AbstractIn order to obtain considerable amounts of capitalist profit available in a globalized market, individual countries need to enhance their own international competitiveness – a goal that can be achieved through the channel of schools by cultivating human capital. The linear linkage among globalization, international competitiveness, human capital and higher education has convinced many countries to engage in the expansion of higher education institutes. The notion of international competition further generates the idea of university ranking and, in turn, many countries have viewed the world class university as the top priority on the political agenda. As neo-liberalism has become a prevailing new world value, constructed by America, the private sector that addresses efficiency is defined as the best mode of running the higher education market. Therefore, this mode functions as the gateway of achieving this political mission. However, this approach may jeopardize state sovereignty because if the state is unable to balance the relation between capital accumulation and social justice, it cannot win people’s trust. The interactive principle between social cultures and education policies also rejects the universal practicality of free market logic. In order to overcome these challenges, individual countries may adopt transformative strategies, allowing them to improve the international reputation of their own top universities. This essay sets out to shed some light on this issue through examining the case of the Double-First-Class-Universities initiative in China.

Abstract This chapter examines the changing role of humanitarian organizations in Africa’s conflict zones and how humanitarianism has become a highly contested space on the battlefield. Through an analysis of several ongoing peace operations in Africa, this chapter demonstrates how the principles of humanitarian relief have been undermined by the major powers and the UN in their pursuit of ostensibly noble objectives. Organizations and donors have become complicit in compromising humanitarianism, especially in multi-mandated UN missions, by inserting humanitarian workers into the realm of both service delivery (associated with the process of building a state) and as a political tool to win “hearts and minds.” Peacebuilding will be better served, the chapter concludes, by restoring humanitarianism to its original role and ethos.

This chapter reflects on John McDaid’s author traversal of his 1993 hypermedia novel, Uncle Buddy’s Phantom Funhouse, a groundbreaking work not just for its comprehensive exploration of Apple’s HyperCard authoring system, but also because of its principle of “modally appropriate” presentation, involving non-digital artifacts as well. Built around the science-fictional notion of time travel and multiverses, the Funhouse thus invites consideration of his own curious history, in which it figures as a kind of broken time machine. Comparing McDaid’s work with later, similar projects from the video game world, the chapter argues for an understanding of digital culture that moves beyond the harsh binaries of obsolescence. As McDaid says: “We win by losing.”

The goal of military medicine is to conserve the fighting force necessary to prosecute just wars. Just wars are defensive or humanitarian. A defensive war protects one’s people or nation. A humanitarian war rescues a foreign, persecuted people or nation from grave human rights abuse. To provide medical care during armed conflict, military medical ethics supplements civilian medical ethics with two principles: military-medical necessity and broad beneficence. Military-medical necessity designates the medical means required to pursue national self-defense or humanitarian intervention. While clinical-medical necessity directs care to satisfy urgent medical needs, military-medical necessity utilizes medical care to satisfy the just aims of war. Military medicine may, therefore, attend the lightly wounded before the critically wounded or use medical care to win hearts and minds. The underlying principle is broad, not narrow, beneficence. The latter addresses private interests, while broad beneficence responds to the collective welfare of the political community.

This chapter details the mess of the current planning system and suggests how planning can win back a degree of legitimacy. Planning has become a battleground. The system almost ensures that participants take unreasonable positions. Conservationists and local people take up opposition almost in principle because they have no confidence in what will emerge from the process. On the other side, developers use their legal and financial power to intimidate weak local authorities who are desperate to meet housing targets to get what they want. If the public is losing belief in planning, the solution is not to depoliticise it by making it more responsive to market signals or putting ‘experts’ in charge. Part of the solution is to engage more people and get their buy-in. Neighbourhood planning is a good way of doing this. However, the planning system must also show that it can deliver.
