Op 5 februari 2000 heeft in het Prinsenhof in Delft de oprichtingsbijeenkomst plaatsgevonden van de vereniging Deltametropool. Aanleiding tot het oprichten van de vereniging is het ontstaan van de Europese Unie. De initiatiefnemers, de wethouders Ruimtelijke Ordening van Amsterdam, Rotterdam, Den Haag en Utrecht, menen dat het in Europees perspectief noodzakelijk is dat Nederland een stedelijk complex van internationaal formaat tot ontwikkeling brengt: een Europese metropool. De concentratie van oude en nieuwe steden in het westen van het land en de ligging ervan in de delta van Rijn en Maas zijn aanleiding om deze Europese metropool in West-Nederland te situeren en deze de naam Deltametropool te geven.

Tuntutan yang mereka ajukan adalah otonomi yang lebih besar yang berkait aspek-aspek politik. Di samping itu, penduduk pun menuntut makin meningkatnya pelayanan pemerintah dalam berbagai aspek kehidupan yang mereka butuhkan. Guna menjawab tuntutan itu dibentuklah pemerintahan Province West-Java. Dalam rangka menjalankan roda pemerintahan diangkatlah sejumlah pejabat yang kebanyakan berasal dari penduduk bumi putera. Momentum ini merupakan kesempatan awal bagi elit pribumi terlibat dalam birokrasi pemerintahan modern. Selanjutnya pengalaman ini menjadi bekal mereka dalam mengelola pemerintahan pada masa-masa berikutnya. Penelitian ini menggunakan metode sejarah yang meliputi empat tahapan kerja: heuristik, kritik, interpretasi, dan historiografi. AbstractWest-Java Province is formed because emerging demands of Nederland-Indie society at that time who had dynamic, growth, and progress in various aspects of life. Their conspicuous demand was greater autonomy related to political aspects. Besides, the people also demanded better government service in many aspects of life. Therefore, West-Java Province government formed. To run the government, some officials who mostly come from native citizen appointed. This momentum is early oppurtunity for the indigenous elite to get involved in the bureaucracy of modern government. In addition, this experience into their stock in managing the government in the sequent periods. This research uses historical method includes four phases, that are heuristic, criticism, interpretation, and historiography.

Abstract:
This paper aims to find out the considerations of the colonial government in building transportation infrastructure to facilitate economic exploitation on the west coast of Kalimantan. For this reason, this paper questions road construction as the only option for the colonial government when faced with the idea of constructing a railway which at that time was the latest trend in land transportation and the environmental realities that had been built, namely waterway. The problem was studied using the historical method with an urban studies approach. The result shows that road construction that is “a middle ground” is in line with “the idea of progress” that was emerging in the Nederland Indies in the context of the New Order (the New Colonial World). The “ideas” consisting of expansion, efficiency, and welfare are detected from (1) the embryo of a coastal road that has been developed since the second half of the 19th century, (2) pacification and supervision for coastal areas which were the former centers of the Kongsi Wars, (3) optimization of economic connectivity, and (4) development of alternative roads.

Abstract:
Shipwreck of MV Boelongan Nederland situated in offshore of Mandeh Bay of West Sumatera is announced as potential area for tourism destination. Many studies were produced in term of its archeological and historical side but there is no significant work in sedimentological aspect. It is critical to understand depositional process of study area regarding the design of construction to minimize the impact of dynamic activity of waves within the area. Moreover, some areas along Mandeh Bay are covered by Cubadak Island as a protection for wave action derived from Indian Ocean that can produce more complexity in depositional process and will reflect to its characteristic of grain-size profiles. Utilizing thirteen sediment samples in two areas that correspond to inside (Mandeh Bar) and outside (Nyalo Bar) coverage of Cubadak Island, this study attempted to compare and contrast both grain-size profiles as well as interpretation of depositional process based on well-known analysis such as bivariate scatter plots, Linear Discriminant Function plot (LDF), Log probability curves and C-M diagram. Result of this study can be integrated by other researches to gain better policy in maintaining the shipwreck conservation. High energy of Indian Ocean wave supported by strong current clearly dominated depositional process in Nyalo Bar with coarser grain-size; good sortation, lower Y2 of LDF plot; extremely high population of traction materials and lower range of C-M. By contrast, presence of Cubadak Island disrupted the wave effectively and created lower and fluctuated energy in Mandeh Bar. This phenomenon was clearly depicted in its characteristic of finer grain-size with higher Y2 value; high abundance of saltation materials and greater ratio of C-M value.

This study examines the competition between KPM versus PT Pelni in seizing the network hegemony cruise in the archipelago in 1945 to 1960 using the historical method. KPM is a major shipping company that was also founded by two major companies Rotterdamsche Lloyd (RL) and Stoomvaart Maatschappij Nederland (SMN) headquartered in Amsterdam the Netherlands. KPM serve scheduled regular shipping route for passengers and cargo between islands in the Dutch East Indies then more popular with the term as a post cruise between islands. KPM also play an important role to support and assist the colonial government in the process of penetration and pacification (conquest), especially in areas outside Java. On the other hand, PT PELNI established by the Indonesian government in the framework of the national development of a country that is still young, especially in the field of shipping. PELNI as well as KPM, also serves as centraal vervoersapparaat. Therefore, the government considers KPM c.q PELNI that dominate the cruise between islands in Indonesia are competitors and inhibitors of national development in the field of shipping. Post-transfer of sovereignity and the cancellation of the agreement KMB unilaterally by President Sukarno on May 3, 1956 resulted in the position of Dutch companies including KPM are at stake. This was exacerbated by the outbreak of the conflict between Indonesia and the Netherlands on Dutch New Guinea or West Papua, Indonesia implement the program so that the overall nationalization of the Dutch companies, including KPM.

Nadat Hitler in oktober 1939 beslist had een aanval in het Westen te ondernemen, werden in Keulen twee studiegroepen opgericht, die het toekomstig bezettingsregime van België en Nederland moesten voorbereiden. Er was een studiecommissie die geleid werd door de toekomstige leider van het Duits Militair Bestuur in België, Regierungspräsident Reeder, en daarnaast bestond een geheime studiegroep die de Sondergruppe Student werd genoemd. Deze bijdrage belicht het voorbereidend werk van de leden van deze studiegroep op het gebied van handel, industrie, recht, Volkstum en cultuur in België. De groep legde een grote belangstelling voor de Flamenfrage aan de dag en trok daarbij lessen uit de ervaringen met de bezetting van België tijdens de Eerste Wereldoorlog. Ofschoon er van diverse zijden in Duitsland werd op aangestuurd, hebben zowel de 'commissie Reeder' als de Sondergruppe de wederinvoering van de bestuurlijke scheiding van het Vlaams en Franstalig landsgedeelte, één van de 'verworvenheden' van het Vlaams activisme uit 1914-18, beslist afgewezen. De bijdrage laat ook de tegenstellingen zien die in Duitsland bestonden op het gebied van de beïnvloeding (ten voordele van Duitsland) in de te bezetten gebieden. ________ A German network in the preparation of the Militärverwaltung (Army administration) in Belgium (1939-1940)After Hitler had decided in October 1939 to carry out an attack on the West, two study groups were set up in Cologne in order to prepare the future occupational regime of Belgium and the Netherlands. The future leader of the German Army Administration in Belgium, President of the Government Reeder chaired the study group, and in addition there was a secret study group called the Sondergruppe Student (Special Student Group).This contribution illuminates the preparatory work of the members of this study group in the area of trade, industry, law, Volkstum (nationality) and culture in Belgium. The group demonstrated a lot of interest in the Flamenfrage (Flemish question) and in doing so drew lessons from the experience of the occupation of Belgium during the First World War.Although people from various quarters in Germany aimed for the reintroduction of the governmental separation between the Flemish and French speaking parts of the country, one of the 'achievements' of Flemish activism from the period of 1914-1918, both the 'Reeder committee' and the 'Sondergruppe' definitely dismissed it. This contribution also demonstrates the contradictions present in Germany in the area of influencing the territories to be occupied (in favour of Germany).

Last year, strong public appeal was made to Dutch Muslims to collectively distance themselves from IS and its notion of jihad. In this momentum, four books were published – in Dutch – by three Muslims and an ‘ex-Muslim’. They show different considerations of how to live as (‘good’) Muslim in the West. This review article analyses their positions. In the first book, the former Dutch politician Ayaan Hirsi Ali pleads for far-reaching amendments of Islamic rules concerning belief, ethics and law. Her view essentially differs from Muslim theologian Razi Quadir (VU Amsterdam), who uses Sunni orthodox hermeneutical instruments. The third author, Muslim theologian and ministry official Mohamed Ajouaou (VU Amsterdam) argues that one should primarily look at the diversity of Muslim religiosity in the Dutch secular context. Finally, in his autobiographic portrait, Dennis Abdelkarim Honing explains how he discovered legitimate options to live as pious Muslim in the West. Each in their own way, the authors point at the phenomenon of accusing fellow Muslims of being heretic or going astray, and its heavy impact on internal Islamic debate.

Abstract:
BackgroundRheumatoid arthritis (RA) is the most common autoimmune disease, and requires long-term treatment to suppress inflammation. Currently, methotrexate is initiated as first-line treatment when arthritis becomes clinically apparent with joint swelling. However, disease processes begin long before and become clinically recognizable when patients develop symptoms. We hypothesized that the ‘at risk phase’ of symptoms and subclinical joint-inflammation is a therapeutic window to permanently modify the disease course.ObjectivesWe studied if intervention in the pre-arthritis phase of arthralgia and subclinical joint inflammation prevents the development of clinical arthritis or reduces the burden of disease.MethodsIn this randomised, double-blind, 2-year proof-of-concept trial, adults with arthralgia clinically suspected of progressing to RA and MRI-detected subclinical joint-inflammation, recruited from all rheumatology outpatient-clinics in the southwest-Netherlands, were randomly assigned (1:1) to a single intramuscular glucocorticoid injection (120 mg) and a one-year course of oral methotrexate (up to 25 mg/week), or placebo injection and placebo tablets. Subsequently, participants were followed for another year without study medication. The primary endpoint was the development of clinically detectable arthritis (fulfilling the 2010 RA-criteria or involving ≥2 joints) that persisted for at least 2 weeks. Patient reported physical functioning, along with symptoms and workability, were key secondary endpoints and measured 4-monthly. Additionally, the course of MRI-detected inflammation was studied (the sum of tenosynovitis, synovitis, osteitis, scored with the RA-MRI Scoring (RAMRIS) method). All participants entered the intention-to-treat analysis. We performed two prespecified subgroup analyses. Firstly, analyses were restricted in participants with high risk of clinical arthritis development (PPV ≥70%). Secondly, analyses were stratified for ACPA-status. The trial is registered with the Netherlands Trials Registry (NTR4853 trial NL4599).ResultsFrom April 16th, 2015 to September 11th, 2019, we randomly assigned 236 participants to treatment (n=119) or placebo (n=117). After 24 months, arthritis free survival was similar in both groups (80% versus 82%, HR 0.81 (95%CI 0.45, 1.48)). Physical functioning improved more in the treatment-group during the first months and remained better (mean between-group difference over two-years HAQ -0·1(-0·2,-0·03;p=0·004). Similarly, pain (-9 on scale 0-100: (95%CI -12,-4; p<0·001), morning stiffness (-12 (95%CI -16,-8;p<0·001), presenteeism (-8% (95%CI -13%,-3%;p=0·001) showed sustained improvement compared to placebo. MRI-detected joint-inflammation was also persistently improved (mean difference over 2 years -1·4 points (95%CI -2·0,-0.9;p<0·001). High-risk participants in the treatment group showed a delay in clinical arthritis development: they developed the endpoint less often during treatment, but frequencies became similar at 24 months (67% in both groups). A similar delaying effect was observed in ACPA-positive participants, where 48% and 52% had developed persistent clinical arthritis at 24 months. The number of serious adverse events was equal between the groups; adverse events were as expected from methotrexate.ConclusionMethotrexate, the cornerstone treatment of RA, initiated at the pre-arthritis stage of joint symptoms and subclinical inflammation, did not prevent the development of clinical arthritis, but modified the disease course as measured by sustained improvement in MRI-detected inflammation, related symptoms and impairments. These findings of sustained disease modification may open up a new treatment landscape in a pre-arthritis phase of RA, where limitations can be just as severe as at the onset of clinical arthritis.Figure 1.AcknowledgementsWe thank Prof. dr. Abstract:
De toetreding van nieuwe lidstaten tot de EU in 2004 en 2007 heeft geleid tot een omvangrijke stroom van arbeidsmigranten vanuit Midden- en Oost-Europa naar West-Europa. Deze migratiestroom heeft in de ontvangende landen zorgen gewekt over uitbuiting, neerwaartse druk op arbeidsvoorwaarden en verdringing van gevestigde werkenden. Veel Oost-Europeanen werken in Nederland en het Verenigd Koninkrijk (VK) via uitzendbureaus. In dit artikel onderzoeken we op welke wijze de werkgeversorganisaties en de vakbonden in de uitzendsector in beide landen via zelfregulering proberen om misstanden ten aanzien van de arbeidsvoorwaarden van arbeidsmigranten te voorkomen. We verklaren de verschillen vanuit de systemen van arbeidsverhoudingen in het VK en in Nederland. Het onderzoek is uitgevoerd op basis van analyse van relevante (beleids)documenten en interviews met stakeholders, waaronder vertegenwoordigers van werkgeversorganisaties, vakbonden en de overheid. In Nederland is er een hogere mate van sectorale zelfregulering. In het VK is de rol van de vakbonden aanzienlijk kleiner. Daarnaast wordt in Nederland uitbuiting en verdringing als een arbeidsmarktprobleem gezien, en in het VK als een criminaliteitsprobleem. Deze combinatie van factoren zorgt ervoor dat problemen in Nederland in potentie beter aangepakt kunnen worden dan in het VK. Dit hoeft niet noodzakelijkerwijs te betekenen dat dit momenteel ook het geval is, aangezien de pakkans in beide landen als laag wordt bestempeld.

Abstract:
Bij hun transitie naar de arbeidsmarkt van West-Europese EU-lidstaten komen Midden- en Oost-Europese free movers vaak terecht in laagbetaalde banen met precaire werkomstandigheden. Centraal in dit onderzoek staat de vraag hoe Hongaarse free movers hun inzetbaarheid beleven in de context van hun levensloop, hun opleiding, hun ervaringen in Nederland en de werkomstandigheden in Nederlandse distributiecentra. Uit analyse van 18 fenomenologische interviews blijkt dat Hongaarse free movers vaak te maken hebben met precaire werkomstandigheden in distributiecentra, die leiden tot de onmogelijkheid om Nederlands te leren, uitputting van energiereserves en een onzekere financiële situatie. Vaak valt dit samen met een levensloop die wordt gekenmerkt door verlieservaringen, waardoor ook werknemers met een voltooide vervolgopleiding en relevante werkervaring de overtuiging missen dat zij een baan zullen vinden die zij werkelijk ambiëren. Deze bevinding is in overeenstemming met de conservation of resources theory, die stelt dat het verlies van hulpbronnen leidt tot stress en onzekerheid, wat proactief gedrag dat nodig is voor het verbeteren van een positie op de arbeidsmarkt hindert.
