Procladius (Holotanypus) rugulosus sp. n. from Lake Winnipeg, Manitoba, Canada, is described as male, female and pupa. Six additional species of Procladius Skuse are recorded from Lake Winnipeg of which 5 belong to the most common species in the lake. The immature stages of P. (Psilotanypus) bellus (Loew), P. (Holotanypus) culiciformis (L.), P. (H.) denticulatus Sublette, P. (H.) freemani Sublette, and P. (H.) sublettei Roback are redescribed. Species keys are given to sufficiently known Nearctic females, to pupae of Lake Winnipeg, and to Nearctic larvae of Procladius. The distribution of Procladius in Lake Winnipeg is mapped and discussed. The separation of larval instars is shown approximately to follow Dyar’s rule.

Abstract In the immediate postwar period, liberal internationalism was the hallmark of Canadian foreign policy. In part this position was intended to protect Canadian sovereignty from the too-close embrace of US Cold-War imperialism. But this multilateral and peacekeeping approach was partly a veneer meant to disguise the fact that Canada was of necessity a close American ally in the fight against communism. This strategy was abandoned by the Canadian state in the late 1990s in favour of a more militaristic and aggressive approach. The dependency-school of Canadian Marxist political economy that flourished from the 1970s argued that Canadian conformity with American foreign policy resulted from the fact that American economic dominance over Canada and lack of a strong national bourgeoisie made it a willing instrument of American foreign policy. Reflecting a challenge by a new school of Marxist political economy, Todd Gordon argues convincingly that Canada is an imperialist entity with its historic roots lying in the dispossession of the indigenous peoples. It is based on its strong national bourgeoisie which is flourishing under neoliberalism. But whether imperialist Canada is independent of the United States is more contestable.

Species of the Chironomus group from Lake Winnipeg, Manitoba, Canada are listed and taxonomic and ecological notesgiven. Chironomus (C.) entis Shobanov and C. (C.) bifurcatus dominates the bottom fauna with minor occurrence of fourother larval types. Fourteen species of Chironomus Meigen, one Chaetolabis Townes, and one Lobochironomus Ryser,Wülker et Scholl; one species of Benthalia Lipina, and one Einfeldia Kieffer are present in the light traps. Chironomus(Lobochironomus) sp. and Benthalia brunneipennis (Johannsen) are described on adult male. A key to the Nearctic malesof Einfeldia, Benthalia and Chironomus subgen. Lobochironomus is presented. The significance of the different Chi-ronomus species as indicators of trophic levels is demonstrated by their distribution in Lake Winnipeg. The separation of larval instars is shown approximately to follow Dyar’s rule.

Abstract:
Over the past decade there has been a call to action for researchers to explore children’s subjectivities in the context of well-being. How children understand and experience well-being in a Canadian context was examined in this study. Twenty-one children between 8 and 12 years of age participated in semi-structured interviews facilitated by the Life Story Board™. Three main themes emerged: (1) freedom and control, (2) child rights and social supports, and (3) children’s participation as social actors. Results from this study highlighted the importance of children needing to feel heard by parents and teachers; children being recognised as rights-holders with opportunities to actualise their rights; and children having meaningful opportunities to participate in matters which concerns them in everyday life as important components of subjective well-being. Results may serve to inform child-serving professionals, policymakers, and parents and guardians about how school-aged children from this Canadian context conceptualize and experience well-being.

Abstract:
Changing hydroclimatic conditions are the primary source of risk to hydroelectric power generation. The research described in this dissertation investigates hydrological and drought variability in the Winnipeg River basin, Canada, during the last several hundred years using instrumental hydroclimate data and paleoclimatic records derived from tree rings. The basin drains parts of northwestern Ontario, northern Minnesota and southeastern Manitoba, and is the most important component of the hydrological system used to generate power in Manitoba. Extreme low annual flows in the Winnipeg River are associated with enhanced meridional flow across western Canada during summer and autumn, which suppresses precipitation over the watershed and reduces runoff from spring snowmelt. In contrast to the declining flows observed for other regional rivers, mean annual discharge in the Winnipeg River basin has increased substantially since the early 1920s. For a longer perspective, fifty-four ringwidth chronologies (mainly Pinus resinosa and P. strobus) were used to assess changes in summer climate in the Winnipeg River region since AD 1783. Tree growth in this region is significantly, but weakly, correlated with both temperature and precipitation during summer. Synthetic tree-ring records produced by the Vaganov-Shashkin model of tree-ring formation are consistent with these relationships with climate, and suggest that the primary factor limiting tree growth switches from temperature to moisture in mid-summer. The Winnipeg River tree-ring record indicates that summer droughts were more persistent in the 19th and late 18th century than during the last 100 years, but there is no evidence that drought was more extreme prior to the onset of direct monitoring.This dissertation also examines past changes in summer drought over the broader region using 138 ringwidth records from the Canadian Prairies provinces and adjacent areas. Regional ringwidth signals are primarily related to summer moisture and drought conditions. These summer-sensitive records are not linearly related to major modes of climate variability, including ENSO and the PDO, which mainly affect the climate of western Canada during winter. Extended drought records inferred from regional tree-ring series indicate that drought on the Canadian Prairies has exhibited considerable spatial heterogeneity over the last several centuries.

Cette thèse constitue une recherche exporatoire qui repose sur une approche empirico-déductive, une méthodologie et une analyse qualitatives. Elle est fondée sur l'analyse des sources écrites et des entrevues effectuées lors des deux enquêtes de terrain (qui totalisent dix-sept mois de séjour) réalisées à Winnipeg, ainsi que l'observation directe et aprticipante réalisée sur place. Cette recherche porte sur les rôles et les statuts contemporains des femmes métisses de Winnipeg dans leur communauté et dans la société eurocanadienne et leur évolution depuis la période du commerce de la fourrure (période qui s'étend de 1670 à 1870). Elle vérifie aussi si les métisses endurent des discriminations raciales et sexuelles dans ces deux milieux. De plus, elle s'intéresse à la difficulté de maintenir et transmettre son identité et sa culture en contexte minoritaire en milieu urbain. Le cadre théorique appliqué se base sur l'anthropologie féministe et l'approche de la pratique en anthropologie afin d'être en mesure de saisir les inégalités que subissent les Métisses ainsi que les processus de résistances et de domination impliqués. Nous nous rendons également compte des initiatives mises en place par ces dernières pour s'opposer à ces disparités. Cette recherche se démarque des autres études autochtones en traitant des Métis, alors que la plupart d'entre elles portent sur les Amérindiens. De plus, dans le cadre des études métisses, il est rarement question des femmes et encore moins dans la période contemporaine. Le peu de fois où les Métisses sont mentionnées, elles sont représentées durant l'époque du commerce de la fourrure ou à la fin du XIXe siècle, après les deux resistances métisses qui ont eu lieu en 1870 et en 1885. En outre, les Métis sont souvent dépeints en milieu rural, plus particulièrement dans le Nord, dans des lieux isolés de la société dominante, aux conditions de vie rudes. Généralement, les chercheurs se concentrent sur leurs problèmes d'adaptation dans la société dominante. Nous avons choisi de nous axer sur les femmes métisses dans la vill de Winnipeg, de nos jours, et nous avons abordé le sujet de la difficulté de préserver son identité en milieu urbain. Suite à nos analyses, nous avons remarqué que les Métisses sont discriminées en raison de leur sexe et de leur origine ethnique, par des membres de la société dominante, ainsi que par des Amérindiens et des Métis. A cause de l'absence de définition définitive de "l'ethnonyme métis", de nombreux Métis voient leur identité remises en question, en raison de certains de leurs attributs perçus comme douteux, comme par exemple, la couleur de peau ou la langue maternelle. Ce racisme a des retombées sur la sécurité des métisses, mais aussi sur leur estime d'elles-même et sur leurs comportements. Dans leur communauté, les Métisses subissent ausii des discriminations sexuelles. Des politiciensmétis définissent les rôles des femmes métisses, en établissant une image de la mère autochtone idéale qui respecte et continue les traditions métisses. Par ce discours, ils essaient de tenir à l'écart les femmes de la scène politique. Par ailleurs, dans le cadre de leur rôle de mère, les femmes métisses ont recours à divers moyens pour transmettre leur culture à leurs enfants. Dans cette optique, elles utilisent des procédés classiques comme l'apprentissage d'activités traditionnelles, mais aussi des nouvelles technologies comme les émissions de télévision et les sites internet. Elles sont également aidées dans cette tâche par les initiatives des associations métisses qui organisent des ateliers d'activités métisses<br>This thesis constitutes an exploratory research, which is based on an empirico-inductive approach and a qualitative methodology. It is founded on the analysis of the written sources and of the interview carried out during the two fieldworks realized in Winnipeg, as well as the direct and participant observation accomplished there. It is about the roles and the statuses of contemporary Métis women of Winnipeg in their community and in the dominant society, and it observes the evolution of these roles and stutuses from the fur trade period (1670-1870) until today. It addresses the theme of the manipulation of the traditions and of the image of the "traditional" aboriginal mother to justify the sexual discriminations on the Métis political scene. It presents the obstacles with which the Métis mother are confronted in the identity and cultural transmission in a minority context in an urban setting, but also the recourses used to realise this process. It deals with the discriminations endured by the Métis women from some Eurocanadians, some First Nations and some Métis, and precise the consequences on the security of Métis women, their self-esteem, their identification and their behaviours

Abstract:
The thesis presents a model of how inner city citizens can effectively engage in the political process to achieve their goals. It is based on two case studies, participant observation, and action research with inner city citizen groups in Winnipeg, Manitoba, Canada, between 1978 and 1988. A review of the literature on theories of the state, strategy formation and execution, and methods of collective action, is synthesized into a systemic framework of questions to apply to the case studies. These questions are then employed to guide the case study analysis that draws out conclusions and lessons for citizen action. This is placed in the context of the development of the Canadian State. Then the thesis brings the research experience, literature review and case study analysis together into a model for civic engagement by inner city citizen groups. The model has four key components: assessing opportunities and constraints, framing issues and actors, mobilizing opportunity structures, organizations, policy communities and social networks; and taking collective action. Each is elaborated with action guidelines and caveats on the limitations of this approach.

Cette thèse étudie la population du Manitoba depuis l'arrivée des premiers européens en 1612. La première partie concerne la mise en place du peuplement, qui s'organise autour de l'exploration du territoire et de l'exploitation des ressources, et qui se modifie avec la fondation de la première colonie agricole en 1812. Les changements politiques et le chemin de fer contribuent à l'intensification du peuplement et a son expansion. La deuxième partie concerne l'urbanisation du territoire. Pendant longtemps, le Manitoba est demeure rural ; son économie reposait sur l'agriculture. Avec le rail, une agriculture qui se commercialise, l'industrialisation et la croissance de la population, se développe un réseau de centres urbains, avant tout des centres de services pour les fermiers. Par sa situation privilégiée et son rôle dans l'ouest canadien, Winnipeg devient rapidement la principale ville. Au XIXe siècle, l'économie est largement dominée par les activités primaires. Au XXe siècle, les activités se diversifient et se multiplient; une société moderne, urbaine et industrielle, remplace peu à peu la société traditionnelle, rurale et agricole. La troisième partie analyse ces changements dans les activités économiques. Dans la quatrième partie sont étudiés les déplacements de population. Le Manitoba est une terre d'immigration ; il est aussi une terre d'émigration : le solde migratoire est le plus souvent négatif. Et à l'intérieur de ses frontières, il y a une mobilité importante, principalement vers Winnipeg. La cinquième partie concerne les caractéristiques démographiques : structure par âge et par sexe, fécondité, mortalité et accroissement naturel, qui sont perturbées par les migrations et les déplacements internes. Sharing and inappropriate discarding of syringes and drug use equipment can lead to transmission of bloodborne pathogens and decreased sense of community safety. To reduce these risks, interventions such as syringe drop boxes, are implemented. However, little consideration has been made of the social and spatial networks of the injection drug use (IDU) populations in the placement of these drop boxes. A sample of IDU was obtained through respondent driven sampling in Winnipeg, Canada in 2009. Characteristics of the sample and distribution of these characteristics through the social network were assessed. A spatial network was constructed which focused on the connections between IDU and specific geographic locations. Measures of centrality were calculated using Pajek and the geographic network was mapped using ArcGIS. Analysis of the social network revealed variation among network components in demographic and drug use characteristics. Spatial analysis revealed geographic clustering, quantified through network centrality measures. There was congruence between locations of high degree and current drop box placement in Winnipeg. This research illustrates the benefit of combining IDU social network and spatial data to inform evidence-based municipal policies and programs.

Background: Vulnerable populations in Canada shoulder a disproportionately high burden of disease. Transmission of sexually transmitted infections is behaviourally mediated. Previous research indicates an association between depression and sexual risk-taking. Evidence also suggests that social support is an effect modifier. Methods: Data were collected from a population of injection drug users, between 2003 and 2004 in Winnipeg, using respondent driven sampling. Demographic and social behaviors were analyzed to characterize the population, as well as social networks and ego networks. Logistic regression was used to examine the association between depressive symptoms and sexual risk interactions. Social support was examined as an effect modifier. Results: The majority of the study participants and network members were aged between 35 and 44, and a high percentage identified as Native Canadians. The highest percentage of people reported welfare as their primary source of income, and injecting stimulants, as their most frequently injected drug. Logistic regression models indicated an increase in the odds of individuals engaging in high-risk sexual interactions, if they had also self-reported elevated depressive symptoms. It was not possible to conclude that social support was an effect modifier. Conclusion: This research supports a positive association between elevated depressive symptoms, and higher levels of sexual risk interactions. Further research is needed to understand the role of social support.

What are grassroots “Canadian Muslims” and why not use the descriptor “Muslims in Canada”? This thesis examines the novel concept of locale specific grassroots Canadian Muslim identity of second and 1.5 generation Muslims in the prairie city of Winnipeg, Manitoba. The project focuses on a generation of Muslims that are settled, embedded, and active in a medium sized Canadian metropolis. Locale plays a powerful part in the way people navigate identities, form attachments, find belonging, and negotiate communities and society. In order to explore this unique identity a case study was conducted in Winnipeg. Interviews with 1.5 and second generation Muslims explored the experience of grassroots Canadian Muslim identity. The project does not focus on religious doxy or praxis but rather tries to understand a lived Canadian Muslim identity by exploring discourse and space as well as strategies, social perceptions and expectations. Participant observation, community resources and literature also aid in the understanding of the grassroots Canadian Muslim experience. This study found that the attachments, networks, and experiences in the locale give room for an embedded Canadian Muslim experience and more negotiable identities than most studies on Muslims in Canada describe. These individuals are not foreigners living in Canada. Their worldviews develop out of this particular and embedded grassroots experience. They navigate a new kind of hybrid Canadian Muslim identity that is unique and flexible. This is the Canadian Muslim experience of 2nd and 1.5 generation Winnipeg Muslims.

This chapter features a dialogue between Delice Mugabo, a PhD Candidate in Geography at SUNY and Jenny Heijun Wills, an associate professor of English at University of Winnipeg. In their conversation, Mugabo and Wills reflect on how women of color in graduate school are observed and surveilled by white women scholars in ways that encourage interracial and interdisciplinary kinship formation. Drawing on their experiences living and working as intersectional feminist scholars in Canada, Mugabo and Wills gesture to their respective communities and subjectivities—Mugabo, a Black feminist who studied in Quebec; Wills, an Asian adoptee who works in Manitoba—to make sense of the lack of institutionalized Race Studies in Canada, despite a history of student protests.

AECL operates two nuclear R&amp;D laboratories in Canada, Chalk River Laboratories (CRL) near Ottawa, Ontario, and Whiteshell Laboratories (WL), near Winnipeg, Manitoba. Whiteshell Laboratories have been in operation since about 1965. R&amp;D programs carried out at WL included the WR-1 research reactor, which operated from 1965 to 1985, reactor safety research, small reactor development, materials science, post irradiation examination, chemistry, biophysics and radiation applications. The Canadian Nuclear Fuel Waste Management Program was conducted and continues to operate at WL and also at the nearby Underground Research Laboratory. In the late-1990s, AECL began to consolidate research and development activities at CRL and initiated preparations for decommissioning WL. Preparations for decommissioning included a formal environmental assessment under Canadian environmental assessment legislation, a prerequisite to AECL’s application for a decommissioning licence. In 2002 December, the Canadian Nuclear Safety Commission issued a decommissioning licence for WL, valid until December 31, 2008. The licence authorizes the first planned phase of site decommissioning as well as the continuation of selected research programs. The six-year licence for Whiteshell Laboratories is the first overall decommissioning license issued for a Canadian Nuclear Research and Test Establishment and is the longest licence term ever granted for a nuclear installation of this complexity in Canada. The first phase of decommissioning is now underway and focuses on decontamination and modifications to nuclear facilities, such as the shielded facilities, the main R&amp;D laboratories and the associated service systems, to achieve a safe state of storage-with-surveillance. Later phases have planned waste management improvements for selected wastes already in storage, eventually followed by final decommissioning of facilities and infrastructure and removal of most wastes from the site. This paper provides an overview of the planning, environmental assessment, licensing, and organizational processes for decommissioning and selected descriptions of decommissioning activities currently underway at AECL Whiteshell Laboratories.

Whiteshell Laboratories (WL) is a Nuclear Research and Test Establishment near Winnipeg, Canada, operated by AECL since the early 1960s and now under decommissioning. WL occupies approximately 4400 hectares of land and employed more than 1000 staff up to the late-1990s, when the closure decision was made. Nuclear facilities at WL included a research reactor, hot cell facilities and radiochemical laboratories. Programs carried out at the WL site included high level nuclear fuel waste management research, reactor safety research, nuclear materials research, accelerator technology, biophysics, and industrial radiation applications. In preparation for decommissioning, a comprehensive environmental assessment was successfully completed [1] and the Canadian Nuclear Safety Commission issued a six-year decommissioning licence for WL starting in 2003 — the first decommissioning licence issued for a Nuclear Research and Test Establishment in Canada. This paper describes the progress in this first six-year licence period. A significant development in 2006 was the establishment of the Nuclear Legacy Liabilities Program (NLLP), by the Government of Canada, to safely and cost effectively reduce, and eventually eliminate the nuclear legacy liabilities and associated risks, using sound waste management and environmental principles. The NLLP endorsed an accelerated approach to WL Decommissioning, which meant advancing the full decommissioning of buildings and facilities that had originally been planned to be decontaminated and prepared for storage-with-surveillance. As well the NLLP endorsed the construction of enabling facilities — facilities that employ modern waste handling and storage technology on a scale needed for full decommissioning of the large radiochemical laboratories and other nuclear facilities. The decommissioning work and the design and construction of enabling facilities are fully underway. Several redundant non-nuclear buildings have been removed and redundant nuclear facilities are being decontaminated and prepared for demolition. Along with decommissioning of redundant structures, site utilities are being decommissioned and reconfigured to reduce site operating costs. New waste handling and waste clearance facilities have been commissioned and a large shielded modular above ground storage (SMAGS) structure is in final design in preparation for construction in 2010. The eventual goal is full decommissioning of all facilities and infrastructure and removal of stored wastes from the site.

Abstract:
To bring the economic benefit of trigeneration to small-scale users without incorporating expensive components, an inverted Brayton cycle (IBC) is employed which makes use of the expander section already present in a microturbine. An air accumulator provides pressurized air, which is passed through the expander section of the same microturbine used to charge the accumulator. The air passing through the IBC is cooled due to expansion, simultaneously providing power and cooling flow. As the microturbine is indirectly fired, the flow passing through the engine or IBC can be directly vented into the household; eliminating the need for additional heat exchangers. The size of the cycle studied is on the order of 10 kW(e), suitable for a domestic household, however the system is easily scaled for larger commercial applications. The majority of the components in the system studied are ‘off the shelf’ products. A feasibility study was conducted to ensure the proposed system is economically competitive with systems currently used, such as individual generation provided by an air conditioner, high efficiency natural gas furnace, and grid power. Simulations were run for a full year based on actual external temperature, electrical, and thermal loads for a single family detached dwelling located in Winnipeg, Canada. Performance data was generated using Matlab™ while economic performance was determined with time-based simulations conducted using Simulink™. The system is designed to allow energy islanding by providing for all household energy needs throughout the year, however integration with a power grid is optional. It was found the operating costs for the proposed trigeneration system in an energy islanding mode of operation were marginally higher than individual generation (A/C unit, NG furnace, grid power) during heating modes of operation, and more expensive for cooling modes of operation. The yearly energy cost for the trigeneration system exceeded the individual generation costs by 30 to 40%, however there remains much room for improvement to the trigeneration concept. All economic data was based upon fair market energy prices as found in central Canada.

Tymoshyk, wrote a thorough work, which, in terms of content, is a combination of a monograph, a textbook and a scientific essay. This book can be useful for both students and practicing journalists or anyone interested in the history of the Ukrainian diaspora, Ukrainian journalism and Ukrainian culture. The author dedicated his work to Stepan Yarmus from Winnipeg, Canada – archpriest, journalist, editor, professor. As the epigraph to the book were taken the words of Ivan Bagryany: «Our press, born under the sword of Damocles of repatriation», not only survived and survived to this day, but also showed a brilliant ability to grow and develop. It was shown that beggars that had come to the West without money at heart can and know how to act so organized. It was also an example of how a modern «enbolshevist» and «denationalized» by the occupier man person is capable of a combined mass action».
