Advances in medical technology have altered the need for certain types of surgery to be performed in traditional inpatient hospital settings. Less invasive surgical procedures allow a growing number of medical treatments to take place on an outpatient basis. Hospitals face growing competition from ambulatory surgery centers (ASCs). This chapter examines the rise of the welfare state in the United States following the Great Depression. It begins with a historical background on the welfare state, tracing its origins to Germany under Count Otto von Bismarck and discussing Britain's social welfare legislation that was passed in 1911. It then considers the views of Arthur C. Pigou, who published his basic work on economics, The Economics of Welfare, in 1920, and a host of factors that sparked the movement toward the welfare state. In particular, it looks at the role of the institutionalists, led by John R. Commons, and the University of Wisconsin as the source of both the ideas and the practical initiative basic to the welfare legislation. Finally, it describes the Social Security Act of 1935 and the business reaction to it.

Through the lenses of Critical GIS and political economy, this paper examines the history of the Wisconsin Land Information Program (WLIP), which was created in 1989 and provides an early US example of the adoption of GIS at the local government level. Using a mixed methods approach and a case study design, the authors focus on the cooperation and conflicts among various actors and networks, at and between scales, during times of plentiful and lean resources. Catalyzed by the 1978 Larsen Report, the WLIP was unique in its inclusiveness of everyone involved in land records management. University academics brought together all the stakeholders to create a thematic and territorial network with political power and a unique funding mechanism. As land use planning and state budget deficits became prominent, the program became a target, leading to conflict and power struggles, particularly with the state Department of Administration (DOA). What began as an egalitarian, grass-roots, socially just, forward-thinking program has shape-shifted, and while the WLIP is still a viable and functioning program, its egalitarian goals have been subverted by economics.

Interface design refers to the overall look and feel of an e-learning program by the end user (Hall, as cited in Khan, 2005). Initially designed for corporate use, the World Wide Web as it is now known surfaced in the early 1990s. Individual use grew rapidly in the 1990’s, with “online users doubling or tripling every year” (When Guide, n.d.). Online degree granting educational programs slowly developed. An early fully online RN (Registered Nurse) to BSN (Bachelor of Science in Nursing) program was the Collaborative Nursing Program (CNP) in Wisconsin. The CNP, now called the “BSN@Home” program, started in 1995, to serve associate degree and diploma prepared nurses throughout the state of Wisconsin desiring a baccalaureate degree in nursing. This statewide program continues to be delivered collaboratively by five University of Wisconsin (UW) nursing programs (UW-Eau Claire, UW-Green Bay, UW-Madison, UW-Milwaukee, and UW-Oshkosh). A critical look at interface design in this program was undertaken with methods and outcomes detailed below.
