Full textThe Canadian Catholic Organization for Development and Peace (CCODP), a major Religious NGO (RNGO), serves as the focus of this study. Four five-year stages are studied to determine how factors such as government, church, Third World recipients, and staff influenced the evolution of CCODP's development strategy. Case studies from Senegal, India, and Brazil show that CCODP has yet to be able to fully employ its development strategy. The principal hypothesis is that Church teachings and initiatives were more influential than other variables in determining CCODP's development strategy. This proposition was confirmed by this study.

Full textIn the United States, approximately 400,000 children reside in foster care, and most have been exposed to caregiver abuse, neglect, or abandonment. A majority of foster children suffer the effects of damaging circumstances including poverty, violence, inferior health care, and substandard housing. Consequently, young foster youth frequently struggle to accomplish developmental tasks such as establishing secure attachment relationships, cultivating pre-academic skills, and acquiring social-emotional competence. The purpose of this research was to determine the impact of Peace4Kids, a nonprofit community-based organization, on young foster youths’ social-emotional development and pre-academic skills. Data collected from parents, teachers, and administrators during semi-structured interviews documented children’s experiences as they attended the organization’s Saturday Core Program. Participants noted that as foster children participated in a variety of curricular and co-curricular experiences at Peace4Kids, their social, emotional, and academic development were positively impacted. Parents, teachers, and administrators reported that the organization’s culture of consistency, trust, and accountability promoted secure attachment relationships among foster youth, staff members, and peers at the Saturday Core Program. Participants iterated that secure relationships provided a foundation for foster children to subsequently acquire social and emotional capacities, including persistence, conflict resolution, self-regulation, and autonomy. As youth in foster care developed social-emotional competencies, pre-academic skills such as literacy and numeracy emerged. This study’s findings indicate that a comprehensive approach is necessary to address the unique needs of foster children who have experienced prior trauma. Additionally, this research study contributes to a growing body of work that explores the role of attachment relationships in group and organizational settings.

Full texthuman security and socio-economic development have been embedded into the agenda of peace operations in the post-Cold War era. This thesis offers two dynamics based on a normative change as the underlying cause behind this transformation. In the post-Cold War era, international norms have changed and brought a new parameter: internal conflicts are to be responded. Based on this normative change, the first dynamic is related with the challenge, which internal conflicts pose for peace operations, and the second dynamic is the rise of liberal internationalism, which tends to organise domestic realms of the states.

Full textThis master's thesis discloses the concepts of “volunteering”, “volunteer organization” and “volunteer movement”; the main characteristics and approaches to the classification of volunteering are identified. The work also examined the history of the development of the volunteer movement in the world and in Ukraine, as well as the place of volunteer activity in the concepts of peacebuilding, in particular the hybrid peace. Particular attention was paid to the study of the features of the activation and development of volunteering in the conditions of armed conflict in the Donbass. From the results of our own expert survey, the features of the main areas of volunteer activity in the conditions of a military conflict were revealed.

Full textMost women who come to police asking for help was forced to do many unpleasant acts. Usually first desperation is an interviewing with police officer, who rarely is qualified to communicate with a delicate victim. Tutorial tells common interviewing concepts, but delicate, such as sexual violence victims. The main object of this research is criminal cases of rape and sexual abuse articles. The aim of this study is analyzing the practice of criminal cases deal with female sexual violence in Lithuania the main problems associated with organizing of investigation. The study was carried out using various methods: method of mathematical statistics, comparative analysis, the direct questioning method, empirical method, online questioning method, the comparative legal method. Mathematical statistical method is used to analyze the main parameters of cases. In most interesting results are such as: the averaged subject is previously convicted of theft and robbery, on 30.2 years old man; the averaged circumstances are common drinking parties ; the averaged victim is 29,5 years old woman, who is wearing pants but skirt; the averaged duration of pre-trial investigation is 395 days; Comparative analysis of the method showed the strengths and weaknesses of cases: centralized investigated sexual abuse cases are more constructive and their analysis is faster and more efficient. This study has as an objective to analyze the International Labour Organization (ILO) plot in the international community regarding human trafficking confrontation, by considering the transnational organized crime of human trafficking, in all its modalities, listed in Palermo Protocol, as an impediment to world peace, and mainly these actions reflexes in Brazil. For this purpose, it was taken as a start point, specially from Kant's understanding of Peace and human rights' effectiveness, the principles and fundamental rights in labour, the social rights, a reasoning surrounding the seeking for peace, its understanding as a human right and how great its effectiveness can be (the most durable) having no social justice as an International Labour Organization purpose. This, is an example to be followed in this crime's confrotation by its Conventions, Recommendations, Resolutions and publications in the numerous material Offices around the globe. As to Brazilian reality, the difference between human trafficking and smuggling will be explained so that it is possible to understand human trafficking global and interamerican situations. And, consequently, how to confront it based on its "Guide Protocol" and if relevant, not only to present such ILO's reflexes in Brazil, whatever being political, normative, but also to analyze them with a backing on Palermo Protocol and current international and national legislations which directly or indirectly involve the proposed theme
O estudo em questão objetiva analisar o papel da Organização Internacional do Trabalho (OIT) na comunidade internacional no tocante ao enfrentamento do tráfico de pessoas, ao considerar o crime transacional organizado do tráfico de pessoas, em todas as suas modalidades, elencadas no Protocolo de Palermo, um óbice para a paz mundial, principalmente os reflexos dessa atuação no Brasil. Para tanto, partiu-se, em especial do entendimento de Kant sobre a Paz e da efetividade dos direitos humanos, dos princípios e direitos fundamentais no trabalho e dos direitos sociais, de um raciocínio em torno da busca da paz, de seu entendimento como direito humano e o quão longínqua se torna sua efetividade (quanto mais durabilidade), se não houver a justiça social como um dos fins da Organização Internacional do Trabalho. Essa como exemplo a ser seguido no enfrentamento a tal crime por meio de suas Convenções, Recomendações, Resoluções e publicações nos diversos Escritórios físicos espalhados pelo globo. Quanto à realidade brasileira, a diferença entre tráfico de pessoas e de migrantes será explicitada para, assim, dar ensejo ao entendimento da situação global e interamericana do tráfico de pessoas. E, consequentemente, como enfrentá-lo de acordo com o seu Protocolo-guia , e se pertinente for, não só apresentar tais reflexos da OIT no Brasil, quais sejam políticos, normativos, mas analisá-los com o respaldo do Protocolo de Palermo e da legislação internacional e nacional vigente que direta ou indiretamente envolva o tema proposto

Full textThe Central African Republic (CAR) or Centrafrique, as many black African countries, begins the establishment of a democratic regime in 1990. It organized multi-party elections which the first democratically elected president is Ange Félix Patassé. The cap of the entrance to democratic regime seems past successfully. But the old methods resurface, causing protests. In 1996 bursts a politico-military crisis punctuated by three mutinies, then a succession of putsch. It reached its peaks in 2013-2015 with a conflict between two communities. It is following these events that are made the deployment in 1997, of a peacemilitary force according to the “agreements of Bangui” in 1997: The Inter-African of monitoring the agreements of Bangui (MISAB). It marks the beginning of a series of operations intended to maintain or to restore the peace. It goes along with humanitarian interventions where the International Committee of the Red Cross (ICRC) and Doctors without borders (MSF) play a major role. This research analyzes these actions from 1990 to 2015. It studies in the first part the role of the African actors in the resolution of this conflict and in the second part the participation of the international actors

This work aims to verify if the Responsibility to Protect (RWP) is innovation in the position of Brazil in UN forums, as well as its compatibility with the foreign policy strategies of the country, detailing it's innovative aspects and explaining in which previous occasions such proposals and positions emerged while argument of the country or third parties. The work presents a study regarding the development of rules of conduct existing in the international system for cases of intervention, emphasizing the normative evolution of UN peacekeeping operations and the concept of Responsibility to Protect (R2P). It details the Brazilian proposal, with its many points of contact with the aforementioned concept and its reception in the international system through the analysis of statements issued by the United Nations, representatives of NGOs, IOs and civil society organizations. It also discusses about the major foreign policy biases adopted by the Brazilian government from 1990 to 2014, through the analysis of the speeches of the national delegation to the General Assembly and the UN Security Council. Therefore, it is able to verify that the RWP presents no major outbreaks of incongruity with the R2P—dating back to the standard ratified by the United Nations for the construction of most of its normative basis—and is extremely consistent with the lines of foreign policy adopted by Brazil over the past 24 years.
Este trabalho visa verificar se a Responsabilidade ao Proteger (RwP) representa inovação no posicionamento do Brasil nos foros onusianos, bem como sua compatibilidade com as estratégias de política externa do país, detalhando seus aspectos inovadores e explicitando em quais ocasiões anteriores tais propostas e posições surgiram enquanto argumento do próprio país ou de terceiros. Para tanto, realiza um estudo sobre o desenvolvimento das normas de conduta vigentes no sistema internacional para os casos de intervenção, com ênfase na evolução normativa das operações de paz da ONU e no conceito da Responsabilidade de Proteger (R2P). Detalha a proposta brasileira, apresentando seus—muitos—pontos de contato com o supracitado conceito e sua recepção no sistema internacional, através da análise de declarações emitidas por membros das Nações Unidas, representantes de ONGs, OIs e organizações de sociedade civil. Versa, ainda, sobre os principais vieses de política externa adotados pelos governos brasileiros no período de 1990 a 2014, por meio a análise dos discursos da delegação nacional na Assembleia Geral e no Conselho de Segurança das Nações Unidas. Sendo assim, é possível verificar que a RwP não apresenta grandes focos de incongruência com a R2P—remontando à norma ratificada pelas Nações Unidas para a construção da maior parte de seu embasamento normativo—e é extremamente coerente com as linhas de política externa adotadas pelo Brasil ao longo dos últimos 24 anos.

Full textPeace and security in Africa both condition the durability of Sino-African cooperation, a reason for concern to the member-states of IOF. Recurring conflicts hinder the take-off of African countries, and demand the commitment of international actors of various kinds, nation states as well as IGOs. China and IOF both contribute to the peace process in French-speaking Africa in different ways. Beyond the gap in their respective visions as well as their approaches, thinking should be elaborated about complementarities in peace-building, the multi-dimensional characteristics of which require involvement by diverse actors.The peace-building process provides a relevant prism for studying changes in Chinese diplomacy, and the specific features of IOF as a transnational organization. Submitting them to mutual scrutiny gives us keener insights on the peculiarities and similarities in their perceptions and operative mechanisms.How China and IOF do they engage in the peace-building? How do they approach the notions of peace and conflicts in their own representations? How do the Africans perceive their respective approaches? This inquiry is correlated to the best of Chinese thinking and Western theoretical trends, without forgetting African realities and expectations as evidenced through our field interviews

Full textDenna avhandling är en kvantitativ studie med inslag av kvalitativ analys. Syftet med denna kvantitativa studien var att undersöka VAD som skrevs om Ukrajinas självständighet 1917 i svensk press 1917–1918. Den kvalitativa delen av undersökningen ämnade att besvara frågan om tidningens politiska hållningen påverkade nyhetsrapporteringen under den valda perioden. Den exakta periodiseringen fastställdes att vara mellan den 1 mars 1917 och den 30 juni 1918. Denna periodisering valdes på grund av marsrevolutionen 1917 som utlöste självständighets-förklaringar i en rad länder som var förtryckta av Moskovitien och som nu såg sin chans till frihet. Juni 1918 blev slutpunkten i undersökningen därför att det var just då som fredsavtalet mellan Ukrajina och Sovjet undertecknades. Källmaterialet har valts att representera en mångfald ideologiska inriktningar. Det var liberal, moderat, konservativ, frisinnad samt vänstersocial inriktningar. Källmaterialet bestod av tidningsartiklar från följande tidningar: Dagens Nyheter, Aftonbladet, Göteborgs Aftonblad, Svenska Dagbladet, Dalpilen, Kalmar tidning och Norrskensflamman. Det användes kvantitativ metod på källmaterialet som bestod i en genomsökning av tidningsartiklarna efter nyhetsrapporter från Ukrajina eller som hade något med händelserna i Ukrajina att göra. Varje tidning genomsöktes dag för dag. Det genomsökta materialet presenterades i två kapitel som representerade olika perioder. Det första resultatkapitlet presenterade resultatet från år 1917, och mer exakt från mars till december 1917. Det andra kapitlet presenterade resultatet från år 1918, men även från december 1917, det vill säga resultatet från och med december 1917 till och med juni 1918. Det hela resultatet diskuterades sedan i ett eget kapitel där även den kvalitativa analysen diskuterades. Resultatet från den kvantitativa analysen visade att det har skrivits relativt sparsmakat om Ukrajinas självständighet även om artikelmängden ökade från december 1917 och ännu mer under 1918. Ibland förekom det artiklar på första sidan. Men för det mesta placerades artiklarna med Ukrajina-frågor bland andra utlandsartiklar. Det framgick också i undersökningen att det var mest första världskriget som upptog tidningarnas uppmärksamhet, även om händelserna i Petrograd och sedan i Ukrajina tog allt mer plats allt eftersom. Denna undersökning visade också att det som skrevs om Ukrajinas självständighet var också det som förekommer i referenslitteraturen. Nyhetsrapporterna berättade hur Ukrajina utropat sin självständighet i mars 1917 tills landet proklamerat en oberoende republik i november 1917 när bolsjevikerna genomförde sin statskupp i Petrograd. Tidningarna skrev också hur de ryska kommunisterna skickade krigsförklaring till Ukrajina i december 1917 och om det kriget som följde efter det. Artiklarna berättar även om hur förhandlingarna för Ukrajinafreden gick till i Brest-Litovsk samt hur dessa avslutades med att Tyskland allierade sig med Ukrajina i kampen mot kommunisterna. Det berättades hur den tyska armén marscherade in i Ukrajina för att befria det från bolsjevikerna. Fram till maj 1918 pågick det strider mellan tysk-ukrajinska armén och kommunisterna. I juni 1918 undertecknades fredsavtalet och där slutade undersökningen. Undersökningen visade att det skrevs om Ukrajinas självständighet i samtliga tidningar. Dagens Nyheter hade flest nyhetsartiklar kopplade till undersökningen. Även om antalet artiklar ej var i syfte att analysera i denna undersökning. Den kvalitativa analysen gick ut på att använda Höjelids teoretiska begrepp ”positiv klang” och ”negativ klang” på den kvantitativa analysens resultatmaterial. Det kvalitativa resultatet visade att det var nästintill omöjligt att se skillnad mellan de olika tidningarna eftersom artiklarna traderades mellan tidningarna, det vill säga innehållet kopierades rakt av. Det bör påpekas att inte allt innehåll var ämne för kopiering mellan tidningarna. Kopieringen förekom i större utsträckning men det fanns ändå originella artiklar som härstammade från respektive tidning. De flesta av artiklarna var dessutom direkta telegram som kommunicerades i utlandet till tidningens redaktioner. En hel del av dessa telegraferade artiklar skickades med ett givet syfte att vilseleda samhällsopinionen. Dessa vinklade artiklar publicerades utan vidare granskning i svensk press. Det förekom artiklar från exempelvis Dagens Nyheter vars redaktion uppmärksammat de ”märkliga Petrogradrapporter” och informerat om det i möjligt syfte att upplysa allmänheten. Men eftersom de flesta tidningarna var upptagna med första världskriget, som det visades i källmaterialet, var tidningsredaktionerna mindre intresserade av andra utländska händelser. Därför kunde sådana vinklade artiklar förekomma i svensk press i en större omfattning.

Full textPolice contribution to United Nations peace operations is not a new phenomenon but it is beginning to draw a lot more attention from police organizations and the academic community. In 2010, nearly 13 000 police officers were deployed in the 13 peace operations led by the United Nations. It represents an 810% increase in comparison with the 1 600 police officers that were deployed in 1995 . This dramatic increase of police contribution questions the traditional conception held by the academic community about the police institution. Good example of police transnationalization, these deployments raise a lot of questions that require some examination. While the great majority of researches have been conducted on operational issues raised by sending cops in post-conflict area, very few have focused their attention on the issues linked to post-deployment phase, namely when police officers are reintegrated in their home society. Considering that the contribution of some Quebec police forces to peace operations appears to be an intricate part of their organizational mission, it would be interesting to study its benefits. That is exactly the essence of this present research. More precisely, the objective of this project is to study the relationship between the participation of a police officer to peace operation and the modification of his habits and working methods after reintegrating his home unit. The organizational perspective used in this research is innovative in the sense that it questions the utility and benefits of these missions, not on the societies hosting these missions, but on the contributing actors of these deployments. This type of questioning is relevant if we want to measure the benefits of the contribution to peace operations on the contributing officers and their police organization, as well as the qualities of the services provided to the citizens by these same organizations. The data that enables us to provide answers to these questions comes from nineteen semi-directive interviews realized with police officers of the Sûreté du Québec that have participated in a United Nations peace mission in Haïti between 2005 and 2010.
