Abstract:
Anthropology is a dynamic discipline that has a cut-out task to provide solutions to the challenges faced by the world societies. While contribution of Anthropology is recognized in most parts of the world, India, particularly after the mid-1980s, has shown its reluctance to respond to various problems and, subsequently, ignored by planners, policymakers, administrators, and even other sister disciplines. Anthropologists have the vast knowledge of human societies, methodology, experience, and communicative skills to provide solutions to those problems. Therefore, there is an urgent need to revive the zeal of anthropologists to respond to all sorts of problems being faced by India and take the lead in providing solutions to those problems. Otherwise, anthropology may be marginalized further, and it may be suicidal for the discipline as also for its practitioners.

Daily, Ruby Ray. "The Victorian Governess as Spectacle of Pain: A Cultural History of the British Governess as Withered Invalid, Bloody Victim and Sadistic Birching Madam, From 1840 to 1920." ScholarWorks @ UVM, 2014. http://scholarworks.uvm.edu/graddis/291.

Full text
Abstract:
This thesis examines the celebrity of governesses in British culture during the nineteenth and early twentieth century. Victorian governess-mania was as pervasive as it was inexplicable, governesses comprising only a tiny fraction of the population and having little or no ostensible effect on the social, political, or economic landscape. Nevertheless, governesses were omnipresent in Victorian media, from novels and etiquette manuals to paintings, cartoons and pornography. Historians and literary critics have long conjectured about the root cause of popular fixation on the governess, and many have theorized that their cultural resonance owed to the host of contradictions and social conundrums they embodied, from being a `lady' who worked, to being comparable to that bugbear of Victorian society, the prostitute. However, while previous scholarship has maintained that governess-mania was produced by their peculiarity as social or economic actors, I intend to demonstrate that this nonconformity was extrapolated in visual and literary depictions to signify a more prurient deviance, specifically a fixation on human suffering. This analysis reveals that whether depicted in mainstream press or in nefarious erotica, popular interest in governesses was contoured by a fixation on their perceived relationship to corporal violence. Over the course of the nineteenth century governesses were increasingly portrayed as the victims of a huge range of internal and external threats, such as disease, sterility, assault, murder, rape, and even urban accidents like train crashes or gas leaks. Cast as flagellant birching madams in pornographic fantasy, governesses were also construed as deriving erotic authority through the infliction of pain on others. From imagining the governess as a pitiful victim of brutality or conversely eroticizing her as the stewardess of sadomasochism, all of these constructs rely on the dynamics of violation, on bodies that experience misfortune and bodies that mete that it out. Utilizing a wide array of sources and methodological approaches, I will demonstrate that the Victorian governess was not only popularly correlated with social or sexual irregularity, but that these themes were ultimately circumscribed by a larger preoccupation with the governess as an icon of violence and pain.

Abstract:
For almost a century, Virginia Woolf has enchanted readers all over the world with her novel about the gender fluid and time travelling character Orlando. British director Sally Potter adapted Orlando into film in 1992, and her adaptation has since gained immense fame and a continuous presence in world cinema. Potter's Orlando has been the object of a great deal of scholarly interest. However, previous research has predominantly focused on questions of gender and sexuality. Considerably underdiscussed is the film's fascinating conception of time and space. This thesis therefore sets out to analyze Sally Potter's Orlando in order to demonstrate how time and space is shaped in the film.  Theories developed by George Bluestone and André Bazin form the theoretical framework of this thesis. Through a close reading of the film, this thesis demonstrates that Potter establishes an unconventional temporality and spatiality through constructing a nonlinear, often contradictory temporality conveyed through contrasts between the organic and the fantastic, the real and the fictitious. Furthermore, the analysis finds that spatiality in Potter's Orlando is presented as multidimensional, allowing certain characters the possibility to inhabit a "fluid spatiality". Through presenting the past and the present as fused, Potter's Orlando can be understood through the optics of Bluestone's concept of "the flux of time" and Henri Bergsons la durée réelle. Simultaneously, breaks in the narrative presented through intertitles can be read as representing Bergsons idea of l'étendu, while also establishing a tangible spatiality.

Full text
Abstract:
Abstract The concept of time-varying metal cutting chatter is developed in this paper and the AR and SETAR models based on the segmented time series are introduced to describe the time-variability, which is applied in analyzing the chatter in a type Mx-4 lathe. The emphasis of this work is placed on four aspects: the AR spectrum, the chatter modal damping ratio, the eigenvalues of a time-varying system and the limit cycle for a steady chatter. It is pointed out that, for time-varying chatter, its time interval is quite short compared with ordinary chatter and it will wither away owing to the time-varying parameters of the system. It is also shown that the machine cutting system under steady chatter is still stable and its damping is not equal to zero. The results can well explain the special phenomenon of chatter in Mx-4 lathe and is helpful to the study of time-varying metal cutting chatter.

Full text
Abstract:
Although it has been available for a number of years, Tc-99m RBC venography has never been evaluated in an epidemiological study. We have compared Tc-99m RBC venography to impedance plethysmography (IPG) in 113 consecutive eligible patients with clinically suspected first episode of deep vein thrombosis (DVT). IPG was performed at initial presentation (day 0) and RBC venography within the next 72 hours.RBC venography was performed by labelling in vitro 5ml of patients' red blood cell with 20 millicuries of Tc-99m. Patients with an initially abnormal IPG underwent contrast venography to rule out a falsely positive test result. Patients with an initially normal IPG had the test repeated at day 1, 3, 5 to 7 and 10 to 14. Anticoagulant treatment was witheld in all patients who remained normal by serial IPG testing. All patients underwent a 3 month follow-up period. RBC venography was considered abnormal if there was a 50% or greater decrease in isotope concentration in a deep vein compared to the same vein in the other leg. The sensitivity of RBC venography was 79% with 95% confidence limits (C. L.) from 59% to 92%. Specificity was 61% (95% C. L. from 51% to 71%). Positive and negative predictive values were 37% (95% C. L. from 25% to 51%) and 91% (95% C. L. from 81% to 96%) respectively. None of the patients who remained normal by serial IPG testing died from or had objectively documented venous thromboembolism during the follow-up period. We conclude that : 1)RBC venography is non-specific and, 2) a decision to treat should not be made on the basis of the results of this test alone in view of its low positive predictive value.

Full text
Abstract:
Since emerging in eastern Libya in 2014, ISIS laid claim to wilayat within Libya’s three regional provinces—Tripolitania, Barqa, and Fezzan—moving fast to establish a quasi-state in the coastal city of Sirte and amassing just a few thousand fighters at its peak strength. Yet, just as ISIS core’s territorial hold in Syria and Iraq withered, its strength in Libya also soon diminished. Sustained domestic and international counterterrorism efforts have severely depleted ISIS in Libya’s (ISIS-L) numbers, operational capacity, and opportunity for safe haven. However, while weakened, ISIS-L’s survivability is driven by a far more complex range of factors than just Libya’s domestic unrest. The apex of ISIS-L’s power from 2014 to 2016 may have been brief, and its current threat low, but the group’s damage to Libya lingers, and the potential for its continued periodic revival should not be understated. For those seeking to counter and address ISIS-L’s continued presence in Libya, understanding the factors that simultaneously facilitate and hamper the group’s operations and growth is paramount to crafting appropriate interventions.

Devereux, Stephen. Policy Pollination: A Brief History of Social Protection’s Brief History in Africa. Institute of Development Studies (IDS), December 2020. http://dx.doi.org/10.19088/ids.2020.004.

Full text
Abstract:
The relatively recent emergence and sustained rise of social protection as a policy agenda in Africa can be understood as either a nationally owned or ‘donor-driven’ process. While elements of both can be seen in different countries at different times, this paper focuses on the pivotal role of transnational actors, specifically international development agencies, as ‘policy pollinators’ for social protection. These agencies deployed a range of tactics to induce African governments to implement cash transfer programmes and establish social protection systems, including: (1) building the empirical evidence base that cash transfers have positive impacts, for advocacy purposes; (2) financing social protection programmes until governments take over this responsibility; (3) strengthening state capacity to deliver social protection, through technical assistance and training workshops; (4) commissioning and co-authoring national social protection policies; (5) encouraging the domestication of international social protection law into national legislation. Despite these pressures and inducements, some governments have resisted or implemented social protection only partially and reluctantly, either because they are not convinced or because their political interests are not best served by allocating scarce resources to cash transfer programmes. This raises questions about the extent to which the agendas of development agencies are aligned or in conflict with national priorities, and whether social protection programmes and systems would flourish or wither if international support was withdrawn.
