Abstract:
Actors turn to negotiating or spoiling as a means of contesting not only what a proposed peace settlement entails but also who has the power to decide the terms. Conflicts are more likely to witness negotiating and spoiling for purposes of internal contestation to the degree that one or both of the warring parties lack an institutionalized system of legitimate representation. Whether internal contestation leads a group to act as a peace maker or as a peace breaker is conditioned by its position in the internal balance of power. Two eras in the Palestinian national movement—the Palestine Liberation Organization's bid to join the Geneva peace conference in 1973–74 and its engagement in the Oslo peace process from 1993 to 2000—illustrate these propositions. Leaders of national movements and rebel groups, no less than leaders of states, are systematically influenced by domestic politics. As such, sponsors of peace processes should expect spoiler problems unless a movement heals rifts within its ranks.

Abstract The integration of human rights in United Nations peace operations has witnessed remarkable progress during the past fifteen years. This article analyzes the evolution of human rights integration in the peace and security architecture in relation to peace operations, focusing on the achievements and shortcomings of Headquarters-led policies and reforms of the last decade, as well as the impact of recent Security Council dynamics. The article reviews the significant realizations on both the substantive and structural fronts and argues that ownership of the human rights agenda and policies, as well as accountability and leadership for their implementation, warrants a greater commitment of the organization. Such commitment should translate into institutionalizing Headquarters’ cooperation mechanisms, creating further space for human rights in decision-making, allocating adequate resources, and strengthening accountability for risk-mitigation policies, inter alia. A stronger political will is equally required to better articulate human rights issues in relation to conflict analysis, prevention and peacebuilding, in support of political objectives of peace operations.

Abstract:
Within present-day globalization processes, we witness internationalization of the state law order while constitutionalization of the international relations and international law gains more importance. The paper discusses the process of international law constitutionalization as an embodiment of general human values in the state law in accordance with the views of Academician T.Ya. Khabrieva. The author demonstrates that the international law constitutionalization must have the sources of state law as its basis and must take into account the world political and legal experience as well as the doctrinal items of the national legal studies. Kant’s «eternal peace» idealistic as it might seem, however devoid of illusions, may and must serve the basis for «the dialogue among civilizations» and the leading principle of the global world existence, stabilization of the foundations of world order declared by the League of Nations and the United Nations Organization. Immanuel Kant’s ideas that are stated in his writings stipulate the idea of peace. These ideas were in fact the basis of the most relevant international political and legal documents including those in human rights. The ideas are topical nowadays and are of interest in present-day theory and practice of international law and international relations. The author emphasizes the practical value of Kant’s categorical imperative for the law.

Although long-armed conflicts between the Colombian government and the FARC organization have witnessed the occasional peace talks, it could evolve in peace after 2012. The peace process, which was announced to the public in 2016 with an official agreement, was a process consisting of many strategic steps, thus making it mandatory to regulate many areas. One of these areas is the symbolic area. In this study, which discusses the argument that the symbolic space must be regulated and renewed in peace processes, it is discussed how the peace of Colombia is read through symbolism and how the conflictual sides transform and reframe the symbolic space. As a result, it has been observed that the efforts of the parties (in this peace process) in transforming the symbolic area have a very important place for the lasting peace, so the symbols are not only superficial units put into the secondary plan, but on the contrary, they have been used actively and effectively from the beginning of the process.

<p>In Article 2 (4) of the UN Charter has agreed that members of the United Nations must not intervene in internal affairs of another country, and sovereignty and territorial integrity of countries must be respected. Now in Syria, ISIL terrorist group is committed crimes against Shiites with the involvement of Western and Arabic countries, most of which are permanent members of the Security Council. Crimes that deprive peace, security and the right to life, causing disruption to international and regional peace and security must be prosecuted not to witness the occurrence of such crimes. Killings committed by terrorist groups against Shiites in Syria are genocide under Article 6 of the Statute of the International Criminal Court and lack of attention to crimes committed by terrorist groups in international institutions such as the International Criminal Court continues to bring chaos for the international community and are the unpleasant results resulting from weakness of courts and international organizations including the UN Security Council.</p>

AbstractThe complex issues of the twenty-first century cannot be addressed by disparate actors in the global arena. This has become even more apparent in 2020, as we celebrate the seventy-fifth anniversary of the UN and have witnessed the outbreak of the global COVID-19 pandemic. The pandemic has put the UN system to the test, demonstrating weaknesses in regard to peace and security, sustainable socioeconomic development, and human rights, the three core mission areas of the organization. The underlying tensions between the ideals of liberalism associated with the UN's human rights and socioeconomic-development agendas and the institution of sovereignty, under nationalist strongman leaders throughout the world, stood in the way of an effective response. This is especially true as powerful states are able to thwart collective action in favor of their own perceived national interests. While the UN and its affiliated agencies, such as the World Health Organization, are still able to foster cooperation, their success is limited by the organization's inability to establish some form of authority and command.

Misuse of digital platforms for the dissemination of fake news and disinformation online is becoming an increasingly serious problem both for individual states and multilateral organizations. Alternative facts presented under the veil of awakening critical thinking, or false and purported information placed in the social media environment by state and non-state actors for their own purposes, have been disturbing the credibility of traditional fact-checking media outlets to present actual information to the public. Grasping the notion of parrhesia as part of the democratic free expression in a liberal society via social networks is now seriously questioning the common objective standards of truth. Deliberate interference with fake news and disinformation in contemporary democracies, especially during election campaigns, the use of anti-NATO narrative, particularly in countries with former communist regimes, and recent promotion of a false sense of security or insecurity about the Covid-19 pandemic, became an issue of major concern for the entire Alliance and its field work. Although in essence being a military organization with the aim to secure peace and stability in its wider area and promote its values globally, what the NATO has witnessed in the last decade is that peace and security in the traditional sense cannot be taken for granted. The emergence of modern non-military tactics by adversaries to destabilize member and partner countries require specific methods and approaches for deterrence and defense. This paper will analyze how these alternative facts affect both state and overall Alliance stability, possible implications on the diminishing public trust in state institutions, and actions needed to mitigate their effects.

The Organization of Islamic Cooperation (OIC) came into existence at the end of the 20th century during the Cold War, a period that also witnessed concerns among many Western intellectuals about the decline of the West. By the end of the century and the collapse of the former Soviet Union, the “clash of civilizations” thesis had placed Islamic civilisation at the center of international politics, once again raising questions about world peace and co-existence between civilisations. Could Islamic civilisation as represented by the OIC play a role at this juncture of history? Does it possess the capacity and know-how to meet this challenge? Such questions relate also to ideas of worldview: the Renaissance worldview of the West may be seen to have been tainted by Darwinism and Freudianism while the Islamic worldview appears corrupted by extremism. Can the OIC revive the universal Islamic values such as those upheld by Muhammad Iqbal-the 20th century student of Rumi? Can it do so in the context of tumultuous intra-Muslim relations? These questions frame our discussion in this paper.

Globalization is a broad-spectrum concept in its content and scope. It is not a fashionable word only. There are many causes of globalization. Human desire for cognition and transformation of living conditions can be considered as the main causes. Globalization has its economic causes; it enables higher forms of linking the material and non-material values together. The influence of science and technology is also the cause of the evolution of globalization. Globalization also has communication, human and technical dimensions. Last but not least, globalization requires and enables social and ethical approaches as a decisive condition of social existence and human life. History shows that adequate attention is not paid to people. The two world wars in the last century and the wars waged in this century bear witness to that, often thanks to the so-called advanced societies. The important international organizations such as the UNO, the EU and NATO have been established to foster cooperation and peace relations between states and continents to build a responsible global society In recent years, there has been an effort to create socially responsible companies. The whole society as for the world, continents, countries, regions, municipalities, companies and families must be socially responsible. Management belongs to human consciousness and being. Skilful management is science and art; it is a basic condition for the survival of civilization. Science and technology, and its implications, have advantages and also considerable risks. They have a share in the safety or danger of a society. Our society is increasingly determined by environmental factors such as health, air, water, soil, food, raw materials, energy and transport.

In February 2014, Bosnia-Herzegovina witnessed its largest and most dramatic wave of civic protests since the end of the 1992–1995 war and the signing of Dayton Peace Accords. Confrontations with the police and the destruction of dozens of government buildings subsequently gave way to the formation of plenums – town hall assemblies – where protesters collectively articulated their grievances against the country's corrupt and deeply unpopular political authorities. The plenums emphasized Bosnia's pressing problems of widespread unemployment, rising poverty and corruption, and in so doing sidelined the ossified nationalist rhetoric and identity politics. This article analyzes the main representations of protests, and the sociopolitical and economic pressures that helped usher in this massive public uprising. We demonstrate how protesters sought to break out of the impasses of post-Dayton ethnic politics by actively recuperating and representing alternative visions of participatory politics and popular sovereignty associated with socialist-era imaginaries and embodied in the plenum. We argue that these efforts signal the emergence of a new kind of prefigurative politics that provide alternative practices of political organization, decision-making, and sociability in Bosnia and beyond.

This work furthers the study of "Non-Governmental Organizations" (NGOs). It examines alternative Third World development strategies employed by them and the internal and external variables that may influence the formation or implementation of NGO strategies. A history of the growth and differentiation of NGOs follows an outline of the major channels for development assistance.
The Canadian Catholic Organization for Development and Peace (CCODP), a major Religious NGO (RNGO), serves as the focus of this study. Four five-year stages are studied to determine how factors such as government, church, Third World recipients, and staff influenced the evolution of CCODP's development strategy. Case studies from Senegal, India, and Brazil show that CCODP has yet to be able to fully employ its development strategy. The principal hypothesis is that Church teachings and initiatives were more influential than other variables in determining CCODP's development strategy. This proposition was confirmed by this study.

Abstract:
This study engaged in pushing the current political limitations created by the political impasse of the Palestinian-Israeli conflict, by imagining new possibilities for radical political change, agency, and subjectivity for both the international activists volunteering with the International Solidarity Movement as well as Palestinians enduring the brutality of life under occupation. The role of the witness and testimony is brought to bear on activism and rhetoric the social movement ISM in Palestine. Approaches the past studies of the rhetoric of social movements arguing that rhetorical studies often disassociated 'social' from social movements, rendering invisible questions of the social and subjectivity from their frames for evaluation. Using the testimonies of these witnesses, Palestinians and activists, as the rhetorical production of the social movement, this study provides an effort to put the social body back into rhetorical studies of social movements. The relationships of subjectivity and desubjectification, as well as, possession of subjects by agency and the role of the witness with each of these is discussed in terms of Palestinian and activist potential for subjectification and desubjectifiation.

AbstractThe OSCE Special Monitoring Mission (SMM) to Eastern Ukraine (Donbas) offers an interesting case study of what international organizations do during a war. The current conflict is tricky and multilayered. The SMM is the only international observing mission deployed permanently in this war zone, but thus far has received little academic scrutiny. Daily reports are published online so that anyone can be part of the observation process and a witness to what is going on in Donbas. But does the mission contribute to a “revival” of the OSCE? Is it an adequate, accurate, and objective monitoring tool? Is it helping to improve the situation in the field and to make life easier for the population? Finally, should the SMM to Ukraine be modified, replaced by another type of mission, or assisted in some way? In answering these questions, the chapter also considers the future of such missions in the context of the current crisis in Nagorno-Karabakh.

Abstract:
The history concept of Y. Radichkov and the I. Druță finds both similar accents and differences. The “implicit” trend, with diachronic research, is more typical of Radichkov who turns himself into the witness and guardian of history of earth in itself, that which has kept relics of the past and tells us about war and peace, the Roman period and Ottoman rule, about nomads and sedentary tribes, about heathen, Muslims and Christians. Druță is more explicit, more traditional, does not “extract” the past directly from the earth, but relies on folk legends, even the artistic reproduction of events from the history of Moldova. At the same time, for both writers the past is the counterpoint in which the phenomena, processes and problems of the present are reflected, resonate and become clearer.

ABSTRACT The Islamic Resistance Movement (AKA: Hamas) has taken control over Gaza Strip, Palestine, in 2007. Since then, the organization was in a continues hit-run conflict against the Israeli Defence Forces (IDF). The conflict is very resistant to any sort of resolution, and Hamas and Israel engage frequently in what it seems an endless cycle of resentment and violence. Despite numerous mediations by global and regional powers, this conflict appears to be further away than ever. This particular conflict can’t be addressed according to the common negotiation theories that based on rationality and hard politics, which seems not that functional. Instead, a model based on the game theory approach is presented in this study to explain this phenomenon. In this work, some facts about Israel - Hamas regional concerns are explained. Moreover, the study analyses the reasons behind Hamas enforcing calm in Gaza, even though Hamas considers Israel as its arch enemy. The presented model shows that whenever Israel and Hamas reach an agreement, both sides can collaborate in maintaining a state of calm. Moreover, results show that the proposed model is applicable to analyse a conflict in terms of actions, duration and terms of settlement. ABSTRACT In 2007, the United Nations - African Union Hybrid Operation in Darfur (UNAMID) was established as the first joint peacekeeping operation (PKO) of the United Nations (UN), with the African Union (AU) in Darfur, Sudan, which became known as the first hybrid PKO, bringing together two of the largest international organizations and taking over AMIS (African Union Mission in Sudan). In this paper, we want to understand the purpose of this bilateral relationship, since this hybrid operation opened a window of opportunity for future operations to adopt this typology. Firstly, the responsibility of managing certain conflicts is distributed among other regional organizations, giving them more autonomy and responsibility. Secondly, the “burden” – human and financial – of the UN is somehow eased. To this end, we will gather and process the data relating to the strengths and weaknesses of this PKO typology, with the help of a SWOT analysis, to find clues and bring evidence to light that demonstrate the possibility of this model being replicated in future situations, while respecting the due differences inherent to each mission and each country and region. We concluded that the hybridization of more PKOs could be a reality, albeit dependent on a greater investment by regional organizations in adapting to UN procedures, namely through diverse types of training. In addition, it will always be necessary a prior and careful analysis regarding the implementation of a PKO of this typology, with a concrete and clear definition of the roles of each organization. ABSTRACT Since ancient times, the sport has been a symbol of peace, unity, and strength of the human spirit and physical endurance. Sport is an essential component of the life of modern societies. Major sporting events attract the interest of many people from all over the world. This report analyses the main risks and threats related to the organization and conduct of sporting events. The sports incidents are of different natures and could be caused by different factors - bloody terrorist attacks against sportsmen and the public, violence caused by hooligans, or casualties caused by construction demolition or similar incidents. How one prepares, responds, and recovers to mitigate the consequences of emergencies at sports events is a matter of how one prepares, responds, and recovers. Sport managers need to be aware of risk assessment methodologies to detect threats, identify vulnerabilities, and reduce consequences. Information gathered through this process is extremely valuable for enhancing security measures.

This paper presents the regional economic relations between Turkey and Black See Economic Cooperation Organization (BSEC). The Heads of State and Government of eleven countries: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey and Ukraine signed the Summit Declaration and the Bosphorus Statement giving birth to the Black Sea Economic Cooperation on 25 June 1992, in Istanbul. On 5 June 1998, the Heads of State or Government signed the BSEC Charter, came into force on 1 May 1999 BSEC has evolved into an international regional organization for economic cooperation. The organization has 12 members since Serbia joining the organization in 2004. It came into existence as a unique and promising model of multilateral political and economic initiative aimed at fostering interaction and harmony among the Member States, as well as to ensure peace, stability and prosperity encouraging friendly and good-neighbourly relations in the Black Sea region. Countries bordering the Black Sea, Balkan and Caucasus formed the BSEC countries cover an area of approximately 20 million square kilometer and represent more than 350 million people. The region with the foreign trade volume of U.S. $ 300 billion per year draws attention to the rich natural resources; and is the main European energy and transport corridor transfer. The Black Sea region is a contested neighbourhood and the subject of intense debates and conflicts in the globe. Also, this reflects the changing dynamics of the Black Sea region, its complex realities, the interests of outsiders and the region’s relations with the rest of the globe. Moreover, its strategic position, linking north to south and east to west, as well as its oil, gas, transport and trade routes are all important reasons for its increasing relevance. Turkey's foreign trade volume with BSEC member countries is steadily increasing as per the findings over the period of 1996-2012.

The World Tourism Organization (UNWTO) was founded in 1924 under the United Nations and it has been continuing its activities in Madrid, Spain since 1970. The World Tourism Organization (UNWTO) takes all necessary measures with tourism in order to achieve its goals. The UNWTO pays strict attention to the interests of developing countries in the field of tourism. For this reason, the UNWTO has a close relationship in the tourism field with the United Nations’ authorities and specialized institutions. It deals with the tourism problems of all countries and supports their contributions to tourism by international agreements. On the other hand, the UNWTO is cooperating with the United Nations Development Program and tries to contribute to the activities of this program. All countries are expected to be a member of the UNWTO and adopt its principles, because tourism will make it possible for them to increase National Income and Development. Macedonia hasn’t applied to be a member of this organization yet, but it is important to start the attempts immediately.

The Muslim Youth Movement of Malaysia (ABIM) is an Islamic organisation legally established in 1972. From 1971 until now, ABIM is very concern to international issues, especially the Israeli-Palestinian issue. This article discusses the influence and impact of ABIM in fighting for the liberation of Palestine (1971-2020). ABIM has always called on those responsible for Palestinian independence and the freedom of its people from the grip of Israel. Although various peace negotiations have been held between Israel and Palestine internationally, concrete solutions have not been reached. The objective to be achieved is to analyze ABIM’s involvement in resolving the Israeli-Palestinian conflict. The methodology used is primary source research in the National Archives of Malaysia and the ABIM Archive. Apart from that, an interview with the President of ABIM, Mr. Muhammad Faisal Abdul Aziz was also held. The results of the study found that ABIM is consistent and active in fighting for this issue. This proves that the voice of NGOs can influence and impact decisions at the national and international levels such as the United Nations (UN). The volume of voice that is always displayed by ABIM is able to give awareness to the leaders and the people of Malaysia that this issue is not just a religious issue but this issue is a universal issue involving humanitarian values. ABIM has held press conferences, sent memorandum, held demonstrations, peaceful rallies, boycotts of American-Israeli goods and set up a Palestinian Aid Fund to raise the issue. ABIM's official paper, 'Risalah' also played a role in disseminating current Palestinian issues by publishing articles from original sources on the Palestinian Liberation Organization (PLO) and developments in Palestine, especially in the 1970s. This is because resources at the time were very limited and Western media published biased and untrue news.

The World Health Organization (WHO) states on its website, the one dedicated to the regional office of the Middle East, that there are more than 1000 million disabled people across the globe, which represents approximately 15% of the entire world population i.e. nearly 1 in every 7 people is disabled. It also indicates that the number of the people who suffer from a handicap is on a continuous rise, mainly because of the aging population as well as the exacerbation of chronic illnesses. Moreover, the same organization informs that although this matter is of an extreme seriousness, there is in fact a severe lack of awareness and an unavailability of the necessary scientific information related to this topic. As a matter of fact, there is only a small number of documents that display collections of studies about the policies and responses that the countries have put in place in order to meet the needs of people with disabilities. The data related to disabilities and disabled people points out to an evident lack of concern, on a global scale, when it comes to this particular group that happens to include millions of people all throughout the world. However, and despite the efforts and resources dedicated to accommodate and rehabilitate handicapped people, we still, unfortunately, have a long way to go before we can reach this desired goal. So, does it mean that all these efforts were in vain? In this communication, we will attempt to answer this question through a presentation of the historical evolution of opinions about the meaning of disability and special needs in light of the recent scientific advancements and its impact on the social perception, by shedding the light on the symbolism of the phenomenon of abuse and bullying targeting individuals with special needs. This historical examination shows a clear quantum leap when it comes to the treatment and attitude towards people with special needs, a leap that coincides with the advancement that the scientific research and the pathological classification in the psychology have witnessed in the beginning of the twentieth century. Following these classifications, a number of legal renewals took place, which provided disabled people with several rights that guarantee their protection. Therefore, we can determine that there is indeed a tangible change, albeit the fact that there is definitely and undoubtedly more room for improvement in this regard. Consequently, the denunciations we witness today regarding the abuse and mistreatment of people with disabilities is in fact a product of the collective awareness and the public acknowledgment of the radical shift regarding the conceptual and practical notion of disability. Which in turn, predicts a better and a more prosperous future for a group of people who are in dire need of change.

In the year 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security stressed the importance of the full and equal participation of women in all efforts towards the maintenance and promotion of peace and security, including UN peace operations. Following the resolution, organizations and member states involved in multilateral peace operations affirmed their commitment to increase women’s participation in these activities. More than 20 years after the adoption of the resolution, some progress has been achieved in enhancing women’s representation in multilateral peace operations, but much remains to be done. This booklet provides data on aggregate personnel trends, annual snapshots of data on women’s representation in leadership, and annual averages of women personnel in peace operations and in member state contributions. It looks at UN peace operations, European Union Common Security and Defence Policy (CSDP) missions and operations, and Organization for Security and Co-operation in Europe (OSCE) field operations. The objective is to support the efforts of multilateral organizations and their member states to increase the representation of women in multilateral peace operations. The statistics presented in the booklet aim to inform and foster the debate on the future of the women and peace and security agenda within the context of multilateral peace operations. They illustrate to what extent the organizations deploying multilateral peace operations and their member states are making progress towards increasing women’s representation in multilateral peace operations. This overview also enhances the transparency of multilateral peace operations and provides insights into recent trends and developments.
