Abstract:
For many years academic and business literature have cited military sources as examples of leadership excellence. Central to the British Military’s leadership Command philosophy is the concept of Mission Command. This thesis examines the utility of Mission Command1 beyond the confines of the British Military. The work draws on several well-established academic fields of literature to deconstruct the underlying principles supporting the utility of Mission Command and builds a theoretical model which contends that individuals using it are better prepared to cope with change in an emerging context. The identification of an under-examined research community gives rich insight into the transference and adaptation of key military methodologies. The work critically examines underlying military concepts within a non-military environment and proposes that Mission Command has wider utility. The findings identify how individuals have applied and adapted the key concepts to make the methodology relevant for their own context whilst retaining many of the guiding principles.

Abstract:
German foreign policy is in the midst of a far-reaching transformation. Contrary to disciplinary expectations, this process is neither properly captured by descriptions in the liberal tradition („Europeanisation“, „Civilian Power“) nor by Realist expectations that Germany is doomed to „remilitarise“ and/or „renationalise“. However, the key term of foreign policy discourse, „normalisation“, is an unmistakable code, signalling a rediscovery of traditional Realpolitik practices which fit Germany’s current environment. The paper argues that rather than merely playing the role of an obedient disciple of Realpolitik socialisers, Germany ought to rehabilitate the foreign policy tradition of the Bonn Republic in support of an active Idealpolitik transformation of its environment. The article serves as a starting point for a debate on German foreign policy in the upcoming issues of WeltTrends.

Abstract:
Literature focusing on the aftermath of conflict in the Western Balkans, notes that many people remain focused on stereotypes and prejudices between different ethnic groups stoking fear of a return to conflict. This rapid review examines evidence focussing on various interventions that seek to promote inter-group relations that are greatly elusive in the political realm in the Western Balkan. Socio-political change requires a growing critical mass that sees the merit in progressive and conciliatory ethnic politics and is capable of side-lining divisive ethno-nationalist forces. This review provides an evidence synthesis of pathways through which micro-level, civil-society-based interventions can produce ‘ripple effects’ in society and scale up to affect larger geographic areas and macro-level socio-political outcomes. These interventions help in the provision of alternative platforms for dealing with divisive nationalism in post-conflict societies. There is need to ensure that the different players participating in reconciliation activities are able to scale up and attain broader reach to ensure efficacy and hence enabling them to become ‘multiplier of peace.’ One such way is by providing tools for activism. The involvement of key people and institutions, who are respected and play an important role in the everyday life of communities and participants is an important factor in the design and success of reconciliation initiatives. These include the youth, objective media, and journalists. The transformation of conflict identities through reconciliation-related activities is theorised as leading to the creation of peace constituencies that support non-violent approaches to conflict resolution and sustainable peace The success of reconciliation interventions largely depends on whether it contributes to redefining otherwise antagonistic identities and hostile relationships within a community or society.

The main recommendations of the panel report can be summarised under five key headings:  Scotland in the Roman world: Research into Roman Scotland requires an appreciation of the wider frontier and Empire-wide perspectives, and Scottish projects must be integrated into these wider, international debates. The rich data set and chronological control that Scotland has to offer can be used to inform broader understandings of the impact of Rome.  Changing worlds: Roman Scotland’s rich data set should be employed to contribute to wider theoretical perspectives on topics such as identity and ethnicity, and how these changed over time. What was the experience of daily life for the various peoples in Roman Scotland and how did interactions between incomers and local communities develop and change over the period in question, and, indeed, at and after its end?  Frontier Life: Questions still remain regarding the disposition and chronology of forts and forces, as well as the logistics of sustaining and supplying an army of conquest and occupation. Sites must be viewed as part of a wider, interlocking set of landscapes, and the study of movement over land and by sea incorporated within this. The Antonine Wall provides a continuing focus of research which would benefit from more comparison with frontier structures and regimes in other areas.  Multiple landscapes: Roman sites need to be seen in a broader landscape context, ‘looking beyond the fort’ and explored as nested and interlocking landscapes. This will allow exploration of frontier life and the changing worlds of the Roman period. To do justice to this resource requires two elements: o Development-control archaeology should look as standard at the hinterland of forts (up to c.1 km from the ‘core’), as sensitive areas and worthy of evaluation; examples such as Inveresk show the density of activity around such nodes. The interiors of camps should be extensively excavated as standard. o Integrated approaches to military landscapes are required, bringing in where appropriate topographical and aerial survey, LIDAR, geophysics, the use of stray and metal-detected finds, as well as fieldwalking and ultimately, excavation.  The Legacy of Rome: How did the longer term influence of the Romans, and their legacy, influence the formation, nature and organisation of the Pictish and other emergent kingdoms?

How can education in Aotearoa New Zealand respond to climate change? This report, part of our wider education and climate change project, outlines findings from 17 in-depth interviews with individuals with a range of viewpoints about climate change and the role of education. Five priority perspectives are covered: youth (aged 16–25); educators; Māori; Pacific New Zealanders; and people with an academic, education system, or policy perspective. Key findings are: Education offers an important opportunity for diverse children and young people to engage in positive, solutions-focused climate learning and action. Interviewees shared local examples of effective climate change educational practice, but said it was often down to individual teachers, students, and schools choosing to make it a focus. Most interviewees said that climate change needs to be a more visible priority across the education system. The perspectives and examples shared suggest there is scope for growth and development in the way that schools and the wider education system in Aotearoa New Zealand respond to climate change. Interviewees’ experiences suggest that localised innovation and change is possible, particularly when young people and communities are informed about the causes and consequences of climate change, and are engaged with what they can do to make a difference. However, effective responses to climate change are affected by wider systems, societal and political structures, norms, and mindsets. Interviewee recommendations for schools, kura, and other learning settings include: Supporting diverse children and young people to develop their ideas and visions for a sustainable future, and to identify actions they can take to realise that future. Involving children and young people in collective and local approaches, and community-wide responses to climate change. Scaffolding learners to ensure that they were building key knowledge, as well as developing ethical thinking, systems thinking, and critical thinking. Focusing on new career opportunities and pathways in an economic transition to a low-carbon, changed climate future.
