Abstract:
This study examines the Allied notion of victory and how it was expressed in the depth of Allied strategic planning in 1918 for a campaign in 1919. Using the Supreme War Council (SWC) as a lens this study's arguments are threefold. The first is that, with the creation of the SWC, the Allies pursued a notion of victory that was focused on a decisive military defeat of the German army. Their timeline to victory over the enemy was affected by their perception of the enemy’s strength, their assessment of the difficulties inherent in overcoming the military advantage offered by the Central Powers' interior lines, their appraisal of the European members' morale to continue the war, and their ability to gather the necessary superiority in material and manpower resources. The second argument is that, through the SWC, the Allies were able to successfully coordinate strategy and resources. This study analyses the workings of the SWC as an international body and an early example of modern alliance warfare, comparing the perspectives of the British, French, American and Italian representatives in their willingness and unwillingness to coordinate national needs with alliance ones, arguing that the coalition did form a unified policy and strategy for the campaign in 1919. The abrupt ending of the war has obscured historians' understanding of coalition warfare in the First World War, as they have not sufficiently considered the serious planning that took place for 1919. Third, it argues that at the SWC level, the coalition members recognized the interdependent nature of the theatres, and thus the importance of all them for the conduct of the war.

Abstract:
This thesis examines a transition moment in the US government’s foreign policymaking from 1951-1953, when the Executive turned to psychology to improve its Cold War campaign against the USSR. Using the Psychological Strategy Board (PSB) as a case study, which only operated from July 1951 to September 1953, the thesis examines the variety of ways the Board’s staff applied psychology to coordinate and systematise the US government’s foreign policymaking and psychological operations. I pay particular attention to the way PSB staff engaged with experts, and used the expertise given to them by behavioural specialists. By looking at the practice of policymaking in the PSB, I uncover the ways in which psychology was brought into US government thinking in the early days of the Cold War. Psychology became central to US strategic thinking in the Cold War. It had an incredible allure for policymakers. Yet PSB staff struggled to define a psychological strategy and used it as a catch-all term to describe many facets of US foreign policy and diplomacy. The Board’s elastic conception of psychology led to its staff being unable to improve America’s psychological warfare campaign. It failed to quantify and coordinate America’s psychological operations. Psychology was thus presumed rather than proven to be of assistance to foreign-policymakers. At the same time, the Board’s flexible use of the term psychology gave superficial coherence to the US government’s haphazard Cold War campaign and justified its use of interventionist policies as beneficial to the mental wellbeing of foreign peoples. This, rather than evidence psychology worked, drove policymakers’ faith in it. Looking at the history of the PSB, then, complicates historians’ understanding of the ways in which psychology and psychological experts assumed cultural and political authority in Cold War America.

La presente investigación tiene como finalidad evaluar el impacto de la táctica de negociación “ganar – ganar” sobre la creación de valor compartido de los proyectos residenciales de unidades premium localizados en Santiago de Surco, desde un ángulo estratégico - gerencial. La importancia del estudio se relaciona con validar el aporte de una metodología de negociación al posicionamiento y a la capacidad competitiva de los proyectos en mención. El estudio consta de seis capítulos. En el primero se desarrolla la literatura más adecuada para justificar teóricamente los fundamentos y resultados del estudio; se describe brevemente el desempeño del sector inmobiliario en los últimos cinco años; y, finalmente, se identifican las características de la oferta y demanda del mercado premium, a nivel Lima Metropolitana y Santiago de Surco. El segundo capítulo presenta las pautas generales que direccionan la investigación. El tercer capítulo describe la metodología seleccionada en función a las características del problema de investigación (ruta cualitativa y diseño etnográfico). El cuarto capítulo desarrolla el proceso para la extracción de información de la muestra de especialista y homogénea. En la misma línea, se desarrolla el “Índice creación de valor compartido ajustado al segmento residencial premium” con el objetivo de identificar a los proyectos creadores de valor compartido. El quinto capítulo exhibe los resultados obtenidos a través de la validación de las hipótesis planteadas; de la misma manera, revela el tipo de relación existente entre las variables de estudio. Finalmente, el sexto detalla las conclusiones y recomendaciones.<br>The purpose of this research is to assess the impact of the winning negotiating tactic on the creation of shared value of residential projects of premium units located in Santiago de Surco, from a strategic - managerial angle. The importance of the study relates to validating the contribution of a trading methodology to the positioning and the competitive capacity of the projects mentioned. The study consists of six chapters. The first develops the most appropriate literature to theoretically justify the fundamentals and results of the study; briefly describes the performance of the real estate sector over the past five years; and finally, the characteristics of the offer and demand of the premium market are identified, at the Lima Metropolitana and Santiago de Surco level. The second chapter presents the general guidelines that address the research. The third chapter describes the methodology selected based on the characteristics of the research problem (qualitative path and ethnographic design). The fourth chapter develops the process for extracting information from the specialist and homogeneous sample. In the same vein, the "Premium Residential Segment Adjusted Shared Value Creation Index" is developed to identify shared value creator projects. The fifth chapter shows the results obtained through the validation of the assumptions raised; in the same way, it reveals the type of relationship between study variables. Measures taken by either the capital (e.g. lay-off, pay-cut or unpaid leaves) or the labor (e.g. lawsuits, job-change or protests) may be detrimental to both parties. The purpose of this research is to investigate how enterprises cope with disputes that result from different or incompatible stances respectively taken by the capital and labor sides. More specifically, to examine the case of the implementation of unpaid leave policies since 2008, and the lack of long-term and comprehensive conflict resolution between employers and employees. This study will analyze business operations with respect to the business strategy adopted during the crisis and propose mitigating solutions to disputes between employers and employees that produce win-win results.

After entering the era of big data, the Internet platform is also seen as a unique source of unique business transactions, where the hidden business value will enable people to bring faster and more convenient online trading transactions. Therefore, the combination of case companies and the concept of network economy has become an inevitable trend in the future. In this study, FruitPay and network-related applications are used as the main axis of research. First, use the literature to explore relevant content, and use the interview method in qualitative research to conduct interviews with the founders of the case companies that implement online shopping subscription-type fruit boxes. Object, to understand the actual implementation of the case company in the organization. The study concluded that the case companies were mainly ordered through the official website. However, the case company gradually developed unmanned stores, set up unmanned storefronts under the community building, and slowly moved toward physical access, making people who want to eat safety and non-toxic fruits more selective. In addition, after the development of the automated subscription fruit box, the case company increased the efficiency of production and sales, increased the value of agricultural products, and subverted the traditional fruit sales model. At the end of the study, there were some restrictions in the research process that led to the lack of perfection of the study, and therefore future recommendations.

Feasible win-win coexisting strategies are also examined in this study. The results will be reference for Taiwan to successfully develop offshore wind power in the future. The results are summarized as follows: a. In response to the goal of carbon reduction of Kyoto Protocol which went into effect in 2005, countries around the world have been trying to actively develop renewable energy in recent years. In particular, offshore wind power is the most potential marine renewable energy which are vigorously promoting by the whole world because of low cost and more mature technical system. b. Taiwan is equipped with the advantages of developing offshore wind power. Only when Taiwan follows the global trend of sustainable low-carbon generation could it rapidly increase energy self-sufficiency. Ministry of Economic Affairs (MOEA) decides to actively develop offshore wind industry. MOEA plans to erect 600 offshore wind turbines before 2030 which total project capacity could reach 3,000MW. c. Local fishermen have gained a permit delivered by the fishery agency to work on fishing ground. The overlapping areas of offshore wind grounds and fishing grounds might cause the problem of fishery compensation. Therefore, it should be coped with first. d. The effects of offshore wind farm on marine ecology and fishery mainly occur in the period of construction and decommissioning. The effects of its noise, vibration, electromagnetic fields, piling and the movement of construction and decommissioning on marine organisms are not huge. Furthermore, after the offshore wind ground is constructed, it will have the positive function of habitat compensation because of fish aggregating effect of artificial reef. This effect will attract a large number of mussels, benthos, fishes and even marine mammals to inhabit in the offshore wind farm. e. The construction of offshore wind ground could be a turning point of fishery transformation. The construction of offshore wind ground could be co-constructed with artificial reefs and aquaculture facilities in the future. In addition, some marine areas could remain open for leisure activities of fishing in order for the win-win purposes of multifunctional marine areas. f. Inside the exclusive fishing right area, the Criterion of Compensation to Fishery Right promulgated by the Council of Agriculture, Executive Yuan in 2003 could be used to calculate of compensation. On the other hand, outside the exclusive fishing right area, reasonable compensation still should be made based on legitimate expectation. This study suggests that this part should be calculated by using net present value method based on financial theories.

In addition, through the brand image three dimensions of functional, symbolic and experiential, we use the opportunities, weaknesses, opportunities and threats four attributes to do the assessment. After we recognize how EMBA program students look at the Ministry of Justice Investigation Bureau by SWOT analysis, therefore, proposed a win-win strategy to enhance or improve various aspects of the brand image of the Ministry of Justice Investigation Bureau. Through the Analytic Hierarchy Process (AHP) to confirm and understand whether the win-win strategy is really the best priority solution, we finally provide conclusions and recommendations.

With implementing razor blade model, Nespresso has stable revenue growth every year since it was launched in 1986. Nespresso Taiwan was established in 2012 and the company has been run for five years so far. As a financial analyst working in Nespresso Taiwan for more than 4 years, I truly appreciate the working opportunity and cherish all the good memories there. However, I also encountered some glory and gloomy days of Nespresso during the period and I was curious how customers regard this brand and what advantages or disadvantages Nespresso can keep and improve. The purpose of the study is to investigate the core competencies of Nespresso and the improvements that company can conduct to attract more customers to become members. By interviewing two segments of Nespresso customers (target customers and younger generation) via Value Proposition Canvas, we can know what kind of brand it is to customer and what products or services customers really care about but Nespresso has not met their expectations. In discussion and conclusion part, internal analysis and business model canvas will be introduced to analyze Nespresso’s core competencies and business model. Besides, for customer’s pains which we found from interview, especially recycling issue, we tried to design some solutions and recommendations to Nespresso’s senior management team. Hope that can solve customer’s problem and create win-win result for corporate, consumer and environment.

碩士<br>國立臺北大學<br>國際財務金融碩士在職專班<br>104<br>This study is under the background of dual cards era and discusses the evolution processes of launching for negotiation mechanism among competent and financial agencies and probes into how debt commissioners in financial agencies break through the traditional role of collection personnel to maintain the corporate creditors’ rights, assist customers in tackling difficulties based on practical negotiation processes. This study aims at discussing how to respond to era of post dual cards by mul-ti-dimensional analyses to reach win-win strategy under negotiation. If the non-ownership cardholders pay late, the payments are doomed to be the overdue loans or bad debts. Along with the establishment of negotiation systems, banks should design diverse debt management modes for different kinds of customer groups, making overdue cardholders willing to negotiate with banks as soon as possi-ble instead of ignoring and delaying. This study put forwards several recommenda-tions bases on the findings: 1. It’s recommended that the cardholders should rationally apply the dual card pay-ment machines without deviating from the primary meaning and function and avoid daily maxing out of the credit cards in case of serious problems in future payments and the negative impacts on card use rights as well as credit flaws and even the trouble for future work and life. 2. It’s suggested that the bankers should strictly conform to dual card credit specifica-tions. More specifically, the issuance of credit limits should base on the financial status and they should also take regular review on cardholders’ fiduciary capacity to determine whether it has gone beyond; in addition, continual educational training should be taken on collection department by asking debt management personnel to learn from financial management personnel, treating overdue customers with posi-tive attitudes, making balance between banks and overdue customers to reach early negotiation and increase number of negotiation cases which cannot only deal with the problems between banks and cardholders but also help banks reclaim the bad creditor's rights. 3. When confronting with the public petitions, the competent authorities should make public trust in banks from the standpoint of educating public to seek banks for dis-posal. Avoid the irrational public repeated customer complaints which waste various resources. 4. It’s recommended that the cardholders should not ask agents for help but directly contact with corresponding banks. They should face with the problems actively and handle with them as soon as possible instead of putting them off. In view of gradually mature negotiation mechanism, there are platforms available for negotiations for banks and cardholders which are expected to be beneficial for reaching a debt negotiation mechanism at the era of post dual cards to create a win-win situation between creditors and debtors and promote the social harmony as a whole. On the one hand, the huge migration potential of Africa. On the other, the speed of economic change of a continent increasingly regarded as ‘the next China’. The challenge facing both the European Union and Africa is to ensure that African growth and demography will be sustainable. The paper argues that Europe will be the part of the world the most directly affected by developments in Africa, be they the worst random shocks or the most virtuous economic trends. It therefore calls for an ambitious renewed EU-Africa economic partnership, similar in scope to the Chinese cooperation model in Africa but without imitating it, to avoid a migratory haemorrhage and make African development sustainable to the benefit of both sides of the Mediterranean.

PVI, a leading provider of small and medium display and the top electronic paper module maker in the world, announced its merger agreement with E Ink, the leader in electronic paper display (EPD), for US$215 million in June, 2009. Three months later, considering the explosive growth of the E-reader market and profit of E Ink’s shareholders, PVI amended its merger agreement and added 120 million convertible preferred shares. On the one hand, through acquisition of E Ink, PVI completely takes control of upstream electronic ink technology and downstream EPD module of the supply chain. On the other hand, according to the amendment, E Ink’s original shareholders are allowed to share the future growth of the combined company. This innovative merger deal benefits both sides of the case and brings multiple synergies.

But still, our overall performance is lower than other countries such as China, Korea, Japan, Indonesia, Malaysia and Denmark. Now our junior players are more competitive and better performing, they have won the champion in many different international championships. In order to assist our players on winning the champion in Rio Olympics, how we take this opportunity and strength to assistant our player will be the most important issue. In this paper, we will analyze strengths, weakness, opportunities and threats of our players. By using the four factor approach, we get 2X2 SWOT matrix which can lead us found the feasible strategy, hopefully it can be improving overall capability of our players and win the Champion in 2016 Rio Olympics' Badminton event successfully.

碩士<br>國立交通大學<br>科技法律研究所碩士在職專班<br>105<br>This article discusses patent systems, patent infringement litigation win rates, and patent invalidation rates in Taiwan, the U.S., Germany, and Japan. The statistical results show that the win rates of patent infringement litigations in these countries are from 19% to 25% while the patent invalidation rates in Taiwan, Germany, and Japan are greater than 60%. The U.S. utilizes the discovery process, which is a unique and powerful evidence investigation process compared to other countries. However, the average win rate in the U.S. is merely 21.05% from 2008 to 2015. In Germany, infringement and validity issues of invention patents are dealt with by two different courts. A patent holder seeks to make a broad claim interpretation in infringement proceedings handled by the regional courts in order to cover the largest possible scope, whereas the same patent will have a narrow claim interpretation in validity proceedings handled by the German federal patent court, thereby avoiding revocations. When compared with Taiwan, the U.S. and Japan, the win rate in German needs to be appropriately calibrated due to its unique bifurcation system. In addition, although the regional courts adopted the "as a whole" approach when applying the doctrine of equivalents in patent infringement cases, the average win rate is still less than 25%. The invalidation rates through administrative procedures in Taiwan and Japan are from 48.04% to 50.56%. The invalidate rate through the inter partes reexamination procedures in the United States Patent and Trademark Office (USPTO) is even higher, up to 88%. Based on these statistics, the prior art search and examination conducted by the patent office examiners are obviously found to be not sufficient to verify the validity of granted patents. Thoroughly examining a patent’s validity and performing a correct and reasonable patent infringement analysis before filing a lawsuit are the important factors affecting the outcomes of patent infringement litigations. In addition, this article further analyzes the operation mode of patent prosecution management and the decision-making mode of patent litigation in industries and technology research institutes by using the qualitative research method, from the perspective of patent litigations, with in-depth interviews of focus groups. The relationships between litigation outcomes and IP/law firms providing patent drafting services, law firms dealing with patent litigations, and parties involved in patent litigations in Taiwan Intellectual Property Court are also quantitatively analyzed for further discussions on root causes affecting litigation win/loss outcomes.

The thesis, through the research methods and writing format of case study which includes the contents of the case and instructor guidance manual, explores the problems that the company in this case faces, for example, facing decision of tender, confrontation of organizations and the dilemma of crisis. The author expects that readers could analyze this phenomenon by reading the contents of this case. The problems that this case discusses include: lack of resource, confrontation of organizations and management of subcontract. The related theories are Porter five forces analysis, leading management and crisis management. This research observes and analyzes from different levels of point of view and certify the theories that the instruction objective states: Porter five forces analysis, leading skill and crisis management. Finally, it returns to practice and think how to combine theory and practice via application.

Present research aims at analysing unconventional employer branding strategies in order to retain talented human capital towards sustainable competitive advantage. In the current job market, talents represent a fundamental asset in the competitive advantage gaining. So, the research starts creating a theoretical bridging between Brand Management, Organisational Behaviour and Iternal Marketing, using employer branding as theoretical pivot. Practical implications of this perspective consist of attracting, integrating and maintaining talents (Kotler, 1994; Ewing and Caruana 1999; Berthon, Ewing and Li Lian Hah, 2005), so that they become business partners in the shared goal of sustainable competitive advantage. In order to analyse the role of employer branding in talent management in the sustainable competitive advantage perspective, starting from Service Dominant Logic (Lush, Vargo, 2004) and Resource-based approach (Barney, 1991), the present research starts from the following research questions: Q1: what is the relation between employer branding, affective engagement and use of web 2.0 tools? Q2: What is the role of co-creation in the employer branding strategy? Q3: What are the co-creation parameters and actors with specific reference to virtual service organization? Q4: What is the impact of employer branding strategy applied to existing employees on talents attraction? Answering these research questions can contribute theoretically and practically to employer brand strategies. In fact, this higher-order conceptualization of employers/existing employees/potential employees’ relationship provides a foundation for co-creation in employer branding building, especially through new interactive media. In order to answer to these questions, a literature review about talent management, organizational studies and employer branding in RBT and SDL perspective is developed. This represents the theoretical background for developing a theoretical framework that taks into account the most relevant strategic factors of employer branding and considers talented employees as possible resources. The framework is tested in the empirical part, aimed at verifying the importance of employer branding strategies in a multiple cases cross analysis.

It seeks to foster creative talent, simultaneously, to exercise the community activation policy of Taiwan that is for boosting urban creativity and vitality. However, certain scholars, such as R. Florida (2002), have doubted that the hybrid between creative city agenda and traditional community activation or cohesion policy could be a win-win solution for developing a creative city within a closely connected community. For exploring the exercise of this expected win-win solution in Taipei, this essay develops three main questions in a case study of Chung Shan Creative Hub (URS21): Firstly, how can the creative city ideas and nurture creative talent merge with community activation policy, and have been practiced in URS21? Secondly, how have the URS21project which are trying to combine nurturing creative talent with activating local communities been constructed and practiced? What are the impacts and gaps within the practice? Finally, what kind of relevance between creative talent and local communities in the win-win solution of Taipei city? This exploration takes a qualitative research approach with the analysis and discussions of deep field works, semi-structural interview, participant observation and the document analysis. The conclusions contain three main parts: the first shows that Urban Regeneration Office’s alleged community cohesion building and empowerment has not provide enough opportunities for community participation, community knowledge building and decentralization of decision-making. The second is that, the operation of the URS21 project lacks of institution instruments, clear understanding and objectives in relation to fostering community cohesion (or activation) and creative class. This results in the vague strategies, passive attitude, contradictions and difficulties in the process of struggling to achieve local government’s expected combination of creative class and local communities. Such issues also get worst by the inefficiency and limitations of cross-sectoral integration with different local authorities and local sectors. The third demonstrates that the practice of the hybrid between creative city agenda and community activation policy is not a win-win solution by the current URS policy agenda. Nonetheless, it has generated certain meaningful lessons and other possible contributions for local officials, researchers or communities.

The IT budget of government agency requires strict presentation and review. It was prompted relevant government agencies to think about the necessity, risk, and effectiveness of IT outsourcing. It is not only to deal with how to effectively manage the aspects of the cost, performance, and the development of future operation, but also to consider the strategy of response in order to seek a win-win game. This paper discusses grounded theory methods and strategies of matrix analysis. It collects relevant research literature and has depth interviews with government agencies and IT providers. It also integrates the decades of personal practical experience of management in the IT outsourcing project of the government agencies. Take the IT outsourcing of justice trail information system in Taiwan for example, to propose the strategy and recommendations that government agencies and the IT providers should be taken in the IT outsourcing projects from the perspective of a win-win strategy. After analysis and research data, this paper proposed the following recommendations for the government agencies and the IT providers, respectively: I. Government agencies: They should consider the necessity of outsourcing and the methods of outsourcing for the core and non-core business, and the effect upon the procurement of information assets due to the scientific and technological progress. They should arrange information manpower to handle non-core business outsourcing and training of IT personnel. At the same time they should set related requirement about planning and constructing the rapid compliance mechanisms of contractual disputes carefully. They should improve its core competitiveness, ensure that IT meets business needs, enhance IT technology, and increase the outsourcing value-added. II. IT providers: The outsourcing project should be modular assessment, grasp the core resources, pay attention to R & D, re-use the resources, and protect intellectual property rights. IT providers should focus on personnel training and promote the ability of IT maintenance of the outsourcing agency. They must determine the market positioning and product characteristics. They should consider strategic alliances or mergers and acquisitions in order to access to new technologies. They also promote certification actively and reduce the cost of business activities.

The instructional approach puts more emphasis on students'' learning than on teacher''s teaching, to make classroom talks become in-depth content communication through the teacher’s leading questions, and at the same time, to develop students’ interpersonal skills. Two senior high classes, 42 students in each, were recruited. One class received experimental intervention; the other was taught via a traditional decoding approach. The experiment lasted for one semester, from September 2003 to January 2004. By examining teacher-student interviews, as well as the students'' post-treatment feedbacks, attitude questionnaire, and the teacher''s classroom observations, the researcher hoped to explore the effects of the new approach on teacher and student’s attitudes. By comparing students'' achievements in terms of school exams and post-reading writing performance, this project explores the effects and feasibility of the inquiry-based approach and hopes to instill some food of thought into the present ELT instruction in Taiwan. The results were summarized as follows: (1) In terms of learning achievement, no significant differences were found in students’ school exam scores, which means the experimental group did as well as the control group. But in their post-reading writing assignments, more idea units, critical thinking, and evidences of self-discovery were shown in the experimental group; on the contrary, more signs of misunderstanding while reading the texts were found in the control group. (2) In terms of learners’ attitude toward English learning, the experimental group reported much more progress in self-learning skills than the control group did. Most of the students in the experimental group reported that they became more active and enthusiastic to learn English after the intervention; meanwhile, more than 60% of them also reported that they improved in their oral skills. (3) In terms of the teacher’s and students’ attitudes toward this instructional approach, most of the students in experimental group gave positive comments on the teaching, and the teacher was also sure of the positive impacts that the teaching made to students’ social and emotional growth. Also, on the background that all students in the experimental group could sense major differences between this intervention and their former English classes, most of them still liked the teacher to continue teaching in this way, except that they asked for more grammatical explanation. Although there were some room for improvement on grammar teaching, the inquiry-based approach proved to be viable in teaching EFL reading, especially in that it enhanced students’ critical thinking, self-learning ability, social skills, and emotional growth. The pedagogical implications of this study are: (1) The inquiry-based pedagogy is helpful for promoting teacher-student interaction, enhancing involvement of students, and linking book knowledge with real life experience, through which knowledge is solidly built. It is really an effective teaching strategy to build up active readers. (2) The CSR technique is helpful to create a supportive learning environment to enhance students’ social and emotional skills, with which students respect and share other people’s opinions, support and help each other in the completion of tasks. (3) This instructional approach not only trains students in reading skills, but also motivates students to learn English through peer monitoring. (4) The inquiry-based pedagogy compels students to listen, speak, read, and write English at the same time and therefore has the potential to enhance the four language skills. All these validate that the inquiry-based pedagogy is a rounded, whole-personal education.

This study focuses on looking at how the oldest community newspaper, Wen Shan Weekly, survived through the strategic alliance with local farmers’ associations in an effort to educate the local farmer community. This study is mainly based on: (1) a qualitative analysis of in-depth interviews with the management of local farmers’ associations; and (2) a content analysis of news articles in the ‘Farmers’ Section’ of Wen Shan Weekly from the period of 2003 to 2005. The purpose is to assess the effectiveness of educating the farmers through the cooperation of the Wen Shan Weekly and the Farmers’ Associations in the Wen Shan Region, Taipei, Taiwan. The research finding shows a positive triple-win situation among the community newspaper, the farmers’ associations, and the farmer community. Therefore, the study concludes and suggests: 1. Famers’ associations and community newspapers can share the training and employing of local media professionals. 2. Community newspapers can adapt the strategic alliance model of Wen Shan Weekly and the Wen Shan Region Farmers’ Association. 3. The news should be presented in a more balanced fashion in the Farmers’ News Section to fulfill not only farmers’ needs for educational information but also to provide news that appeals to their other intersests. 4. An open communication system should be established between community newspapers and the local organizations. 5.
