Abstract:
David Mayhew’s Divided We Govern significantly challenged the conventional wisdom of the adversarial effect of divided government on government effectiveness in the United States. While the post-Mayhewian literature has been centred on legislative productivity as a measure of gridlock, gridlock is here defined as an ‘inability to change policy’. In this study, the preferences of the legislators, such as the filibuster, override and House median veto players are plotted in Euclidean space. The analysis focuses on the influence of the area of the winset, which is an intersection overlapped by the veto players’ indifference curves. There is a substantial impact of the area of the winset on the change in policy output point, which is measured by the ADA scores and by Poole’s Mean Winning Coordinate. Yet divided government has marginal or no effect on policy swing. The conclusion is that the preferences of veto players, but not party control of the government, have a substantial impact on gridlock in the United States.

Shakespeare liet Hamlet bewust zijn vraag stellen, ik formuleer in de titel van deze column eenzelfde soort vraag en ik roep de lezer op om zelf het antwoord te bedenken. Tegenwoordig zijn in de jaarverslagen en jaarrekeningen van veel ondernemingen zoveel begrippen te vinden waarin de term winst voorkomt, dat men het spoor bijster raakt. Het is daarbij ook nog populair om het in het Engels te zeggen. Naast nettowinst, bedrijfswinst en operationele winst ziet men dan net earnings, earnings before interest, earnings before interest and taxes, earnings before interest, taxes and amortization en ga maar door. Alsof het al niet warrig genoeg is, komt daar de laatste jaren de discussie bij over fair value accounting. Hierbij worden activa en passiva gewaardeerd op marktwaarde en is een verschil in marktwaarden tussen begin- en eindbalans de winst. Is de marktwaarde niet objectief meetbaar aan de hand van marktnoteringen, dan zal deze moeten worden bepaald door het berekenen van de contante waarde van de geschatte netto-inkomensstroom dat het actief of passief oplevert. Sommige deskundigen spreken hier alle lof over uit, want dit is toch wel het summum van een economisch winstbegrip. Het lijkt of alle waarden uit onze bedrijfseconomie overboord zijn gezet.

In de financiële pers wordt tegenwoordig vaak gesproken over de ‘kwaliteit van de winst’. Het begrip kwaliteit van de winst1 betreft niet zo zeer de bedrijfseconomische juistheid van de winstbepaling, maar heeft betrekking op de herkomst en stabiliteit van de winst. De kwaliteit van de winst heet hoog te zijn indien de winst afkomstig is uit de primaire activiteiten van de onderneming, goed voorspelbaar is, en in liquide vorm is gerealiseerd. Deze drie elementen lopen niet altijd parallel, waardoor het niet mogelijk is om de kwaliteit van de winst op een eenduidige manier te meten of te presenteren. De bestaande verslaggevingrichtlijnen geven verspreid over diverse onderdelen van de jaarrekening wel handvatten die bijdragen aan het inzicht in de kwaliteit. In de G4+1 Position Paper inzake het presenteren van de performance wordt met name het identi-ficeren van de opbrengsten van de primaire activiteiten benadrukt. Al eerder zijn er in de praktijk methodieken ontwikkeld om de winst te schonen voor incidentele en ‘niet-operationele’ elementen in de winst. Een daarvan is het kengetal EBITDA. Dit cijfer is een benadering van de operationele resultaten die cashzijn ontvangen. Het belang van dergelijke aanvullende informatie wordt meer en meer door ondernemingen erkend. Dit blijkt uit het vrijwillig opnemen van dergelijke gegevens.

Abstract We present the state-of-the-art single-zone nuclear reaction network WinNet, which is capable of calculating the nucleosynthetic yields of a large variety of astrophysical environments and conditions. This ranges from the calculation of the primordial nucleosynthesis, where only a few nuclei are considered, to the ejecta of neutron star mergers with several thousands of involved nuclei. Here we describe the underlying physics and implementation details of the reaction network. We additionally present the numerical implementation of two different integration methods, the implicit Euler method and Gears method, along with their advantages and disadvantages. We furthermore describe basic example cases of thermodynamic conditions that we provide together with the network and demonstrate the reliability of the code by using simple test cases. With this publication, WinNet will be publicly available and open source at GitHub and Zenodo.

WiFi human sensing has become increasingly attractive in enabling emerging human-computer interaction applications. The corresponding technique has gradually evolved from the classification of multiple activity types to more fine-grained tracking of 3D human poses. However, existing WiFi-based 3D human pose tracking is limited to a set of predefined activities. In this work, we present Winect, a 3D human pose tracking system for free-form activity using commodity WiFi devices. Our system tracks free-form activity by estimating a 3D skeleton pose that consists of a set of joints of the human body. In particular, we combine signal separation and joint movement modeling to achieve free-form activity tracking. Our system first identifies the moving limbs by leveraging the two-dimensional angle of arrival of the signals reflected off the human body and separates the entangled signals for each limb. Then, it tracks each limb and constructs a 3D skeleton of the body by modeling the inherent relationship between the movements of the limb and the corresponding joints. Our evaluation results show that Winect is environment-independent and achieves centimeter-level accuracy for free-form activity tracking under various challenging environments including the none-line-of-sight (NLoS) scenarios.
