesiae preserves an abundance of otherwise-lost documentary sources which has been used by scholars to illuminate the church of Rheims' illustrious history. However, Flodoard was an actor on the highest political stage. He spent time at royal courts, travelled to Rome, and regularly communicated with the leading political and intellectual figures of his day. He was also deeply enmeshed in the affairs of the powerful archbishopric of Rheims. This study demonstrates that Flodoard's histories are not easily extricated from the context of his own turbulent career. It argues that Flodoard cannot be understood without reference to the vicissitudes of the complex political environment in which he operated. By taking Flodoard on his own terms and situating his historical works in their appropriate political and intellectual contexts, this thesis challenges the conventional way we read Flodoard, asking what kind of information we can reliably interrogate him for, whom his audiences were, why he wrote history at all and whether he is truly representative of his age.

La première partie porte sur l'analyse d'une biographie collective des voyageurs dans une perspective sociale, géographique, confessionnelle et professionnelle, sur la réception de la littérature de voyage en Allemagne vers 1800 et sur la pratique de voyage dans les deux pays. La deuxième partie traite les catégories géographique selon lesquelles la France et la Pologne était situées selon les visiteurs et l'invention des frontières nationales. En outre, les descriptions de l'espace rurale et de l'espace urbain sont contrastées. Finalement, la troisième partie vise à comparer les perceptions de la stratification sociale, l'évolution politique dans les deux pays (notamment pendant les années 1790 et 1830) et les description des caractères nationaux.

Esta tese procura analisar as representações de Richard Francis Burton na África Ocidental, durante sua permanência como cônsul inglês na Baía de Biafra entre os anos de 1861 e 1865. Para isto, procurou-se reconstituir o contexto histórico das relações inglesas com a região ao longo do século XIX, bem como a história das regiões descritas por Burton em seus textos. Além disto, também analizou-se os espaços de circulação dos textos de Burton na Inglaterra, e a relação do autor com a Royal Geographical Society e a Anthropological Society of London. O objetivo é recuperar parte da complexidade constitutiva de seus textos, valorizando a experiência pessoal do autor frente a resistência dos africanos à imposição de dinâmicas comerciais e econômicas inglesas. Para a consecução destes objetivos, foi realizada uma comparação entre os diversos registros escritos de Burton: documentos consulares no Foreign Office, artigos para revistas científicas e relatos de viagem
This thesis tries to analyze the representations of Richard Francis Burton in West Africa, during his consulship at the Fight of Biafra in the years between 1861-1865. To make it, we have reconstructed the historical context of the British relations with the region along the 19th century, as well as the history of the regions described by Burton in his texts. We also analyze the spaces of circulation of Burton\'s texts in England, and his relations with the Royal Geographical Society and the Anthropological Society of London. The aim is to recover part o the constitutive complexities of his texts, stressing the authors personal experience facing the African resistance to the impositions of British commercial and economic dynamics. To achieve these aims, we make a comparison between the several kinds of Burton\'s texts: the Foreign Office papers, articles to scientific journals, and travel writings.

Abstract:
The basis of this research is the compilation of a gazetteer of sites and finds of the La Tène and early Gallo-Roman periods (c. 475 BC - c. 31 BC) in north-west France. Two aspects of the evidence thus collected are examined in detail: settlement and coinage. For the early La Tène period, burial evidence provides the only significant source of information, and at present it is not of sufficient quality or quantity to do more than shed light on a few specific aspects of regional development. Similarly, the settlement evidence from the later periods is also relatively scarce. However the introduction of coinage in the middle La Tène, probably via mercenaries returning from service in the Greek world, provides a much more substantial body of information on developments between the third and first centuries BC. Following a consideration of the theoretical aspects of coin use and function, all the major types of coinage in north-west France are examined in detail, and a number of problems of attribution and interpretation are discussed. It is apparent from the study of settlement and coinage that several traditional interpretations of aspects of the La Tène and early Gallo-Roman periods in north-west France need to be reassessed, in particular questions concerning the development of oppida, and the function of coinage. In the concluding chapter a model of the development of coinage in the region is suggested, illuminated where possible by the application of settlement evidence. The result demonstrates clearly the extraordinarily cohesive nature of this area, which has been termed "greater Armorica", throughout the later Iron Age and into the Gallo-Roman era.

Abstract:
This thesis re-evaluates the chronology of Lower Normandy’s integration into the duchy growing around Rouen from the tenth century onwards. The introduction argues that modern accounts of Normandy’s development remain dependent on the works of Dudo of Saint-Quentin and Flodoard of Rheims. Difficulties with these authors and alternative approaches to Normandy’s early history are identified. It is argued that regional distinctions throughout the later duchy hindered efforts to bring about political cohesion. Chapters One and Two identify the ninth-century Breton occupation and early tenth-century Scandinavian settlement of Lower Normandy as the twin sources of ongoing regional divisions. The early dukes’ interest in and influence over the west are also called into question. Chapters Three and Four instead posit that ducal interest in Lower Normandy was a product of the late tenth century, with direct intervention following in the favourable circumstances of the early eleventh century. Ducal success in this period depended upon the co-operation of regional aristocrats and ecclesiastical institutions and continuing constraints on Rouen’s influence and authority are emphasised. Chapter Five argues that Robert the Magnificent was a more assertive ruler, who actively strengthened ducal authority in Lower Normandy in spite of renewed opposition. Chapter Six considers how rebellion against William the Conqueror in 1047 reveals growing local interest in the conduct of ducal government. Victory allowed William to consolidate ducal authority in Lower Normandy, encouraging further expansion beyond its borders. Local landholders, however, resultantly received little direct ducal patronage, including scant reward in the post-Conquest settlement of England. In conclusion, while Lower Normandy had been brought firmly under ducal control by 1087, it is argued that it was only under William’s son, Henry I, that the region’s aristocrats acquired any major influence over ducal policy and secured an equal position within the wider Anglo-Norman nobility.

The thesis treats the Paris universal exhibition of 1867 as a communication model (sender - medium - receiver). This model is completed by a chapter on the thematic of the strange/other at the exhibition. The principal questions concern the motivations of the French exhibition organisers, the methods of the representation of the entire world by the means of a specific medium as well as the perception of the show by the over elen million visitors. L'objectif était d'évaluer le risque de circulation enzootique du virus West Nile (WN) chez le cheval en Camargue, région dans laquelle ce virus a déjà causé plusieurs épizooties. L'épidémiologie de la maladie de WN est très complexe, du fait de l'implication potentielle d'un grand nombre d'espèces de vecteurs et d'hôtes. De par sa transmission principalement vectorielle, la circulation du virus WN est fortement influencée par des facteurs environnementaux. L'espèce équine a été choisie comme témoin de la circulation du virus WN, car le cheval est particulièrement sensible à l'infection par ce virus. La méthode appliquée est basée sur l'utilisation du lien direct existant entre l'environnement et la circulation enzootique du virus WN, par l'étude de la séropositivité (IgG) chez le cheval. Dans les deux premières études présentées, certains facteurs de risque environnementaux ont été identifiés, comme des classes d'occupation du sol (zones agricoles hétérogènes, végétation inondée) ou des indices de paysage (Indice d'Imbrication et de Juxtaposition), ayant conduit à l'élaboration d'une carte de risque pour cette circulation dans le bassin méditerranéen français. Des facteurs de risque individuels, comme la race, l'âge et l'activité du cheval, ont également été identifiés. Dans la troisième étude présentée, des hypothèses de transmission du virus en Camargue ont été testées. Dans la région d'étude, le virus serait introduit par les oiseaux migrateurs et amplifié par Culex modestus et plusieurs espèces d'oiseaux compétentes. L'effet de dilution n'aurait pas d'impact sur l'amplification du virus en Camargue. Le virus serait transmis au cheval par C. modestus et C. pipiens.

Abstract:
The consistency of the character of hospitals in law, as observed in Chapter 2, suggests a customary legal inheritance that preceded classical canon law. Part II turns now to the early middle ages to discover that inheritance. This chapter begins that process by unpicking the long-held model of the early medieval hospital. It surveys the many hypotheses for the origins of hospital law in the West, which claim that hospital law adopted from the East and accommodated via Frankish councils. The chapter confronts the latter of these claims and re-examines its twin pillars: a legal formula of ‘murderers of the poor’ (necator pauperum) and a hospital reform at Aachen (816). The first hinges on the council of Orléans (549), whose efforts were aimed at one royal foundation, King Childebert and Queen Ultrogotha’s xenodochium at Lyons. The council of Aachen’s (816) rules for canons and canonesses prescribed a way of common life for these religious, with different facilities for each for the poor. The chapter argues that the efforts of both councils were singular, and carefully circumscribed. Frankish councils were not to take an interest in xenodochia until c.850. Legal initiatives regarding hospitals began elsewhere.

In an attempt to explain the high loss of panels from the south face of the Vehicle Assembly Building (VAB) during Hurricane Frances, a three-dimensional computational fluid dynamics (3-D CFD) model was developed to simulate local velocity and pressure distributions resulting from such a storm. A preconditioned compressible Navier-Stokes flow solver1 was used to compute the flow field around the VAB complex, including the Launch Control Center, the Low and High Bays of the VAB, and several outbuildings in the immediate LC-39 area. The mapping of the forces and velocities on and along the affected faces of the VAB correlated surprisingly well with the extensive damage areas realized on both on the south face and on the southeast section of the roof. The model results were also consistent with the minimal damage seen on the east, north, and west faces of the structure.

Abstract:
This paper deals with the dismantling of the Brennilis NPP plant located in the west of France (Finiste`re). This prototype NPP of Brennilis was the unique reactor of the heavy water developed in France during the 50’ and the 60’. The reactor diverged in December 1966 and the NPP was operated during 9 years from 1972 to 1981, then the permanent shutdown occurred in July 1985. In 2008, the operator and owner of the plant Electricite´ de France (EDF) commissioned the consortium Onet Technologies Grands Projets (France) and Nukem Technologies (Germany) with the dismantling of the reactor block of the NPP. The reactor block essentially contains the reactor vessel including built-in units and biological shields, the peripheral piping as well as systems for controlling the nuclear-related process. In addition to the complete dismantling, the scope of the contractual services also includes their proper handling in accordance with the applicable regulation: safety requirements, waste management, radioprotection optimization and management. The central element of the plant is the reactor pressure vessel filled with heavy water. Each of the 216 horizontal fuel element channels made of zircaloy is at each side connected to a pipe which directs the heat transfer gas to a header mounted in the upper part of the reactor block. The control rods are introduced vertically into the reactor. It should be pointed out that due to this reactor design, the reactor pressure vessel is equipped with a complex pipe system to all sides which makes it difficult to freely access the core area of the reactor block and thus to dismantle the reactor. In this context, the axial and lateral neutron shields should be mentioned, which are situated in close proximity to the reactor as well as the biological shield which protects from ionizing radiation originating from the pressure vessel. The access to the core area is made difficult due to a high local dose rate and the extremely high constructive complexity of the prototype, the interior of which is virtually criss-crossed by complex piping. The elevated local dose rate in the area of the reactor pressure vessel makes manual work in this zone impossible (even after 30 years), so that remote dismantling techniques have to be used. Before starting dismantling, the remote devices are determined with the help of a test stand which representatively simulates the real conditions of the reactor block in respect to dimensions and material.

Monitoring of meteorological or/and oceanographic conditions is done on many Oil & Gas platforms offshore West and Central Africa (from Nigeria to Angola), but it is often only used in real-time and not necessarily archived on a hard-drive, or it is protected by each company’s IT firewalls thus making it difficult to send the information to the “outer world”. In 2010, TOTAL Oil & Gas Operator launched a project to give remote and public access to this real-time wind, current and also wave or other meteorological / oceanographic (“metocean”) data. The objectives of this initiative were multiple: • Improve weather and ocean hindcasts and forecasts, which will be beneficial to all Oil & Gas operations in Africa, • Help feed a database for future O&G developments; • Enable design checks after ∼1 year of operation; • Serve as a “black box” in case of an incident which could be due to environment; • Help feed or validate ocean and oil spill drift forecast in case of emergency; • Contribute to the international effort of monitoring the oceans in the long term (operational oceanography, climate change, etc.); • Encourage capacity building in Africa by supporting development and maintenance of technical solutions to reach objectives In 2013, with the support of the French Meteorological Office Météo-France, the data from half a dozen platforms offshore Nigeria, Congo and Angola will be available on the World Meteorological Organization’s (WMO) Global Telecommunication System (GTS). This paper will present the type of metocean stations that are part of this network “MODANET”, the IT architecture that was selected to send it out of the Company’s network, the quality control undertaken by Meteo France before sending it to the GTS, and future possible use of the data that are envisaged.
