Abstract:
WBS (Work Breakdown Structure) plays an important role in every construction project. WBS is a hierarchy of decreasing scope of work to become the smallest level called a work package, making it easier in the process of project management and control. The current problem is that many contractors in Indonesia, both large and small contractors, do not understand the importance of using WBS in a construction project. This causes project performance to be less than optimal, especially on cost and time performance. Currently, WBS standards have been developed for building projects. In this study will look at the cost and time performance of the project from the use of WBS standard building. The sample used in this study are projects that have applied the use of project standards. The projects include Building X, Lecture Building Y, and Sports Facility Building Z. The method used in this study is the EVM (Earn Value Method) approach, collecting data using questionnaires. The results showed that using the WBS standard had an effect on cost and time performance. Good cost and time performance is shown in the Building X and Lecture Y buildings. While the cost and time performance of the Z Sports Facility Building tends to be unstable. This is because the work items that exist in the WBS standard are not in accordance with the project conditions, so it is necessary to adjust work items.

Abstract:
To ensure development work breakdown comprehensive and thorough for large aircraft product, this paper put forward a WBS decomposition technique based on artificial neural network. On the basis of analysis of the neural network model and work breakdown structure (WBS), project control work breakdown structure (PCWBS), functional work breakdown structure (FWBS), relational work breakdown structure (RWBS), I set up a model which could get PCWBS, FWBS, RWBS and then get WBS according to the knowledge of the similar aircraft development WBS decomposition, so as to realize the automatic acquisition of WBS by input the general project attribute, which replaced the traditional state of depends on the personnel’s experience, and improve efficiency. Based on this, a prototype system is developed, and has been validated by a large aircraft WBS’s generation.

Abstract:
The lower structure of a steel bridge is one of the essential elements of a whole steel bridge structure. The construction works of this structure are complex and extensive. In the process of planning the construction works for this element, thorough and well-designed plan is vital in order to avoid construction failures or defects that could lead to project failure. Therefore, in the construction planning process for the lower structure steel bridge, a detailed construction process and activities, including its resources are needed for guiding the process effectively and comply with the project requirements. The decomposition of the construction works into work packages is important to minimize mistakes, which is by using a definitive work breakdown structure (WBS) and its detailed dictionary for each work packages. The objective of this study is to develop the WBS dictionary based on the defined WBS, for each construction work elements in the lower structure steel bridge. The study used Delphi method and expert validation as its methodology. The result provides the WBS dictionary that specifies the construction works of lower structure steel bridge into four (4) levels of WBS and two (2) supplementary levels of detailed activities and resources.

Work Breakdown Structure (WBS) is a breakdown of project work into smaller components so it can be better managed. Although each project is unique, most buildings can be standardized in their activities to enable the provision of a stronger forecast for project management. Quality performance is also important to be controlled and risk consideration approach is now required for overall quality management process in the updated ISO 9001. Therefore, the development of risk-based WBS for quality planning is proposed. The objective of the study was to develop risk-based WBS for high-quality building architectural works. The research consisted of several stages with qualitative risk analysis method. The result indicates that standardized WBS consists of 5 primary levels and 2 complementary levels, with 14 dominant risk variables on quality performance, and recommended risk responses as the development.

Developing a project plan without incorporating how an organization doing things - i.e., organizational culture - may lead to project failure. To ensure stable process performance and to benefit from organizational culture, it is crucial that organizational processes be taken into account in project planning. Organizational processes enable stable process performance across an organization and provide a basis for cumulative, long term benefits to the organization. In proposing a systematic approach that supports bi-directional transformation between processes and the Work Breakdown Structure (WBS), we propose Process2WBS and WBS2Process to assist project managers in project planning with an organization’s set of standard processes. Process2WBS consumes processes and transforms them into a WBS with Design Structure Matrix (DSM) analysis, and WBS2Process transforms the WBS with project-specific information into executable processes expressed in XPDL.

A construction project is inseparable from a series of tasks in the form of activities. Activities that take place on a project can be disrupted due to various reasons, one of the causes of the disruption of project activities are accidents on construction projects. The risk of workplace accidents can be prevented with early identification and analysis of the potential danger that exist in every activity contained in the project’s WBS. The need for a standardized WBS in preventing the risk of workplace accidents is very important because it would present a risk assessment, impact and frequency arising from workplace accidents. The aim of this study is to develop a risk-based WBS standard particularly for structural work, by using a qualitative approach. The results of this research are WBS standard for building, source of potentially dangerous risk at structural work, and the development of safety plan using a risk-based WBS that has been standardized, as a form of prevention, reduction or even nullify the risk of workplace accidents (to obtain zero accidents) during construction project implementation.

One of the most influential factors on the project success in the construction industry is the safety management system. The rate of the occupational accidents in the construction sector is still very high according to the report of the Institution of Social Security Employment in Indonesia. One of the causes of the high rate of the occupational accidents that occur is due to the unnoticed work activities which is caused by the lack of control on the risks of the work activities. To discovered all of the activities on a work package, we can use a tool called WBS or Work Breakdown Structure. Besides that, by using the advancement of technology, it is expected to be used to improve safety performance on the construction projects effectively and efficiently. One of the advancements of technology which is already been used in the construction sector on this era is the BIM (Building Information Modeling). With using the BIM system on the construction projects, the quality of the work during the planning and construction phase will be increasing. Therefore, the development of a safety plan using WBS for BIM-based building structure work will be carried out in this study. The research method in this paper is a qualitative method and a case study will be presented on this paper to find out the effectiveness with using BIM in the safety management process. The results of this research are the occupational accident risks that are dominantly using the WBS and the development of the safety plan using WBS for BIM-based building structures work. The case study results the integrating of safety building information with the 4D model is very effective and efficient method to use on the safety management process. With the BIM system in the safety management process, the budget and the duration for safety inspection can be reduced because the hazardous of the occupational accidents can be identified faster according to the construction schedule. This research is expected to create a safety management strategy and can improve the safety performance on building construction projects in Indonesia.

The improvement of the project management forced the industrial organizations to focus on using the project management techniques in their industry, to plan and control the workflow to achieve their targets, further to increase the satisfaction of their customers. One of the most common project management tools are used is the work breakdown structure (WBS), which provide a framework for the implementation of the project scope including project planning, scheduling, monitoring, control, and estimation. Depending on the top-down approach the project activities will be broken into smaller parts that can be measured and controlled during the project implementation. The well-defined construction of the structure contributes to making the project more realistic and visual. However, the misunderstanding of the project WBS among the project team creates deflection and misinterpretation of the project scope. The main issue of this research is to improve the WBS of the installation plan and develop a standard WBS for plant installation. The research was limited to Asphalt plant installation WBS as a case study to identify the weaknesses of the current WBS at the case company which leads to extra installation time and cost. The research is offering a template WBS based on the company logic, defining the frequent risks that affect the plant installation based on the WBS and suggesting a suitable response strategy by recommending a control framework to monitor and control the WBS schedule throughout all installation phases.

Purpose Asset inventory is an essential part of any building asset management system and is needed by such functions as condition assessment and deterioration prediction. Previous studies in asset management systems have suggested the use of one of the many standard construction classification systems, such as UniFormat or MasterFormat, in achieving the goals of asset management. However, each classification system has its unique features, and it has been developed for different purposes and may not necessarily be directly adaptable to asset management. A proper classification system is thus needed to achieve the goals of building asset management effectively. Such a system must take into consideration the objectives and functions of asset management. Therefore, the purpose of this paper is to establish a unified work breakdown structure (WBS)-based framework for building asset inventory. Design/methodology/approach The WBS-based framework aims to cover the entire lifecycle of an asset so as to provide the unified classification system for asset inventory. The proposed framework is developed based on appropriate building standards. Also, comprehensive levels of details are included for space functions and locations for all assets in any type of building. Furthermore, this framework takes into consideration utilities in any kind of building project. As such, the WBS-based framework proposed in this research endeavor provides the basis for effective asset management. An educational building case study is presented and discussed to demonstrate the effectiveness of the proposed framework for asset management. Findings The unified WBS-based framework for building asset management effectively classifies asset inventories and facilitates decision-making in asset management during the lifecycle of an asset. Originality/value This research synthesizes a unified WBS-based framework for building asset management, which allows for a more effective lifecycle building asset management.

There is very little discussion about the needs of occupational health within the University area. In fact, the University is a place where interaction occurs not only for lecturers and students, but also employees, contractors and other visitors with very varied backgrounds and cultures. The lack of application of OHSMS in the construction sector in the University area causes a high number of work accidents. Making a safety plan at the initiation stage can reduce and prevent potential hazards that will occur. One of the methods can be used to reduce work accidents is by developing a safety plan using WBS (Work Breakdown Structure). This study aims to develop a WBS-based construction occupational safety and health plan for structural and architectural work buildings. This study develops a safety plan based on Regulation of Minister of PUPR No. 21 of 2019. This study uses literature study techniques for risk identification and questionnaires validation by experts with a minimum of 5 years experiences in OHS construction project. The result of this study is identification of hazards, impacts, prevention, OHS objective and programs. The results will be used for the development of a safety plan, intending to improve occupational safety and health performance and reduce occupational accidents in construction projects.

There is a project management tool such as Work Breakdown Structure (WBS) that ensures the investment thereof; it would be recommended implement mechanisms necessary in its application in future projects. At present the basic requirements in the proposals for work are not included these new tools such as WBS, because of their ignorance and lack of technical preparation of those who take the decisions in the allocation of the most important works. The WBS to define the project’s scope of work in terms of deliverables and further decomposition of these deliverables into component. The WBS is one of the main contributions to the projects management by the Project Management Institute (PMI), which is considered the most important project management professional association. On several occasions it has been experienced that the failure of projects is due to lack of management implementation thereof; such case, the importance of projects looking for its amount, without addressing the application of WBS. In assessing of the results describe the significance of the use the WBS at different stages of the projects, referring to what happens in planning, executing, controlling and closing. Have focused illustrations with different scenarios of the usefulness and benefits involving different criteria for projects for better interpretation. Finally, refers to other standards such as the PMI, standard practice for the programming, standard practice for the earn value management and corporate management maturity of model projects such as work related to the WBS. The construction of mobile cloud service platform is innovative complex project. This paper analyzed service innovation behavior based on the four-dimensional model of service innovation, and to study the implementation process of mobile cloud service platform for rural leisure tourism based on WBS method multi-dimensional description, to propose a rolling, flow-based work breakdown structure design idea. The research results show that by properly setting the WBS and monitoring points, it is possible to detect and prevent the deviation of the progress cost correlation in time and to ensure the quality of the platform. Research results can provide the basis for decision making by relevant industry managers.

Abstract:
Scope management allows project managers to react when a project underperforms regarding schedule, budget, and/or quality at the execution stage. Scope management can also minimize project changes and budget omissions, as well as improve the accuracy of project cost estimates and risk responses. For scope management to be effective, though, it needs to rely on a robust work breakdown structure (WBS). A robust WBS hierarchically and faithfully reflects all project tasks and work packages so that projects are easier to manage. If done properly, the WBS also allows meeting the project objectives while delivering the project on time, on budget, and with the required quality. This paper analyzes whether the integration of a cost breakdown structure (CBS) can lead to the generation of more robust WBSs in construction projects. Over the last years, some international organizations have standardized and harmonized different cost classification systems (e.g., ISO 12006-2, ISO 81346-12, OmniClass, CoClass, UniClass). These cost databases have also been introduced into building information modeling (BIM) frameworks. We hypothesize that in BIM environments, if these CBSs are used to generate the project WBS, several advantages are gained such as sharper project definition. This enhanced project definition reduces project contradictions at both planning and execution stages, anticipates potential schedule and budget deviations, improves resource allocation, and overall it allows a better response to potential project risks. The hypothesis that the use of CBSs can generate more robust WBSs is tested by the response analysis of a questionnaire survey distributed among construction practitioners and project managers. By means of structural equation modeling (SEM), the correlation (agreement) and perception differences between two 250-respondent subsamples (technical project staff vs. project management staff) are also discussed. Results of this research support the use of CBSs by construction professionals as a basis to generate WBSs for enhanced project management (PM).

By superimposing individual ones, probability distribution of cost under the influence of a number of risk factors is achieved, which provides effective information for investment decision and cost control.

As a project control technique concept that provides a quantitative measure of schedule and cost information, the earned value (EV) model can evaluate work progress by identifying the potential delay and the cost overruns in a project, which is useful for controlling projects. The construction industry in Korea does not put this concept into practice, however, because it is poorly understood and because the construction practices in Korea are different from those in other industrialized countries. Most important is the fact that almost all the construction projects in Korea are controlled in accordance with the budget breakdown structure (BBS), which is less detailed than the cost breakdown structure (CBS), while those in the USA are managed through schedule control on the basis of the work breakdown structure (WBS). This is because most of the construction projects in Korea are generally contracted at a fixed price. This being the case, once the contract is awarded, the clients are no longer concerned with the cost of the project. This current construction practice based on the BBS rather than on the WBS has brought forth a limitation in terms of the use of the existing EV model in the domestic market. In this study, the EV model, which is suitable for the domestic market, is demonstrated. An integrated model of the WBS and CBS is then developed based on the modified work-packaging model. Finally, the developed model is integrated into the project management system (PMS) to verify its suitability and efficiency.

The construction industry has an important role in the economic development of the country, especially developing countries. However, along with the increase in the construction sector, work accidents in the construction sector also increased. This accident has a negative impact on the project, such as loss of life, material, time, and others. The risk of workplace accidents can be prevented through a well-designed safety management system. The prevention of the workplace accidents can be done by identifying potential hazards that occur in each activity contained in the work breakdown structure (WBS). Identification of potential hazards is needed to be planned well so that the construction companies can take the best preventive action against any potential hazards that exist in each activity of the construction projects, so the safety performance can be improved. After the potential hazards have been identified, then the preventive actions are taken to control the hazards to minimize the safety risk rate. The implementation of safety programs requires costs. But there is no separate budget in this sector that make the implementation of the safety management is still not optimal. Thus, the financing of the safety management system was taken from the project budget, which led to a reduction in the profits of construction companies. This study aims to develop the cost of safety management system based on work breakdown structure on the building lower structure work. The results of this study are the standardized WBS of the lower structure of buildings, potential hazard sources in the lower structure of the building construction projects, the preventive action to each potential hazards in each activity, and finding the safety cost components based on work breakdown structure with the aim of improving the quality of the occupational health and safety management system and reducing work accidents in the building construction projects.

Numbers of rented-housing has been rapidly increased as an impact of program and policy by Indonesian government. Rented-housing are a solution for housing in urban slums and low-income communities that are subsidized by the government. It provides challenges in the post-construction phase especially building maintenance activities. Operation and Maintenance phase takes the longest and the most expensive period in building lifecycle. About 75–80% of Total Life Cycle Cost of a building is spent during operation and maintenance phase. The problems are poor quality of rented-housing, damaged buildings and not well maintained. Those problems impact high maintenance cost that must be afforded by the occupants. The problem derived by leak of information and maintenance schedule, number of maintenance personnel and competencies. This study aims to improve the performance of building maintenance of rented-housing by developing Information Systems, so the building functions as it’s designed. Information System is proposed be solution for effective data management and scheduling of during maintenance building. Data and building information are important and have to be managed in order to perform building maintenance. Scope of building maintenance can be defined dynamically by Work Breakdown Structure (WBS). Building Information Modeling (BIM) is used to handle technical data of building. Data of WBS, checking information, material and equipment information, supplier information, and building components parameters should be embedded in 3D/BIM model in order to effectively data storage on maintenance phase. The 3D/BIM object which effectively link with the information system has proposed an integration of scope management and schedule management. This research is qualitative, study case on rented-housing in Jakarta. Data obtained through literature analysis, and validated by experts to conclude the variable related to develop maintenance schedule in development of information systems. The result of the study is WBS-based Information System with BIM. Proposed Information Systems based on WBS using BIM can improve the performance of building maintenance.

The construction of small houses was started many years before Christ, and the development of this field has led many architects and engineers to a higher level of buildings. Mainly the buildings in terms of height are classified into three types: low-, medium- and high-rise buildings. In this particular study, medium or med-rise buildings are investigated. Reaching the fully finished building stage is not easy, and it requires many steps. Taking into account the step-by-step tasks for proper performance completion, economical point of view, performance period estimation and other considerations, it is essential to organise (plan) the work before it starts accurately; that is why a work breakdown structure (WBS) template is vital in the planning, design and construction of buildings. In this paper, an overview and a WBS template for construction planning of the med-rise buildings are submitted. It was seen that for the successful construction of a mid-rise building, 14 steps are required prior completion, and among all steps, construction step takes more time for completion.

Dengan penyusunan suatu manajemen proyek yang baik, maka dapat dilakukan estimasi waktu dan biaya yang diperlukan dalam menjalankan proyek, sehingga dapat meminimasi kerugian biaya akibat kemungkinan keterlambaran proyek. Perencanaan manajemen proyek yang dilakukan untuk menjalankan proyek Hayyan, Qiscus Pte Ltd, menghasilkan estimasi percepatan pengerjaan proyek selama 6 hari, dengan penambahan biaya sebesar 2,8 juta. Abstract Project management is a strategy that needs to be done in achieving the efficiency and effectiveness of a company. Technology development in this era is along with the development company engaged in technology services, such as Qiscus Pte Ltd. Planning the project can be compiled using a Work Breakdown Structure (WBS), Cirital Path Method (CPM) and Program Evaluation and Review Technique (PERT).
